Recent indicators around the economy seem to be encouraging although we still face challenges. I’m hearing about challenges regarding access to finance and upward wage pressure on businesses, and we continue to see a suppressed export market due to issues caused by Brexit, which is a real concern. I’m also still hearing about ongoing tensions around home/office based working and bringing staff back to the office.
On the other hand, I’m seeing optimism from businesses and a real desire to just get on with things, despite the ongoing negativity from the media. We’ve hopefully seen inflation peak and start to decline and economists are positive about our recovery. We can’t ignore the challenging conditions but there is no doubt there is a strong, resilient approach from the many businesses I speak to. We’ll continue to do all we can to support our business community.
I’m delighted to say that we’ve got off to a great start to 2023 with a packed and varied events programme and a couple of exciting new programmes. We launched our Future Leaders Forum for people under 30 on 26 January with a packed and lively event. This exciting new initiative will be driven by a committee with the
chair joining our board as a director of Dorset Chamber. This will support the chamber at a senior level in helping us shape our services for our future generation of business leaders.
We’ve also just had the first meeting of our new Inclusivity and Diversity Forum, helping us ensure we embed inclusivity and diversity in all we do and sharing best practice with the wider business community. If you are interested in working with us in any of these areas, please do get in touch.
From a personal perspective, I’m delighted to see the evenings getting lighter and some subtle hints of spring. I know many find the darkness and gloom of winter challenging and the change in seasons is one of my favourite times of year.

Hello and a warm welcome to our February edition of Dorset Business Focus. The Christmas break already feels like some time ago and there is no doubt the Dorset business community is as busy as ever.

What’s the big deal about Carbon Reduction?
It can’t have escaped your attention that the world around us is changing. On both a personal and business level, we are now responsible for reducing our carbon footprint, and operating (and living) in a ‘sustainable’ fashion. But why is this happening? Why is it important? And where on earth do we start?
The vast majority of the world’s governments and scientists agree that we need to limit global warming to 1.5 degrees Celsius, and this is a massive challenge in its own right. Without achieving this goal, it is widely accepted that our world will become a very strange and challenging place. In order to achieve this, we all have a part to play.
Carbon reduction in the workplace
I find it interesting that while most of us have started to include carbon-reducing practices in our home lives such as recycling,
considering where our food comes from, turning off lights and turning down the thermostat, these actions and principles are rarely applied to our places of work. Given that most of us spend as much if not more time at work than we do at home, and that we rely on achieving better profits in order to meet our overheads and build profit and future success, surely it would make sense to focus our efforts here too? Yet how many of us have invested in insulating our offices, ensuring all our IT equipment is switched off at night, and so on? Beyond immediate cost savings and profitability, there are many other reasons why we as businesses should be focusing our efforts on reducing our carbon footprint. Of the 5.5million SMEs in the UK, around 20% have now formally committed to reducing their carbon footprint – and I’m proud to say that Saline is included in that number. In practical terms, one of the things this means for us – and approximately one million other SME’s – is that, unless a supplier can demonstrate that they have made the same commitment, we will not do business with them.
Winning work and attracting talent
As of spring 2023, all public sector projects that have a spend of more than £5million will be required to have a carbon reduction strategy. Many of you will fit somewhere within the supply chain of such projects – whether that be in IT support, PPE supply, business consultancy or even accommodation providers. So even now, in these early days of sustainability coming to the fore, you will have a workwinning edge if you are proactively working towards reducing your carbon footprint.
Today’s young talent are a different
breed to many of us who grew up in the late 20th century. They want to work for companies that go the extra mile and show a commitment to more than just making money for shareholders. Given the recruitment challenges we all face these days, our stars of the future can afford to be picky about who they choose to work for. By demonstrating that we care, and are prepared to contribute to wider society by taking clear and positive action, we are more likely to attract talented and passionate people to work for us.
Will there be extra cost involved? Yes.
Will we need to make effort? Yes.
Can we win more work by doing it? Yes. Can we attract more talented team members? Yes.
Will we save money in the process? Yes. Ultimately, given the seismic shift that is just beginning to happen across our societal, political and corporate landscapes, the question isn’t a case of “should we?” but rather “how do we make a start?”

Welcoming over 40,000 guests each year to its holiday parks along the stunning Jurassic Coast, West Dorset Leisure Holidays is a family-owned business operating six holiday parks across Dorset. Martin Cox, owner and managing director of West Dorset Leisure Holidays, provides an insight on the steps it is taking to manage energy efficiency across the business and some of the challenges it faces.

Martin said: “Over the last 35 years, we have expanded the family business and, at the same time, increased the number of employees from 15 to more than 90 during the peak times.”
“We have faced many challenges including damage from coastal storms, two significant economic recessions, the restrictions of foot and mouth and, of course, the unprecedented impact of Covid-19.
Martin continued: “In 2021, we were refused planning permission for a ground mounted PV system on adjoining land due to the proposal being visually unacceptable on the heritage coastline. With the increase in the cost of electricity, adding to our desire to be ‘net zero’, we are applying again with a comprehensive landscape assessment and planting scheme, and we hope we can persuade Dorset Council and the community that we can find the balance between landscape protection and energy generation. In many respects it is unfair to businesses who wish to invest and be more self-efficient and achieve net zero in sensitive landscape locations.
Martin said: “We try to apply the same policies across all our parks, but the greatest challenge for energy efficiency is Highlands End Holiday Park, near Bridport.”
This award-winning, 5-star park, features lodges and caravan holiday homes for hire as well as privately owned caravan holiday homes and pitches for touring caravans and camping. It includes facilities such as an indoor

In 2020, West Dorset Leisure Holidays decided to invest in more generation. This included the enhancement of the PV panels on the roof of the swimming pool (which very conveniently faces south), generating over 35 Mwh in 2022.
“A three-year electricity contract expired at the end of September 2022, and we now have the challenge of a £350k increase in our electricity costs this financial year. It is difficult to review prices which had to be set last year against the uncertainty of the visitor economy with the cost-of-living crisis and the impact of staff shortages since Brexit.
“We are now taking our efficiency efforts to a new level, looking at half-hourly readings to find out where we can apply further measures to reduce consumption and, at the same time, determine if some activities and services are actually viable, taking into the account the energy costs. Many of us have been used to tightening our belts, especially during the Covid years. During an economic downturn, some businesses look at reducing or even removing their marketing strategy completely but, although psychologically, you may feel like you’re protecting the business, it will inevitably create a lot of damage and cost a lot of time and money to fix further down the line.
There are very few businesses that can thrive or even survive during a period of

1. Some of your competitors will be slashing their marketing efforts which means you have an immediate opportunity. Take advantage of a less cluttered marketing space to stand out. You can also find that social media and search engine advertising are cheaper as they largely work from a bidding system so your budgets will go further. For those stopping their social media and search engine activity, new customers will be more difficult to reach, and existing clients will be unaware of new products or services. Invisibility will creep up on you. Your potential clients and existing clients are spending more time online so there’s a greater opportunity to be seen. During a recession people go out less so you need to make sure your target audience is seeing you and that you remain relevant by offering valuable, clear content and messaging. Make it easy for people to buy from you. Nurture and grow your community (or fanbase) – post pandemic, consumers have never felt a bigger sense of community and willingness to support local businesses than they do now. They want to find you and are actively looking for you, so you need to make sure you’re there to be found. Local SEO, social ads and marketing, therefore, are a very important part of your strategy. Our advice is, during an economic downturn, it’s even more vital to allocate marketing budget in the right places, track and adapt accordingly. Re-building later requires large investments of time and money. Remember that by continuing with your marketing efforts, you are investing in the future and preventing a large financial hit later to gain back any ground you’ve lost – if your business can even survive. Keep cracking on and you’ll be so relieved when the tide turns – you’ll be two steps ahead of your competitors.

AFC Bournemouth acquired by Bill Foley-led partnership
AFC Bournemouth can confirm that owner Maxim Demin has sold his 100% stake in the club to Black Knight Football Club, of which Bill Foley is the managing general partner, with a number of limited partners including a 50.1% interest for Cannae Holdings Inc., and certain other investors many of whom invested in the Vegas Golden Knights.
Bill had attended the Cherries’ victory over Leicester City in October ahead of completing the deal, which has now been ratified by the Premier League.
A businessman and philanthropist, Bill also has an extensive background in sports including tremendous success as the founder and owner of the National Hockey League’s Vegas Golden Knights, the first major league sports team in Las Vegas.
Bill and his partners are committed to providing the investment to sustain and build upon AFC Bournemouth’s recent accomplishments, which includes returning to the Premier League in 2022/23, where the Cherries have spent six of the last eight seasons.
Bill is committed to increased investment in AFC Bournemouth’s first team as well as the academy and fan experience at Vitality Stadium, on top of immediately beginning construction of a state-of-theart training centre and increasing financial commitment to the AFC Bournemouth women’s team and girls’ teams.
Assuming the role of chairman with immediate effect, Bill attended the club’s home match against Crystal Palace on 31 December. Having also purchased a home in the local area, Bill reaffirms his commitment to the football club and surrounding community.
“I have tremendous respect for the passion and support the Bournemouth community shows for this club and believe that connection to the community is the foundation for success of any sports team,” Bill said.
“We will move forward with an ‘always advance, never retreat’ approach that has defined all of my endeavours. I am committed to work with the best football and business minds available to enhance player development, facilities, and the fan experience to put AFC Bournemouth in the best possible position to succeed.”
Maxim moves on after 11 years as AFC Bournemouth’s owner, a run which included the club’s ascension from League One to the Premier League in less than five seasons.
Bill added: “Without the belief and financial backing of Maxim and his family, AFC Bournemouth might well have ceased to exist. Maxim’s support and involvement has allowed the club to establish itself as a top-flight team. We’d like to thank him for his co-operation throughout the process and praise his hard work whilst owner of the club. We wish him well as he focuses on his other business endeavours.”
The minority ownership group is led by award-winning actor, director and producer Michael B. Jordan and Nullah Sarker (The Players Tribune, Davis Cup). AFC Bournemouth is Michael’s first foray into professional sports ownership, as he and Nullah will work closely with Bill in areas including global marketing and internationalisation of the club.
Bill’s sports background is highlighted by the performance of the Golden Knights, who debuted in the 2017/18 season with the
most successful campaign for an expansion franchise in any sport, reaching the Stanley Cup Final. The first major league professional team in Las Vegas, it has enjoyed perennial on-and-off-ice success and spawned growth in Vegas as a professional sports hub and an exploding youth hockey market.
Bill has also led the construction of multiple sports venues in the Las Vegas Valley, including The Dollar Loan Center, City National Arena, and Lifeguard Arena. Outside of sports, Bill has successfully founded, grown, and operated numerous ventures in the financial and technology sectors, hospitality, and vineyards.

- keep your ‘cool’ over the Energy Efficiency Regulations 2015
The government’s tool to reshape the energy efficiency of the UK’s built environment to help reach its net zero emission target by 2050 is the Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 (SI 2015/962), better known as the MEES Regulations.
What are the MEES Regulations?
The purpose of the MEES Regulations is to improve the energy efficiency of both residential and commercial private rented property. This article will focus solely on the commercial element.
The MEES Regulations contains the following three sections:
• Part 1 covers interpretation provisions and rules relating to notices served.
• Part 2 covers residential tenants who want to make energy efficiency improvements to their property, despite restrictions within their lease.
• Part 3 covers a minimum energy efficiency standard to be met before private rented properties can be let in certain circumstances.
What is the current position?
Currently, a property is classed as substandard where it, or the building of which it forms part, has an EPC rating of F or G. Part 3 of the MEES Regulations prohibits a landlord of sub-standard non-domestic privately rented property from granting a new tenancy (on or after 1 April 2018) or continuing to let the property (on or after 1 April 2023) unless one of the following exemptions apply:
1. the landlord makes sufficient relevant energy efficiency improvements to the property; or
2. the property is exempt from the regulations as the landlord has claimed a legitimate reason (see below) it cannot make the required improvements and such exemption is registered on the Private Rented Sector (PRS) Exemptions Register.
The potential life raft for landlords of substandard properties is the exemptions mentioned above. An exemption must be registered on the Private Rented Sector (PRS) Exemptions Register and might be one or more of the following:
• where a recommended measure is not a “relevant energy efficiency improvement” because the expected value of savings on energy bills that the measure (or package of measures) is expected to achieve over a period of seven years are less than the cost of repaying it;
• where all the “relevant energy efficiency improvements” have been made and the property remains sub-standard;
• there is a special provision for circumstances in which cavity wall insulation, external wall insulation systems, and internal wall insulation systems should not be installed;
• where third party consent is required for the works, has been sought and refused;
• where the landlord has obtained a report from an independent surveyor advising that the installation of specific energy efficiency measures would reduce the market value of the property, or the building it forms part of, by more than 5%; and
• where a person may have become a landlord suddenly and as such it would be inappropriate or unreasonable for them to be required to comply with the regulations immediately.
How will the MEES Regulations develop? Under the current rules (and save in respect of the most extreme cases) an EPC E rating is achievable both in terms of time required to carry out the works and financial input on the part of the landlord, but the government has already committed to changing the definition of a sub-standard property from being an EPC E to EPC B by 1 April 2030.
The key point here is that, unsurprisingly, the regulations are becoming more stringent and the requirements on landlords in the coming years is only going to go in one direction in order to reach net zero emissions by 2050 for the UK.
The practical impact is that tenants negotiating new leases are already carving out obligations to improve the property to meet the increased MEES requirements in an effort to future proof their repair liability. Landlords of current leases can legally only include the cost of repairs in their tenants’ service charges and cannot pass on the costs of improving a property. Agents will need to have conversations when agreeing heads of terms so that everyone is on the same page when the lease is drafted.
What are the obligation on Landlords and Tenants?
As of writing, the emphasis is on landlords to meet the MEES Regulations however, the government in 2021 published a further consultation, looking into how to strengthen the regulations and ensure that tenants also have responsibility in ensuring compliance. A key point raised was that tenant fit outs are not currently regulated but can have a significant impact on the final EPC rating and landlords are still liable for the penalties if there is a breach.
The government is therefore considering amending the PRS Regulations to give tenants of non-domestic properties duties regarding compliance and to add consequent duties of cooperation for both landlord and tenant. Tenants should tread carefully when committing to new premises to ensure future liability rests with the right party, and also review the position under their existing lease(s) without delay.

Greendale Construction completes park welcome centre
Chartered builders, Greendale Construction Limited has completed the new Upton Country Park Welcome Centre.
Located in the main carpark, the superstructure has been built using local Purbeck stone walling with laser cut
wording on dressed stone signage, with contrasting sweet chestnut cladding on the walls and overhanging soffits.
The welcome centre boasts a biodiverse living meadow roof, planted with 34 species of wildflowers, and featuring bug
hotels, bat boxes and swallow nest cups. A powder-coated, aluminium metal cladding fascia compliments the main atrium area, with the building benefitting from non-slip porcelain tiles and underfloor heating, partly fuelled by an air source heat pump. Low energy LED lighting has been installed throughout the building. The welcome centre has new unisex toilet facilities, a baby area and accessible WC and the popular dog wash has been reinstated.
The welcome centre has been given a BREEAM rating of very good. The sustainability framework is underpinned by credible science, allowing the assessment process to identify valuable insights on the asset’s performance. The internationally recognised and thirdparty certification, BREEAM, provides assurance and validation of the data collated throughout the assessment.
Rob Hooker, director at Greendale Construction, said: “We were delighted to be awarded this project as main contractors, and are equally delighted and proud to have delivered this iconic welcome centre for BCP Council and Upton Country Park. We enjoyed working with Western Design Architects and BCP Council. Annual art prize winners unveiled at exhibition
Bournemouth & Poole College revealed the winners of its 2022 Dorset Arts Prize competition at a public art exhibition hosted in ‘The Gallery Upstairs’ at Upton Country Park, where the winning artworks were on display.
This was the ninth year of the college-run competition, which is supported by the Dorset Community Foundation and encourages artists of all ages to get creative by exploring a theme to produce artwork in any medium. The theme for this year’s competition was ‘Messages’.
Phil Sayles, principal of Bournemouth & Poole College, said: “The Dorset Art Prize has become an established event, with many looking forward to entering. The creativity in every entry is incredible, and we’re delighted to be able to offer a platform that highlights the talent of artists of all ages across Dorset. Effective contracting for businesses
Businesses which are aware of the implications of contract law can use it to enhance and also protect their own position.
In this article, Paul Longland, who recently joined Frettens after 30 years as partner at another long-established local corporate law firm, outlines his tips for effective contracting. Working out what’s needed
It is surprising how many businesses are reliant on a key product, client, customer or supplier but have no written contractual arrangements in place with the person or company involved.
At least a contract with a notice period will give a grace period if the worst happens.
Incorporating terms
Where you have a contract, make sure it is actually incorporated in the terms on which you deal with the other party. Otherwise, some types of contracts cannot be enforced.
• It’s beneficial to have a clear statement in writing of what has been agreed
• All parties agreeing and signing before work begins is preferable
• Make sure terms and conditions are supplied to customers before any order is placed
• On a website, make sure that any terms posted are clearly indicated and acknowledged when the order is placed
Basic terms
Any contract should:
• Record the commercial deal which has been reached
• Include a clear and unambiguous description of who does what and when
• Include a clear statement of what:
• the contract provides for
• timescales apply

Dorset-based clothing brand, Brakeburn, is to join the diverse line-up of retailers at KINGLAND at the Dolphin Centre, Poole.
Brakeburn has previously only been stocked online and in local boutique stores, meaning the KINGLAND unit is the first brick-andmortar store for the lifestyle and fashion brand.

Research underlines ‘enduring appeal’ of Dorset
As Savills Wimborne office marks its 75th anniversary in the town, the firm has looked at how the local property market has performed over the years.
Research from Savills using Land Registry as far back as possible, shows mainstream house prices throughout Dorset have increased by 339% in the last 24 years, with the last three years alone seeing an 18% increase.
In the 12 months to July this year, the average house price for the county of Dorset was £384,640, outperforming the wider South West region, which saw an average sale price of £343,900. By contrast, the average sale price for the county of Dorset in the 12 months to July 1998 was £87,500.
One of the parts of the county which has seen the greatest increase in house prices is Bradpole, near Bridport, which has an average house price of £427,200 (to end of July 2022). Here, there has been an increase of 364% since 1999, when the average sale price was £92,098. The parish of Lychett Minster and Upton was not far behind, with an increase of 346% over the same period, from £80,993 in 1999 to £360,994 this year.
In the prime housing market (broadly the top 5-10% by value), the wider south region has recorded price growth of 1,181% since 1979, according to the firm’s prime regional index. Over the last two years, there has been 12% growth in prime house prices in the Wimborne area.
Ashley Rawlings of Savills Wimborne said: “Dorset has certainly attracted many buyers as a result of the pandemic and the desire for more space and proximity to the countryside. But what this latest research underlines is the area’s enduring appeal; the popularity of Wimborne and the wider Dorset area is that it offers a fantastic lifestyle, particularly for families, with a wealth of excellent schooling options as well as beautiful rolling countryside and, of course, the Jurassic coastline.
“While the area has long been desirable, no one could have predicted the exceptional demand for property over the last few years, or indeed that this would continue for so long after the last lockdown. However, it was inevitable that the incredible level of interest in moving house and the associated price growth would need to return to a less frenetic pace in the long term and we are starting to see market conditions changing.”

It provides interactive lessons and dynamic storytelling to engage young people (aged nine-11) in online safety, from cyberbullying to fake news.
Digital Matters was created to meet the new and changing online safety requirements within the UK curriculum while encouraging discussion around safer Internet use.
The platform is divided into two sections:
1. Interactive Learning – students start here, led by their teacher, and learn about the e-safety concept through interactive activities and prompted discussion
2. Once Upon Online – children guide their character through choices using what they have learned in the previous section. The story allows them to make realistic choices in a safe environment to help them better understand the consequences of their choices
Teachers can download free lesson plans about online safety and supporting materials to guide students through both the Interactive Learning and Once Upon Online sections. There is also a take-home component to encourage parents to engage with their child’s Internet safety education as well.
Parents can access the app through the Parent Companion Guide, which provides information about the app and the topic to ensure they can support their child online. They can then follow the Take Home activity set by their child’s teacher or lead their child through both sections themselves.
Since the launch of Digital Matters, over two thousand schools have signed up in the UK. Malcolm Tuck, ESET UK and N. 1. Planning for the end of the tax year
The Additional Rate (45%) income tax threshold falls from £150,000 to £124,140 on 6 April 2023. If you fall within this band, your company could consider declaring additional income or dividends in the current year to have the income taxed at 40% rather than 45%.
2. Avoid the 60% marginal rate
Once your income goes above £100,000, your personal allowance (£12,570) begins to taper away. If you’re caught in this band, your marginal tax rate is 60%. In this scenario, you should plan your remuneration carefully. You could pay less, to ensure your income is below the £100k threshold or you could pay more to take you over the £125,140 threshold. If you fall within this band but are not in control of the timing or amount of remuneration payments or dividends, consider making pension contributions so as to bring yourself back within the £100k threshold.
3. The unwanted business exit – death! Have you thought about what would happen to your business following your death? Who would take over? What would the value be? Maybe you have a good No.2. Maybe there would be a management buy-out? How might those key employees who helped you build and grow the business be compensated if you fall off the perch? Lots of questions, and there’s no single answer. Insurance policies may play a part, but two key aspects are (1) have Business LPA’s which can be used in the event of incapacity and (2) make sure your Will has all the right protections, controls and powers for your executors to wind up or sell your business on for the benefit of your employees, business partners and most importantly, your family.

Ways to help make your life less taxing
With 2023 now well underway, here are some smart taxsaving habits to get into before the end of the tax year:
Make the most of your tax allowances: Making the best use of your tax allowances helps to make your money go further. Many of us have ISAs, but there are many other possibilities that are sometimes overlooked and left unused. Make sure you’re not missing out on the allowances that you can benefit from. For instance, are you using what you’re entitled to, such as ‘carry forward’ on your annual pensions allowances, or your gifting allowance?
Break the ‘last-minute’ tax habit: The 2022/23 tax year may not end until 5 April, but there’s no need to put yourself under unnecessary deadline stress by leaving everything until the last minute. There are sound, practical reasons for sorting your taxes and year-end finances in good time too. It can take much longer for providers to process transactions if there’s a bottleneck at tax-year end.
Get your papers in order: Many more of us are self-employed, which means more of us are filing self-assessment tax returns. The end of January deadline for online self-assessment returns can spark a last-minute panic search for records, receipts, missing statements, and other information that you need to make sure your return is accurate and complete.
It’s easy to miss the deadline and incur penalties that you might otherwise have avoided. If you’re self-employed, your personal finances will be closely linked to your business, so you’ve got more work to do. It’s especially important for sole traders to be organised and get advice.
If you get into the habit of keeping your paperwork up to date, you’ll make life much easier come self-assessment time. Plus, you’ll give your accountant less chasing to do, which means less time to charge you for.

Starting in Romford in Essex in December 1947, Parvalux originally sold motor rewinds. Stagflation: Forward focus for the local labour market

Recent months have been dominated by issues about the supply of goods and services and their impact on stagflation (low growth and high inflation). Fairly full employment has assuaged the generally ‘soft’ economy. With a predicted deep and prolonged recession this year, employment may be less robust. In early 2023, with consumer confidence lower than ever, attention may begin to switch to the labour market, reflecting:
1) the impact of strikes, vacancies and inactivity; and
2) the pressures of skills mismatches, education and training gaps and migrant worker shortfalls. There was an employment rate of 75.6% in the period August to October 2022. The unemployment rate was 3.7%. These two measures are still relatively high and low respectively. The inactivity rate was 21.5% and average real earnings fell 2.7% from the year before. There is early evidence that there is some return into the workforce by mature workers and signs hiring is easing as the recession bites. Local workers and bosses tell of a sparsity of key staff and intense cost pressures. These patterns, however, may be starting to shift.
So, how can our region can learn from previous recessions, anticipate recovery, and get ahead of the next ‘upturn’?
History suggests there is a lag between output trends and employment. Often, unemployment starts to increase after a recession is first felt, increasing until well after the low point for output and recovery has begun. Many firms do not adjust hiring and firing until they are confident a turning point has occurred, but successful businesses identify the needs for recovery before their rivals and starting to hire and train in anticipation of a rebound.
High inflation tends to delay the cyclical recovery further because the ‘good times’ are harder to predict, so price adjustment and the desire to bear down on costs beyond the immediate need is sustained.
Another complicating factor is the recent, adverse structural changes in world flows of goods, services, components, resources and labour, causing shortages and bottlenecks in supply chains. Recovery and growth
The FT recently asked if the pendulum of economic success is swinging back from capital to labour. The real point is that future, successful and sustainable growth will be based on the collaboration of capital AND labour. 2023 will be a year for bosses, workers, and their advisers, such as partners in education and training, and local government and business support, to begin to plan for an eventual recovery. Identifying and starting to put in place the necessary investment in capacity, technology and skills can supply the emerging sectors, markets and places that will boost competitiveness in the years ahead.
Ultimately, the local labour market can only justify higher wages and salaries if there is scope for productivity-led growth in profits and, thereby, tax revenues. That requires a workforce that can raise and/or enhance its skills base through academic, experiential and other forms of training and development.
Ideally, workers, businesses and training and learning institutions (from schools to HE) will cooperate to
1) generate evidence-based ideas about where, when and how the future demand for skills will grow, (including anticipation of both new jobs and changing jobs, especially in STEMinfluenced greener jobs and the greening of ‘all’ jobs); and
2) turn those ideas into real progress in workforce development (supplying the right sectors, markets and places for future growth, prosperity and well-being)
The economic performers, who know or can foresee their future needs in terms of technologies, markets and workers, will be best placed to make profitable investment plans: the ‘meat on the bones’ for a forward focused labour framework, such as that outlined here. www.bournemouth.ac.uk

Avoid becoming a statistic
Before the rollercoaster last quarter of 2022, according to the Office for National Statistics, more than one in 10 UK businesses reported a moderate-to-severe risk of insolvency in August. High energy prices were cited as the most common concern.
Amid rising business insolvencies, these are times when keeping a close eye on your finances and planning ahead are key.
Whilst you can control how your business is run, the same cannot be said for your customers. It’s therefore worth a timely reminder of best practice for credit control:
• Keep an eye on debtor days and check if these have been creeping up
• Review customer credit terms
• Monitor customer credit scores using online monitoring providers
• Chase up late payers and encourage early settlement discounts
• Send statements
In addition, it is important to review your sales prices to see whether they reflect increased operating costs for your business. Whilst everyone is aware of energy prices and wages, there are also finance costs to bear in mind, such as interest rates, and a return to paying business rates for many.
Finally, from 1 April 2023 onwards, the UK moves to a hybrid Corporation Tax regime where there will be a small profits rate for companies with profits below £50,000 and a main rate for profits of more than £250,000.
Planning can be key here, as there are many factors that will affect the rate of Corporation Tax charged. Examples include asset investment, the timing of pension contributions, employee bonus provisions and year end cut-off procedures.

Lease surrender involves effectively giving up your right to the lease by negotiating termination with the landlord. If the landlord agrees, surrender can take place. The invisible risk of hearing loss
Even though it was back in 2018, not everyone knows that the new PPE Regulations reclassified hearing protection, moving it up from category II to the complex class, category III. It now joins equipment designed to protect against serious risks such as falls from height, chainsaw cuts and contact with substances hazardous to health.
With Tinnitus Awareness week on 7 February, it’s a good time to remember why this change happened. We also need to remind ourselves of the invisible danger of sound and its effect on vital organs that we must protect from sounds that can cause life-changing, long-term damage.
Unlike dangers that cause immediate damage, noise often has a delayed impact on the user. Not only that, it’s also an invisible risk that sometimes doesn’t get the protection it needs to ensure people do not suffer from permanent hearing problems later down the line.
So, what do you need to consider when it comes to the invisible risk of hearing loss? And how loud is ‘too loud’ anyway? And when thinking about sound levels, do you know you also need to be aware of exposure times, and knowing how long sounds are safe for before they start doing damage?
The main rule is, for 85dB (decibels) and over, hearing protection should be provided. 85dB is the level at which noise becomes unsafe without the use of hearing protection. This rule does not relate to social noise however, which is where your own judgement comes into play about the risk.
For sounds under 85dB, there should be no need for hearing protection, although if you work in a noisy environment of up to 80dB, you should be trained and educated to understand the risks and hearing protection should be made available.

Local children’s hospice charity, Julia’s House, is launching its 2023 events programme to boost people’s get up and go. Run, walk, trek or parachute –there’s something for everyone. This year is extra special for the charity too, as Julia’s House marks a 20-year milestone of providing a lifeline of care to local seriously ill children and their families.
There are a number of events to choose from, whether you want to take things at a slower pace or prefer to opt for a fast-moving challenge:

Brittany Ferries celebrates 50 years at sea
Brittany Ferries has celebrated fifty years since the day of its first voyage with a voyage from Roscoff in Brittany.
The company, which operates from Poole, Portsmouth and Plymouth, is bringing more than 120 representatives of twinning associations in Brittany to meet their counterparts in Cornwall, Devon and Wales for a reception and dinner on board flagship Pont-Aven in Plymouth.

The Spring Countryside Show is back for the second year and will take place on Saturday 22 and Sunday 23 April 2023 at the Turnpike Showground in Motcombe.

Active green skills development will play a key part in supporting the government’s net zero strategy for decarbonising all sectors of the UK economy by 2050 and associated plans for growing the economy and creating high-skilled, high-wage jobs countrywide.
With a planned 400,000 new roles in the green energy sector alone by 2050, an additional 70,000 heat pump installers required by 2035 and electric vehicles generating 50,000 new skilled jobs by 2040* – Green Skills-led training and education will be vital to achieving internationally agreed targets.

Adult Community Education – to ensure the county’s workforce is up to speed with the latest technology in sustainability.
Weymouth College has been awarded £800,000 to deliver a wide range of green ‘upskilling courses’ in construction, raising the profile of green skills and green job opportunities whilst encouraging local employment, apprenticeships, self-employment and training.
Our first tranche of upskilling courses – in Domestic and Commercial Electric Vehicle Charging Installation, Solar PV Installation, Installation and Maintenance of Heat Pumps and Domestic Retrofit – are now enrolling and are all being delivered free of charge if completed before 31 March 2023.
The offered Domestic Retrofit courses also qualify for CITB short qualification grants, allowing all CITB registered employers – up to date with levy returns – to apply for a grant for all directly employed staff on the payroll, business owners and partners and all subcontractors.

Triathlon raises £6,800 for charity
A children’s cancer charity has thanked colleagues at south coast property finance specialist MSP Capital for staging an ‘incredible’ 12-hour fundraising triathlon.
More than half of the team members at MSP Capital ran, cycled and rowed in a continual collective challenge in aid of Young Lives vs Cancer. Together they covered an equivalent distance of 330 miles using a treadmill, static bike and rowing machine at
their Poole office.
Martin Higgins, MSP Capital’s managing director, said: “The treadmill, bike and rower had someone on at all times during the triathlon. Team MSP kept moving constantly for 12 hours with no rest. Every participant was aiming for their personal best on each piece of equipment.

The Dorset Skills-Needs Survey forms part of the Dorset Local Skills Improvement Plan delivered by Dorset Chamber and funded by the Department for Education. It has been developed to help identify the skills that Dorset employers feel are most lacking in the workforce right now – and those needed in the future.
Data will be collated by Dorset Chamber and used to shape plans for the way training is delivered in Dorset by colleges, training providers and other stakeholders operating in the post-16 education training system. This may include recommendations on programmes such as apprenticeships, T-levels or other workplace learning opportunities made available in Dorset.

A 3,000-mile Atlantic challenge
Team Ebb & Flow is a group of four women including Julie Eddicott, from Eddicott Wealth Management Ltd, who have taken the crazy decision to race across an ocean in the Talisker Atlantic Row in December 2023.
They will be rowing 3,000 miles, in 50 days, in the Jasmine II with a strict two hours on, two hours off routine. Starting in La Gomera (Canaries), the team will finish at Nelson’s Dockyard, Antigua.
Julie said: “We are all competitive rowers and this has been our dream for some years. We aim to inspire young people by engaging with schools, colleges and unis as STEM subjects are key to getting this challenge completed safely. The technology on board will allow us to bring thousands of young people into the journey and become a floating laboratory for mental and physical health students.”
Team Ebb & Flow is looking to keep sustainability high on the agenda by making their own water, minimising waste and even using biodegradable packaging made from seaweed. Julie said: “We can all make a difference, no matter how small, because it is the simplest of gestures that make the most significant of differences.
“There’s a cost to this of course, and we need to shamelessly raise £100,000 to get to the start line. This will be through a mix of personal donations, corporate sponsor opportunities and CSR funding. Just £30 will get your name on the boat. Once we have the funds to complete the challenge, I will be raising money for my charity, St. James’s Place Children’s foundation. Dorset Mind ambassador and local leisure and hospitality entrepreneur, Ty Temel, has teamed up with the charity once again to lead their fundraising challenges for 2023.
Dorset Mind hopes that its varied programme of events will inspire people to reap the benefits of getting active on mental health – and raise vital funds to help it deliver local support, education and training at the same time.
The challenges start with the 40th annual Bournemouth Bay Run, held on 2 April, set against the seven-mile stretch of glorious golden sands. There are four distances offered to suit all abilities: a half marathon, 10km, 5km and a 1km Kids Fun Run. Tips to help you save money when exporting and importing
At Dorset Chamber, we work with businesses across the region to help them import and export thousands of items each week. Our experienced team is on hand to provide the services, support, training and expertise to keep your business trading 365 days a year. When it comes to importing and exporting, careful planning and good knowledge of the processes and legal requirements can go a long way to saving you money. Collaborating with our training partners, International Trade Matters, Dorset Chamber’s International Trade team, shares its five top tips on how to save money when working with global customers and suppliers.
1. Know the Incoterm rule for your shipment
The Incoterm rule should be agreed on every shipment at the time of sale and will allow you to know who is paying for what, who is responsible for each part of the shipment and, most importantly, if it goes wrong, who needs to foot the bill.
2. Can you use thresholds?
When trading with certain countries, if goods fall below a certain amount, duty does not apply. For example, shipments in the EU below €150 do not incur duty. VAT does apply but is recoverable if you are VAT registered in the place where the VAT is payable. Check the values for the country you are trading with as this could help reduce costs.
3. Ensure your commodity code is correct
The correct commodity code for your goods is essential to meet your compliance obligations. They are updated regularly, and it is your responsibility to ensure they are accurate. Check your commodity codes on the UK Trade Tariff on GOV.UK. The wrong code could lead to you paying unnecessary duty and breaking the rules.
4. Ensure your country of origin is correct Country of origin of goods must be accurate when trading internationally. If goods are made in the UK, can you prove this? Or
if goods are not made in the UK can you also prove this? Do goods then qualify for preferential origin? If they do, duty costs will be reduced, often to zero. The UK has trade agreements with over 60 countries and regions. Based on this, you can save money by importing the same goods with a different origin if they incur lower duty rates.
5. Can you use an ATA carnet?
If you are moving goods to another country temporarily, you can use an ATA carnet. This document acts as a passport for goods, meaning you do not need to pay import and export duty. These are used for goods which are commercial samples, professional equipment or goods going to either a trade fair or exhibition.

Transforming Meetings - A positive thinking environment
Research has found changing the way meetings are held can mean they become more organised, more relaxed, more productive, and generally shorter with precise agenda items. They become less stressful with individuals feeling valued and able to think clearly, enabling succinct and positive contributions to the meeting.
With that in mind, when Caroline Somer met Joanne Young at a recent Dorset Chamber event and explained the ‘Transforming Meetings’ workshop she ran, Caroline didn’t hesitate in
booking a session for her own Somer Design team. Somer Design is a brand and digital marketing agency with team members from across the globe. As a fully international remote team, this was an interesting assignment for Joanne as she adapted to different time zones and cultures.
The workshop was engaging and an excellent opportunity for the team to learn how to enhance communications during meetings. After the workshop, the two Dorset Chamber members met to discuss feedback and make a plan of action on
how Caroline could help to market the workshops. Dorset Chamber members will be invited to join a complimentary ‘Transforming Meetings’ workshop from Joanne Young in March to learn about how to get more from meetings. Caroline Somer will be running its signature ‘A Straight-Talking Guide To Digital Marketing’ workshop in February.
