ENCHANTING FORMULA KARNAS 25 March at 19.00 at the Lviv Philharmonic Theatre (7 Tchaikovskoho St.) The Lviv Philharmonic Theatre will play host to Formula KarnaS – featuring Grzegorz Karnas, one of Poland’s top jazz vocalists – on 25 March. Karnas was awarded the Gran Prix at vocal jazz competitions in France in 2006 and 2007. He’s worked with leading artists across the Polish and European jazz scenes and has released six critically acclaimed albums. He educates and expands musicians’ jazz and improvised music techniques through his work with Voicingers Festivals & Workshops. THE GRITTY RIFFS AND ASTOUNDING RHYTHMS OF NOTHING BUT THIEVES 20 March at 20.00 at Malevich Concert Arena (2 Chornovola Ave.) Lviv’s hopping Malevich Concert Arena will host the popular British alternative rock band Nothing But Thieves on 20 March. Hailing from Southend-on-Sea in Essex, England, Nothing But Thieves balance indie rock artfulness with a guitar-based pop/rock for a truly unique sound. The group first gained attention with critically acclaimed EPs like ‘If You Don’t Believe, It Can’t Hurt You’ (2013) and ‘Graveyard Whistling’ (2014). EVENT INDUSTRY FORUM 2020 Arena Lviv hosted the Event Industry Forum (EIF 2020) – the biggest event industry conference in Ukraine – from 20-22 February. Organisers Global Events and the Lviv Convention Bureau attracted over 1400 participants from around the globe to discuss issues facing today’s event management industry. EIF2020 focused on building relationships in the marketplace based on the human qualities and values needed to develop the event market of the future. Attendees included well-established strategic planning leaders, festival and business forum organisers, producers, designers, PR managers, and Guinness record holders. The EIF2020 also featured the EventEXPO, a fair of companies that provide trendy technologies and services, as well as five themed halls to promote and optimise event management activities. There was even a specialised event management college called ‘Eventology’. Among the festival highlights were the promo-tours that showcased Lviv’s most interesting venues and a special event for the event managers – a City Reception – where eventgoers were treated to afterparties at some of the city’s most popular hotspots. Next year’s event takes place from 18–20 February.

ФОРУМ ІНДУСТРІЇ ПОДІЙ 2020 Найбільший в Україні Форум індустрії подій (EIF 2020) відбувся 20-22 лютого на "Арені Львів". Організатори – компанія Global Events та Львівське конференц-бюро залучили понад 1400 учасників з усього світу, щоб обговорити проблеми, що стоять сьогодні перед галуззю управління подіями. Цей форум зосередився на побудові відносин на ринку, виходячи з людських якостей та цінностей, необхідних для розвитку ринку подій майбутнього. Серед учасників – лідери стратегічного планування, організатори фестивалів та бізнес-форумів, продюсери, дизайнери, PR-менеджери та рекордсмени Гіннеса. Тут також був представлений EventEXPO – ярмарок компаній, які надають модні технології та послуги, та п'ять тематичних залів для просування та оптимізації діяльності з управління подіями. Була навіть спеціалізована школа з управління подіями під назвою Eventology. Серед важливих моментів фестивалю варто відмітити промо-тури, на яких були представлені найцікавіші місця Львова та спеціальна подія для керівників подій – Міський прийом – де учасники події відвали афтерпаті у деяких найпопулярніших закладах міста. Наступного року ця подія відбудеться 18–20 лютого.

SPLENDID PREMIERE AT LVIV’S OPERA

"ЛИС МИКИТА" У ЛЬВІВСЬКІЙ ОПЕРІ

Lviv celebrated the splendid premiere of the ‘Lys Mykyta’ (Fox Mykyta) opera on 21 February. Based on Ivan Franko’s poem, the opera features libretto written by Lviv Opera Theatre director and People’s Artist of Ukraine Vasyl Vovkun with music by recognised Ukrainian composer Ivan Nebesnyi. This trendy theatrical delight is filled with powerful sound – along with the orchestra, Leopolitan opera lovers and guests of the city can hear traditional Ukrainian instruments like the cymbals, banduras, jew’s harp, and trembitas – contemporary set design, bright costumes and masks, and modern 3D projection and light technologies. The world of animals, which are the main characters of the opera, is strikingly similar to human society with its laws of struggling to survive. It is wisdom and cleverness that help Fox Mykyta overcome his challenges and become a winner, which is why the opera is performed in Ukrainian. The theatergoing public can catch repeat performances of ‘Lys Mykyta’ at Lviv’s wonderful Opera & Ballet Theatre on 15 March and 5 April.

На сцені львівського оперного театру 21 лютого відбулась світова прем'єра опери "Лис Микита", створеної на основі поеми Івана Франка. Лібрето написав режисер львівського оперного театру народний артист України Василь Вовкун на музику відомого українського композитора Івана Небесного. Нова постановка призначена для широкої вікової категорії – дітей, молоді та дорослих різного віку. Її основний персонаж – спритник і крутій лис Микита, який дуже нагадує різних персонажів сучасного політикуму і бізнес-світу. Чи не з перших звуків чути, що опера – українська – в оркестрі, окрім традиційних інструментів звучать цимбали, бандура, ліра і трембіта. Також в ній – сучасна сценографія, яскраві костюми та оригінальні маски а також ефекти, створені за допомогою сучасної 3D-проекції та сучасних світлових технологій. WOMEN’S MARCH The feminist movement has always been about equality for all women, but there are many paths to that goal. During March 5–11 in Lviv took place "Feminist Spring" filled with cultural and educational activities. Program featured concert, performances, movie screening, presentation, poetry reading, lectures and discussions. On International Women’s Day on 8 March in the city was held the annual Leopolitan Women’s March that featured hundreds of feminists wielding colorful posters. Participants demanded an end to gender-based and sexual violence, sexism, low payment and discrimination at work. The mission of Women’s March is to harness the political power of diverse women and their communities to create transformative social change. Participants, accompanied by police officers for the security reasons, marched through city center attracting a lot of attention of Leopolitans and guests of the city.

ФЕМІНІСТИЧНИЙ МАРШ Феміністичний рух завжди виступав за рівні можливості для всіх жінок, але до цієї мети існує багато шляхів. Протягом 5–11 березня у Львові відбувалась “Феміністична весна”, програма якої об’єднала культурні і просвітницькі заходи. Серед подій були концерт, читання п’єси та поезії, кінопоказ, презентація, лекції, дискусії. А у Міжнародний жіночий день 8 березня, кілька десятків жінок провели щорічний феміністичний марш у центрі Львова. Учасники вимагали припинення гендерного та сексуального насильства, сексизму, низької оплати праці та дискримінації на роботі. Місія Феміністичного маршу полягає у використанні політичної сили жінок та їх громад для впровадження соціальних змін. Учасники у супроводі працівників міліції з міркувань безпеки пройшли через центр міста, привернувши багато уваги львів’ян та гостей міста.

FARE WELL PICASSO! One of Lviv’s original nightclubs – Picasso – threw its last party on 29 February, and did it ever go out with a bang! Known for its huge crowds every night of the week, fantastic drink specials, massive sound system, friendly staff, and stylish décor inspired by the great Spanish artist the venue was named for, Picasso closed out its 23-year run with one final killer party. In line with the venue’s finest traditions – local celebrities, notable Lviv socialites, and fans of the club gathered to pay tribute to the Picasso team who made the club one of the biggest success stories of post-Soviet Lviv’s nightlife scene. Partygoers were offered a unique clubbing experience with lavish special effects and the music of stylish Dutch entertainer Marie-José van der Kolk, better known as Loona. Since debuting in 1997, Picasso transformed from a rudimentary Soviet-era cinema into one of Lviv’s most original clubs with one of the city’s best sound systems. The club had a knack for landing big-name performers, attracting some of Europe’s finest performers including Touch&Go (UK), Lowe (SWE), Inusa Dawuda (GER), The Great Pretender (GER), and Morandi, Inna, Marius, and Akcent (ROM). Famous DJs also made regular appearances, including Milk&Sugar (GER), Tomcraft (GER), Crane and Ceezar (POL), and Danzel (BEL). Picasso wasn’t just a nightclub, but also hosted many special events ranging from charity fundraisers to massive international DJ sets. Thanks for the memories Picasso – you will be missed!

Клуб, відомий львівській (і не тільки) публіці завжди заповненим залом, фантастичними спеціальними напоями, масивною звуковою системою, доброзичливим персоналом та стильним декором за мотивами творчості свого патрона Пабло Пікассо, закрив свій 23 сезон неповторною вечіркою. За найкращими традиціями жанру місцеві знаменитості, завсідники та шанувальники клубу зібрались, щоб віддати належне команді закладу, яка зробила клуб однією з найбільших історій успіху пострадянської сцени нічного життя у Львові. Гостей чекала знайома й неповторна атмосфера з розкішними спецефектами та музикою стильної голландської артистки Marie-José van der Kolk, більш відомої як Loona. Після свого дебюту 1997 року клуб "Пікассо" перетворився зі старого, маленького кінотеатру в один із найоригінальніших львівських клубів. PIZZA Just hearing the word ‘pizza’ brings a smile to the face of just about every Ukrainian. Whatever style or variety – from thick, deepdish pizza stuffed with gobs of cheese, sausage, and pepperoni to a thin-as-a-cracker crust topped with veggies – pizza invariably makes it to the top of nearly everyone’s ‘favourite foods’ lists. We’ve compiled a list of fun and interesting facts about this paragon of global food. See how many you already knew!

ITALY IS NOT THE HOME OF PIZZA The word ‘pizza’ was first documented around 997 CE in Gaeta, Italy. Soon after, the name started to spread across southern and central Italy. But it was actually the ancient Greeks that invented the world’s favourite food. They used to bake large, flat, and round breads and topped them with veggies, spices, potatoes, spices, and olive oil.

MARINARA IS THE OLDEST PIZZA The oldest known type of pizza is the Marinara, dating back to at least 1734. Simple and wholesome, it was – and still is – topped with tomato sauce, garlic, oregano, and extra virgin olive oil. It took its name because it was popular among fisherman (aka ‘mariners’)!

EARLY PIZZAS WERE BORING The first documented commercial pizza came from 18th Century Italy. It didn’t have any toppings though; it was just a plain, flat, and round bread that

was quite tasty and filling. It was popular with the poor as it was cheap. Street vendors in Naples sold these breads by the name ‘pizza’.

HOW THE MARGHERITA PIZZA GOT ITS NAME One popular legend holds that Italian Queen Margherita was traveling across her kingdom in 1889 and noticed that peasants were munching on the large piece of bread. Curious, she tasted it for herself and liked it so much that every time she visited her subjects, she had some more. But because it was a ‘peasant’s food’, it created anxiety and dismay in the Royal Court. The queen eventually had Chef Rafaelle Esposito make the dish for her and he used fresh basil, mozzarella, and tomatoes so that the ingredients matched the colours of the Italian flag (red, white, and green). The dish quickly became the queen’s favourite food, which increased her popularity among the peasants. The Margherita pizza remains one of the most popular pizzas around the world today.

WORLD WAR II MADE PIZZA GLOBAL Pizza became popular in the USA, UK, France, and Spain following World War II. It is believed that the popularity of pizza in these areas comes from their soldiers being based in Italy during and after the war.

PINEAPPLE AND OTHER ODD TOPPINGS Toppings on pizza can go crazy. There are actually some heated debates regarding trends in topping pizzas. Perhaps the biggest debate surrounds the Hawaiian pizza, which features ham and pineapple. Some people swear by the tropical fruit topping the warm pizza bread; others find it simply revolting. Of course, some chefs have gone far crazier, featuring foods like pickles, tuna, bananas, or even peanut butter!

TOPPINGS VARY AROUND THE WORLD Every country adds something personal to pizzas. Italy may be the food’s fatherland, but pizza is popular worldwide, so it’s not surprising that each country gives it a special twist. Peas are a common topping in Brazil, eggs in France, and the Chinese love pizza crusts made with mini hot dogs. In Ukraine, sweet corn is often used in pizza toppings as it is considered to go well with ham and champignon mushrooms. We also use a slightly different dough here as it is yeast-based, which gives the flour a higher gluten level because of the nature of Ukrainian wheat.

However, in the end, your success gives you a sense of confidence, satisfaction with what you are doing, and a desire to move forward. 4) What brings you joy during your day? Sufficient and successful teamwork, exciting projects, proper solutions for the clients makes me joy during the day. At the end of the day time spending with my family – my sweetheart husband, my lovely daughter Sandra and my funny parrot Gosha (his talkings and songs make me laugh every evening). 5) What are the things which upset you or make you sad? One of the things that makes me upset is when people waste their time and energy on unimportant and stupid things. Disappointment in people makes me sad.

7) Which rituals you always stick to despite the wild rhythm of your life? Except washing my teeth?))) To tell people I really dear how much I love them.

6) How do you recover the energy which you spend during the day? I recover my energy being with my family. Things which help me recover my energy is good to rest in the evening, including spa treatments, meeting with interesting people, exciting book or movie, which gives me new ideas and thoughts, and again time spending with my lovely family. 7) Which rituals you always stick to despite the wild rhythm of your life? My usual rituals are morning coffee and contrast shower (my day starts with these two essential things), good music on my way to office, proper planning the weekends – active weekend with my family including traveling to mountains for skiing, trips abroad, parties with close friends, “big family” dinners when my parents, my sister and other family members get together at our “country house” for barbecue and fun

Second, embroidery is like a meditation technique for me, unfortunately I don't have enough time for it. Third, I'm taking

1) What motivates you to perform? I am a positive person and have the entrepreneur spirit from my father. So my days are active and full of communication, events and driving around. I like to meet new people and exchange information and experience. I stick to the opinion that if we share ideas, we get double reward. Challenges inspire me and I like them. Getting into situation when you need to solve a problem, your brain starts working in the new conditions to find a solution. Actually, I call problems challenges or possibilities, and it motivates me. 2) What makes you effective during your ordinary day? Name, please, three tips which you use in planning the day. • I make notes of ideas as soon as I get them. Then I transfer some into tasks. I track my tasks in a traditional notebook, it makes me feel good when I cross out some things when they are done. • New technology makes life easier and people more effective: skype meetings, online courses, platforms

It is happiness and a disadvantage at the same time. I've been at this intensity for years. My rules are pretty simple: I take breaks throughout the day, switching my attention to different things. I drink a lot of water, do not make snacks, eat only two times a day. I organize my workday from the evening by using a regular note and a Google calendar. In general, I plan activities for a year, a month, a week. It works. In any respect, I focus on flexibility and a willingness to change. 3) What emotions do you usually fill as “the Lady Boss”? Joy. To my mind, women usually are more pleased with the details. I'm happy about small victories sometimes more than big ones. The interim

Sometimes I get too sensitive about certain events or behavior of people. I can get upset when certain obstacles do not allow to finish a project or similar. But as it always shows later challenges motivate us to find new ways to solve an issue.

I am a lifelong student. I really like to study and learn new things, develop my personality. I believe that education in both hard and soft issues is the way forward if your goal is to me a good manager and leader. This is the right description of ‘boss’ in my opinion. 4) What brings you joy during your day? A cup of good coffee is always a great idea :) 5) What are the things which upset you or make you sad?

The events in the country, the war in the East or the health of loved ones are the things that can disturb me the most. Nevertheless, I believe that everything is in our hands, and there is no room for sadness.

Physical exercise is a good way to clear your mind so I like to go to the gym or have a yoga training. An active walk or jogging in the fresh air is also a great way to rejuvenate. Besides, communication with my family and friends is a great way to get away after a tough day. And travelling is the best way to get inspired. 7) Which rituals you always stick to despite the wild rhythm of your life? Every morning I start from a glass of water with honey. This brings me energy and makes a perfect start of the day. I always listen to audiobooks instead of music on the way to or from work.

6) How do you recover the energy which you spend during the day? I cannot say that at 10 pm I have less energy than at 10 am. Yes, there is fatigue and scattered attention in the evenings, but I can safely work with tables or presentations for up to 23 hours. To have enough sleep and regular joggling are essential things in my life. After jogging, I restart entirely. I do not make any decision after 8 pm My evenings are usually with books, but I have a very full social life: I visit presentations, go meetings with friends, movies, lectures, exhibitions. That everything is very much mine. I definitely lose the energy in traveling and flights, but quickly recover. Projects and people are something that doesn't let you relax and unwind. Frankly saying, I love my job. 7) Which rituals you always stick to despite the wild rhythm of your life? I cannot say that there are essential rituals. As for me, only good habits can bring strength to your everyday life. My habits are the following: I run, I eat not much, I read a lot, I drink wine, I can love and believe!. LVIV TODAY | March 2020

EBA EXPERT TALKS INDUSTRY 4.0

February 20, 2020, we had the opportunity to gather production companies on the platform EBA Expert Talks: Industry 4.0 in motion..., in the conference hall "Karelia", Leopolis Hotel. We learned about the Industry 4.0. We analyzed the current situation on Ukrainian production and shared our ideas about how we can help Ukrainian production to implement Industry 4.0 or be closer to it.

And we came to the following: Industry 4.0 is about smart manufacturing, digital adoption, and the new stage of digitization, and some companies implement new technology already. Industry 4.0 is expensive for Ukraine today, but there are already companies working on Industry 4.0 for foreign customers. The participants agreed that it is a good sign. It means that sooner or later, technologies will come to us. Among the challenges that the Ukrainian industry has in this direction, the participants agreed with one. There is a great need for cooperation among the producers, effective communication to understand everyone's needs. It can be the first step for product development. Dear Arzinger lawyer, we are a German company exporting its products on the Ukrainian market for many years. Recently one of our old Ukrainian partners violated terms of supply contract which resulted in a high amount of debt. Our contract prescribes that all disputes shall be resolved in international commercial arbitration court, though, as far as we understand, we have a right to address to the Ukrainian court as well. How would you advise us to act to protect our rights the most effectively?

First of all, it is advisable to try to resolve a dispute amicably, filing a debtor a written demand and conducting negotiations with the involvement of Ukrainian law company. As the practice shows, preparation and sending the strong demand letter, reflecting creditor’s legal position, quite often may bring to a positive result which may consist in either paying the debt or in its restructuring. Secondly, at the very beginning of actions it is reasonable to verify debtor’s solvency by checking state property registers, register of court decisions (to understand debtor’s involvement into court proceedings), register of enforcement proceedings, data on the company’s tax status and existence of tax debt, information on commercial activity of a debtor etc. All of this would help to understand perspectives of collection of debt and to decide on a legal strategy to be used. Probably, initiation of a bankruptcy proceedings would be a better instrument to recover a debt than a standard claim on debt collection. What concerns institution to address to consider a dispute, in this regard many factors should be taken into account, among which: enforceability of arbitration clause (should Ukrainian national court decide that arbitration clause is enforceable and respondent no later than its first statement on the merits denies jurisdiction of a national court, the court will stop consideration of the case); the list of cases which fall within exclusive jurisdiction of Ukrainian national courts; existence of debtor’s assets abroad; applicable law etc. Actually, international arbitration is very popular alternative mean of dispute resolution due to many reasons, among which, impartiality, impossibility to appeal arbitral award on the merits, flexibility of the proceedings, confidentiality and many others. On the other hand, limitation of arbitrators’ powers, expenses of a procedure, necessity to recognize an arbitral award in a national court etc. should also be taken into account when choosing a competent dispute resolution institution. In any case, we would advise to involve legal advisor and to initiate legal actions as soon as possible as a quickness of actions very often has a key influence on the perspectives to recover a debt. 2011–2019

Sports-themed movies aren’t so common in cinemas and in a way, that makes sense. After all, real sports already boast an amazing mix of action, drama and even comedy and feature enough wild situations and characters that there is no need to fictionalise them. Yet, from time to time, there is a story just to good not to tell. ‘That’s where Pulse’ comes in – the most anticipated sports drama of the year. ‘Pulse’ is a made-in-Ukraine inspirational sports drama based on the reallife story of Oksana Boturchuk, a Ukrainian track-and-field athlete and Paralympic champion who overcame a devastating injury to win seven Paralympic medals (1 gold, 5 silver, 1 bronze) at the last three Paralympic Games in the T12 sprint events (100m, 200m, 400m).

The film’s all-star cast includes Natalia Babenko as Oksana, Viktoria Levchenko as Oksana’s sister Olena, Natalia Dolya and Oleksandr Kobzar as Oksana’s parents, Stanislav Boklan as her coach, Lilia Rebryk as another coach, and Akhtem Seitablayev as her doctor. Ukrainian rap artist Alyona Alyona, who was a kindergarten teacher before becoming a worldwide sensation, recorded the hit ‘If I Wasn’t Myself’ especially for the film. Botarchuk herself was an active participant in the making of the film. Not only did she help write the script, but she also acted as a consultant for the film’s many sports scenes.

INSPIRED BY REAL EVENTS ‘Pulse’ director Sergei Chebotarenko looked for the perfect story for years and poured through hundreds of scripts looking for ‘the one’. Then he came across Oksana’s story and immediately set off to Dnipro to meet the athlete. After the meeting, he knew he had found just what he was looking for. The movie tells the story of a young athlete who lives in a small town and has a big dream – to get to the Olympics. Just as her career appears ready for a breakthrough, she gets seriously injured in a car accident and nearly loses her eyesight. Not only does her Olympic dream end, but life will never be ‘normal’ again. But she shows that

Адже справжній спорт – це дивовижна суміш руху, драми і навіть комедії та достатньо неймовірних ситуацій і персонажів, яких не потрібно й вигадувати. Але часом трапляється історія, про яку не можна не розповісти. "Пульс" – найочікуваніша спортивна драма року, створена в Україні на основі реальної історії Оксани Ботурчук, української легкоатлетки та паралімпійської чемпіонки, яка здолала наслідки важкої травми і завоювала сім паралімпійських медалей (1 золоту, 5 срібних, 1 бронзову) на останніх трьох Паралімпійських іграх у спринтерських змаганнях Т12 (на дистанції 100, 200 та 400 метрів). Сама Ботурчук була активною учасницею створення фільму. Вона не лише допомогала написати сценарій, але й виступила консультантом багатьох спортивних сцен. Lviv’s Women Wrestlers Shine

Як борються львівські жінки

Lviv’s women wrestlers dazzled at the European Wrestling Championships in Rome last month, leading the Ukrainian team to eight medals – one gold, three silver, and four bronze – in 10 weight classes. Lviv’s former world champion Yuliya Tkach led the way, with a thrilling 2-1 victory over Russia’s Inna Trazhukova in the 62 kg freestyle gold medal final. Showing that Lviv’s women wrestlers will be a force to be reckoned with at the 2020 Olympic Games in Tokyo, Oksana Livach took silver in the 50 kg freestyle event, Solomiia Vynnyk also won silver medal in Women's Freestyle 55 kg competition, Anhelina Lysak won bronze in the 59 kg freestyle class, and former world champion Alla Cherkasova captured bronze in the 68kg freestyle tournament. For her dazzling performance in Rome Yuliya Tkach was also named Athlete of February. Way to go ladies!

Минулого місяця львівські борчині дуже вдало виступили на чемпіонаті Європи з боротьби в Римі, де українська збірна завоювала вісім медалей – одну золоту, три срібні і чотири бронзові – у 10 вагових категоріях. Колишня чемпіонка світу львів’янка Юлія Ткач здобула золоту медаль і перемогу в категорії до 62 кг над росіянкою Інною Тражуковою у вільній боротьбі. Маючи на прицілі Олімпійські ігри 2020 року в Токіо, Оксана Лівач у в категорії до 50 кг у вільній боротьбі взяла срібло, Соломія Винник теж здобула срібло у ваговій категорії до 55 кг, Ангеліна Лисак завоювала бронзу в категорії до 59 кг також у вільній боротьбі, а колишня чемпіонка світу Алла Черкасова здобула бронзу ще й у категорії до 68 кг. За свій пекрасний виступ у Римі Юлія Ткач також була обрана спортсменкою лютого. Наші дівчата – молодці!

U KRAINE I N A SMARTPHONE

ZELENSK Y Y’S DIGITAL RE VOLUTION AIMS TO CHANGE THE WAY UK R AINIANS INTER ACT WITH THE STATE Critics of Ukrainian President Volodymyr Zelenskyy like to claim that he is big on platitudes but short on specifics. One of the relatively few areas where President Zelenskyy has been clear about his intentions from day one is his desire to digitize the work of the Ukrainian government. This “country in a smartphone” concept is now starting to take shape, and it may well be the most effective way to speed Ukraine along in its ambitious transformation away from the corruption and dysfunction of the post-Soviet era. Ukraine unveiled the “Diia” mobile application in early February. This app will serve as the main channel of communication between the government and the country’s citizens. Within a week, it had been installed by more than one million Ukrainians. For the moment, the “Diia” offers limited functions such as digital driving licenses and ID for domestic flights. Digital passports are set to launch at the end of March, with much more to follow. Diia’s initial digital offering is already proving popular. Within two days of the official launch, 360,000 Ukrainians had downloaded digital driving licenses. This strong response confirms the huge appetite for digitalization within Ukrainian society, especially among younger Ukrainians. The popularity of digital solutions among Ukraine’s

hipster generation should not fool anyone into dismissing the “country in a smartphone” initiative as a mere gimmick or a fleeting fashion. On the contrary, digitalization has the potential to become an unrivaled tool for change. Indeed, it should arguably be the number one priority for anyone interested in Ukraine’s progression towards greater rule of law, stronger property rights, and the fight against corruption. Ukraine does not have to look far for inspiration. Elsewhere in the former USSR, former Estonian President Toomas Ilves is widely credited with driving the digital transformation of his country, which today serves as a global model for digitalization. Ilves once told me that his friends liked to joke about the expense of driving in Estonia. The reason was simple: unlike neighboring countries, Estonia had implemented a system of automatic fines, thus removing the possibility of reaching informal agreements with traffic police. Such examples are directly relevant for today’s Ukraine, which continues to languish in the lower half of global anti-corruption rankings. As well as specific benefits like reducing the human factor in some of the more rudimentary aspects of law enforcement, digitalization can provide a boost to a range of structural reforms. Ukraine’s efforts to open up the country’s agricultural land market would be considerably more effective if issues relating to the currently complicated land registry system were resolved via block chain technologies. Likewise, stalled healthcare reforms would benefit from the full digitalization of medical records and other aspects of the medical services sector. For issue after issue on Ukraine’s reform agenda, digitalization offers a fast track to the kind of transparency that kills corruption.

The “country in a smartphone” vision also encompasses digital democracy. If Ukraine is able to implement digital voting, it will greatly reduce the scope for election fraud while also helping to consolidate the engagement of young Ukrainians in the country’s democracy. Thanks to Volodymyr Zelenskyy’s appeal among younger voters, record numbers of twenty-something Ukrainians participated in the 2019 presidential and parliamentary elections. Online elections could help transform this specific trend into the new normal. In an electorate traditionally dominated by conservative-minded pensionage voters, greater youth engagement would inevitably mean more support for progressive parties. With an outmoded state apparatus and a tech-savvy population eager for change, Ukraine is perhaps uniquely well-placed to embrace the benefits of digitalization. However, these advantages are global in nature. A recent World Bank report on the subject highlighted how digital transformation can boost income levels while cutting government waste. Using the example of Nigeria, the report outlined how implementation of a digital ID card system had allowed the government to identify 62,000 “phantom employees” in the public sector, resulting in savings of around USD 1 billion. Ukrainian Prime Minister Oleksiy Honcharuk has

already announced a 10% reduction on government employees as a result of the “country in a smartphone” initiative. This alone could lead to savings worth hundreds of millions of dollars while also dramatically improving the speed, efficiency and transparency of government services. Ukraine’s digitalization drive is currently in its early stages. The potential benefits are already obvious, while the enthusiasm of the initial public response has been highly encouraging. In order to reach its full potential, digitalization now requires a combination of political will and financial backing. President Zelenskyy and his Servant of the People party have already demonstrated their political commitment to the digitalization initiative, not least via the establishment of the new Ministry of Digital Transformation in August 2019. Ukraine’s international partners, including both international financial institutions and individual partner countries, should also consider placing an emphasis on digitalization initiatives. Billions have been allocated since 2014 to help finance a variety of reforms in Ukraine. The return on these investments has been varied, to say the least. Looking ahead, President Zelenskyy’s flagship digitalization drive may now be the most effective way to invest in the country’s future.
