SUSTAINABLE COMMUNITY MASTERPLAN METHODOLOGY

FLOW

TRANSVERSAL PLANNING APPROACH Our objective is to overcome the traditional two-dimensional planning of “zoning” and an uncoordinated sectoral vision. As the methodology we apply the transversal approach emerged out of reflection on the broad international practice experience and applicative doctoral research of Marina Matashova “Eco-Urban optimization“ centered on mechanisms of sustainable urban strategies implementation

SCM

FLOW- considering the rapid flows of engineering and transport infrastructures in relation to slow flows of water, recreational activity and soft mobility. How can flows be adjusted to the local situation and to each other? AREA- it is a question of enduring diversity: the use of the identity and ecological potential of the area for economic development and other activities such as maintaining biodiversity. How can spatial elements fit together? ACTOR - the question is about a sustained commitment on the part of the actors. This includes the ability of the structures to act as a framework for a flexible back fill that can meet the needs of future activities as yet unknown. How the structure could be capable of creating the conditions to avoid conflicts and promote synergy?

GEOFFREY EBERLE

ATELIER ENTROPIC CO-FOUNDER Chief Architect & Project Manager PROFESSIONAL PROFILE Geoffrey Eberle is a British born Architect and Co-founder of Entropic. Since 2013 he has worked in Copenhagen, Barcelona and the UK on a range of global projects on the urban, architectural and landscape scale. He led a number of high profile projects in Bjarke Ingels Group for over 5 years, and founded the Rotterdam based, Studio Bold, winning a number of projects in the international market. His approach towards architecture has largely been influenced in the fields of robotic fabrication in his education from both the UK and Netherlands, with a prerogative to solving contemporary issues ranging from environmentalism, urban quality and architectural innovation. Geoffrey’s focus is towards the opportunities unlocked through technology and innovation.. Geoffrey fundamentally believes that our lived experiences derive largely from our environment, both in how we operate as individuals, but also in what gives our lives value. In this conception, the role of architects is to reimagine the world in the closest approximation, to our social values, to our individual desires and to the relationship with our natural world. This requires a constant re-evaluation off the presuppositions our world is built upon, and benchmarking against the emergent contemporary social challenges our world faces. MAGDALENA MRÓZ ATELIER ENTROPIC CO-FOUNDER Lead Architect & Project Manager PROFESSIONAL PROFILE Magdalena is a Polish Born Architect, and Co-founder of Entropic. Magda has led numerous projects in a range of scales, from small interventions, to high-rise, in architecture companies, Bjarke Ingels Group and Barcode Architects, for over 5 years. With a MSc, an engineering degree, in Architecture and Urban Design in Cracow University of Technology and education in Preservation of Cultural Heritage in the Jagiellonian University, Magdalena’s work follows contextual and inclusive design. Studying and living in places like Cracow, Barcelona and Copenhagen influenced her focus on the human scale, with an analytical approach towards socio-cultural context. Through her years of experience, Magdalena has found, that intelligently designed interventions, regardless of scale, when strategically utilized can have a radical impact on the way we interact and experience our environment. Often driving her philosophical output, are nature-based solutions, perceiving nature as an ultimate technology which has the power to adapt, optimize and sustain in any given scenario. Learning from how our digital world too has born new paradigms in user interface, Magda takes a large part of her inspiration, to influence how she designs real life objects. Her drive is towards projects which create a natural sense of intuition, which stimulate playful response, and which encourage a joyful interaction. In essence, Magda seeks to create projects which humans innately love. ACADEMIA MSc in Architecture in the field of Architecture and Urban Design

The proposal for Moscow City Agglomeration Development, a plan that includes Moscow City and Moscow Region, takes into account the role these territories play in the international and national context. Predicting the influence of the growing population and work zones on the planning belts and urban areas over time, the project interweaves a sophisticated network of developed districts and sectors with a progressive approach to nature conservancy. Designed with future development in mind, the first stage of the conceptual proposal is expected to commence within the next ten years. The sinuous plan explores intelligent solutions and measures to solve Moscow’s serious traffic congestion. Construction of a series of strategic infrastructures balances the distribution of work areas and residences to help reduce commuting times. Boasting 30 m2 of green space per capita, the future territory of Moscow’s Agglomeration guarantees its ecological preservation by putting an end to the destruction of urban areas and preventing unsuitable urban development. The forward-thinking masterplan recovers the principles of the Garden City and promotes a zero carbon sustainable development for Moscow.

Aiming to create a sustainable urban environment with rich mix-use activity the urban sequence for the Dallas Connected City aims to connect Downtown Dallas and the Trinity River. The masterplan extends from the Arts District, lengthening the pedestrian corridor to the new Science & Nature Program and Energy Park, and Leisure Trinity Park and new Sunset Promenade. The original Blackland Prairie environment becomes the natural support that provides landscape design, with planting along all main streets, and a network of magnets: the +E Museum & Park and outdoor neighborhood markets. The Trinity Riverfront promenade becomes the backbone of the scheme. The plan integrates the toll-road and highways through a unified urbanism that links four new riverfront districts to the Dallas downtown through a multifaceted mobility scheme which supports greater reliance on public transport. The scheme promotes development around a series of transport interchanges ensuring shorter commutes.

Phase 2 develops the objectives of the general masterplan of Phase 1, completed in 2015, which are the main guiding principles of the Masterplan for the campus of the Université Mohammed VI Polytechnique: • Providing a new entrance to the city of Benguerir • Creating a multidisciplinary university centre to become the core of the new city • Placing the campus at the centre of the city of Benguerir. The grand entrance to the city is marked by a generous boulevard directly connected to the highway to guarantee convenient access to the new city centre. A future grid perpendicular to the boulevard could be dedicated to Moroccan technological companies, placed next to the Knowledge and Technology Centre. At the main entrance placed at the end of the boulevard and adjoining the park, a grand urban façade, inspired in the Moroccan walls, defines the campus perimeter. The rectangular-shaped central park allows for a large range of activities: strolls, sports, social interaction, relaxation… with green spaces, a pond, an open air theater, etc. Reminiscent of the rich local tradition, the garden will have a formal design.

Surrounded by greenery, the headquarters for OCP and the Congress Center are located inside the park, like the special buildings of this urban composition. The scheme will also provide an underground car park on one level around the Congress Center. The southern part of the park contains the headquarters for OCP, which comprises two large areas surrounded by green dunes. The first area includes the administration building and its private gardens; a second area provide car park for the company’s staff. Phase 2 includes OCP Headquarters, Conference Centre, Business School and additional university buildings, Hotel and residential units, learning and sports facilities all integrated into the system of generous green areas with variety of parks, including central park with the area of 18Ha which is part of Green Corridor of Benguerir. Total area of the second phase 43 Ha. At the same time, the future development of phase 3 is even planned, which involves the future extension of the campus including new university buildings, a train station, a shopping centre, a 5-star hotel, a clinic, commercial space and apartments.

Pradhan Mantri Awas Yojana (PMAY) is an initiative by Government of India in which affordable housing will be provided to the urban poor with a target of building 20 million affordable houses by 31 March 2022. This project in Kolkata is an example of this program. Design and cooling, using the wind: Kolkata, a city known for tropical summers that are hot and humid with temperatures between the low 30’s and maximum temperatures often exceed 40 °C, and winters that tends to last for only two and a half months. This requires PMAY projects in Kolkata to take climatic conditions as the main design driver.

The architect has to design at the same time, from the inside to the outside, and vice-versa, from the exterior to the interior, efficiently halping both exterior community space as well private apartment space, both working together to intelligently use natural cooling to maximize comfort. The use of the ‘’venturi effect’’ is essential. This design strategy creates what is referred to as wind tunnels and keeps the living spaces cool and airy. In fact, this idea always works irrespective of the predominant wind direction. Cross ventilation involves both urban scale and unit scale openings that allow breezes into the building areas and into the garden space. Using air movement and ventilation effectively, we can cut down energy needs, cutting in half our carbon-footprint.

Working with the client to develop a Sustainable Development Strategy and Infrastructure Plan for regeneration site within Lower Lee Valley Client Enfield Council Expedition’s role Sustainability and Energy

Consultancy

Meridian Water is a major £6bn, 20-year London regeneration programme led by Enfield Council, bringing 10,000 homes and thousands of jobs to Enfield, north London, next door to the beautiful Lee Valley Regional Park. Alongside beautiful homes and world class public spaces and community facilities, the development will have its own brand new railway station, unlocking the area for commuters, with better connections south to Stratford and London Liverpool Street and north to Stansted and Cambridge. We are supporting Meridian Water to become the Greenest Development in London through various different commissions. We have reviewed best practice in sustainability on major urban regeneration projects and identified future trends. We have also reviewed the Phase 2 planning application against Mayoral and Enfield Council policies to ensure it is meeting and exceeding sustainability policy requirements. Expedition has been appointed to: Set the overarching sustainability strategy and implementation plan Work with Arup and KCA to deliver an integrated and sustainable infrastructure plan

XIONGAN MASTERPLAN Xiongan, China

Smart water management and circular economy Client Administration Committee for the Xiongan Area Expedition’s role Water Engineering Circular Economy Status Invited Competition We worked very closely with Ricardo Bofill Taller de Arquitectura (RBTA) in developing the masterplan for the “start-up” area of the new city of Xiongan, in Hebei Province, China. Over an area of approximately 30 square kilometres, just to the North of Lake Baiyang, the brief for the masterplan included for the creation of approximately 26 million m² of building floorspace, with a mix of commercial, scientific research, public facilities, transport hub and residential uses, as well as high quality public realm and landscape. Water was central to the development of the masterplan, with the creation of two new river corridors, wetlands at the interface with Lake Baiyang, control of flooding and integration of the water cycle within the landscape. A novel approach has been proposed to use the system of urban watercourses and wetlands as a water supply reservoir. This used latest development in artificial intelligence, live feed of hydrological data and weather monitoring for the real-time management of the storage capacity and decision to keep or release water. Together with water recycling this allowed reducing the water footprint of the masterplan by 75% in a land, cost and material efficient way, in a region of China where water is particularly scarce.

Image courtesy of RBTA / Engram

We also developed a Circular Economy and Waste Management strategy for the construction and operation phases, including an integrated system for the manufacture, distribution, use and reuse of building components, materials and products. Following this competition, we have now been appointed alongside RBTA to develop the masterplan for another part of Xiongan New City: the Smart Town.

NUR-SULTAN MASTERPLAN Nur-Sultan, Kazakhstan

Developing long term strategy to create a healthy, liveable and sustainable city Client City of Nur Sultan Architect Space Syntax Limited Expedition’s role Sustainability and engineering Status In consultation

In collaboration with Space Syntax, Expedition were appointed by the City of Nur Sultan (formally Astana) to develop a masterplan to guide development to 2030 and beyond. The city lies on the Ustyurt plateau and has an extreme continental climate. The River Isil runs through the heart of the city, but has been engineered to deal with the spring snow melts which have historically led to flooding. Coal fired combined heat and power units provide the city’s heat contributing which coupled with a car dominated movement and poor building quality, contribute to a reasonably high carbon footprint. Recent development has sprawled beyond the city limits with significant issues in relation to the cost of maintenance and provision of infrastructure systems. Against this backdrop of challenges, our role was to develop the energy, waste and sustainable water management strategies for the city. A key focus of the masterplan was to intensify and retrofit the existing city fabric and infrastructure to create a healthy, liveable and sustainable city. To do this we undertook a baseline analysis and then proposed strategies at the city scale and for neighbourhood improvements. The output of our work delivered: A route map to zero carbon and zero waste city including specific technical solutions, enabling policy interventions and funding and financing models. Environmental modelling to inform massing and orientation, specifically to mitigate extreme summer and winter conditions to create a comfortable microclimate and support greater activity in streets. Sustainable drainage solutions to mitigate flood risk, including dealing with snow melt, and to bring greater biodiversity into the city. 77

Infrastructure solutions for Technopark, a model for sustainable regeneration.

The value of our work has been to set clear infrastructure proposals, but also underpin these with a long term delivery strategy.

2012 OLYMPIC WATER STRATEGY London, UK

Client Olympic Delivery Authority Expedition’s role £5.3bn (construction) Status Completed 2012 Expedition worked as part of the Sustainability and Environment Team for the Olympic Delivery Authority to advise on water matters. Our involvement included the definition and implementation of a water strategy to enable the project to meet its sustainable development targets, with regards to water supply, foul and surface water drainage. Our involvement included: clarification of the sustainable development targets with a particular focus on the post-game Legacy definition of a method to assess performance and establish compliance against water targets by the design teams for each venues, and agreement of this method with key stakeholders definition of a water supply strategy to meet the targets, with consideration of water efficiency, rainwater harvesting, borehole abstraction and water recycling definition of a parkwide surface water drainage strategy with particular considerations of the implementation of Sustainable Urban Drainage Systems and management of flood risk implementation of those strategies and coordination with the different design teams. There were two significant outcomes of this work. First was the creation of the wetland bowl, a multifunctional landscape which reduced flood risk and created a place of great amenity value to local residents. The integration of drainage into the landscape through a series of swales also supports a biodiverse habitat. The second outcome was the innovative Old Ford recycling plant which distributes treated grey water taken from Bazalgette’s Northern sewer for non-potable uses across the park.

RIVERSIDE SUNDERLAND Sunderland, UK

City Centre Regeneration using smart technology and design for wellbeing Client Igloo Architect Proctor Matthews Expedition’s role Sustainability and Environmental Consultancy Status Concept Design Riverside Sunderland is a new urban quarter being created by Sunderland City Council on a superb riverside site in the heart of the city. The masterplan aims to regenerate the area around the riverside, delivering much more than homes and offices. This is a new community and a new urban quarter. Sunderland City Council is determined that the site’s remarkable landscape setting and its rich cultural heritage should be reflected in outstanding urban design and architecture, Smart City infrastructure, and a sustainable development model that will contribute to the city’s carbon-neutral ambition. Working with architects Proctor Matthews and the developer Igloo, we are creating a sustainability framework to set clear targets and goals for the project. As part of this, we have developed a strategy for the energy delivery, transport infrastructure, circular economy principles, and regreening of the space.

Proposed revitalisation of the prominent gateway location Galley’s Gill including adding a new bridge to improve access

The masterplan provides a unique opportunity to create a sustainable city centre neighbourhood responding to the Council’s climate and carbon commitments. The masterplan includes proposals to create new walking and cycling links, revitalise Galley’s Gill to deliver biodiversity gain and provide new connections over the River Wear. The energy strategy enables a flexible approach to bringing forward technologies as the development progresses as part of a commitment to energy innovation. Integral to our proposal is our commitment to deliver resilient communities and to enhance the wellbeing of residents and existing communities. Sustainability is intrinsic to the placemaking approach for Riverside Sunderland as a whole.
