However, the number or share is still not equal to the male counterparts, but it is growing at a rapid pace, and that is what matters. Persistent growth is the sure shot ladder towards success, and women are heading in the right direction. Thinking of Logistics the first thing that comes to mind is the humongous shipments, rugged freight trains, dusty trucks and a whole lot of men working; but with this growing world, everything is rapidly changing, as they say, change is the only constant. The set scenario of Logistics is also changing with women making their mark in the industry. Women empowerment has been an age old issue in India, with many policies and agencies working to achieve that goal. Women now are going hand-in-hand with men in every sector now, be it education, employment, inheritance, politics, robotics, logistics, engineering and any sector one can think of. It is also seen that women are playing a pivotal role in economic field too; as workers, entrepreneurs, managers, investors, and so on. According to a report, the number of working women has more than doubled in last decade. More and more women are getting employed in every sector. Manufacturing work, traditionally a male preserve, has declined while jobs in service have expanded, reducing the demand for manual labor and putting the sexes on equal foot. Women are earning their share in every sector, so why not logistics? We met some of the leading ladies in Logistics who broke the notion to get what they wanted.

लॉजिस्टिक्स के बारे में जब हम सोचते है, तो सबसे पहले मन में आता है कि यह एक विशाल शिप्मेन्ट है। बीहड़ में माल गाड़ियो, धूल भरी ट्रको के साथ बहुत सारे लोग काम कर रहे है। लेकिन इस बढ़ती दुनिया के साथ, सब कुछ बहुत तेजी से बदल रहा है। जैसा कि हम जानते है, कि परिवर्तन ही स्थिर है। लॉजिस्टिक्स के समूह के परिदृश्य भी महिलाओ के इस उदयोग में अपनी छाप बनाने के साथ बदलाव भी आ रहा है। महिलाओ का इम्पावर्मन्ट भारत में एक पुराना मुद्ा रहा है। कई पॉलिसीयां और एजेंसियो इन लक्ष्यो को प्राप्त करने के लिए काम कर रही है। महिलाएॅ अब हर क्षेत्र में पुरूषो के कंधे से कंधा मिलाकर चल रही है। वह शिक्षा, रोजगार, राजनीति, रोबोटिक्स, लॉजिस्टिक्स, इंजीनीयरिंग और किसी भी सेक्टर में काम कर सकती है। यह भी देखा गया है कि महिलाएॅ आर्थिक क्षेत्र में एक निर्णायक की भूमिका भी निभा रही है। श्रमिको के रूप में, उद्यमियो, मैनेजरस, इनवेस्टरस और इसी तरह एक रिपोर्ट के अनुसार, काम करने वाली महिलाओ की संख्या पिछले एक दशक में दोगुनी से भी अधिक हुई है। अधिक से अधिक महिलाएॅ हर क्षेत्र में कार्यरत हो रही है। जबकि सर्विस के क्षेत्र में रोजगार के विस्तार में गिरावट आई है। तो लॉजिस्टिक्स क्यो नही? मैन्यूअल लेबर की मांग कम हो रही है। जिससे पुरूष और महिलाएॅ बराबर स्थान पर आ गए है हमने लॉजिस्टिक्स में लीडिंग करने वाली महिलाओ से मुलाकात की, जिन्होने तय प्रथा को तोड़ कर वो पाया जो वह चाहती थी।

I was always interested in Aviation Field, especially in Ticketing, passenger handling amongst others. But, joining Logistics industry was not something that I had planned when I graduated in commerce. Hence, I did a brief stint with Go Air in my early days. Before I joined Kale Logistics, I have worked as Customer Service executive across industry verticals like Pharma and Advertising Agencies for over 10 years. How long have you been with Kale Logistics and what is your role at Kale? I have been with Kale since 2011 as the Manager e-AWB service. I and my team

आपका प्रोफेशनल बैकग्राउण्ड क्या है और क्या आपने पहले से लॉजिस्टिक्स इंडस्ट्री के लिए काम करने की योजना बनाई थी? मै हमेशा से एवीऐशन क्षेत्र में रूचि रखती थी। विशेष रूप से टिकटिंग पैसेन्जर हैन्डलिंग इत्यादि में, मैने लॉजिस्टिक्स इंडस्ट्री में शामिल होने की कोई योजना नही बनाई थी। मैने कॉमर्स से ग्रैजूइट होने की योजना बनाई थी। इसलिए, शुरूआती दिनो में मैने गो एयर के साथ काम किया था। उसके बाद मै काले लॉजिस्टिक्स में शामिल हो गई। मैने फार्मा जैसे कार्यक्षेत्र में एक ग्राहक सेवा कार्यकारी के रूप में और विज्ञापन एजेंसियो में 10 से अधिक वर्षो तक काम किया है। काले लॉजिस्टिक्स में आप कितने लबें समय से है और काले लॉजिस्टिक्स में आपका रोल क्या है? मै 2011 में काले लॉजिस्टिक्स से एक e-AWB सर्विस मैनेजर के तौर पर जुड़ी। मै और मेरी टीम यह सुनिश्चित करती है की ग्राहक सेवा से सन्तुष्ट है कि नही, चूकि e-AWB फाइलिग एक इंडस्ट्री जनादेश है और इसमें समय काफी अहमियत रखता है। हमारी टीम यहॉ बहुत सारे काम बहुत मेहनत से और पूरी लगन से काम करती है और देश भर में ग्राहको को आसानी से e-AWB फाइल करने में मदद करते है। थाईलैंड और अन्य वैश्विक स्थानो पर अगर वहा एक भी एरर है। इससे ग्राहको को भारी जुर्माना देना पड़ सकता है। तो हम अपने ग्राहको को खुद ही व्यापार के साथ शामिल करते है और इसलिए हम ग्राहको की समस्या जल्दी सुलझा देते है। आपका काम काले लॉजिस्टिक्स के लिए किस प्रकार से महत्वपूर्ण है? e-AWB बनाना ई. फ्रेट पहल की दिशा में पहला कदम है। यह एक वैश्विक जनादेश है। अपने से हम हर जगह नई तकनीक पहुॅचा रहे है। हमारी तकनीक वे.बील डाक्यमेन्ट को इलेक्ट्रनिक फारमेंट में बदल देती है। और हमारी टीम एक क्वालिटी की जांच करती है। वह एक ऑटोमेटेड स्क्रिप्ट है, जो अपना डाटा पढ़ता है और यह डाटा IATA मैसेजिंग दिशा में निर्देशको के अनुसार आवश्यक प्रारूप में दुनिया भर में 90 से ज्यादा एयरलाइंस को भेजता है। लगभग 3000 से ज्यादा उपयोगकर्ताओ e-AWB सेवा का उपयोग कर रहे है। हम ऑडर को गलत तरीके से चार्ज्ड लगाया और जुर्माना शुल्क से बचने के लिए एक पूरी तरह से गुणवत्ता की जांच करते है। हमारे ऐक्यरसी दर लगभग 100% है। जिस तरह से 65% की इंडस्ट्री के औसत से उपर है। हमें गर्व है की हम e-AWB को आसान बनाने की सेवाए ऑफर करते है। भारत टॉप 5 e-AWB देशो में से एक बन चुका है। मुझे खुशी महसूस होती है की मै एक सर्विस के लिए एक महत्वपूर्ण भूमिका निभा रही हुॅ। जिससे विश्व भर में कार्गों मूवमेंट पर असर पड़ता है।

What is the significance of the work you do? How important is it? e-AWB is the first step towards attaining e-Freight initiative, which is a global mandate now. Our technology converts air waybill documents into electronic formats and then our team does a quality check. We have an automated script, which reads your data and sends it to the 90+ Airlines worldwide in the required format as per IATA messaging guidelines. For around 3000+ users who are using our e-AWB service, we perform a thorough quality check in order to avoid incorrectly charged penalty charges. Our accuracy rate is nearly 100% per cent, way above the industry average of 65%. We are also proud that with our offering of making e-AWB easy, India has jumped into the Top 5 e-AWB countries. I feel happy that I am playing a critical role for a service, which impacts the cargo movement globally. How do you find working for Logistics

Industry and what have you learnt here? For a person who has learning urge, this industry is very exciting. For myriad types of shipments, the cargo handling regulations are different. In this Industry, time management is very critical factor along with Quality. I need to stay flexible as the cargo specifications may change, certain EDI messages have to be retriggered as part of customer support. We cannot retrigger these once the shipment is handed over to the carrier in physical form. Hence a smooth client interface is a must. Our Quality check helps ensure data accuracy. I can proudly say that we run a zero error process today. With e-commerce, Logistics & Supply Chain Industry offers lot of scope to grow for those who make their career here. What would be your advice to young generation who are planning to make a career in this industry? With e-commerce and Digital India initiatives, supply chain and related industries will witness lot of growth and requirement for fresh talent. There are opportunities for people who graduate in specialised Logistics and Supply chain management programs or courses, but there are many opportunities for other functions as well like- Finance, Operations, Marketing, Sales, Customer Service and IT to name a few.

आपको लॉजिस्टिक्स इंडस्ट्री में काम करना कैसा लगता है और आपने इस इंडस्ट्री से क्या सीखा है? जिस व्यक्ति में सीखने की चाह है, उसके लिए यह इंडस्ट्री बहुत ही रोमांचक है। शिप्मन्ट के असंख्य प्रकार के लिए कार्गो हैंडलिंग के नियम अलग है। इस इंडस्ट्री में समय प्रबंधन की गुणवत्ता के साथ साथ बहुत नाजुक कारक है। कार्गो स्पेसिफिकेशन में जो भी उतार चढाव होते है, उसमें बदलाव करने की जरूरत है। कई EDI संदेशो को दोबारा भेजना पड़ता है। क्योकि यह कस्टमर सपोर्ट में आता है। लेकिन एक बार शिपमेंट होने के बाद हम इसे दोबारा नही भेज सकते इसलिए ग्राहक के साथ साफ बात रखना बहुत जरूरी है। हमारी निरन्तर गुणवत्ता जॉच से हम डाटा की सटीकता पर खरे उतरते है। मै गर्व के साथ कह सकती हूॅ कि हमारा गलती करने के चांस शून्य पर पहुच चुके है। ई-कॉमर्स के साथ लॉजिस्टिक्स और सप्लाई चैन इंडस्ट्री में करियर बनाने का स्कोप बहुत बढ़ गया है नई पीढी, जो इसमें करियर बनाना चाहते है, उनके लिए आपका क्या संदेश है? ई-कॉमर्स का और डिजिटल इंडिया पहल, सप्लाई चैन और संबधित उद्योगो के विकास की बहुत बड़ी गवाह है और अच्छे प्रतिभाओ का वहा आवश्यकता है। जो विशेष लॉजिस्टिक्स और सप्लाई चैन मैनेजमेंट कार्यक्रम या पाठ्यक्रमो में ग्रेजुएट लोगो के लिए अवसर है। वहा पर और कार्यो के लिए कई अवसर के रूप में अच्छी तरह से फाइनैन्स, संचालन, मार्केट, सेल ग्राहक सेवा आईटी यह कुछ ही नाम है।

Yogita Raghuvanshi, India’s first female truck driver

Another woman that paved a new path for her in the logistics field is Yogita Raghuvanshi. She has a B.Com and LLB degree, but that is not why she is in the news. She has marked her name as the first female truck driver of India. According to a Mumbai Mirror report, Raghuvanshi is a mother of two, originally from Uttar Pradesh but brought up in Nandurbar, Maharashtra, in a family of four siblings. Till she arrived in Bhopal as a bride, she had no clue that her husband was not the advocate he claimed to be. "I was told he was a lawyer practicing in Bhopal High Court. But his family hid the truth from us," Raghuvanshi said. But she resigned herself to her fate and all was well till 2000, when her husband died in a road accident. "His death got me into becoming a truck driver," Raghuvanshi, who has a B.Com and LLB degree, and is also possibly the most qualified truck driver in the country, said. Well the question arises that why did she not take on a salaried job, with her qualifications? Driving a truck gets you instant payment, she says. And with her two children, she could not wait to earn money. Trying to get clients as a lawyer, then getting them to cough up their payment would have been very tough, she said. With her husband not leaving a will behind, she and her in-laws battled it out in court for his property, but the latter managed to acquire everything. "It was a nightmare. I had to bring up my children and run the household," Raghuvanshi, who has single-handedly brought up her two children, Yashika and Yashwin, said. "It was a sudden change in plans that brought me to Mumbai," Raghuvanshi said. She and her cleaner Trilok Singh, known as Kallu, had set off from Agra

एक और महिला है जिसने लॉजिस्टिक्स क्षेत्र में एक नया रास्ता बना लिया है। योगिता रघुवंशी जिन्होने B.COM और LLB की डिग्री ली हुई है। लेकिन यही कारण नही है जिसकी वजह से वह सुर्खियो में है। उनका नाम भारत की पहली महिला ड्राइवर के रूप में अंकित किया गया है। मुंबई की एक मिरर रिपोर्ट के अनुसार, वह दो बच्चो की मां है। जो असल में उत्तर प्रदेश से है, पर उनका पालन नन्दुबर महाराष्ट्र में हुआ है। महाराष्ट्र में उनका चार लोगो का परिवार है। जब वह दुल्हन के रूप में भोपाल पहुॅची। तो उन्हे नही पता था की उनके पति वकिल नही है। जैसा कि उनके पति ने दावा किया था। उन्हे बताया गया था कि वह भोपाल उच्च न्यायालय मे एक वकील है। लेकिन उनके परिवार वालो से यह सच्चाई छुपा दी गई थी। योगिता ने कहा, उन्होने इसे ही अपनी किस्मत मान लिया, सन् 2000 तक सब ठीक रहा, लेकिन तभी उनके पति कि एक सड़क दुर्घटना में मृत्यु हो गई। जब उनके पति की एक सड़क दुर्घटना में मृत्यु हो गई। उनकी मौत के बाद उन्हे ट्रक ड्राइवर बनना पड़ा। योगिता,‘ जो एक B.COM और LLB की डिग्री ली हुई है। वह देश में सबसे योग्य ट्रक चालक है। सवाल यह उठता है कि उन्होने क्वालिफिकेशन के अनुसार किसी और क्षेत्र में जॉब क्यो नही की। एक ट्रक ड्राइविंग में तत्काल भुगतान होता है। वह कहती है, अपने दो बच्चो के साथ वह पैसा कमाने का इंतजार नही कर सकती थी। वकीलो के लिये क्लाइन्ट ढूढना और फिर उनसे अच्छी फीस ले पाना काफी मुश्किल काम है। उन्होने कहा, उनके पति पीछे से उनके लिए कुछ छोड़ के नही गए थे। वह और उनके ससुराल वाले उनकी

संपत्ति के लिए अदालत में यह लड़ाई लड़ी, लेकिन हम बाद में सब कुछ हासिल करने में कामयाब रहे। ‘यह एक दुःस्वप्न था, जो मैने अपने बच्चो को बड़ा और घर चलाने के लिए किया।’ योगिता, के दो बच्चे यशिकान्द और यशविन अपने दोनो बच्चो को अकेले संभाला, मेरे साथ यह सब काफी अचानक हुआ और यह बदलाव मुझे मुम्बई ले आया। योगिता ने कहा, वह और उनके कंडक्टर त्रिलोक सिंह (कल्लू) भोपाल के लिए आगरा से दूर स्थापित किया था, जहॉ योगिता रहती है। वह एक बहुत लबें समय से ट्रक चला रही है। वो चाहती है कि लोग यह समझे की वो कुए की मेढक नही, महासागर की है। ट्रक ड्राइवरो की कमी आज भी है। उन्होने कहा, पिछले दशक में शायद ही कोई नया काम इस व्यापार में शामिल होने वाले ड्राइवरो के लिए किया गया है। उत्पीड़न के लिए पुलिसकर्मियो और हर राज मार्ग के साथ आरटीओ अधिकारियो को जिम्मेदार ठहराया है। वह अब तक 5 लाख किलोमीटर की दूरी पर तय कर चुकि है और यह सेल्वामनी से भी मिल चुकि है। जो कि भारत की दूसरी महिला ट्रक ड्राइवर है। ‘‘दक्षिण भारत के सड़को पर ड्राइव करना सबसे अच्छा है। गुजरात, महाराष्ट्रा और मध्य प्रदेश सबसे खराब हालत में है। उन्होने कहा, उसके पसंदीदा कन्साइन्मन्ट बियर है।‘‘ वहॉ बियर में बेहतर मार्जिन है। सबसे खराब बिस्कुट है। वे इन विशाल गडढो में टूट जाते है। उन्होने यह भी बताया की घाट पर सोना, नदी किनारे स्नान करना उनके लिए अब एक आम बात हो चुकि है। योगिता कुछ ही वर्षो में रिटायर होने की सोच रही है और तब तक उनके बच्चे भी कार्यरत हो जाएगें। उन्होने कहा तब वो अपनी ही दुनिया में खो जाएगीं।

She wants people to know that she is a "frog in the ocean" and not a "frog in a well". There is dearth of truck drivers today, she said. For the last decade there have been hardly any new drivers joining this trade. She attributed the problem to the harassment by policemen and RTO sleuths along every highway. She has driven more than 5 lakh kilometres so far, and has also met Tamil Nadu's Selvamani, the only other known lady truck driver in the country. "Roads in south India are the best to drive on. Gujarat, Maharashtra and Madhya Pradesh are the worst," she said. Her favorite consignment is beer. "There are better margins in beer. The worst is biscuits. They break in these craters called potholes," she said in disgust. After unloading the potatoes at Vashi, Raghuvanshi got busy making calls to get her next consignment. "She also revealed that sleeping in the ghats, bathing by the riverside and using open air washrooms were something she had become used to.' For Raghuvanshi it is another few years before she hopes to retire. "My kids will be settled by then. I will elope in my fantasy," she said.

Women in logistics and supply chain Despite the fact that there has been an incredible rise of women in the business world, the logistic and maritime sectors still remain a male dominant sector. One to two percent of the workforce in the world maritime and logistics sectors is women, among the 125 million people working in this industry. In the more developed countries, this percentage is higher. The reason for such low statistics around the world is mainly because of the cultural resistance for women working outside of home. It's also the general belief that women are not physically capable for maritime industry. It is quite a difficult task to prove this kind of prejudice wrong. Women are generally underestimated and underpaid because of being a woman, being married, being a mother and having many additional responsibilities outside of their careers. Somehow, being married and being a mother is looked down upon. This results in the belief that just because they are a woman, they cannot perform like man in their work environment. However, given the equal opportunity as men, we see that many women perform wonderfully in their careers and become successful executives. According to my opinion, women are naturally good at human resources and time management because of their God-given mother instinct. I do not wish to be misunderstood; I don’t want to

underestimate men for not having the same instinct. However, being married and being a mother give women the opportunity to combine all the skills they acquire during motherhood with their professional identities. Attention to detail, time management, extreme focus, being able to read people better and quicker, decision making, multitasking and being able to take initiatives are some of these skills that improve in women when they become mothers. Women have a higher EQ which is extremely important all the ability to handle different aspects of life and work. As we all know, the logistics sector plays a crucial role in the world economy. The improvements in the logistics sector, as far as increasing the women workforce, is an important component in the ongoing improvements. More and more women are considering being of part of this sector. However, the sector still remains to be dominated by males. At the bottom, companies looking to bring more women into the talent pipeline need simply to make a point of recruiting to the goal. The value of diversity in supply chain/ logistics talent is still just an inference, but opinions in the profession clearly point to some belief that it is a fact. It is certainly true that supply chain leaders need a more diverse set of skills today than in years past and that women, while still under-represented, are sought by organizations looking to improve performance. Making change, however, will require more than just a commitment to fairness. Concerted effort will be needed to recruit, develop and promote women in supply chain/ logistics if the value of this added diversity is to be captured.

वे अपने काम के माहौल में पुरूषों की तरह प्रदर्शन नही कर सकती। हॉलाकि, उनको पुरूषो की तरह समान अवसर देना चाहिए। जबकि हम देखते है कि कई महिलाओ को अपने करियर में अच्छा प्रदर्शन और सफल अधिकारी बनती है। मेरी राय के अनुसार, महिलाओ को मानव संसाधन पर स्वाभाविक रूप से अच्छे है और उनकी समय को संभालने की क्षमता भी काफी अच्छी होती है। क्योकी उनके पास एक अदभूत ‘मदर इन्सटिक्ट’ की क्षमता होती है। मै यह बिल्कुल नही कह रही की पुरूषो में यह क्षमता नही होती। मै चाहुगीं कि मेरे इस बात को गलत ना समझा जाए, पर मॉ बनने पर महिलाओ में काफी ऐसे गुण आते है। जो वह अपनी निजी व प्रफेशनल जिन्दगी में इस्तमाल कर सकती है। विस्तार पर ध्यान, समय मैनेजमेन्ट, ज्यादा फोकस, लाेगो को पढने में सक्षम और तेज, निर्णय लेना, मल्टी. टास्किंग ;एक समय पर अनेक काम कर पाना, और पहल करना कुछ ऐसे गुण है। जो एक महिला में मॉ बनने के बाद आते है। महिलाओ का

EQ ज्यादा होता है। जो जिन्दगी व काम के हर पहलू में काफी महत्वपूर्ण होता है। जैसा की हम सभी जानते है, लॉजिस्टिक्स क्षेत्र विश्व अर्थव्यवस्था में एक महत्वपूर्ण भूमिका निभाता है। लॉजिस्टिक्स क्षेत्र में सुधार, जहॉ तक महिला कर्मियो को बढ़ाने की बात है वह चल रहे सुधार में एक महत्वपूर्ण अशं है। ज्यादा से ज्यादा महिलाओ को इस क्षेत्र में हिस्सा लेने पर विचार किया जा रहा है। फिर भी, इस सेक्टर में महिलाओ के लिए अच्छी सोच नही रखी जाती है। ऐसी कंपनीया जो चाहती है की ज्यादा से ज्यादा महिलाएं सप्लाई चैन में शामिल हो उन्हे महिलाओ की भर्ती को अपने लक्ष्य में शामिल कर लेना चाहिए। फिलहाल, सप्लाई चैन में विविधता सिर्फ एक लक्ष्य के रुप में दिख रही है, पर काफी ऐसी भी चीजें हैं जिनसे लग रहा है िक िवविधता जल्द ही आ सकती है। यह पूरी तरह सच है कि सप्लाई चैन में अब ज्यादा कौशल की जरूरत है, पहले के मुकाबले। जबकि अभी भी कम प्रतिनिधित्व, कार्य में सुधार करने के लिए एक दृष्टि से संगठनो द्वारा मांग कर रहे है। परिवर्तन करने के लिए, निष्पक्षता से कही ज्यादा करने की जरूरत होगी। नियूक्त, विकसित और सप्लाई चैन में महिलाओ को बढ़ावा देने के लिए ठोस प्रयास की जरूरत होगी। अगर इस विविधता गुण का फायदा उठाना है तो महिलाओ को बढ़ावा देना होगा।

Yes, there is a slight impact at the moment in the market, but we have been growing albeit a little slower. We have achieved out last year's goals and targets. We expect this to be better in future because of government initiatives like 'Makein-India' and the planned implementation of GST which would be a game changer. Apart from this, things will also change on the recovery of global markets. We are also planning to introduce other innovative advanced products in the Indian market which would help us to have an edge over the existing market. The scenario in the Indian SCM space is changing; more and more organizations are outsourcing their non-core activities like transportations, logistics and warehousing, we being the expert in global supply chain practices can save their time, cost and resources in non-core areas by offering our advanced solutions. Cabotage policies in India The Indian Ministry of Shipping and Transport highlights the focus on empowering the domestic maritime industry, and its role in supporting broader economic goals. One of the key objectives of the Agenda is for India's total foreign trade to account for 5% of global market share by the year 2020. This target is in line with the present Government's wider policy of economic reforms, including the recently released Foreign Trade Policy that, along with a range

of reforms of export policy and procedure, includes a commitment to nearly double exports by 2020 to $900 billion. Traditionally the movement of goods by sea in India has reflected relatively higher total annual imports compared to total exports. In terms of its Balance of Trade (total exports less total imports) India has recorded an average trade deficit of USD -1997.94 Million from 1957 until 2015 with a total trade deficit of USD -10,406.20 Million as at May of 2015.

The current position on Cabotage in India: It is apparent that coastal shipping will be integral to the growth of the Indian economy generally and, specifically, the achievement of the nation's ambitious trade targets.

The current scenario of Cabotage:

Cabotage refers to shipping along coastal routes between foreign sea ports, and also to the restriction on the operation of vessels between sea ports within a particular country. The Indian Cabotage rules are contained in Sections 406 and407 under Part XIV of the Merchant Shipping Act 1958 (the Act). In summary, pursuant to these Sections only Indian flagged vessels or vessels chartered by an Indian citizen or company, operating under a license granted by the Director General of Shipping, can carry cargo from one Indian port to another Indian port. Foreign flagged vessels are permitted to carry cargo only if Indian flagged vessels are not available.

Three distinct types of license may be granted by the Director General: n A general licence. n licence for the whole or any part of the coasting trade of India. n licence for a specified period or voyage. When granting a licence the Director General has the power to prescribe a specified period of validity and licence conditions.

It is important to note that these Sections do not provide for an absolute Cabotage regime since the discretionary powers granted therein are limited to of the provision of licenses by the Director General to Indian vessels with the caveat that the carriage of cargo by foreign vessels is permissible in certain circumstances where an Indian flagged vessel is not available.

Recent developments in Cabotage laws The shipping ministry recently relaxed the cabotage law for five years to allow special foreign flagged vessels such as roll-on, roll-off (Ro-Ro), pure car carriers, truck carriers and LNG vessels to facilitate transportation of cargo along the country's coastline. Cabotage is transport of goods between two points in the same country. 'Such special vessels are in short supply in the country, but since they cater to specific class of cargo, their availability will make it possible to shift cargo movement for these commodities from road and rail to coastal shipping,' the ministry said in a statement. The availability of Ro-Ro vessels was essential for developing coastal shipping and decongesting roads and railways. 'As an example, large automobile clusters

relaxation of Cabotage in India, INSA has argued that foreign liners (who would invariably benefit from the relaxation of regulation of their participation) are motivated by short term interests and that Indian shipping companies are better equipped to meet the expected increase in demand for more feeders. It is suggested that that any relaxation of Cabotage rules could hamper the growth of Indian coastal shipping. Indian shipping companies are, however, unlikely to have sufficient vessels to meet the country's growing coastal shipping demands which would require the domestic industry to somehow dramatically increasing its volume of container ships. As a result, many argue that relaxation of existing Cabotage restrictions would help to promote the shipping trade in India. It appears that the solution to this quandary is likely to come from seeking a balanced solution; the Indian government reportedly plans to seek a relaxation of the Cabotage rules whilst avoiding undue hardship to the Indian shipping sector, possibly by providing tax incentives to them. In the context of India's widespread economic reforms, such a move could form the next step in sustainably expanding India's role in International Trade.

हिन्दुस्तान में कृषि क्षेत्र के बाद जो सबसे ज्यादा रोजगार उत्पन्न करता है, वह है ट्रासंपोर्ट सेक्टर, एक हिन्दुस्तानी ट्रक ड्राइवर महिने का हर दिन रास्ते पर चलते हुए ही बिताता है। ट्रक ड्राइवर देश के अर्थ व्यवस्था के लिए बहुत अहम है। इन पर देश के कोने.कोने में समान पहुचाने की जिम्मेदारी होती है। लेकिन अब धीरे.धीरे इनकी रूची कम हो रही है। अब ड्राइवर नही चाहते की उनकी आने वाली पीढ़ी ट्रक चलाने के काम से जुड़े, ट्रक ड्राइवर की इन रास्तो पर सुबह होती है और इन ही रास्तो में शाम ढलती है। वह केवल स्टेरिंग ही नही समभालते बल्कि उनके कंधे पर बहुत सारी जिम्मेदारीया होती है। ट्रक ड्राइवर को आज भी वो सारी चीजे नही मिलती जो उन्हे मिलनी चाहिए। हाइवे पर उन्हे पुलिस अधिकारीयो की बेरूखी झेलनी पड़ती है। देश में 82 लाख से ज्यादा छोटे बड़े कमर्सियल वाहन है, यह गिनती लगातार बढ़ रही है। लेकिन चालको की गिनती 5 से 10% घटी है। भविष्य में यह कमी और बढेगी। लगभग 30 लाख ट्रक ड्राइवर मध्यम और भारी वाहन चलाते है। लेकिन अब अगर ट्रक चालको के हालात में बेहतर बदलाव नही आया तो समस्या बड़ी हो सकती है। ट्रक ड्राइवर की इस काम में दिलचस्पि बनी रहे इसके लिए जरूरी है की उन्हे प्रोत्साहित किया जाए। उनके हालात सुधरने के लिए, उन्हे सम्मान, अच्छा वेतन और एक नई पहचान देनी चाहिए। आपको यह जान के हैरानी होगी की हर साल लगभग 1 लाख 39 हजार लोग सड़क हादसो में मर जाते है। जिसमें से लगभग 26,600 लोग नींद की कमी से मरते है। एक ड्राइवर आम तौर पर 8 से 10 घंटे आराम करता है पर प्रभावी ढंग से 2 या 3 घंटे ही सो पाता है। ड्राइवर कभी भी हाइवे के होटल पर अपनी पार्क करके सोने नही जाता और वह इसलिए क्योकि हाइवे पर चोरी हो जाने का डर होता है। यही डर रहता है की कही उनका माल डीजल, पैसा चोरी ना हो जाए और यही डर उसे रात भर सोने नही देता। 1992 में 1000 ट्रक पर 1000 ड्राइवर होते थे। 2002 में 1000 ट्रक पर 890 ड्राइवर और यही आकड़ा और ज्यादा घटते हुए 2012 में 1000 ट्रक पर 720 ड्राइवर और 2015 में 1000 ट्रक पर सिर्फ 680 ड्राइवर तक पहुच गया। अब इसका सीधा मतलब क्या है की आगे चल कर देश के 25% ट्रक बिना ड्राइवर के ही खड़े रहेंगे। जब तक इन ड्राइवरो को जब तक वो मान सम्मान नही दिया जाएगा। जिसके वो हकदार है तब तक हिन्दुस्तान की प्रगति सही तरीके से नही हो सकती।

There are around 82 lakh commercial vehicles running on the Indian roads and the number are constantly increasing but at the same time number of drivers has declined by 5-10%. Around 30 lakh drivers operate on medium to heavy vehicles but if the condition of the trucks and drivers does not improve soon, there will be a significant

fall in this number. It is necessary that truck drivers are constantly motivated to work and to do this we must respect truck drivers, offer them a handsome payment which will give them a new identity. It is shocking that nearly 1lakh 29 thousand people die on roads every year, out of which nearly 26,000 die because of lack of sleep. On an average, a truck driver works for 8-10 hours per day, and sleeps around

a surprising 2-3 hours. He can't park the vehicle and go to a comfortable place to sleep because cases of theft are soaring high. The fear of theft sweeps away most of the truck drivers' sleep. In 1992, there were 1000 truck drivers for 1000 trucks; in 2002 there were 890 drivers per 1000 trucks; in 2012 there were 720 drivers per 1000 trucks; in 2015 number of drivers per 1000 trucks decreased to 680. According to this, 25% of trucks will not get drivers in the coming times. Until the drivers are given their due respect, India cannot grow in the right way.

Problems faced by truck drivers

• This is the most unprofessional, and unmanaged work. • Their goods are not safe on roads. • They are always afraid of loss and theft. • Increased prices of Diesel cause problems to transporters. • Infrastructure is a big deterrent for any transport system, and roads are not up to the mark here.

Truck drivers should get the following facilities.

• Increase in number of truck terminals.

• More facilities at the truck terminals. • Better arrangements with better facilities. • A proper parking space for trucks. • Arrangements for comfort of the driver. • Basic necessities like First aids, telephone, service station at terminals. • Roadside truck repair shops, motels, and proper place to rest. • Education for truck drivers. In a place where there is hoard of trucks standing in queues along the roads, building fully facilitated truck terminals becomes the moral responsibility of government. If government abides by this responsibility, it will undoubtedly take some pressure off the truck drivers' shoulders, and give a boost to government treasuries.

President, DGTA Tirlochan Singh Dhillon is the President of the Delhi Goods and Transport association that is the biggest organization of Delhi union territory, and also the biggest transport association of the capital. He said 'Biggest problem in our transport sector is lack of drivers, and poor condition of infrastructure' Drivers do not get space to park vehicles; they don't get any place to eat. According to a World Bank report, life span of drivers in India is 1015 years lesser than life span of drivers in foreign countries. This is because Indian drivers eat bad quality food, they don't get clean water, and they don't get a comfortable place to sleep. Government has not deployed any such service to drivers on road. All this are the reasons behind the shortage of drivers in India.

The optimal time to upgrade to a smarter and more automated warehouse is when a distribution center expands, relocates, or consolidates. Warehouse automation is drastically changing paradigms in the traditional warehouse operations across the global supply chain. With the emerging rise systems that turns massive work into a child's play, companies are seeking ways to maximize throughput, while enhancing order accuracy by using automated materials handling (MH) equipment, highspeed conveyor systems, and robotic applications. As we go deeper into the new year, distribution centers—specifically e-commerce facilities—are recovering from the onslaught of orders that took place leading into the holidays. During the six weeks prior to the holidays, retail orders can increase 10 to 20 percent. How do distribution and e-commerce facilities keep up with year-end demand, while also maintaining inventory balance

in the company' s operating supply chain? Many companies still struggle with the old warehousing system because they think that installing new technologies would be costly. To save a one shot payment, or invest, in technology they keep on using their old methods and wonder why other companies are soaring ahead! Manual working is not to be neglected, the need of manpower is irreplaceable but to get things done in the best way possible one has to keep up with the changing times. New technology will not only ease the working system in a company but using new machines raise the morale of employee and makes him more dedicated towards his work. There are n number of examples where people have expanded to upgrade its conveyors to an intelligent solution, enabling the sorting system to control the speed of materials flowing along its conveyor belts to prevent bottlenecks. These systems are installed in a very short period of time, say 4-5 days, the new MH system enables companies to separate and sort heavier cartons destined to store locations from smaller parcel deliveries shipped directly to e-commerce and catalog customers. Evolution of automation Automation is not limited just to upgrades in high-speed conveyor applications. Innovative supply chain solutions in current world situation include pick/put-to-light, auto guided vehicles (AGVs) for storage and retrieval, voice-directed technology, wearables, radio frequency identification (RFID) scanning, robotic applications, and much more.

RFID Radio-frequency identification (RFID) uses electromagnetic fields to automatically identify and track tags attached to objects. The tags contain electronically stored information. Passive tags collect energy from a nearby RFID reader's interrogating radio waves. Active tags have a local power source such as a battery and may operate at hundreds of meters from the

RFID is one method for Automatic Identification and Data Capture (AIDC). RFID equipment emerged during the World War II era as a combination of telecommunication and laser technologies. But it wasn't until the dawn of the 21st century that the equipment became more affordable and user-friendly in the form of handheld applications. Advancements since the early 2000s include hands-free RFID technology, voice-activated systems, and wearables.

Robotics Robotics hit the manufacturing scene more than 50 years ago when Unimation, a small supplier, introduced an assembly robot to General Motors in 1961. Since their early applications, robotic implementations stayed focused on the manufacturing sectors—until now. Today, vision-guided robots have emerged for loading/unloading, retrieval/putaway functions, pallet stack solutions, and goods-to-person applications. The International Federation of Robots predicts a 15-percent annual growth rate for robotics implementation globally. In the fulfillment realm, Amazon has been the leader in robotic applications over the past five years, and plans to add 16,000 new robots to its distribution eco-system in 2016. Not to be outdone, Walmart announced earlier in 2015 that it plans to invest $2 billion in its e-commerce platform over the next two years. The integration will include high-end MH solutions. The optimal time to upgrade to a smarter and more automated warehouse is when a distribution center expands, relocates, or consolidates. Major installations can be disruptive to a functioning DC. E-commerce centers are leading the trend in upgrading to advanced MH equipment, but the rest of the distribution markets can watch and learn which integrations are most effective and adaptable to standard warehouse applications.

Amazon Warehouses Amazon employees used to wander stacks of shelves to pick up merchandise for orders before finally returning to his station to place them in bins and send them to their next stop. But this was before Amazon installed the widely renowned Kiva Robots. In 2012, Amazon.com acquired Kiva Systems for $775 million, the second largest acquisition in its history. From then, Kiva robots are seen zooming around the shelves, picking up goods and carrying them to employees' stations. And they have reduced the time taken by hours, and employees can devote more time on thinking about new ideas as a considerable amount of their physical work has been taken care of. Employees now can go through more orders. These rectangular robots, roughly 2ft X 2.5ft X 1ft high, can lift stacks loaded with goods and move them very swiftly. They can rotate on their axis and their sensors enable them to deliver the stacks to the employees without crashing into anything. In 2015, the number of Kiva robots was recorded

at a whopping 30,000. Many people think that installation of robots lead to elimination of employees, but it is not the case with Amazon. Until now, there are no such cases of huge employment cuts in Amazon. These robots are instructed by a central computer to complete various tasks throughout the day. They are capable of lifting nearly 1360 kg weight. The robots run on rechargeable leadacid batteries that are charged at frequent intervals. These robots are capable of working in the dark that saves cost of air-conditioning and lighting.

Officials of these ports consider the target steep given the ongoing European crisis, the ban on export of iron ore by some States, a drop in imports from China, industrial output in India being down and global slowdown, say trade sources. While Kamarajar Port is on the verge of crossing last year's cargo volume, Chennai Port will fall short of its target by five million tonnes. Ports of Paradip, V.O. NEW DELHI : India and Iran are set to ink the final agreement on the development of Iran's Chabahar Port. The agreement, which relates to the phase I development of the port, will be signed during the Maritime India Summit 2016 slated for April 14-16 in Mumbai. Iran's Port and Maritime Authority has awarded a 10-year Port Development Project to Iranian firm Arya Bandar, which will in turn sign an agreement with Indian Ports Global Pvt Ltd (IPGPL). million tonnes of cargo against 527 million tonnes handled for the corresponding period last year, marking an increase of 4 per cent. For the full year ended March 2015, the ports collectively handled 581 million tonnes against the target of 604 million tonnes. The current year target is fixed at 695 million tonnes. Sources close to the authorities in the ports indicate that at best, the collective figures will meet last year's performance of about 580 million tonnes. Due to a steep fall in petroleum product prices, India imported 4.33 per cent more petroleum and oil and lubricant (POL) products in the last 11 months than the corresponding period the previous year. Last year, POL import was up by 0.88 per cent.

IPGPL, a joint venture of Jawaharlal Nehru Port Trust (JNPT) and Kandla Port, will install the equipment to develop two berths and operate them for a 10-year period before handing the equipment back to Iran, the sources said. IPGPL will operate the two berths, one for containers and the other for a Multipurpose cargo facility through an SPV, which will have an Iranian partner. All cargo except petroleum products will be handled in these terminals.

"The inner harbor berths EQ 1, 8 and 9 are now fully prepared to receive panamax vessels carrying bulk dry cargo" said Mr. Haranath and added that fertilizer cargo handling berths were also accordingly strengthened to receive more cargo. The ports' major dry bulk Iron ore handling has been drastically low this year compared to the target and last year's handling. "This was because the delay happened for nine months to renew the old contracts by Japanese Importers who were for long time taking iron ore through this port. We had a target of 9.4 million tonnes for this cargo for this current financial year but due to this important factor of delay so far we have done 2.25 Million tonnes (up to 8th March) of Iron ore only. Since the new contract already starts operation, we expect a huge jump in traffic of Iron ore cargo in the coming financial year'' Mr. Haranath said.

Railways launches new policy to ramp up Freight volume

NEW DELHI: Aiming at increasing freigh tvolume, Railways launched a new traffic rationalisation policy which includes multi-point loading facility for covered wagons and increasing distance limit for mini-rake facility to 600 kms. "Our 2/3rd revenue comes from freight. We have to improve freight revenue collection and we will also rationalise freight rates," Railway Minister Suresh Prabhu said. The policy aims at increasing freight by about 6 million tonnes as it has allowed multi-point loadings and also increased the distance limit for loading the West African Coast.Since March 2nd, new calls at Nhava Sheva in India and Apapa in Nigeria were added to the current rotation. CMA CGM operates 9 out of the 11 vessels sailing on this service, with 3,100 to 3,900 TEU capacity. The line is operated in partnership with PIL. An additional call at Nhava Sheva offers a new direct connection between India, the West African Coast, South Africa and La Reunion Island. CMA CGM's Indian coverage is strengthened and now offers new export and import opportunities to its local clients, in addition to its existing Mundra call. With a new Apapa call in Lagos, Nigeria, 7 West African ports will be served offering an extended coverage of the West African Coast.

Harbour-1, the container ship owned by Neepa Paribahan, was to arrive at Krishnapatnam Port in Andhra Pradesh on March 26. Gadkari launches Highway Advisory System Pilot Project on Delhi-Jaipur Highway The Minister of Road Transport & Highways and Shipping Nitin Gadkari launched the Highway Advisory System (HAS) as a pilot project on the DelhiJaipur Highway, NH-8, in New Delhi today. HAS is a free-to-air information distribution system that uses radio to make the travelling experience on National Highways safer, faster and hassle-free. Under the project real time highway information will be gathered from concessionaires, patrol vehicles, toll plazas and traffic marshals. This information will be transmitted to HAS control centre using mobile applications, telephones and sensors. HAS control centre will collect data, process and analyze it , generate alerts and send it to be broadcast by All India Radio. Information and alerts will be broadcast over AIR's Delhi, Alwar and Jaipur FM stations. 22 bulletins will be issued every day including safety awareness content along with live traffic updates on NH8. Speaking on the occasion Gadkari said that the Government is committed to reduce fatality due to road accidents by 50 percent. HAS is an aid that will help to achieve this target. पोर्ट का विकास देश के विकास के लिए जरूरीः मोदी

अडानी पोर्ट, कांडला बंदरगाह से महज 1.4 प्रतिशत पीछे नई दिल्ली। केंद्रीय सड़क एवं राजमार्ग व शिपिंग मंत्री नितिन गडकरी ने कहा कि शिपिंग और पोर्ट सेक्टर में अगले पांच साल के दौरान एक करोड़ लोगों को रोजगार हासिल होगा। उन्होंने कहा कि सरकार ने इस क्षेत्र को अपनी प्रमुखता की सूची में सबसे ऊपर रखा है। उन्होंने कहा कि अगले महीने आयोजित होने वाले मैरीटाइम इंडिया समिट के लिए पहले ही 1.2 लाख करोड़ रुपए मूल्य के प्रोजेक्ट की पहचान की जा चुकी है। इस समिट में 57 देशों के भागीदार हिस्सा ले रहे हैं। उन्होंने कहा कि भारत मैरीटाइम सेक्टर में निवेश के अवसर उपलब्ध करा रहा है। प्रधानमंत्री नरेंद्र मोदी ने कहा है कि पोर्ट का विकास देश के विकास के लिए जरूरी है। गडकरी ने कहा कि दुर्भाग्य से भारत का मैरीटाइम सेक्टर दुनिया में सबसे निचले पायदान पर है लेकिन सरकार ने इसके विकास को प्राथमिकता से लिया है। उन्होंने कहा कि ये सेक्टर अगले पांच साल में 40 लाख डायरेक्ट और 60 लाख इनडायरेक्ट रोजगार पैदा करेगा। 14 से 16 अप्रैल को मुंबई में मैरीटाइम इंडिया समिट का आयोजन किया जाएगा। उन्होंने कहा कि मैन्युफैक्चरिंग सेक्टर की भारत की जीडीपी में 20-24 फीसदी हिस्सेदारी है लेकिन उच्च लॉजिस्टिक्स लागत की वजह से इसकी ग्रोथ में बाधा उत्पन्न हो रही है। उन्होंने कहा कि हम वाटर ट्रांसपोर्ट को बढ़ावा देकर इस समस्या का समाधान कर रहे हैं। उन्होंने कहा कि भारत में लॉजिस्टिक कॉस्ट 18 फीसदी है, जबकि चीन में यह 8-10 फीसदी और यूरोप में 10-12 फीसदी है। दिल्ली की तुलना में मुंबई से लंदन सामान भेजना आसान और कम खर्चीला है। उन्होंने कहा कि सरकार की प्राथमिकता जलमार्ग और पोर्ट का विकास कर लॉजिस्टिक कॉस्ट को कम करना है। उन्होंने कहा कि सड़क मार्ग से माल ढुलाई का खर्च 1.5 रुपए प्रति किलोमीटर और रेल मार्ग से 1 रुपए प्रति किलोमीटर है, जबकि जलमार्ग से ढुलाई खर्च मात्र 25 पैसा प्रति किलोमीटर आएगा।

नई दिल्ली। केंद्रीय सड़क परिवहन राजमार्ग एवं जहाजरानी मंत्री नितिन गडकरी ने कहा कि पहली बार अडानी के बंदरगाह का लाभ सरकारी कांडला बंदरगाह की तुलना में 1.4 प्रतिशत कम रहा है। गडकरी ने लोकसभा में एक प्रश्न के उत्तर में कहा कि यह पहला साल है, जब सरकार के बंदरगाहों का लाभ निजी बंदरगाहों से ज्यादा हो गया है। पहली बार अडानी का बंदरगाह का लाभ सरकारी बंदरगाह की तुलना में नीचे आ गया है। गडकरी ने बताया कि सरकार ने बंदरगाहों को आधुनिकीकरण के सुझाव देने के लिए अंतरराष्ट्रीय परामर्शदाताओं को नियुक्त किया था। उनकी रिपोर्ट में 104 सुझाव आए हैं जिनमें से 30 सुझाव लागू किए गए हैं जिससे 1,000 करोड़ रुपए की बचत हुई है। उन्होंने बताया कि तमिलनाडु में तूतीकोरीन बंदरगाह

को विश्वस्तरीय बनाने तथा कोलाचल में एक नया बंदरगाह बनाने का काम शुरू हुआ है। पश्चिम बंगाल में कोलकाता और हल्दिया बंदरगाहों के विकास की चर्चा करते हुए गडकरी ने बताया कि दोनों बंदरगाहों के आधुनिकीकरण के साथ अंतर्देशीय जलमार्ग पर साहिबगंज में मल्टी मॉडल हब बन रहा है। बांग्लादेश के साथ एक समझौता हुआ है। उससे ब्रह्मपुत्र नदी के जरिए पूर्वोत्तर में मालवहन शुरू होगा। असम सरकार को 15 बंदरगाह बनाने का धन दिया गया है। उन्होंने बताया कि पारादीप बंदरगाह के उन्नयन में पारादीप-तालचेर रेल लाइन बिछाएंगे तथा इससे कोयला परिवहन क्षमता 6 करोड़ टन से बढ़कर 30 करोड़ टन हो जाएगी। इससे गुजरात-महाराष्ट्र जैसे राज्यों को भी 1,000 करोड़ रुपए प्रतिवर्ष की बचत होगी। पारादीप में एक स्मार्ट सिटी भी बनेगी।

PPP मॉडल से बनेंगे 4 प्रमुख बंदरगाह

नई दिल्ली। सरकार 32 हजार करोड़ रुपये की लागत से देश में चार नए और प्रमुख बंदरगाह बनाने की योजना बना रही है। ये बंदरगाह पब्लिक प्राइवेट पार्टनरशिप (पीपीपी) के तहत तमिलनाडु, महाराष्ट्र, पश्चिम बंगाल और आंध्र प्रदेश में बनाए जाएंगे। केंद्रीय जहाजरानी राज्य मंत्री पी राधाकृष्णन ने लोकसभा में एक लिखित जवाब में कहा, ‘देश में चार नए बंदरगाह बनाने की योजना है। ये तमिलनाडु के कोलाशेल, महाराष्ट्र के दहानू, पश्चिम बंगाल के सागर आइलैंड और आंध्र प्रदेश के दुगराजापट्टनम में बनाए जाएंगे। इन बंदरगाहों के निर्माण पर क्रमशः 6 हजार करोड़, 9 हजार करोड़, 11 हजार करोड़ और 6 हजार करोड़ रुपये का खर्च आ सकता है। ‘उन्होंने कहा कि इन प्रोजेक्ट्स को पब्लिक प्राइवेट पार्टनरशिप (पीपीपी) के तहत पूरा किया जाएगा।

इसके अतिरिक्त, तूतीकोरिन में वीओसी पोर्ट और ओड़िशा के पारादीप में आउटर हार्बर प्रोजेक्ट्स का भी प्रस्ताव है। इन पर 11 हजार करोड़ रुपये और 5 हजार करोड़ का खर्च आ सकता है।

अब भारतमाला प्रोजेक्ट से 50 गैर प्रमुख बंदरगाहों को जोड़ा जाएगा

नई दिल्ली। सरकार अपने महत्वाकांक्षी भारतमाला प्रोजेक्ट से 50 छोटे बंदरगाहों को जोड़ने की योजना बना रही है। सड़क परिवहन और राजमार्ग मंत्रालय के एक सीनियर अधिकारी ने इसकी जानकारी देते हुए बताया कि इन बंदरगाहों पर अच्छे ट्रैफिक का इस्तेमाल करने का प्रयास इस प्रोजेक्ट के जरिए किया जाएगा। इस प्रोजेक्ट की शुरुआत में देश के प्रमुख 10 छोटे बंदरगाहों को जोड़ा जाएगा। इसके लिए 1000 करोड़ रुपए आवंटित किए गए हैं। सड़क परिवहन मंत्रालय ने इस प्रोजेक्ट को 2022 तक पूरा करने का प्लान बनाया है। इस प्रोजेक्ट के लिए 2.67 लाख करोड़ रुपए का बजट बनाया गया है। इसके तहत 23 हजार किलोमीटर सड़कें बनाई जाएंगी। ये सड़कें बॉर्डर, तटीय इलाकों, बंदरगाहों, धार्मिक और दार्शनिक स्थलों समेत 100 शहरों से गुजरेंगी। सड़क परिवहन और राजमार्ग मंत्रालय शिपिंग मिनिस्ट्री के साथ मिलकर छोटे बंदरगाहों की प्रारंभिक सूची की पहचान करने पर काम कर रहा है। इकोनॉमिक सर्वे में कहा गया कि भारतमाला प्रोजेक्ट तटीय और बॉर्डर क्षेत्रों को जोड़ने का काम करेगा। इंडियन पोर्ट एसोसिएशन के मुताबिक भारत में 187 छोटे बंदरगाह हैं। पश्चिमी तट पर मुंद्रा और पीपावाव तथा पाश्चिमी तट पर कृष्णापट्टनम निजी बंदरगाह हैं। देश का 70 फीसदी यातायात इन छोटे बंदरगाहों के जरिए होता है।

ट्रैफिक की समस्या से बहुत जल्द निजातः गडकरी

नई दिल्ली। केंद्रीय सड़क परिवहन एवं राजमार्ग मंत्री नितिन गडकरी ने दिल्ली को जाम की समस्या से निजात दिलाने की प्रतिबद्धता जताते हुए कहा कि अगले दो माह में इस दिशा में ठोस काम शुरू कर दिया जाएगा। गडकरी ने राजधानी दिल्ली के विज्ञान भवन में देश के सभी राजमार्गों को रेल फाटकों से मुक्त करने तथा राजमार्गों पर जर्जर पुलों का मजबूत बनाने के लिए ‘सेतु भारतम’ येाजना के उद्घाटन के अवसर पर कहा कि दिल्ली में जाम बड़ी समस्या बनी हुई है। इससे दिल्ली जैसे ठहर जाती है। इस समस्या से छुटकारा पाना आवश्यक है और वह प्राथमिकता के साथ इस दिशा में काम कर रहे हैं। उन्होंने कहा कि दिल्ली में आए दिन जाम की समस्या से जूझने वाले प्रमुख स्थानों की पहचान का काम पूरा कर लिया गया है और इस दिशा में अगले दो माह में ठोस पहल शुरू कर दी जाएगी। उनका कहना था कि जाम दिल्ली के लिए सबसे बड़ी समस्या बनी हुई है और उनका मंत्रालय इससे दिल्ली के लोगों को निजात दिलाने के लिए व्यापक अध्ययन करवा रहा है। उन्होंने विश्वास दिलाया कि अगले दो माह में इसके लिए ठोस उपाय खोज लिए जाएंगे और दिल्ली के लोगों को जल्द ही जाम से निजात मिल सकेगा।

पीएम मोदी ने सेतुभारतम प्रोजेक्ट की शुरुआत किया़ नई दिल्ली। प्रधानमंत्री नरेंद्र मोदी ने सेतुभारतम परियोजना का शुभारंभ किया। इस परियोजना के अंतर्गत साल 2019 तक सभी राष्ट्रीय राजमार्गों को रेलवे क्रॉसिंग से मुक्त बनाया जाएगा। कार्यक्रम में मोदी के साथ केंद्रीय सड़क एवं परिवहन मंत्री नितिन गड़करी भी दिखाई दिए। परियोजना का शुभारंभ करने के बाद प्रधानमंत्री ने कहा, सरकार बुनियादी ढांचा मजबूत करने को प्रतिबद्ध है। राजमार्गों, सूचना मार्गों और रेलवे ढांचे के विकास में तेजी लाने के भी प्रयास किए जा रहे हैं। 50 हजार 800 करोड़ की परियोजना का शुभारंभ करते हुए प्रधानमंत्री ने आगे कहा, सरकार का प्रयास है कि 2019 तक सभी हाईवे रेलवे क्रासिंग मुक्त हों और साथ ही अंग्रेजों के जमाने के बने 1500 पुलों की मरम्मत हो जाए। आधारभूत सुविधाओं में बेहतर काम करने के लिए सड़क परिवहन मंत्री नितिन गडकरी की तारीफ करते हुए प्रधानमंत्री नरेंद्र मोदी ने कहा कि देश के विकास में आधारभूत अहम भूमिका निभाता है। उन्होंने आगे कहा कि सरकार का जोर सिर्फ हाईवेज पर ही नहीं, बल्कि आई-वेज (इनफोर्मेशन वेज) और रेलवे पर भी है। उन्होंने कहा, आमतौर पर सरकारों का काम वृद्धि संबंधी होता है, लेकिन वर्तमान सरकार की सोच कुछ अलग है। हमारी सोच दीर्घकालिक विकास की है। हम लोगों की लंबी उम्मीदों को पूरा करने के लिए वचनबद्ध है। सेतु भरतम परियोजना के तहत कुल 208 रेलवे क्रासिंग्स पर 2019 तक रेलवे ब्रिज बना दिए जाएंगे। इन्हें बनाने में करीब 20 हजार 800 करोड़ रुपए का खर्चा आएगा, जबकि अंग्रेजों के जमाने के बने हुए 1500 पुलों को ठीक करने में 30 हजार करोड़ का खर्चा आएगा। पिछले प्रशासन पर तंज कसते हुए प्रधानमंत्री ने कहा कि देश में पहली बार सभी पुलों का खाका तैयार किया जा रहा है। देश में डेढ़ लाख पुलों का नक्शा तैयार करने के

लिए इंडियन ब्रिज मैनेजमेंट सिस्टम की शुरुआत की गई है। मोदी ने अपने ट्रेडमार्क स्टाइल में कहा, किसी को नहीं पता कि कौन सा ब्रिज कहां पर है। आप सोच सकते हैं कि किस तरह काम हो रहा था। मैं किसी निर्वाचित निकाय, प्रधानमंत्री या मंत्री को दोष नहीं दे रहा हूं। यही सिस्टम का खोट है। हमने कभी भी ऐसी चीजों को अहमियत नहीं दी। इस दौरान मोदी ने कहा कि हमें समस्या को लेकर व्यापक दृष्टिकोण अपनाने की जरूरत है। हमें समस्या पता है और हम उसमें स्थाई बदलाव चाहते हैं। उन्होंने कहा कि सबसे पहले स्थिति के बारे में पूरी जानकारी होनी चाहिए और फिर उसके बाद उस दिशा में कदम उठाने चाहिए। उन्होंने कहा कि रेलवे सिर्फ वाहवाही से सफलतापूर्व नहीं चल सकती इसलिए हमने रेलवे लाइन को बढ़ाने का निर्णय किया है।

ट्रेनों की घोषणा सांसदों को खुश करने के लिए नहीं-

पीएम मोदी ने कहा कि पहले नई ट्रेनों की घोषणा सिर्फ सांसदों को खुश करने के लिए की जाती थी इसलिए कई प्रोजेक्ट अधुरे पड़े हुए हैं। साल 2016-17 के आम बजट की तारीफ करते हुए पीएम मोदी ने कहा कि इस साल के बजट में ग्रामीण सड़कों के लिए बजट में बहुत से संसाधनों की व्यवस्था की गई है और सरकार का इस ओर ध्यान दे रही है।

परियोजनाएं कोयला, बिजली और सड़क से संबंधित-

गौरतलब है कि प्रधानमंत्री मोदी बुनियादी ढांचा परियोजनाओं की समीक्षा के लिए आज वरिष्ठ अधिकारियों के साथ बैठक करेंगे। ये परियोजनाएं कोयला, बिजली और सड़क क्षेत्रों से संबंधित हैं। बैठक के दौरान बिजली, कोयला, नई एवं नवीकरणीय ऊर्जा तथा सड़क मंत्रालयों के सचिव विभिन्न परियोजनाओं की मौजूदा स्थिति के बारे में बताएंगे।

कोल इंडिया ने लॉन्च किया वेब पोर्टल, छोटे कारोबारियों को होगा फायदा

नई दिल्ली।। कोल इंडिया लिमिटेड ने अपने बिजनेस ऑपरेशंस में ट्रांसपेरेंसी लाने के लिए एक वेबपोर्टल की शुरुआत की है। केंद्रीय ऊर्जा और कोयला राज्य मंत्री पीयूष गोयल ने यह पोर्टल लॉन्चं किया। इस पोर्टल में स्टेपट नॉमिनेटेड एजेंसियों (एसएनए) द्वारा कोयले के डिस्ट्री ब्यूशन की ऑनलाइन जानकारी दी जाएगी। इस मौके पर गोयल ने कहा कि प्रधानमंत्री नरेंद्र मोदी ने लोगों से वादा किया है कि सरकार के कामकाज में पारदर्शिता लाई जाएगी, यह पोर्टल उसका सिंबल है। गोयल ने कोल इंडिया से कहा कि वह अब एक मोबाइल एप्लीकेशन बनाए। उन्होंने यह भी सुझाव दिया कि कोल इंडिया को इस पोर्टल के माध्यम से कम क्वांटिटी के कोल रेक बुकिंग के लिए रेलवे से समझौता करना चाहिए। कोयला मंत्रालय के सचिव अनिल स्वरूप ने कहा कि यह वेबपोर्टल देश में कोल बिजेनस के लिए रेवलूशन लाएगा और राज्यों को पेपरलैस कम्युनिकेशन के लिए प्रेरित करेगा। सारी जानकारी ऑनलाइन उपलब्ध होने के कारण सरकारी विभागों का टाइम और एनर्जी बचेगी।

ऑनलाइन मॉनीटरिंग होगी

यह वेबपोर्टल स्मॉहल एंड मीडियम कंज्यूनमर्स को कोयले की उपलब्धरता, बुकिंग और सप्ला​ाई के बारे में सूचना देगा। इस पोर्टल पर कंज्यूपमर्स के ऑनलाइन रजिस्ट्रेशन की भी सुविधा है। इस वेबपोर्टल के माध्येम से एसएनए के सेल्स मार्जिन की मॉनीटरिंग भी की जा सकेगी और कंज्यूरमर्स का फीडबैक भी लिया जा सकेगा।

इन कारोबारियों को होगा फायदा

स्मॉल एंड मीडियम सेक्टर के कंज्यूमर जैसे, पेपर, रोलिंग मिल्स, कुकरीज, ब्रिक क्लिन, रिफ्रेक्टरीज, ग्लास, इलेक्ट्रिकल एवं मशीनरी यूनिट, टैक्सटाइल्स, सॉफ्ट कोक मैन्युफैक्चरिंग यूनिट की सालाना कोयले की खपत 4200 मीट्रिक टन है, लेकिन कोल कंपनियों से फ्यूल सप्लाई एग्रीमेंट न होने के कारण इन्हें नई कोल डिस्ट्रीब्यूशन पॉलिसी के तहत इन एजेंसियों (एसएनए) के माध्यम से सप्लाई की जाएगी। इस पॉलिसी के तहत कोल इंडिया ने इन कंज्यूमर्स के लिए 8 मिलियन टन कोयले की सप्लाई का टारगेट रखा है।

ट्रांसपोर्ट ऑफिस में सर्विसेज को लेकर नई गाइडलाइंस नई दिल्ली।। ट्रांसपोर्ट डिपार्टमेंट ने लोगों को बेहतर फैसिलिटी मुहैया कराने के मकसद के साथ नई गाइडलाइंस जारी की हैं। अब ट्रांसपोर्ट ऑफिस में अलग से इन्क्वायरी काउंटर होगा, जहां पर सभी जरूरी इन्फर्मेशन मिलेंगी। लोगों को गाइड किया जाएगा कि उन्हें अपने फॉर्म या डॉक्युमेंट जमा करवाने के लिए कहां जाना होगा। इसके अलावा, ऑफिस में डिस्प्ले बोर्ड भी होंगे, जिन पर लेटेस्ट इन्फर्मेशन और गाइडलाइंस होंगी। ऐप्लिकेशन फीस की पूरी डिटेल भी डिस्प्ले बोर्ड पर होगी। ट्रांसपोर्ट डिपार्टमेंट ने रजिस्टरिंग अथॉरिटीज, एमएलओ ऑफिस, बुराड़ी स्थित एसटीए ऑफिस, अकाउंट्स ब्रांच, एनफोर्समेंट ब्रांच समेत सभी ऑफिस के लिए यह आदेश जारी किया है। यह आदेश तुरंत प्रभाव से लागू भी कर दिया गया है। आदेश के मुताबिक, ट्रांसपोर्ट के सभी ऑफिस में अब एक्सक्लूसिव काउंटर होगा, जिसे इन्क्वायरी काउंटर के नाम से जाना जाएगा। यहां एक अफसर की तैनाती होगी, जो लोगों को गाइड करेंगे। ऐप्लिकेशन और डॉक्युमेंट संबंधित सभी जानकारी इस काउंटर से मिल सकेगी। इसके अलावा, सभी प्रिंटेड फॉर्म भी यहीं से मिलेंगे। सभी काउंटर पर नंबर होगा। काउंटर

पर तैनात अधिकारी का नाम भी लिखा हुआ होगा। सरकार ने ट्रांसपोर्ट अथॉरिटी और ऑफिस के आधुनिकीकरण का प्लान भी बनाया है। इसी कड़ी में यह आदेश जारी किया गया है। लोगों को होने वाली परेशानियों को दूर करने के लिए यह आदेश लागू किया गया है। इसके अलावा, अब सभी ट्रांसपोर्ट अथॉरिटी की फंक्शनिंग में बड़े बदलाव की योजना बनाई गई है। ट्रांसपोर्ट मिनिस्टर गोपाल राय ने बताया कि ट्रांसपोर्ट अथॉरिटी को लेकर एक कमिटी बनाई गई है। कमिटी की रिपोर्ट के आधार पर बदलाव किए जाएंगे। उनका कहना है कि ट्रांसपोर्ट डिपार्टमेंट के कामकाज को ऑनलाइन करने की भी तैयारी है, ताकि लोगों को कम से कम ट्रांसपोर्ट ऑफिस में आना पड़े। लाइसेंस बनवाने के लिए ऐप्लिकेशन, फिटनेस सर्टिफिकेट की ऐप्लिकेशन को ऑनलाइन किए जाएगा। सभी 13 अथॉरिटी में सिंगल विंडो सिस्टम लाया जाएगा और हर जगह हेल्प डेस्क होगी। अब लोगों को अलग-अलग काउंटर पर जाकर डॉक्युमेंट जमा करवाने और अथॉरिटी के बार-बार चक्कर काटने के झंझट से बचाने के लिए प्लान बनाया गया है। ऑनलाइन ऐप्लिकेशन फॉर्म की फैसिलिटी भी मिल सकेगी।

केंद्रीय सड़क परिवहन और राजमार्ग एवं नौवहन मंत्री नितिन गडकरी ने दिल्ली-जयपुर राजमार्ग, एनएच-8 पर एक पायलट परियोजना के रूप में राजमार्ग परामर्श प्रणाली (एचएएस) की शुरूआत की। एचएएस एक फ्री-टू-एयर जानकारी वितरण प्रणाली है जो राष्ट्रीय राजमार्ग पर यात्रा अनुभव को सुरक्षित, तेज और बाधा मुक्त बनाया जाने के लिए रेडियो में इस्तेमाल की जाती है। इस परियोजना के तहत राजमार्ग वास्तविक समय

जानकारी को पेट्रोल वाहन, टोल प्लाजा और यातायात मार्शलों से एकत्र किया जाएगा। मोबाइल एप्लीकेशन, टेलीफोन और सेंसर के उपयोग कर इस जानकारी को एचएएस नियंत्रण केंद्र में भेजा जाएगा। एचएएस नियंत्रण केंद्र डेटा प्रक्रिया को एकत्रित कर इसका विश्लेषण करेगा और अलर्ट करके इसे आकाशवाणी के जरिये प्रसारित करेगा। सूचना और अलर्ट आकाशवाणी दिल्ली, अलवर और जयपुर एफएम स्टेशनों से प्रसारित किए जाएंगे। जागरूकता सामग्री के साथ एनएच-8 पर लाइव ट्रैफिक अपडेट सहित सहित 22 बुलेटिन प्रति दिन जारी किए जाएंगे। इस अवसर पर गडकरी ने कहा कि सरकार 50 प्रतिशत सड़क दुर्घटनाओं को कम करने के लिए प्रतिबद्ध है। एचएएस एक सुविधा होगी जिससे लक्ष्य को प्राप्त करने में मदद मिलेगी। राजमार्गों पर यातायात, दुर्घटनाओं, मौसम की स्थिति तथा मौसम संबंधी जानकारी और राजमार्ग सुविधाओं के बारे में जानकारी देकर, प्रणाली से सड़क दुर्घटनाओं को कम करने में मदद मिलने के साथ-साथ और यात्रा को तेज और अधिक सुविधाजनक बनाने में भी मदद मिलेगी। गडकरी ने कहा कि रेडियो प्रसारण भी लोगों को सड़क सुरक्षा के बारे में जागरूकता बढाएगा, जो हमारे राजमार्गों पर यात्रा करने वाले यात्रियों के लिए आवश्यक है।

कंटेनर ट्रांसशिपमेंट बंदरगाहों के लिए तटीय व्यापार सीमाओं को किया गया शिथिल

सरकार ने उन बंदरगाहों के लिए तटीय व्यापार सीमाओं को शिथिल कर दिया है, जो उनके द्वारा नियंत्रित कंटेनर का कम से कम 50 प्रतिशत लदान करते हैं। तटीय व्यापार में शिथिलता से शिपिंग लाइनें भारतीय एक्जिम (आयातनिर्यात) को मजबूत बनाने और मुख्य शिपिंग लाइनों द्वारा गंतव्य बंदरगाहों तक परिवहन के लिए ट्रांसशिपमेंट बंदरगाहों पर कंटेनरों को खाली करने में सक्षम हो जाएंगी। तटीय व्यापार में शिथिलता से भारतीय जहाजों के अलावा विदेशी जहाज भी भारत में किसी भी बंदरगाह से आयातनिर्यात की ढुलाई और कंटेनर खाली कर सकते हैं। विदेशी जहाज की अतिरिक्त क्षमता, जो अभी तक तटीय व्यापार की सीमाओं के चलते इस्तेमाल नहीं हो पाती थी, उसका फायदा उठाया जा सकेगा और कंटेनर परिवहन और जहाज कंपनियों की कम ढुलाई की लागत के आधार पर आयातकों और निर्यातकों को प्रतिस्पर्धी स्लॉट दरों की पेशकश की जा सकेगी। ट्रांसशिपमेंट बंदरगाह के लिए तटीय व्यापार की सीमा में

शिथिलता की मांग कर रहे कंटेनर बंदरगाह को एक साल में 50 प्रतिशत या ज्यादा एक्जिम की ट्रांसशिपमेंट हासिल कर सकेंगे और कार्गो खाली कर सकेंगे। नए ट्रांसशिपमेंट बंदरगाहों को एक साल का समय मिलेगा और उन्हें दूसरे साल में कुल ट्रैफिक की तुलना में 50 प्रतिशत ट्रांसशिपमेंट ट्रैफिक हासिल करना होगा। यदि कंटेनर बंदरगाह कार्गो का 50 प्रतिशत ट्रांसशिपमेंट ट्रैफिक हासिल करने में कामयाब रहते हैं तो ऐसे कंटेनर बंदरगाह के लिए तटीय व्यापार में शिथिलता का लाभ मिलता रहेगा। बंदरगाह के एक साल में कम से कम 50 प्रतिशत ट्रांसशिप हासिल करने में नाकाम रहने पर नियम में शिथिलता समाप्त हो जाएगी। बंदरगाह जिसके लिए शिथिलता समाप्त हो जाती है, उसके लिए अगले तीन साल के लिए तटीय व्यापार में शिथिलता पर विचार नहीं किया जाएगा। कंटेनर सेवाएं देने वाले बंदरगाह को महीने की 5 तारीख को कंटेनर ट्रैफिक से संबंधित मासिक आंकड़े जहाजरानी निदेशालय और जहाजरानी मंत्रालय को उपलब्ध कराने होंगे।

समुद्री क्षेत्र को मजबूत बनाने के लिए बजट 2016-17 में निम्नलिखित प्रस्ताव

भारत सरकार ने भारतीय समुद्री क्षेत्र को मजबूत बनाने और इसे बढ़ावा देने के लिए बजट 2016-17 में निम्नलिखित कर प्रोत्साहनों का प्रस्ताव किया हैं।

जहाजों द्वारा आयात माल की ढुलाई की सेवाओं के यात्राओ में सकारात्मक परिवर्तन

भारत से माल के आयात के लिए शिपिंग कंपनियों द्वारा लिए जाने वाले भाड़े प्रभार को नकारात्मक सूची से बाहर कर दिया

गया है और ऐसी सेवाएं उपलब्ध कराने के लिए प्रयुक्त सामग्री पर सेनवैट क्रेडिट प्रयोग करने की अनुमति दी गई है। इससे भारतीय और विदेशी शिपिंग कंपनियों के दरमियान कराधान क्षेत्र में प्रतिस्पर्धी अंतर में संतुलन कायम होगा। इस सकारात्मक परिवर्तन से भारत प्रमुख प्रगतिशील समुद्रीय अधिकार-क्षेत्र के स्तर पर आ जाएगा जिसके तहत पहले ही आयात किये जाने वाले माल के लिए प्रयुक्त सामग्री पर भुगतान किये गए करों का पूरा क्रेडिट दिया जाता है।

भारतीय जहाजों द्वारा निर्यात माल की ढुलाई की सेवाओं की शून्य रेटिंगनिर्यात माल की ढुलाई के सेवाओं को निर्यात के रूप में नहीं लिया जा रहा था और माल के निर्यात के लिए सेनवैट क्रेडिट उपलब्ध नहीं था जिससे भारतीय फ्लैगशिपों के लिए सेवाएं महंगी हो रही थी। अब यह प्रस्ताव किया गया है कि भारतीय जहाजों द्वारा देश से बाहर माल की ढुलाई के द्वारा भारतीय शिपिंग कंपनियों द्वारा उपलब्ध करायी गई सेवाओं को सेवा उपलब्ध कराने में प्रयुक्त सामग्रियों के लिए सेनवेट क्रेडिट की उपलब्धता को 01 मार्च, 2016 से जीरो रेटिड किया गया है। इससे माल ढुलाई की लागत कम होगी और भारत प्रमुख प्रगतिशील समुद्रीय अधिकार-क्षेत्र के स्तर पर आ जाएगा जहां समुद्री सेवाओं पर कराधान नहीं है और समुद्री सेवाओं में प्रयुक्त सामग्रियों पर भुगतान किये गए करों का पूरा क्रेडिट भी प्रदान किया जाता है।

सरकार ने केंद्रीय बजट 2015-2016 में सड़क और रेल के अनुरूप सेवा कर में 70 प्रतिशत के बराबर छूट देने का प्रस्ताव किया गया था। तथापि सेवा में प्रयुक्त सामग्रियों पर सेनवैट क्रेडिट की कमी के कारण शिपिंग कंपनियांग्राहकों को कम लागत पर सेवाएं प्रदान करने में समर्थ नहीं थी। सरकार ने वर्तमान बजट में इस विसंगति में सुधार किया है।

केंद्रीय उत्पाद शुल्क में छूट प्राप्त करने की प्रक्रिया को सरल बनाया गया है -

जहाज निर्माण और जहाज की मरम्मत के लिए केन्द्रीय उत्पाद एवं सीमा शुल्क की रियायतीध्शून्य दर खरीददारी करने की प्रक्रिया को सुव्यवस्थित किया गया है। नई प्रक्रिया में रियायतीध्शून्य दर सामान की खरीददारी के लिए अनुमोदन प्राप्त करने के बजाय केवल सीमा शुल्क विभाग को सूचना देने की जरूरत है। इससे काम करने में आसानी हुई है।

पूंजीगत वस्तुओं, कच्चे माल और समुद्र में जा रहे जहाजों की मरम्मत में प्रयोग होने वाले पुर्जों पर केंद्रीय उत्पाद शुल्क कम इससे समुद्र में जा रहे जहाजों की मरम्मत में प्रयोग की गई सामग्री की लागत में 4 प्रतिशत कमी आएगी। लेकिन यह सामग्री देश में खरीदी गई हो। इस संसोधन में शिपयार्ड को समुद्र में जाने वाले वाहनों की मरम्मत के लिए बिना कोई ड्यूटी का भुगतान किए पूंजीगत वस्तुओं की खरीद की अनुमति दी गई है। हालांकि ऐसी सामग्री की खरीद पर अभी तक 12.5 प्रतिशत शुल्क लगता था

के लिए बुनियादी ढ़ाचे का दर्जा -बुनियादी ढांचे पर संस्थागत प्रणाली ने 21 दिसंबर, 2015 को जहाज निर्माण और जहाज की मरम्मत करने वाले शिपयार्ड को बुनियादी ढांचा क्षेत्रों की संगत सूची में शामिल करने की सिफारिश की थी। l स्वदेश निर्मित जहाजों और आयातित जहाजों के बीच समानता -सरकार ने 24 नवंबर, 2015 को देश में निर्मित जहाजों और आयातित जहाजों के बीच समानता उपलब्ध कराने के लिए जहाजों के निर्माण में प्रयुक्त सामग्रियों पर उत्पादन और सीमा शुल्क को माफ कर दिया गया है। l भारतीय पोत कारखाने के लिए कारोबार करना आसान -सरकार ने 24 नवंबर, 2015 सीमा शुल्क अधिनियम, 1962 की धारा 65 के अधीन सीमा शुल्क नियंत्रण के तहत लाभ उठाने के लिए शुल्क मुक्त आयात या जहाज निर्माण में प्रयुक्त सामग्री की घरेलू खरीद के तहत शिपयार्ड संचालित करने के लिए छूट दी। l तटीय मार्ग के माध्यम से कंटेनरीकृत कार्गो की ढुलाई को बढ़ावा-सरकार ने 17 सितंबर, 2015 को सीमा शुल्क और केंद्रीय उत्पाद छूट दी गई है। इस कर प्रोत्साहन से तटीय परिवहन की परिचालन लागत में कमी आएगी और भारतीय माल की ढुलाई को प्रोत्साहन मिलने के साथ-साथ भारत में परिवहन केंद्र के विकास को भी बढ़ावा मिलेगा। l भारतीय बाजार में विशेष जहाजों की उपलब्धता को बढ़ावासड़कों, रेलवे और अंतर्देशीय जल परिवहन में भीड़ को कम करने और तटीय शिपिंग को बढ़ावा देने के लिए सरकार ने 2 सितंबर, 2015 को रोल-ऑन रोल-ऑफ (रो-रो), हाइब्रिड

रोल-ऑन रोल-ऑफ (हाइब्रिड रो-रो), शुद्ध कार वाहकों, शुद्ध कार और ट्रक वाहकों, एलएनजी जहाजों और ओवरआयामी कार्गों या परियोजना कार्गों वाहकों पांच साल की अवधि के लिए यात्रा में छूट दी है। l पोत मरम्मत इकाइयों के पंजीकरण के लिए प्रक्रिया का सरलीकरण - देश में जहाज की मरम्मत के व्यापार के माहौल को सरल बनाने के लिए सरकार ने 13 फरवरी,2015 को पोत मरम्मत इकाइयों के पंजीकरण के लिए प्रक्रिया को सरली बनाया है। इससे अधिक जहाज मरम्मत इकाइयों को स्थापति करने के साथ-साथ अधिकतम रोजगार जुटाने में मदद मिलेगी।

मंजूरी देने के लिए ई-गवर्नेंस को बढ़ावाl चार्टर

के लिए अपेक्षित शुल्क ई-भुगतान हेतु चार्टर संबंधि मंजूरी के लिए ऑनलाइन आवेदन की सुविधा 8 दिसंबर, 2015 को शुरू की गई थी। l मल्टी मॉडल ट्रांसपोर्ट ऑपरेटर लाइसेंस और ऑपरेटरों के लिए अपेक्षित शुल्क के ई-भुगतान के लिए ऑनलाइन आवेदन की सुविधा 30 नवंबर 2015 से शुरू की गई है। l नया सीडीसी जारी करने और सीडीसी के नवीकरणध्प्रतिस्थापनध्डुप्लीकेट प्राप्त करने के लिए अपेक्षित शुल्क के ई-भुगतान के लिए ऑनलाइन आवेदन की सुविधा 15 जून 2015 से शुरू की गई है। l जहाज मालिकों के लिए अपेक्षित शुल्क के ई-भुगतान और पंजीकरण के लिए ऑनलाइन आवेदन के लिए सुविधा 20 मार्च 2015 से शुरू की है। l योग्यता परीक्षाओं के प्रमाण पत्र के लिए आवेदन और आकलन की ऑनलाइन सुविधा 12 जनवरी, 2015 से शुरू की गई है।

Soon, India's first 'Pod' taxis to debut in Gurgaon A 13 km stretch, for 850 crore

The pilot project will span a 13 km stretch from the Gurgaon-Delhi border to Badshapur Mod on Sohna Road and is estimated to cost Rs 850 crore. A project called the Metrino, a PRT system in which pods are suspended from an overhead rail - has been under consideration for a while. Every pod can take up to five passengers. For the pilot project route, 16 stations have been planned, starting near Ambience Mall. A personal rapid transit (PRT) network is made up of small automated vehicles running at close intervals on a guide-way with docking stations for passengers to get on and off. While a pod can accommodate up to five people, there is also an option to hire an entire pod that will take a passenger straight to the destination, skipping the

It's lighter as well. "The NHAI will roll out the project soon. We have set a target of a year. Subsequently, we could extend this to Dhaula Kuan and Manesar on each side," said the NHAI official.

Steps to Increase Freight Activities In the year 2014-15, the Indian ports handled 172.67 million tonnes coastal cargo while overseas cargo handled was 879.56 million tones Ministry of Shipping has taken following steps to increase freight activities in domestic shipping in the country. (i) Support to Major/Non-Major ports/State Government for creation of infrastructure for movement of coastal cargo. (ii) Relaxation of technical and operational requirement for ships operating in Indian coast. (iii) All major ports have been advised to introduce Green Channel for coastal cargo, priority berthing for coastal vessels and construction of exclusive coastal berths.

(iv) Removal of customs and central excise duty on bunker fuel used for transportation of mix of EXIM, empty and domestic containers. (v) Reduction of service tax incidence on coastal shipping. (vi) Cabotage relaxation for specialized vessels such as RoRo, Hybrid Ro-Ro, Ro-Pax, Pure Car Carriers, Pure Car and Truck Carriers, LNG vessels and Over Dimensional Cargo or Project Cargo Carriers which are in short supply in India.

Infrastructure Status to Shipyard Industry The Institutional Mechanism on Infrastructure of the Department of Economic Affairs in its 10th meeting on December 21, 2015 has recommended inclusion of shipyards as 'infrastructure'. Infrastructure status would enable Indian shipyards to avail cheaper long-term source of capital for Indian shipbuilding and ship repair industry. The attendant tax benefits would enable the shipyards to reduce their cost disadvantage and invest in capacity expansion. The shipyards would be able to avail flexible structuring of long term project loans, long term funding from infrastructure funds for longer tenure equivalent to the economic life of their assets, relaxed ECB norms, issuance of Infrastructure bonds for meeting working capital requirements as well as benefits under Income Tax Act, 1961. This would boost the growth in this sector and the 'Make in India' initiatives. A note was circulated by Ministry of Shipping which intended to increase Indian tonnage by relaxing such condition of FOB/FAS imports subject to a minimum of 50% of their annual requirement being met through long term charter contracts with Indian shipping companies.

A road transport industry with a dominant role in the contribution to economy with a share of 4.9 percent in India's GDP second highest in terms of employment generator, and a significant player in cargo movement, carrying over 55 per cent of the tonne-km yet its development is nowhere in the minds of policy planners. The potential of the industry as an essential ingredient of the social and economic infrastructure seems only on paper. Freight transport market in India is expected to be worth US$ 307.70 billion by 2020. In India road freight constitutes around 65% of the total freight movement with heavy duty trucks and light duty

has always been regressive, subjugative, and coercive. l No facilitating or enabling environment is available to them. l The basic bottlenecks, which are mostly operational and sometimes at policy level, could be worked out by single stroke of pen but get lingered for years for reasons best known. l Even after being one of the biggest stakeholders of transport segment, our problems & submissions are conveniently ignored by the officials and this is not in good taste. l There is no national policy of Road Transport Sector. l There are central and state rules different sets of parameters in one country. The Central and States prescribe their own sets of rules and making the compliance very cumbersome. There should be uniform policy of road transportation across the country. l Road Transport Sector is governed by multiple authorities – 18 authorities. l The policy planning is biased totally towards the object of revenue generation and excessive powers are given to the field officers leading to corruption and harassment of our truckers and transporters. The road transport sector is a key indicator of the development process of an economy. The Road Freight sector has been growing consistently and estimates show that it has a market share of almost 70%. Yet there is a wide gap between the demand for, and the supply of, road transport services, both from a qualitative as well as quantitative perspective. High growths will induce higher volumes of freight movement by road and therefore in order to sustain high growth rates, the operational efficiency of national highways, state highways and other major district roads need to be improved significantly. Lack of adequate infrastructure is also an obstacle to faster economic growth besides stringent documentation process. Presently, national highways are faced with the problems of inadequate stretch, poor

road conditions, poor maintenance, multiple checkpost stops and complex documentation formalities, leading to delays, breakdowns and accidents. Besides improving road conditions and facilitating smooth passage of freight, the Government also needs to address the issues faced by the transportation sector such as fragmentation, diseconomics of scale, undercapitalization, fuel-inefficient vehicle fleets, corruption and police harassment. Our transporters and truckers face umpteen problems and atrocities at the hands of both law-breakers and the law enforcers. The drivers and crew members are harassed, abused, and heckled for fleecing money. The poor truckers and transporters have no other option but to comply to avoid extreme distress conditions and to fulfill their professional commitment. A web of corruption is unleashed across the country. The Police and RTOs purposely deploys a team of corrupt officials and engages rowdy elements en route especially at night to exhort money from the truckers and transporters coming from other states on daily basis. Crores of rupees per month are taken as extortion money, which the truckers have to pay to save themselves from the harassment and brutality of corrupt RTOs and Police. At times the crew members are abused, heckled and beaten black and blue for no rhyme and reason. The fuel-efficient, weight-effective, high-performance engines, modern

aero-dynamic cabs, improved suspension systems, etc to increase the payload capacity of the vehicles so that fuel consumption per tonne-km is reduced is the call of the day. Highways are also not access-controlled allowing humans, animals and all types of vehicles simultaneously, which results in slow speed of vehicles, uncertain journey time and accidents. Poor maintenance of roads also leads to slow speed, equipment breakdown and accidents. The second major problem faced by the sector is interstate and intrastate checkpost delays. Since different states have different documentation requirements for sales tax compliance, a considerable amount of time is wasted at interstate check-posts for completing sales tax-related formalities. Besides, delay is experienced at check-posts and on-road for filling in forms required by various government departments, checking of documents and physical checking of the vehicle, driver and consignment by RTO and traffic police, and collecting highway toll and taxes. On top of this, there are police harassment and corruption soliciting unofficial payments from drivers. Survey data shows on-road stoppage expenses (Toll/RTO/ST/Octroi, etc.) including unofficial payments made to government officials and traffic police amount to, on an average, 15 per cent of total trip expenses. Inspection Certificate To protect themselves, many foreign firms request a Certificate of Inspection. This may be an affidavit by the shipper, or by an independent inspection firm hired by the buyer, certifying the quality, quantity, and conformity of the goods to the purchase order. Insurance Certificate An Insurance Certificate gives evidence of risk coverage for merchandise shipped. It is sent to the bank with other collection documents, and normally is used only when required by Letter of Credit or Documentary Collection procedures. There are many types of insurance policies available. Coverage requested is usually 110% of the value of the cargo shipped. Insured Value Dollar amount of which goods are insured by shipper. Integrated Carrier An airfreight company that offers a blend of transportation services such as air carriage, freight forwarding, and ground handling. Interchange Agreement A contract between a steamship line and the truck line, stating the (truck line) is responsible for any detention charges and/ or repairs that may occur while container is in their possession. Contract also proves that truck line has the required insurance. International Import Certificate This document is the Bureau of Export Administration (BXA) form number BXA-645P. It is required for the import of selected commodities form COCOM nations.
