A slice of utopia During a recent vernissage at the Czech Embassy, I heard a moving choral rendition of “Ons Heemecht”, sung by Ambassador Vladimír Bärtl and his fellow singers. Luxembourg’s national anthem gives me goosebumps each time I hear it, and that occasion was no exception. Only a day later, I celebrated 60 years of Korea-Luxembourg relations in Hesperange, where Mi Hee Lentz-Pak, president of the Korean Association of Luxembourg, spoke in beautiful Luxembourgish, and mayor Marc Lies revealed that some 130 nationalities were represented in our commune. I’m ever in awe of how international this tiny grand duchy is, and how--even if we don’t always see eye-to-eye--we generally live peacefully together and can share and explore a wide range of cultures without ever crossing a border. During the pandemic, I found myself visiting the north of the country more often, doing long hikes and taking my child to see castles. We often took the long drive home, across rolling hills, stopping in surprising locations along the way. It had me asking myself: why hadn’t I explored this area more often? Recently I spent a few days in Esch-surAlzette, a place I don’t regularly visit, and I happened somehow to get accepted into a local “Stammtisch” (an informal, regular group). The south of the country has its own character, and I almost had the impression

of being in a US city. It was just the thing I needed at the time. Then there’s the Moselle region--the place I first called home here, where most of my local relatives still reside. Visiting the vineyard-dotted slopes always has a regenerative effect on me, and I find many of the residents there to be open-minded, with a good sense of humour. Perhaps it’s due to their being close to three different countries… or perhaps it’s that superb Moselle wine. I may have on rose-tinted glasses, but whenever I stop and reflect on living here as an expat for 13 years, I often think of how good this country has been to us. From free transport to the full support I’ve received here as a parent, especially throughout the pandemic: we’re quite lucky. We may complain about traffic or bureaucratic paperwork but, on the whole, this is a generous country. And a stunning one: from the depths of the Grund, to the heights of the north. Indeed, I can never claim to be a “real Luxembourger”, but I love this country more every year. I consider it my homeland too.

Entertainment in spades

ENRIQUE SACAU Born in Spain in 1979, Sacau studied history there before going to Oxford to do a master’s and a PhD. He has always worked in financial services technology at Xchanging (now DXC), FNZ (where he led their entry into the European market), Equiniti (where he ran a large regtech business called EQ Digital) and Kneip (where he serves as group CEO). He’s led the Luxembourg firm since August 2020. He’d lived 18 years in the UK previously. A dual British and Spanish national, Enrique is married, has no children and lives in Luxembourg’s old town. He is passionate about books, food, opera and travel.

Moving to Luxembourg from London in August 2020 was a bit of a gamble: we had planned to spend half of our time here and half travelling and, because of the response to the pandemic, ended up not going anywhere for a while. It took me nine months to return to London, which felt very different after spending so long in a tidy, manicured and indeed small place such as Luxembourg. Small, maybe, but Luxembourg delivered entertainment in spades. The friendliness of the people was key. A couple invited us to their home for dinner because they listened to me during a Delano podcast! We made a couple of friends for life because we often ran into them in our building’s car park. Colleagues, my chairman and my shareholder all went out of their way to make us feel welcome. Our schedule is actually a little too busy these days! Then there is the town: we’re spoilt that we live bang in the middle of the Ville Haute, so we can go for beautiful walks around. We miss the market on Place Guillaume, as Hamilius isn’t ideal for it, and are looking forward to having it back: Saturday after Saturday, I hoped to learn the names of all foods in French, and, of course, all I managed at the market was to improve my Portuguese. We regularly enjoy going for walks in the Grund, all the parks that go from Limpertsberg to Pont Adolphe, visit the shops and constantly run into friends. They say that the drawback of the old town is the noise. It’s hard to scare a Spaniard with noise, of course, as whatever you’ve experienced, elsewhere feels like the peace of a spa compared to what you see in Spain. This said, the proximity of the bell tower of the Église de Saint Michel to our bedroom window really means that we wake up with the Angelus every day of the week at 7am! If you like food, and we very much do, Luxembourg is a great place. We possibly drink too many glasses of wine at Pas Sage, walk three minutes down from our house to Um Plateau, eat warming Bouneschlupp at Am Tiirmschen and curries at Thai House… In winter, we find the morning fog a bit spooky, but seeing it lift to reveal this beautiful town is a daily treat. And the spring truly is unbeatable. We’ve ended up not visiting any neighbouring countries!

Luxembourg’s population has grown by a remarkable 77% over the last four decades and now stands at 645,397--in 1981, just 364,602 people called the grand duchy home. But the number of Luxembourgers has increased by just 27% over the same period, underscoring the country’s reliance on immigrants to sustain its economic prowess.

Although net migration continues to rise, the number of people leaving the grand duchy has also been increasing steadily over the last few years. Indeed, close to 16,000 (including more than 3,000 Luxembourgers) moved out of the country last year. The communes that in 2021 recorded the highest positive net migration of non-Luxembourgers are Luxembourg City, Esch-sur-Alzette, Strassen and Hesperange.

Luxembourg’s rapidly growing population is a cause for concern as the country’s housing and transport infrastructure struggle to keep up with the current pace, which fluctuates between around 1.7% and 2% annually. Indeed, the current rate of net migration suggests that forecasts of the population reaching over one million by 2060 will not be wrong by much. The remarkable statistic, however, is the rapid rise of the non-Luxembourger population, which has more than trebled since 1981. Close to half the residents of the grand duchy do not have Luxembourgish nationality, even though several thousand foreigners do acquire citizenship each year. And the fact that Luxembourgers and non-nationals live in harmony, with people of different nationalities mixing at work and socially, is testimony not only to the grand duchy’s high standard of living, but also to the openness of those communities.

Right from the start Transitioning from freshly arrived to comfortably settled in takes a little rigour. But once you cover the basics, like finding accommodation or commune registration, you’ll be ready to plunge into Luxembourg life.

Upon arriving in Luxembourg, it may seem like there are a myriad of things to consider, and the menacing image of red tape can stop some in their tracks. Getting the ball rolling with a few easy tasks, like registering at your local commune, is a good way to feel you’re progressing. And, indeed, when it comes to settling in, small steps can be taken almost every day--with, perhaps, the exception of Sunday, when many facilities are closed. The challenge of having to get your foot in the door to your new life in Luxembourg is also the novelty of the whole

experience. Luckily, you’ll find a whole lot of people who are as uninitiated as you are. Government statistics from January 2022 indicate that 47.1% of the population is made up of foreigners, comprised of 170 nationalities. So be prepared to get asked at almost every social gathering where you’re from. But, most importantly, you have something in common with almost every one in two people: you’re not from here. That’s already a good start. And with Luxembourg being a small country, word-of-mouth certainly plays a big role in getting more integrated, both personally and professionally. Instilling some curiosity in the way you navigate through life in the grand duchy from the get-go is a good way to learn about the Luxembourg way of life. Despite its small size, the country is exceptionally car-centric. Luxembourg has the highest number of registered cars per capita in the EU, with 663 per 1,000 inhabitants, according to Eurostat. But you’ll hear them a lot less, with electric vehicles on the rise and with many getting on board the common effort of transitioning to a greener economy.

Luxembourg is well known for its high wages, but real estate prices can be a bit of a surprise for those who come unprepared. Finding accommodation close to the office goes a long way in finding a good work-life balance, but it definitely comes at a cost. Locking in your housing contract is--if done right--a long-term decision which can set you on the right track. And, in this case, the key is figuring out what your particular situation necessitates and getting as much information about what’s available. While in real estate, it’s all about the location, the key word when it comes to settling in is information. In Luxembourg, there’s lots of it not only online, but also through word-of-mouth anecdotes and on the pages of this guide.

“There will be more pressure on the rental market” Location, timing and gut instinct will set you on the right track to find accommodation in Luxembourg, says Raymond Klein, head of sales at real estate firm Engel & Völkers. What is the key thing to pay attention to when looking for accommodation in Luxembourg? The really important thing is to find the right moment to start your search. It’s not useful to start four months in advance because there’s nothing on the market that’s going to be available in four months. Most of the things are really one month in advance, for instance. Also: location, location, location. Check where your workplace is, and look around it because it will save you a lot of time going to work every day--that is, if you go to the office every day, because nowadays it could also be possible that you work from home. I think that it is really crucial to examine the area you want to live in. There are big differences in town. The Gare area, for example, is very lively at night, and then there is Belair, which is very quiet.

and there is a nice view, it’s a completely different situation, and they decide immediately. What’s the best time of the day to conduct a visit? I would suggest early morning or beginning of the evening after work when it’s still lively outside. That’s always a good moment because you also see the others that might live in that area when they go to work or when they come back from work. You see the house when the sun is going down, so there will be more light inside [compared to] lunchtime, for example, when the sun is at its highest... And then you also see the traffic situation. What are the repercussions of the inflation on Luxembourg’s real estate market? What we foresee is a midterm rise in rental prices because of inflation going higher, so the value of money is going down. And there will be more pressure on the rental market because less newly built objects are coming on the market. Also, the investors have fled the real estate market a little bit. Inflation will put pressure on the market. But also, on a global scale, if people can’t afford as much because of higher interest rates--which are an immediate effect of inflation--they can’t afford to buy. They’re going to rent for some time, most probably.

What are expats looking for when they move to the grand duchy for the first time? It depends on the family situation. If someone is single, they would rather look for an apartment with one bedroom or a studio which is very centrally located. And then there are families or couples, and they are going to look for bigger spaces, most probably outside of town, to have more quiet and greenery nearby. How can people make sure they pick the right spot the first time and avoid moving down the line? You have to visit a lot--that’s something that I always say--and not only choose one or two [locations]… Visit them and take time. Then you should make the right decision and try to have the visits in two days, for example. After that, you have to make a quick decision. Is your gut feeling important when visiting your potential future home? Yes, it’s important. What we see from the tenants’ side is that when they come inside, and it’s well lit

Covering your bases It’s always good to know where to look for help and information before you need it. Figuring out the important details before you’re stuck will make the transition to a more comfortable everyday life smoother.

Once all the boxes have been unpacked and heated debates about which shelves to assemble first have settled, you may find that there are still many aspects to consider before you feel truly at home. Between finding the right shop to get organic extra virgin oil and picking a dentist who does your dental scaling just the way you like it, the list of things to figure out can quickly add up. Then there is, of course, the difficulty of living in a country where there are three national languages. That’s why it’s good to take a step back and jot down your priorities. Is it getting from point A to point B quickly? Is it find-

ing low-waste, local shops? Is it understanding how to read a doctor’s invoice? When I first moved back to Luxembourg after a 12-year-long exodus, I felt like I knew nothing. Over time, thanks to coworkers and friends, the picture became clearer, though I had to make some major adjustments to my ways. Mobility, for instance, is different in the grand duchy from what can be found in other countries in that it has been free of charge since February 2020. In 2022, the mobility ministry also published a national mobility plan that runs until 2035, aiming to push greener multimodal travelling in the country. Not having to worry about which ticket to purchase certainly helps adopting this. A mobility expert in this section will share his best tips on how to navigate public transport most efficiently. Then there’s finding the right healthcare providers and understanding how to make the most of Luxembourg’s health insurances. Online website Doctena is useful for finding a GP, and the National Health Fund covers many expenses, but there are always details to look out for.

Add to this choosing to pick up a national language or not. In its 2018 study, the government counted that about 80% of the population speaks English, but adding French, German or Luxembourgish to your toolbox can give you access to new options and experiences, including social opportunities. For those who don’t want to take classes to make friends, there will be other ways to meet people outside of work, like interest-based Facebook groups or community gardening. Ultimately, though, it’s important to remember that it’s never too late to recalibrate your preferences once you get to know the country better. Maybe you’ll discover your favourite greengrocer in two months, or maybe it hasn’t even opened yet! “It’s a nice framework for socialising” Navigating a country with three official languages can be confusing, but learning them can be a benefit, explains Erik Goerens, director of the education ministry’s department of adult education. Luxembourg has three official languages, but according to the government, 80% of residents speak English. Could you just speak English and get by in Luxembourg? I think that the languages you need really depend on your sector. Some sectors, like banking, [use] mainly English. There you’d probably get by without French or Luxembourgish. But for jobs in the service industry, it’s not really possible to work without French and Luxembourgish. Is there a benefit to picking up the national languages for private usage? That depends on how much you want to integrate into society here. Of course, if you want to get more closely involved in the local culture, sooner or later you’ll have to learn Luxembourgish to understand what everyone says and to express yourself verbally. What resources are there for a newcomer who doesn’t know where to start? What language you pick is a personal decision that can be taken due to professional constraints. We [at the service] can help guide newcomers, but their employer will usually tell them what they would like them to learn. And then, in terms of private life, it depends on where you want to go. I mean, that’s what’s so fun about Luxembourg: you always have the opportunity to speak several languages or a selection of languages with people. But it remains a personal decision. How do you help newcomers select the right course for their needs? One option is to come to the Maison de l’Orientation in Luxembourg City. Anyone can visit the place. It used to be just for young people, but now there is also a counter for adults, where they can receive advice depending on what needs and experience they [have]. We then give them advice and then show them what the best options are for them.

What would you tell someone to motivate them to join an adult language course? Well, there is the pedagogical aspect, but then you also have additional effects of being around like-minded people who are also working to learn that language. That helps to motivate. We’ve also noticed in our classes that often people also come to meet new people. It’s a nice framework for socialising, the conversations are different from those at work. Many people enjoy that. Your slogan is ‘It’s never too late to learn’. Where does the challenge lie for an adult who has to study again? For many people, when they learn a language, it’s difficult to express themselves. If you find a framework where you’re forced to speak the language, you’re learning because it’s not possible to navigate the framework otherwise--then you’ll learn. In Luxembourg, we tend to switch to the language of the other person if they are having trouble expressing themselves in Luxembourgish. That’s maybe one of the difficult points. Are there any other things you would recommend to those who just arrived in the grand duchy? Yes, there is the Université Populaire, which offers many language courses, but also courses about the Luxembourgish culture and other things, like cooking, sewing… This is also great for expats or for accompanying spouses. Often, when an expat couple moves to Luxembourg, one of them has a job, and the other one doesn’t. So, if they want to look for a job, they can see if they can have their diploma validated through these courses. It can also be a good contact point with the outside world if they are a stay-at-home parent.

Understand invoice codes Medical bills in Luxembourg feature codes, which you can look up on the national health fund (CNS) website. The search tool on the site allows you to find the standard tariff of a code, and which ones are or are not reimbursed by the CNS. Some additional costs are not covered, but the insured patient will have given their consent to bear the cost ahead of receiving treatment.

Mind the traps When a patient asks for a single room in hospital, it isn’t covered by the CNS, unless it was necessary for medical reasons. The patient has to be careful and make sure they can afford this so-called first-class room, as there is a surcharge of 66% for any medical act performed by a health professional during the stay. Luxembourg’s shopping scene is as varied as its multicultural population, and it continues to expand. Despite the pandemic and other variables causing some shops to close, “we have a dynamic of new arrivals who have had the opportunity to find premises and set up,” Darin-Jaulin says. Train cancelled? Don’t panic! Some train services are cancelled months in advance (for infrastructure maintenance, for example). In this case, users will be notified ahead of time on the CFL’s website and substitute buses will be organised. For cyclists and scooter users All trains, buses and trams take a limited number of bicycles or kick scooters on board for free if the space allocated for those isn’t taken up by travellers. For example, a mostly empty bus can easily accommodate one bicycle on board unless that space is used by a wheelchair, a trolley or scooters. Most trains have a bike compartment, but this is more practical for sightseeing than commuting.

There is no shortage of initiatives to promote local food production and consumption in Luxembourg. On.perfekt, for instance, which was established as a non-profit in 2020 and has since become a co-op, works with food suppliers to give fresh produce a second chance. After all, with strict rules governing mainstream supermarket foods--in terms of size, look and weight of fruit and vegetables-and 40% of items being disposed of after the harvest, the waste adds up. The social enterprise and its 60 active members collaborate with other initiatives like Geméiswierk, a local organic vegetable farm, and Ouni, a zero-waste store, to challenge current food systems. “It’s about rebuilding the connection to our food production.

A wealth of options What’s it like to be a parent in Luxembourg? From public services to language cultures, the country--especially considering its size--brings a heck of a lot to the table.

Raising kids in a country where you didn’t grow up will inevitably bring concerns, trials or at the very least surprises--but Luxembourg presents a particularly unique place for it. The language question alone is disorienting: Luxembourg schoolchildren may (at a minimum) speak Luxembourgish at home, German in primary school and French in secondary school. Straightforward enough for local trilingual parents, perhaps, but for outsiders… daunting. Beyond that, you have educational cultures, day-care norms and social activities bent into distinct shapes, which may all take some getting used to.

Qualms aside, however, the country is a wonderful place to have and raise children. What is particularly striking for somebody who grew up in the US like me--though surely from an objective standpoint too--is the amount of support granted to parents. Timewise, mothers get three months’ leave from their employer after childbirth; fathers 10 days. Both parents may also get an extended period of paid leave, e.g., six months full-time or a year part-time. Earlier this year, the 10-day paternity leave was extended to same-sex couples and self-employed workers, suggesting that achieving equality is of ongoing interest at legislative levels. Moneywise, taxpayers can deduct up to €5,400 per year for childcare/assistance services, while childcare service vouchers (CSAs) enable children up to 12 to benefit from reduced rates at day-care centres, hostels or other venues that meet certain quality standards. In April 2022, Luxembourg furthermore became the first country in Europe to make music education free for kids (as well as theatre, dance, choir and diction classes).

Beyond all that, the country consistently ranks high in safety indices and, speaking anecdotally… is just really nice. Playgrounds, swimming classes, ropes courses--it isn’t only that you have them, it’s that the one nearest to you is inevitably run to a high standard. Other countries are often marked by funding discrepancies that fall on geographical lines, such as a poor inner city and an affluent suburb, but in Luxembourg these divides aren’t felt very strongly. From city to village, you’ll find similar facilities. And that extends to schools too, since the public system trains its teachers centrally. To circle back to languages, kids have even been known to master a couple of new ones after starting at public school (see our interview on page 50)--just another facet of life in the grand duchy.

“Quick solutions might seem handy, but they are not” Certified personal trainer and fitness coach Sanna Peltonen has recently focused on women’s health and on pre- and postnatal programmes that allow women “to find their body back again”. Why are you targeting new mothers and pregnant women? I focus on women’s health generally, from the age of around 25 through to the prenatal phase, and then moving on to postnatal, and even beyond menopause. I want to break the myths around prenatal training and encourage women to remain active in a safe way. Activity in the prenatal phase helps keep up energy levels, works preventively for postural issues, has proven positive impact on the baby’s health, reduces the risk of gestational diabetes. When we think of women who have just had a baby, it’s kind of hard to find the motivation and time. So I want to give them a coach who gives them flexibility, but also holds them accountable for what they’re supposed to be doing. It’s always personalised, particularly in the postnatal phase.

routines after a pregnancy... Postpartum is a long revalidation process, but once it is done correctly, your body will become stronger than before. And how have attitudes to women’s health, particularly for postnatal phase, changed over the past few years? The recommendations from the World Health Organization actually changed in 2020. It used to be that you had to wait for the green light from your doctor to kick off training for prenatal or postnatal. But now the recommendations are that you should just basically remain active unless you have any contradictory indicators. You work with Luxembourg-based physiotherapist Caroline Bui. How did that come about? I have known Caroline for quite some years, and I love the way she works. She is specialised in pelviperineology and has a true passion for her work. Our chemistries clicked immediately and when I initiated the program, she was immediately onboard. I also work with a nutritionist, Vesela Drews from Nourished Motherhood. Luxembourg is good in the sense that you get your prescription from your gynaecologist to do postnatal rehab, which is already the step towards the right direction, and my programme comes straight after that. For me, these three aspects, the fitness with the physiotherapy--which specialises in rebuilding the connection between the pelvic floor and core-and nutrition advice, are really the keys that any woman, in fact anybody, should pay attention to. I mean, women who feel good in their body are also mentally more relaxed, they feel at ease.

What are the goals? Women in the postnatal phase mainly want to lose weight, they want to find their body back again and feel how they felt before having a baby. That’s why the programme is called B2Y--’back to you’. So I want to help them on that journey and really give them the tools that are safe. The programme works as a hybrid model. I meet the clients for an assessment and prepare their programme, which we kick off on my app. They have continuous control from me, but the workouts are very feasible to fit it in their day. After two weeks, we catch up on any possible questions and, each month, we meet and do the workouts together. I find it very important that there remains this human contact. Are there some common misconceptions about mothers and mothers-to-be and what they can do? There are quite a few actually. I mean, women often think that the only way to lose weight is to do very-high-intensity training, when it’s basically vice versa. I want to help break those myths, both in pre- and postnatal phases. Quick solutions might seem handy, but they are not. You cannot return straight to your old fitness

3 QUESTIONS TO ARTHUR CARVAS

Arthur Carvas is the president of the Luxembourg Federation of Education and Childcare Services (Felsea).

Parents of children with high potential may find it challenging to maximise such potential or adapt to children’s needs. And for the youngsters themselves, not to mention their educators, it helps to have resources to navigate aspects such as getting advice or developing enrichment programmes. One of nine specialised competence centres available through the education ministry, the CEJHP was founded in 2018 and is dedicated to such youngsters. The services the centre offers, according to Dura, are “highly individualised”. The team consists of psychologists, teachers and psychomotor therapists, among others, who help provide individual or group support, training, pedagogical advice and more. “[It’s] at least as important to work with the child as it is to work with the whole

system… to implement ongoing strategies so maybe, at one moment, you can step back and you’re no longer needed, which is always an objective for specialists,” Dura explains. That’s why the centre works with teachers, since they spend a lot more time with children than an outsider would, as well as with the family. Of course, anyone interested can approach or re-approach the centre as necessary, although the standard parental or guardian consent to work with the centre must be given. Internationally, children considered to be “high potential” are generally recognised as those having an IQ of 130 or above, which the CEJHP can help specially diagnose.

In terms of quality, private daycare centres are reinventing themselves by offering different pedagogies to help children develop. It isn’t simply about care; it’s a complement to education.

What is a common hurdle for recent arrivals to Luxembourg? Registering with the various authorities takes time, and the number of childcare slots is limited in some municipalities. We would thus advise parents with children up to 12, and who are planning to move to the grand duchy, to make arrangements in advance, since paperwork needs filing, and deadlines (particularly for school registration) must be respected. In our experience, newcomers often struggle to find places quickly due to missing documents from their country of origin.

Talking through tough times Youth hotline KannerJugendtelefon (KJT) psychologist Aline Hartz shares tips on speaking with kids in difficult circumstances.

For newcomers, choosing a school in a trilingual country like Luxembourg can be tough. Leaving aside the European/private options, there are public schools that operate in the traditional mix of Luxembourgish, German and French--but also several with English-language streams. “For us, the integration side of things was really important,” says Victoria Hodgson, whose children attend a public school where the local languages are used. Hodgson and her family moved to the grand duchy from the UK eight years ago, when the children were three and five. Her husband knew French, but she and the kids only spoke English. Knowing that they would be in Luxembourg for several years, Hodgson and her husband opted for the public system despite the potential language challenges. “I felt that if the children could speak only English properly,” she explains, “then their world would be a lot smaller.” The kids got the hang of it quickly: the family arrived in April, and by Christmas of that year the elder one was already speaking both Luxembourgish and German. “He was able to make himself understood in school, no problem.” It was even easier for the younger child. Hodgson says that, if your kids are under six or seven (and you’re staying long-term), going

with a local-languages school is a no-brainer. Older than that, though, and it’s a little less clear. “I know parents that have successfully gone into the Luxembourg system with eight- or nineyear-olds, and it’s been okay,” she comments. “But I also know parents who have really struggled with putting their children in at that age.” As for navigating the system as a parent who isn’t fluent in Luxembourgish, German or French, Hodgson reports that her experience has been smooth: there hasn’t been a single teacher, so far, unable to switch to English for her. “We’ve had fantastic teachers,” she says. Public schools with English-language streams are a fairly new phenomenon, with recently opened facilities in Differdange, Junglinster and Mondorf. These weren’t options when Hodgson and her family moved, but, she says, it wouldn’t have changed their decision. “I don’t think they push Luxembourgish enough in the international schools,” she comments, adding that it’s easier to move from the Luxembourgish to the international system, if things aren’t working out, than going the other way. A 2018 study by Statec found that 53% of the country’s population speaks Luxembourgish at home, followed by French and Portuguese at 32% and 19%, respectively.

Luxembourg offers attractive salaries and competitive benefits, but it takes more to keep staff happy and ensure a steady influx of employees from abroad to boost the country’s labour force

Seizing opportunities Luxembourg is a job market magnet in the Greater Region, with its attractive salaries, open attitude, manifold networking opportunities and multicultural work environments making up for what it lacks in size.

It is a truth universally acknowledged that expats move to Luxembourg for either love or money. Few and far between are those who choose the grand duchy for its picturesque towns, nature, history and people… although many discover the country’s charm as they settle in and, for some, their sojourn becomes much longer than they had originally planned. Luxembourg’s job market attracts more than 200,000 people commuting into the country every day from the greater region. Out of the roughly 246,000 resident workers, nearly half are non-nationals. Given the high proportion of Luxem-

bourgers who work in the public service, this leaves the private sector dominated by foreigners and the country reliant on this external influx of employees. Luxembourg offers attractive salaries--by far the highest minimum wage in the EU--coupled with competitive leave policies, strong workers’ rights representation and a finely woven social safety net. And yet, as the cost of living--and especially housing--has grown over the years, the number of people unhappy with their salary has risen from one in 10 in 2017 to one in five in 2021, according to data published by the Chamber of Employees in June 2022. Elsewhere in the survey, the rate of people who said they are ‘very dissatisfied’ with their job rose from 11% in 2019 to 17% last year. That still left 49% ‘very satisfied’ and 34% ‘satisfied’. However, a quarter of employees said they are thinking of quitting. The World Competitiveness Yearbook, an annual ranking of 63 countries by the Swiss Institute for Management Development, listed attracting and retaining talent as one of Luxembourg’s key challenges. In the June 2022 edition, the grand

duchy ranked 13th, down from 12th place the year before and its peak 6th position in 2015. As Luxembourg competes in a European and increasingly global job market, labour minister Georges Engel (LSAP) has placed work-life balance and skills at the top of his to-do list for the rest of his mandate, and discussions around reducing working hours and creating more flexible work environments are set to feature high on the agenda of next year’s election in a bid to keep the country attractive for jobseekers. But it is also up to the individual to make their Luxembourg stay a success, connecting with an international community, learning to navigate local laws and rights, and seizing the opportunities offered by a small and open environment.

“You can get into the network pretty quickly” Luxembourg Tech School programme director Sara Kaiser discusses the opportunities and challenges of working in a small country, and how it’s always possible to change your career. You’ve worked in finance, then moved to culture--including the Philharmonie--and are now programme director at the Luxembourg Tech School. How did this transition happen? I’m very curious and always wanted to try and learn something new and apply that professionally. In part it just happened organically, people supporting me along the way, or by coincidence. Switching from culture to technology and education, that was something I aimed for. Technology interested me. I always wanted to do something with innovation. I met the director of the tech school, and it became clear quite quickly that the school is growing and that they need someone to take care of coordination.

In a bigger city, it’s easier to try something new. If it doesn’t work out, you move on to the next. The multilingualism, which I like a lot and know from Switzerland, is demanding, especially if you’re not a French native speaker. Some doors simply close. There is more happening now with lifelong learning and adult education. But five, six years ago, when I wanted to switch into technology, there wasn’t much. How did you end up in Luxembourg to begin with? The years prior I was working in Zurich, and I really came for the job at the Philharmonie. I had never been to Luxembourg. I saw this job and thought it was super interesting. I had two options--one in London and one here. London was the cool city but the less interesting job. And here it was the career step up with a fairly big team, responsibility, and a country I didn’t know. I always went where I thought there’s a new opportunity and challenge. It wasn’t a huge culture shock from Switzerland. A lot is pretty similar. The big difference is this positive European attitude. I think it’s beautiful that it is lived in this way.

What excites you about your current role at the intersection of tech and education? In addition to the administrative role, on the content side I find new technologies exciting, with all their advantages and risks, and looking at them in a positive but also critical way. And then conveying that to young people, who are often passive consumers. My goal is to turn them into active creators, and this is where my cultural background comes in, mixing art and music with coding and immersive experiences.

Are there any tips you could share for people thinking of taking their career in a new direction? You need to be strategic about it, but it’s always possible. You need some patience; you must consider whether you can afford it. But you can get into the network pretty quickly, exactly because it’s not that big. You meet the players, you have access, and you have to turn that into an opportunity.

You previously worked in Switzerland and Austria. What do you enjoy about working in Luxembourg? I like the international context a lot. I work with ministries and organisations in Luxembourg. And at the same time in an international setting. The mix is exciting. It’s open here. You can connect both spheres and make the most of them. You can feel the roots--tradition, language, the people who love this country--plus all the other influences. I see it having a very positive mindset. And what challenges have you experienced? There is a certain limit of options in some areas. When you want to switch careers, there aren’t a thousand different possibilities. You need to bring some patience and search for opportunities.

Doing social trialogue

The ins and outs of Luxembourg labour law are difficult to understand even for locals, but expats should get clued up to stand up for their interests, says Asti’s Marc Piron. “Labour law and residence rights are very complex. It’s easy to feel lost,” said Marc Piron of immigrant workers’ rights group Asti. The organisation focuses on vulnerable populations but provides support to immigrants from all different kinds of backgrounds. “There’s no single document that’s perfect and has everything in it,” he said about where to find information. But a good place to start are the MyGuichet. lu platform as well as organisations like the Chamber of Employees or the country’s labour unions. “Language is a problem,” he added. More places are now offering help in English, but even for those who speak French, the legal jargon of labour law can be difficult to decipher.

Salary satisfaction Employees in Luxembourg are increasingly unhappy with their salaries, with 20% of staff ‘very dissatisfied’ in 2021, compared to 10% in 2017. That still leaves a majority ‘satisfied’ or even ‘very satisfied’. Source

Staff should know about job contracts, the information that must be included, such as their wage and annual leave, before signing an agreement. But there is a flurry of additional rights. For example, Luxembourg offers days off to move house or for personal reasons, as well as training or linguistic leave to learn Luxembourgish. “All these types of leave are exceptional in Luxembourg. A lot of people aren’t aware.” And, while immigrant or expat workers might be afraid to make their voices heard, Piron said they should speak up. “What I see very often is that, depending on where you’re from, there isn’t this culture of opposing your employer,” he said. “Use your rights; that’s what they’re for.”

The grand duchy has a strong union culture that has been institutionalised with the so-called “Luxembourg model”, a trialogue between the government, employer groups and labour unions at different levels of policymaking that aims to build consensus around hot button issues and the response to crises, whether it’s the pandemic or the energy price hike. “Any union has the same basis, because we’re here to defend the labour code,” says Delphine Nicolay, secretary general of financial sector union Aleba. Together with the OGBL and the LCGB, it is one of the country’s main labour unions. The organisations operate in different languages, some with dedicated international sections, but all are also “currently losing members,” says Nicolay. Foreigners and younger people especially are less likely to join. Under Luxembourg law, employees have the right to join a labour union, which provides legal advice to members who are in dispute with their employer and support with practical issues, such as social security. But beyond individual concerns, they represent employee interests, for example when reviewing labour policy or negotiating redundancy plans and collective work agreements. Employers are represented through their own federations, such as the UEL business union. “Without unions there’s no collective bargaining,” says Nicolay. “You have to think about how a union could help you in your future.”

Coupled with an understanding of what different sectors pay and what other benefits there are, this forms a solid basis to talk. “As soon as you have all the information, you’re ready to negotiate.”

Companies generally include index payments in their raise calculations. The crucial thing will be to have the right arguments and make a case why your salary deserves a boost.

The pandemic has largely done away with kisses on cheeks, although handshakes are making a comeback. And while some co-workers may want to grab an afterwork drink or even invite colleagues to their house, others might want to keep more distance between their personal and professional lives. “Be diplomatic. Don’t push too hard or be impatient.” When cultures collide, Domasova recommends connecting on a personal level. “When people start liking you, it doesn’t matter who you are. It doesn’t matter if you make mistakes. People will forgive you. So built your personal brand.”

With people from more than 170 different nationalities living and working in the grand duchy, a mix of cultures collides in offices every day. “There is no unique office culture in Luxembourg,” said Angela Domasova of the Luxembourg School of Contemporary Etiquette, which offers business etiquette and intercultural communications training. “Diversity is one of the images of this country.” One of the keys to making diverse offices work is empathy, said Domasova. “You need to be more sensitive.” For example, while it is common in English-speaking countries to address someone by their first name in an email, even if you don’t know them, for French and German speakers this could be considered impolite. “You need to respect other people’s rules.” However, many of these

Take control of your cash Whether you live in the grand duchy for just a couple years or stay until retirement, the financial decisions you take now will have an impact on your future--and your family’s future.

No one looks forward to filing taxes, saving for retirement, writing a will or filing for divorce. Such matters can be trickier for expats, who need to negotiate between the financial and legal climates of two or more countries. This is why it is important for expats to understand the jurisdiction that will apply to their affairs--and what the consequences are. In succession planning, for example, Luxembourg law applies to a party deceased in Luxembourg, regardless of the jurisdiction in which their will was written.

For divorce, it could be the law of Luxembourg, the law of either of your nationalities, or even the law of another country in which you have resided. Experts say the same thing. Find out what that default jurisdiction is. Understand what the application of that law would mean for your wishes. And, if you don’t like it, amend your will, or write a mid-nup (the mid-marriage alternative to a prenuptial agreement) stating the jurisdiction that you would like applied to your affairs. Often it’s these small things that save a lot of money (and headaches!) down the road. Outside of marriage and death, buying a property is one of the biggest life events we will grapple with. In addition to the tips outlined in this section, there are a couple of programmes in Luxembourg that we would advise any current or prospective homeowner to check out. First, future homeowners can write off thousands of euros from their tax bill using a special scheme, called the home purchase savings plan, with the funds becoming available to purchase and rehabilitate a property that will

serve as a primary residence. Contact one of the organisations indicated in the listings pages. Second, Luxembourg has a combination of national and local subsidies to help homeowners reduce their carbon footprint and cut their energy bills. Download the Myrenovation app, which consolidates all the subsidy data and spells out the process. Aid packages can cover part of materials and installation costs on projects ranging from insulating roofs and walls to the installation of renewable energy kit such as solar heating and photovoltaic electricity systems. Being an expat has wonderful benefits, not least expanding your horizons and creating new memories. However, it’s easy to fall foul of laws unless you stay informed. It is a worthwhile investment of your time and money to speak with a professional advisor about the financial, legal and estate planning issues that could impact your particular situation.

“You have to declare your worldwide income” There are several ways to cut your tax bill in Luxembourg. Laura Foulds, managing director of Analie Tax & Consulting, which specialises in expat and personal tax advice, shared these tips. What can you deduct from your personal taxes here? In Luxembourg, the main deductions that you can reclaim are mortgage interest, if you own the house that you live in here.

It can be very specific.... but in the majority of treaties: interest, country of residence; rental, country where the property is situated; dividends, generally split, actually.

The maximum deduction for mortgage interest is €2,000 per person in your household. Interest on private debt like student or car loans, and life, death, disability, third-party liability and medical insurance can also be claimed up to €672 per member of a household. But it’s €672 altogether, not by type of insurance or loan, correct? It’s not per type. This is one combined deduction. So if somebody has a car loan and medical, maybe they’re already at the limit. Then there are private pensions. This is €3,200 per year; both spouses can deduct this.

What other advice would you give to expats about the Luxembourg tax system? Where we get a lot of questions is tax class and what tax class applies to them. And, if they’re both working and they have tax taken from salary, why do they still owe at the end of the year? So understanding the system is really key for expats. You’re talking about married couples? Is it not always beneficial to do a joint filing if you’re both working? I would say that in 98% of cases, the joint filing is still beneficial. There are situations when an individual filing can be better, but you have to work a little to find those situations. Joint filing is normally still the most beneficial solution. What people have to understand is that what they pay through payroll is not the final tax.

What are some common tax declaration mistakes? What is really, really important in Luxembourg is you have to declare your worldwide income. So if you have a rental property in Greece, or you have investment income in Spain, you have to declare it in Luxembourg. And this is what a lot of people forget to do.

So if you’re married, is the withholding a little bit lower? It’s just not enough. This is how the system is designed, that withholding is not enough. And therefore you owe at the end of the year. When you’re new to Luxembourg, and if you’ve come from a country like the UK, for example, where the withholding is accurate almost to the penny, it’s really a surprise to have this huge bill at the end of the year.

Is that just to calculate what tax band you go into? You have to look at the different types of income. Normally something like interest will be taxable here in Luxembourg, because it’s the country of residence, whereas the rental income is taxed where the property is situated. And then, Luxembourg is just using that information to work out the tax rate to apply to your income. But you have to be very careful. You have to look at the different types of income and the tax treaty that exists between the countries you’re looking at, because some of them have different terms. Divorcing across international borders

A good knowledge of your own financial situation and your intended beneficiaries is essential. Certain jurisdictions distinguish between the rights of blood relatives and relatives by marriage, so make sure you know how you are related to your beneficiaries, and set it out clearly in your will.

Decide which civil code applies If you have an existing will, state clearly in it whether you would like the law of your country of residence (Luxembourg) or the law of your nationality to apply. Likewise, if you are making a will, give it some serious thought. Countries like the UK make allowances for relatives to be written out of a will, whereas in a country like Luxembourg, surviving relatives have certain rights to the estate regardless of the wishes of the deceased.

It is important your jurisdiction supports your choices.” Fortunately, a prenuptial agreement can protect cross-border divorces. “Provided you have a link to a particular jurisdiction, you can state it as your preferred divorce jurisdiction in the prenup.” According to Erpelding, prenups are becoming more and more common in Luxembourg. “They don’t require a lawyer, only a notary.” It is also never too late to get a prenup. “Before launching a request for divorce, the couple can ask a notary to choose the jurisdiction they wish to apply.”

Unfortunately, not every marriage is for life, and sooner or later, some face the complex untangling of assets known as divorce. When both halves of the couple are of two different nationalities--as one in four in Luxembourg are, per Statec--it is important to know which jurisdiction will apply. “For people whose last common residence is Luxembourg, the Luxembourg law applies to their divorce,” said Erpelding. However, when it comes to the liquidation of matrimonial assets, the EU law applicable is that of the country where the spouses shared their first common residence--which, for expat couples in the grand duchy, could easily be yet another country. The jurisdiction of the divorce matters. “Different countries have different approaches to how assets are combined in a marriage,”

How to start investing Many people think they don’t make enough money to invest or simply don’t know where to begin. Gaëlle Haag, CEO of Startalers, a fintech startup, and Capitana, an investing app, shares these general suggestions.

First time homebuyers can “theoretically” get a zero down payment mortgage. Crucially for expats, only Luxembourg real estate loans count. Be open to new ideas A lot of people are no longer passive about maximising their free hours since covid. New social habits are being formed, and this will only add to Luxembourg’s already extensive selection for a good time.

Just when you think you’ve figured out the grand duchy, there’s always that one friend who suggests a restaurant, café, park, music concert, trail, theatre piece or exhibition that you’ve never heard about. Although small, when it comes to finding activities to do during your spare time, Luxembourg is not short of things to do, and regardless of how long you’ve lived in the country, there’s always something that will surprise you. If you take, for example, the over 60 museums the country offers, it is practically impossible to see all the permanent and constantly changing temporary exhi-

bitions each one offers--not to mention the events by several communes, community-based groups and cultural venues, all regularly adding to your mix of options. Of course, there are also several impressive must-see historical site attractions or annual fairs and festivals, but whether you choose to enjoy a contemporary dance performance at the Trois C-L, a play at the Grand Théâtre, a Luxembourg Philharmonic Orchestra performance, artistic residencies at Neimënster, a quiet afternoon at the National Library of Luxembourg or a wild night out at the Rotondes, there are hundreds of locations waiting to receive you with open arms on a daily basis. If there’s one good thing that came from the pandemic, it’s that it induced a strong conviction that work and life can find interesting ways to merge, so the trivial excuse of not having time to enjoy these many pleasures or at least the tranquillity of Luxembourg’s natural scenery, for example, is no longer admissible. As long as you have good internet connection, just imagine the countless possibilities. You can decide to work from a Luxembourg

castle of your choice, one of the grand duchy’s many parks and gardens, or try out new cafés you’ve been aching to see or several other outdoor or indoor settings that bring you the most fulfilment and pleasure. There’s no reason to move from the four walls of your office building to the four walls of your home. Even for those who don’t work remotely, the capital city is small enough that it’s simple to hop on the tram after work, ride it to the Philharmonie to catch a concert, even to see culture along the ride, as the tram passes a wide range of sculptures. Digital nomads, leisure travellers and freelancers can all attest to the overall impact this balance could have on one’s mental health and overall quality of life. In addition, you also stand to gain a changed perspective of Luxembourg when you begin to interact and appreciate the uniqueness of activities you can find here throughout the year as long as you remain open to new ideas.

“The party ‘capital’ of Luxembourg switches” Ejup Abdili, who owns four venues--including Konrad and one of Luxembourg’s oldest bars, Steiler--shares his thoughts on nightlife and how residents’ desire for fun has been rekindled by covid. Where in Luxembourg can be considered the party ‘capital’? I’d say the party ‘capital’ of Luxembourg switches from one place to the other based on two seasons. In wintertime, the capital for parties is more in Luxembourg City. And then, in summertime-because of the weather, more spaces with terraces and so on--I would say it’s Luxembourg City but also other cities, as they offer very interesting activities. In summer, there are several opportunities for open-air parties, and normally, this is what people want. For example, if we consider the south, we have Esch-sur-Alzette as the European Capital of Culture this year and the music festival [Fête de la Musique] happening in Dudelange. I also know friends organising events by the Moselle… there are different options. In one word, I think Luxembourg has a lot to offer--but this will improve over the next few years as more and more people decide to live here. Every year, I see more interesting offers from the horeca sector, with more entrepreneurs entering the Luxembourg market and opening new venues.

People around their 30s started having the will to go clubbing, and so you see a few people who are not bar or club owners launching some projects to invite DJs and organising parties in different venues. Clubbing for people in their 30s or older is interesting because, I think, these sorts of people want something more in the sense that they don’t want a normal club… For the moment here in Luxembourg, we need to work a bit more on that offer. What kind of new offers would you like to see? I would like to see more original and new ideas coming to Luxembourg. There is a lot going on, and you have the traditional shows… but I would like to see more creativity and interesting things coming up. For entrepreneurs, events are useful to bring in profit, but we also need to remember that beyond profit, we are here to contribute to the development of society and to give something in terms of culture and life in the city of Luxembourg. Open mics and jam sessions are great, [as] they give people the chance to express their talents, but let’s try to go beyond that.

Did people’s interest in nightlife pick up after the ease of covid restrictions? I think that these two years of the pandemic brought opportunities and [increased] people’s will to enjoy life a bit more. There is still some fear because covid has not completely disappeared, and I see people still fear that it may come back. And, because of this, there’s the will to enjoy the freedom and tranquillity that we have right now. So the pandemic has changed many things in our attitude towards social life and going out. I see that people are more eager to spend time with their friends, to spend time in the cafes, to go out and just enjoy life more. How about older people? Is there a vibrant nightlife scene for older clubbers, for example? In Luxembourg, you see a lot of young people who go to study abroad, but then you have people

When Zenia Dutta Roy arrived in Luxembourg about 14 years ago, most people preferred to play safe with their fashion choices, especially with regards to colours. Over time, she notes a shift in fashion preferences in favour of comfort, practicality and, most importantly, an openness to colour. As you walk into the Les Sûtras boutique, it’s almost impossible for your face not to light up at the sight of the beautiful array of scarves, vibrant clothing--including jackets, tops, ponchos, capes, kimonos--accessories and personalised home products. Les Sûtras’ motto is “threads that bind”, and its aim is to unite various groups through threadworks. When it comes to fashion in Luxembourg, it’s not just the youngsters upping their game, but also older clients, including men. In fact, most of her clientele range from 35 to 90 years old. “They are loving colours and are open to new things, and it’s very encouraging,” explains Dutta Roy, while recalling the pleasure of an 80-year-old trying on a cape. Although the dynamic patterns, colours and designs come from her, she humbly adds that a lot of her ideas originate from her clients and that she collaborates with other designers.

“I believe in slow fashion and classics, and I always use sustainable and natural material. We have started using lotus and rose fabrics, for instance. Silk never goes out of style; designs like these will never go out of style,” says Dutta Roy. To expand the clothing varieties and shopping options for Luxembourg’s clientele, a good number of the brand’s clothing includes unisex and unisize options, given the preoccupation of the founder to limit waste. Her own personal style includes blending plain colours with colourful accessories or merging colourful or patterned fabric with plain scarves or jackets. “There’s a possibility of doing different things with colours,” explains Dutta Roy, and there are no dos and don’ts if you feel good in them. Les Sûtras also collaborates with and promotes other Luxembourg brands in-store and works together with local designers for its bridal line. “Luxembourg is very encouraging. If they like your work or art, they really promote you, and they value when there is a human touch to the brand and that’s what I want to do,” explains Dutta Roy. “It’s not just the numbers for me.”

Culture in Luxembourg has always been vibrant, explains Sietzen, but the first cultural year in 1995 was a game changer, as it created the conditions for the emergence of most popular cultural institutions today The programme for each season is preselected autonomously by the institutions and often presided by a diverse commission, like in the case of the Grand Théâtre or the Théâtre des Capucins, for example, before it is reviewed by the college of aldermen. She describes her office as an intermediary for the various institutions, private organisers, associations and more, adding that the City also provides technical and financial support as required and has agreements with diverse cultural players. Today “every cultural field is well represented,” she says, adding that the tendency of young cultural actors who studied abroad to return to Luxembourg these days is a sign of progress. She cites the further adaptation of offers to match the multicultural diversity of the public as areas that will always require effort, adding that the city already does this via several measures. For example, the “Kulturpass” initiative to facilitate cultural access, or cultural projects like Les Rotondes,

which underwent a rebirth during the second cultural year in Luxembourg in 2007 and was co-financed by the City of Luxembourg and the culture ministry. “Culture is a language that speaks to everyone and shouldn’t be seen as an elitist affair,” says Sietzen. With less covid restrictions, popular annual events like the Schueberfouer annual funfair and the Blues’n Jazz Rallye, for example, are making a comeback. However, interaction with culture is a two-way street. “We bring people to culture, but also culture to people,” she explains, citing several exhibitions in public spaces as prime examples of how this is done to imbibe a cultural consciousness. The Boxes of Life project by Elisabeth Schilling and supported by the City is such a project taking place in the aftermath of the lockdown. Luxembourg’s active participation in international festivals like the Rencontres d’Arles also points to dynamism of the sector. “We work together for the same aim: to bring people together, forge projects that reinforce Luxembourg’s cultural image and [its] position as a cultural destination,” says Sietzen. www.vdl.lu

Diego Brasioli Italian ambassador Diego Brasioli appreciates culture, whether he’s visiting the Lëtzebuerg City Museum or walking along the Corniche with its scenic views. “It’s a very nice experience that I always let Italian delegations have when they are visiting the city,” he explains. He values the Italian embassy’s official residence, a 19th-century ‘maison de maître’. “Its beautiful salons allow me to enjoy my personal collection of oriental rugs and art that has grown over the course of my career in Asia and the Middle East.” Italians make up one of the largest expat communities in the grand duchy. It’s the embassy’s role to act “as an ‘opportunity multiplier’ in bilateral relations with the host country”, and he’s engaged on three key fronts: consular assistance, “an ever-increasing level of economic and political excellence between our countries” and encouraging cooperation in various areas.

When British ambassador Fleur Thomas wants “to escape the hustle and bustle of diplomatic life”, she relishes walking in places like Walferdange, where she enjoys the history of a Roman villa in the area. “Only about half of the site has been researched, and the villa has not yet been unearthed,” she says. “They are some of the deepest wells in the region, and the system is fascinating.” It’s also a good place to listen to songbirds, she adds. The grand duchy and the UK have rich ties, culturally, economically and historically. The grand duke recently viewed an exhibition on Queen Elizabeth II’s ties to the grand ducal family in honour of her platinum jubilee, while plenty of British artists have exhibited at places like Mudam and Villa Vauban, for example. “I have also had the chance of surprising my teenage self by meeting Boy George in Esch-sur-Alzette during Luxembourg Pride,” the ambassador adds.

Vladimír Bärtl It’s through flight that Czech ambassador Vladimír Bärtl says he’s able to “switch from the world of diplomacy to the world of wings”. Having flown since 1995, he regularly visits the Aéro-Club and airport to take out the above Piper PA-28, which he recently used to fly a group of ambassadors and other dignitaries to the Spangdahlem Air Base. While he appreciates meeting fellow aviators through the aero clubs he’s joined in his various posts abroad, he also sees links between his hobby and his career: “Aeronautical radio communication is structured and concise: who I am, where I am, where I’m heading, what my immediate intentions are,” he says, “all of which are beautifully applicable to international negotiations!” The two nations have a long history, he explains, starting with Luxembourg kings on the Bohemian throne and today “like-minded in many areas in multilateral forums”.

Stephen Dawson Irish ambassador Stephen Dawson’s tenure in Luxembourg has been dominated by the covid pandemic, which makes him conscious of the very many places he still has to visit. An avid birdwatcher, Dawson enjoys exploring the countryside, finding a bench in the woods and letting the woodland birds get used to him. “It is peaceful and meditative, and the exact opposite of the social bustle of an ambassador’s working life. Closest to home I do this in the woods around the military cemeteries in Sandweiler, places of sadness but also beauty and peacefulness.” The professional diplomat has long been aware that Ireland and Luxembourg share similar values. And recent increase in trade and business links, i.e., in the financial and tech sectors, means that “recruitment companies now headhunt in both directions.”

Jiro Okuyama Japanese ambassador Jiro Okuyama says that iSpace Europe is one of his favourite locations in the grand duchy “because it’s a symbol of our bilateral endeavour to explore space business, the goal of our next generation”. iSpace is a private Japanese company specialising in lunar rovers and robotic lunar landers and is currently working on its first mission launch through its commercial lunar exploration programme. But it’s not just in business or space exploration that the two countries have bridges. There’s also a “long-standing friendship between the imperial family of Japan and the grand ducal family of Luxembourg”. The ties are likely to deepen, as the next world expo takes place in 2025 in Osaka. When asked what issues are important for Japanese expats, he answers, “The difficulty to find ingredients to cook authentic Japanese dishes.”

Thomas Lambert Belgian ambassador Thomas Lambert says a recent visit to the blast furnaces in Belval “was a ‘wow’ experience”. “As an amateur of photography and industrial architecture, the place also embodies the drive of Luxembourg to move ahead and stay ahead of the curve,” he says. “The campus is impressive because of its combination between industry and innovative learning, past, present and future.” For Belgian expats, navigating the healthcare system and finding affordable or shorter-term housing are amongst the main challenges. But there are plenty of bridges between the neighbouring countries, some more light-hearted: “From De Haan to Knokke, Belgians and Luxembourgers alike seem to share a special appreciation or ‘d’Belsch Plage’,” the ambassador says, adding that business pragmatism and self-deprecating humour are other areas he sees as commonalities.

Melitta Schubert Austrian ambassador Melitta Schubert enjoys the hiking and biking trails so much that she cycled from Luxembourg City to Remich for this photo. “I love especially the Moselle region because water adds a special touch to the landscape, and it also reminds me of our famous Wachau region,” similarly known for its picturesque vineyards and lush hills. She and her team are working on a publication about Austria-Luxembourg links, expected for release by mid-2023. It was on her initiative in November 2021 that the Luxembourg Ladies Ambassadors Club was founded to support Femmes en Détresse. The group of six meet regularly, engaging with stakeholders to promote women’s rights. “We are aware that there is still much work needed in this area... I’m proud to be part of this group of active, engaged and dedicated women.”

UNITED STATES OF AMERICA AMBASSADOR

Thomas Barrett It’s no secret that Luxembourg and the US have strong links, both members of Nato, the UN and OECD and signatories to the landmark Artemis Accords, part of the Moon-to-Mars mission. US ambassador Tom Barrett, former Milwaukee mayor, is also familiar with the Luxembourg community, particularly in Wisconsin, not to mention the US’ role in liberation in past wars. Some global issues “have had a significant impact on [an] individual level, including on Americans, regardless of where they reside,” citing, for example, the “brutal war against a democratic nation on European soil” taking place in Ukraine. After a long day, he and his wife enjoy walking in the city’s old town and Grund, “like a small getaway from the liveliness of the centre… it’s a unique place where a calm natural space meets the historic city.” On this particular day, he discovered the Melusina statue for the first time.

Vide-greniers The City of Luxembourg hosts a flea market on the Champ du Glacis the first Sunday of the month between April and October. Many other communes and associations organise jumble sales; searching “Events” on Facebook is a good way to find them.

Oktav Relais pour la vie About 10,000 runners participate in the 24-hour relay race, a fundraiser for the Fondation Cancer. Check at work or with an association if you want to join a team.

Rose of Tralee Ball A charity fundraiser dinner-dance held in alternating years at which a jury selects a young woman to represent Luxembourg at the Rose of Tralee festival in Ireland.(3)

Pilgrimage (with a religiously themed market traditionally held on the Knuedler) held over a fortnight in April and May.

Out of the Crowd Independent music festival held at the Kulturfabrik in Esch-sur-Alzette.

BLC Car Boot Sale The British Ladies Club’s annual charity jumble sales is a chance to score a bargain and catch up with friends. Proceeds go to charity.

Plan “bridge” weekends There are three public holidays in May (and another one in early June), so get your long holiday weekends sorted in advance.

Konscht am Gronn A monthly art fair in the Grund neighbourhood at which local artists set up stalls to sell their works. Between May and October, on the first Sunday of the month from 10 a.m. till 6 p.m.

Darkness Into Light A 5km walk starts just before dawn on a Saturday in May to raise awareness and funds for suicide prevention and mental health associations in Luxembourg and Ireland.

Our Lady Fatima Pilgrimage to the shrine of Our Lady of Fatima, in Wiltz, popular with Luxembourg’s Portuguese community, Ascension Thursday.

ING Night Marathon This is Luxembourg’s big race on the international circuit, held in late May or early June. The capital takes on a street festival atmosphere, as well-wishers cheer runners on and soak up live music. If you want to run, sign up when registration opens in September; it usually sells out fast.

Buy or sell during the annual “secondhand bike market” at the Belle Étoile shopping centre.

Traditionally on “Bretzelsonnden”, a man expresses his romantic interest by offering a sweet pretzel. If interested, she’ll give him eggs on Easter Sunday; if she’s not, she gives him a basket. Held the fourth Sunday in Lent (which can be in March or April).

Duck Race “Sponsor” a little yellow rubber duckie which will race down the Pétrusse river. It’s a fundraiser with tons of prizes (sometimes even a new car). Nice family day out.
