PRESS RELEASE The Office of the Prime Minister Announces Cabinet Appointments Belmopan. November 13, 2020. 6:00 p.m. The Prime Minister Hon. John Briceño will advise his Excellency the Governor General Sir Colville Young to make the following appointments of Ministers of Government pursuant to section 40 of the Constitution, and the following Ministers of State pursuant to section 45 of the Constitution. The Prime Minister will also advise the Governor General to appoint the Attorney General pursuant to section 40 (2) of the Constitution.

The new Government of Belize is moving forward with a precise destination—execution of planBelize for the betterment of the lives of all Belizeans. Since August 16, the People’s United Party licked Dean Barrow/Faber with a planBelize fist that knocked them out cold, never to recuperate. John Briceño and the People’s United Party issued the Education Policy, then Health, followed by Agriculture, Family, Women, Rural Living, Housing, Justice, Economy, Tourism, and ended the virtual rollouts of the BLU plans with a Manifesto, laden with historical all over. The BLU manifesto had George Price-development-of-Belize imbued all over. The people are going to be served. The PUP has corruption as enemy number one; the UDP is tantamount to that failure to serve the people, due to their corrupt ways. As opposed to 2008 when the people voted out the PUP, the November 11 General Elections saw a John Briceño-led PUP swept into government along with a Manifesto based under the all-encompassing planBelize. Each of the separate sections Education etc. took months of innovative work carried out by teams put together by the then leader and now Prime Minister Briceño. All the plans can still be perused at planBelize.bz. The PUP is not afraid to be put to task and they expect to be held accountable. Transparency has begun and the UDP cringe at the idea that ALL the UDP 2008-2020 books will be exposed. Any illegal acts will be followed by due process. No one is above the law. Name the ministry and it will be scrutinized. As the elections dust is settling, it is showing that the Faber concession was a lie—even his concession is a corrupted one. Prime Minister Briceño is looking forward to the next five years to a Belize that will progress, to a Belize whose economy will make everyone’s finances better, to a Belize where Covid-19 is a memory, to a Belize where Agriculture bolsters Tourism, to a Belize where being Healthy is everyone’s goal, to a Belize where Education bolsters job and entrepreneurial opportunities, to a Belize where small and medium is as important as corporate, to a Belize where crime does not lead the news. Our lives will be better in 2025 that is a guarantee that our democracy bestows. The team that
has been put together by the person who got the super-mandate. Prime Minister John Briceño will NOT take the love of the people for granted. He will not let down the 31 constituencies. We here at the Belize Times will tell the Belizean people that the People’s United Party is for real and that planBelize is now being executed and it will be like clockwork—nothing will happen before it should. The 11th November mandate will be one that will handled with care by PM Briceño, there is no doubt about that. The constitutional level liberties that this government has been given by the people will be handled with the utmost respect by PM John Briceño, such is his heart. ----Words from the heart of a young member of the United Women’s Group: “I believe in my new government and, as I said the day before elections, I will hold them accountable because it is my future and my children’s future I’m looking out for. I am also a very qualified, educated young PUP woman, and I do not know how to run an entire ministry. No, I cannot ‘learn along the way’ because if I ‘mess’ up, the country ‘messes’ up. We need experienced people in these (government) posts. I will give them a chance because I believe in planBelize, I believe in the good governance agenda and I want to see the Anti-Corruption policy in action.”

Thrive, Not Just Survive!.
T
he first few days of the new Belizean government have brought forth alarming revelations. The reports coming out of the Ministry of Finance show that the previous administration borrowed 1 million daily for salaries to keep afloat. Investigations have unearthed that in fact Net Vasquez had been fleecing the BTL coffers and swiping the credit cards like a mad man. The damages are in excess of 850k. The new Cabinet has met and been briefed on several pressing issues which include the status reports on the flooding that now affects several parts of the country and the ongoing pandemic. The Hol Chan Reserve has equally been ransacked and cannot meet payroll. There is rampant unemployment which has worsened the malnutrition rates among the most vulnerable of our children. NEMO has already been activated in certain areas and stands ready to assist. The Prime Minister, Members of Cabinet and the House of Representatives are even now visiting and rendering assistance where needed. Even through these tough times the PUP Area Reps are actively engaged with their constituents. There will be new plans to address and deal with the Covid-19 pandemic. The Cabinet under the leadership of PM Hon. John BriceĂąo will meet all these challenges head on. The working policies of Plan Belize will soon begin to be felt as they roll out. The PUP team is focused on revitalizing the economy through tourism and agriculture. The plans for Housing will benefit thousands. The streamlining of government processes through E-Governance will ensure efficiency and transparency. The Government of Belize will continue to function uninterrupted. The People of Belize will thrive not just survive under this new administration. We must have faith in our newly elected leaders that despite these new challenges, Belizeans together will overcome and once again prosper.

os primeros días del nuevo gobierno de Belice han dado lugar a revelaciones alarmantes. Los informes del Ministerio de Finanzas muestran que la administración anterior pidió prestado 1 millón diarios para los salarios para mantenerse a flote. Las investigaciones han descubierto que de hecho Net Vasquez había estado desplumando las arcas de BTL y pasando las tarjetas de crédito alocadamente. Los daños superan los 850 mil. El nuevo gabinete se ha reunido y ha sido informado sobre varios temas urgentes que incluyen los informes de situación sobre las inundaciones que ahora afectan a varias partes del país y la pandemia en curso. La Reserva Hol Chan también ha sido saqueada y no puede cumplir con la nómina. Hay un desempleo desenfrenado que ha empeorado las tasas de malnutrición entre los niños más vulnerables. Shameful Shyne Believe it or not, the washed up gangster-rapper, convicted felon fondly remembered in the federal pen for dropping soap in the shower, is now in the House of Representatives. It took all daddy’s money and uncle Finnegan’s influence, but Jamal Leviy Moses bin-Laden al Qaeda Barrow has installed himself in Mesopotamia. We wonder if this means he’ll stop kicking his wife. Or not. Who can tell with this guy? Anyway, the story doesn’t quite end there. Jamal has already made it clear to his inner circle that he plans to run for leader of the UDP whenever the next leadership convention is held. According to Jamal, the UDP lost because Patrick wasn’t man enough to lead them to victory. And after seeing that nude of Patrick which circulated just before elections, we’re not too sure Jamal is wrong. Here at the Belize Times, we fully support Jamal’s bid for leadership of the UDP. After all, we’d love to see the UDP in opposition for at least the next couple decades. Go for it Jamal. We got you. Jules We don’t always pay mind to retarded cousin Jules, but when we do it’s because he’s being his usual petty, girlish self. This week the pathetic excuse for a journalist went off on the new government of the People’s United Party, showing his true UDP colors. That’s okay. Nobody’s surprised. The fact is that he who pays the piper calls the tune, and the piper, also known as Net Vasquez, father of the moronic Jules, is singing for salvation right now. Instead of taking so much time to invent silly rhetoric about the new government, Jules should explain to the nation about that contract between BTL and Channel 7. Jules should also take the time to explain how it is that Channel 7 owes over 100K in unpaid phone bills to BTL. Normal Belizeans who owe $100 are cut out. How it is that Jules was able to run up over $100K and not get cut out?

We figure Jules has lost all credibility anyway, but we hear that based on the findings of a new, credible investigation into the ties between BTL and Channel 7, Jules may find himself on the next side of the mic very soon. Viagra Man Net ‘Viagra Man’ Vasquez may well be ordering whips and handcuffs and edible panties from behind bars very soon, a credible source is telling the Belize Times. We understand that Net ran up close to a million dollars in debt to BTL, and we also understand that ALL efforts will be made to collect. If it wasn’t so serious, the image of this probably 200 year old man poring through Victoria’s Secret catalogs would be hilarious. But it isn’t, because BTL is our company. Remember when Dean Barrow made a deal with Lord Ashcroft, behind closed doors, which put all of us in debt to the tune of half a BILLION dollars for BTL? The company belongs to us, and we demand to know how Net Vasquez was allowed to rack up almost a million dollars in debt, and was left at the helm of BTL even after it was discovered that he was misappropriating company monies. We need answers and we need them now, even if it means bringing in the former Prime Minister, Grampa Dean, and making him answer the tough questions. Jail Time We don’t want to seem to be presumptuous, but very good sources have indicated that Police will soon be knocking at the door of a former Minister of Works. It’s incredible that this man drank so much of his own Kool-Aid. He didn’t ever believe he and the UDP would lose. Even after the Plus TV exposé which showed the heavy equipment belonging to the Ministry of Works had been stolen and used to work on Montero’s private farm, he didn’t move the equipment. It wasn’t until after elections that Police went to his farm and found the equipment and confiscated it. Montero is typical, arrogant UDP scum, but he won’t get away with it this time. We actually don’t think a visit from the Police will come as a surprise to Montero. We hear that he is expecting the Police, and has a lawyer on standby. That’s only one thing that should be worrying the former Minister. There’s also the matter of those land documents which he left behind in his office. We wonder how Montero looks in bright orange. We think he’d look spectacular.

Shelton Defour, National Disaster Coordinator for the National Emergency Management Organization; • State of Public Finances and the Economy presented by Mr. Joseph Waight, Financial Secretary; Ambassador Joy Grant, Governor of the Central Bank; and Mr. Kareem Michaels, Deputy Governor of the Central Bank; and • National Security matters presented by Mr. Chester Williams, Commissioner of Police; Brigadier General Steven Ortega, Commander, Belize Defence Force; and Lt. Located in the vicinity of the Port of Belize, Port Loyola Belize District, Belize The General Public is hereby advised that the Environmental Impact Assessment (EIA) report for the above-referenced project, a bulk handling and cruise tourism development project located in Port Loyola Belize City, Belize District, has been submitted to the Department of the Environment (DOE). The EIA report was prepared by Nextera Environmental and Engineering Consultants with local and international scientific support. The EIA report will be reviewed by The Committee, established for the revision of EIA Reports, before the DOE makes a final decision. Kindly be informed that a virtual public consultation session for the EIA will be held on November 26th, commencing at 6:00 pm sharp via the Government of Belize Press Office Facebook Page. The general public is invited to participate in this virtual consultation to make comments, ask questions, seek clarification, express concerns or issues, or make objections or representations to the DOE related to the possible effects of the proposed project activity on the environment. Statement by Prime Minister of Belize

On Monday, we had our first Cabinet meeting under my administration. At this meeting, we received several briefings on matters of urgent priority. One of which was the state of the government finances and the overall economy. While in Opposition we had railed against the mismanagement and corruption of the past UDP government that you rightly and soundly rejected at the polls. The magnitude of the mismanagement was verified by the technocrats from the Ministry of Finance and the Central Bank of Belize. These technocrats jointly expressed that the government has been functioning with unsustainable fiscal and debt positions. The presentations to Cabinet revealed that Central Government revenues have fallen by over 166.8 million dollars or by 24.9 percent. This is far worse than we had anticipated. Government has been borrowing to meet the monthly wage and pensions bill and other current expenses to the tune of around 30 million dollars per month. As a result, central government’s debt has jumped from 97.7 percent of GDP to 132.9 percent of GDP. In simple terms, the UDP government maxed out the credit card. We do not earn enough to pay our bills. We have more than doubled the internationally accepted debt to GDP threshold and the 2nd highest in the Caribbean. This is unsustainable. Cabinet also received a presentation from the Director of Health Services on the Covid-19 pandemic. We were shocked to learn that there is no real plan to contain the spread of the virus. Cabinet instructed the Minister of Health to meet with his technical team and advisors to develop a comprehensive plan to address the spread of this virus. The plan will he presented to Cabinet at its next meeting on Tuesday. While we expected it to be bad, the depths of mismanagement are truly scandalous. In addition to the presentation from the Minster of Health and Wellness, the Minister of Infrastructure, Development and Housing and the Minister for Sustainable Development, Climaye Change and Disaster Response Management will be preparing reports and assessment for our next Cabinet meeting. This will put us more in an informed position as we move forward diligently and deliberately to restore confidence in our government and our economy. We are committed to turning things around and to using all our collective knowledge, skills, know-how and creativity to do so. According to the constitution of Belize, all CEO appointments are made by his Excellency the Governor General acting upon the advice of the Prime Minister. To date, no CEO has been appointed. At the next Cabinet meeting, I will discuss with Cabinet the team of CEOs that will be responsible for the implementation of planBelize. As a nation, we are dealing with a number of issues including rising numbers of infections and deaths by the coronavirus, thousands of Belizeans that have been affected by two storms, and increasing unemployment. I call on all Belizeans to please stay safe and work together as we start the process of restoring our lives and nation. I thank you.
Message for Garifuna Settlement Day Prime Minister of Belize

Friends, family and fellow Belizeans. Every year I look forward to going down to Dangriga to for the Uremei and to experience our wonderful Garifuna culture. This year things are different and we cannot gather together. Of course, we can still take the time to once again pay homage to and celebrate our Garifuna brothers and sisters. History tells us that Garinagu people are of grit and continuity. Their beliefs, customs and culture have withstood some of the greatest challenges the world has ever seen. And yet, here we are today preserving this great culture for generations to come. I like this year’s theme, ‘Garinagu, United and Strong, moving forward despite the challenges.’ I like it because it is a testament to the endurance of the Garinagu. As a nation, we can all embrace this mind-set during a time of such unprecedented uncertainty. Challenges will arise and seek to throw us off course but together we can overcome anything So as we celebrate, please stay safe, let us keep the health of our fellow Belizeans in mind. I know we will all miss lining the streets to watch the parades and dance to the heartbeat of the Garifuna drums. But those festive events will soon return and when they do, we will celebrate together. And UDP Government Vehicles During the UDP administration we saw the then Deputy Prime Minister’s vehicle dumped into the sea. We then heard Dean Barrow say that it will be replaced. That’s it! We all seen UDP government vehicles being used roughshod during the 12 years of weekends, to Chetumal, for personal gain, to pick up sweethearts, for vacationing (ask Tracy), and for now-extinct party campaigning. As we have said before…if it could be corrupted, the UDP found a way to corrupt anything, in government, that you could fathom. Such was their way. We also saw how, the outgoing Social Security CEO, bought his vehicle for a song. Then the same CEO returns as Chairman. The UDP were truly innovative at corruption. As the general elections approached, the UDP felt that they were heading to some planless win. They did not even plan to win. Faber read a prepared concession speech where he did not confess to all the corruption in the UDP government. In the best of views, any UDP concession speech sans a full confession is only a continuation of corruption. Therefore we can say that Faber gave a corrupted concession speech on the early night of November 11.
Social media showed Patrick Faber’s assigned government vehicle being transported, days after his speech. That was the first thing he should have done the Thursday morning after his mumbo-jumbo. In the West, we hear of Montero using the Ministry of Works’ heavy equipment as his personal possession. He, like Faber, did not return anything. The people had to go to demand these from them. Now, Montero and family is known to have been at the helm of many an Imerian-type contract. Word is that they built three visitor centers for 12 million Belizean ‘haaad’ earned dollars. The crux of this UDP matter: this was all built after May 12 of this pandemic year. This was just when PM Barrow was counting the trickles of revenue and just after he lied to the healthcare workers. All this is endorsed by Faber who went on to become a perpetual leader-elect. The UDP corruption vehicle has come to a screeching halt. Now, they will hurl rocks at the brand new PUP vehicle that has taken off to rid Belize of the residues of corruption and recession. Too bad, Faber’s unity was as fake as the profiles that continue smearing themselves. They will soon be left behind with a derelict Faber and a dead UDP.

THE BLUE ECONOMY
The Blue Economy encompasses all that is the sustainable growth of one of the world’s largest resources—the ocean. San Pedro and Caye Caulker are surrounded by the wealth that is our pristine waters. To think about the two islands as solely tourism-based is limiting our own potential. The Blue Economy now opens new doors that include environmental, social and economic opportunities for Belize Rural South and the country. Tourism will come back to Belize; and when it does, The Blue Economy will cultivate the environment for more innovation, diversification and development of our ocean, while at the same time doing are diligent duty of protecting it. Some of our tasks include: • Work with fisherfolk and other stakeholders to offer needed support to continue develop the fishing industry for the economic benefit of the island.
• Growing the lobster season through lobster farming to avoid the overfishing of the waters, then reinvesting in fishermen by means of vessels, traps and other sustainable fishing programs. • Educate children and the greater population of ocean conservation and have events such as reef week and lobster fest have greater educational component. • Cultivate sustainable management of ocean resources across borders and sectors through a variety of partnerships, particularly with Small Island Developing States (SIDS) and Least Developed Countries (LDCs) with similar issues. • Develop an eco-friendly sewage and waste-water system. • Promote and implement ocean clean-ups to reduce the pollution in the water. • Develop policy frameworks for proper coastal-zone management. #planBelize #belizeruralsouth #TodosGanamos

FABER IN SACKCLOTH AND ASHES - A SPURIOUS CONCESSION By Hilly Bennett Mother Teresa said “I alone cannot change the world, but I can cast a stone across the waters to create many ripples.” Ostensibly the voters casted the stone in general election 2020 and changed the political world in Belize. The electorate, the almost 83 per cent transformed “the rising tide of blue ballots” into a blue tsunami which crushes all the UDP dreams of getting away with all their illegalities. The People’s United Party with Honourable John Briceño won a LANDSLIDE VICTORY! Concession by heir imagined, to-be Leader of the Opposition United Democratic Party, came unusually early to the question of many. Dressed in sackcloth and ashes, Honourable Patrick Jason Faber conceded defeat to Prime Minister John Briceño. Attempting to sound magnanimous, Faber conceded that the PM and the PUP Government will face challenges ahead in taking the tiny sovereign nation through a long recovery and there will be the need for a unified front. However, this deceitful robotic speech was laid bare when the Leader of the Opposition failed to call out his precious party for the state of affairs of the Jewel. The floods and the COVID pandemic were blamed for the crisis that has engulfed Belize and the citizenry. No mention was made of the insurmountable series of scandals, and corrupt acts across the expanse of the nation. The “hotbed of corruption ”, the immigration scandal, the Airport Authority fleecing by Castro et al, Sanctuary Bay, and the millions and millions worth of infrastructure contracts void of the Contractor General approval amongst others. It would behove the writer of said speech not to mention the financial irregularities that occurred under the watch of Faber chomping at the bit to be elected at the General Elections. An audit revealed in early January 2020 that between April 2015 and March 2016 the National Sports Council (NSC) was fleeced monies to the tune of $416,228.25. These monies
were embezzled and redirected by individuals working at NSC to entities including, as alleged at the time, former Minister Herman Longsworth. Longsworth collected, prior to general election 2015, $75,000 on behalf of a company Go Enterprise Limited, for works that should have been done on the Marion Jones Sporting Complex. The total loss amounted to more than a million dollars. Additionally, under Faber’s watch an audit revealed that fifty four thousand dollars was spent on fuel alone and questionable contracts amounting to 2.23 million dollars were awarded to teachers and cronies when Dr. Simeon Coc, the failed political aspirant against Honourable Oscar Requena, was principal at Julian Cho Technical High School. The Ministry of Education was fraught with neglect in the investment of quality education, notwithstanding funding of USD 35 million with an additional sum of USD 461,000 in grant money. The loan and grant were approved by the CDB Board of Directors, subsequent to meeting with Government officials of Belize in Basseterre, St. Kitts. Aside from building 35 new schools, the monies were supposed to finance the implementation of an early stimulation and emergent learning ( ESEL ) program, a review of the school feeding program, the development of an early identification system ( EIS ) for at-risk children and the development of a public education and communication strategy. An audit of these monies is urgently needed. Unfortunately Belize’s education system has suffered dearly but not because of the lack of funding. Clearly, the future of education did not matter for the Education Minister’s tenure in government. This failed Minister went around breaking ground for buildings he had no intention of constructing. Similarly, he overpriced tablets for campaign points; such tablets were never delivered by him. Undoubtedly, the UDP regime, including Patrick Faber must be held accountable for the destructive path that has forced upon Belize and its children. When the veil is lifted, Faber’s phony concession rings of hollow incompetence.

MAGICAL TURNING POINT
By Ricardo Moguel Rosado November 11 was a magical turning point in the electoral history of Belize. On the night before, we went to sleep with anticipation and great expectations knowing that the work had been done to achieve a great victory. All that was needed was the people’s seal on the ballot papers to make it a lasting 5-year contract. With an overwhelming mark on the blue the people spoke with great authority and sent the UDP back to the drawing board. With all the noise and Covid – 19 infested nation, the voters of Belize defied the risk and turnout in great numbers to liberate our country. The victory was devastating for the UDP and all the country, despite restrictions, celebrated in their own way. The legacy of the UDP was shattered and all the major corruption and hustling are slowly being exposed. It is worse than we thought. But the country’s economy needs to be jump started and without hesitation or a minute to waste, the new Prime Minister, Hon. Johnny Briceño, got down to work. He chose some of the best operatives in their field and ask them to join the reconstruction of the nation. Everything is slowly falling in place. The experience of the old is being joined with the enthusiasm and qualifications of the young to produce positive results that will benefit all. Our most precious asset is our Belizean people and we have the talent here for greatness. As miraculous as the election results may appear, managing the peace or reconstruction is the job of giants. It is not easy task to normalize the economy first then make it grow to create jobs for the young. Many expected overnight miracles but
reality is different than TV Shows. We must have the proper management in place. The media, as sensational as they are, has painted a dark picture on many without going through hard investigative facts. The CEO’s chosen so far are competent and will produce good results for the country. They are dedicated and love Belize above everything and know that we must serve the country. Every government is given 100 days to produce results. This is the litmus test for the PUP. Judge the results and then speak out your truth. Everyone knows that Johnny always stands against corruption even at the risk of losing much, so let’s see how his formula works. If they are incompetent and no-productive then we have all the right to raise our voices to heaven and clamor for better. We have just changed therefore good results are imperative especially for our young people to become part owner of Belize, something they have been denied. For 12 years most of us were silent but these CEO’s were ever vigilant over the welfare of the nation. The PUP stood against all that was rotten in the state. Johnny even led a protest against an inept corrupt government and went to Tower Hill toll bridge where he met the great Whoppy, a man who enjoyed whopping and tear gassing PUP’s back in the day. This at his own risk. All stood with him asking for nothing but a free Belize. Now we have a liberated Belize and we must defend it at all costs. Let us learn to manage the peace and produce results for the nation and not just engage in talk. Give solutions and help the reconstruction. Belize deserves better, Belize deserves a government that works for all. Everybody fi win but the tyrants must flee this tranquil haven of democracy.

20 2020 Fast tests for covid-19 are coming…They will help, until a vaccine can be deployed THE BELIZE TIMES
By The Economist (November 14, 2020) AS NEWS EMERGED this week that an experimental vaccine against covid-19 has proved effective in latestage clinical trials, hopes that the pandemic’s days may be numbered are running high (see article in the Economist). But, even with the best of luck, it will be months before a vaccine starts to make a difference on the ground in those countries that get the first supplies of it, let alone the ones at the back of the queue. In the meantime, the pandemic juggernaut rolls on. To try to slow it, many countries are starting to deploy tests which, at some cost in accuracy, deliver their results much more rapidly than the polymerase-chain-reaction (PCR) tests that were commonplace at the pandemic’s beginning. These rapid tests will allow greater numbers of infected people than previously possible to be detected and quarantined before they can spread the contagion. They are therefore being used in increasing numbers to screen people for the presence of SARS-CoV-2, the virus that causes covid-19, in settings ranging from airports to nursing homes. In Europe, indeed, they are sometimes used to blitz entire neighbourhoods, cities and even small countries, like Slovakia. But will they change the course of the pandemic? Smaller, faster, cheaper PCR tests look for the genetic sequence of the virus in nose and throat swabs. These swabs have to be processed in laboratories and require machines that take hours to come up with a result. They are extremely accurate. But the delay involved can hobble test-and-trace systems. Rapid tests, by contrast, are designed to detect certain proteins that SARS-CoV-2 sheds when it replicates during an infection. These proteins, known as antigens, spur the immune system into making other proteins, called antibodies, that go on to disable the virus. Antigen tests need no laboratory backup and can report a result in 15-20 minutes. They work by dipping the swab into a vial containing a solution that extracts the antigen of interest. A few drops of the mix are then applied to a test strip laced with antibodies that recognise that antigen. The test strip displays the results like a home pregnancy test. The speed with which these tests have been developed is impressive. More than 70 are now on the market in one part of the world or another, according to a catalogue compiled by the Foundation for Innovative New Diagnostics (FIND), a charity in Geneva that supports the World Health Organisation (WHO) with research on diagnostic tools. So far, only two of them have been granted provisional (“emergency use”) approval by the WHO, and seven by America’s federal regulator, the Food and Drug Administration. But more approvals are expected to
be forthcoming in the weeks ahead as FIND and other organisations complete validation studies that test the tests in the real-life conditions in which they are likely to be used. Early antigen tests were not terribly good, but many of the newer ones are extremely accurate. If a PCR test is negative, a modern antigen test on the same individual will agree with that analysis more than 97% of the time, a value called its specificity. The story gets complicated, though, when the virus is actually around. If someone tests positive for covid-19 in a PCR test, the best antigen tests will agree in more than 90% of cases if the testing is happening within a week or so of the onset of symptoms, a value called the sensitivity. But the rate of agreement falls if the antigen test is done at the beginning or end of an infection, when the amount of virus present in the nose and throat is considerably lower. This means that diagnoses relying on antigen tests are unreliable during those periods. Fortunately, from a public-health point of view this may not matter. The relationship between viral load and contagiousness is not fully understood, but current thinking is that higher loads make people more contagious. Since those with higher loads are most likely to show up as positive in an antigen test and therefore be asked to isolate themselves, the transmission-breaking value of the new tests should not be too badly compromised. In theory, then, all of this sounds great. But reality is messier. Even a highly accurate test will produce fewer true positives than false positives if the people being tested are unlikely to be infected in the first place (see chart). That would be the kind of problem which arises with mass testing in places that are not covid-19 hotspots. For example, Britain’s Office for National Statistics estimates that on October 28th 0.82% of people in private households in London were infected. If everyone in London that day was given a test that has the minimum “acceptable” accuracy for rapid tests set by the WHO (80% sensitivity and 97% specificity) the number of those with false-positive results will be 353% bigger than those with true positive results. This is why deciding whether to
trust the result of an imperfect rapid test—or, indeed, whether it is worth using the test at all—depends on who is being tested, and why. A positive result is more credible for someone with symptoms, or who is a close contact of an infected individual, and perhaps lives in an area with a high covid-19 rate. But testing people when there is no obvious reason to believe they may be infected is likely to be a waste. A positive result in that case will be suspect. Do try this at home Doctors are used to making such decisions when testing for things like cancer, sexually transmitted infections and so on. The guidelines they employ draw on years of research and practice. But for covid-19 things are new and changing rapidly. To deal with that, some test developers are pairing their products with “digital wraparounds” such as apps in which such decision-making algorithms are fed up-to-date data on things like trends in local covid-19 prevalence and the weight of various personal risk factors derived from various analyses. Some of these apps issue a time-limited bar code to those who test negative, for use where proof of a negative test may be required. For now, rapid tests are licensed for use only by medical professionals. The regulatory bar for stand-alone home tests is set high. They must be 99% accurate and pass extensive usability trials to ensure that people employ them correctly. That would be easier if the secretion being tested was saliva, which is freely accessible, rather than material found high in the nose or deep in the throat. Saliva does work reliably in some PCR tests but no one has yet devised a good antigen test that uses it. At the current pace of progress, though, this may soon change. Bruce Tromberg of America’s National Institutes of Health (NIH) thinks that a rapid over-the-counter test could be available in America as early as next summer. Rapid antigen tests are, then, likely to become a big part of countries’ covid-19 testing strategies. In particular, they will be used for testing at home, in doctors’ surgeries, and in remote places where PCR laboratories are not available. They will be especially handy for mass testing in places prone to outbreaks, such

as prisons and student dormitories. As more rapid tests are developed and demand for them increases, competition and manufacturing at scale will make them cheaper. Stand-alone antigen tests are now available for as little as $5 apiece, but prices may eventually drop nearer to $1, which is the cost of a rapid test for malaria. Tests that use small machines are about $10-20 each, plus a few hundred dollars for the device. A PCR test now costs around $50, but will be cheaper for automated largescale testing of samples that come in bulk on a set schedule, such as samples from universities or workplaces. Even though antigen tests are cheap, however, some people worry that rich countries will corner the market for them until production has ramped up sufficiently, leaving poorer places with a shortage. To avoid this, the Bill and Melinda Gates Foundation, a big charity, has teamed up with the WHO to place an order for 120m rapid tests which will go to 133 developing countries over the next six months. Dr Tromberg, who leads a project at the NIH which invests in new covid-19 testing technologies that can be scaled up rapidly to mass production, reckons the 22 products in his pipeline which are already at the manufacturing stage will add 2.5m tests a day by the end of this year—helping raise America’s total to 6m-7m. Around the world, several makers of rapid covid-19 tests have said they have the capacity to make tests in the tens or hundreds of millions a year. This sounds plausible, given that 400m malaria test kits are made each year. But expanding into the billions is terra incognita. Though new production lines can be built and existing ones put to work around the clock, making tests requires skilled workers, who are in limited supply. Whether rapid tests change the course of the pandemic and end the need for lockdowns until a vaccine can likewise be made and distributed at scale will depend on whether those which are available are used wisely. Eventually, such a vaccine will reduce the demand for tests dramatically. But, for now, the world needs them.

THINK ABOUT IT THE GSU BEHAVED LIKE ANIMALS One of the hardest Ministries will be the Ministry of Home Affairs. If any Minister can bring about needed changes it is new Minister Kareem Musa. At a brief media briefing Minister Musa said the focus of his new police policy will be on engaging the policy to focus on community policing. The kind of frequent incidences of police brutality and unprofessional behaviour towards citizens will not be tolerated. The hated GSU will be “rebranded.” Commissioner of Police Chester Williams will remain in his post. He shifted gears and for the first time in his one thousand and one appearances admitted to GSU excesses. His words: “In the past the GSU behaved like animals.” Although in the past the Commissioner described every captured TV image of GSU choking citizens, kicking persons who are on the ground, stomping on citizens in the back of their pickup vehicles and generally conducting the most lawless and unprofessional treatment ever experienced in Belize. No one has been held accountable, no one demoted, no one sent home. None of the animals have been caged. The new Minister will have to look at INDECOM, an effective oversight procedure put in place in Jamaica. He may also wish to be advised on appointing a Citizens Complaint Committee. Police cannot investigate themselves. Professional Standards Bureau is ineffective. The Commissioner needs to be taken out of the police examinations and the promotions of police. Needed is fairness and transparency. The Police Training school needs urgent review. Who are the trainers, what is being taught to recruit police? The widespread police surveillance of citizens at Special Branch needs to be ended and a written policy put in place. The Police needs to be instructed to return all cell phones, vehicles and licensed firearms which they continue to hold unlawfully from citizens based on spite and malice. We could go on… The Prison also comes under Minister Kareem. There is a place, totally, we mean completely neglected by the previous government. A new oversight Board is a must, and parole procedures need a change. Prisoners need skills training and should be utilized to build low cost houses for the army of Belizeans living in deplorable conditions. There is much work to be done. JULIUS There was a man named Caesar, Julius Caesar. There was a man named Shakespeare. William Shakespeare. The greatest writer in the English language. He paid tribute to Caesar, the Roman general, who in history, around 60 BC helped shape the Roman Empire. In an era of fiscal austerity, how does an energetic, go-get-it-done Minister succeed? New administrative thinking and creativity and an effective management structure at the Ministry and department level is needed. For infrastructure, i.e public works, this is the time to follow the George Price way. The ministry is to own their own equipment and build for themselves. We cannot afford monster contracts anymore. In housing, creativity and affordability is key. In Belize City planning and re-planning. We must de-densify overcrowded yards and neighbourhoods. “Building (in the words of George Price) is a task for giants, the little people (Barrow, Faber, Finnegan, et al) have tried and turned away”. Actually, they didn’t bother to try. They built no houses. In an interview on Channel5 on 16th November Minister Julius said:- “the report we got from the Ministry of Housing is that they have not been doing anything for the last ten to eleven years and it is in the letter sent to us. They are in chaos. They are totally disorganised and nothing has been achieved. And that has been put in writing.”

How could Dean Barrow for ten years send millions of dollars to his flunky friend Finnegan who takes these public monies and pay dozens of “employees” from his constituency, for building no houses and doing no work. This cannot go like that. There must be an investigation. This is fraud and embezzlement and crookery. Auditor General please investigate. NARDA Under the Constitution of Belize the Prime Minister informs the Governor General as to whom the government will utilise as Chief Executive Officers. Many names have been suggested to the Prime Minister. Among those names are Narda Garcia and Amalia Mai, two hard working, dedicated, loyal and competent persons with experience in public service matters. Amalia worked at the Ministry of Foreign Affairs and was an Ambassador. Among her many stellar accomplishments were her negotiations which resulted in the Cuban Government making available to Belizeans dozens of doctors and hundreds of nurses. Amalia was also instrumental in getting two small housing factories which allowed thousands of Belizeans to obtain affordable “cubel’ houses. The UDP had launched a vicious attack against this project, as they do with anything beneficial by the PUP. Amalia will make an excellent Chief Executive Officer. Narda Garcia is also among the persons being proposed to serve the government as C.E.O. Narda is a graduate of the University of the West Indies, the same University attended by Dean Barrow, Wilfred Elrington, Carolyn Sandiford, Anthony Sylvestre, Kareem Musa and many outstanding Belizeans. She was previously the C.E.O. for Social Security Board, where she served with distinction, implementing many reforms and improvements which benefited all contributors to Social Security. During Narda’s outstanding tenure, the UDP attacked a successful mortgage program in which Cabinet implemented a policy where SSB would purchase local housing from Credit Unions, Building Societies and lending institutions. These mortgages were then packaged and sold to a bank in Trinidad. The revenues were then reapplied to government to finance building more affordable houses for Belizeans. Literally thousands of Belizeans benefited from this program which Narda Garcia administered with professionalism and competence. Needless to say, such a dynamic and beneficial program was attacked mercilessly by UDP, led by Barrow and Finnegan and some inside traitors of the PUP. They started some incredible lies that monies were missing. This was sheer nonsense as the Trinidad bank paid by international cheques which went straight to government accounts controlled by the Accountant General. To prove the UDP were lying, Prime Minister Said Musa appointed a Senate Committee into the matter. He appointed known UDP supporter Godwin Hulse to head the committee. Public hearings broadcast countrywide were held. It was found that one mortgage from a building society did not have enough collateral. That has nothing to do with Narda Garcia who attended the Committee and answered all the questions requested. The campaign of hatred against Narda was conducted principally by Dean Barrow who wrote mostly things in the UDP newspaper against her. This week Narda’s name was proposed as a potential C.E.O. in the new government. Immediately the hate crew were cranked against her. Slimy characters like Alberto August were quick to vent their hatred and spew lies. There are also some good persons who are concerned but do not know the facts. The facts are that Narda Garcia is a good, highly competent and wonderful person. There is no suggestion, no facts whatsoever, of any irregularity connected to her. It was a dirty lie that monies were missing and it is a low down malicious lie now to say that against her. We must all stand up for persons whose character becomes political football. We must not let false information overcome the truth. The new government should not allow haters with political agendas to influence policy. Today it is Narda Garcia, tomorrow it will be another innocent Belizean.

Bennett Two articles in the weekend issue of the Reporter newspaper “Those Major PUP Upsets & Those that Came Close” by reporter Marion Ali and “After 12 years …Enuf” by Ann Marie Williams failed to recognize the fact that by the hard work and perseverance year after year by yours truly who won the Port Loyola Division for PUP on Wednesday November 11, after it had been a UDP strong hold for 31 of 35 years and considered mission impossible by most political analysts. Port Loyola was created in 1984 by the then PUP government three years after independence in 1981. UDP Henry Young won the seat for the next three general elections in 1984, 1989, and 1993. In his last two general elections, Henry Young defeated consecutively PUP George Dakers and PUP Dorla Bowman. Prior to 2020 PUP has been victorious only once in the long history of Port Loyola. That victory for the PUP was in 1998 when Dolores Balderamos Garcia defeated Anthony Martinez by 700 votes. In the following general elections in 2003, Anthony Martinez defeated Dolores Balderamos Garcia by 821 votes. With that victory, Martinez took back Port Loyola for the UDP and never looked back. In the 2008, general election Anthony Martinez easily won Port Loyola as he defeated Oscar Rosado by 1,395 votes. With that huge victory the major political parties considered Martinez unbeatable in division. In political circles, it was considered political suicide to challenge Anthony
Martinez in the area. Nevertheless, having full confidence in my ability to flip the seat for PUP, I contested the 2012 general in Port Loyola and fell short by 799 votes. Learning from my mistakes in that election, I continued the fight for social justice in the area the day after the 2012 polling. As a result of my continued hard work in the division, in the 2015 general elections, I came within 73 votes of defeating Anthony Martinez in Port Loyola where attorney Dickie Bradley said he had built a fortress. Following that razor thin victory against me in the 2015 general elections, Anthony Martinez announced his retirement from electoral politics. He later made a feeble attempt to re-surface in the Pickstock division, where he was still badly beaten at the polls two Wednesdays ago. Martinez’s successor in Port Loyola was Phillip “Superman” Willoughby, former member of the Belize City for 12 years. With the defeat of Willoughby by 803 votes in the general elections on Wednesday November 11, I ended the UDP’s 31 year stranglehold of Port Loyola. That was three consecutive terms 15 years from 1984 to 1998, and another 4 consecutive terms from 2003 to 2020.

Mr. Chan once served as the personal bodyguard of Rt. Hon. George Cadle Price. He was buried at San Antonio, Cayo. Funeral will be at 10am Tuesday November 17, 2020.

Dear Editor, Please allow me the space to voice on: Women in Parliament Women participation in political leadership is a critical tool for empowering individuals. This is because participation in political leadership empowers individuals to participate in formal political structures and developments, where decisions regarding the use of societal resources are generated. In Belize, women are under-represented in political leadership. It is imperative for women’s empowerment because greater number of women in politics will support women’s cause at every level. Besides, researchers have noted that when women get into leadership and management, they bring a different perspective from men. Belize’s Parliament has been male dominant ever since it gained its Independence in 1981. There is minimal representation of women in parliament. In Belize’s history, we had never had a female Prime Minister or any attempts. Belize’s Parliament under the past United Democratic Party (UDP) comprised of five (5) women in the House of Representatives and the Senate, additionally, the current People United Party (PUP) has only one, thus it can be argued that the Parliament is male dominant. The exclusion of women in the political arena is attributable to a myriad of factors, this primarily due to gender ideology, cultural, political and to socioeconomic factors. Culturally, “the political sphere is by and large reserved for men alone,” thus there is no gender equality. In addition gender ideology hinders women participation and as such women are underrepresented in Parliament. Women represent half of the world’s population and hence are an essential component to any government which claims to be legitimate, representative, responsive and democratic. The importance of equal participation of women in parliament, is not simply about equal numbers, it is about enlightening an environment that values women’s perspectives and recognizing women as change-makers to improve democratic governance. While it has been noted that women are not seen as traditional influential figures, women tend to go about politics in a “bottom up” fashion, building the constituent confidence and not relying on money to buy support. In addition to lack of adequate financial resources, the socioeconomic obstacle impacting women’s partici-

pation in parliament includes limited access to education and choice of profession and the dual burden of domestic tasks and professional obligations. Gender equality in the political arena has not been easy to achieve, despite the facts that most countries have embraced egalitarianism, a fifty-fifty gender political participation for women in parliament has not been realized. Women believe that entering into parliament means choosing between a public and private life. However, this may be a result of the ideology and physiological hindrances they face, such as lack of confidence, women perception on politics (dirty game), also the view of women in mass media. A trend in the media that is constantly obviated is the lack of awareness, the media tend to exclude women issues and activities by women members of the parliament. Even though the rights to elect and be elected are guaranteed to citizens, it does not automatically result in the ability of eligible women to get the mandate. Women are identified and objectified according to their sex; such approaches encourage long standing patriarchal stereotype of the ‘weaker sex’. Lastly, one of the major downfalls, is corruption and crime. In some countries, corruption and organized crimes scare women and would provoke fear of losing family members, all of which would tend to prevent women against political involvement or their standing for elected bodies. Most women strive to keep their credibility and integrity at a high standard; such actions, very likely hamper the decision process as it relates to representing parliament. Some may ask, “Why does it matter if women become political leaders, elected policymakers or civil society activists?” “Why does the world need more women involved in all aspects of the political process?” Women’s political participation results in tangible gains for democracy, including greater responsiveness to citizen needs, increased cooperation across party and ethnic lines, and more sustainable peace. When women are empowered as political leaders, countries experience higher standards of living, positive developments can be seen in education, infrastructure and health, and concrete steps are taken to help make democracy deliver. Male and female legislators must work together in order to solve the myriad of problems in their countries. In order to meet worldwide development goals and build strong, sustainable democracies, women must be encouraged, empowered and supported in becoming strong political and community leaders.
