The UK General Election is upon us and Jávea’s own election to decide how the town will be run for the next four years follows close behind. There has been lots of support and interaction with the exPat community across the parties, in a way that I don’t ever remember seeing, at this level, before - which is a clear demonstration of how this coalition led Ayuntamiento has changed the face of Jávea so that it looks forward rather than dwelling in the past. Let us hope that great work done by so many of our current councillors across all parties, in the last four years, is rewarded with election results that sustain the value that they have placed on our community and which carries forward the projects still to be completed. Dear Friends; Once again, just as I have been doing over the past four years, I am writing to you through this media, which the management of the Grapevine so kindly provides to me as your Mayor. This month is no exception to what has been my usual workload over the past years, with 168 appointments noted in my diary. It is difficult for me to summarise; but I’ll give it a go! March started off with my attendance at the Race for Women, when funds were raised for the fight against breast cancer. I was also fortunate to receive the visit of several distinguished visitors during this time, in particular two French mayors who were interested in my work at the Town Hall, and our method of communication with our foreign residents. I also received the visit of Patxi López, my colleague in the PSOE, and the former President of the Basque Country, with whom I had an interesting conversation about the future, but also about the past. He told me how bad it had been during the time of ETA’s terrorist activities. He, like many colleagues in my party, received death threats, but is proud to have been the President who brought an end to the terrorist group.

One of the marvellous acts that I attended was the Juan Antonio Samaranch award ceremony honouring our tennis player David Ferrer. An emotional ceremony held at the Valencia Tennis Club. As usual I have been doing my work in the Alicante Provincial Government, working for XĂ bia and the entire Marina Alta. I can report to you about the work being undertaken by the Provincial Government at no cost to the Town Hall: the roundabout on the Avenida del Arenal, and the playground in Pinosol Park both of which are making good progress. Furthermore, with the sponsorship of AMJASA, we are continuing our policy of supporting and cooperating with our local young people, by renewing the help we provide to our Paralympic sailor Rafa Andarias, who is obtaining great results at both the national and international level.



I was also present at the gala of the Marina Alta business community when the president Sonja Dietz, retired. I’ve also been doing something that I really enjoy, visiting schools and sharing the activities of our younger people. During the month I had question and answer sessions with the pupils of Colegio del Arenal, Marìa Inmaculada and Xàbia International College. I was also present at the spectacular Batukada organised by the children of our town. Presenting trophies for the Fishing Championship, the Business Women’s charity events, and many more.... Public safety is such an important issue; I maintain constant contact with the head of the local police. The plenary session of the Town Hall on March 10th was one of the most difficult and heart-breaking which I have experienced; I convened an extraordinary session to condemn the murder of a young woman at the hands of her husband. At this session I read out a manifesto in support of the family of the woman, her children, and against violence; especially that perpetrated against women. Participating in fiestas and cultural events is also a regular activity for me. The Palm Sunday Procession, Holy Week events, the presentation of books, the opening of the craft fair, etc ...

Supporting the Community In April, the mayor, José Chulvi, with Juan Luis Cardona, signed two new collaboration agreements between the Ayuntamiento de Javea and two Community Organisations. First the Council has pledged help of 5,269 euros to the Club Náutico Jávea, to assist the Sailing School. The Town Hall has also awarded a grant of 900 euros to Alumni Association of Escuela Permanente de Adultos (EPA) of the villa.

The Coalition of XD and CpJ have finalised their list for the Municipal elections on May 24th with seven expat women in the line-up. Many are well known in the community. The expat representation is led by Amanda Dean at No. 4 on the list. A former JĂĄvea councillor she has worked as the deputy head teacher of XIC, XĂ bia International College and has taught for 22 years on the International scene. Amanda has worked energetically for environmental protection and cultural integration & set up a pioneering project of cultural & linguistic


exchanges between the XIC and the local secondary school. Amanda has lived in Javea for some fifteen years and served on the Town Council for six before stepping down, in 2009, for personal reasons. She had special responsibility for the implementing of the Agenda 21 programme as well as being responsible for environmental protection and Citizen Participation. Amanda is also a music lover and has performed as both a singer and actress, professionally for some years.


Yvonne Henry, No 9 on the list, is the very familiar face of the Help Desk for just over three years. British by birth, Yvonne arrived in Jรกvea in November 1980. She has held numerous jobs for which her experience in problem solving has been essential. Yvonne is a very keen tennis player. She participates in the Senior League playing in matches involving the numerous tennis clubs along the Costa Blanca. Lorna Ainsworth (No. 10) was one of the founder members of XD. Energetic & vivacious, the former nurse and senior NHS manager was also appointed as a Magistrate in the UK and was a successful model on the International fashion scene for many years Linda Macgillicudy is the present, very popular, XD Membership secretary and shares an interest in music with husband Des. Marja Christina De Graaf E.v. Schermarcher, Amanda Philips and Rosa Mansell are also standing.

Spain to invest €421 million in aquaculture Spain’s Minister of Agriculture, Food and Environment, MAGRAM, Isabel Garcia Tejerina, announced that 421 million Euros will be allocated to the Multiannual Aquaculture Strategic Plan 2014/2020. The plan outlines how aquaculture will be conducted in coming years in the framework of the new EU Common Fisheries Policy (CFP) and the European Maritime and Fisheries Fund (EMFF). Strategic guidelines: Simplify and standardise the legal and admin framework; Reinforce representation from the sector; Increase Spanish aquaculture production by improving sector planning, and Select new areas of aquaculture interest. Jávea among the 50 towns worst hit by the crisis in Spain The CSIS (Centre for Scienctific Research) has produced an atlas of the crisis and calculated various indices to gauge how badly various towns have been hit. Jávea is considered to have suffered a “major impact”. Hardest hit were towns which based their tourism on massive and dense construction of secondary residences for middle class population. There is still a surplus of properties - Denia alone has 26,000 vacant properties. Less hit were those with a more diverse economy, renewed industry, an export capacity, & a basis for innovative business. These towns tended to be in the Atlantic coast Provinces and Navarra. Benidorm - officially not a tourist town According to the law, to be classified as a Tourist town second residences must outnumber primary residences. Benidorm fails this test, despite contributing 1% to Spain’s GDP (10% of Valencia). As a result, it is not entitled to extra funding to cover services to cater for any more than its 69,000 padron registered inhabitants. Benidorm has a floating population of 150,000 and more than 400,000 people flock there in the summer to enjoy the beaches and nightlife. Security is a problem, since the number of police it is able to employ is based on the registered population. A bill to modify the law failed to pass in the Congress of Deputies. From: El País

Complaints about the aesthetics of the new Port Plaza Residents have collected signatures to write to Xàbia Mayor Chulvi denouncing the design of the new public space in the Port, the Maruja Varó plaza. People consider the design to be pretentious, harsh, de-humanised, hot in the summer, and cold in the winter, with few plants and not taking into consideration the history or character of the area. Accepting that the plaza was built in good faith, and that it can’t be demolished, they ask that abundant vegetation should be introduced, with pergolas covered with climbing plants to provide shade in the summer, a refreshing water feature, references to Port and neighbourhood history, and seats and cor-


ners so that everyone can sit and appreciate the natural beauty of the beach and bay. La Marina Plaza Massive fraud in recycling of appliances The Consejo de Estado (Spanish Council of State - the supreme consultative council of the Spanish Government), has accused appliance manufacturers of being involved in a massive fraud over the past decade. Manufacturers are obliged to charge a fee of between 5-30 Euros to pay for the recycling their old appliances, (“polluter pays” principle) but the suspicion is that the law has been ignored, the appliances sent to scrap, or sold to illegal scrap merchants who do not have the facilities to deal with toxic waste,

and the money used for other investments. It is estimated that two thirds of the appliances end up as illegal scrap. The result is that Spain is near the bottom of the European recycling league (ahead only of Romania and Greece). In 2012, 3.3kg of electronic waste per inhabitant per year was collected in Spain, six times less than the figure for Norway (20kg). A “sting” operation carried out by the consumer organisation tracked 16 appliances left at collection points - only four completed their journey to approved recycling plants. There are moves to identify each appliance with a registration number so that its fate can properly be tracked. This will require monitoring by each autonomous community.

Valencia rejects private parking project for the Port The Ministry of Infrastructure has rejected a project proposal by a Madrid company to set up paid parking in La Caleta in the Port during the peak summer and easter weeks. This rejection is based on objections raised by the Xàbia Town Council which pointed out how this would add to congestion in the area, and reduce the already limited number of free parking spaces in the Port. They also stated that in view of the planned re-organisation of the Port, the issue of parking should be addressed in a comprehensive manner. Also that the Port is not an isolated entity, but a part of urban area, and any intervention should take that into account. From XAD


An “Energy Cheque” for low-income families The Valencia Government is to introduce an “Energy Cheque” worth €100 for families having dependent children under 18 and a household monthly income not exceeding €532 per month. The estimated cost will be €1 million, and the scheme will be run by an NGO, which will be selected by competition. Experts have advised diversifying the tourism offering: devel-

oping urban tourism, gastronomy, culture, shopping etc. and to try not to depend too much on one market, the UK, for example, comprises a third of foreign tourists and their numbers have fallen 10% so far this year. Other tourism markets such as China and India, which are not focused on “sun and sea” should be pursued. The Chinese, Russians and Brasilians also spend more (€600 per day) than the Germans and Brits (€100 Euros). From Las Provincias Low cost dominates flights to the Valencian Region creating fears this will affect quality tourism. Seven of every ten travellers flying into the Valencian Community arrive on low cost airlines.


The tourism sector creates 20,000 jobs and foreign tourists bring in a fat €5,300 million, but there are fears that this low cost model is compromising five star tourism; the tourism of congresses and gastronomy. Valencia no longer has direct flights to London Heathrow, and cannot compete in the market for holding congresses with cities such as Bilbao which do have direct flights. Low cost tourists also spend less (92 €per pay) than those which use the traditional airlines (€116). The profile of a low cost passenger is 25-44 years old, travels with a partner (rather than a family), does not come on a package holiday, and comes mainly to enjoy the sun and sea, sports and theme parks.

However main stream airlines are having to modify their policies in order to compete with the Ryan Airs and Easyjets, and valencia needs to do something to attract the big airlines (BA, Emirates, Air France, American Airlines) back. Las Provincias Moli Blanc installs sound absorbing panels As a result of complaints and forced closure last year due to excessive sound from the Moli Blanc Nightclub, the owners have spent some €200,000 to install sound dampening panels, of the type used beside motorways in built-up areas. These panels will enable the club to pass acoustic tests and comply with noise regulations. They hope also, that the new bye laws con-

length), known as microplastics. The study found more than 80% of plastic items in the Mediterranean Sea fell into this category. “These very small plastic fragments lend themselves to being swallowed by marine species, potentially releasing chemicals into the gut from the plastics,” Dr Morritt, of the School of Biological Sciences, told BBC News. “Plastic doesn’t degrade in the environment - we need to think much more carefully about how we dispose of it, recycle it, and reduce our use of it.” for full story see: BBC news Barcelona - a Victim of its Tourism success? Barcelona exploded from 1.7 million to 7.6 million, and the number of hotel rooms grew from 10,265 to 37,069. Today, tourism accounts for about 14% of Barcelona’s economy… In this compact city of 1.6 million residents, the tourist impact is impossible to miss. Today, 79% of the people on La Rambla, the main avenue in the Ciutat Vella, are not from Barcelona; 58% are foreign tourists. Packs of bachelor and bachelorette parties from around Europe stumble through the Ciutat Vella at night, regularly vomiting in the streets and hiring prostitutes… Barcelona is not alone, and the struggle of European cities has even spawned a subgenre of documentaries bemoan-

It was a truly international affair with Spanish, British, Dutch, Polish and South American participants. One walker, having been let down for a lift, actually cycled all the way from Gata de Gorgos to join his team, covered the distance in a time that almost won the title – then cycled home again! The teams gathered at Mirador La Granadella in the gloom of an overcast and chilly Sunday early morning, some of them having dragged themselves from the warmth of their beds to catch a special coach laid on to take them to the startline. Waiting for them were a happy band of volunteers, dotted along the coast at each viewpoint acting as checkpoint supervisors as well as route marshals and support units. The Leisure teams had the additional task of meeting a series of additional challenges at a certain number of

viewpoints, ones that called for a bit of mathematical knowledge. Two teams competing in the Sport category, The Nordic Walkers and Team Mamil, made their intentions clear quite quickly and despite having started in 16th and 22nd position respectively. They were leading the way by the mid-way point and took over point in the final few kilometres, jostling for position to be the first to cross the line, if not the quickest of the day. And it would be the Nordic Walkers who would arrive as a team first, followed by Team Mamil a minute later. They were welcomed by warm applause, cold beer and a chance to have soothing foot massages by members of the Costa

Capital Gains Tax Update for ExPats selling UK property The rules affecting Capital Gains Tax obligations changed in April for exPats selling property in the UK.

In April 2015, new rules came into effect for all overseas UK property owners.

If a property was jointly owned each owner must tell HMRC about their own gain or loss.

Up until 5th April, most exPats were able to sell their final UK property without incurring Capital Gains Tax charges. Now, the rules have changed and most of us will be liable to pay tax when we make that final decision to sell up in the UK.

If you are a non-UK resident you pay Capital Gains Tax on the gain when you dispose of:

I hope you’ve all had a good Easter break, but now it’s time to get back to work and after the latest assistance requests from our clients, this article we are going to talk about some tips for avoiding Email scams and password hacking: Where shall we start? Well, basically, if an email seems too good to be true -- it usually is. For instance, why would someone in another country randomly choose you to give money to? It just doesn’t make sense. If you’re not convinced if an email is a fraud, do a check on scam resource sites to see if the sender is a known fraud. Also new internet users are better off getting a free online email account (gmail, yahoo, hotmail, etc.) rather than one that downloads emails onto their computer directly (such as MS Outlook), as they normally have far better spam filters than other alternatives. In a typical phishing scam, the scammer will send an e-mail that looks like it came from a bank. Other common Phishing schemes send spoof emails pretending to be from Ebay, Paypal or other large internet companies. The e-mail will


look official and often include a link to a fake website (that looks like the real thing) for the victim to click and enter personal information or passwords, financial information, etc. Scammers collect this data and use it for identity theft. Remember: no legitimate financial institution will ever ask for your personal or account information via email. Any email that requests such information should be deleted immediately. That is always the “tell” with any phishing scam. You should never click on a link in any e-mail that says it is from a bank. It is always best to enter the web address for the financial institution in your Internet browser and do all banking and bill paying from there. Most banks now have trust words or trust icons. Also, a good idea is to eliminate the spam, which will eliminate the “phishing.”

Avoiding Pop-ups, Unwanted Toolbars, and other Harmful Downloads is also a wise thing to do. Internet users need to understand that a good chunk of “free software” makes a profit in other ways. While some of these methods for earning a profit are legitimate, others are completely fraudulent. For example: free screensavers and smilies (which advertisements often target inexperienced and older demographics) are often accompanied by unwanted toolbars, spyware, adware or worse: viruses. You can also read reviews of software you are considering downloading. If a download has something unwanted packaged with it, you will usually find user reviews stating so. When downloading or installing software (from any source), there


will often be an option to install some sort of toolbar or other “bonus”. This option will of course be selected by default. Be sure to deselect this check box, so the toolbar will not be installed. When installing anything, be sure to read what is being installed before automatically clicking Yes or Next. We must also be aware of using strong passwords, which are at least eight characters in length, though 14 or more characters is ideal. The key to creating a good password is to choose something that is not easily guessed by others. Avoid using any part of your name or special dates (birthday or anniversary) in your passwords. A easy way to create a password is to use a pass phrase and then use the first letter of every word and punctuation.

For example, “I hate passwords; they are just too hard!” becomes “Ihp;tajth!”, which is a very strong password. To go even further, substitute a good mix of special characters (% or @) or numbers for letters, and vary the capitalized letters in the phrase: “1hp,t@j2H!”. It is also possible to just use the phrase itself, but not all Web sites will support passwords of that length (our previous example would be 41 characters), and they are difficult to type correctly every time. If a Web site limits the use of special characters, spaces, and length of the password, concentrate on varying capitalization and using numbers to substitute for letters. Well, that is all for now. Following these tips, and having your Antiviruses and Firewalls updated will ensure you’re doing the right thing regarding our email’s protection.

During their AGM in March at the Parador Hotel the members of U3A Javea were addressed by the new President of Help of Denia and Marina Alta, Candy Wright, who explained about the facilities and services Help DAMA provides. Candy outlined her ambitions to expand the services offered by Help DAMA to start new support groups for Alzheimer Carers and for Stroke Victims. Candy introduced her Vice President, Catherine Pérez Pinto, who is a member of U3A Javea and co-ordinates Help DAMA activities in Javea. U3A Javea President Stephen Burke explained, “each year the members of U3A Javea choose a local charity to benefit from their fundraising activities and Help DAMA

has been chosen for 2015. Although not primarily a fundraising organisation, throughout the year our members support and hold events to raise money for the chosen charity which also benefits from any cash surplus generated by the major annual social events.” Stephen announced that the next major event is the

U3A Javea 10th Anniversary Ball 5th June at Salones Carrasco in Javea for which tickets are now available. “I am delighted that we have managed to secure Abba Elite to entertain us” he

Here are two very simple constructions which will give your Spanish ‘wings’. One will get you talking about the future & the other about what someone is doING right now! First the ‘future’ construction. This is such a simple way of talking about the future, to say ‘I’m going to …………………………..’ When I was first learning Spanish, I thought that my Spanish teacher must be teaching us to ‘cheat’ a bit, because this was so easy!! But then a few days later I heard some Spanish neighbours using this construction & I realised that the Spanish use it too! First you need to know the verb IR – to go IR – TO GO VOY VAS VA

We were able to trace their owner but this latter did not want them back anymore. Bono is a dog with character and he does not at all understand what happened to him and why he now has to sit here in our shelter. He would definitely prefer having a new home as he would make a perfect companion for someone who is looking for a real friend. Some training would of course do him good but he is house trained and he walks well on the lead.

Her owners often left her alone and Milly, as many social dogs do wandered the streets looking for company. Milly is nine and suffers from Leishmania. This does not make it easy to find her a new owner to offer her a nice “evening of life�. She knows how to behave, she likes people and other dogs, she walks well on the lead, she loves car rides and she would be an ideal companion for an elderly couple.

female, Shelter since 26.07.2013 Boxer Mix, DOB 15.07.2011 52 cm Rosie was found on a street, in good condition, without collar. She has a strong character and she does not like other female dogs. She “can� cohabit with males though but she is not really fond of them either. We are trying to have her under control and teach her a more sociable behaviour. She is not aggressive by nature but she has never experienced a social life so far. If she had an experienced firm attachment figure she would soon become a good dog. Hopefully we can find one who would offer her a happy new life. We had to pick Pomelo up after a police call and there he was, tied to a tree on a building plot. Somebody had caught him after a couple of days of feeding. He was very scared, but jumped in our car without hesitation. At the pound he needed some time to trust us, but with some work, he will be an obedient and good dog.

Cables Over the last few weeks I have been called out to a number of installations where the clients had reported a loss of satellite signals. These callouts have happened just after the recent “rainy” spell. Although the satellite dish itself was aligned correctly and was receiving more than enough signals, the receivers all still showed “no signal” messages. This points to a cable problem. In the cases I have been called to, the installations were about 10 years old, and the problem was the same in each. The sun’s energy had deteriorated the outer cover of the satellite cable. The cable had split, and when it rained, water had permeated into the cabling, and shorted the system. Hence “no signal” messages. There is not a lot we can do about the sun, as it does tend to destroy most things that are left outside. However, it is common sense that installers try to install the cable in areas of shade to try and protect the cable as much as possible from the sun. In the same way, if a satellite cable has to


be run under or along the ground it should be protected as much as possible. I have been to a number of installations where the original installer has simply buried the cable under the stones and gravel. People walking over those stones can pierce the cable, again letting water into the cable and causing signals problems. Running the cable in protective tubing will help So if your satellite installation is about 10 years old, and or you have a lot of cable that has a lot of exposure to the sun, it may be worth checking that cable to see if there are any cracks in the cables outer covering. If necessary, get the cable renewed. Otherwise, the next time it rains you may end up with “no signal� messages, and possibly even receiver damage. Until next time, happy viewing. Rte. AMANECER: c.300m on the right, along the ridge of the headland to Cabo San Antonio (off the summit of the Jávea-Denia mountain road. The fire got rather close!). What a surprise to find this restaurant so wonderfully refurbished with a shaded poolside bar & eating area, comfortable pool-side furniture and, within, an elegant air-conditioned dining room. During their recent visit the Southampton Uni Symphony Orch. spent the whole afternoon here. All spoke very highly of how well they’d been looked after. If you don’t have a pool here is a place to have lunch and spend the afternoon (with the grandchildren?).
