Why the West

is Best to Invest M

uch is made – and one would have to admit, rightfully – of the devastating impact of the war in the east on Ukraine’s economy. There are far fewer stories about the investment opportunities made possible by the post-EuroMaidan change of government. This month we feature a special interview with Markian Malskyy, Chairman of the Board of the West Ukrainian branch of the European Business Association. In his insightful interview, he offers up why Lviv and Western Ukraine features such an attractive investment climate: high-skill employees for reasonable wages, close geography to Europe, inexpensive production, the availability of land and factory buildings, and unique market opportunities. There is also a business-friendly government in Lviv that is eager to attract as much investment as possible. You can read all about Lviv’s wonderful investment climate in his interview. I’d like to focus on the need for positive incentives to attract international investments. If you’ve been in Ukraine for a while, this whole “The West is the Best to Invest” mantra may sound a little old to you. In post-Soviet Lviv, it was expected that funding from the Ukrainian diaspora, Western governments, and other international investors would flow into the region to spark an economic revolution – much like it has in Poland. Unfortunately, unlike in Poland, the Ukrainian government never adopted the hands-on “shock therapy” approach advocated by former Polish Deputy Prime Minister Leszek Balcerowicz (who was just in Lviv – see our article on Page 15). Instead, corruption continued, large investments shied away, and Poland progressively became more European as Lviv

fought tooth-and-nail to keep up. Then Euro 2012 came to the country. More plans for creating a “business-friendly” environment; more platitudes about the need to eliminate corruption. The tournament did show a spike in foreign investment, and a number of legacy projects – including a modernized airport, improved highways, and a new arena remain – however any long-term investment bounce that the tournament could have inspired was “money in the wind” after 2012-2013’s revolution rocked the country. Having discussed the issue of stagnant economic reform in Ukraine with several people over the years, one note that struck me was the differences in incentives between the Ukrainian and Western political models. When the idea that Western governments are required to pass legislation, and award “goodies” in the form of government contracts, in such ways to secure enough votes to win re-election, Ukrainians often seem genuinely confounded – or at least bemused by the idea. In post-independence Ukraine, it’s always been that money won elections – and more often than not, it was the oligarchs had the money. In such a system, legislation and government-awarded “goodies” needed to go to networks and friends to ensure their “reelection”. Now, with a federal government that remains – at least vocally – committed to actual reform, and under the continued leadership of the business-friendly Lviv City Administration, there is a real opportunity to change the incentive system from one of ‘interests of the oligarchs’ to the ‘interests of the people’. Many who live here will rightfully be skeptical of the idea; after all, it’s been 25 years of hearing the same platitude without seeing much change at all. However, if the system continues to move the incentives from the business interests of a few to the general interest of the many, Malskyy’s optimism seems justified. To combine clichés, while not out of the woods yet, we may just be finally seeing the light at the end of the tunnel. Lee Reaney

Music Festival Returns to Lviv!

June 25–29 at multiple venues across Lviv: Rynok Square, Potocki Palace Yard (15 Kopernika St.), B. Khmelnytsky Park of Culture & Leisure (Vytovskogo St.)

Some of the world’s biggest names in jazz music are once again set to return to Lviv for the Alfa Jazz Fest international music festival from June 25-29. Considered to be one of the most important openair jazz music festivals in all of Eastern Europe, the event promises to showcase world class jazz music on all of the three performance stages: Rynok Square, Potocky Palace Yard, and the Bohdan Khmelnytsky Park of Culture & Leisure. There is simply no better way for Leopolitans and guests of the city to get acquainted with some of the most talented jazz musicians from around the world than at AlfaJazz. The main stage, named after jazz great Eddie Rosner, will be located in the Bohdan Khmelnytsky Culture Park. Festival headliners – including 14-time Grammy Award winning saxophonist Paquito D’Rivera and 10-time Grammy winner Wayne Shorter – will appear on this stage which will be open from 19:00 until the very last note. Festivalgoers will be able to enjoy the concert either from a comfortable garden area in front of the stage or on the nearby hills in the picnic area. Unforgettable acoustics will pump out the magnificent beats of the world’s top jazz stars while their performances are streamed live onto huge screens so that no matter where you are in the park, you’ll be able to enjoy the musical experience. D’Rivera and Shorter are expected to be joined by several other headline acts, such as: the American Mike Stern / Bill Evans band; among the finest synthesizers in all of jazz, pianist Herbie Hancock; American guitarist and 10-time Grammy winner George Benson; and Japanese pianist and composer Hiromi. Ukraine will be represented by 7 of our top jazz groups that will showcase different styles,

including: blues trio Sliding Holders (Kyiv); jazz-folk group Acous-

tic Quartet (Kharkiv); Urban Gypsy; DOGMA Trio (Kyiv); the Olexiy Saranchyn Quintet (Kyiv); and Lviv’s own Yuriy Seredin. The honour of kicking off this internationally-renowned festival goes to one of Ukraine’s finest jazz orchestras – the Dennis Adu Big Band. In addition to the world class music, Leopolitans and guests of the city will also be delighted with a series of special events and cultural initiatives. For example, one of the masters of the Ukrainian jazz movement – Mr. Leonid Goldstein – is set to present a series of jazz films. This prominent television personality and host of TV’s “25 Minutes of Jazz” will present a few of the rarest pieces in his vast jazz collection to festivalgoers. Each of his three shows will be dedicated to a different jazz and blues legend: Ella Fitzgerald, Muddy Waters, and Charlie Parker. Of course, there will be plenty of other things to see and do; including for the first time this year, the introduction of a picnic zone where guests will be able to enjoy the good music while devouring delicious food. Radio & Juliet June 22nd, 19:00 at the Lviv Opera & Ballet Theatre (28 Svobody Ave.) WLviv’s landmark Opera & Ballet Theatre is pleased to welcome the spectacular Radio & Juliet dance show to the city on June 22nd. Presented by Denis Matvienko and his Great Gatsby dance project, Radio & Juliet is a choreographic show created by an international team of professionals. The play unites the best parts of the parallel genres of art: classical ballet, contemporary

dance, and cinematography. Created by Slovenia’s Ballet Maribor company in 2005, this one-hour ballet is a rendition of William Shakespeare’s Romeo & Juliet set to the music of Radiohead. Since that time, it has been performed in leading Ballet Theatres around the world. Noted for the choreography of Romanian dancer and choreographer Edward Clug, as well as its simplicity, Radio &

Juliet represents a modernized interpretation of Shakespeare’s famed tale, or as Clug puts it – “Quite a twisted version…” The performance trades traditional decorations for video and light effects and is marked by the unruly rhythm of the dancers, reflecting the characters’ unrestrained passion for life. “My intention was not to retell the story”, says Clug, “but [to] offer the audience an experience

Свободи 28) На сцені Львівського Оперного театру 22 червня шанувальники танцювального мистецтва зможуть побачити хореографічне шоу "Радіо і Джульєтта" яке привезли до столиці Західної України Денис Матвієнко зі своїм танцювальним проектом "Великий Гетсбі". У постановці вдало поєднується все найкраще з паралельних жанрів мистецтва: класичного балету, сучасного танцю

і кінематографії. Створений словенською балетною трупою з міста Марібор у 2005 році цей одногодинний балет на тему п’єси В. Шекспіра "Ромео і Джульєтта" йде під музику Radiohead. Відтоді цю постановку виконували у провідних балетних театрах усього світу. Завдяки хореографії румунського танцюриста і хореографа Едварда Клюга цей балетний спектакль, що є модернізованою інтерпретацією

знаменитої трагедії Шекспіра, сприймається аудиторією незалежно від її віку та країни. Сам постановник окреслює цю постановку як "досить закручену версію...". DONKULT Cultural Forum in Lviv June 16th – 30th, Venues around the City The DONKULT Cultural Forum, a project of the Cultural Forums series, is set to take place in Lviv from June 16th to 30th. Set up in October 2014 by the “The Depths of Art” charity foundation, the Cultural Forums series sets out to create a modern image of Ukraine as a highly cultural state to increase national pride. Designed by some of Ukraine’s leading experts in the fields of fine arts, music, theatre, literature, and cultural studies, the project is eager to expand the cultural potential of Ukraine

through its multicultural diversity by demonstrating through the Cultural Forums series the intellectual and artistic depths of the Ukrainian regions. Organizers hope the series will become platforms for interregional and interdisciplinary communication. DONKULT hopes to dedicate the multidisciplinary art forums to a particular region in Ukraine twice every year. The forums will feature dozens of events in different artistic disciplines, in such formats as lectures, discussions, children’s

workshops, and the opportunity to meet with some of the movers-and-shakers of the artistic community of the host region. They will offer the opportunity for artists of different fields and geographical communities to come together, learn about the host region, and share their creativity. Music Festival in Lviv June 21st in the City Centre The Fête de la Musique – AKA the “Worldwide Celebration of Music” – is an annual music festival that takes place in cities around the world on June 21st. Created by the former French Minister of Culture Jack Lang, the first festival was held in 1982 in Paris as part of the Fête de la Musique event. Since then, it has become an international phenomenon, celebrated in more than 460 cities in 116 countries on every continent – including right here in Ukraine. The event aims to promote music and provide amateur and professional musicians with a platform to perform in front of an audience. The slogan “faites de la musique” (make music), a homophone of Fête de la Musique, reflects this goal. Most of the celebrations are set to be held outdoors – in streets, squares, gardens, and parks. A communal event designed for exchange and discovery, it is sure to be an exceptional day for music lovers of any genre. Two of the requirements to be sanctioned by Fête de la Musique are that the concerts must be free to the public and that performers donate their time for free. Musicians engage with the city’s public space in unexpected ways and have the chance to perform in non-traditional venue locations, such as: streets, museums, hospitals, and other such public institutions. Audiences are treated to live music in a variety of different styles and have the opportunity to listen to music that may not always be readily available. Urban Exploration Art Centre All summer on Fridays (17:00 – 22:00) & Saturdays (13:00 – 22:00) The Jam Factory (124 B. Khmelnitskogo St.) The most ambitious modern art project in Western Ukraine was launched in Lviv on June 5th at the Urban Exploration Arts Centre. The project aims to host most modern arts under a single roof: painting, photography, live theatre, music, literary readings, fashion shows, and much more. Every art will be presented by its author and will showcase different perspectives and experiences. Among the more anticipated events at the Urban Exploration Art Centre will be the Literary Scene, which will present readings and discussions between translators of Patrick Roche, Ollie Schminkey, Sam Cook, and Dylan Garity. Other fun activities will include a homemade goods fair, bicycle workshops, short film screenings, and the presentation of Ukraine’s first illustration festival “Illustrations Fest”. Свято музики у Львові 21 червня, в центрі міста Всесвітнє свято музики (французькою – Fête de la Musique) – це щорічний музичний фестиваль, який проходить щороку 21 червня по всьому світу. Створений за активної участі колишнього французького міністра культури Жака Ланга, перший фестиваль був проведений в 1982 році в Парижі. Відтоді свято стало міжнародним і відзначається у понад 460 містах у 116 країнах на всіх континентах - в тому числі й в Україні. Захід популяризує музику, як культурне явище і надає можливість виступити зі сцени для музикантів-аматорів і професіоналів. До того ж, французькою однаково звучить і Faites De La Musique (робити музику) і Fête de la Musique – Свято музики. Organised jointly by Kyiv’s ArtHouseTraffic and the Embassy of Belgium in Ukraine, the event will take place in several cities countrywide beginning June 25th. The festival promises to review Belgian films – both co- and majority-productions – that have made headlines at festivals and around cinemas. Among the Belgian features that festivalgoers will have the chance to view are: the 2008 thriller Loft, starring an ensemble cast of notable Flemish actors and directed by Erik Van Looy; Our Children, a 2012 psychological drama based on a real-life story involving a woman that killed her five children; Waste Land, a 2014 drama directed by Pieter Van Hees; and Bas Devos’ 2014 action drama Violet. “Faine Misto” Music Festival July 3rd – 5th beginning at 14:00 at the Ternopil Airport

Music festivals are commonly devoted to celebration and internal reflection; they create a space for people to live in an alternate reality. Often held in natural settings, the encourage expression of individuality through music, thought, and communication. Festivalgoers are bound by a common love of music and to express their inner selves freely. Enter Ternopil’s “Faine Misto 2015” festival. One of Ukraine’s newest and most jovial musical events of the summer is set to be staged at the unique location of Ternopil Airport. With four stages to choose from – the Main Stage, a Tribute Stage, and Light and Dark

stages – music lovers will be able to choose from over 50 bands from across Ukraine and around Europe. Some of the most anticipated acts scheduled to perform are: This Deafening Whisper (France); Rideau (Sweden); Scratch the Floor (Georgia); and All Faces Down (Austria). As the airport is located just outside of town, the festival will be able to accommodate up to 10,000 visitors. O“Stoner rock” music fans are set to converge on the Village of Turynka near Lviv on July 4th for Electric Meadow Fest. Stoner rock, or stoner metal, is a subgenre that combines elements of heavy metal and doom metal with psychedelic rock and blues rock. Often the term “desert rock” is used interchangeably, however some stoner rock groups would object to this description. Stoner rock is typically slow-to-mid tempo and features a heavily distorted, groove-laden and bass-heavy sound, with melodic vocals and a retro production. Bands from across Ukraine and around Europe are set to perform. The Ukrainian lineup includes acts such as: Octopus Kraft (Drohobych); Celophys (Cherkasy); Witch (Odesa); and Risin Sabotage (Kyiv). 2015 EuroFan Football Fan Festival June 25–28 Lviv NGO “Karpaty” is pleased to bring EuroFan 2015 – the annual European festival for football fans – back to the city from June 25-28. Now in its ninth year, EuroFan brings football fans from across Europe together to compete in a charity football tournament to raise funds for the medical treatment of soldiers injured in the ATO zone. This year festival will bring together 24 supporters’ teams from 17 European countries – Republic of Ireland, Sweden, Finland, Slovenia, Bulgaria, Belarus, Georgia, Estonia, Moldova, Latvia, Ukraine, as well as amateur fans’ teams of: Copenhagen (Denmark), Leyton Orient (England), Heerenveen (the Netherlands), Dinamo Tbilisi (Georgia), Flora Tallinn (Estonia), Dinamo Minsk (Belarus), Slovacko (Czech Republic), Dukla Banska Bystrica, Spartak Myjava (both - Slovakia), Zimbru (Moldova), Dinamo Bucharest (Romania), Karpaty (Ukraine) and team of Ukrainian journalists. In addition to the exciting football, tournament participants will be treated to city sightseeing tours, festive parties, and even a concert or two. As part of the festivities, the charitable “From European Fans to Lviv Children” event

Another popular event is sure to be Ukraine’s Strongman Championship, where some of the biggest men in the country will display awesome feats of strength for curious onlookers. Successful season for "Halychanka"

Lviv’s Halychanka ladies handball team capped off a remarkable season last month by defeating Spartak Kyiv (38:22) and Kherson’s Dnipryanka (38:23) for their 29th and 30th wins of the 30-game season. Their unblemished record easily allowed the girls to capture the Ukrainian Women’s Handball Super League Championship with a perfect 60 points from 30 games. Our Halychanka also saw success abroad this season, making it all the way to the semifinal of the European Handball Federation Challenge Cup. Unfortunately for the home side, they were edged by Poland’s Szecin Pogon by scores of 28:29 and 21:25. The future, however, looks bright for the young team as the experience of playing such high-level games, combined with the incredible success of becoming Ukrainian champions, bodes well for Lviv’s talented women’s handball squad.

Львівська жіноча гандбольна команда "Галичанка" двома останніми матчами завершила надзвичайно вдалий сезон минулого місяця, перемігши київський "Спартак" (38:22) і Херсонську "Дніпрянку" (38:23). Не програвши жодної гри, львів’янки заслужено стали чемпіонками України у гандбольній Суперлізі, набравши 60 очок у 30 матчах. Спортсменки "Галичанка" також здобули успіх за кордоном в цьому сезоні, дійшовши до півфіналу Кубка Виклику Європейської Федерації гандболу, і лише у фінальному поєдинку поступившись господарям турніру, польській команді "Погонь" зі Щеціна з рахунком 28:29 і 21:25. Здобувши досвід виступу в міжнародних турнірах високого рангу і ставши чемпіонами України, львівська "Галичанка" сміло дивиться у майбутнє і вперто йде до нових перемог на гандбольних майданчиках.

Water polo: Lviv’s Dynamo won Ukrainian Championship! Despite dropping their final game 5:6 to Kharkiv’s Slobozhanets, Lviv’s Dynamo water polo team won their third straight Ukrainian Water Polo Championship after finishing ahead of 2nd-place Kharkiv and 3rd-place Mariupol Illichevets. The achievement marks their fourth overall title in the Ukrainian Championship. The brilliance of coach Igor Zinkevych in leading the team to another glorious sporting achievement bodes well as the team looks to bring home even more titles next season.

Flag Football: Levy (Lviv) VS 173rd Airborne Brigade (USA) American football returned to Lviv’s Yunist Stadium on May 24th, as our local Levy squad played host to an American team made up of soldiers from the USA 173rd Airborne Brigade that are currently taking part in the Fearless Guardian Joint Maneuvers. The game wasn’t traditional form of American football though, as the squads played a friendly game of flag football instead. Much the same as its more traditional counterpart, flag football removes the tackling familiar in the “tackle” game and instead sees players remove flags from a flag belt that players on the defensive team wear (“deflag”) in order to end a down. For many of our local boys it was their first experience in playing this kind of game, so they did well to keep the score to a reasonable 40:22 defeat. The Fearless Guardian Joint Maneuvers began on April 20th and will last for 24 weeks, so hopefully our Levy will have the chance for redemption.

Американський футбол: Леви (Львів) VS команда 173 повітряно-десантної бригади (USA) На стадіоні Юність, що у львівському парку культури ім. Б. Хмельницького, 24 травня відбувся товариський поєдинок з американського футболу між львівською командою "Леви" та збірною командою 173 повітрянодесантної бригади армії США, яка в ці дні бере участь у міжнародних маневрах Fearless Guardian. Цього разу матч був не зовсім звичний – це була полегшена версія, без жорсткого контакту, так званий "флаг-футбол". У такій грі менше травм, хоча основні правила збережені. Команда, що обороняється, має право зупинити нападника з м’ячем, зірвавши з нього "флаг", тобто стрічку, пов’язану навколо пояса. Для гравців львівської команди ця гра стала першим досвідом у цьому варіанті відомої гри, та ще й проти справжніх американців, які знають гру з дитинства, тож не дивно, що наші поступилися гостям з рахунком 22:40. Міжнародні маневри Fearless Guardian розпочались 20 квітня і триватимуть 24 тижні, так що команда "Леви" сподівається, використовуючи отриманий досвід, взяти реванш.

Box: 2015 European Junior Boxing Championships From the world heavyweight champion Klitschko brothers to Olympic champion Oleksandr Usyk to Lviv’s own former Light welterweight world champion Andriy Kotelnyk, among many others, Ukrainians have a special place of prominence reserved for their boxing heroes. So it was with great excitement that Lviv hosted some of the finest amateur boxers in Europe when over 200 athletes from 27 different countries converged on the city for the 2015 European Junior Boxing Championships on May 15-23. Over 200 fights were held in 13 different weight categories in order to determine the champions. Once again, Ukrainian boxers excelled as 7 different fighters advanced to the finals and 4 became European champions: Artem Demianenko (48kg weight division); Andriy Matiash (50kg); Ivan Papakin (70kg); and Arkadiy Kartsan (80kg). Lviv Today would also like to congratulate Lviv’s own gentle giant Oleksandr Hrytsiv, who took home silver in the 80+ kg weight division.

Цього року нашому місту випала велика честь проводити змагання такого високого рангу, у яких виступили боксери-любителі з усієї Європи – понад 200 спортсменів з 27 країн зібралися на юніорський Чемпіонат Європи 2015 15-23 травня. Понад 200 боїв було проведено у 13 вагових категоріях для того, щоб визначити переможців. Серед українських боксерів 7 вийшли у фінал, із них 4 стали чемпіонами Європи: Артем Дем'яненко (48 кг); Андрій Матяш (50 кг); Іван Папакін (70 кг); і Аркадій Карстан (80 кг). Lviv Today вітає львівянина Олександра Гриціва, який здобув срібну медаль у ваговій категорії понад 80 кг. Україна посіла першу сходинку у загальнокомандному заліку, здобувши чотири золоті та три срібні нагороди.

The economic situation in Ukraine is not as bad as everyone says it is Leszek Balcerowicz

viv’s HD Partners legal company organized a “Break West” business breakfast on May 30th and invited noted Polish professor and economist Leszek Balcerowicz to speak. Balcerowicz, of course, is famous for implementing the Polish economic transformation program in the 1990s; a shock therapy economic programme more commonly referred to as the Balcerowicz Plan. A former Professor of Economics at the Warsaw School of Economics, former Deputy Prime Minister of Poland and Finance Minister, former President of the National Bank of Poland, and Founder and Council Chairman of the Civil Development Forum Foundation (FOR), Balcerowicz is a well-known and highly respected voice and transition economics. He has been travelling to Ukraine since 1991 and in his opinion, the current government of Ukraine is the best since this country’s independence. Here are some of the talking points that the former Deputy Prime Minister of Poland made regarding the revival of the Ukrainian economy: • Every issue that is important for the economy in general is also important for small- and mediumsized businesses. The main feature of bad policy is trying to find a separate solution for each problem, which leads to chaos and can result in the stagnation of the economy. When choosing strategy, it is vitally important to stop complaining and just get your act together. • While Ukraine currently faces many problems right now, they are not as severe as in Poland back in 1985. Right now, Ukraine needs to get a professional evaluation, like in medical terms: define the biggest problems. The next step would be the determination of systemic violations based on that professional evaluation. • The more pessimists in the system, the less likely the chance to change the situation for the better. Complaining doesn’t change anything. The situation in Ukraine should be tackled as one that has many problems that can be solved with multiple solutions. The way to success should be systematic, as the implementation of taxes can’t make poor people richer. • In reality, it is not so difficult to understand which systems are good for development and which are not. As we all know, the socialist system – which declines private property and replaces market forces with central planning – is a poor system not just from the view of repressions, but also in light of economic development. The world has no example of a successful socialist country and there will never be one. On the other hand, the democratic system is connected with various types of capitalism and, while there is some threat over politicization, the system is really quite functional. • Progressive economic policy today is based on private property and the existence of competition. That’s why everything in the system is so logical – those that earn more money can develop more, and those who earn less will just regress. The distinguished academic and economist was also recognized by Lvivska Polytechnika National University during his visit to Lviv. Following a ceremony that saw the institution become the 30th international university to name Balcerowicz a Doctor Honoris Causa, he had this to say regarding reforming Ukraine’s higher education system: “There is no need to wait for the money for education and science that should be coming from the government. Universities should be more financially independent and financially self-sustainable. Universities – first and foremost technical ones – are capable of getting financial support from the outside world if they have good scientific projects and technical capabilities. There should be competition not only among enterprises, but also among scientific institutions as well. For example, American universities are among the world’s best as there exists constant competition in which to stimulate progress.”

При виборі стратегії життєво важливо перестати нарікати і просто взятись разом за справу. • Тепер Україна стикається з безліччю проблем, проте їх менше, ніж у Польщі в 1985 році. Але тепер, насамперед, Україні необхідно поставити професійний діагноз: визначити найбільші проблеми. Наступним кроком буде визначення системних порушень на підставі професійної оцінки. • Чим більше песимістів у системі, тим гірші шанси змінити ситуацію на краще. Від нарікання змін не станеться. До ситуації в Україні слід підходити як до багатопроблемної, кожна з яких може мати кілька рішень. Шлях до успіху має бути систематичним, бо запровадження податків не може зробити бідних багатшими. • Насправді не так важко зрозуміти, яка система добра для розвитку, а яка погана. Як ми всі знаємо, соціалістична система, яка заперечує приватну власність і замінює ринок центральним плануванням - це дуже погана система не тільки з точки зору репресій, але і з точки зору економічного розвитку. У світі немає прикладів успішної соціалістичної країни і ніколи не буде. З іншого боку демократична система пов'язана з різними типами капіталізму й існує певна загроза надмірної політизації, але ця система дійсно функціонує. • Сьогодні основою прогресивної економічної політики є приватна власність та існування конкуренції. Ось чому все в такій системі логічно: ті, хто заробляє більше грошей, більше розвиваються, а ті, хто заробляє менше, просто регресують. Почесний доктор 29 університетів, відзначений престижними нагородами та відзнаками, у тому числі медаллю Білого Орла, Лєшек Бальцерович став також почесним доктором Національного університету «Львівська Політехніка» під час свого візиту до Львова, коли він відвідав університет на запрошення наукової ради. Говорячи про реформи вищої освіти в Україні, Бальцерович зазначив: "Не слід чекати грошей на освіту і науку від уряду. Треба мати більше фінансової незалежності і фінансової самодостатності. Університети, в першу чергу технічні, здатні отримувати фінансову підтримку ззовні, якщо вони мають добрі наукові проекти і технічні пропозиції. Повинна бути конкуренція не лиш серед підприємств, а й серед наукових установ. Наприклад, університети США є одними з найкращих у світі, оскільки існує постійна конкуренція, яка є стимулом до прогресу".

In this issue of Lviv Today Markian Malskyy, Partner of Arzinger law firm, Head of West Ukrainian Branch Office, attorney-at-law, PhD, is answering the following question: What do the latest Ukrainian reforms promise to businessmen and investors?

In the framework of Legal Committee the open lecture by Thomas H. “Speedy” RICE – Professor of Washington and Lee University (Virginia, USA) dedicated to the topic "The Rule of Law: Is Its Future Secure" was held on Monday, 25.05.2015. It is a part of UCU Rule of Law Lecture Series Project organized by the Center for the Rule of Law of UCU, the Fair Justice USAID project in cooperation with the Ukrainian Bar Association and the European Business Association. In the course of the lecture Prof. Rice revealed the meaning of the Rule of law and its importance for building a prosperous state. Lector has also outlined methods of implementing of named principle as in a society in general as well as in the practice of law enforcement authorities. Speech caused lively discussion which was continued during the buffet.

The ministry of Justice is going to transfer the registration functions to banks, notaries and local authorities. Local governments and state administration, notaries, whether they certify a notarial act or not, banks and state performers accredited by the Ministry of Justice when it comes to imposition and termination of burdens of real rights to immovable property, will have the right to carry out registration actions. After the adoption of laws, citizen and businessmen would be entitled to choose, who would give him these services the best. Among the subjects that would carry out the registration actions are over 7000 notaries. Therefore, the reform will allow to get rid of the problem of queues and overwhelmed registrars. In particular, the property could be registered not only within the district, but also within the region. Moreover, business could be registered in any part of the country. In addition, the reform envisages the introduction of electronic document circulation and provision of electronic services. Documents will be filled by the registrar, not by the client. Also draft law introduces the rule which makes it possible not to refuse to register of the real estate and suspend it for up to 30 days, that the client could understand the situation and gather documents which are lacking if there are encumbrances or absence of some documents. The information is automatically transmitted to registrars from other state bodies in accordance with rules of the draft law. At the same time the draft law involves the unification of state registers and registration procedures of different subjects, to cancel an annual verification and submission of annual financial statements, as well as to provide an opportunity for citizens to obtain information about the property. An important element of the reform is to introduce a mechanism of administrative appeals of registration decisions, which will be conducted by the bodies of Justice. Also the draft will introduce a two-level appeal mechanism of refusal of registration actions, and the mechanism of appeal of affirmative decisions concerning the state registration.

Vision for Lviv’s future development The Lviv business community cannot remain indifferent to the EU Association process and should not miss the opportunities offered by the agreement. Today investors have a unique chance to start business in Lviv, contributing not only into own welfare but also to regional economic development.

Why Lviv is the best investment bet in Ukraine Unquestionably Lviv is a European city in which we respect European values and are open to enlarging our cooperation with the European community. Besides its unique charm, Lviv also attracts foreign investors by its location, the rich natural resources of the region, highly educated employees, significant number of developing sectors for investment, comparably inexpensive raw materials and low costs of production.

How do you assess the general investment climate in Lviv today, taking into consideration the positive impact of the EU Association Agreement and the negative impact of Russian military intervention in Crimea and the east of the country? Lviv region is steadily ranked as one of the most investment-friendly regions of Ukraine. Even today, with armed conflict in the east of the country, Lviv is still attractive for investments in all segments. Examples of successful investment projects in the region over the past decade include Nestle (Switzerland), Carlsberg (Denmark), Leoni Wiring Systems (Germany), Kredobank (Poland), FAKRO Lviv (Poland), Danish Textiles (Denmark), AVE (Czech Republic), Halychyna-Zakhid (Denmark), Agrocultura (USA), Provimi (Poland), KingKross (Italy) and others. Lviv is very pro-European and is situated extremely close to the EU. This has made the EU Association Agreement a long-awaited breakthrough. Even though

the EU Agreement is not yet in full force, it has already brought great results, mainly for small and medium-sized businesses. There are numerous advantages and prospects offered by the Agreement to all sectors. Obviously, simplified customs regimes and reduce of customs duties are most promising for Lviv region due to the traditionally export/import oriented local economy. At the same time, the biggest benefit of Association is its contribution to the investment attractiveness of Ukraine by increasing confidence in protection of investment and compliance with European standards. We had expected even bigger revenues from the signing of the EU Agreement and anticipated a rapid growth in investment, but obviously the conflict in east Ukraine and the occupation of Crimea have obscured the positive impact of the EU Association Agreement, serving as a barrier to greater foreign investment. Nevertheless, volumes of cooperation are continuously increasing. We estimate that LVIV TODAY | June 2015

LVIV interview the level of investment into the Western regions of the country will increase much more, as soon as the situation in rest of Ukraine is stable.

What can Lviv region offer to the investors? Indisputably the ‘City of Lions’ welcomes foreign citizens with their business ideas and know how. Lviv uses its advantages to entice investors. In particular there is great number of economic grounds for doing business in Lviv, especially for foreigners. The primary advantage of the region is its geographic location. Lviv’s position bordering with Poland has given rise to the development of transport and customs infrastructure which has reduced logistics expenses in trade and import/export operations. The local availability of mining, wood and water resources is also attractive. The Carpathian Mountains and natural health resorts provide plentiful ideas for business projects. Another advantage of the region is the availability of highly qualified employees with good English language skills and competitive salary requirements. This allows investor companies to reduce employee costs while selecting a highly professional workforce. Inexpensive production is also a decent motive to start business in the region. These low costs are related to a range of factors including low payroll expenses, a choice of favorable taxation regimes, comparably low-priced raw materials – especially those which are purchased directly from the natural producers – fuel and energy prices below European levels, plus low prices for land lease and lease of state or communal property. Another attractive factor is the availability of vacant niches for business activity in certain sectors of the economy, which allows investors to secure virtual monopolies, at least in the short term. What should be extremely striking for large investors is the fact that even after 24 years of independence, there are still a lot of non-operating factories and plants built in Soviet times and now owned by the state or private entities, which can as the perfect platform for starting new manufacturing operations. In this respect we should also certainly mention the availability of vacant land plots for engaging diverse kinds of activity. This is true both in the city (available for construction, manufacture, trade and warehouses, hotels and accommodation, restaurant business, real estate, etc.) as well as in the region (agriculture, alternative energy, mining, also manufacture, etc.)

Which sectors of the Lviv economy offer the brightest prospects for international investment? Relocating manufacture to the Lviv region appears to be one of the most auspicious investments for foreign companies as well as starting new production in Ukraine. There are many other sectors which are attractive for foreign or local investors: LVIV TODAY | June 2015

• The IT sector is one of the most promising sectors for investment and we estimate that its attractiveness will continue to increase due to continuous demand for innovative IT solutions and thanks to the number of qualified software developers involved in international projects. The main goal for investors in this area should be receiving direct orders from the biggest market players and end customers by relocation of whole cycle of final software production to Ukraine instead of producing only modules or components here (component-based software engineering). • Thanks to its advantageous location and rich natural resources, Lviv region is also extremely attractive for investments in agriculture sector. • Investment in infrastructure development, including construction, is also interesting even though it will require more funds to invest. There is a lack of certain infrastructure components, such as trade centers and business parks, investments in which might be long-term but very promising – especially in instances where there are anchor tenants ready to participate in the project. Investments into the real estate sector also promise fast and significant revenues, especially into residential real estate. The financial sector promises the highest revenues in the short term, although such investments may also carry the highest risk. • Tourism and related sectors such as leisure and hospitality are very attractive for investment due to the constant growth in the number of tourists visiting Lviv from year to year. According to statistics provided by Lviv City Council, more than 1.7 million tourists visited Lviv in 2014, compared to 780,000 tourists in 2010. This growth comes despite the conflict in east Ukraine. Given this upward trend, we estimate that the number of tourists will keep increasing from year to year, and therefore demand for related services will increase respectfully.

Is now a good time to invest in Lviv? Of course investments at present carry significant risks, given the conflict in east Ukraine and fears over a possible Ukrainian default. However, these uncertainties create a unique opportunity to occupy new market niches. Investors who are able to identify the right niches can count on considerable revenues. There are still a lot of segments of the economy which have yet to catch up with growing domestic demand. These potentially interesting spheres for investment have grown more numerous as a result of the EU Association Agreement, but the new opportunities are still not enjoyed in full by foreign investors. In this regard it is very important to correctly determine which sectors offer the most potential, and to choose the right local partners.

Choosing a reliable bank is also a vital factor which will allow investors to mitigate the risks appearing due to the crisis in country’s banking system. At the same time, the current problems in the banking sector provide investors with a unique opportunity to participate in the reallocation of capital of liquidated banks and other financial institutions by purchasing of their assets (including credits and investment projects) for 70% – 90% discounts. Another benefit for foreign investors is the devaluation of national currency, especially for production and export-oriented businesses. For those sectors, the devaluation of the hryvnia has made it possible to reduce expenses considerably while maintain foreign currency revenues. Therefore we consider that while the risk level is currently relatively high, investment in the Lviv region remains fundamentally attractive and should lead to high revenues.

What role do you see international business organizations like the EBA playing, and what role can legal advisors play in the development of Lviv as a destination for international investment? As Chairman of the Board of the West Ukrainian branch of the EBA, I fully recognize the responsibility which lies upon public associations in addressing the challenges faced by business. Today the EBA is one of the most active business organizations, using new opportunities to foster cooperation with the government. It has also became a powerful platform protecting and lobbying the interests of European businesses in Ukraine. The EBA is a platform for cooperation and networking within the business community, and an effective instrument fostering support for new European companies or individuals entering the market. The local legal community should also actively participate in expanding awareness among their foreign clients about investments in Lviv. For foreign investors it is very important to select a qualified law firm when entering the market in order to secure the further success of all business projects. In this regard, the reputation and experience of the lawyers in support of external clients and investment projects should be key criteria for finding the right legal guidance. The local legal market is not yet particularly developed in this direction, as most of the leading law firms are still situated in Kyiv. LVIV SOCIETY Israel Opens Honourary Consulate in Lviv In a sign of strengthening relations with Ukraine, the government of Israel opened its Honourary Consulate of Israel on May 28th at 36/3 Gazova St. Mr. Oleg Vishnyakov, a prominent businessman, was appointed as Honourary Consul and he will be tasked with promoting Israeli interests in the important eight regions of Western Ukraine. The consulate will also focus on increasing economic, cultural, educational, and tourism links with Western Ukraine, as well as to contribute to Israeli humanitarian efforts in the regions. The first order of business for the new consulate was to hold an event for Western Ukrainian business leaders that intend to do business with Israeli partners. A lecture presentation was hosted by Elizabeth Solovieva, the Israeli trade attaché, as well as a travel fair attended by Israeli and Ukrainian tour operators and representatives of several airlines.

On June 5th in Lviv took place of the Islamic Center opening, the ninth for Ukraine, however the first one for Western Ukraine. There are over 3000 Muslims in Lviv who from now on will get special place to gather, pray and read Holy Quran. Islamic center was festively opened in presence of Mufti Said Ismagilov Lviv’s Islamic Center was named after Muhammad Asad, the first translator of Quran into English language. At the opening ceremony was also presented translation of Holy Quran into Ukrainian language, immense work was done by Roman Yakubovych, while cover page of the book was created by wife of Mufti Said Ismagilov

У Львові на вул. Лінкольна, 29а в присутності представників мусульманської громади 5 червня відбулось відкриття ісламського центру, дев'ятого в Україні, першого у Західній Україні. У нашому місті сьогодні налічується понад 3000 мусульман, які відтепер матимуть можливість задовольняти свої релігійні потреби, збиратись на свята, молитися і читати Коран. Ісламський центр був урочисто відкритий у присутності муфтія Саїда Ісмагілова. Цей центр був названий на честь Мухаммада Асада, першого перекладача Корану англійською мовою. В програмі церемонії відкриття також був представлений переклад Корану українською мовою. Ця величезна робота була виконана Романом Якубовичем, а обкладинку книги створила дружина муфтія Саїда Ісмагілова.

PM Yatesenyuk Visits Military Exercise The International Peacekeeping and Security Centre in Yavoriv, Lviv Region – where the Fearless Guardian 2015 international military exercises are taking place – welcomed two prominent guests on June 3rd as Ukrainian Prime Minister Arseniy Yatsenyuk and U. S. Ambassador Jeffrey Payette paid a visit. The Ukrainian – U. S. Fearless Guardian 2015 exercises were launched by Ukrainian President Petro Poroshenko on April 20th and are set to last until November 2015. As part of the six-month exercises, 290 paratroopers from the U. S. Army’s 173rd Airborne Brigade will hold joint maneuvers with 900 Ukrainian soldiers. In addition, the United States military plans to train the Ukrainian National Guard in best practices they have learned in operations worldwide.

Українсько-американські військові навчання відкривав особисто президент України Петро Порошенко 20 квітня і вони триватимуть до листопада 2015 року. У рамках шестимісячної операції Fearless Guardian 290 десантників зі 173 повітряно-десантної бригади армії США проведуть спільні навчання з 900 українських солдатів. Під час цих міжнародних військових навчань Національна гвардія України буде переймати бойовий досвід збройних сил Сполучених Штатів, якого вони набули в операціях по всьому світу.

III Media Forum Lviv’s multipurpose stadium Arena Lviv played host to the third annual Media Forum from May 28-30. More than 600 journalists, bloggers, analysts, media managers, and students gathered together to discuss the event’s main theme: “Media in the Turbulent Times of Change”. The event emphasized the role of the media in the crisis events in Ukraine and around the world and drew 54 featured speakers from 10 different countries. During each of the event’s jam-packed days, forum participants took part in discussions, participated in several of the 19 separate workshops available, or just shared their views on issues of vital importance. At each Media Forum a special award is presented; this year the Oleksandr Kryvenko Award for “Progress in Journalism” was given to Levko Stek – Radio Liberty’s military correspondent. This year’s keynote speech on “The Liberty of a Journalist” was given by Olena Stiazhkina, a Professor of Donbass University that has been forced to relocate to Vinnytsia.

Учасники Форуму мали багато можливостей взяти активну участь в панельних дискусіях з обговоренням актуальних проблем, поділитися думками про наболілі питання життя і діяльності засобів масової інформації, стати учасниками 19 майстер-класів під керівництвом відомих професійних журналістів та багато іншого. Традиційну спеціальну нагороду Форуму ім. Олександра Кривенка "За поступ у журналістиці" цього року було присвоєно військовому кореспонденту "Радіо Свобода" Левкові Стеку. Традиційну промову про свободу журналіста зробила Олена Стяжкіна, професор Донбаського університету (що тепер переїхав до Вінниці).

Kyiv – Monte Carlo Electric Car Marathon Leopolitans and guests of the city welcomed participants of the Kyiv – Monte Carlo Electric Car Marathon, who made a pit stop in the city on June 5th. The city’s historic Rynok Square was home to a specially-located generator, which allowed the electric cars to recharge before their long trip. Lviv Mayor Andriy Sadovyi personally oversaw the event, which also featured an exhibition of electric cars for children and quadrocycles for the adults. As part of the city’s Energy Days celebrations, Lviv city centre hosted the Velogenerator Project – which featured a bicycle that was converted especially to charge cell phones just by riding it. Event organizers noted that now more than ever it is vitally important to combat existing ecological problems by finding better means to adjust technologies to modern demands.

More Travel Options for Leopolitans The regular direct flight between Lviv and Tel Aviv, Israel was launched on May 20th and the airline plans to introduce several additional new routes this summer, allowing Western Ukrainians the opportunity to travel more conveniently to destinations such as: Madrid, Spain (from June 21st); Bologna, Italy (from June 25th); and Rome, Italy (from June 27th). Each destination is to be served by a once-aweek flight, with the route to Tel Aviv operating on Wednesdays until September 16th. Departure from Lviv is at 14:40 with arrival in Tel Aviv at 21:00 local time. The return flight is scheduled to depart the Israeli financial centre at 22:00 and land in Lviv at 1:30 local time. The airline plans to use its Boeing 737s and Embraer 190s for the route, with both economy and business classes available. The roundtrip price for an economy fare is approximately $320 USD. The airline also plans to offer additional services to the Ukrainian market, including a twice-daily service from Kyiv – Lviv – Kyiv and a twice-weekly non-stop flight from Lviv to Odesa (from June 19th), for those looking at a nice Ukrainian summer beach vacation.

Vyshyvanka (Embroidered Shirt) Day

Ukrainians around the country dug through their closets on May 21st to dig out their vyshyvankas – the traditional embroidered shirt that is one of the country’s most recognizable symbols. Celebrated on the third Thursday of every May since 2007, the celebration is designed to preserve and promote Ukrainian values among the country’s youth and general population. A rich mixture of events typically mark the event, and this year was no different. One of the highlights of this year’s events was the “Music for the Sake of Peace” project hosted by the Rozvytok Hromady (Community Development) charitable organization. Held in the city centre, the event featured a concert by vyshyvanka-clad musicians, a fashion show featuring spectacular vyshyvankas, and a photo shoot for all those that showed up in their own embroidered shirts. Scrumptious sweets were sold, with proceeds directed to soldiers serving in the ATO zone. One other notable event was the “Talisman of the Nation” flash mob. Vyshyvanka-clad youth came together to raise money for orphans to attend a summer camp.

Свято, що відзначається в третій четвер травня з 2007 року, покликане зберігати і розвивати національні цінності серед молоді та населення держави загалом. Програма святкування традиційно багата й цього року також. В рамках всеукраїнської акції у Львові провели, зокрема, показ вишиванок на проспекті Шевченка, а музиканти філармонії, також вбрані у вишиванки, незважаючи на дощ, тішили присутніх "Музикою заради миру". Організатори акції – активісти Громадської організації «Розвиток Громади». А ще відбувся показ мод, де був представлений вишитий одяг і фотосесія для всіх, хто вдягнувся цього дня у вишиванку. Дівчата продавали солодощі, а весь дохід був переданий на потреби бійців ATO. Також помітною подією став флешмоб "Талісман нації". Молодь у вишиванках збирала гроші на відпочинок для дітей-сиріт у літніх таборах.

Lviv celebrated Waiters Day on May 21st – a day to recognize the front of house staff at all of Lviv’s myriad dining establishments. Whether a waiter in a fine dining eatery like Amadeus, or a shaker in the Chelentano diner, or a barista in Svit Kavy, Waiters Day celebrates all restaurant business staff and hopes to inspire people to begin a career in the city’s burgeoning hospitality industry. It hopes to change the perception that a waiter is an unskilled job that requires long hours and to show that a career in the industry offers skill development, opportunity for advancement, and enticing rewards. It is also a chance to celebrate the excellence, dedication, hard work, and discipline of all those fine people that keep all of the city’s eateries buzzing. As part of the celebrations, a Waiters Day Race was held, where participants were forced to run 100 metres while carrying a glass of water on a tray in one hand and a white towel in the other. Nazar Fita of the Lvivska Kopalnya Kavy café won a gift certificate as the race winner, while Oleh Radkevych and Ivanna Ivankiv of Livyi Bereh (Left Bank) restaurant took home prizes as winners of the Peoples’ Choice categories.

Це також чудова нагода показати досконалість, самовідданість, працьовитість, дисциплінованість тих прекрасних людей, які підтримують в тонусі діяльність усіх закладів громадського харчування нашого міста. В рамках свята кельнерам довелось також пробігти дистанцію 100 метрів, несучи тацю зі склянкою води на ній однією рукою і білий рушник – іншою. Переможцем цього змагання став Назар Фіта з кафе "Львівська копальня кави" – він виграв подарунковий сертифікат, а Олег Радкевич та Іванна Іванків з ресторану "Лівий берег" стали переможцями в категорії "Вибір публіки".

Panorama Centenary Fundraiser Lviv’s exquisite Panorama Lviv Hotel festively celebrated its centenary on May 29th by hosting a charity auction. Event guests were treated with wonderful refreshments on the venue’s spectacular terrace, enjoyed cigars and hookah at the recently opened Cigar Hall, and were entertained by the upbeat Freedom Jazz band. The charity fundraising event featured prizes such as: rare collectible wines and cognac; fine Cuban cigars; and painting from some of Lviv’s most recognized artists, including – Natalya Bartkiv, Serhiy Mihnovsky, Ihor Pereklita, Volodymyr Kostyrko, and Volodomyr Stetsula. Thanks to the generosity of the guests, the event was able to raise over 150,000 UAH to purchase optical equipment for the 44th artillery brigade of the Ukrainian Army. Panorama Lviv Hotel wishes to thank everyone involved for their support.

ain diminishes life quality and is the main reason why most of the people visit doctors. There is a great deal of responsibility laid on the medical staff as they have to interpret correctly manifestations of a disease in order to define character of health problem and ways of its treatment. “Center of physical rehabilitation “Innovo” (translated from Latin as “renovation”) was founded in 2009. In 2014 the center received medical license and started providing services as “Physical therapy and pain management center” in both children’s and grown-ups departments. The main goal of the center is to contribute to the improvement of people’s life quality and physical condition.

В 2014 році центр отримав медичну ліцензію та розпочав діяльність вже як “Медичний центр фізичної терапії та медицини болю “Інново”. В центрі є окремі відділення - для дорослих та для дітей. Мета “Інново” – сприяти покращенню якості життя людини та її фізичного стану.

THE COACH:

Myron Markevych “Coach Karpaty” Born in the Lviv suburb of Vynnyky, Markevych had a love of the game from an early age. Playing midfield, he graduated from the Lviv Institute of Physical Education and played in the reserve system of FC Karpaty back in the Soviet days. He also played one season for SKA Lviv, before eventually ending his playing days at Torpedo Lutsk. Following his playing career, he entered the Supreme School of Coaches in Moscow, which led him on the career path to where he’d really leave his mark on the game – as a coach. Shortly after graduation, he was picked up by his former club in Lutsk. He bumped around a few teams during the late 90s – Lutsk, Krivyy Rih, and Khmelnytskiy – before ending up behind the bench at FC Karpaty Lviv. Beginning his stint in 1992 – the first Ukrainian League after independence – “Coach Karpaty” would lead the team for most of the next 12 years, including to some of its most memorable successes. This included the Green Lions’ first trip to the Ukrainian Cup final in 1993 (where they lost to Dynamo Kyiv), the squad’s only trip to the UEFA Cup Winner’s Cup in 1994 (where they lost to Ireland’s Shelbourne 1:3 after winning 1:0 in Lviv), and a 3rd-place finish in the UPL in 1997-98 – a feat that has yet to be topped. While he was building a winning team here in Lviv, his talent was noted and he was drawn to bigger and richer pastures when Metalist Kharkiv wooed him away in 2005. Building a Resume The move proved to be beneficial for Metalist, as Markevych was able to guide the team to regular 3rd-place UPL finishes after perennial powerhouses Dynamo Kyiv and Shakhtar Donetsk. This included regular appearances, and the inherent influx of TV revenues, for playing in the Europa League. His highlight in Kharkiv was surely when the team finished second in 2012 to qualify for the lucrative Champions League. However, despite winning its qualifying match against Greece’s PAOK, the team was disqualified and thrown out of the competition due to a match-fixing violation (with Karpaty. See our coverage in the September 2013 issue of Lviv Today). This surely rankled Markevych, who had quit his job as the Ukrainian National Team head coach in 2010 due to his perceived interference of oligarch Hryhory Surkis – owner of Dynamo Kyiv and head of the Football Federation of Ukraine. Regardless, because of his successes, he remained a highly-sought after coach.

hile the football-loving eyes of the nation were transfixed on Dnipro Dnipropetrovsk’s remarkable run to the Europa League final last month, fans in Lviv could be excused for cheering a little louder after seeing one of their own walk down the sideline. Head Coach Myron Markevych didn’t just grow up in the Lviv Region, he built his entire football career in the city. While he wasn’t quite able to lead his Dnipro squad to its first ever European trophy – the team fell 2:3 to Seville in the Europa League final – the long-time Ukrainian Premiere League (UPL) coach and former head coach of the Ukrainian National team earned renewed respect by leading Dnipro to more success than the team has seen in its nearly 100 years of existence. While it was disappointing not to see the him rewarded with a European title for his efforts, it was nice to see the man that led FC Karpaty to some of its most successful seasons basking in the European spotlight. So, for the uninitiated, here’s a short biography of “Coach Karpaty” – Myron Markevych.

Always the Bridesmaid By the time that Dnipro Dnipropetrovsk signed him in 2014, he already held the all-time record for most games coached in the Premiere League. He has shown an immediate impact in Dnipro; not only leading the team to its first ever European tournament final, but also pushing Shakhtar for second place in the UPL right up until the end of the season. “Coach Karpaty” is in the prime of his career, regularly drawing the best from his players. He’s been a bridesmaid (2nd- or 3rd-place) 12 times in his career. He nearly had his first title on that rainy night in Warsaw when his team went up 1:0 after only 7 minutes. However, a late, 73rd-minute strike broke his team’s heart once again. It seems like it’s only a matter of time before the man delivers a title – and when he does, he can bet that the entire Lviv Region will be right there smiling along with him. Lee Reaney
