José Chulvi, Mayor of Jávea Hello Grapevine friends, I’ve been looking forward to letting you know what’s been going on in March. Although I believe many of you will be aware of my news, as I try to keep you informed about my work through social networks. So far my Facebook page, Javea Mayor Jose Chulvi, has been the cornerstone of that communication, but during this month I presented my new blog, http:// josechulvi.es/en/. This new addition is intended to continue reporting matters, but also enables me to offer some comments on our town. Politically, it was the month in which I presented the Xàbia’s PSOE candidates for the municipal elections in May.


This is the first candidate list announced in our town, and I think this is a reflection of how far our work has progressed. It is a candidate list that clearly reflects the reality of our town, there are young people, some not so young, lawyers, economists, entrepreneurs, pensioners, and of course, some representatives from our non-Spanish community of residents. A list of candidates ready to continue governing XĂ bia. We have big challenges ahead and I hope we can live up to your expectations. I will work hard to continue to earn the trust of the citizens of XĂ bia.



At the municipal level I have had a very busy workload. I had 178 entries in my diary, plenary sessions, committee meetings, attention to citizens, meetings of the PSOE, cultural and fiesta events ... Lots of work, but proud and happy to do it. It’s a time for continuation, to finish everything that has been started and to prepare for the busy months to come. The May elections are very important; at stake is the future of Xà bia, not just for the next four years, but for the next two decades. We will work with seriousness, honesty and trustworthiness to justify the confidence you place in us.


I look forward to seeing you on Monday 30th March at 10.30 in the Parador where I will give a talk in English entitled ‘Achievements and Future - My Commitment to Xàbia’, it will also involve the foreign residents who are members of our candidate list.

AMJASA improve the pipe network on the Montgo. The municipal water company awarded three major works La Guardia, the Portitxol and Puchol

Jávea’s Municipal water company AMJASA, have agreed the various works that will be undertaken to improve the network this season. The first of the three projects is replacing one of the oldest pipes in Jávea, in Cami Vell de la Mar. The work will be done by the local company Excavations Maite for 66,550 euros. The second - improving the water system in Trencall, Mila and road to La Guardia (Buigues Dalmau 130,768 euros) plus renewing streets & pipes to help public areas, and now many sections run through within private properties. The third was awarded to Aquafont-brothers Matthew by 38,901 euros renewing the pipes from the Portitxol a Balcon al Mar. The three projects have a deadline of two months and are expected to be ready before summer. AMJASA said that it was not expecting to disrupt services for any longer than was absolutely necessary to replace the junctions and complete the work. The renewal of an important section of pipe in the Montgo urbanisations of La Ermita and Montgo-Toscamar was also approved.





Update from Xàbia Democratica Jávea leads the fight for ExPat Budget

In 2011, the Provincial Government of Alicante - Unit of Foreign Citizens, launched a program of integration and collaboration called; Project Optimiza. This is an initiative aimed at policy makers and technicians of the municipalities in the province of Alicante where there is a significant percentage of foreign residents. The philosophy of the program is the integration of activities and projects among the various municipalities, in order to optimise the scarce resources available to the municipalities for a subject as broad as the foreign resident. The Provincial Government through the personnel attached to this department, planned a programme of activities and initiatives which have been very successful among the foreign community resident in the province. Activities such as,: programs for the promotion of integration, advisory service and for concerns of attention to the residents. campaigns of enumeration, information campaigns about paperwork and legality, courses in Spanish. The object of all these programs is the integration and improvement of coexistence of a foreign population that exceeds 25% of the population of the province of Alicante and that in many cases lacks the knowledge and means for them to be assisted in accessing the most basic services that are available as citizens. On February 3 a meeting was held of the project Optimiza in Denia the Town Hall attended by all the Councillors of the area. Oscar Anton Deputy Mayor attended on behalf of Xabia . In this meeting it was reported to those responsible for this area in the Marina Alta that the budget for 2015 of the provincial government was now 193,223,234 euros, the budget allocated to the implementation of programs on the part of the Unit of Foreign Citizens the Project Optimiza will have only of 142,300.00 euros, with respect

to the figures for these same programs in 2014 ,less 107,800.00 euros This will have the effect of the disappearance of the funding for items for grants to municipalities, associations , and for non-profit organisations, involved in activities relating to foreign citizens. Therefore the situation is Anomalous, a department that assists 25% of the population of the province will only be allocated 0.0004 % of the budget. The news was greeted with astonishment by the audience. OscarAnton Councillor the delegate of Xabia in this area raised the possibility of writing a motion to be forwarded to all municipalities with foreign residents to be proposed at the next full meeting of all the corresponding corporations. The Motion proposed to request the refund of the amount equal to the previous year’s budget 2014. With that goal, the councillor Oscar Anton drafted a motion (attached) in order to acknowledge the need to provide economically to a department that is working and providing assistance to 25 per cent of the population of Alicante. Highlighting the high degree of commitment that exists between all departments of foreign resident in the marina Alta region, and in general throughout the province of Alicante He pointed out and that more than 80% of activities that are performed in the departments of foreigners are free and undertaken by volunteers - i.e. cost 0 for the administration -, the budget was oriented to basic activities that served to assist in areas such as social services or increase awareness of the needs for registration or courses in spanish / valencian to promote integration. For all these reasons the Motion will be put forward in the various municipalities in the marina Alta

MOTION BY THE MUNICIPAL GROUP XABIA DEMOCRATICA TO THE PLENARY SESSION OF THE XABIA TOWN COUNCIL Oscar Anton Izquierdo Spokesperson of the Municipal Group Xabia Democratica in the Town Council of Xabia and on behalf thereof, under the provisions of the applicable regulations, for reasons of urgency, raises the following for discussion at the Plenary Session of the Municipal Corporation; FACTS Since 2011 the County Council of Alicante (Diputación) -The Department for Foreign Citizens launched an integration and collaboration program called; the ‘Optimiza’ Project. It is an initiative aimed at the politicians and technicians responsible for the foreigners’ departments, in the towns of the province of Alicante with a significant percentage of foreign residents. The whole idea of the program is the interaction of activities and projects between different towns, in order to put the scarce resources available to the towns, to the best use for as wide a range of subjects as foreign residents. Through the Diputación and by means of staff assigned to this department activities and initiatives have been scheduled that have been a great success among the community of foreign residents throughout the province, activities such as: • Information campaigns about procedure and legal matters • Development and integration programs. • Consulting services and resident assistance.

• Census campaigns • Spanish (Castellano) Courses. The purpose of these programs is the integration and improvement of coexistence of a foreign population that exceeds 25% of the population of the province of Alicante who, in many cases, lack the knowledge of, or the means to be assisted, by even the most basic of services available to all citizens. In addition to the programs already carried out, meetings between councillors covering these departments and foreign residents, have created strong ties and a commitment to collaboration and interaction between the different towns that make up the ‘Optimiza’ network. In all these programs Javea has been very active and has become known for its model of the Help Desk which has been very successful in our town, as well as English classes taught by volunteers, lectures and many other initiatives that have been an example for the province.

To correct this injustice, ALL the members of the ‘Optimiza’ Project in the Marina Alta, propose a motion be presented in each of the towns that are members of the ‘Optimiza’ Project with the aim of raising the following at the Plenary Session of the Diputación of Alicante:

On the 3rd February, the ’Optimiza’ Project held a meeting in Denia and was attended by the councillor representing Javea Town Council.

The town of Javea represented in the Plenum session raises the following proposal to the Diputación de Alicante:

At this meeting we were informed that for this year, the 2015 budget of the Diputación reached the figure of 193,223,234 euros, the budget for carrying out programs for the Foreign Citizens Unit, the ‘Optimiza’ project will only have 142,300.00 euros, which is down compared to the figures for these same programs in 2014 by 107,800.00 euros, this reduction corresponds to the disappearance of budget items like Grants to Local Councils, Associations and non-profit entities, for activities covering matters concerning foreign citizens

1. That the budget for the year 2014 be restored and that in the next proposal of credit amendment by the Diputación Provincial de Alicante, a sufficient allocation be made to cover programs in existence to date.

Such budget cuts to this department only cover staff costs because it includes the expenditure on communications

2. Once the department for foreign residents receives the allocation (as above), they should then proceed to approve the budget covering the following programs: • Programs for development and integration. • Consulting services and resident care • Census campaigns. • Spanish Courses (Castilian)


SURPRISE: In February, Visitors to the Help desk at Portal del Clot were greatly surprised not to see the familiar face of Yvonne Henry at the Help Desk but none other than Oscar Anton Deputy Mayor and Leader of Xabia Democratica . Many held their breaths as they wondered if our charming Deputy Mayor would be as efficient as the well liked Yvonne But it all ended well with Oscar scoring an A+ he promises to visit the Help Desk soon again

Oscar stressed that this will be is a positive move for XD as although they hold the three most important roles in the Council at present and have done a very good job for Javea, there is a strong likelihood that due to the list system which is used in Spain an increased vote for the Socialists based on the personal popularity of the Mayor will result in Xabia Democratica candidates being removed from the ruling Coalition.

Both sides see the possibility of creating a unique independent candidacy, which would be the only group involved in the elections that are not accountable to either Valencia or Madrid. XD and CpJ emphasized that the list, which has the possibility of generating friction in a coalition would not be a problem if they take the same positions they now hold. That is a total of five Councillors.

A stronger Socialist dominated Council if they need partners may seek coalition with other parties like Compromis that is more closely aligned to their political philosophy.

However they anticipate that this may well be more, and see the possibility of a sixth Councillor as

Waiting for Spring...

For a Councillor of Services, Environment and Beaches, the Spring arrival doesn’t mean rest and relaxation but although the weeds and the complaints will soon invade the whole municipality, I must admit that, like you, I look forward to this season. People will go back to their walks and might discover the numerous improvements that we have achieved during the winter. “La Plana” after the fire, the cleaning work and the plantations have a different look and maintenance jobs have been organized in some urbanizations like “Villes al Vent”, “Cansalades Park”,“Pi verd” and the green zone of Pou dels Albanells (Cap Marti) To prevent fires in Granadella, another jewel of Jávea, a forestal team and heavy machinery are busy there now. Also, have you noticed the changes made to the roundabout on the Benitachell road, the exit of Cami Castellans, the crossing of Cami Vell de Granadella with Carretera de las Cansalades, etc... etc...?

In Pinosol, to the delight of children, a huge new castle game will be installed. This is a project subsidized by the “Diputación de Alicante”. Let’s hope that the structure etc., will be in place before Easter. You might have family coming along …..... at this holiday period of the year. Do you know that we have just inaugurated the new “Punt Verd de la Umbria”” in c/ Bamboccio? It is situated at the entrance of “Cansalades Park”. (The access from “Villas al vent” is not available yet as the complex hasn’t been adopted) We now have 19. I am quite proud to tell you that foreign Councillors have met me and asked me all about this initiative which they saw as a wonderful service. Anyway, this new location will be handy for the urbanizations of “Cansalades Park”, “Villas al vent” and even “las laderas” as we provided it with a big green garden refuse container.



Before leaving you, I want to answer a question regularly asked about the recycling of the plastic bottle tops. There is an association called “la federación Marina Alta Solidaria” that helps children in need of medical and orthopaedic aid which comes and collects them. In Jávea, you can deposit yours at the “Social Centre” or la “Casa del poble” situated at the “Placeta del Convent”in the old town or at the “Civic point” in Jávea Park. Until next month.

In three months, 1,557 taxpayers have signed on to the new personalised payment schemes with Jávea Town Hall.

1,557 Tax Payers can’t be wrong

This system helps to give liquidity to the municipal coffers throughout the year Jávea’s Finance Councillor, Oscar Anton, presented the details of the payment plan that the Town Hall has offered to taxpayers, to make it easier for us to organise our tax payments to best suit our situations. This scheme could be used either to pre-pay all fees at the beginning of this year, so obtaining a bonus of 4%, or to plan payments in instalments throughout the year. The payment periods were opened in late December and up until the 5th March a total of 1,557 plans have been subscribed. Of these, most are the pre-payment format, so the council has already collected 1,136,634 euros in the first quarter. More than 400 instalment schemes have been set up by the treasury department, which expects to receive more than 300,000 euros throughout the year.

The pre-payment scheme for municipal taxes, and the corresponding benefit of the bonus, is still open, those interested are encouraged to visit the treasury department for information. Anton pointed out that the good reaction to this new system, breaks up the rigid fiscal calendar, allowing the Town Hall to collect money throughout the year. Especially noticeable during the first few weeks of the year, sufficient liquidity was achieved by the Treasury to avoid having to resort to loans. The Councillor explained that the municipal coffers consequently benefitted from not having to pay interest and accordingly to obtain savings that enables them to offer bonuses to early payers, The Councillor took this opportunity to thank the staff of the Treasury department and the Citizens Advice Bureau (Help desk -OAC) for the great work done during the first weeks of the year to meet this high demand for customised payment plans. According to data published on February 23rd by Spanish wine market observatory (Obervatorio Español de los Mercados del Vino – OEM) Spanish wine exports reached 22.8 million hectoliters in 2014, a 22.3 percent rise on 2013. But while the volume of sales has increased, profits have fallen 2.2 percent since 2013…But if Spain is the biggest exporter of wine in the world, why have profits fallen? The business association Centro Histórico de Xàbia, in collaboration with the Ayuntamiento de Xàbia, has announced details of the new free Wi-Fi network in the historic centre of the town that will be available to residents and tourists. Jávea proposes use of municipal land land near the canal de la Fontana as a dry dock. Xàbia’s Town Planning department is currently studying the proposals put forward by the “Marina Nou Fontana” company for the management of the Canal de la Fontana and its moorings. In this context, the town has mooted the possibility of letting the company lease a 3,500m municipal plot of land next to the canal for some of its buildings, and provide space for the creation of dry docks. The rent for this land would go to Xàbia’s coffers, not the regional Government, and the facility could help reduce prices for users through the economy of scale. From XAD: Xàbia restores Montgó lime kilns The summer forest fire on the Montgó uncovered several old rural lime kilns, which were used up until the ‘60’s to make the lime and mortar used for building. These kilns are now being restored by a team supervised by the municipal archaeologist, Ximo Bolufer, and various information boards about their uses and history will be installed. As explained Bolufer there are several of these buildings throughout the municipality, but “almost always away from the urban centres” e.g. in Las ​​ Planas or Granadella, the ovens needed to be near wood and limestone. Xàbia’s councillors for Citizen Participation and Education have presented the project ‘Camins Escolars’ to schools of Javea and representatives of parents’ associations. The idea is to enable children to walk or cycle safely to school, without having to be picked up by their parents. They are now is working on the technical side, studying the most recommended routes for their security inputs, such as the presence of police at crossings and a good system of pedestrian ways. Tax authorities discover around 19,000 illegal buildings in 45 Valencia municipalities. The first phase of regularising property values has revealed some 19,000 cases of illegal constructions in the Valencian community. These range from houses built on private plots, extra apartments in existing apartment blocks, unlicensed renovations and swimming pools. This exercise has been carried out since last March using aerial photography and inspections in the ground. So far only 12 municipalities have been inspected in Alicante Province - one of which is Denia with 8232 infringements. The exercise will result in increased IBI receipts for affected municipalities. Xàbia rejects plans to extend building over La Grava beach

The Mayor of Xàbia, José Chulvi, issued a public statement rejecting a proposal submitted by the Ports Department to extend a terrace of the building known

as the Meson del Puerto over some 150m2 of the Grava beach. They are planning to install a cafe-gym and an outside chill-out terrace.


The Grava already very small and receding beach, which is maintained only by the regular addition of gravel / stones by the Town Hall.

It is the only beach that remains in the Port since the loss of Tango beach. The planned construction of iron platform with wooden decking, would be installed

at the eastern side, which is an area protected from the wind and sea-swell making it the preferred location for older people and users in the winter.

The Army Churchill Forgot Shortly before the outbreak of war, in June 1939 the British Government re-created the British Women’s Land Army. Although the WLA came under the Ministry of Agriculture, its head was the formidable Lady Denman and her home, Balcombe Place in Sussex, became its headquarters. Women who wanted to join the WLA had to be 18 years of age or over, had to be successful at an interview and pass a medical before being accepted for training. In the theory, new members should have been taught a number of farming practices such as milking, drainage etc. In reality the training was on the job and Land Girls did a wide range of jobs including milking, lambing, managing poultry, ploughing, gathering crops, digging ditches and catching rats. Initially they were all volunteers but in December 1941 the government passed the National Service Act which allowed the conscription of women and by 1943 more than 80,000 women were working in the Women’s Land Army. Land Girls came from a very wide variety of backgrounds with more than a third from London and other large cities. They lived either

on the farm where they worked or in hostels. Initially Land Girls were paid £1.85 for a 50 hour week, wages were increased by £1 in1944 but as the wages were paid by the farmer it was difficult to ensure that everyone was properly paid. The Establishment, including Winston Churchill, failed to acknowledge the huge contribution of thousands of young women who kept the country fed throughout the war. The Women’s Land Army was the ‘forgotten army’ right up to 2008 when its significant and vital contribution to the war effort was officially recognised with a medal. ‘Lilies on the Land’ tells the trials and tribulations of four women who signed up for the endless hours of backbreaking work that was the lot of the Land Girls. It is a play laced with humour, warmth and love based on 150 letters from and interviews with original Land Girls. It plays the Javea Players’ Studio Theatre from Monday April 6 to Friday April 10. Freesat is a brand of receivers that allow you to receive and watch the 100+ subscription free UK TV channels.

Further changes have been made to the UK TV satellites, and for this area of Spain reception has yet again improved. For the past decade or so, some of the Sky pay channels were on a satellite beam that even the large 2.4m satellite dishes could struggle to receive mid afternoon. You may have seen that channels like Sky Sports News and Eurosport 2 used to pixelate at around 4 or 5pm. In a week these channels moved from their old UK TV satellite, to one of the new UK TV satellites. This has meant that they are no longer on this “tricky� to receive beam, and are on a much easier to receive beam than before. So these Sky pay channels are now available on the smaller 100x110cm satellite dishes.

Channels like BBC, ITV, Channel 4 and Fives are all free to air via satellite, meaning they require no subscription or viewing card to watch. You simply require a satellite dish and a Freesat receiver. The minimum satellite dish size for a decent signal for the Freesat channels is 100x110cm. A 125x135cm satellite dish is the recommended size. A Freesat receiver is especially designed for the UK TV channels. It has a 7 day programme guide, an easy to follow channel list, an easy to use programme guide, and automatic updates should a channel change frequencies. Some installers offer other types of receivers, like Galaxy Innovations (GI) or Iberosat saying they are Freesat receivers. This is misleading. Although they may be able to receive the same channels as a Freesat receiver, they are NOT actually Freesat receivers. They do not run the Freesat software. They do not have the Freesat logo on them. One question many of my students ask me, usually not long after they start studying Spanish, is ‘Why are there two verbs which mean the same?’ quickly followed by ‘How do I know which to use?’ When I’m teaching Spanish, I have found that it works better for most students to learn to use SER & ESTAR correctly, before they necessarily learn why. That way, most of the time they will instinctively use the correct one. First I teach to the use of ESTAR to tell the position of something. Then ESTAR with the gerundio to say what someone is doing (the present continuous). Then we use ESTAR for describing the condition of someone or something or someone’s mood. Meanwhile we’ll also be using SER to tell the time, to show possession, for physical description & so on. Eventually though, the day comes when explanations have to be given….

But frequently it can cause problems. For example – if you say ¿Dónde son tus padres? What do you mean? In fact it might as well be gibberish. It means nothing. Do you want to say ‘Where are your parents?’ or ‘Where are your parents from?’ You’ve actually said neither… A Spanish speaker would have no idea at all what you meant. Did you use the wrong verb, or did you forget the ‘de’??

Apasa was founded 15 yrs ago by a group of Spanish, English and Germans. It started from humble beginnings: a few concrete kennels and no fencing, but over the years it has grown so much and we now have upwards of 200 dogs, we also have quarantine kennels for when new or sick dogs are bought in. Restaurante (JAVEA) GOLF CLUB : A “Gastro” Golf Club ?! Why was this for so long the best kept secret in Jávea ? Do golfers not eat ? But whatever….. please forget the golf and come here to eat !!! We received several messages praising this restaurant, now under the management of the chef of El Rodat and the former manager of the hotel – José Manuel Pina - and we have now visited it ourselves (several times). Brian Orgill and his wife moved to Parcent in the Jalon Valley in 2010. His first novel Hit ‘n’ Run was published in August 2014. The nub was stored away in my brain for over twenty years, then in 2001 having been made redundant, and having been supplied with a free computer via a Labour government scheme for those on Benefit, I decided to ‘give it a go’. The M. S. was sent several London agents who all rejected it. Disillusioned I shoved it away in a drawer and more or less forgot about it, although I did produce a screen-play version.” Finally in 2011, Brian revisited his manuscript and began the slow process of editing and developing his book after it was selected for publication by U P Publications on Kindle and as a paperback.
