City venue for celebrations not necessary, says Parker
National day: Cultural group Koukourarata from Port Levy, above, were among the performers at Waitangi Day celebrations in Okains Bay on Monday. Christchurch Mayor Bob Parker says a city venue for celebrations is not necessary and the bay, which is an hour’s drive from the city, had been an appropriate one. Kaiapoi also marked the day in a special way. Story p 12. Photo: Gilbert Wealleans

IT is “vital that the new convention centre and other tourist facilities are sited within the four avenues, spokesman for Canterbury Hospitality Inc. (CHI) Max Bremner says. “A drift west would be the ruination of the city. If the new facilities were built in that area, people wouldn’t come into the city. It might as well be turned into a residential area or a golf course. We need to entice them back.

Central Christchurch lost many restaurants, bars, and cafĂŠs following last February’s earthquake, with 25 per cent of restaurants still out of action. Many operators had moved out of the city altogether, while others had set up in suburban areas, he said. “There have been some satellite pubs set up, and who knows if they’re making any money, but we can’t get into town and everything is happening so slowly. People have flocked to these places, but I don’t think the operators will invest a lot of money there. They are not long-term situations.â€? Mr Bremner said that until the locations for the city’s new tourist-related facilities were decided, Christchurch restaurant, bar, and accommodation operators would be wary about whether to invest long-term capital. “We need to know where the new convention centre will be built, where the stadium will be built, and consequently, where a new centre
of entertainment would be located. We need some direction as to what will go where so people can start planning. The lead time for convention business is generally three to five years, so the sooner an announcement was made, the quicker events could be attracted. Also, once there is certainty about the facilities, businesses would start, tourism would start; it was a process, Mr Bremner said. A convention centre generates millions of dollars a year and helps sustain retail, hospitality, and accommodation, as well as tourist activity and transport operators over the quieter winter months, he said. CHI was formed following the February quake to represent the combined Christchurch memberships of the Restaurant Association, Hospitality NZ, and the NZ Hotel Council. They consist of 381 businesses, which employ more than 7000 staff.

Crusaders battling to survive financially Chris Tobin
CRITICAL to the franchise’s future survival is how Crusaders chief executive Hamish Riach is describing the new Crusaders ‘castle’, to be known as Christchurch Stadium, being built in Addington. “Everything depends on our new stadium keeping professional rugby alive in the city, he said. “We’re very excited and hugely optimistic that we will now have the Crusaders playing in front of their home fans. “Hopefully, we can survive commercially and get back on our feet. Once AMI (Stadium) is sorted, we’ll be OK. The Crusaders, one of the world’s leading teams, took a withering body blow to their finances last year, recording a $700,000 loss as a result of losing AMI Stadium to the earthquakes and having to take to the road to play all its matches, travelling as far afield as Twickenham, London. Riach said that few people realised how close to the brink the franchise came. It was only the intervention of the Government to ensure funding was in place for the upgrade of the former Rugby League Park which rescued the Crusaders. Without this assistance, Riach said, “We couldn’t have carried on. It was everything. “The city council was wonderful; they knew how important it was for our rugby team and the Government was well aware of it. We were lucky we had Gerry Brownlee in the city. He got it from the start. In November, the Government announced that Rugby League Park, now rebranded as Christchurch Stadium, would be converted into a major temporary sports stadium costing $20 million and capable of hosting Super 15 rugby as well as international matches. Seating about 17,000 is expected for the Crusaders games and 26,000 for an All Blacks test against Ireland in June. Corporate and hospitality facilities are also being installed.

City rugby in good heart Chris Tobin
THE Crusaders and Canterbury Rugby Union have been inundated with offers of support and sympathy in the aftermath of the earthquakes. Crusaders and Canterbury Rugby Union chief executive Hamish Riach said help had come in from all over the world which showed the spirit within the sport. With financial donations being made a trust was established to ensure donations could be spent in the areas for which they were provided. The IRB gave $400,000 and Riach said such help had ensured the sport remained in good heart in the city. “City-wide the player numbers were down 7 percent last season but in general rugby is in a good space. The World Cup was a wonderful event and it made people feel proud to be New Zealanders. “If the All Blacks do well it makes people feel good about rugby. “I think the place of rugby in the hearts and minds of people in Christchurch is fine. Clubs in the eastern area of the city – Linwood, New Brighton, Shirley, Parklands – had been hit hard by the quakes he said, but there had been “quite humbling efforts by rugby people to keep things ticking over. “With that sort of energy I’m optimistic for rugby in the city; it might be slightly different – being played in different areas – but the spirit of rugby is alive and well.
“The hope is that there will be a lot of other events there, Riach said. “It will be a venue to provide enjoyment for the citizens of Christchurch. The Crusaders will play the Blues in the first round of this season’s Super 15 at Eden Park in Auckland on Friday, February 24. With Christchurch not ready until the match against the Cheetahs on March 24, they will play their March 9 fixture against the Chiefs in Napier. “You can’t ignore that money was a factor, Riach said of the match in Napier. “It wasn’t an easy decision, but we feel that the decision to play there is the right one. Winning is the objective of the 2012 campaign and Riach said other goals were making a modest surplus and getting the organisation back onto an even keel financially. In the 2010 financial year, the franchise made a surplus of $125,714. ‘No tall buildings’ IF Sir Miles Warren and his cohorts want to rebuild Christchurch (Mainland Press, January 25) in a manner that is diametrically opposed to that desired by almost all the rest of Christchurch citizens, they have another thing coming. The Christchurch City Council is quite right to ignore and side-line this out-of-touch lobby group. The plain fact of the matter is that no-one, but nobody, wants to live or work in any building that exceeds three storeys. Most won’t live or work in anything higher than a ground and first floor. If this stupid lobby group needs any further convincing, in order to shut them up, they need only look at the Clock Tower in Hornby. This building was recently renovated from a structurally sound shell to a very attractive office block, but nobody wants to lease it because nobody will work above the second level. If this extremely safe building can’t let, then what hope is there for the great white elephants that Sir Miles Warren wants to build? Absolutely none, that’s what! Sir Miles and the rest of the architects lobby had better listen – and listen well. The citizens of Christchurch have spoken loudly and clearly: No tall buildings are wanted here. The landowners had better heed the warning as well. Build tall buildings at your own risk. It’s your money you’re going to lose. The people of Christchurch, not money, not buildings, are what make up our society. These other material things are for their convenience, not the other way round. Richard Caves Hornby

Excellent proposal I THINK the Canterbury Institute of Architects’ proposals for whole city blocks sounds excellent! Low rise, ground-floor retail, wider streets, space for avenues of trees and apartments, with quiet leafy squares within all sounds fantastic. I hope the Christchurch City Council will take notice of this submission. Judy Provan Casebrook

The latest boffin bulletin IT’S all educated guesswork of course but the comments of Dr Kelvin Berryman of GNS Science that the chances of another big shake have diminished slightly is a small comfort. Last Friday Dr Berryman appeared at the Canterbury Earthquake Recovery Authority media conference showing graphs outlining the predictability of further shakes. The data he presented had come from experts in New Zealand, the United States, Ireland and Australia who combined different modelling methods to calculate quake probabilities. “We had the best people in the world to collaborate with us,” he said. You had to concentrate to follow him and it felt like being back at school again but the news was reasonably reassuring for what he
called the earthquake zone – the city, the area from Horarata in the west to offshore from Christchurch, and from Kaiapoi to Lincoln. Dr Berryman and his fellow boffins have concluded the chances of a 6.0 to 6.4 magnitude quake in the next year have dropped from 17 percent to 13 percent; the possibility of a 6.5 to 6.9 rumble has gone down to 4 percent and, let’s hope they’re right, a 7.0 monster has only a 1 percent chance of happening. The possibility of a 5.0 to 5.4 aftershock is down from 92 percent to 82 percent and a 5.5 to 5.9 is down from 51 percent to 39 percent. Compared with earlier forecasts the estimates have been reduced by around 20 percent. Bring that down to a month time frame, the
chances of a 5.0 to 5.4 are now around 26 percent, a 5 to 5.9 at eight percent. No-one was yipping with joy about the revised figures and the teacups will be rattling in the cupboards for a long time yet. But Dr Berryman remarked: “They won’t occur where we’ve had big quakes. They have been exhausted. They will be somewhere else and not in the city. The future looks a bit more optimistic.” Earthquake Recovery Minister Gerry Brownlee said the new figures “takes us out of the probable catastrophic range.” That provides some reassurance; hopefully it will boost financial reinvestment back into the city, restore a bit of confidence and ease people’s minds somewhat.

New Red Cross grants announced Samantha Early
HOMEOWNERS who have had to relocate and the elderly, young, or sick people of Canterubry who are worried about winter power bills following the Canterbury earthquakes will be able to access new help from the Red Cross. The first of two new grants, announced on Friday, is for $500 to help with storage costs for red-zoned homeowners, or those with more than $100,000 worth of damage. It will be paid either directly to the storage company or to reimburse the homeowner. The second grant is a repeat of last year’s winter assistance grant, which will help the elderly, those with children under 18, or the medically vulnerable to pay their winter power bills, with $100 a month for June, July, August, and September paid directly to the recipients’ electricity retailers. Red Cross volunteers are already noticing elderly people worrying about power bills this coming winter. Red Cross 2011 Earthquake Commission chair Sir John Hansen said that the grants actually reflected the ongoing financial and
personal hardships being experienced by the people of Canterbury. Sir John said that the ideas for the grants came from Red Cross staff on the ground and from other social agencies in Christchurch. “So many people are still in the same circumstances sadly as last winter; there quite clearly was the need,” he said in relation to the need for the winter assistance grant. To date, almost $115 million has been raised by the New Zealand Red Cross from its September and February earthquake appeals, from which more than $67m was distributed in 15 different types of grants to 76,463 beneficiaries. The total included $14 million donated for specific purposes and of the $34m still left to distribute, it was estimated that $20m would go towards the grants, which are still open, including the two new ones. Sir John said the remaining money would probably be distributed over the next six months. For more information or to apply, see www. redcrosseqgrants.org.nz.
CHRISTCHURCH will celebrate the Year of the Dragon with the glow of hundreds of vibrantly coloured lanterns at Carlton Corner this weekend. Asia New Zealand Foundation director of culture Jennifer King said that she is expecting up to 50,000 people to attend the seventh Christchurch Lantern Festival after last year’s event was cancelled due to February’s earthquake. “We’re hoping for record crowds at our new and bigger venue at Carlton Corner. Parking will be available on-site, so bring the whole family and enjoy a picnic on the grass. As usual, there will be plenty of delicious Asian food to choose from.” Each festival features spectacular new lanterns created for Christchurch and made in Zigong, in the Chinese province of Sichuan. This year’s display includes a giant dragon commissioned by the Christchurch Casino to celebrate the Year of the Dragon, which is considered the most auspicious animal in the Chinese Zodiac. The festival features both traditional and contemporary performers from China, including Beijing-based Long Shen Dao (Way of the Dragon Spirit), considered China’s best reggae band. Other performers include the Shanghai Dragon and Lion Dance Group and the Taizhou Luantan Troupe from Zhejiang province, which will perform a Southern Chinese opera style mingled with acrobatics. The event runs on Saturday and Sunday from 5pm to 10.30pm.

KNOCK it over now, is the message we at Mainland Press are saying in regard to this building on the corner of Dorset St and Park Terrace. The said building, Dorset Towers, has been red-stickered and the Canterbury Earthquake Recovery Authority (Cera) advised last week that demolition “is imminent. “The demolition is a Cera-managed programme on behalf of the owner, Warwick Isaacs, Cera’s general manager of operations said.
“That work is imminent. The building is located close to the corner of a busy intersection on a road, which is now a main bus route into the central city. Tourists and pedestrians regularly walk past it. The bottom left corner of the frontage has collapsed and deep cracks run through the building. Last week, Cera announced that two of the six buildings in the Terrace on the Park apartment complex, a short distance from Dorset Towers along Park Terrace, had to
Long recovery for tourism operators Samantha Early
CHRISTCHURCH city tourism attractions are facing a long haul getting back up and running, but progress is being made as the first anniversary of the February 22 earthquake approaches. The Arts Centre remains closed indefinitely while work has begun to repair and strengthen the clock tower and the great hall. The Canterbury Museum had more than 150,000 visitors since it reopened on September 2. However, the Christchurch Art Gallery building is not expected to reopen until the middle of next year. For The Wood Scenic Line, which includes the Christchurch Gondola, Trams, and Punting, it has been a long, slow road to reestablishment. Punting on the Avon was one of the first tourism attractions to reopen in the city, but the tram line and gondola are still out of action. However, its managing director Michael Esposito hopes to have everything reopened this year and the company had adapted its fullday grand bus tour into a half-day trip, which was proving popular. Mr Esposito said that the number of visitors on the punting were initially very light. “But it’s picked up remarkably well for this summer; we’ve got five punts operating. He said that the gondola complex, which was right near the quake’s epicentre, held up well, but a burst sprinkler flooded it with 60,000 litres of water. Renovations should be finished about April, but there is also the issue of potential rock falls. “Only one boulder came down the hill, but we still need to make sure it’s 100 per cent safe before we go up there, so we’re sorting that out at the moment. The tram line goes through the central city red zone, but Mr Esposito said that the
be demolished urgently. The reason for this is that the complex sustained critical structural damage in the December 23 earthquake. Asked why a delay had occurred from December 23 until February 2 when the matter became urgent, Mr Isaacs said that there were only a limited number of engineers available to investigate thousands of buildings. He said the damage to the complex, which was built in 2000, had been “a surprise to us. Cera chief executive Roger Sutton said that if there was a 5.9 magnitude earthquake, such as that on December 23, the two severely damaged buildings would have collapsed onto Salisbury Street. Parts of Park Terrace and Salisbury St are being cordoned off for several weeks while the work proceeds.

infrastructure also held up well, but reopening has been prevented by the weakened Armagh Street Bridge and the line being in the drop zone of the Clarendon Towers. A second punting site by Worcester Street is also off limits until at least spring because of the towers. All going well, Mr Esposito hopes to have all the attractions reopened by Christmas. “There’s a lot of red tape, a lot of processes to go through, so it’s been very slow for the last 12 months, but we’re making headway and it’s just small steps at a time. Mr Esposito said he was committed to Canterbury and confident about the future, pointing to a strong cruise ship market in the years ahead.

Brownlee to recognise quake heroes ILAM MP and Earthquake Recovery Minister Gerry Brownlee is asking people to nominate groups that assisted in the aftermath of the February earthquake, so that they can be publicly recognised for their good deed. “I am mindful of the sacrifices and hard work that was carried out by groups all over Christchurch after the February 22 earthquake,” Mr Brownlee said. “I particularly wish to acknowledge those organisations in the north-west of Christchurch who assisted the local community in the response after the earthquake. These volunteers kept the city functioning at that time.” Mr Brownlee said that he is aware of some groups who
assisted in various ways, but he is asking for nominations of organisations from the Ilam electorate, who assisted in the local community. These organisations could be schools, church groups, medical organisations, businesses, service groups, sports groups, or professional organisations. Anyone wanting to nominate a group or organisation can send the name of the organisation and some details of their work along with contact details to Liz Bain Lovell at Mr Brownlee’s Ilam electorate office via email at ilam@parliament.govt.nz, or phone 359 0582, or post to 283 Greers Road, Bryndwr, Christchurch. Nominations close Wednesday, February 22, 2012.
Staying strong: Avonside Girls’ High School principal Sue Hume is excited about next week’s return to the site, while Shirley Boys’ High School principal John Laurenson says students have adapted well after returning to their site last September.
Future is ‘bright’ for Avonside and Shirley Gina McKenzie
THE future remains bright for quakedamaged Avonside Girls’ and Shirley Boys’ high schools, according to their principals. Avonside Girls’ High School principal Sue Hume said that while the roll had dropped by 200 pupils due to earthquake-related relocations, she remained positive about the 84-year-old school’s future. “It’s fabulous to be back after a very difficult year and to have the school back up and running again in the community.” Ms Hume said the Avonside Drive site had been transformed with the demolition of the main block and the addition of new teaching space. “In a short time, we’ve managed to get a new library set up along with art and technology rooms.” The school will remain on-site for the next two years while permanent options are considered by the Ministry of Education. Ms Hume said she hoped the rebuild could take place on the current site as it had a lot of

significance for the school community. Meanwhile, Shirley Boys’ High School principal John Laurenson remained focused on providing a stable atmosphere for pupils while looking ahead to the future. “It’s really important for the boys to carry on as normal when everything has been dislocated by the earthquakes over the past year.” The school had lost 42 pupils over the last year due to the earthquakes and had been confirmed by the Ministry of Education as a total rebuild. Mr Laurenson said he was unsure if the rebuild would take place on the school’s current site in North Parade. “No one knows what the shape of the school community will be in terms of where the boys will live, but I’m sure that the school has a strong future ahead of it. “I think if we’re fortunate, the rebuild will get under way next year, but it will probably be 2014.”

Some service stations still closed Christine de Felice
SIX Mobil service stations in Christchurch, which comprise a third of the company’s network in Christchurch and surrounding regions, are still closed after the February 2011 quake. “The Madras Street site is within the restricted zone. However, we understand those restrictions are being lifted and we believe the station is in a condition that it could be reopened soon,” ExxonMobil Australia group of companies spokesperson Alan Bailey said. “The stations at Bealey Ave and Aranui are undergoing repairs at present and are expected to reopen in April, one after Easter and the other late in the month. “Our Estuary Energy Centre station in Ferry Road has been demolished and will not reopen as a service station due to issues associated with ground liquefaction in the area. Plans have not yet been finalised for reopening our Woolston and Queenspark stations.” Other fuel companies were not so badly affected. Shell Lancaster Park, which suffered extensive liquefaction and other damage and has been red stickered by the council, is the only station in the Shell network that remains closed, said communications advisor for Z Energy, Sheena Thomas. The Shirley and Linwood sites were extensively damaged in the Christchurch earthquake and were rebranded as flagship Z sites during the pilot phase of the company’s rebranding, Ms Thomas said. Work begins on Rolleston Police Station POLICE Minister Anne Tolley turned the first sod at the site of Rolleston’s soon-to-be-built new police station on Friday. The $1.6 million new station in Tennyson St, scheduled to be completed by September, replaces the current ageing station in Jones Rd. Ms Tolley called it a “new beginning” and said that it was important that police had the best tools for the job. “The new Rolleston police station will incorporate modern design and technology, and is located much closer to the local community than the existing station. “I look forward to returning to Rolleston later in the year and seeing for myself the difference it makes for staff and the community. Selwyn MP Amy Adams said that work getting under way on the station was good news not only for Rolleston, but for the whole Selwyn district. “We all know that Rolleston is a fast-growing area and this police station recognises that.” Superintendent Gary Knowles said that the new building would help police in providing a high level of service to the community.

Residents concerned vacant houses may attract criminals Tom Doudney
RESIDENTS in red and orange zone suburbs are concerned that the number of vacant and neglected properties may be a magnet for criminals, putting both people and property in danger. Burwood-Pegasus Community Board chairperson Linda Stewart said that neglected-looking red zone and red-stickered properties were obviously going to invite crime. “In these red zones, there is a lot of neglect; a lot of houses are empty. You might have one person living in a street all by themselves and those people don’t feel secure.” A Canterbury Earthquake Recovery Authority spokesperson said that the organisation does not have any recent figures on how many red zone homes had been vacated, but a survey conducted in October had indicated that it was about 40 per cent. Wainoni Avonside Community Services (WACS) co-ordinator Betty Chapman said that many elderly residents in the Wainoni orange zone were vulnerable and scared of the presence of criminals in the area, which borders a red-zoned section of Avonside Drive. Mrs Chapman said only two houses in the red zoned part of the street were occupied, with the rest abandoned in an obvious state of disrepair and overgrown with weeds. Two houses had been vandalised and there was evidence that people had been squatting in them. “We have notified the police and they basically said watch out and when you see anyone call us, but to my knowledge they haven’t caught anyone.” However, Canterbury central police area commander Inspector Derek Erasmus said that police statistics for the year up until the end of September had shown that the number of reported burglaries was nine per cent below the previous three years’ average, and anecdotal

evidence had not suggested any increase since then. He acknowledged that this could be partly because there were fewer people living in the area to report crime, but believes that there had also been a genuine drop in the number of burglaries. “We know there are vulnerable people and properties out there. We are doing what we can to work with the community and other agencies to make sure that expected increase in crime doesn’t occur.”

City rebuild forum
CANCER support organisation Canteen wants to move the last 50 of its fundraising calendars for 2012. The large, bright calendars show Canteen’s work of peer support for young people, aged 13 to 24, living with cancer. All the proceeds from their sale go back to supporting activities and educational programmes for its 170 members in the South Island. The calendars can be purchased for $15 each by contacting Jason Flewellen on 3773028 or by emailing jasonf@canteen.org.nz.
A FORUM, which focuses on the role of structural steel in the rebuilding of the city, will be held on February 29. The event will be hosted by industry body Steel Construction New Zealand and the Minister of Building and Construction Maurice Williamson will open the forum. Invited guests, including local architects, engineers, builders, developers, and property owners, will debate the technical, commercial, and design merits of structural steel. The forum takes place at 4.30pm at The George on Park Terrace.
FORMER TVNZ reporter Vicki WilkinsonBaker says she is looking forward to passing on her knowledge to the next generation, having recently ended her 27 years at the network to teach at Broadcasting School. Ms Wilkinson-Baker, who will be running the year two television course, began at TVNZ in 1985. During that time, she worked for most of the network’s major news and current affairs shows, including TV One, Fair Go and Holmes where she spent 13 years. She had felt that it was time for a change and decided to apply for the Broadcasting School job after appearing as a guest tutor last year. “I got the job then I went ‘oh my god now I have to resign from TVNZ’. It was a really tough decision to resign because working for television is a great job. It was sort of like a passport to adventure.” Broadcasting School head of school Tony Simons said he was pleased to have Ms Wilkinson-Baker on board. “Vicki is an immensely experienced television journalist and probably the most experienced television journalist in Christchurch,” he said.

Conference on climate change ‘incredible’ FORMER University of Canterbury environmental science student Elana Hawke, 23, attended the latest major international climate change conference, COP17, in Durban, South Africa last December as one of 10 New Zealand youth delegates. She talks to Mainland Press reporter Tom Doudney.
How did you find the experience? The whole experience was incredible and very eyeopening. The three weeks I was in Durban were hugely emotional, as being in Africa made issues on climate change so polarised. Many people from across the continent came to Durban to voice their stories. There were stories of women giving birth in trees due to floods, and communities told not to expect annual rains due to droughts that have never been experienced before. COP was also frustrating as what happens in the convention centre and negotiating rooms is so disconnected from the actual implication of climate change. The lack of urgency and commitment from some countries (USA, Canada and NZ) was disheartening.
The conference produced an agreement for countries to begin negotiating a legally binding emissions treaty and a Green Climate Fund to help poor countries tackle climate change. Was it a good result, do you think? I think that the result from COP17, called the Durban Platform, is about the best that could have eventuated from this set of negotiations. I don’t think that it is until you go to COP that you really realise how difficult it is for 192 countries to work together Getting involved: Elana Hawke taking part in a climate rally in downtown Durban. and agree upon these accords/protocols. Going to COP, you also get an insight into the vested interests at these talks and how complex mitigation strategies against greenhouse gases are. There are oil and gas representatives at COP who are there to lobby government, the World Bank and other international organisations and many other businesses who are looking at ways to benefit from these talks.
Sir Peter Blake Trust now seeks leaders
What did you take away from having been there? How young people are taking a stand and ownership of their future. How many people are already causing social change within their communities and this motivated me to do the same.
Does the future look bright or bleak to you?
Taking a stand: Participants in the COP17 climate change conference held in Durban, South Africa.
I am an optimist and now, having been involved in the youth climate movement, I am optimistic about how my generation will tackle these challenges. My only issue is that the current generation in power needs to listen to the voice of youth and give urgency to these issues. Burying your head in the sand doesn’t result in anything!
THE Sir Peter Blake Trust is searching for emerging leaders with vision in the South Island. The Sir Peter Blake Emerging Leader Awards, announced as part of the trust’s annual Leadership Week from June 22 to 29, identify six leaders between the ages of 25 and 45 who have inspired and achieved across many walks of life, sometimes in relative obscurity. The trust traditionally receives more nominations from the North Island, so this year it is encouraging South Islanders to put forward the leaders in their community who have dared to dream and taken action. Anyone can nominate a worthy emerging Kiwi leader, with a deadline of March 30. For more information, visit www. sirpeterblaketrust.org/
EQC Update The Earthquake Commission has joined forces with insurance companies to speed up remaining assessments. Last year, EQC completed all 164,000 post-February full assessments. Joint assesments by EQC and insurers will be carried out on properties where there are signiďŹ cant differences between the respective earthquake damage assesments. Assessments will start in the Red Zone but move to other areas shortly after.
Dec 23 – reassessments
Land reports coming by April All initial assessments of land claims were completed by EQC’s engineers by 17 December 2011. Individual reports for each property are currently being prepared and checked. Reports now require additional aerial mapping data. Most customers with a land claim will have their initial land assessment reports by the end of April. Some properties may require more detailed assessments and we will contact those customers soon. We are also looking at how to give priority to Red Zone customers who need the land report to make a decision on their options.

Hundreds travel to Okains Bay for ceremonies CHRISTCHURCH has no need of a venue in the city to be a focus of Waitangi Day celebrations according to Mayor Bob Parker. On Monday, the Okains Bay Maori and Colonial Museum served as a base for Waitangi Day celebrations for the 36th time. A special day was held at Kaiapoi also. Asked if the day should be marked with a special event in the city itself, Mr Parker said: “Okains Bay is a part of Christchurch city.” He said Okains Bay had emerged as a place with a significant bicultural collection which honoured both Maori and European settlers and it had meaning to hold a ceremony there. Okains Bay is approximately an hour’s drive from the city. “There were hundreds of people that travelled from all over the city to be in Okains Bay and I would say it takes a bit of an effort to get there and everyone I spoke to was full of praise for the event and for the feeling of pride they had in being a New Zealander on that day.” The day was very important to Cantabrians and all New Zealanders, he said. “It’s a wonderful opportunity to be really honest about the nature of the founding document in this country and there is much to be proud of in what we’ve jointly achieved. Everyone accepts there will be issues that we will be talking about for years to come but that’s the beauty of the day; it creates that forum.” Hundreds turned out for the event which included speeches by Mr Parker and the Governor General’s representative, resident naval officer, Commander Tony Millar. A citizenship ceremony also took place at which 15 people became New Zealanders. Meanwhile, in Kaiapoi, up to 800 people attended the Waitangi Day family event at Trousslelot Park. Organiser Kathy Batchelor said they were very pleased with the community spirit shown by all there. Having his say: Kaumatua Bill Karaitiana addresses the gathering at Okains Bay. The event included musical entertainment and Maori performances.

Council to consider prostitution issues THE issue of litter and disturbance caused by street prostitutes moving to residential areas to conduct their business following the February earthquake is being considered by the Christchurch City Council tomorrow. Since the central city was cordoned off, prostitutes moved northwards along Manchester Street into residential areas to the distress of some residents. A police operation in the area last month resulted in 14 arrests, mostly for people wanted on warrants while a few were for behavioural and dishonesty matters. A report prepared for the council following a meeting of representatives from the police, prostitutes collective, council, and the Youth and Cultural Development Society, which works closely with the street workers, said that between two and 10 women worked in the area between Bealey Avenue and Edgeware
Road, with many stationed at the Purchas Street intersection. The council will consider the report’s recommendations, which aimed to encourage prostitutes back south along Manchester Street away from houses. They include asking the Salvation Army to move its location for feeding people back south towards the St Lukes Church site on Manchester St, as it was thought that their Aberdeen St location was putting the street workers off. It would also consider installing rubbish bins and toilet facilities on Manchester St, south of Bealey Avenue and ask council staff about additional street lighting and public toilets in that area. The council would also discuss keeping affected Manchester St residents informed about the steps being taken.

US photographer plans unique quake book Gina McKenzie
SIX months spent in Christchurch eight years ago changed photographer Peter Hoffman’s life and now he’s repaying the city that inspired him by donating profits from his upcoming book to earthquake relief efforts. “I was actually studying advertising at the time, but living in Sumner inspired me to pick up my camera all the time and this is what set me off on my photography career. “When I heard about the earthquakes, I knew I had to do something for the city that has become a large part of me.” Mr Hoffman, who works as a freelance photographer for The New York Times, The Guardian, and The Wall Street Journal, wanted to capture the resilient spirit of Christchurch residents and keep the recovery efforts alive in America. “I decided to do a more personal book, which explores what residents have been through. It will be like a photo journal where thoughts and feelings are recorded along with photos. “Anyone can participate from children to older people and I want to capture the feelings of ordinary people going through a difficult time.” Mr Hoffman plans to stay in Christchurch until the end of March and will then pitch his proposal to American media outlets. “I hope the book will take off and then I can give something back to help with earthquake relief efforts.”

hen we think about summer, our minds usually shi toward the thought of t-shirts, shorts, and togs. It makes us think about gearing up for some physical ac vity to get our bodies into be er shape. As a podiatrist, I always advise people who are embarking on an exercise regime to start with their feet first. A good sports shoe is the most essen al piece of equipment your feet will need. With exercise, for example running, your feet absorb the impact of at least three mes your body weight. Shoes that are inappropriate, lack support, or are illfi ng can cause blisters, corns and calluses, lower limb and foot injuries such as heel and arch pain, Achilles problems, and/or knee problems. A podiatrist can help you with many of the foot and leg injuries you get from exercising. A typical podiatric consulta on would assess your foot and leg mechanics, check your range of mo on par cularly within the foot and ankle, note any ght muscle or ligament a achments, and also assess any muscle weakness’ within the lower limb. These muscle imbalances are o en the cause of many injuries. Where there is an imbalance, our bodies usually end up compensa ng for it by overloading the opposing muscle group or nearest joint structure. A typical treatment plan would involve wri ng a sports shoe prescrip on for a pa ent and referring them to an appropriate sports shoe store where staff can ensure that the best shoe is provided for their foot type and the ac vity they’re involved in. If painful symptoms or an injury is present, following a thorough biomechanical assessment, an ortho c is o en prescribed. Symptoms vary and may include any of the following: achy legs and/or feet, arch pain, heel pain, knee discomfort; these even contribute to lower back pain. Signs to look for if you feel your sports shoes might need replacing or you’ve had your shoes for a long me are wearing on the inside of the heel (abnormal wearing pa ern), or excessive outer heel wear pa erns, the uppers of the shoe seem to collapse inward, minimal tread pa ern le on the outsole (underneath the shoe), loss of cushioning/support through the midsole (arch). Malted memories Gilbert Wealleans HEATHCOTE resident Gerald Deavoll watched the demolition of the old maltworks, which took place on January 29. The plant, which was previously operated by the Canterbury Malting Company, closed in 1999 when all malt production moved to the North Island town of Marton. Mr Deavoll, who was employed as a process worker from 1982 to 1999, said, “It is sad really. There has been a malt factory here for at least 125 years. It brings back a lot of memories.” One of the characters he recalled had been a professional tumbler who would give impromptu performances for his workmates. Another employee in the 1950s was the rat catcher, whose practice of dumping a string bag of dead rats on the manager’s desk for counting, the going rate being sixpence per rat, caused much amusement.
End of an era: Gerald Deavoll witnesses the end of the maltworks.
Law firm to honour quake anniversary
From crafts to kung fu in Ilam
CHRISTCHURCH law firm Lane Neave will mark the one-year anniversary of the February 22 earthquake by closing its offices at midday. Chief executive Meryll Waters said the events of the past year had reminded them all of the importance of family and those close to us. “As a firm, we wanted to give our staff the opportunity to reflect and participate in any memorial services planned for that afternoon or simply spend time with family.” The firm’s 104 staff, many of whom were working in their former Price Waterhouse Cooper building offices when the quake struck, are now split between four separate locations in Papanui, Harewood, and Victoria St on the outer CBD. Ms Waters said that although the flow-on effects of the earthquake and subsequent aftershocks had been stressful and disruptive, the experience had also drawn the team together. The firm was awarded New Zealand Employer of Choice (mid size law firm) at the recent 2011 New Zealand Law Awards. Meryll Walters
LOCALLY made crafts, tai chi demonstrations, and free have-a-go workshops are among the diverse offerings at the Avice Hill Arts & Craft Fair in Ilam this Sunday. Christchurch’s top artisans will showcase a wide variety of products ranging from wood, glass, metal, clay, and fine art, to children’s clothing, merino garments, and more. “Build-your-own” classes will include pottery, woodturning, soap carving, hair braiding, and Oamaru stone carving. A highlight of the event will be a kung fu demonstration from the former head coach at the Shaolin Temple Kung Fu school in China, who is now living in Christchurch and setting up a school here. Entertainment will include live jazz, performance by solo artist Tess Stephens, swing dance demonstration, children’s entertainer, and story telling. Food choices from homemade cakes and ice-cream to ethnic food will be available to eat there or take away. The fair runs from 11am to 3pm at the Avice Hill Reserve, 395 Memorial Ave.
Questions you’ve been asking us:
Will the December 23 aftershocks affect where you are working? No. Before 23 December we were finalising our work programme to accelerate rebuilds and repairs from 1 February. The good news is that the December 23 aftershocks haven’t changed this. The aftershocks confirmed the technical land classifications are correct, as further damage was observed in the areas predicted, e.g. TC3. The aftershocks also confirmed that the areas we expect to be able to work in – TC1, parts of the Port Hills and the Banks Peninsula have, for the most part, not suffered further damage.

The Girl with the Dragon Tattoo As a rule, I am cynical about American remakes of foreign language films, mainly because they make me want to say unkind things about American audiences and subtitles. However, every now and then, one comes along which challenges that view. David Fincher’s version of the Stieg Larsson novel might just be one of those. It’s always going to be a hard task to turn a book like The Girl with the Dragon Tattoo into a film, not only because it is so loved by millions, but because it’s also extremely complex, full of the kind of detail that does not necessarily translate well on to the big screen. There was nothing wrong with the original 2009 Swedish version; it did a fine job of compacting the story, but this version benefits from a much bigger budget to deliver the superior cinema experience. It also benefits from being in the hands of one of Hollywood’s most accomplished directors. David Fincher (Zodiac, Se7en, and The Social Network) has made a career out of taking on challenging story lines and he brings this experience to The Girl with the Dragon Tattoo. Compared to the original, Fincher’s dark and atmospheric cinematography amps up the tension and brings out more of the book’s dark undertone. And despite the English-speaking cast, it was still shot in Sweden, which helps with the authenticity. While the leads Daniel Craig and Rooney Mara as Mikael Blomkvist and Lisbeth Salander do an admirable job, and Mara has deservedly earned herself an Oscar nomination, it’s the supporting cast that really make this version so excellent. Fincher has used his big budget to employ some great actors in supporting roles, including Christopher Plummer, Stellan Skarsgård, and Robin Wright. The one thing that could count against this film is that audiences may feel that they are suffering from ‘story fatigue’, but don’t let that put you off on what will be a memorable cinematic experience. Just make sure you are in time for the opening credits. They are spectacular.
The Girl with the Dragon Tattoo is now playing at the Hollywood in Sumner, ph 3266102.

Scholarship for young Wainoni canoeist
Shot putters big attraction at athletics Chris Tobin
THE shot put event took centre stage at the International Athletics Meet held at Christ’s College on Saturday. In previous years, track events, especially middle distance races, often dominated major athletics meetings in New Zealand, but those days are now past as most of the interest on Saturday centred on the performances of women’s Olympic shot put champion and three-times world champion Valerie Adams and upcoming star and world junior champion Jacko Gill. In a move perhaps not seen at a major meeting in Christchurch for some time either, Hard racing: American Will Leer takes out the 2 miles from Nick Willis, left, Adams invited the public out into the middle and Christchurch’s Andrew Davidson. Photo: Chris Tobin of the picturesque grass track to get a close-up run, Leer pushed the pace, trying to kill off a possible fast view of the shot putters in action. Gill was heaving the heavier 6kg shot and got out to finish from Willis. He succeeded and Christchurch athlete 22.06m and won the combined competition. Adams, with Andrew Davidson, who was on Willis’ elbow at the bell, the 4kg shot, opened her season with a throw of 20.35m. remarkably was still only a metre or so away from the South Canterbury athlete Tom Walsh placed third with Olympic medallist at the end. Leer won in 9m16.7sec from Willis 9:17.8s. Davidson, 18.06m. Gill had hoped to beat the world’s best of 22.73m for an who started 27 seconds ahead of the back markers, 18 and 19-year-old. He spent a lot of his time shaking his managed 9:18.13. In other events, the Brian Taylor Memorial Women’s head in disappointment after being red-flagged for three 3000m, named for the former University of Canterbury of his throws. The main track event of the evening was a two mile coach who died in the February 22 earthquake, was won handicap race featuring Beijing Olympic Games 1500m by Kellie Palmer of the university club (9:32.35), Hannah Newbould (Port Hills) was second in 9:34.97, and Lydia silver medallist Nick Willis. Willis, American Will Leer, and American-domiciled O’Donnell (WBP) was third (9:36.77). Fiona Morrison (COBU) won three events, the 100m in British runner Lee Emmanuel were off scratch, giving 12.97s, 200m in 25.84s, and the long jump with 5.59m. away 32 seconds start to the first runners off. They steadily picked their way through the field, with Angie Smit (University) won the women’s 800m in 2m Willis leading the chase. However, with just over a lap to 14.78s.
WAINONI resident Jennyfer Fidow, 18, was among 11 young athletes from around the country awarded a scholarship by the Samoan Sports Association at a special awards ceremony at Auckland’s Pasifika Education Centre last week. Due to the Christchurch quake, Jennyfer’s training location has been moved from the Avon River to outside of the city and she intends to put the scholarship towards travel expenses for getting to training.

THIS weekend’s 800-strong Coast to Coast field will be stacked with champions to mark the event’s 30th year. Race director Robin Judkins said that all former champions had been invited to come back and take part, whether as competitors, to assist other competitors, or just as spectators. A function for the past champions was to be held at Cave Rock this morning. There had been no course changes and the event would still go through Sumner to the beach, despite the fallen rocks and containers. “The competitors will get a bit of thrill out of coming through Sumner,” he said. “Lots of them have been asking whether they need mountain bikes.” Among those returning will be 60-year-old Invercargill doctor Joe Sheriff, who won the first event in 1993. Joining him will be four other competitors from that year. Last year’s winner of the men’s race, four-time champion Richard Ussher, will give it another crack, as will his wife Elina Ussher, who finished second in the women’s race last year and has previously won it.

Nelson’s Mike Ward will compete in his twenty-ninth event, having missed only last year’s event due to injury. More than 100 international competitors from 22 countries have entered, including many from Australia. Among those are adventure racing world champions Jacky Boisset and Myriam Guillot, both from France. Royal New Zealand Air Force aerobatic flying team the Red Checkers will perform in the skies over Sumner at 4pm on Saturday as part of the thirtieth festivities.
