J

une has been a very successful month for Logistics with India moving up to 35th place on World Bank's Logistics Performance Index. Numerous giants have also reported expansions, and surge in sales and profit. We can expect a healthy logistics business with opportunities in the coming months. India has jumped 19 places in the World Banks Logistics performance Index, from 54th place to 35th. This was announced by the World Bank Group in the recent launch of its report. With a huge jump of 19 places, India has crossed many countries like New Zealand, Thailand, Saudi Arabia, Iceland, Latvia and Indonesia who were ahead of it in the index. Among the six sub-indices of the Logistics Performance Index, India improved the most on "the efficiency of customs and border management clearance", jumping from 65 in 2014 to 38 in 2016. Apart from this, we can see a healthy monsoon across India. This will lead to better agricultural growth in rural areas and raise the demand of Logistics in rural areas. This can be an area to look for all the companies looking for expansion. In the monsoon session of Parliament, the Goods and Services Tax (GST) is likely to see the light of the day. That would be one of the most significant competition reforms India would adopt in recent times to create an internal market. Government of India is also coming up with new initiatives like Make in India, Startup India and many more projects like Sagarmala, and Bharatmala which will certainly help this sector shine. It is certain that government of India can see the potential in logistics to play a key role in the development of our country. The results are also visible now. India witnessed the largest capital inflow till date from FLLS in fiscal 2015-16 after Make in India initiative. GST would be a comprehensive indirect tax on manufacture, sale and consumption of goods and services throughout India, to replace taxes levied by the Central and State governments. Goods and services tax would be levied and collected at each stage of sale or purchase of goods or services based on the input tax credit method. Well it is highly anticipated that the bill will pass soon.

7 वें वेतन आयोग

7 वें वेतन आयोग लोगों की क्रय शक्ति को बढ़ावा देगा और उपभोक्ता की मांग में उछाल लायेगा। 7 वें वेतन आयोग में 2,50,000 रुपये का अधिकतम मूल वेतन का सुझाव दिया गया है और 18,000 रुपये की एक न्यूनतम मूल वेतन का सुझाव, 30 प्रतिशत की वृद्धि से 3,25,000 रुपये की अधिकतम वेतन में अनुवाद होगा और क्रमश: 23,400 रुपये से कम न्यूनतम किया जाएगा।

Agricultural growth Farmers have been going through a very long bad phase because of adverse weather conditions for past two years. Fortunately, we have seen an above average monsoon which will be very beneficial for the crops. Growth in agriculture would raise the demand of logistics in rural areas and it will be an opportunity for all the LSPs to contribute to the services.

7th pay commission The 7th pay commission will boost the purchasing power of people and spurt consumer demand. The 7th Pay Commission had suggested a maximum basic pay of Rs 2,50,000 and a minimum of Rs 18,000. A 30 percent increase would translate into maximum salary of Rs 3,25,000 and minimum at Rs 23,400, respectively.

Start-ups As we can see, there are a lot of emerging companies in Logistics. People are now more and more interested in logistics. People are working to simplify and manage the logistics sector and as a result, more and more companies are spurting. The increase in new companies will lead to more revenue generation, and more employment opportunities and logistics is an area which opens employment opportunities at a very wide level. There will be more jobs for people with all qualifications. It will be able to provide jobs to people with no education, and to people at top of their league. It will lead to a comprehensive growth.

It is the movement of capital across national frontiers in a way that grants the investor control over the acquired asset.

मांग और खपत, शाखा- परिणाम इन सभी मूल बातो को लगभग सब कुछ ठीक ढंग से काम करने के लिए बाते कर रहे है। प्रवाह और परिणाम के बीच एक संतुलन हर क्षेत्र में सफलता का राज है। सरकार की मांग और खपत के बीच एक संतुलन कायम करने की कोशिश हो रही है। 70,000 करोड़ रुपये, छह महीने के लिए बकाया राशि के साथ-साथ जुलाई से केंद्र सरकार के 48 लाख कर्मचारियों के वेतन और 52 लाख पेंशनरों के भुगतान के लिए आवंटित किया गया है। वेतन आयोग की सिफारिशों के अनुसार, नए वेतन आयोग के तहत भुगतान कम के कर्मचारियों के साथ केंद्र सरकार के कर्मचारियों के मूल वेतन में 30 प्रतिशत की बढ़ोतरी की सबसे बड़ी लाभार्थी बनने का परिणाम होगा। माल के लिए मांग में वृद्धि को पहले से सोचा और बढ़ाया प्रयोज्य आय के साथ इस विशाल उपभोक्ता आधार की सेवाओं में, कंपनीयो की पहले से ही वस्तुओं और सेवाओं पर आकर्षक ऑफर अस्तर शुरू कर दिए गए है। जूडें हुए उपभोक्ता और विलासिता के सामान खंड उच्च मूल्य लेनदेन के साथ एक उन्मादी खरीद गति गवाह होने की उम्मीद है। वितरण करने के लिए विनिर्माण चरण से ही सही और अंतिम चरण वितरण, खिलाड़ियों के आदेश के सफल पूर्ति की सुविधा के लिए एक सुनियोजित और कुशलता से लागू साजो क्रियाविधि को तैनात करना होगा। ग्राहक सेवा प्रोटोकॉल के उच्चतम स्तर तक सप्लाई चेन मैनेजमेंट और द्ढता में विभिन्न घटक दलों के बीच तालमेल एक सफल लेनदेन चक्र को पूरा करने में महत्वपूर्ण होगा। लॉजिस्टिक्स क्षेत्र का काम भारत अभियान में बनाने की दीर्घकालीन सफलता के लिए जरूरी है। सरकार सार्वजनिक-निजी

भागीदारी (पीपीपी) मॉडल के माध्यम से निजी क्षेत्र की भागीदारी के साथ इंफ्रास्ट्रक्चर क्षेत्र के विकास के लिए रू.2.21 लाख करोड़ के प्रावधान का बात शुरू कर दी गई है। मजबूत आर्थिक घरेलू बुनियादी बातों में, सरकार ने भी सड़कों, राजमार्गों, रेल और शहरी बुनियादी ढांचे में विदेशी प्रभु धन निधि से निवेश की मांग की है। देश में 7,500 किलोमीटर जिनमें से बहुत अविकसित होाता​ा है। यह एक विशाल समुद्र तट है। इन अन्डरलाइज्ड तटीय परिसंपत्तियों की शक्ति के दोहन के लिए, सरकार की महत्वाकांक्षी परियोजना सागरमाला जिसके तहत एक विशाल पोर्ट इंफ्रास्ट्रक्चर के विकास का कार्यक्रम शुरू किया जाएगा। परियोजना वर्ष में 70,000 करोड़ रुपये का आशा की संभावना है। परियोजना की व्यापक रूपरेखा, बंदरगाहों और द्वीपों के आधुनिकीकरण शामिल तटीय आर्थिक क्षेत्र बनाने और आधुनिक सुविधाओं के साथ नए बंदरगाहों का निर्माण करना है। सागरमाला परियोजना पूरा होने पर यह अनुमान लगाया गया है की, पानी के मार्गों के साथ कम माल लदान के समय के साथ यह सालाना 40, 000 करोड़ रुपये की बचत लॉजिस्टिक्स में होगी। भारतीय लॉजिस्टिक्स उद्योग लागत के विभिन्न प्रकार के लॉजिस्टिक्स आपरेशन के खर्च पर GDP का लगभग 14% खर्च होता है। खर्च की लागत की राशि विभिन्न देशों द्वारा किए गए लॉजिस्टिक्स लागत की तुलना में बहुत अधिक है। लॉजिस्टिक्स कंपनियों के आईटी के एकीकरण के लिए एक पारंपरिक सेटअप और अपने अभियान के लिए प्रौद्योगिकी लागत के रूप में अच्छी तरह से किए गए खर्च को कम करने के रूप में, सेवा मांगों को पूरा करने के लिए आगे बढ़ रहे हैं। एक पूरे उदयोग की िस्थती है। जहॉ वे अपने ग्राहको को सप्लाई चेन प्रदान कर समाधान प्राप्त होगा और बस सेवा प्रन किया जाएगा।

Balancing the Demand and Consumption Demand and consumption, inflow – outflow all these are the basics of almost everything to function properly. A balance between inflow and outflow is the secret to success in every field. Government is trying to strike a balance between demand and consumption. Rs. 70,000 crore have been allotted for paying the salaries of central government's 48 lakh employees and 52 lakh pensioners from July along with arrears for six months, as per the pay commission recommendations. The payouts under the new pay commission will result in a 30 percent hike in the basic salary of central government employees with lower rung employees becoming the biggest beneficiaries. Anticipating a surge in demand for goods and services from this huge consumer base with enhanced disposable incomes, companies have already started lining up attractive offers on goods and services. The consumer durables and luxury goods segment is expected to witness a frenzied

purchase momentum with high-value transactions. Right from the manufacturing stage to the distribution and final delivery phase, players will have to deploy a well-planned and efficiently implemented logistical mechanism to facilitate the successful fulfillment of orders. Synergy between different constituents in the supply chain management and adherence to highest levels of customer service protocols will be the key in completing a successful transaction cycle. The smooth working of the logistics sector is imperative to the long-term success of the Make in India campaign. The government has started walking the talk by provisioning a staggering Rs.2.21 lakh crore for the development of the infrastructure sector with the involvement of the private sector through the public-private partnership (PPP) model. Harping o87n the twin pitches of a stable policy regime and strong economic domestic fundamentals, the government has also sought investments from overseas sovereign wealth funds in roads, highways, rail and urban infrastructure. The country has a huge coastline of 7,500 kms much of which remains undeveloped and underutilized. For tapping the poten-

cies of these underutilized coastal assets, the Government has initiated the ambitious Sagarmala project under which a massive port infrastructure development program will be undertaken. The project is likely to witness an inflow of Rs 70,000 crore in the years to come. The broader contours of the project comprise modernization of ports and islands, forming coastal economic zones and building new ports with modern amenities. 1. Logistics is seen as an unorganized sector, what attracted you towards this sector? What was your motive behind bringing this platform? Precisely. It is highly unorganized and fragmented sector, that is where I see a massive opportunity. It needs to be organized and recognized as an independent sector rather than just a support system of any industry. This is a sector where profit margins are very less, operating costs are high, vendors credit periods stretched beyond reasonable time frames and quality of service is least of an option. When you put all these factors together we will know that over all logistic/ transport expenses goes beyond reasonable cost. Traditionally, players of this sector have competed very dangerously by Reducing Profit Margins and By Increasing Credit Periods. This has ruined name, reliability, quality, loyalty and profitability. We at LoadQuot believe that this sector

Traditionally, this sector was never in the hands of professionally qualified people and their acceptability for technology based services in this sector is not very positive. Another challenge you face is transparency. Getting right information from both vendors and clients are another challenge. But we have devised an unique process and this has helped us to overcome many challenges in this short span of time.

2. How can this software/app change this industry?Our algorithm based platform is a self-manageable platform capable to equilibrium demand and supply on real time basis. It act as mediator between industry and logistic players. It matched requirements with availability based on many factors such as who all play on the given route, who all have required vehicle, are they GPS fitted, whether the registered vendor is real owner of the vehicle or a third party, who all agrees with the payment terms, who all can issue BILTI and other important factors. Once our platform filter all required data and identify potential vendors, than it send an automated email/ sms to selected vendors and ask for rate and confirmation of order. Whoever confirms the order 1st get chance to book order. One can generate Invoice online, create and maintain their own order book, can generate payment summary online, can create and maintain business profile, can make payment online and down load statement in details. We are trying to eliminate manual process and trying to make it digital. The basic idea is that our registered users need not maintain a tiresome manual process of book entry. They just need to log on to www.loadqout. com and down load all necessary information/ summary/ invoice details.

We are in the process of developing Android & IoS based apps. We are building a very different and unique app. Our focuse is on bringing transparency and connecting vendors and industry on real time. Our app is very process driven and has taken a lot of time, effort and understanding of the industry in building it. 3. As a startup, what problems did you face in the initial stages? As a startup you face many internal and external challenges. We faced many problems in our journey till now. As a startup you always have problem with composition of good team and adequate funds. We are fortunate to have a good team. This sector is primarily working on credit mode and fastest payment you get from your client is minimum 2-3 weeks. Thus, one always has to negotiate the challenge of high working capital needs and recovery. Unlike any other sector, PE's/VC's are not very keen on funding at Angel/ Seed stage which makes it extremely challenging to cope up working capital needs. But we are fortunate of this front too. Some of our key investors are from traditionally operating logistic houses. They are one who already sensed the opportunities. Externally, the biggest challenge any startup face in this sector is acceptability.

4. We are in the age of electronics, where everything is done using mobile apps, and websites. But still a large share of logistics is done by the traditional ways, and people choose logistics partners on the basis of goodwill and word of mouth, how do you think you can excel in such a market? True. Major portion of logistics is still done in traditional way. But situation is changing very fast. As I stated above, this sector lacks 3 things- Transparency, Quality and Loyalty. No one chose logistic partners on the basis of goodwill. They chose logistic players only on the basis of -Lowest Rate and Longest Credit Period. We understood this problem from the beginning and came up with custom made solutions of it. We try to minimize operating cost of our vendors and logistic costs of our clients. We have devised a very unique strategy. We don't approach any industry as another tech based logistic company. We mix perfect blend of technology, finance and audit. Our process is very unique. 5. What kind of services do you offer? Presently, we are offering only Inter City & Inter State FTL (Full Truck Load) booking. We are also in the process of entering into LTL (Less than truck load) services. We also figured out some industry which needs a very specific vehicle. Presently we are building on data to enter into that specific sector. 6. Why companies should chose you over the traditional ways of logistics? Who are your target clients? As I stated above, we offer something which this industry has never witnessed

How efficient do you think your software can be in such a market? See, nothing changes over night. Today, internet is not luxury but necessity. You can't do many things without internet today. Moreover, you need to be ready for tomorrow. However, one set of our clients (industry) are very internet savvy and other set of our clients are increasingly using smartphone and tabs. Our platform is meant to work on computers as well on smartphones. Once we release our app it will easier for our clients to get connect with us at ease. For non-internet users, we have developed a separate tools based on SMS and IVR facility and integrated it with our system. changing at this moment. But situation is not going to be same after 2 years from now. Many traditional logistic players will force to change their way of operations or they risk complete isolation. You will see change in the way of professionalism, transparency, quality and cost. Even for online logistic players, they also need to get changed with demand of the business. You just can't rely on software. One needs to build trust and loyalty too. 10. Who are your biggest clients at present? The speciality of these corridors is that only freight trains will use these corridors and they will be able to run at 100kms per hour. 2019 तक पूरा होगा डेडिकेटेड फ्रेट कॉरिडोर माल ढुलाई से कमाई का सबसे बड़ा हिस्सा आता है लेकिन वो वही हिस्सा है, जो अब तक विकास से अछुता रहा है। ऐसा भी कह सकते है की फ्रेट को लेकर रेलवे के साथ ना तो कोई ठोस सुधार किया है और ना ही बदलाव किया। लेकिन अब जल्द ही इसकी तस्वीर बदलने वाली है। बेहद खास और नई तकनीक से बिछाई जा रही है रेल पटरियॉं अब बहुत जल्द भारतीय रेलवे की तस्विर बदलने वाली है। यह पटरियॉं रेलवे के इतिहास में सुनहरा पल जोड़ने के लिए बिछाई जा रही है। जिसके बाद भारतीय रेलवे भी दुनीया को चुनीदां सफल रेलवे सिस्टम के कतार में आ जाएगी। इस सफलता का नाम है डेडिकेटेड फ्रेट कॉरिडोर , भारतीय रेल ढुलाई परिचालनो ने ऐतिहासिक बदलाव की डेडिकेटेड फ्रेट कॉरिडोर को लाया गया है। यह दो तरह से लागु किया जा रहा है। पश्चिमी डेडिकेटेड फ्रेट कॉरिडोर और पूर्वी डेडिकेटेड फ्रेट कॉरिडोर लुधियाना से कोलकाता जाता है और वेस्टर्न डेडिकेटेड फ्रेट कॉरिडोर JNPT पोर्ट से दादरी तक जोड़ता है। कुल मिलाकर दोनो की लम्बाई 3350 किलोमीटर है। इस फ्रेट कॉरिडोर की सबसे बड़ी खासीयत यह है की इसकी पटरियो पर सिर्फ मालगाडीया ही दौड़ेगी और इसकी रफतार 100 किलोमीटर प्रति घंटा, अब तक आपने रेल की पटरियो पर मालगाडी को धिरे चलते ही देखा होगा लेकिन अब जल्द ही मालगाडी तेजी से चलती हुई सारा माल देश के एक कोने से दुसरे कोने में पहुचाते हुए दिखाई देगी। आम तौर पर भारतीय रेल में 25 टन के लोड तक ही डिजाइन की जाती है। लेकिन यहा पर 32 टन के लोड के लिए डिजाइन की जा रही है।

हरियाणा, राजस्थान, गुजरात होते हुए, महाराष्ट्र में जवाहरलाल नेहरू पोर्ट ट्रस्ट तक का सफर तय करेगा। वेस्टर्न DFC का सबसे बड़ा फायदा एक्सपोर्ट और इंपोर्ट ट्रेड को होगा। डेडिकेटेड फ्रेट कॉरिडोर के सपने को पुरा करने का लक्ष्य 2019 तक तय किया गया है। इस कॉरिडोर का देश की दिशा बदलने में बहुत बड़ा कदम होगा। डेडिकेटेड फ्रेट कॉरिडोर को 2019 तक पुरा करने के लिए तेजी से काम चल रहा है। रेल ट्रेक बिछाए जा रहे है। इस फ्रेट कॉरिडोर 2006 से शुरू हुई थी। साल 2006 में रेलवे मंत्रालय ने बतौर कंपनी डेडिकेटेड फ्रेट कॉरिडोर कॉरपरेशन ऑफ इंडिया का गठन किया। सिर्फ इसका एक मकसद था, रेलवे कि ढुलाई में ऐतिहासीक बदलाव लाया जा सके, जिससे ना केवल रेलवे की आय बढ़े बल्कि देश की इकनॉमी को भी जरूरी रफतार मिले। डेडिकेटेड फ्रेट कॉरिडोर दो हिस्सो में बन कर तैयार होगा। इस्टन डेडिकेटेड फ्रेट कॉरिडोर और वेस्टन डेडिकेटेड फ्रेट कॉरिडोर, देश के एक छोड़ से दुसरे छोड़ तक 3342 किलोमीटर नई रेलवे लाइने बिछाई जाएगी।

कुल 10548 हैक्टेियर जमीन में 86 प्रतिशत का अधिग्रहण किया जा चुका है और 9 राज्यों6 तथा 61 जिलों से होकर गुजरने वाली इन परियोजनाओं के लिए ज्याेदातर पर्यावरणीय स्वीनकृतियां प्राप्ता की जा चुकी हैं। चालू वित्त् वर्ष (201516) के आखिर, या 2016 के मध्यक तक 81,459 करोड़ रुपये की लागत वाली परियोजनाओं के लिए अधिकांश संविदाएं प्रदान किए जाने की योजना है।

इसमें इस्टन डेडिकेटेड फ्रेट कॉरिडोर 1840 किलोमीटर का होगा, जबकी वेस्टन डेडिकेटेड फ्रेट कॉरिडोर 1502 किलोमीटर का होगा। इस्टन डेडिकेटेड फ्रेट कॉरिडोर लुधियाना के पास साहनेवाल से शुरू होकर हरियाणा, यूपी , बिहार झारखंड से होते हुए बंगाल के दानकोनी तक का सफर तय करेगा। 2021- 2022 तक इस्टन डेडिकेटेड फ्रेट कॉरिडोर पर 153.23 मिलियन टन के माल ढुलाई का अनुमान है और 1502 किलोमीटर का वेस्टन डेडिकेटेड फ्रेट कॉरिडोर उत्तरप्रदेश मे दाररी से शुरू होकर हरियाणा, राजस्थान, गुजरात होते हुए महाराष्ट्र में जवाहर लाल नेहरू पोर्ट ट्रस्ट तक का सफर तय करेगी। डेडिकेटेड फ्रेट कॉरिडोर के लिए सबसे बड़ी चुनौती है जमीन अधिग्रहण, इस महत्वकाक्षीं प्रोजेक्ट के लिए 11548 हेक्टेयरस जमीन की जरूरत है। और इसको लेकर करीब 87% तक का जमीन अदिग्रहन हो भी चुका है। डेडिकेटेड फ्रेट कॉरिडोर लाइन पर सिर्फ मालगाडी ही दौड़ेगी और माल की ढुलाई होगी समय की गायरेंटी के साथ। आपका बुक किया हुआ सामान एक या अधिकतम दो दिन में एक स्थान से दुसरे स्थान तक निश्चित तौर पर पहुच जाएगा। डेडिकेटेड फ्रेट कॉरिडोर पर दौड़ने वाली एक ट्रेन की लंबाई डेढ़ किलोमीटर तक होगी। जो 1300 टन तक माल की ढुलाई कर सकेगी। देश के इतिहास में पहली बार होगा की माल गाडी का अपनी समय सूची होगा। डेडिकेटेड फ्रेट कॉरिडोर के प्रोजेक्ट को हकीकत में बदलने के लिए रेलवे ने फण्डिंग की भी पुरी तैयारी कर ली है। भविष्य में जहा डेडिकेटेड फरेट कॉरिडोर बन सकता है। उसमें कोलकाता से मुम्बई के बीच इस्ट वेस्ट कॉरीडोर और दिल्ली से चेन्नई के बीच नॉर्थ साउथ कॉरिडोर, खड्कपुर से विजयमाला की तरफ ईस्ट कॉस्ट कॉरिडोर और चेन्नई से गोवा के बीच कॉरिडोर शामिल है।

माल ढुलाई यातायात में रेलवे की घटती हिस्सेरदारी का हवाला देते हुए कहा गया है, ‘देश में कुल माल में से 57 प्रतिशत की ढुलाई सड़क मार्ग द्वारा की जाती है, जबकि चीन में 22 प्रतिशत और अमेरिका में 32 प्रतिशत माल की ढुलाई सड़क मार्ग से की जाती है।’ इसके विपरीत भारतीय रेलवे देश के कुल माल ढुलाई यातायात में से मात्र 36 प्रतिशत की ही ढुलाई करता है, जबकि अमेरिका में 48 प्रतिशत और चीन में 47 प्रतिशत ढुलाई रेलवे द्वारा की जाती है।

demand data & forecasting plans must be shared in an efficient manner and on proper time combined with item location, quantity and real time status. In next 5 to 10 years, things which are going to happen are imaginary for today's world. The future infrastructure on collaborative platform of distribution part is also considerable and that is preferably in urban areas. Sharing infrastructure for delivery into urban areas is therefore merging the different product ranges that go into the city onto one infrastructure will be a big step forward. Small pop – up Hubs inside the city limit along with cross-dock operation will be a great initiative for this collaborative approach. The ultimate solution can be achieved in a different way through: Full truckloads for any store replenishment Lessthan-full truckloads for smaller-store replenishment as Parcels, including home delivery as demand generates. Like Food & cold supply chain market is expected to grow at a combined annual growth rate of 29.1% during 2016 to 2022, according to a report by a Market Research Organization. The Royal Commission on Agriculture in 1928 had first recommended the establishment of licensed warehouses. In 1944 the Reserve Bank of India urged all the State Governments to enact legislation for setting up warehouses. Though the Agricultural Finance subcommittee (1944), the Rural Banking Enquiry Committee (1949) set up by the Government of India stressed the need for developing warehousing in the country, it was the recommendation of the All India Rural Credit Survey Committee (1954), which shaped up the Public Warehousing Programme in the country. It was the recommendations of this committee which paved the way for establishment of a National Co-operative Development and Warehousing Board and Central Warehousing Corporation. Based on the recommendations of All India Rural Credit Survey Committee, the Agricultural Produce (Development and Warehousing) Corporation Act, 1956 was enacted by the Parliament. This act provided for the establishment of the National Cooperative Development and Warehousing Board and also laid down its functions. The act also provided for the establishment of the Central Warehousing Corporation. The management of the Central Warehousing Corporation was vested in a Board of Directors which was empowered to manage the affairs and business of the Corporation with the assistance of an Executive Committee and The Managing Director. The Warehouses of the Corporation could be utilized for the storage of Agricultural produce as

defined in the Act. There was no provision in the Act to enable the Corporation to take up storage of commodities other than Agricultural produce, inputs and implements. The Act also provided for the established of State Warehousing Corporations in different states. The Central Warehousing Corporation was established on 02-031957 under the Agricultural Produce (Development and Warehousing) Corporation Act, 1956.\ The State Warehousing Corporations also were established under this Act. This Act was repealed and replaced by The Warehousing Corporation Act, 1962. This Act extends to the whole of India except the State of Jammu and Kashmir. In the past two decades there has been a significant diversification of activities in the Warehousing filed like, managing Excise / Custom Bonded Warehouses, Air Cargo Complexes, Container Freight Stations and Cold Storages. Till 1995, Warehousing activities were restricted to be managed by Central and State Warehousing Corporations only. However, as a result of the Government's policy of Liberalization of Economy in 1995 the Warehousing Activities have been taken up in the Private Sector also. As country of India is a predominantly agricultural economic based country with more 65% of its population depending upon agriculture, therefore, warehousing of agricultural commodities assumes importance on account of another factor. Producers of agricultural commodities do not generally have the capacity to hold back their goods and to release them into the market gradually. As the Indian farmers are generally poor they are eager to sell their produce so that they can get the money required for their normal agriculture operations as well as for household expenses. Market prices of agricultural commodities in these circumstances are always low at the time of harvesting. The agriculturists, therefore, do not get a fair return for their products. It was in this

context the scheme of warehousing was suggested by the Committee on Rural Credit. An Act of Parliament was passed to create a Central Warehousing Corporation for the country as a whole with constituent State Warehousing Corporations for each State. The Warehousing Corporations thus have been conceived as a means to help the agriculturists to preserve their commodities and to also avoid distress sales. This system provides for advancing of money against warehouse receipts which are declared as negotiable instruments. Thus essentially the Warehousing Corporations have come up to help the cultivators to store their commodities and to take advantage of fluctuations in supply and demand. Scientific storage and provision of advances against warehouse receipts have been the main planks of this scheme. The whole system, however, came under stress when government stepped in to buy foodgrains from the cultivators at fixed prices. In India in particular, monopoly procurement almost completely stopped the flow of foodgrains to the regulated agricultural produce markets. At the same time as the storage of procured grains was done in the Government godowns it affected the warehousing business. Due to this distortion the Warehousing Corporations came to rely more and more on bulk customers like, Government, fertilizer companies and similar organizations. It we see the breakup of the business of any Warehousing Corporation now, it will be seen that custom from agricultural producers is very small. The major part of the business consists of bulk storage of foodgrains, fertilizers and cotton bales. Although the Warehousing Corporations have moved away from the basic aim and objectives, they are still fulfilling a very important role in the field of storage. In fact as the country progresses new avenues for storage of commodities are being opened and the

Warehousing Corporations are being called upon to provide different types of services than they were initially required to provide. Industrial warehousing or storage of industrial commodities is a new field which is gradually opening up. Already there is demand from industries to provide storage facilities for their goods. Bonded warehousing is another new field that is now gradually being made available to these Corporations. Specialized fumigation service is another offshoot of the warehousing business. But now we are moving away from the original concept and entering an era of ever expanding field of activities. I think we have come a long distance and we are no longer restricted to provide a specialized service to the farmers for avoiding losses in storage and for securing better prices for their product. We have now become specialists in the field of storage of any commodity in the most scientific way. As we break away from our moorings we find that the scope for business is immense. I think we have not touched even a small fraction of the total business that is available in the general field of storage. We need to develop new techniques and switch over to mechanical handling if necessary. What is required is a dynamic approach to develop warehousing as a specialized business for all types of producers. Now we have to concentrate on the importance of the warehousing activities because it is mainly beneficial for the farmers for not only saving their valuable agricultural produces for minimizing the losses on one hand but also helpful in getting maximum remuneration/ process of their agricultural produces if stored in the warehouses for 3 to 4 month, in order to get maximum prices as prevailing in the market at that time. Generally it is experienced that whatever the agricultural produces is cultivated, it comes immediately in the market for selling, leading into glut/surplus available in the market resulting into low price, but if the same agricultural produces are retained for few months by keeping in the

warehouses, then definitely the farmers can be benefitted in this way.

However, the details of importance of the warehousing activities summarized as follows :1) Huge damage/spoilage occurs in the foodgrain stocks upto 10% in farm storage by the farmers. These losses occur mainly due to insects, rats, birds & moisture. These losses are reduced to minimum of 0.5% to 1% in Warehouses. 2) At the time of heavy arrivals of foodgrains in the market, the farmers get less price and hence, he can store stocks with warehouse for some period and then he can sell the stocks after getting desired price of the foodgrain. 3) The farmers and traders can avail loan facility from any financial institutions/ schedule banks as per the RBI guidelines upto 80% of the total valuation of the stocks by hypothecating the Warehouse Receipt and the same is pledged with the Bank and the loan can be taken by the farmers/any other individuals and this money can be utilised by them for their personal meets and other purposes till such time when the desired price of the stocks is declared in the market. Similarly warehousing is useful 4) for keeping the buffer stocks of fertiliser also before the on set of monsoon during 2 to 3 times in a year, so that the inventory and supplies are properly monitored to the dealers/farmers and hence, they can use the feritliser at the proper time, otherwise

this is not possible without warehousing to distribute the whole stocks required in all over State at all the destinations in a very limited time. 5) The warehousing is equally important for storage of other industrial goods and raw and finished goods, so that these can be stored at definite locations of manufacturing and distribution points both, and a proper monitoring to supplies, distribution and manufacturing can be done simultaneously without loss of underproduction / overproduction as well as under-consumption/over-consumption of the materials. 6) The shelf like / storage period of various commodities can be increased by few days to months, if the stocks are stored in the warehouses, because a proper ventilation facility as well as cooling process continues in the stored goods due to the scientific structure of the godowns, which keeps the stocks not only cool and dry, but the driage of the moisture also takes place due to air circulation and the bad smells etc. are also taken out due to air circulation etc. and hence, the stocks are kept in fresh and good conditions. Various scientific treatments such 7) as Prophylactic and Curative treatments are given to the stocks due to which the stocks can be saved from the attacks of insects, rodents, birds, etc. 8) The structure of the godowns of warehouse is such that it protects the

stocks not only from the effects of seepage water of underground but it also protects the stocks from the heavy raining/ flood etc. and also from the moisture in the atmosphere during cloudy days. 9) Importance of warehousing is also very apt for the logistic activities also, wherein the supply chain management is done through a chain of warehousing set up all over the State/Country. 10) The businessman/traders stores their goods for profit making by keeping the stocks in warehouses during low price period of the stocks and sell the stocks when the stocks picks up the highest price.

11) The warehousing is useful for hygroscopic commodities also such as sugar, fertiliser, gul and chemicals of moisture absorbing nature. These can be stored after keeping the godowns air tight during cloudy /misty days and air circulation is given during clear days and hence, this can maintain the quality of these stocks. The above mentioned points of warehousing importance is due to the fact that the storage of commodities in the warehouses is quite different from the ordinary storage of the commodities stored by the traders in their godowns, which is simply a godowning whereas the concept of warehousing is such that it includes the following activities :-

a) Sampling/grading/analysis of the stocks during receipt. b) Segregation of the damaged/cut & torn bags stocks to keep separately. c) Use of dunnage by making use of sandwich dunnage, which is mostly a polythene sheet spread on the floor of the godown, sandwiched between two layers of bamboo mats. d) Stacking – there are various kinds of stacking methods predominantly of which are simple type, block type and criss-cross type.

e) Prophylactic and Spraying treatments. f) Fumigation/curative treatments. g) Maintenance of hygienic conditions by keeping the godowns fully under clean condition. h) Ventilation/aeration. i) Insurance of the stocks

पीपीपी में रेलवे को मिली कामयाबी

नई दिल्ली। पीपीपी परियोजनाओं में लंबी नाकामी झेलने के बाद आखिरकार रेलवे ने इन परियोजनाओं में कामयाबी का परचम लहरा दिया है। गत पांच वर्षों में तकरीबन 14 हजार करोड़ की 20 परियोजनाओं के सफल क्रियान्वयन के बाद तकरीबन इतनी ही लागत की इतनी ही नई परियोजनाओं पर काम शुरू हो चुका है या होने वाला है। इनमें 5693 करोड़ रुपये की सात संयुक्त उद्यम परियोजनाएं, 2236 करोड़ रुपये की चार कस्टमर फंडेड परियोजनाएं तथा 3016 करोड़ रुपये की तीन एन्यूटी परियोजनाएं शामिल हैं। इसके अलावा 3078 करोड़ रुपये की छह परियोजनाओं को सैद्धांतिक मंजूरी दी जा चुकी है। धन की तंगी को देखते हुए रेलवे अपनी परियोजनाओं के क्रियान्वयन के विभिन्न तरीके अपना रहा है। इनमें सार्वजनिक-निजी भागीदारी यानी पीपीपी तथा संयुक्त उद्यम का तरीका प्रमुख है। पीपीपी परियोजनाओं से जुड़े रेलवे के एक वरिष्ठ अधिकारी के अनुसार रेलवे ने अगले पांच वर्षों के लिए साढ़े आठ लाख करोड़ रुपये के निवेश की योजना तैयार की है। इसमें एक बड़ा हिस्सा पीपीपी परियोजनाओं तथा राज्यों के साथ भागीदारी का होगा। तकरीबन 17 राज्य सरकारों ने रेलवे के साथ भागीदारी में रुचि दिखाई है इनमें से उड़ीसा, कर्नाटक, छत्तीसगढ़, महाराष्ट्र आदि के साथ समझौते भी हो चुके हैं। इनमें ज्यादातर नई लाइनों, दोहरीकरण, तिहरीकरण, विद्युतीकरण तथा बंदरगाह व खदान संपर्क परियोजनाएं शामिल हैं। अधिकारी के अनुसार पिछले तीन सालों में पीपीपी व अन्य भागीदारी परियोजनाओं में विशेष तेजी आई है। ऐसा ऐसी परियोजनाओं के बारे में पांच प्रकार के फ्रेमवर्क मॉडल तथा मॉडल कन्सेशन एग्रीमेंट (एमसीए) तैयार किए जाने तथा उन्हें सार्वजनिक किए जाने से संभव हुआ है। इनमें नॉन गवर्नमेंट रेलवे मॉडल, ज्वाइंट वेंचर मॉडल, बिल्ड, आपरेट व ट्रांसफर (बीओटी) मॉडल, कस्टमर फंडिंग मॉडल तथा एन्यूटी मॉडल शामिल हैं। वर्ष 2002 से 2014 के दौरान 3153 करोड़ रुपये की पोर्ट कनेक्टिविटी (मुख्य लाइनों से बंदरगाहों तक ब्रांच लाइनें बिछाने) से संबंधित कुल 1030 किलोमीटर लंबी आठ परियोजनाओं का सफलतापूर्वक कार्यान्वयन किया गया था। इनके जरिए सबसे पहले पीपावाव तथा मुंद्रा बंदरगाह को रेलवे लाइनों से जोड़ा गया। जबकि उसके बाद हासनमंगलूर, गांधीधाम-पालनपुर तथा भड़ौच-दाहेज के बीच आमान परिवर्तन परियोजनाओं का क्रियान्वयन किया गया। जबकि अब नारगोल, छर्रा, दीघी, रेवास तथा तूना व हजीरा बंदरगाहों के लिए पीपीपी मॉडल पर संपर्क लाइनें बिछाने की योजनाओं पर काम हो रहा है। आने वाले समय में 400 रेलवे स्टेशनों के अलावा 10 गुड्स शेड्स का विकास भी निजी क्षेत्र के सहयोग से करने का प्रस्ताव है। इसमें देशी और विदेशी दोनों तरह की कंपनियों के भाग लेने की संभावना है। तकरीबन दो दर्जन रेलवे स्टेशनों साथ मल्टीमोडल कांप्लेक्स का निर्माण भी पीपीपी के जरिए किया जा रहा है।

कानपुर-लखनऊ हाइवे का काम जल्द शुरू होगा : गडकरी

केंद्रीय सड़क परिवहन मंत्री नितिन गडकरी ने कहा है कि लखनऊ-कानपुर हाइवे को ऐक्सेस कंट्रोल बनाने के लिए जल्द काम शुरू होगा। प्रॉजेक्ट की डीपीआर 17 जून को आएगी। मंत्रालय का टारगेट है कि कानपुर-लखनऊ के बीच 80 किमी की दूरी भविष्य में 35-40 मिनट में पूरी हो जाए। डासना गाजियाबाद से कानपुर होते हुए लखनऊ तक हाइवे के बीच की कुछ लेन को ऐक्सेस कंट्रोल्ड बनाने का भी प्लान है। दिल्ली में विडियो कॉन्फ्रेंसिंग के जरिए गडकरी ने कहा कि कानपुर-लखनऊ हाइवे का 8 लेन तक विस्तार होगा। एनडीए सरकार ने आते ही यह तय कर दिया कि हाइवे अब डामर नहीं आरसीसी के बनेंगे। झांसी-कानपुर हाइवे का भी विस्तार होना है। कानपुर में दिल्ली-हावड़ा रेल ट्रैक पर 9 साल से बन रहे रेलवे ओवरब्रिज का काम यूपी पीडब्ल्यूडी करा रहा है। काम जल्द पूरा होगा। कोई कमी है तो इसकी समीक्षा होगी। 18 करोड़ की लागत वाले इसे प्रॉजेक्ट के लिए 60 पर्सेंट बजट रिलीज हो चुका है।

आउटर रिंग रोड पर बनेंगे लॉजिस्टिक पार्क

कहा कि रिंग रोड या बाईपास के लिए जमीन अधिग्रहण की कॉस्ट काफी ज्यादा होती है। ऐसे मामलों में मंत्रालय, राज्य सरकार से 50 पर्सेंट हिस्सा मांगता है। कानपुर-लखनऊ हाइवे के लिए यूपी सरकार ने सहयोग दिया। सरकार यह भी कोशिश कर रही है कि बैंकों से कम ब्याज पर लोन मिले। इसी वजह से काम अटका है। लेकिन फैसला जल्द होगा। बाईपास के किनारे की जमीनों पर बैंक, पेट्रोल पंप और गोदाम जैसी चीजें डिवेलप कर प्रॉजेक्ट की लागत निकाली जा सकती है।

इलाहाबाद के बाद कानपुर तक वॉटरवेज

गडकरी ने कहा कि वाराणसी के बाद इलाहाबाद तक गंगा में कार्गो शिप चलेंगे। इसके बाद कानपुर और फिर आगे तक ऐसा करने की योजना है। लेकिन यह काम काफी चुनौतीभरा है।

Recovery of INR 29,000 cr rail freight dues stalled

CCTV cameras for 8 more railway stations The recovery of over INR 29,000 crore by the Railways from freight-evading iron ore exporters who were feeding the global frenzy for steel during the boom period is floundering, say sources in the Railways and other agencies who have investigated the humungous scandal. The key investigators who exposed the scandal in the South Eastern Railways have all dispersed from the task, the latest being the principal investigation officer. A key official in the Railway Board said that the only hope for the recovery — that could dramatically turn around the fortunes of the Railways — now hinges on the Supreme Court. The developments come even as the Railways have withdrawn the higher freight charges iron ore exporters had to pay under the 2008 policy, which they avoided illegally. According to sources, the Railways on May 9 issued a freight rate circular, abolishing the dual freight policy in iron ore transportation, eight years after it was implemented. According to the new circular, the exporters would now only pay the same fare for exporting iron ore out of India as those for domestic manufacturers who use ore to make steel within the country.

By installing CCTV cameras, surveillance at eight more railway stations will be augmented. The monitoring mechanism will be put in place at Thanjavur, Kumbakonam, Mayiladuthurai, Ariyalur, Vriddhachalam, Puducherry, Villupuram and Nagapattinam railway stations, in the jurisdiction of Tiruchi Railway Division, under the Central government's Nirbhaya Fund. The Railway Board had planned to establish the system at these stations to enhance security and vigil. The Railway and Railway Protection Force (RPF) personnel of Tiruchi Division have been communicated regarding the proposed introduction of CCTV system. The stations would have a separate room to monitor the video footages generated from the cameras proposed to be installed at different points. The Signal and Telecommunication

A CAG audit report tabled in May 2015 estimated that the Railways could recover INR 29,236.77 crore from the exporters who transported iron ore meant for export on freight charges meant for domestic consumption movements. The loss estimates were for a period from May 2008 up to September 2013. Those moving iron ore for export had to

The electronic toll collection (ETC) being rolled out to remove bottlenecks, ensure seamless movement of traffic, and collection of user fee through RFID on the national highway corridors is to be extended to State highways. The e-tolling concept has been rolled out at the initiative of the Union Ministry of Road Transport and Highways (MORTH) to collect the user fee (toll) as per the notified rates and avoid hassles at toll plazas. For implementing the ETC, MORTH has set up a company - Indian Highways Management Company Limited - with 25 per cent equity participation from the National Highways Authority of India (NHAI), 50 per cent from the concessionaires, and 25 per cent from financial institutions. The Central Motor Vehicles Rules, 1989, has been amended by the Union government for fitment of RFID tags on vehicles for ETC. Cargo traffic rises 6.3% to 108 MT at major ports in Apr-May State-run 12 major ports recorded 6.3% growth in cargo handling at 107.52 million tonnes (mt) in April-May 2016 on account of measures like mechanization of the terminals and quick evacuation of cargo. The ministry said in a statement, "The slew of measures taken by the Ministry of Shipping to improve performance of ports has started to yield positive results. The major ports in India handled 107.52 MT (million tonnes) of cargo during AprilMay 2016 and showed a positive growth of 6.3%.� The measures included mechanisation of the terminals, improving the TAT (turnaround time), quick evacuation of cargo, expansion of infrastructure and skill development of employees, it said. "Out of the 107.52 MT of cargo handled during April-May this year, 55.1 MT was handled in the month of May alone, showing a growth of 3.3%," it said. Mormugao Port Trust recorded the highest growth in traffic (105.6%) followed by Paradip Port Trust (15.3%), Vishakhapatnam Port Trust (13.5%), New Mangalore Port Trust (2.8%) and Kandla Port Trust at 2.1%. The main reason for growth in traffic at Mormugao Port was increase in iron ore traffic which grew to 1.7 MT in May 2016 as against 0.09 MT in the same month a

Essar Ports in a media statement said, the marine terminal of Vadinar Oil Terminal Limited (VOTL), a part of Essar Ports Limited, has been the best-performing terminal in the Kandla Port Trust (KPT) for two consecutive years. The terminal recently received a certificate of appreciation from KPT. VOTL is an integrated oil terminal located in Vadinar, Gujarat with 58 million tonnes capacity and handles crude oil and petroleum products. In FY 2015-16, the marine terminal had a throughput of 27.8 million tonnes, and handled 330 ships, with an average turnaround time of just 1.95 days, the statement added.

At a meeting organized by FICCI, Mathur, spoke of various schemes of the bank which would help the Indian SMEs to explore opportunities outside the Country. One of which was the 'Buyer's credit' facility, with the help of which overseas buyers or importers can import eligible goods and services from India on deferred payment terms. The scheme would enable exporters or contractors to expand abroad and into non traditional markets. Through the bank's project exports schemes, the Export-Import Bank of India would extend funded and non-funded facilities for overseas turnkey projects, civil contracts, technical and consultancy services, Mathur said, adding: 'States such as Gujarat, Tamil Nadu and Maharashtra has got strong shipping boards. अब शहर की सड़कों पर बढ़ेगें हजारों ट्रांसपोर्ट साइबर सिटी में आने वाले दिनों में ट्रैफिक का दबाव बढ़ सकता है। ट्रांसपोर्टो की संख्या में हजारों की बढ़ोतरी होने की संभावना है। ऐसा प्रदेश सरकार द्वारा निर्धारित मापदंड से अधिक साइज (लंबाई-चौड़ाई) वाले ट्रांसपोर्ट के ऊपर लगाम कसने से होगा। साइज कम होते ही ट्रांसपोर्टो की संख्या बढ़ानी होगी। प्रदेश में 30 हजार से अधिक ट्रांसपोर्ट निर्धारित मापदंड से अधिक (लंबाई-चौड़ाई) साइज वाले हैं। इनमें से 10 हजार से अधिक ट्रांसपोर्ट केवल गुड़गांव के हैं। सभी के खिलाफ शिकंजा कसने का परिवहन विभाग ने मन बना लिया है। पांच हजार से अधिक ट्रांसपोर्ट की पासिंग बंद भी कर दी गई है। इससे परेशान होकर जहां ट्रांसपोर्टर साइज कम करने लगे हैं वहीं नए ट्रांसपोर्ट भी खरीद रहे हैं। ट्रांसपोर्टरों के मुताबिक साइज कम करने के बाद औद्योगिक इकाइयों की मांग को पूरा करने के लिए ट्रांसपोर्टो की संख्या कम से कम तीन से चार हजार बढ़ानी होगी। बता दें कि मापदंड के मुताबिक कार कैरियर से संबंधित ट्रांसपोर्टो की लंबाई 18 मीटर से कम होनी चाहिए लेकिन अधिकतर की लंबाई 19 से 22 मीटर तक है। टू-व्हीलर कैरियर से संबंधित

का सबसे बड़ा ड्राई पोर्ट ‘पंजाब लॉजिस्टिक पार्क’ लुधियाना-दिल्ली वाया जाखल रेल लाइन के साथ तैयार हो जाएगा। पंजाब का यह पहला फ्रेट ट्रैक होगा, जिस पर डबल डेकर मालगाड़ियां चलेंगी। इससे ट्रांसपोर्टेशन खर्च 33% तक घटेगा। अभी मुंबई से लुधियाना तक का एक कंटेनर (18 मिट्रिक टन) 35 हजार रुपए में पहुंचता है। डबल डेकर होने पर ये साढ़े 23 हजार में पहुंच जाएगा। 150 एकड़ में बन रहे ड्राई पोर्ट को मिडिल ईस्ट के साथ व्यापार बढ़ाने के इरादे से तैयार किया जा रहा है। यहां रोज पांच मालगाड़ियां लोड-अनलोड हो सकेंगी। सामान उतारने-चढ़ाने के लिए यहां 250 ट्रकों की कैपेस्टी वाला कंटेनर ट्रक पार्किंग स्लॉट तैयार हो चुका है। खास बात ये है कि इस प्रोजेक्ट का शिलान्यास तक नहीं किया गया। सीधा उद्घाटन होगा। काम इतना चुपचाप और तेजी से चल रहा है कि ज्यादातर लोगों को यह भी नहीं पता कि यहां सबसे बड़ा ड्राई पोर्ट बन रहा है।

ईस्टर्न और वेस्टर्न नाम से दो डेडिकेडड फ्रेट कॉरिडोर

ईस्टर्न और वेस्टर्न नाम से दो डेडिकेडड फ्रेट कॉरिडोर बनाए जा रहे हैं। इन रेल लाइनों पर केवल मालवाहक गाड़ियां चलेंगी। पहला कॉरिडोर मुंबई से दादरी वाया रेवाड़ी और दूसरा कोलकत्ता से दादरी तक बनाया जा रहा है। प्रोजेक्ट तैयार कर रही कंपनी कॉनकोर के चेयरमैन कम एमडी अनिल गुप्ता ने बताया रेवाड़ी वाया रोहतक, जाखल होते हुए एक डेडिकेडड रेल लाइन लुधियाना तक बनाई जा रही है। मुंबई, मुंद्रा और अन्य पोर्ट से बाहरी देशों में आने और जाने वाला सारा माल पंजाब लॉजिस्टिक ड्राई पोर्ट के जरिए ही भेजा जाएगा। इसका फायदा अभी जहां मुंबई पोर्ट से लुधियाना तक सामान पहुंचने में 5 दिन लगते हैं। इस कॉरिडोर के बनने से करीब 40 घंटों में सामान पहुंच जाएगा। पहले चरण में डबल डेकर कंटेनर वाली गाड़ियां चलाएंगे। उसके बाद सभी पुलों का काम पूरा हो जाएगा तो इसे फोर डेकर तक करने का विचार है। ड्राई पोर्ट पर ही साइलोज लगाए जाएंगे ताकि भविष्य में दूसरे प्रदेशों में अनाज को जल्द से जल्द पहुंचाया जा सके। इस समय अनाज की मूवमेंट काफी कम होने से काफी अनाज खराब हो जाता है। फ्यूचर प्लान... इस रेल लाइन के साथ इंडस्ट्रियल कॉरिडोर बनाने का प्रावधान है, लेकिन अभी इसमें वक्त लगेगा। पूर्व पीएम मनमोहन सिंह ने इन दोनों कॉरिडोर को मंजूरी दी थी। इस समय पंजाब से ज्यादातर माल अटारी बार्डर से न होकर मुंबई पोर्ट से जाता है, लेकिन जिस तरह से बड़ी कंपनियां इस ओर बढ़ी हैं, उससे साफ है कि अटारी बार्डर के माध्यम से बिजनेस बढ़ाया जाएगा। अहमदगढ़ से दस किलोमीटर की दूरी पर अडानी इंफ्रास्ट्रक्चर भी ऐसा ही ड्राई पोर्ट बना रहा है।

बांग्लादेशी पोर्ट के रास्ते नार्थ ईस्ट के लिए माल की आवाजाही शुरू

अब सागर बंदरगाह का काम दिसंबर से पहले शुरू होगा: गडकरी

जहाजरानी मंत्री नितिन गडकरी ने कहा कि सागर बंदरगाह परियोजना पर इस साल दिसंबर से पहले काम शुरू हो जाएगा। गडकरी ने कहा, “हम सागर बंदरगाह परियोजना पर दिसंबर से पहले काम शुरू कर देंगे। यह देश के 12 प्रमुख बंदरगाहों के बाद एक और बंदरगाह होगा। बंदरगाह और सड़क-सहरेलवे ओवरब्रिज पर करीब 4,000 करोड़ रुपये निवेश होगा।” बंदरगाह के लिए तकनीकी और व्यवहार्यता अध्ययन पूरा हो चुका है। उन्होंने कहा, “बंदरगाह के विकास के लिए हमने पश्चिम बंगाल के साथ एक संयुक्त उपक्रम कंपनी बनाई है।” गडकरी ने कहा, “भारत और बांग्लादेश के बीच आयात और निर्यात के लिए करीब 600 करोड़ टन माल का परिवहन होता है। 95 फीसदी परिवहन सड़क मार्ग से होता है। हम चाहते हैं कि संपूर्ण परिवहन जल मार्ग से हो, ताकि माल ढुलाई खर्च घटे उन्होने कहा, “हमने बांग्लादेश के विदेश मंत्री से इस बारे में बात की है।” उन्होंने यह भी बताया कि केंद्र सरकार गंगा नदी पर वाराणसी और हल्दिया के बीच 1,620 किलोमीटर जल मार्ग का विकास करने पर कार्य कर रही है।

अब देश में सड़कों की तरह नदियों का नेटवर्क बनेगा। इसका संचालन रिवर ट्रैफिक कंट्रोल सिस्टम से होगा और देश के युवाओं को रोजगार मिलने के साथ ही व्यापार में भी सहूलियत होगी। केंद्रीय मंत्री गडकरी इलाहाबाद में भाजपा की राष्ट्रीय कार्यसमिति की बैठक में शामिल होने से पहले प्रतापगढ़ पहुंचे। लखनऊ-वाराणसी हाईवे और भुपियामऊ व रामापुर में बने फ्लाईओवर का लोकार्पण करने के बाद उन्होंने भुपियामऊ में आयोजित जनसभा को संबोधित किया। उन्होंने कहा कि केन्द्र सरकार नदियों पर भी काम कर रही है। वाराणसी से हल्दिया (कोलकाता) तक 1620 किलोमीटर का जलमार्ग बनाया जा रहा है। यह काम इसी साल शुरू होगा। इससे वाराणसी से बांग्लादेश तक सीधे सामान भेजा जा सकेगा। सरकार ने 111 नदियों को चिह्नित कर संसद में बिल पास करा लिया है। नदियों का नेटवर्क बनने के बाद रिवर कंट्रोल सिस्टम से संचालन होगा और लोगों के लिए यह बेहद सस्ता साबित होगा।

केन्द्रीय सड़कए परिवहन एवं राजमार्ग तथा जहाजरानी मंत्री नितिन गडकरी एवं दक्षिण कोरिया के महासागर एवं मत्स्य मंत्री किम यंग सुक ने मुंबई में एक समझौता ज्ञापन (एमओयू) पर हस्ताक्षर किए। दक्षिण कोरिया के मंत्री श्री किम के नेतृत्व में एक दक्षिण कोरियाई प्रतिनिधिमंडल सामुद्रिक भारत सम्मेलन, 2016 (एमआईएस, 2016) में भाग लेने के लिए मुंबई में यह एमओयू बंदरगाह संबधिं त मामलों में भारत और दक्षिण कोरिया के बीच सहयोग एवं आपसी सहायता से संबधिं त है। केन्द्रीय मंत्रिमंडल ने इस एमओयू पर हस्ताक्षर करने के लिए जहाजरानी मंत्रालय के प्रस्ताव को मंजूरी दी है। स्मरणीय है कि एमआईएस, 2016 भारत सरकार के जहाजरानी मंत्रालय की एक प्रमुख पहल है जो भारत के सामुद्रिक क्षेत्र में संभावित व्यवसाय अवसरों की खोज करने के लिए भागीदारों को एक अनूठा मंच मुहैया कराती है। एमआईएस, 2016 का आयोजन मुंबई में 14 अप्रैल 2016 से किया जा रहा है और इसमें सम्मेलन, प्रदर्शनी एवं डेमो सत्रों

का आयोजन किया जाएगा। दक्षिण कोरिया एमआईएस, 2016 का साझेदार देश है। दक्षिण कोरिया के 100 से अधिक भागीदारों का एक शिष्टमंडल सम्मेलन में भाग ले रहा है। इस समझौते से बंदरगाहों के विकास, बंदरगाह संबंधित उद्योग, सामुद्रिक संबंधों एवं प्रौद्योगिकी को साझा करने के दायित्वों में सहयोग प्राप्त होने, बंदरगाह विकास एवं संचालन के क्षेत्रों में अनुभव, बंदरगाह विकास के क्षेत्र में निर्माण, इंजीनियरिंग एवं संबधिं त पहलुओं पर जानकारियों के आदान-प्रदान, बंदरगाह संबंधित निर्माण एवं इंजीनियरिंग परियोजनाओं जिसमें दोनों पक्ष इच्छुक हैं, में संयुक्त भागीदारी, बंदरगाह एवं संबधिं त शिक्षा एवं प्रशिक्षण, तथा सहयोग के अन्य प्रकारों जिन पर दोनों देशों के बीच आपसी रूप से सहमति हो सकती है, के क्षेत्र में प्रत्येक देश के संबधिं त मंत्रालयों के अधिकारियों समेत विशेषज्ञों के आदान-प्रदान को प्रोत्साहन मिलने की उम्मीद है।

निर्यात में दिखने लगे सुधार के लक्षण नई दिल्ली। बीते डेढ़ वर्ष में निर्यात की तेज गिरावट के बाद अब इसमें सुधार के लक्षण दिखने लगे हैं। मई 2016 में निर्यात में गिरावट की दर एक फीसद से भी नीचे रह गई है। हालांकि अमेरिका, यूरोपीय यूनियन और जापान को होने वाले निर्यात में कमी का दौर अभी बना हुआ है। लेकिन चीन को होने वाले निर्यात में अब सकारात्मक रुख दिखने लगा है। वाणिज्य और उद्योग मंत्रालय की तरफ से मई 2016 के विदेश व्यापार के आंकड़ों के मुताबिक इस महीने देश से 22.17 अरब डालर का निर्यात हुआ। बीते साल के इसी महीने के निर्यात के मुकाबले यह 0.79 फीसद कम है। लेकिन मई के दौरान किए गए निर्यात की कीमत को भारतीय मुद्रा के नजरिए से देखें तो इसमें 4.04 फीसद की वृद्धि दिख रही है। संभवत: बीते 18 महीनों में यह पहला मौका है जब निर्यात में सकारात्मक वृद्धि देखने को मिली है। निर्यात में सुधार का प्रभाव देश के विदेश व्यापार घाटे पर भी दिखा है। मई 2016 में यह घाटा केवल 6.27 अरब डालर का रह गया है। इससे देश के चालू खाते के घाटे को भी नियंत्रण में रखने में मदद मिलेगी। व्यापार घाटा कम रहने की एक वजह इस महीने आयात में तेज गिरावट रही है। इस अवधि में देश का आयात बीते साल के इसी महीने के मुकाबले 13.16 फीसद कम हुआ है। हालांकि इस सबके बावजूद अभी निर्यात की चिंताएं दूर नहीं हुई हैं। दुनिया के बड़े बाजार अमेरिका, यूरोपीय यूनियन और जापान को निर्यात में गिरावट की रफ्तार अभी भी बदस्तूर जारी है। अकेला चीन एकमात्र देश है जिसको किये जाने वाले निर्यात में वृद्धि देखने को मिल रही है। विश्व व्यापार संगठन के आंकड़ों के अनुसार चीन को मार्च में हुए निर्यात में 11.39 फीसद की वृद्धि हुई है। जबकि अमेरिका को हुए निर्यात में 6.15 फीसद, यूरोपीय यूनियन को 1.42 फीसद और जापान को निर्यात में 0.25 फीसद की कमी रही है।

जीएसटी का समर्थन सभी राज्यों ने किया: जेटली

वित्त मंत्री अरुण जेटली ने संविधान में वस्तु एवं सेवा कर (जीएसटी) की अधिकतम दर को निर्धारित करने की कांग्रेस की मांग को खारिज करते हुये कहा कि सभी राज्यों ने जीएसीट संविधान संशोधन विधेयक का आमतौर पर समर्थन किया है। जेटली ने राज्यों के वित्त मंत्रियों की उच्चाधिकार प्राप्त समिति के साथ बैठक के बाद कहा कि सभी राज्यों ने आमतौर पर इस विधेयक का समर्थन किया है। सिर्फ तमिलनाडु ने कुछ आपत्तियां जतायी है। उन्होंने कहा कि इस विधेयक को राज्यसभा में पेश किये जाने से पहले केन्द्र और राज्यों के दोहरे नियंत्रण एवं राजस्व निरपेक्ष दर (आरएनआर) को तय करने जैसे मुद्दों का समाधान किया जाना है। उन्होंने कहा कि जुलाई में फिर से राज्यों के वित्त मंत्रियों की उच्चाधिकार समिति की बैठक बुलायी जायेगी और उसमें इन दोनों मुद्दों का सुलझाया जायेगा। उन्होंने कहा कि जहां तक पहले तीन वर्षों के लिए

SIMHEM partners with CeMAT India 2016 as a co-organizer CeMATIndia, the leading trade fair in Material Handling, Intralogistics, Storage Systems, Warehousing and Logistic Systems, and SIMHEM (Society of Indian Materials Handling Equipments Manufacturers), an association of India’s top Material Handling manufactureres, annouced a partnership at CeMAT Hannover 2016, which will see SIMHEM as the co-organzier along with Hannover Milano Fairs India Pvt Ltd. The MoU was signed by Mr. Wolfgang Pech, SrVP, Deutsche Messe AG and MD, Hannover Fairs International and Mr. Cavas Dumasia, Secretary, SIMHEM, who is also the Vice President – Marketing & Sales, Godrej Material Handling. CeMAT India 2016, scheduled from 1-3 December this year, will be organized at the hotspot of manufacturing& logistics Industry – Mumbai. SIMHEM and CeMAT India will work together towards promoting and bringing innovation and new technology in manufacturing of Material Handling equipment in India. SIMHEM was formed by members of India’s leadingmaterial handling manufacturingcompanies,to promote and garner the growth of the industry. Kale Logistics announces formal GoLive of CODEX

Kale Logistics Solutions which developed India’s first Container Digital Exchange- CODEXannounced the formal Go Live of the platform at the end of 3 months of successful pilot run and onboarding of all stakeholders. The formal Go Live was executed by the Honorable Chief Commissioner of Customs-Chennai-Shri Pranab Kumar Das; Chairman, VOC Port Trust- Shri S.Anantha Chandra Bose and Commissioner of Customs- Tuticorin- Shri K.C Johny in a brief ceremony at Tuticorin on June 30th in the presence of all Port stakeholders. The CODEX- Container Digital Exchange is designed to automate the container movement at Tuticorin Port and reduce the container dwell times considerably. It is an EDI based electronic platform through which communication, information exchange, connectivity and electronic processing of key business transactions/operations can be facilitated between all container stake-holders at the Port and its related logistics value chain. CODEX also has a Mobile app that is downloadable from Google Play store on all Android mobile devices, tablets and similar gadgets. The Mobile APP facilitates on- the-go tracking of Containers on a real-time basis and directly interfaces with CODEX- Container

Digital Exchange. This makes real-time Container information available to all Stakeholders making ‘Ease of doing business’ a reality for supply chain players at Tuticorin Port. Speaking on the occasion, Mr. David Raja, President –TCFSA stated, “The CODEX project has been implemented in time as planned. We experienced a very successful trial run in last 3 months duration. CODEX is already linking Tuticorin Port operations with V.O. C Port Trust system. In addition, other stakeholders including Shipper, Shipping lines and Agents amongst others have complete access to Container movement & details via both online portal and the Mobile APP.” “We are happy to see the transformation CODEX is bringing by replacing the current issuance of Gate Pass signed by a Gate Officer with a system generated CODEX Gate Pass. The CODEX gate pass is a standard document recognised by Customs for any Container movement at Tuticorin Port. This first of its kind initiative in India is meant to enable trade facilitation and is in conformance to current Governments agenda of bringing about ‘Ease of doing Business’ in a Digital India.”, said Mr.Vineet Malhotra, Director - Kale Logistics Solutions.

CODEX is a digital platform being adopted by Tuticorin CFS Association and VOC Port to enable seamless movement of containers from CFS/ICDs to VOC Port. This platform works on the basis of online real-time date getting uploaded on a digital platform which is made accessible to all approved viewers. The Container movement can be tracked as well as authenticated at various points on its way to VOC port by means of unique barcode attached to each container and corresponding shipping document. This will ensure faster & more secured movement of export containers as clearance at various gates as well as the movement related data would be readily available in system eliminating the need for manual data entry. The CODEX generated Gate Pass will bring in standardization and uniformity and will have customs permission for export containers movement from VOC Port.
