Proposal to boost east Chris Tobin
AN arts precinct centred around a 1880s building on the corner of Fitzgerald Avenue and Gloucester Street is an idea being proposed to the Christchurch City Council. Tony Gray said his family owned the heritage listed building on the corner at 187 Fitzgerald Avenue and wanted to give something back to the city. “We want a return on our land but not the maximum,� he said. “This concept would be good for the area and we feel council should come on board.� Mr Gray said the arts precinct would be a catalyst for further similar development in the eastern side of the central city which he considered had been neglected by the council over a long period. There was quite large number of old villas nearby which could be upgraded and redeveloped.

Mr Gray is proposing restoring the building which dates back to the 1880s and creating an arts precinct with artists’ studios, a performance theatre, a cafĂŠ/restaurant and work space for crafts people and designers. The money required would be between $3 million and $4 million. “We’d provide the building and land,â€? Mr Gray said. His family owns the corner site which covers 50 metres by 40m. “We’d forgo turning it into a Burger King to give an asset for the community especially for that (eastern) side of town. “It creates a great streetscape and forms a cornerstone for going into the city centre.â€? Mr Gray said the East Christchurch Arts Precinct proposal created “living heritageâ€? and met the requirements of the council’s Central City Draft Plan by fostering business, respecting the past, looking to the future. The location was close to transport routes. Mr Gray made a submission at the council’s Central City Draft Plan hearings. “Council seemed interested,â€? he said. The Gray family owns Town Reserve 97 which encompasses properties in Gloucester St and Fitzgerald Avenue. In the original survey of the city town reserves were created between the town belts of Moorhouse, Fitzgerald and Bealey avenues. Mr Gray said if the proposal gained support the building could be refurbished in 12 months. Tom Doudney THE ecological crisis unfolding around the Bay of Plenty oil spill is a stark warning for Cantabrians about the dangers posed by impending oil exploration and drilling off our coast, a Greenpeace spokesperson says. Texas oil company Anadarko has two permits for deepwater drilling in search of oil and gas in the Canterbury basin in waters east and south of Banks Peninsula and is expected to start in October next year. The company is part owner of the well which was at the centre of last year’s Gulf of Mexico oil spill. Greenpeace climate campaigner Steve Abel said the organisation was opposed to offshore drilling around New Zealand, including in the Canterbury basin. “What is occurring now in the Bay of Plenty highlights exactly what is at stake with the risk of deep sea oil exploration.”

A new journey begins IT has been a case of being nimble on our feet at Mainland Press this week. No sooner had we put the Wednesday issue of Mainland Press to bed, to use an old newspaper term, than we were into another – the one you are now reading. There have been a few logistical issues and challenges in the change but it is exciting and I am sure this paper will become even better known and recognised around the city and further afield. And so a new journey begins. Having started in journalism a long time ago when there were linotype machines, typewriters for punching out stories, no faxes, no cellphones, no email, no work computers, no digital cameras you learn to get used to change in this occupation. Speaking of journeys the All Blacks will find out on Sunday evening whether their World Cup
journey ends with the match against the Wallabies or continues on to the final next weekend. With injuries hitting hard, ‘Ted’ Henry and his two fellow wise men seem to be whistling up all sorts of players to bolster the ranks. It shows all the planning in the world and careful selection of players can go out the window in an emergency. Before the tournament kicked off former All Blacks coach ‘Grizz’ Wyllie said if we lost Dan Carter and Richie McCaw New Zealand would be “stuffed.” We lost one, the other, McCaw, is struggling with an injury but at the time of writing will lead out the team on Sunday. I’m just hoping the All Blacks ‘machine’ hangs together, rolls over ‘Dingo’ Deans’ crew and gets into that final.
Councillors share property owners’ concerns Tom Doudney
PERSISTENT heavy criticism of the Christchurch City Council’s draft central city plan from business and property owners appears to have gained traction at the council table. Of the six councillors who spoke to Mainland Press this week, most expressed some level of agreement on the concerns raised. Cr Glen Livingstone said the views of the business community and investors had definitely had an impact on this thinking as they were “the experts”. “I think our aspirations for a green city can still be a part of that. I can’t see a reason why it has to be either business or green, you can have both. “We’ll just have to compromise on things like car parking, building height and so forth. If we didn’t’ do that we wouldn’t be being responsible” Cr Aaron Keown said his opinions hadn’t really changed but he tended to agree with the concerns of property owners. “For those that said the city wasn’t’ working before
I would say that a lot of that was the barriers that the council was putting in the way for development. “I actually ran for council because the council was falling over itself to make the city not work.” Cr Yani Johanson said concerns he had previously expressed over the short timeframe of the submissions process and lack of publicly available analysis had now been vindicated. “There wasn’t enough engagement on volume two [of the draft plan] so not only do you have the business community really irate and upset, you have also got the inner city residents really fuming.” Cr Tim Carter said the business community had “raised some very valid concerns”. Crs Barry Corbett and Jamie Gough declined to comment in detail on their views but said the submission process had raised questions, as would be expected. Lincoln students lend a helping hand Samantha Early
PATIENTS at the Burwood Spinal Unit and students of the Van Asch Deaf Education Centre will benefit from a donation by Lincoln University’s future leaders scholars. The group of about 80 students raised $18,000 through their Lend a Hand scheme, which involved them doing jobs in their home towns during semester breaks in exchange for donations. Some students also donated their own wages from holiday work. In total the students did about 2000 hours of labouring, from gardening at Kerikeri to farming at Moktua in Southland. Bridge work still going on THE cranes may be lying idle, but Kevin Locke, the Christchurch City Council’s general manager capital programme, says work on the Ferrymead bridge has not stopped, even though the piling contractor is not currently operating. The project to strengthen and widen the bridge had started before the February 22 earthquake, but the event caused substantial damage to the bridge and work ceased while options for the bridge were considered, Mr Locke said. “The contractor, HEB Construction, has been instructed to start working on the bridge again, but due to other earthquake-related work, has been delayed in restarting at the bridge. In the meantime, design and planning work is continuing on-site, but the piling contractor has not restarted work,” he said. The $ 9.8 million project will take around two years to complete once the contractor restarts. The full duration of the contract was 119 weeks, with the original completion date being December 2012. Mr Locke said the council had insurance cover on the existing bridge and on the contract works and the majority of the additional costs would be covered by this insurance.

REVEREND Mike Coleman is a man on a mission – to support the people in the red zone whose government pay-out won’t be enough to buy another section to rebuild their homes. Silver screen: Nick Paris has been manning the NZ On Screen film caravan at the Fanzone in North Hagley Park during its two week stay in Christchurch which began on Saturday. Visitors can choose from a range of material including TV, feature film, short film and music videos to view. The restored 1971 Oxford caravan, sourced from a farm in Whanganui, has been travelling around the South Island during the Rugby World Cup on its Kiwi Classics Tour. It is part of the Real New Zealand Festival, celebrating
New Zealand identity and running in parallel with the world cup. The tour began in Picton on September 8 and will end when its time in the Fanzone wraps up on October 23. New bus interchange to operate CHRISTCHURCH bus users will have a new temporary bus interchange from the end of the month. Located on Lichfield Street, near Ballantynes, Central Station opens on Tuesday, October 25, and will replace the two bus termini currently operating on Hagley and Bealey avenues. Christchurch Mayor Bob Parker said this was the first piece of infrastructure to be built in the Central City since February’s devastating aftershock and marked a significant first step in the regeneration of Christchurch. “Central Station will bring people back into the Central City again, restoring some of its vibrancy and giving many people their first glimpse of how our city now looks. “It will initially consist of basic platforms and shelters
but progressively develop to include under-cover waiting rooms, ticketing, real-time bus information and amenities.” It is hoped the exchange will reduce travel times for passengers using Environment Canterbury’s Metro services. It will also restore some key bus routes that pass through the central city. Environment Canterbury Transport Commissioner Rex Williams said Central Station was an essential component in the rebuilding of Metro. Mr Williams said improvements to bus routes, including new routes for work centres around Sheffield Crescent, Addington/Middleton and Hornby, would be rolled out at the end of the month. NEW Brighton is recovering from the February 22 earthquake and according to local business people the beachside suburb could transform itself into a family destination. “There’s so much untapped potential here”, business co-owner and member of the New Brighton Business Association Nikki Griffin said. “We have the perfect opportunity to turn New Brighton into a place where people come to shop, play, eat and enjoy time with their families.” Mrs Griffin said with the addition of a family attraction such as hot pools and more stores the area could really thrive. “It takes more than one person to shift a mountain though so we all
have to work together and come up with a creative blueprint for the future of Brighton. “We already have so much natural beauty here with the coastline and the forest. It would just take a bit of planning and development to get things rolling.” Quicksilver outlet factory manager Nick Mooney said business had been so positive over the last two years that he had opened a DC outlet store next to his original store. “We opened the second store at the end of August and things are going really well. “When staff from our head office in Australia come to visit they fall in love with Brighton.”
Mr Mooney wanted to see more retail outlet stores in New Brighton. “It would just take a few more stores to get things started. We could develop a really positive retail area with quality outlet stores.” Kura Cochraen opened the Honey Café just before the June aftershock but said business was strong and she felt excited about New Brighton’s future. “I’m feeling really positive. “I’ve had great feedback about the café so far and I think Brighton will take off and have a real resurgence. “Businesses out here have a unique character that people really enjoy and we have to focus on developing that.”

A LACK of professional support organisations for teachers following February’s earthquake prompted Linwood College teacher Craig Fortune to create a new business to fill the void. “While talking to friends in the police and fire service after the earthquake I realised that there wasn’t a support organisation in place for teachers. “Teachers went through a lot of trauma after the earthquakes and had to support their students through very difficult times. “We had to appear calm, collected and in control of ourselves in front of up to 150 traumatised young people each day.” Mr Fortune wanted to give something back to teachers so he created Teachers Inc which is an employee welfare organisation. “The idea behind Teachers Inc is to provide teachers and support staff with a unique welfare system that provides benefits to reward the hard work that teachers do. “Since I’m a teacher myself I had an insight into what sort of benefits might be useful for those in the profession.” Along with discounts members can access grants for the birth of a child or death of a loved one and for family fun days. “Members from across the region will be able to get together with colleagues and families for a fun day out away from the daily stress of work.” Mr Fortune said Teachers Inc would launch in the Canterbury region on October 25.

Funds donated to expand tissue bank RESEARCH into reducing the impact of cancer on the community will be advanced with a donation of $5500 from the Lions Club of Christchurch Host. The funding will go towards the purchase of an additional minus 80 degree freezer used to store tissue samples made available for cancer research and operating expenses that will enable expansion of the tissue bank. Part of the funding is disbursement of an estate left to Lions by former member Les Burt.
Investments of that fund have previously generated $3600 of grants, but this grant, supplemented by funding from the Lion’s Lloyd Morgan Charitable Trust and additional funding, is the largest single grant from the club in recent years. The research team is led by Professor Bridget Robinson under the auspices of University of Otago and the Canterbury District Health Board. Host Lions club president Bill McDonald presented Professor Robinson and team members with the cheque on Tuesday evening.

School families and local businesses have thought laterally to come up with unique auction items to raise funds for e-learning. School principal Annette Sjoberg started the ball rolling by offering herself as a babysitter for an evening and also giving the highest bidder the chance to

Red zone should be green, group says HIGH levels of support for greening the red zone has resulted in the formation of a new lobby group – the Avon-Otakaro Network (AvON). Set up after a public meeting in July, the group wants to see the Avon River red zone turned into a reserve and park once owners have left and has launched a petition asking Parliament to “work with the people of Christchurch to achieve this”. Group spokesperson Dr Suzanne Vallance said the Share an Idea campaign, which invited public comment on the city’s future, also revealed strong support for continuous parklands and reserves along the banks of the Avon to the sea and cycle and walkways along the river. The reserve would be an opportunity to improve the ecology of the city,
improve the water quality of the Avon and estuary and create a tribute to those who died and those who lost their homes in the February 22 quake, the group believed. There would also be economic benefits as such amenities that were important in attracting and retaining a skilled workforce, Dr Vallance said. AvOn is a not-for-profit group and members include red zone residents, scientists, local body politicians and others. As well as collecting signatures for the petition over the next three months, the group will gather scientific and economic evidence concerning the land around the Avon river. SPORTS clubs in the north-west Christchurch have joined forces to form the Elmwood Club. The Old Boys Collegians Cricket Club, High School Old Boys-Burnside Hockey Club, Elmwood Bowling Club and Elmwood Croquet Club have all come together under the umbrella organisation while the High School Old Boys Football Club has joined as an affiliate member. Chairperson Bill Lee said a paid manager would be employed once funding became available. up the flowers, bird life and voluptuous flowering Rhododendrons and Magnolias, I realised I was running late for my next appointment and had to leave in a hurry. Escapism at its best and what’s more it didn’t cost a thing! The time just flew by and boy did I feel good, enriched and reinvigorated and exceptionally grateful for having such a place of solace to escape to.It’s not just the flowers that appealed to me, it was the carpets of petals that covered the grass, Kowhai, Magnolia and mats of blossom certainly add to the charm of the gardens. I spoke to numerous visitors, even a few South African rugby fans who were just soaking up the atmosphere and enjoying a change of pace. They asked: “Is this park always so colourful and green?” Was it planted just for the Rugby World Cup?”. To their first question I answered with a confident and easy ‘yes’. I answered the second one with a laugh and wished them a good day and said ‘of course it’s just for you!”, as little did they know their team was about to lose to Australia on Sunday. Mona Vale is also open, with a wide array of enticing flowering plants and ducklings roaming the grounds ready to welcome you with open wings. It’s vital that Christchurch retains its world class parks, botanical gardens and landmarks that cement it as the horticultural hub of the country. The city needs to maintain its heritage plantings, collections and diversity and develop new areas that match the wants and needs of people today and in the future. Make a Balloon Rocket Straw & Tape

Materials Balloon, cotton thread (at least 3 metres long), straw (bendy bit cut off ), sticky tape. 1. Tie the thread to an object (door knob, chair etc). 2. Put the thread through the straw and tie the other end to another object. Make sure the thread is tight. 3. Blow up the balloon without tying a knot. Hold the end of the balloon closed and get a friend to tape the balloon to the straw as shown in the picture. 4. Let go of the balloon. It will go flying across the string. What’s Happening? The air inside the balloon is under high pressure. It wants to escape into the low pressure area outside the balloon. The escaping air provides the forward motion (thrust) down the thread.

Glenn Martin Christchurch scientist, innovator and inventor of the Martin Jetpack. As a kid growing up in Dunedin, Glenn loved to watch a science fiction television programme called Lost in Space. He was fascinated by the idea of personal flying machines and built his first aircraft when he was seven, a hang glider that he wasn’t allowed to fly.

THE Fanzone in North Hagley Park will be the place to be for this Saturday’s live France v Wales semi-final match and Sunday’s big trans-Tasman rivalry in the Australia v New Zealand semi-final, both kicking off at 9pm. There will be five big music acts performing across the weekend in the Fanzone including local favourites The Easy Hearts and The Black Velvet Band. There is also a lot on offer in the lead up to three big matches according to Christchurch City Council marketing manager Richard Stokes. “A show not to be missed is the final performances of the Outwits’ Complete History of World Rugby, 6pm at the Fanzone. “People will really enjoy this free show which runs through the history of world rugby, tackling its greatest achievements, its tragedies and everything in between. The Hyundai Elantra is a modern, sophisticated and attractively styled sedan.
Just because a model is a stellar seller overseas, it doesn’t necessarily mean it will be embraced with open arms and wallets by buyers in this country. The Hyundai Elantra is a good case in point. The Elantra is the most popular model Hyundai has globally, yet for over 15 years it has battled to get any sales traction in our market. There are no obvious reasons for it failing to hit the sweet spot with buyers here. A three-tier sedan-only model range starts at $35,995 – at the other end of the price spectrum is the $41,990 flagship Elite Limited. Parked neatly between this pair is the $39,990, Elite, which was provided for this road test. The 2.0-litre engine used in the previous Elantra was sent packing to make way for a smaller capacity 1.8-litre unit offering similar levels of power and torque. This is a new engine in both design and name, coming from Hyundai’s Nu generation of power plants. This particular one musters 110kw - enough to punch the Elantra along at the sort of pace that will hit the right spot for many buyers. Prospective purchasers looking for better than fair-to-middling performance will be mildly disappointed, and will be better to shop elsewhere. The engine’s efforts to play hard and fast are frustrated by its torque delivery. In non-technical speak that is the low-speed pulling power, and where it is delivered in the rev range. Torque delivery can make the difference between a car being a snooze mobile and a ball of energy. The problem with the Nu engine is that it does not deliver its 175nm-worth of maximum torque until the motor is spinning at a fairly frenetic 4,700rpm. If Hyundai was able to organise things so the ETA for peak torque was around 1,000rpm earlier, it would give the motor a far livelier feel. Regardless of how cleverly the sweet-shifting six-speed automatic sliced and diced the gear changes, it still only managed to raise the engine’s performance a whisker or two above the average mark.
While the Elite I drove was the mid-range model, it had more than enough creature comforts and luxury features to satisfy most. The remainder are likely to be those who insist on all the trappings of automotive life in their vehicles and they pretty much get that by going the next rung up the Elantra ladder to the Elite Limited. Apart from a roofline that falls away fairly steeply toward the rear of the car and shaves off a few centimetres of rear headroom for back-seat occupants along the way, this is one of the roomier sedans in its class. There is also the bonus of a deep, well-proportioned boot that can stash away a surprising amount of luggage. Independent suspension front and rear provides good handling and a compliant ride, although a bit jittery at low speeds over the uneven surfaces you now frequently find in Christchurch driving. The car feels nicely balanced over winding terrain and displays good adhesive qualities over poorly cambered or pitted road surfaces. Sure there are other cars in this class that are more nimble, but overall the Elantra has enough road- holding smarts to stay on the pace set by most of the competition. AFTER 45 round robin matches in the 2011 Rugby World Cup have been completed we have arrived at the sharp end of this tournament. Martin Snedden and his team have by and large have done a magnificent job in showing the rest of the world and a huge number of doubting Thomases that little old NZ can put on an outstanding global tournament. Sadly that professional approach has not been displayed by some of the competing teams. Stupid, idiotic behaviour exhibited by some of the members of the attending teams have tarnished this show piece for the game of rugby. Why you would want to behave the way some have, completely mystifies me. The World Cup is the ultimate opportunity for managers, coaches and most importantly the players to show their wares to a huge world-wide audience. Some of the goings on would not be acceptable by a third grade social team. For God’s sake, some want all the perks that come with professional sport, but still want to live the “Jack the Lad” lifestyle. The buck should not just be allowed to stop at the
player’s feet. A total buy into what is expected lies fairly and squarely with management as well as the “dick head” clowns who play the game. If you talk to top rugby players from yesteryear, they will tell you that they would have virtually given up all the successes they enjoyed, for the opportunity to take part in a World Cup, just once in their careers. Surely by now everyone knows just how hard it is to lift the Webb Ellis Trophy. After all you are asked to play the best opposition that can be assembled at the time and any time you stub your toe in the competition, it can well be” all over red rover.” Is it too hard for the competitors, who are all highly paid, over pampered, overly protected specimens to get it into their heads that to be crowned world champions comes with a lot of dedication and self sacrifice? Take a lesson out of the performance of Snedden’s team and get your act together and spare a thought for your country and more importantly your teammates when you have a brain explosion that tells you it is ok to go and make a “dork” of yourself.
