1990-1997 Reach the international agreement • In the late 1980 s, when the greenhouse effect caused by human activity gradually gain the scientific consensus and the government's attention, the UN environmental program and the world meteorological organization jointly set up by the intergovernmental panel on climate change (IPCC). The IPCC is made up of scientists from different countries, to analysis summary of global climate change research, and provide Suggestions for the construction of the international system.

Simulated Climate Negotiation

• The flow of the negotiation • To announce the participants and goals • The countries state their position and proposal • Second statement, raise inquiries and questions to the ideas that you do not agree • The third round, the Chair will organize talks with group who do not agree with each other • The fourth round, every group state their negotiation progress • Finally reach agreement as far as possible, if not, then announce failure


debreifing • Climate negotiations is not an individual national interests game But a means to contribute to the global common action • Taken Climate fairness into consideration - developed country consumes a lot of energy in the process of development resulting in the pollution of and reached the level of economic development, while developing countries faced with more problems in the process of development, economic development, technology developed far less developed countries
