About Neighbourhood Support

History Neighbourhood Watch was introduced to New Zealand as a crime prevention initiative in the late 1970s. The initiative evolved to become Neighbourhood Support New Zealand, a community owned and managed organisation with a wide-ranging interest in community support, safety and crime prevention. Neighbourhood Support became an Incorporated Society in 2000. In 2001 it signed a Memorandum of Understanding with the New Zealand Police. The purpose of the Memorandum of Understanding is to establish and promote a collaborative working relationship between Neighbourhood Support New Zealand Incorporated and the Police.

Objectives Neighbourhood Support aims to make homes, streets, neighbourhoods and communities safer and more caring places in which to live.

This is primarily achieved through the establishment of small cells of households known as a “Neighbourhood Support Group”, comprising anywhere from four to 50 residential households in a single street or suburb. Groups throughout a single suburb or a wider town or city area are co-ordinated either via a civilian co-ordinator, or through a Community Constable based at a local Police station. The main purpose of the groups is to encourage neighbours to know one another and share information on crime or suspicious activities in their area. Early contact with authorities such as the Police is also encouraged for reporting of unusual observations or unacceptable behaviour. Crime prevention information can also be shared with group members via Community Constables, or Neighbourhood Support Area Co-ordinators. A secondary objective of Neighbourhood Support is to facilitate communication between Civil Defence (Emergency Management) and the community during a manmade or natural disaster affecting residents. Message from the Editorial Team Sadly, the world in which we live is not as law abiding as it was a generation or two ago, which makes the work of all sorts of government and voluntary organisations vital. Neighbourhood Support is a lively, worthwhile and necessary organisation which provides avenues for neighbours and communities to socialise, and look out for each other. Our sincere thanks to the contributors of all the articles contained here. A lot of hours have gone in to making this book as relevant, useful and convenient to use as possible. This book is a vehicle for the latest news and messages of many of the above, in an easy to use format. Protecting Your Property Keeping your home and property secure is what most householders want to do. Most people do it automatically. However sometimes it is good to have a reminder. Your home Always lock your doors and secure your windows when you leave home. If you are working in your garden, away from the house, don’t leave doors unlocked or open as you won’t necessarily see anyone getting into your house while you focus on what you are doing. Garages and outbuildings/sheds should be locked when not in use. Particularly internal access garages if left open provide, in most cases, unhindered access to your home. When finished with any equipment outside secure it in a shed/garage which is locked, this includes ladders and tools etc. Depending upon your finances consider installing window security stays, security lights and a burglar alarm. Always keep your keys and automatic door openers secure. Keep trees and shrubs trimmed, particularly around the front door so that someone can be seen if they are trying to break in.

Your vehicles When your vehicle is parked at home, don’t leave it unlocked, even in a garage.Don’t leave valuables in an unattended vehicle. Store your bike in a lockable garage/shed and if you are unable to do that, secure it with a strong chain and lock to an immovable object. Store you boat/boat trailer, caravan, camper, motorhome out of sight if possible. Use a wheel clamp to prevent it being towed away. You can also purchase a tow ball lock to prevent it being towed. Always keep a record of your vehicles VIN, make, model, colour and any non-standard items, and take photos of them as well. Keep this information and photos stored in a secure place (for example in the ‘cloud’.

From Murray’s Desk A couple of blasts of cold weather sweeping through Christchurch recently is certainly a good indication that winter is on its way. It is hard to believe that just over a year ago we were in lockdown. I recall standing at the end of my driveway, with my neighbours close by (three metres away), on the morning of Anzac Day 2020, listening to the dawn service on the radio. In the distance we could hear people playing the Last Post and Reveille on pipes and trumpets. A very poignant moment. This year it was great to join the throngs of people at the remembrance service which was just as moving.Thanks to the people and organisations that have contributed articles to this edition. Superintendent John Price writes of the team effort required to ensure the safety of our homes, roads and communities, and how this responsibility sits with us all. Victim Support cover some tips and advice on ways to protect your homes, they also write of the pain suffered as a result of a burglary. Approximately 10 percent of their work has been supporting people after burglaries and thefts. Articles from organisations including Age Concern, Aspire, Volunteering Canterbury, the council Graffiti Programme cover off some of the roles they play and the services they offer to society. Deb Smalley, a long-time contributor to this magazine, writes an amusing article on sleep deprivation – amusing to the reader, maybe not so much to the author! Special thanks to our funders, fundraisers, supporters, sponsors, and the businesses that advertise in this publication.

You all play a major role in making communities safer places to live and work in. Your contributions make it possible for us to invest resources and services free of charge to our schools and communities. On that note it is important to recognise the volunteers within our organisation, whether they be group contacts and members, those who organised street events (Summer with Your Neighbours barbeques/picnics), those who have kept an eye out for neighbours in need, and everyone else who has helped to make our communities safer. Finally, a special tribute to Elissa and Barbara. Elissa who, while being involved with the running of CNS, also co-ordinates the Junior Neighbourhood Support (JNS) programme that runs in primary and intermediate schools across the city. You can read more of her role with JNS in her article in this publication. Also, Barbara who manages the admin side of the organisation, dealing with queries, information for funders and the Charities Commission, accounts, payroll, and all those other things we take for granted, but are necessary to keep our organisation running. Protecting your vehicle Vehicle crime is made up of a number of different but often related activities. Theft of vehicles and theft from vehicles are the two most common crime types in New Zealand. Vehicles can be stolen for a number of reasons, including ‘joyriding’, to commit other crimes or to be broken up for parts for sale on the black market. Theft from vehicles, also known as ‘theft ex car’, involves the theft of property such as wheels, stereos and personal items - bags, briefcases, laptop computers, wallets, parking meter money, etc. Thieves gain entry to vehicles primarily by forcing locks or smashing windows. How to reduce the risk of having your vehicle stolen or broken into:

Protecting car contents: • Don’t leave things on display • Keep valuables (money, mobile phone, credit cards) on you or at home not in the glove box or under a seat • Keep bags, luggage, coats etc locked, out of sight and in the boot • Keep a record of serial numbers. Additional security options: • Install a car alarm and electronic engine immobiliser (which prevents the vehicle from being started) • Use a steering wheel club or lock, lockable fuel cap and wheel nuts • Etch your registration or Vehicle Identification Number (VIN) on windows, windscreens and headlights. Junior Neighbourhood Support The Police come to school Police in the Community Big Day Out What a fantastic day we had! Can you imagine the surprise to come out of class and see six police vehicles waiting for you on the school play grounds! Get yourself handcuffed, locked in the wagon, wear riot gear, set off patrol car sirens and flashing red and blue lights, try to outrun a police officer - there was opportunity for everyone. Not surprisingly everyone was very well behaved!

Onto the next school, where we were joined by Fire and Emergency New Zealand staff. Again children had time to climb through vehicles and ask lots of questions but there was more to this visit. There was a special award to present to a young girl called Maddie. Maddie had saved her neighbour’s house and possibly the neighbours’ lives when she woke in the early hours one morning and smelt smoke. She then woke her mother who looked around and saw the neighbours’ porch was on fire, and phoned 111 for Fire and Emergency.

You are our eyes and ears when we cannot be there, and your support is crucial. Thank you for looking out for each other and for caring about your communities. We are fortunate in this district to have incredible support not just from our partners, but also from the public. In fact, Canterbury Police District has one of the highest rates of trust and confidence in the country.

It is a responsibility we take extremely seriously. To uphold this social contract, we are required to act with the utmost integrity at all times and be accountable for our actions. This is what we call ‘policing by consent’ – it is our style of policing in New Zealand and it is embedded in trust and confidence. Sir Robert Peel, the founder of the Metropolitan Police Force, expressed policing by consent as an approach to define an ethical police service. This approach recognises Police as community members in uniform, who are entrusted by the public to ensure the safety of our homes, roads and communities.

Good-One Party Register We have been working with university students in promoting the Good-One Party Register. This is where students register their upcoming party with the police and the CCC. As parties have an opportunity to get out of hand, we encourage those having them to register then we know when and where, and approximately how many people may turn up. We have the cell phone number of the person in charge should we need to phone them.

I would ask you – as neighbours, to also phone the Police if you feel the party is getting disorderly or needs a visit from the Police. Phone the CCC if the noise is excessive and they will assess the situation and may issue an excessive noise notice. You are our eyes and ears, and we appreciate you calling to inform us of any anti-social behaviour.

Snoring Should Be Illegal by Deb Smalley

I am lying awake in bed and listening to the bloke snore at some horrid hour of the night ,which is a regular occurrence for me. I always hope he will stop without intervention – he never does. Sometimes I just want to jump out of bed and run around shouting FIRE just to freak him out and see how he likes being rudely woken up from a lovely sleep. His snoring can be brought on by several things: being overly tired, having a cold, drinking alcohol, or most frequently lying on his back. This is a favourite position for him and the least favourite for me, obviously. I have heard some people sew objects into the backs of pyjama shirts to prevent this. No – not hand grenades! What are the remedies?

This time it’s a new kind of snoring – like I needed a new one. He is in a normal side sleep position, but his lips are fluttering as he breathes out. It sort-of sounds like Mr Ed the horse snorting. Time for a sharp “TURN OVER” instruction. I seriously hope this is a one-off experience. Then there are the night terrors! Apparently, the bloke used to sleepwalk as a child; this makes sense now! For years I have been awakened when the bloke has one of his dream incidents. He usually sits up abruptly ,which wakes me up. He looks at me and is talking but he is not awake. Most recently I was told forcefully, “Stop, don’t move”. He then advised that he had earlier found knives in the bed and had moved them for safety but there may be more. By about this time he is starting to wake up and realise he is talking utter nonsense. He then laid down and said “Not to mention the guillotine”, which I took to be sarcasm and no longer a dream.

An elbow in the ribs, a kick in the shins or simply shouting, “You are snoring – AGAIN”. Mostly the bloke responds well to instructions such as “turn over” unless he is very tipsy. In this case he will argue that he does not snore, and it was not him. This scenario is very annoying and best resolved by relocation of self and punishment for the bloke in the morning. There are a variety of sound effects which go with the various snoring attacks. Page 21

I was tempted to say that I bought the knives to cure the snoring! One time he jumped out of bed and punched his bedside lamp because he thought it was a burglar. You should have seen his poor, confused face when I turned on the light and he was standing in his jocks confronted by a broken lamp. The sight almost made up for the interruption of sleep and the damage. There was the time he pointed to the wardrobe and told me there was a flying fox inside or when

he made me hold an imaginary sack for him to put non-existent mussel shells into. I will stop now; it’s getting embarrassing and you will realise I live with a weirdo. I’m on night shift tonight so I will have the bed to myself in the morning, except for the Jack Russell. I am looking forward to a peaceful sleep and hopefully the neighbour will leave his lawnmower in the shed. Zzzzzzzzz

Nine out of 10 times it will not be the company contacting you at all.

Some e-crime relates specifically to computers, such as distributing damaging electronic viruses or launching a denial-of-service attack which causes a computer system to deny service to any authorised user. It is important to understand that these types of things are happening at a more frequent rate. Spark, Apple, banks and PayPal all recently featured in e-crime headlines and it is important before clicking on any link that you ensure they are legitimate sites.

Lincoln Training Day for Community Patrollers More than one hundred and twenty Canterbury Community Patrollers gathered recently on April 17th for a Training Day in the Baylis Room at the Lincoln Recreation Centre.

The day was organised by the Canterbury District Committee and the Police.

The best way for the patrollers to quickly pass information to the Police was by phone, following the recommended six steps of information. The District Intel Supervisor, Mike Kingston spoke of the patrollers’ partnership with the Police, and the police business. It was acknowledged that only 25 percent of actual crimes were reported. Senior Sergeant

The programme was designed to ensure all patrols were working from the same page with regard to being observant and recording information useful to the Police. A senior comms dispatcher, Grace, spoke of her role of assignment of the police within the region, based upon incoming information. Page 35

The attendees observed and identified all the items of interest and a report for the Police was created. Finally, I presented a summary analysis of the yearly patrol hours as recorded on the Community Patrol NZ (CPNZ) statistics website for the whole country. There was a gradual increase in hours patrolled over nine years from 2011 to 2019, recording 103,000 to 151,000 patrol hours. In 2020 COVID 19, particularly level four lock down, caused a 46 percent patrol hours reduction back down to 103,000 patrol hours. The country was divided into 12 regions, nine in the North Island and three in the South Island. Each region was ranked based on the number of hours patrolled; the Canterbury region could feel justifiably proud as it held the top ranked position with 18,554 hours for the year 2020. A presentation of a CPNZ shield was made by Senior Sergeant Roy Appley to Mike Fenton a patroller from Christchurch South. This was in recognition of the significant contribution Mike had made in promoting patrol activities including public awareness and strengthening patrols in the Canterbury region.

This was approximately 4,000 hours more than the second placed region of Central North Island; the Auckland region by contrast had the least with 1,500 hours.

Roy Appley conduced a session on the construction of written reports to be sent to the Police, and we were shown how to identify gang patch markings and symbols. A short lunch break was followed by a practical test, the observations of two ‘suspicious’ vehicles with open doors and boots were parked adjacent to the building. Both vehicles contained gang clothing, balaclavas, break and entry tools, drug paraphernalia, weapons etc.

Tool Engraving Throughout the year Police recover thousands of dollars worth of stolen property when conducting Search Warrants. Power tools are a hot commodity traded amongst the criminal fraternity. They are readily obtainable and easy to on-sell. Often these recovered items end up in the police auctions because we have no way of identifying them so that they can be returned to their rightful owners. Police are keen to shut down this black market trade and encourage ‘tradies’ (builders, electricians, plumbers etc) to be more vigilant around protecting their property. A market only exists when there are buyers. Seeing items being sold on social media sites at cheap prices immediately sets off alarm bells and should be reported to the Police. By engraving their tools with their Driver’s License number, which is unique to the person, significantly reduces the opportunity for these items to be stolen. It also means if police recover these items they are able to be returned to their rightful owners. Ensuring valuable tools are not left on building sites and securing the vehicles storing these items also reduces the opportunity. Ways in which tradies can do this are by: not parking these vehicles on the street

overnight, ensuring the vehicle is locked and ideally secured in a garage or up a driveway out of site from the street. Sensor lights, audible alarm, steering locks, a dog or video surveillance are all good crime prevention measures to discourage would-be thieves. This may seem like a lot of measures to take, but to wake up one morning to find your tools, or worse still, your vehicle stolen is a very costly exercise, not to mention the inconvenience of not being able to continue working. In recent times Police have attended most of the trade store promotions, such as tool sale days or trade breakfasts, to offer a free engraving service. This has been well received by all parties attending these events and our Community Patrol partners are also willing to visit construction sites to assist in engraving tools. Community Patrols are a voluntary organisation who assist police in many crime prevention activities. It is good to see some of our tradies have taken measures to prevent them being victims of crime, but unfortunately this is often only after they have suffered a previous loss. Break-Ins Can Break Us A few years have passed but Carolyn will never forget how it felt to come home and find her home had been burgled. “It leaves you with a feeling of uncertainty about entering your own home,” she says. “It stays with you. It’s a fear and anxiety about your safety and whether it will happen again.”

They are especially hard on the elderly, those that live alone, and people already dealing with anxiety and existing mental health issues such as depression. They can be particularly hard on children. “It’s that feeling of vulnerability and knowing that someone has been in your house – feeling violated,” says Victim Support’s Central Otago Service Co-ordinator, Jacqui Lambeth.

Around 4000 victims of a robbery or burglary are referred to Victim Support each year. While these incidents have become all too common, the impact can be just as traumatic as many serious crimes. This trauma can be magnified if there have been previous burglaries, there is significant damage, sentimental items taken, or the occupants were home at the time of the burglary. Burglaries can trigger past trauma from previous events, even experienced decades before.

Don’t answer the door to someone you don’t know or don’t want in your home. If they say they represent a company or organisation, ask for ID. Lock the front door if you’re outside in the garden, or inside working, resting, or studying.

Keep valuables out of sight. Store receipts, warranties, valuations, and serial numbers in a safe place. Take photos or videos of jewellery, art and other precious items.

Always lock your car, motorbike, bicycle, even when you are home. If possible, keep all vehicles securely in a garage or out of sight.

Tools can be a target. Don’t leave your tools in your vehicle overnight, keep them secure and out of sight. Engrave your tools with your driver’s licence number, that way, if found, they are easier to return to you. Record the serial numbers of your tools and store the list in a safe location.

A Voice For Victims An important part of our work is in research and advocacy to help create better outcomes for victims of crime in New Zealand. Victim Support researcher Dr Petrina Hargrave recently examined the justice needs and experiences of victims of serious crime in New Zealand. She found that victims’ justice needs such as for support, voice, and information, are rarely met in the criminal justice system.

Dr Hargrave is next interested in researching the justice needs and experiences of victims of other crime, including burglary. “Burglaries are common, but the impact of burglary cannot be underestimated – it can be a frightening and traumatic experience with long lasting emotional and financial consequences,” she says.

Volunteering Canterbury Act as if what you do makes a difference. It does.” – William James To continue to support both volunteers and the organisations which rely on volunteers to provide their services to communities, Volunteering Canterbury stays abreast of trends within volunteering, both here in New Zealand and overseas. The Volunteer Centre Network Aotearoa, with its 17 Volunteer Centres spread across New Zealand, shares tips and challenges via regular zoom calls and looks forward to annual hui which provide an opportunity for face to face sharing as well as professional development. While there may appear to be clear differences from region to region around what volunteering looks like – including the diversity of available roles, volunteers, and ‘what works’ – underpinning that, there is always the motivation of the volunteer. What motivates people to gift their time to one of the many community organisations in their area, all of which would likely welcome them? These days, many identify volunteering as a way to gain skills and experience which can be transferred into the paid workforce. Quite a different motivation that we saw in the past when people often had time on their hands – particularly later in life – and being involved with an organisation enabled them to remain engaged with their communities.

Lifestyles are significantly different now to what they were a decade or two ago! Our older folk often stay in paid employment longer than may have previously enabling them to retain an income and lifestyle which may be compromised by retiring from the workforce. Others are choosing to live in retirement villages where a self-sufficient community provides ample opportunities within a stroll from their homes to remain socially engaged. And still others find themselves taking up caregiving roles for grandchildren to assist their own children who maintain two income streams to maintain a lifestyle which comes with increasing housing and living costs. Recognising the constraints of these trends, Volunteering Canterbury works hard to identify opportunities to fill some of the ‘gaps’ within our volunteer force. For several years, for example, a Group Volunteering programme has been running. This programme is supported primarily by local businesses which provide, along with standard annual and sick leave provisions, the opportunity for staff to take a day or half day of volunteer leave. Other groups are also accommodated within this programme – high school and tertiary students, special interest groups such as U3A, and faith-based groups. In 2021, this Programme alone contributed 3,000 hours to community organisations within Christchurch and nearby surrounding areas. Page 51

For some of the participants in those projects, this may have been a first volunteering experience which could not otherwise have happened due to commitments in and out of working hours. Similarly, Volunteering Canterbury identified that families have limited time together. The introduction of Family Volunteer Days was in a bid to find a time and place where the whole family could do something in the community, and for the community, together. The value of these days is seen on the day itself when people from within the community work as a team (which spans generations) on a project which is simply not something they would normally do.

The ability of a group of people who likely do not know any of those who they work alongside during that project, to achieve an amazing final result, with little organisation and guidance but loads of friendly chatter, enthusiasm and laughter is of itself a joy to witness.

Keeping Safe from Gambling Harmful gambling can have a significant impact on a person’s life, especially with their finances, their job and their relationships with a partner, family and friends. Other people can be harmed by someone else’s gambling too. It can cause financial difficulties for the whole family, an unhappy home life, domestic violence, alienation from family and friends, and crimes committed against employers or other people. A single person’s harmful gambling can affect five to ten people, and children are vulnerable when it’s their parent or other close relative. City First Aid Training member of a community is taking basic steps to help keep others healthy and alive.

City First Aid Training has been operating for over 20 years, serving the local community of Christchurch and wider Canterbury Area. Is Your Neighbour’s Behaviour Driving You Crazy? Before you start a neighbourhood war, put your diplomat’s hat on and have a nice talk with them. “When it comes to problems with neighbours, a touch of diplomacy can go a long way,” says Neil Lancaster of Citizens Advice Bureau. “Whether you’re being kept awake every night by noisy neighbourhood parties, their tree is blocking your sun, or the dog from next door uses your lawn as a toilet – it’s always best to discuss the problem with your neighbour first and try to come to a compromise. They may not even know there’s a problem, and be quite willing to sort it out. When we see people with “problem neighbours”, we usually ask whether they’ve tried talking to them. If they have and it hasn’t been successful, we can help them work out where they stand with their particular situation and what their options are.” If you’ve tried negotiating with your neighbour and they won’t budge, you may have to consider taking further action – and you’ll need to know what your rights are if you do. For example, when it comes to neighbourhood noise, you can contact your local council to find out what (if any) noise restrictions apply in your area. If you complain to your local council they can send a noise control officer to assess the situation.

They can issue a notice asking the neighbour to reduce the noise if it’s deemed excessive or unreasonable, and non-compliance could result in confiscation of the noise-making equipment (such as a stereo or jackhammer). Similarly, if you are bothered by constant barking from a neighbour’s dog, you can complain to your council and they can send a dog control officer to investigate. But try to work it out with the dog owner first, because drastic action (such as having the dog removed by a dog control officer) is sure to ruin any goodwill that you might have with your neighbours. “If you have a problem with something that your neighbour is doing, and you haven’t been able to sort it out by talking to them, come and see us at Ara (formerly known as CPIT), Fendalton Library and Hornby Library.

Everyone benefits with Age Concern Canterbury Visiting Service

Age Concern Canterbury has established a wide range of services that help address the needs of older people in our community. The Accredited Visitor Service and Companions on Paws are befriending services that provide regular visits to older people who would like more company. The majority of older people are not severely lonely, but findings from The Social Report 2016 show that 10 percent of New Zealanders aged 65-74, and 13 percent of those aged over 75 feel lonely all, most, or some of the time. This is important, not just because loneliness is painful, but because having inadequate social relationships has been shown to be as bad for health as smoking. Loneliness has also been linked to increased likelihood of entering rest home care. You could benefit from the Visiting Services if you feel like you would like more company, or that you spend too much time on your own. If you would like a visitor, you only need to contact Age Concern Canterbury and a co-ordinator will come to see you in your home to get to know you. The co-ordinator will then match you with a carefully chosen trained volunteer who will begin to visit you for about an hour each week. “Companions on Paws” is a new addition to our visiting service where a volunteer and their companion dog will visit on a regular

basis. This service is proving popular with those older people who have had pets throughout their life, but for many reasons are now unable to do so. The relationships established through the Visiting Service are mutually beneficial. Our volunteer visitors often find the person they visit become special friends and wise mentors, while those being visited value the intellectual stimulation, humour and friendship the visits provide. Volunteers are the core to both these services, and our co-ordinators work hard to provide ongoing training and support to ensure that everyone has a rewarding, safe and enjoyable experience.
