About Neighbourhood Support
History Neighbourhood Watch was introduced to New Zealand as a crime prevention initiative in the late 1970s. The initiative evolved to become Neighbourhood Support New Zealand, a community owned and managed organisation with a wide-ranging interest in community support, safety and crime prevention. Neighbourhood Support became an Incorporated Society in 2000. In 2001 it signed a Memorandum of Understanding with the New Zealand Police. The purpose of the Memorandum of Understanding is to establish and promote a collaborative working relationship between Neighbourhood Support New Zealand Incorporated and the Police.
Objectives Neighbourhood Support aims to make homes, streets, neighbourhoods and communities safer and more caring places in which to live.
This is primarily achieved through the establishment of small cells of households known as a “Neighbourhood Support Group”, comprising anywhere from four to 50 residential households in a single street or suburb. Groups throughout a single suburb or a wider town or city area are co-ordinated either via a civilian co-ordinator, or through a Community Constable based at a local Police station. The main purpose of the groups is to encourage neighbours to know one another and share information on crime or suspicious activities in their area. Early contact with authorities such as the Police is also encouraged for reporting of unusual observations or unacceptable behaviour. Crime prevention information can also be shared with group members via Community Constables, or Neighbourhood Support Area Co-ordinators. A secondary objective of Neighbourhood Support is to facilitate communication between Civil Defence (Emergency Management) and the community during a man-made or natural disaster affecting residents. Message from the Chair Kia ora koutou - greetings everyone. Once again it is my privilege to be in the role of Committee Chairperson for the Rotorua Neighbourhood Support Committee. We have a really energetic group of people representing you all and I really enjoy our regular meetings. As you all are aware there are some big issues affecting many Rotorua neighbourhoods, namely the homelessness in our city and the crime associated with many whanau who have found themselves without a home. It is very sad that in this day and age people from all walks of life have no proper place to call home. It is equally sad that their children are suffering because of their parents and caregivers’ situation, so I was really pleased to know that a meeting was called, as now Rotorua can rally together to come up with solutions to the issues. On the positive side, Richard Perkins from our group is busy co-ordinating and organising neighbourhood workshops which you will all hear more about soon. Please, if you are able to attend Richard’s workshops, make the time as they will be a really good way to get to know your special communities better. Our group recently held our first sausage sizzle fundraiser stall at Bunnings which was a huge success. We will do more of these and are so grateful to the staff at Bunnings for ensuring we had all the resources we needed and more on the day. Each month Neighbourhood Support NZ launches a national campaign where they focus on a theme or topic relevant to the
time of year, or which ties in with another extensive campaign in the community. This month it is ‘Safer Communities’. This month is all about prevention! From locking up every time you leave to removing hazards around your homes. There are many ways we can all make our communities safer and more secure places to live. Taking part in the event could be as simple as installing a smoke alarm, engraving your tools, or even helping a neighbour trim back their hedges to improve the line of sight into their property. Next month’s campaign is ‘Supporting our Young People’. Please make yourselves familiar with the Neighbourhood Support NZ website where you will find lots of good information. ‘Wrap up Winter’ is on its’ way - so it’s all about fires and other good heating sources for your home, enjoying hot soup and hot chocolate drinks!

Message from the Rotorua MP Recent developments around law and order and crime have challenged Rotorua. Stories of vagrancy and homelessness around Fenton Street and the CBD are certainly troubling. Many residents have noticed an increased gang presence in our city and don’t feel as safe as they used to. With all of this I firmly believe Rotorua remains a fantastic place to live. It has much going for it and is home to wonderful, caring people.

From the Mayor Steve Chadwick Kia ora koutou It’s great to hear that the Neighbourhood Support network continues to grow. The organisation plays an important part in not just safety, but creating connections that contribute to the wellbeing of communities. Community safety is a key concern for our residents and is a key priority for Council. We want Rotorua to be the safest place for people to live, work and do business. Everyone can contribute to that. As individuals we can contribute by employing good crime prevention practices, reporting crime and anti-social behaviour, and connecting with our neighbours to look after one another. Council continues to work closely with the police on safety and crime prevention, and on a community safety plan. We are also working closely with central government agencies on solutions to our housing crisis and associated social issues; they are all linked and it is complex, but we know that we will only find solutions if we all work together so we can have a real impact towards achieving shared goals and outcomes for the benefit of our community.

Many communities in our rohe are working on civil defence emergency plans, with the support of Council’s Civil Defence staff to ensure that if something happens they will have the necessary support systems in place and can activate quickly to help one another. Community resilience is key in times like these and I would encourage anyone who isn’t already part of a neighbourhood group – even if it’s just you and your immediate neighbours – to connect. Look after one another. Together we can – and do – make a difference.
We need to ensure that we are creating resilient, connected communities – not just building houses, and groups like Neighbourhood Support can have a role to play in that. There were some big learnings from the COVID-19 lockdown – one of those was the need for us to be prepared for the unexpected and to ensure we can be

Message from the Co-ordinator What it means to be prepared We had a whirlwind of a year last year - a storm we did not see coming. Our thoughts may be largely occupied with the Covid pandemic that we had to suffer and the huge sacrifices that Kiwis everywhere had to make. We are all hopeful that we have escaped the worst, and now we have a new year ahead and with the experiences we have gained, we can make more informed decisions about our lifestyles and readiness. Our Neighbourhood Support (NS) office has modified our way of working to further enhance our abilities to be more effective by being prepared to work from any outside location.
Being prepared – that is the buzz word. We would be wise to proceed with caution and care. The recent scare and changes to alert levels once again reminds us that it is not over. Let us not forget that the virus is rampant in many parts of the world. Each of us has an opportunity to revamp our home safety plans and to be prepared. Covid, earthquakes and storms all tend to give us a jolt about being prepared, and I share a few ideas on what being prepared means. Work as a family, or a group of friends. This is a friendly way of becoming prepared and showing that deep ‘Kiwi as’ resilience. Consider a situation where you are stuck at home, possibly without electricity, for 7 days.

What does a Neighbourhood Support Group do? Neighbourhood Support Rotorua covers over 39 percent of the occupied households in the area. In the covered locations less than 20 percent of residential crime occurs. So how does a Neighbourhood Support Group work? When an area wishes to have Neighbourhood Support established, following a meeting of interested households, a group is set up with a person appointed as the group contact person. This person acts as the point of contact between the group and the office distributing information to the group and keeping contact information up to date.
The group will: • Encourage neighbours to talk to each other • Share information that will help reduce the risk of crime • Help foster a sense of community spirit
• Decide ways to handle any civil emergency that may occur. Neighbourhood Support encourages groups to undertake these objectives so as to reduce the incidence of crime in their area and to build community spirit. When the contact person gathers household information from the members, the office assembles a telephone contact list to distribute to registered households in the group. The lists should be kept up to date as possible with at least an annual update. Neighbours look after each other. Members of a group can keep an eye on a property when they go away so long as the group is advised. A group is able to establish a sense of ‘being an entity’ by having streets signs mounted in the street and all registered households having a Neighbourhood Support sticker on their property, visible from the road on a window/ letterbox/door. These provide a visible warning to those coming into the area that the neighbours do look out for each other and will report suspicious activity to the Police.

The main idea behind these gatherings is to get to know your neighbours. Members of the group welcome newcomers to the street, introducing them to their new neighbours. This is can be done by all members of the group and not just the group contact person. Building communities which are prepared for the possibility of a civil emergency is also a vital aspect of the group. To do this, Civil Defence often works with groups in communities where there is a likelihood of a civil disaster occurring, establishing local area emergency plans. The Neighbourhood Support Group is an essential participant in this exercise as they are the ones on the ground and have knowledge of local facilities, contacts and potential problems. The relationships within the group also help provide a readily establish communication network. Neighbourhoods don’t become lower crime areas without effort. Establishing Neighbourhood Support Groups assists in making communities safer.
How do we make sure things happen correctly? Neighbourhood Support Rotorua is set up as an incorporated society (HN/684216) and is registered on the Charities Register (CC21983). The constitution can be viewed at the website nsrotorua.info under the “About” tab. As part of the constitution, each year in June at the AGM, between 6-10 people are elected to the committee. This committee oversees the governance of the organisation. Meeting up to a minimum of six times a year they receive reports from the co-ordinator and approve expenditure. They also ensure funding and staffing are available plus budgets are made and kept to. At the first meeting after the AGM those elected appoint a chair, secretary and treasurer from within their number. If necessary up to three people can be co-opted to the committee if the situation requires it.
Doing this requires members of a group to be active, communicating with neighbours and providing support for each other.
In addition to the elected committee, there are ex-officio members from the Rotorua Police called the Area Commander Liaison Officer, the Rotorua Lakes Council and the staff, presently two-part timers.

How does Neighbourhood Support work? The basis of Neighbourhood Support is the Neighbourhood Support Group. This can be a group of neighbours in part of a large street or all the neighbours in a smaller street and can also be neighbours covering a small area of a few streets.

When a number of neighbours are interested in establishing a group they contact the office on (07) 349 9470, and arrange for a representative to speak to a meeting of the neighbours to outline how Neighbourhood Support works and to gather contact details of those who wish to join the group.
If you move to an area and are unsure whether there is an existing group, please contact the office and they can advise you if a group exists and the contact person details.
Neighbourhood Support also works in rural areas. Often due to the size of farms, neighbours are distant, but communication between them is encouraged so that if anything suspicious is noticed, it can be reported and followed up. In rural areas, neighbours tend to get to know those close by and with Neighbourhood Support information is passed on to the group contact, the same

What do groups do? It is up to each group to decide what they would like to do in addition to keeping an eye on suspicious activity in the area and contacting the police. Some groups like to get together for a group barbeque/shared lunch or dinner to help build community spirit in the area. Often this is done in conjunction with Neighbours Day Aotearoa which is held on a weekend in March each year. This is an opportunity for neighbours and families to get to know each other. When a neighbour goes away on holiday, they are encouraged to let their trusted neighbours know that they are going to be away, for what period, the expected visitors to the property (such as someone clearing mail or regular lawn mowing contractor), and their holiday contact number in case they need to contacted.
Their neighbours can then keep a look out for the property to reduce the risk of anyone interfering with it, reporting suspicious activity to the police. Other groups access the Rotorua Lakes Council Matching Fund to improve their area. The Matching Fund is a source of funding that matches the value of the labour provided by the group and resources the neighbourhood provides. For example, a neighbourhood may wish to undertake a neighbourhood clean-up and they will provide the labour and tools but need funding for hiring rubbish skips. The total man hours that the neighbourhood provides is calculated at a set hourly rate and funding up to that value can be applied for from the Matching Fund.

Neighbourhood Support Rotorua Incorporated Privacy Statement Neighbourhood Support Rotorua uses a stand-alone Microsoft Access database, in a stand-alone computer, to store and manage personal information. The information from this form is stored in that database and in backup devices held by each co-ordinator. To open the database requires a secure password open to the stand alone computer which is accessed only by Neighbourhood Support Rotorua staff. The information gathered includes: address, household members names, contact telephone & mobile numbers, email address, an emergency contact person & their contact details, and, for in the time of an emergency, skills/resources/occupation/ language translation ability/urgent medication & health resources. The exception to storage on the database are as follows: 1. All information provided by households in the group coverage area, called the registered households, is provided to the street/group contact person of that Group and is marked as confidential for use in an emergency and as a contact information list. The information not to be distributed in any form by the street/group contact person. 2. A group telephone List is printed and sent to the street/group contact person for distribution to registered households who have agreed with this privacy statement. It will contain the house-holder names, address, telephone and mobile numbers, and emergency contact details. This information is marked as confidential not for further distribution in any form. 3. The only time that contact information is shared with an outside agency is at the time of a declared civil emergency so that households in affected areas can be contacted by the emergency management personnel and to located information on skills/ resources/occupation/language translation ability/ urgent medication & health resources. What Information To Enter Household Number/Street Name: This is to include your street number, and if you have one a unit number e.g. 1/22 Smith Street and if you have a suffix e.g. 22A Smith Street. This is your street address, if in a rural area your RAPID number. Stating on the corner of Smith & Jones Streets doesn’t identify your house as there may be up to four corners. Household Members: The main householder is listed first with first and surname, and then followed by others in the household who live at the address, e.g. children, boarders, etc, including first and surnames. Contact Details: Include as many as you wish. In the time of an emergency, landlines may not be operating so mobile numbers help, especially if they work in your area. Include an email address as this can be used to send E-Crime Alerts warning of any activity in your area. E-Crime Alerts are only sent to affected areas and very occasionally to the whole list. Reporting crime: See something, do something Albert Einstein was quoted as saying: “If I were to remain silent, I’d be guilty of complicity.” Many people in today’s society do not follow that quote. They see suspicious activity and do not report it, or intend to report it but fail to do so. By doing that you are effectively condoning what has been going on! I know that some people are frightened about becoming involved. However, if you don’t report something when you see it you are effectively giving your consent. If you see something suspicious you should contact the Police immediately. The Police can only act on the information they receive. By seeing something and doing nothing you are allowing burglars, vandals, thugs, drug sellers etc. to continue in their sordid ways. A lot of crime can be prevented and there some are really simple things we can do. Things such as reporting people or vehicles acting suspiciously. If truants are seen walking the streets, contact their school and report what you have seen. If there is a valid reason for them being out of school minimal harm has been done, but if they are truant, they could be up to no good; they could be preparing to “knock off” someone’s home. Your report could prevent that happening.
By reporting suspicious behaviour you may be preventing the beginnings of a criminal lifestyle by stopping it in its tracks. Remember a big oak tree grows from a small acorn the same way a criminal starts on a life of crime with a first step, often as a youngster truant from school. Your report may be the trigger point to stop it developing into something bigger. If it is happening now call 111. If it has already happened, e.g. overnight, call 105 or go on line and make the report at: www.police.govt.nz/105support. If for whatever reason you wish to report something anonymously to the Police, contact “Crimebusters” on 0800-555-111. Neighbourhood Support Groups are encouraged to be observant and to report suspicious behaviour. This helps to reduce the crime level in Neighbourhood Support streets. In Rotorua there is a coverage of over 39 percent of the district’s occupied households, yet Neighbourhood Support covered areas have only 20 percent of the residential crime. Protecting your property Keeping your home and property secure is what most householders want to do. Most people do it automatically. However sometimes it is good to have a reminder. Your home Always lock your doors and secure your windows when you leave home. If you are working in your garden, away from the house, don’t leave doors unlocked or open as you won’t necessarily see anyone getting into your house while you focus on what you are doing. Garages and outbuildings/sheds should be locked when not in use. Particularly internal access garages if left open provide, in most cases, unhindered access to your home. When finished with any equipment outside secure it in a shed/garage which is locked, this includes ladders and tools etc. Depending upon your finances consider installing window security stays, security lights and a burglar alarm. Always keep your keys and automatic door openers secure. Keep trees and shrubs trimmed, particularly around the front door so that someone can be seen if they are trying to break in.

Protecting your vehicle Vehicle crime is made up of a number of different but often related activities. Theft of vehicles and theft from vehicles are the two most common crime types in New Zealand. Vehicles can be stolen for a number of reasons, including ‘joyriding’, to commit other crimes or to be broken up for parts for sale on the black market. Theft from vehicles, also known as ‘theft ex car’, involves the theft of property such as wheels, stereos and personal items - bags, briefcases, laptop computers, wallets, parking meter money, etc. Thieves gain entry to vehicles primarily by forcing locks or smashing windows. How to reduce the opportunity of having your vehicle stolen or broken into:
• Keep valuables (money, mobile phone, cheques, credit cards) on you or at home - not in the glove box or under a seat • Keep bags, luggage, coats etc locked, out of sight and in the boot • Keep a record of serial numbers. Civil Defence: Be prepared! Neighbourhood Support Rotorua is a member of the Rotorua Lakes Council’s Civil Defence Welfare and Recovery Committee, working closely with RLC’s Civil Defence Emergency Management co-ordinator, Linda Johnston. The Neighbourhood Support communication network is used in times of emergency to contact affected areas and get out important messaging. Ensure your household contact details are up to date on the database as part of being prepared. The Scout movement had a motto, “be prepared”, and this is what we all need to do before disaster strikes. The steps are simple – make a plan for use in an emergency. There are many facets to consider but everyone in your household needs to know what to do and where to go in each of the possible scenarios: can’t get to your home, stuck in your home, evacuating your home, being out of contact. This information is useful in order to prepare appropriately for any severe weather event. Severe weather includes rainfall greater than 50 millimetres within six hours or 100 millimetres within a 24 hour period. Before any severe weather event there are certain actions you can take to prevent damage and to assist evacuation if necessary:
• Store any outdoor furniture or other items that can be picked up by strong winds • Make a list of emergency services telephone numbers (Fire, Police, Council/ Civil Defence Emergency Management office, ambulance, etc). You may not have time in an emergency to look up critical numbers • Keep insurance policies, important documents (birth certificates, ownership certificates, passport, etc.) and other valuables in a waterproof container • Make sure you and members of your household know how to switch off gas, electricity and water supplies at the mains – even in the dark • Check your household insurance policy for sufficient coverage and amount • Develop an emergency communication plan for your family (for all hazards) in case family members are separated from one another during a storm • Have emergency survival Items on hand, including essential medical requirements. If a situation is severe and flooding is imminent, follow the instructions and advice of emergency services and Civil Defence Emergency Management authorities.

Citizens Advice Bureau: Helping you in more ways The Rotorua Citizens Advice Bureau motto is “Not Sure? Ask Us!” So if you have a problem or question and want to discuss your concerns with a real person, your first point of call should be the Rotorua Citizens Advice Bureau. The trained volunteers there will take time to listen to your questions and provide you with helpful information and advice.

In March this year the Bureau added an additional service to all the information, advice, advocacy and support the volunteers already provide – and that is assistance with accessing government departments and other services that are now only available online. So if you do not have a REAL Me account, or a MyMSD account, or you want to verify your REAL Me or apply for a job, a passport, or the Tenancy Tribunal online, you can visit the Bureau and the trained volunteers will be able to assist you. We can also help with setting you up with on line grocery shopping and banking. Prior to the COVID-19 lockdown last year, the Bureau was aware of the challenges faced by so many people in the community who were Page 46

No matter how old you are, what your employment or financial status is, whether you have an internet connection or not, if you are struggling with accessing these kinds of services, you can come and see the friendly team at the Rotorua Citizens Advice Bureau. We can walk you through the steps and hopefully make the digital experience a lot less stressful. This additional service was made possible by a grant from the Rotorua Lakes Council Te Rakau Tu Pakari Fund. Other services offered by the Bureau include: free legal clinics twice weekly – kindly supported by the local legal fraternity, a basic CV writing service, JP clinics three times a week, a fortnightly immigration advice clinic, specialist beneficiary advocates, specialist support for people with employment disputes and tenancy issues, the face-to-face information service for new migrants, and a direct line to the Ministry of Consumer Affairs Consumer Hotline.
The Bureau has a comprehensive, up-to-date database – called Cabnet – which contains information and contact details for over 800 different community, health, sporting, cultural, and not-for-profit services. It also has an incredibly informative, easy to understand website (www.cab.org.nz) where people can access all sorts of information and find out about their legal rights and responsibilities across a wide range of topics. We work extremely hard to ensure that both the database and website are constantly reviewed and update the information to ensure it is relevant, accurate and user-friendly.
