BELIEVE IT OR NOT, Ukraine Has Seen Some Success with Reform

t’s holiday time again in Lviv and what better time is there to spend with friends and family and look back on the year that was 2016? It has been another challenging year for Ukraine – Crimea remains annexed by Russia, the Ukrainian military is still fighting Russian-backed separatists in Eastern Ukraine, and corruption remains a problem that dominates discourse in the country. At the same time, given the holiday season, I thought it might be nice to look back at some of the positives that have come out of the reform processes undertaken by the current government. Surely, there is much left to do, but as 2016 comes to a close, let’s take a look at some of the things Ukrainians can be thankful for.

New Police One of the easiest reforms to spot was the formation of the new National Police of Ukraine, with their American-inspired police uniforms. While this happened in late 2015, it was only this year that Ukrainians were able to get a taste of how the reform might turn out. Public approval ratings of the new service have remained high, while the force boasts of more than 25% of its new recruits are women – one of the highest rates in the world. In addition, each former officer that hoped to stay employed was forced to pass an exam and was put under probation. While concerns remain, especially considering some appointments to high-level positions, there have been some improvements – notably, the decrease in bribes demanded by the former road police.

Anti-Corruption Bureau For all of the talk about corruption in the country, the establishment of the National Anti-Corruption Bureau of Ukraine (NABU) doesn’t garner nearly as much print. Like the new police, the NABU was established in late 2015. In addition to its presence in Kyiv, 2016 saw offices opened up in both Lviv and Odesa (with Dnipro on the books for 2017). While there have been criticisms of the office, in particular related to its hiring practices and heel-dragging when it comes to prosecution, there have been successes as well. The NABU has a mandate to investigate accusations of corruption of any high-ranking political, military, or economic person/entity and has established a toll free hotline open to the public. In addition, the organisation has opened up several criminal proceedings, including over the theft of state-owned companies valuing over 1 billion UAH. This will be a group to keep an eye on going forward.

E-Declaration Process Just last month saw the mandatory filing of e-declarations by over 50,000 Ukrainian politicians, lawmakers, and civil servants – including President of Ukraine. Initiated

as a requirement to secure a $1 billion USD loan from the International Monetary Fund, the process was seen as an unprecedented step in transparency amongst Ukraine’s elite. Despite the shocking and sometimes comical revelations, the database will be a useful tool going forward as officials will need to continue to report their wealth and earnings each year so that anti-corruption officials can track exchanges of money, property, and wealth. Visa-Free Schengen Policy OK – so this one comes with an asterisk. Ukrainians were promised that the visa-free regime to Schengen Europe would be implemented during the 2016 calendar year, and yet that is not going to happen. Like the elimination of corruption, and financial transparency amongst Ukraine’s elite, visa-free travel to Europe is considered a vital indicator as to the success of post-Maidan reforms. That the policy was not passed in 2016 is disheartening to many Ukrainians, who take an ‘I’ll-believe-it-when-I-see-it’ approach. Yet there is cause for hope. Firstly, other countries in a similar position, namely Georgia, Kosovo, and Turkey, were also delayed. More importantly, the EU approved visa-free travel for Ukrainians in November, stating that the country had met all relevant standards “perfectly”. All that needs to happen to put the process in place is for the EU to determine a way to suspend the visa regime in times of emergency. Expect to see this in place in 2017.

The Season of Giving Thanks While it’s easy to get caught up in all the terrible news that Ukraine seems to offer on a day-today basis, it’s important to remember the steps in the right direction. I’ve covered only a few; some things to take with you when you celebrate the season with hospitable Leopolitans. This month’s issue reminds us of all the great reasons to be thankful for living in Ukraine, as well as plenty of ways to spend time with your loved ones this holiday seasons – at concerts, festivals, or holidaythemed events. I wish you a safe and satisfying holiday season and encourage you to think back on all of the things that you have to be thankful for.

Christmas in Lviv offers Leopolitans and guests of the city many interesting events to take part in, including the Blaze of the Christmas Star festival. Renewing an ancient tradition, the festival sees Ukrainians craft large Christmas stars of up to 2 metres for the festivities. The festival takes place on January 7th at the Museum of Folk Architecture & Rural Life (1 Chernecha Hora St.) and on January 8th in the city centre (Rynok Sq., Prospect Svobody, St. George Sq.). Another traditional way to celebrate Christmas in Lviv is at January’s ‘A Great Carol’ festival at the St. Eucharist Church (3 Museina Sq.). This fantastic event pays tribute to ancient Ukrainian customs, songs, and carols in particular.

SKATING IN THE CENTRE

LVIV’S ‘DONUT FEST’ HOLIDAY

Skating is perhaps the leading winter entertainment activity in European cities and Lviv has established a skating tradition of its own – each year since 2008 a skating arena is mounted in the city centre on Rynok Square. Special high-technology freezers are used to ensure that the rink will function in temperatures as high as +15! The rink’s central location limits the surface size, but there is almost no time between December and March that you won’t find happy Leopolitans gliding along the 30x40 metre sheet of ice. Open from 10:00-22:00, the rink provides skate rentals for those in need. The price won’t break the bank and all sessions are supervised by instructors that will gladly help newcomers learn how skate like the pros.

Lviv’s popular Pampukh Holiday – also known as ‘Donut Fest’ – is also one of the city’s most original and colourful winter celebrations. The Pampukh Holiday celebrates Lviv’s love of fried sugary dough with a competition of battered, deep-fried treats in the city’s central square. Visitors to the event can watch the process of baking, learn the recipes and history, and most importantly taste this beloved Christmas pastry. With no shortage of exciting events, Instagram-worthy sights, and a myriad of retail and restaurant choices, there is simply no better place to embrace the season of joy. Нудьгувати в цю святкову пору не вдасться нікому. На святковому ярмарку, просто у вас на очах, приготують традиційні страви української та галицької кухні, які ви зможете покуштувати. Тут будуть і шинка й сало всіх видів, і шашлики й ароматні смажені ковбаски, і свіжоспечені торти, пляцки й тістечка. Щоб запивати цю всю смакоту вам наллють і пива, й медовухи, і глінтвейну, або просто гарячої кави або чаю. Синоптики обіцяють на цю пору легкий морозець, тож кожен сам вибере собі спосіб, щоб зігрітись.

Серед зимових видів спорту ковзани сьогодні, мабуть, займають перше місце за популярністю в європейських містах і Львів вирішив у цьому не відставати – традиційно, починаючи з 2008 року штучна ковзанка встановлюється в центрі міста біля ратуші. Спеціальні високотехнологічні холодильні системи використовуються для того, щоб ковзанка могла працювати навіть якщо температура повітря підніметься до +15! Крижане поле чекає прихильників здорового способу життя в період з грудня по березень щодня з 10:00 до 22:00, тут можна позичити собі ковзани, якщо ви не маєте власних. Ціна, як на наш час, не є захмарною і на льоду постійно присутні досвідчені інструктори, які з задоволенням допоможуть новачкам освоїти цей прекрасний спосіб пересування.

Одним з найоригінальніших і яскравих зимових свят у Львові, безперечно, є "Свято Пампуха", де кожен може побачити, як пампухи готують, смажать, начиняють, посипають цукровою пудрою, чи поливають шоколадом, а потім із величезним задоволенням тут таки й з’їдають. І нехай кав’ярні та ресторани міста заманюють своїми наїдками й напитками, найкраще атмосферу свята передає маленька золотиста грудочка тіста, засмаженого в олії згідно з тисячолітньою традицією. Сучасні фотокамери та всюдисущі смартфони дозволяють зберегти зображення і навіть звук, але дух свята, його настрій, може зберегтись лише у людській пам’яті, тож зробімо так, щоб свято у Львові запам’яталось надовго!

Lviv’s-own talented Oksana Mukha invites Leopolitans and guests of the city to her “Unplugged” Christmas concert at Lviv’s magical Lviv Philharmonic Theatre on January 22nd. This festive concert event will feature old-time folk songs, seasonal carols, and other holiday favourites. Mukha was born in Lviv and studied at the city’s Solomiya Krushelnitska music school. After graduating from the Lviv Music Academy in 2005, she released her first album (Halychanka) alongside the Dudaryk Nazavzhdy art union. By 2010, she came out with her first solo album (RE:SHETO) featuring creatively arranged folk songs and classics. Soon after, she was crowned champion of the Kvitka Cisyk Ukrainian Romances International Vocal Competition. At the “Unplugged” Christmas concert, Mukha will showcase traditional folk songs in her own unique way. Her rich voice flows through the lyrics and resonates with each passing melody to deliver an authentically unique Ukrainian acoustic experience. Leopolitan music lovers and guests of the city will have the opportunity to enjoy a special holiday concert on the stage of Lviv’s beautiful Opera & Ballet Theatre on January 2nd by violin virtuoso Oleksandr Bozhyk. A native Leopolitan, Bozhyk is a popular violinist and composer and is known for winning several international and national contests, including season 2 of Ukraine Has Talent! REMEMBERING KVITKA CISYK December 20th, 17:00 and 20:00 at the Lviv Opera & Ballet Theatre (28 Svobody Ave.) A special charity gala concert honouring the incredible Kvitka Cisyk will take place at Lviv’s magnificent Opera & Ballet Theatre on December 20th. Cisyk was born in the USA to a family of Ukrainian emigrants. She studied at the New York Conservatory, where she mastered vocal technique and perfected her voice. Never forgetting her roots, she recorded two albums of Ukrainian songs: Kvitka, Songs of Ukraine; and Kvitka Two Colors. She was planning to record an album of lullabies too,

however she died of breast cancer 18 years ago before finishing the album. The concert will feature the likes of Pavlo Tabakov, Oksana Mukha, Sofiya Slyvka, Ivanna Chernivska, and Orest Tsymbala, who will perform some of Cisyk’s most popular hits. TANGO REMOLINO DJ FESTIVAL December 29 – January 8, Hotel Dnister (6 Mateyka St.) Lviv’s swanky Hotel Dnister will host a series of tango-flavoured events at the annual Tango Remolino festival for 11 days over the holidays. Remolino is all about enjoying every moment, whether it be on or off the dance floor, but the dancing is expected to take centre stage. Highlights will include a series of day and night ‘milongas’, featuring some of the most accomplished DJs in Europe, including: Norway’s Birger Haugdal, Portugal’s Carlos Cabral, France’s Vincent El Ghouzzi, the Netherlands’ Alejandro Vicente-Grabovetsky, and Poland’s Marcin Blazejewski. The ‘tango DJ’ seems

to have almost divine powers! They lead the dancers through a range of emotions, building a path toward happiness. January 9th, 17:00 and 19:30 at the Lviv Opera & Ballet Theatre (28 Svobody Ave.) Lviv’s wonderful Opera & Ballet Theatre is your home of Christmas-themed events this holiday season and one of the most anticipated is the return of Ukraine’s beloved a capella group Pikkardiyska Tertsia (PT), who will be performing hits from their many legendary albums on January 9th. Delighting audiences since the heady early days of Ukrainian independence, PT has developed their own inimitable music and performance style, and their unique blend of vocals continue to attract fans with each new concert. With six CDs already under their collective belts, as well as collaborations with musicians worldwide, the group has won fans and acclaim both at home and abroad. The Bukovel Ski Resort is Ukraine’s largest and most popular ski resort. It is designed based on European resorts with modern hotels, spas, and restaurants. There are good roads, convenient elevators and lifts, and a welldeveloped infrastructure around the resort and from December to late April there remains a good snow cover as well. Even if the weather does let you down, the site’s numerous snow guns and snowcats will come to the rescue. Today, Bukovel sports 50 km of slopes of all difficulty levels, with the longest run being 2106 metres. While it may be the youngest of Ukraine’s major ski resorts, there is little doubt that the Bukovel Ski Resort is the country’s finest, boasting plenty of exciting competitions and contests all season. This December 24-25, Bukovel will play host to the Bukovel Snowboard Race 2016. The event is open to pro riders, snowboard school students, snowboard hobbyists, and beginners alike. Featuring events in both Giant Slalom (GS) and Special Slalom (SL) in child, junior, and adult divisions, competitors will have two attempts to record their best times on the specially prepared, FIS-compliant slope. ARSIDEA: RECOGNITION BY EXPERTS, PRESTIGIOUS AWARDS AND NEW PROJECTS

ondon’s lavish Marriott Grosvenor Square Hotel was the scene of the International Property Awards & European Property Awards on October 27th. For 25 years, well-respected experts in the architecture, design, and real estate industries celebrate achievement and creativity in the fields of modern architecture by selecting projects for their prestigious awards. This year, Lviv’s-own ARSIDEA was recognised with two such awards: Best Private House Interior for a cottage in the village of Shidnytsa, and Top Leisure Interior for the Celentano Ristorante at Lviv’s Ibis Styles hotel complex. All the projects were evaluated by 70 honorable experts: UK’s top-managers of the commercial and residential real estate companies, architects, designers, journalists.

Design of the iconic coffee shop The ARSIDEA Design Studio has worked on over 150 projects since forming in 2004. One of their newest projects is over at the newly-renovated CABINET coffee shop /reading room. Located in the historical part of the city on Vynnychenko St., the house used to be the functioning news desk of the Narodny Chasopys local newspaper and later as the headquarters of the Książnica Atlas educational publishing house, before being converted to the Radyanksa Shkola publishing house during Soviet times. After independence, the place was turned into the popular At Yuriy Kulchytsky’s coffee house – which helped Europe and Lviv develop coffee-drinking culture – before morphing into the CABINET in 2006. In 2015 CABINET was closed for reconstruction, which was done by ARSIDEA and lasted till November 2016.

Traditions revived! Theming the venue as a reading room was easy as the mansion oozes in the aura of old and new books. Working together with architects, constructors and designers ARSIDEA modernised the venue with a shining splendour

thanks to the spectacular new design and numerous additions to the décor, including: cage lamps, books, candleholders, and one-of-akind modern kitchen equipment. Furthermore, outside the cage lamps, all of the interior elements – furniture, forged units, decors – were made right here in Ukraine. The venue boasts of books everywhere – on shelves, in alcoves, as wall decorations – even the stairs feature book covers! You can read them there, or even take them home with you! ARSIDEA has successfully united Lviv’s coffee-drinking culture with its history and tied it to the iconic CABINET coffee house, creating another exciting venue on Lviv’s culinary map.

STUDENTS flock to Polish universities

LVIV OPINION The number of foreign students enrolling at Polish universities continues to grow year-on-year and currently includes representatives of 157 countries. The largest single group comes from Ukraine and totals 30,589, representing 54% of the total number of foreign students currently studying in the country. This unprecedented growth in the Ukrainian undergraduate community is the product of the current domestic instability caused by Russia’s hybrid war in Crimea and eastern Ukraine, but it also stands as testament to the growing reputation of Polish institutes of higher education.

Polish academic pedigree Polish academic traditions date back to the 14th century, when the Jagiellonian University of Kracow was established in 1364. This academic pedigree has produced some of the world’ greatest minds. Poland’s Nicholas Copernicus, who was born in Toruń, is widely acknowledged as a symbol of the scientific revolution that changed international perceptions of the world we live in and its place in the wider universe. Polish universities are a fully integrated part of the European education space while offering studies at relatively low costs, making them an attractive option for an increasing number of young people from around the globe. All the leading Polish universities currently offer programmes taught in English covering disciplines including medicine, engineering, humanities, business and finance. Foreign students can also study in Polish – there are many ways to learn the language including yearly preparatory courses offered all over Poland.

Ukrainian students dominate international community Poland’s foreign student contingent has been steadily expanding for the past decade. In 2006, the total figure was just over 10,000. This has now climbed to over 57,000 – or more than 4% of all students studying at Polish universities. Over half of these foreign students are from Ukraine, making them by far the dominant community among Poland’s international undergraduates. While Ukrainians account for 54% of all foreign students, the next national group are Belarusian students, who make up just 8% of the international total. These figures represent a major increase in the number of Ukrainian students in recent years. In 2012, the largest contingents of international students came from Tajikistan (18.9%), Thailand (13.6%) and Egypt (7.7%). At the time, Ukrainians made up just 4.8 percent of the overall international student community. The academic focuses of foreign students in Poland are management (12.25%), medicine (11%), international relations (8.81%), tourism and recreation (7.15%) and economics (6.24%).

Beautiful Krakow is one of Poland's most popular university cities. Ukrainians currently make up more than half of the international undergraduate population following a huge rise in Ukrainian student applications since 2014

The Polish education system allows for both state and private institutions of higher education. To qualify for admission, any applicant must hold a maturity certificate. Each individual institution determines its own detailed rules of admission autonomously. According to the Higher Education Act of 2005, syllabuses in all fields of study except law, pharmacy, psychology, veterinary medicine, medicine, and dentistry are taught on a two-cycle basis. The third cycle, doctoral studies, is only open to those who hold the academic title of Master (magister) or an equivalent title or degree.

MORE THAN HALF OF THE INTERNATIONAL UNDERGRADUATE COMMUNITY STUDYING AT POLISH UNIVERSITIES HAILS FROM UKRAINE Doctoral studies last four years but may be shortened or extended depending on the subject matter. Poland takes an active part in the Bologna Process, which aims to foster a broader European Area of Higher Education. Thanks to the ECTS (European Credit Transfer System), students with Polish higher education can enjoy full European mobility and continue their education in other countries. The goal of the Bologna Process is to simplify procedures for comparing educational qualifications from different participating countries in order to allow students to receive credit across borders and benefit from greater flexibility. Polish institutions of higher education are also engaged in the international exchange of students. Programs like SOCRATES/Erasmus, bilateral agreements, and the individual activities of schools all contribute to the development of contacts between Polish and foreign higher education institutions. Polish Ministry of National Education regulations determine which foreign academic qualifications Polish institutions of higher education are able to recognize. On the webpage of the Bureau for Academic Recognition and International Exchange (www.buwiwm.edu. pl) you can find the legal regulations concerning validation of diplomas received abroad, including a list of countries with which Poland has signed agreements for the mutual recognition of diplomas. If a given diploma is covered by such an agreement, it is automatically validated in accordance with the content of the agreement. If a given diploma/certificate is not covered by an interstate agreement, or was issued in a country with which Poland has not signed an agreement regarding the mutual recognition of educational levels, then it becomes the subject of the Decree regarding the nostrification of diplomas acquired abroad. Diplomas falling into this category need to be presented at the local Ministry of Education Office (Kuratorium). SOCIETY 25 YEARS SINCE POLAND RECOGNISED UKRAINIAN INDEPENDENCE The Strategic Partnership in Times of Crisis conference, dedicated to the Polish recognition of Ukrainian sovereignty 25 years ago, was held at Lviv’s Ivan Franko National University’s Hall of Residence on December 2nd. Poland was the first country in the world to recognise Ukrainian independence. The event was attended by honorary doctors and professors, lecturers and students of the university, diplomats, and clergy. Representatives from military, government, and charitable organisations were also in attendance. Attendees were particularly interested in the speech from Bronisław Komorowski, a Polish politician and historian who served as President of Poland from 2010 to 2015. In his address, Mr. Komorowski spoke about the achievements, challenges, and perspectives of the European Dimension of the Polish-Ukrainian strategic partnership: “We need to strengthen [our] Western community, including NATO and [the] EU. Moreover, we need to strengthen our countries, our agriculture and army, [and to] create cooperative and amicable neighbouring relationships as well as elevate [our] moral and civic position. This is the foundation of fruitful and successful coexistence between the countries.” On December 3rd, Franko University played host to the Grand Opening of the Parliamentary Assembly of Ukraine and Poland. Before the official ceremony, members of the assembly visited the military hospital of soldiers wounded in the ATO zone. Members of the delegation also visited Lviv’s Lyachikiv cemetery where they laid flowers at the tomb of the fallen soldiers, the memorial of the Eagles, the grave of Ukrainian Galician Army soldiers, and the tomb of ATO soldiers. У своєму виступі пан Коморовський розповів про досягнення, проблеми та перспективи європейського виміру польсько-українського стратегічного партнерства: "Нам необхідно зміцнювати [наше] західне співтовариство, в тому числі НАТО і ЄС. LVIV GETS ITS FIRST FAST TRAM LINE While Ukraine’s trams still have a long way to go to catch up to “European standards”, Lviv has taken a small step toward that goal with the launch of a new tramline to Sykhiv on November 17th with the assistance of the European Bank for Reconstruction and Development (EBRD) and German grants. Sykhiv, a large residential district in the south of the city that features many highrise apartment buildings, was originally designed in the 1980s to feature a fast tramline to the city centre. The plans called for several new lines around the city, including underground sections in the city centre. However, with the fall of the Soviet Union, these plans were scrapped. Dreams of a fast tram network, with the much-needed connection to Sykhiv, resurfaced after Ukrainian independence. The area was connected to the city centre by trolleybus line in 1997 and construction on the new tramline began in 2008, before being

delayed due to lack of money. The project for the long-awaited connection was green-lit again in 2011 when external funding was obtained and work on the route began in earnest in July 2014. Finally, on November 17th, the Sykhiv-City Centre tram first opened its doors to passengers. For now, the route will run from Soborna Square to Dovzhenko Cinema, but by year-end the trams will run to the terminus at Vernadskoho St. Each day will see 13 trams run to Sykhiv at intervals of 5-6 minutes. Seven of the trams feature the brand-new Electron carriages that were purchased just this year. The trams are scheduled to run from 6:11 to 00:05, but there are rumours that the tram may run right around the clock. According to Lvivelectrotrans, it should take 25-30 minutes for passengers to reach city centre from Sykhiv by tram.

ПЕРШИЙ ЛЬВІВСЬКИЙ ШВИДКІСНИЙ ТРАМВАЙ Українcьким трамваям ще належить пройти довгий і складний шлях, щоб наздогнати "європейські стандарти", а Львів, за сприяння Європейського банку реконструкції та розвитку (ЄБРР) і німецьких грантів вже зробив важливий крок на шляху до цієї мети з запуском нової лінії на Сихів 17 листопада. Обширний житловий масив Сихів у південній частині міста з його численними багатоповерхівками був запроектований ще у 70-і роки минулого століття, а почав будуватись у 1980 році. В планах також був швидкісний трамвай до центру міста. В тих амбітних планах також були й підземні лінії, що мали нагадувати метро, проте, з розпадом Радянського Союзу, плани довелось згорнути. До теми швидкісного трамваю на Сихів повернулись після проголошення незалежності України. Сихів спершу зв’язала з центром міста тролейбусна лінія, відкрита 1997 року, будівництво нової трамвайної лінії

почалось у 2008 році, але постійно затримувалось через брак коштів. Зовнішнє фінансування довгоочікуваного проекту було отримано в 2011 році, а конкретні роботи на маршруті почались в липні 2014 року. І, нарешті, 17-го листопада, трамвай нового маршруту "Сихів-Центр" вперше відкрив свої двері для пасажирів. Поки що маршрут працює від пл. Соборної до кінотеатру ім. Довженка, але до кінця року трамваї курсуватимуть до запланованої кінцевої зупинки на вул. Вернадського. Кожного дня на маршрут виходять 13 вагонів, з яких 7 – це абсолютно нові вагони Electron, що рухаються з інтервалом 5-6 хвилин. Розклад руху нового маршруту – від 06:11 до 00:05, але ходять чутки, що трамвай може ходити цілодобово. Як інформує "Львівелектротранс" дорога з Сихова до центру повинна зайняти 25–30 хвилин. XVI FESTIVAL “JAZZ BEZ”

Lviv festively kicked off this year’s Jazz Bez Festival on December 2nd. Featuring musicians from around the world, this year saw the festival expand to several Ukrainian and Polish cities, including: Kyiv, Kharkiv, Ternopil, Uzhhorod, Rivne, Ivano-Frankivsk, Lutsk, and Kramatorsk in Ukraine; and Warsaw, Lublin, Wroclaw, Przemyśl, and Białystok in Poland. Leopolitans and guests of the city were delighted with this year’s rich programme, which included groups such as: Luxembourg’s Pol Belardi Quartet; Letters From København, featuring Spain’s famous drummer Carlos López; and Ukraine’s very own Andrew Arnautov Project. Jazz lovers were also treated to concerts by Ukrainian jazz patriarchs Dzyga Jazz Quintet, the Polish-Ukrainian Karnas-Gnydyn Quartet, and Jazz nad Odrą Festival winners Skicki-Skiuk. As a special treat to festivalgoers, organisers arranged performances by future jazz band New Brain Trio & Michael Balog as well as the Budniak/ Bakovsky Intermedium Quintet – a group composed of young musicians from Poland, Moldova, and Ukraine. Over and above the concert schedule, the festival saw popular musical workshops led by legendary American bassist David Friesen and Polish vocalist Grzegorz Karnas. The highlight of the festival came at the gala concert at the Lviv Philharmonic Theatre (7 Chaykovskoho St.) on December 11th, which featured a joint performance by American free-jazz musician Ken Vandermark, German percussionist Klaus Kugel, and Ukrainian double bass player Mark Tokar.

XVI ФЕСТИВАЛЬ "JAZZ BEZ" Львівський традиційний фестиваль "Jazz Bez" вже в шістнадцяте розпочався 2 грудня, об'єднавши на своїх сценах як всесвітньо відомих музикантів так і молодих початківців. Перед любителями джазу також виступили група Skicki-Skiuk, переможець фестивалю "Jazz nad Odrą", патріархи українського джазу Dzyga Jazz Quintet і польсько-український музичний проект Карнас-Гнидин квартет. Спеціальним музичним бонусом від організаторів фестивалю стали виступи NEW BRAIN TRIO & Міхаель Балог (future jazz) а також спільний джазовий експеримент молодих музикантів з Польщі, Молдови та України Budniak/Bakovsky INTERMEDIUM QUINTET. Крім основної програми фестивалю також відбулись майстер-класи легендарного американського бас-гітариста Девіда Фрізена і польського вокаліста Гжегожа Карнаса. А кульмінацією фестивалю стане гала-концерт 11 грудня у Львівській філармонії, (вул. THE AUTHENTIC UKRAINIAN COSTUME MUSEUM On December 1st on the 4th floor of Lviv’s glamorous TM "Opera Passage" festively opened private museum of authentic Ukrainian costumes. The authentic Ukrainian costume museum features private collection of recognized Leopolitan folk artist, Roksolyana Shymchuk, who started collecting embroidered outfits in 1989. The museum shows the craftsmanship, artistry and passion that created the Ukrainian traditional costume. The collection encompasses a cross-section of local traditional dress and folk art per region. Each region has its own garb, with variations in different villages or stages of life, such as marriage and mourning after a death. The museum houses hundreds of costumes, each

decorated with motives and in colors characteristic for a specific region. The museum is open daily from 10 till 19 for everyone with an interest in Ukrainian folklore. The collection provides an overview of the most important local costumes worn by everyday people in the past, and still worn in some villages today. Come visit this enchanting place and discover this remarkable aspect of Ukrainian cultural history on the basis of the folk costumes and stories!

Експонатами цього унікального музею стала приватна колекція відомої народної художниці Роксоляни Шимчук, яка почала збирати вишиті строї ще в 1989 році. В музеї можна побачити всю майстерність, артистизм і пристрасть, які й створили український традиційний костюм. Колекція – це ніби зріз традиційного одягу і народного мистецтва по регіонах. Кожен регіон має свій власний стиль одягу, з варіаціями від села до села або за різними етапами життя, як от шлюб чи траур після смерті. У музеї зберігаються сотні костюмів, кожен з яких оздоблений мотивами й кольорами, характерними для конкретної місцевості. Музей відкритий щодня з 10:00 до 18:00 для всіх, хто цікавиться українським фольклором. Колекція дозволяє ознайомитись із найважливішими видами місцевих костюмів, які вдягали звичайні люди в минулому, та й досі носять в деяких селах. SYMPHONY OF DANCE PREMIERE If you’re a fan of tutus and pointe shoes, then make sure you don’t miss the Symphony of Dance at Lviv’s splendid Opera & Ballet Theatre. The ballet, which premiered on November 25th, features a combination of three beautiful classical ballets and modern dances. The sensational symphony was conceptualised by Honoured Artist of Ukraine Igor Khramov, the Artistic Director at Lviv’s Opera & Ballet Theatre dance company. The programme highlights famous one act ballets, such as: Pugni’s “Pas de Quatre” (choreographed by A. Dolin); von Weber’s “The Spirit of the Rose” (choreographed by M. Fokin); and the “Closer Than Love” ballet based on the music of Vivaldi, Handel, Gluck, and others (choreographed by A. Shoshyin). The spectacular dance event also features beautiful sets by People’s Painter of Ukraine Tadey Ryndzak and costumes by Zhanna Maletska.

ПРЕМ'ЄРА СИМФОНІЇ ТАНЦЮ Усіх шанувальників балетного мистецтва чекає нова постановка під назвою "Симфонія танцю" на сцені театру опери та балету. Вистава є реалізацією задуму заслуженого артиста України Ігоря Храмова, художнього керівника балетної трупи львівського театру опери та балету. До програми увійшли відомі одноактні балети: "Па-декатр" С. Пуньї (хореографія А. Доліна); "Видіння троянди" К. М. фон Вебера (хореографія М. Фокіна); і "Ближче, ніж кохання" на музику А. Вівальді, Г. Ф. Генделя, К. В. Глюка та ін. (хореографія А. Шошина). ХУДОЖНЯ ВИСТАВКА "ПОТЕПЛІННЯ"

Lviv’s Zefirinart Gallery was the host of Les Panchyshyn’s ‘Warming’ art exhibition, featuring 15 paintings highlighting the topic of global warming, on November 18th. The 25-year-old Panchyshyn is a Leopolitan artist, photographer, and music video director who graduated from the I. Trush Lviv State College of Decorative & Applied Arts. While continuing his education in art at Lviv’s National Art Academy, he has developed a reputation for his creative videos for many Ukrainian bands, including: Antitela, Vivienne Mort, and Rock-H. The ‘Warming’ exhibition is a nice reminder that one image or painting can speak louder than volumes of scientific data to raise public awareness about environmental problems, global warming, and climate change. Following its display in Lviv, the exhibition will move on to Kyiv and Prague.

У львівський галереї Zefirinart 18 листопада відбулась художня виставка "Потепління" Леся Панчишина, на якій було представлено 15 картин, що висвітлюють тему глобального потепління. Молодий 25-річний художник, фотограф і кліпмейкер закінчив львівський державний коледж декоративного і ужиткового мистецтва. Продовжуючи свою освіту у Львівській національній академії мистецтв, він створив собі репутацію креативними відео для багатьох українських гуртів, серед яких, зокрема: Антитіла, Vivienne Mort, і Rock-H. Виставка "Потепління" зайвий раз нагадує, що одне зображення або картина може сказати більше, ніж томи наукових даних для обізнаності громадськості з проблемами екології, глобального потепління і зміни клімату. Після експонування у Львові виставка поїде до Києва та Праги.

EBA ANNUAL GENERAL MEMBERSHIP MEETING IN KYIV On November 15 EBA Western Ukrainian Office representatives participated at EBA most exquisite C-suite event of the business calendar – the EBA Annual General Membership Meeting! Over 600 distinguished guests – EBA members, key governmental officials, close partners and friends – came together to share this moment, find out the results of the elections to the EBA Board and, of course, enjoy the festive atmosphere of the 17th AGMM. The official part of the evening started with an impressive line-up of guest speakers including Ukrainian and European Union top policymakers and influencers. EBA EVENTS EBA MEETING WITH NICKOLAS BURGE ‘Ukraine will never be ‘fully and entirely ready’ for the DCFTA or for competing with EU companies but neither were Poland, the Czech Republic, etc., when they signed and enforced Association Agreements with the EU’, Nickolas Burge, Head of Trade and Economic Section of the EU Delegation to Ukraine presented his positive vision to the business community of the Association during the Ad-Hoc meeting in Lviv.

EBA VIP NETWORKING: ESTONIAN NIGHT. On November 24, 2016 in an elegant atmosphere of CITADEL INN HOTEL the EBA Western Ukrainian Office Community and EBA partners gathered in the framework of the EBA VIP Networking: Estonian Night. The event was dedicated to the gala reception of Gert Antsu, Ambassador of the Republic of Estonia to Ukraine and the visit of Jaan Heinsoo, Head of CEE Representation Estonian Investment Agency, to Lviv. Besides, he drew public’s attention to the progress of Ukraine in implementing reforms, noting that it is crucial not to slow down the pace and be more patient in expecting the results. Finally, Nicholas kindly shared his advices regarding entrance of Ukrainian companies on EU markets and introduced resources, which will be helpful in this process. At the end of the meeting participants enjoyed heated discussion with Nicholas concerning topical issues, taking place in the world nowadays. During the meeting the panel discussion on doing business in EU moderated by Markiyan Malskyy, Partner at Arzinger law firm, Honorary Consul of Austriа was held. Among the panelists were Gert Antsu, Jaan Heinsoo, Tanel Olek, Sales Director of TechnopolisÜlemiste, Julia Miserva, Deputy Chief Accountant of Leinonen Ukraine, Artem Berman, Co-Founder of StarWind Software and Tarvi Martens, Head of Estonian Electronic Voting Committee. The guest shared the information on how to open the business in Estonia, their experience of implementing the E-Systems in governmental and business spheres and how they succeed to take 12 place in Ease of Doing Business. As the result of the discussion the dream of having the opportunity to use such kind of citizen’s friendly online services in Ukraine was mentioned by the particicpants.

EBA EVENTS SUCCESS IN ACTION. YARYCH On Friday 25 November business community of the Association visited the confectionary ‘Yarych’ within the framework of the project ‘Success in Action’. Except exiting factory excursion the participants had an opportunity to speak with Oleg Klimchuk, co-owner of the company and Oleksandr Levosiuk, CFO. Among other things, Oleg Klimchuk shared some secrets of the production and future plans: ‘we export our products to the EU market, in particular to Poland. Sometimes this market is even more active than the domestic Ukrainian. Soon Yarych biscuit will be available also in China. In addition, we consider African market as a potential one.’

Participants left the confectionary not only with useful information, but also with sweet gifts from "Yarych" and "Rozalini". We sincerely thank Oleg Klimchuk and Oleksandr Levosiuk for dedicated time and useful information! We wish you success in the implementation of all ambitions!

Q: Dear Markian, My company operates on Ukrainian market for over 7 years. In 2017 we expect to enter the international market and to conclude contracts with several contractors from European countries. Could you please advise what the features of commercial contracts with foreign contractors are? Economic activities with participation of foreign contractors are covered in Ukraine by the term "foreign economic activity". Contract is one of the main grounds to the foreign economic activity. Such a contract has few features.

1. Parties: one of the parties is a foreign entity (person). We advise you to check whether the entity (person) signing the contract is the one with which the negotiations were conducted. 2. Place: the contract can be conducted and act both in Ukraine and abroad. 3. Form: the contract with foreign contractors shall be concluded in simple written form unless otherwise is prescribed by law or international treaty. 4. Content: parties have to define clearly the scope of the contract. 5. Choice of law: the law shall be chosen by the parties in the contract, unless otherwise is prescribed by law. There are also some mechanisms prescribed by law to determine the law to be applied in case the parties have not chosen it in the relevant contract but we do not advise you to rely on this provision. At the same time, we do not recommend you to choose more than one law to be applied to the contract. 6. Terms: we advise you to set terms for every action according to the contract. 7. Transfer of documents: it is often prescribed in contracts which documents should be transferred (for custom clearance etc.). We recommend you to take into consideration the advantages as well as disadvantages of the international arbitration (rights of the parties, costs, terms etc.). 8. Choice of place of dispute resolution: parties have right to choose freely the institution competent to resolve disputes arising from the relevant contract. 9. Payments: the state may establish certain additional rules for conducting of payments. So, upon legislation of Ukraine, revenue of the residents in foreign currency shall be transferred to their currency accounts no later than 180 calendar days from the date of customs clearance of exported products (or signing of the act or other document confirming the execution of works, services, export of intellectual property). According to the Decision of the Board of the National Bank of Ukraine No. 386 of 14th of September 2016, for a period of three months, the above terms were reduced to 120 days. 10. Special sanctions for violating: fines, individual licensing regime, temporary suspension of foreign economic activity etc. 2011–2016

Red Hot Shakhtar Caps Undefeated 2016 at Arena Lviv

Lviv’s adopted football stars Shakhtar Donetsk continued their magical Europa League play in 2016 with another victory at the city’s sparkling Arena Lviv. Having already secured qualification to the Europa League playoff round, the Miners still came out to convincingly discard Turkish side Konyaspor 4:0 in front of over 10,000 fans on November 24th. Four different scorers found the net, including man-of-the-match Bernard, who notched his 2nd marker of the campaign. Shakhtar has a sterling 9-0-2 record in Europa League action at Arena Lviv in 2016, which saw the squad make it all the way to last year’s semi-final before falling away at Sevilla. The team is red hot this year – on top of their perfect 5-0-0 record in Europa League group stage action, the Ukrainian giants sport an undefeated 14-0-2 record in Ukrainian Premier League play as well. Shakhtar closes out the group stage away at Braga on December 8th before finding out their playoff opponent at a draw on December 12th.

Dance Sport: Lviv Open Cup Championships The Lviv DanceSport Open Cup Championships, organised by Lviv’s ‘Aelita’ dance club and the Ukrainian Sport Dance Association, were held at Lviv’s Gratsya Sport Complex at the Pivdenny mall on November 19–20. A variety of dance programs at the event attracted over 500 dancers from across Ukraine and from as far away as Poland, Moldova, and Italy.

Sumo: Lviv’s Inaugural Sumo Cup Lviv’s Halychyna Sport Complex was the site of Lviv’s first-ever Sumo Open Cup on November 19th. Sumo is Japan’s national sport and is a traditional style of wrestling that originated out of a competition to entertain Japanese noblemen. Organised jointly by the Lviv Sumo Federation and the ‘Evolution of Society’ charity, Western Ukraine’s only sumo tournament attracted athletes from all over Ukraine and as far away as Poland and Azerbaijan. Men and women competed in an open weight division, making for some entertaining bouts between fighters of radically different sizes. The tournament’s highlight came when Poltava’s Mariya Drboyan upset Kyiv region’s world champion Ivanna Berezovska.

Сумо: Відкритий кубок Львова Львівський спортивний комплекс "Галичина" став місцем першого в історії Відкритого Кубку Львова з боротьби сумо 19 листопада. Сумо є традиційним стилем боротьби і національним видом спорту в Японії, що виник як розвага для японських аристократів. Організований спільно Львівською Федерацією сумо і благодійним фондом «Еволюція суспільства», єдиний в Західній Україні турнір сумо зібрав спортсменів з усієї України а також з Польщі та Азербайджану. Чоловіки й жінки змагалися у відкритій ваговій категорії, що робить видовищними поєдинки між борцями радикально різних розмірів. Найцікавішим моментом турніру стала, безсумнівно, перемога полтавчанки Марії Дрбоян над киянкою, чемпіонкою світу Іванною Березовською.

Motocross: Lviv Open Cup Championships Lviv’s legendary Mayorivka racetrack played host to a series of motocross competitions on November 20th. Formerly renowned as one of Europe’s most difficult tracks, Mayorivka was recently reopened by motorcycle enthusiasts of Lviv’s ‘Drive’ club after nearly 20 years! Organised by Lviv’s ‘Mayorivka Moto’ club, the event drew competitors from across Western and Central Ukraine. Participants faced off in a number of different categories: professional, amateur, adult, junior, children, and women. The highlight of the event was the off-road race of quads and trikes through treacherous swamplands in the track’s famed Mayorivka wood line.

Відома як одна найскладніших у Європі, траса недавно була відновлена завдяки зусиллям членів львівського мотоклубу "Драйв" через майже 20 років забуття. Організована клубом "Майорівка Мото", ця подія зібрала учасників з усієї Західної та Центральної України. Учасники змагались у кількох категоріях: професіонали, аматори, дорослі, юніори, діти і жінки. Родзинкою заходу стали перегони позашляхових квадроциклів і мотоколясок через підступні болотисті терени навколо Майорівської траси.
