OBJECTIVES OF THE INSTITUTE
T
he Institute of Integrated Electrical Engineering of the Philippines, Inc. (IIEE) exists not only for its member professionals. It is a responsible corporate citizen, as well. it remains true to its objectives. For its members, IIEE pursues the professional growth and development of the practitioners. In a world full of shrinking borders, the Filipino electrical practitioner must be well-equipped to process information and new tecnologies, to be innovative and competent to use these technologies to his/her advantage, and to be dynamic to manage the change. For its employees, IIEE nurtures them and provide them necessary guiding values, skills and technologies to enable them to serve the IIEE’s various stakeholders and grow professionally. For the public, IIEE shall ensure their safety, at all times through responsible and responsive professional practice. For our communities, IIEE shall ensure improvements in the quality of life through an efficient and effective practice of the profession. And for the Filipino nation, IIEE shall contribute to the national welfare, growth and development through pro-active participation in issues and concerns of national importance such as competitive and available energy for industries and households.

As we believe that a competent professional and licensed electrical practitioner is our main contribution to the Filipino people, IIEE is focused to accomplish its corporate objectives, as follows:

THE IIEE CODE OF ETHICS Foreword The Engineer shall uphold and advance the integrity, honor and dignity of the engineering profession by: I. Using his knowledge and skill for the enhancement of human welfare; II. Being honest and impartial, and serving with fidelity the public, his employers and his clients; and III. Striving to increase the competence and prestige of the engineering profession.

e, members of the Institute of Integrated Electrical Engineers of the Philippines, (IIEE), in recognition of the never-ending involvement of our technology, in uplifting the quality of life, and in accepting a personal obligation and dedication to our profession, its members and the communities we serve, do hereby pledge and commit ourselves to the highest ethical and professional conduct and agree:

CODE OF GOOD GOVERNANCE
T
he hallmark of true professionals is their willingness to accept a set of professional and ethical principles follows these principles in the conduct of their daily affairs. Acceptance of these principles requires that the professional maintain a higher standard of conduct called for by the law.
SPECIFIC PRINCIPLES OF PROFESSIONAL CONDUCT Service to Others Professionals are committed to a life of service to others. They protect life, property, and public welfare. To serve others, they shall be prepared for heroic sacrifice and genuine selflessness in carrying out their professional duties even at the expense of personal gain.
This Code is adopted by the Professional Regulation Commission (PRC) and the 42 Professional Regulatory Boards to cover an environment of good governance in which all Filipino professionals shall perform their tasks. While each profession may adopt and enforce its own code of good governance and code of ethics, it is generally recognized that there is a general commonality among the various codes. This Code which covers the common principles underlying the codes of various professions could be used by all professionals who face critical ethical questions in their work.
Integrity and Objectivity To maintain and broaden public confidence, professionals shall perform their responsibilities with the highest sense of integrity and imbued with nationalism and spiritual values. In the performance of any professional service, they shall at all time, maintain objectivity, be free of conflicts of interest, and refrain from engaging in any activity that would prejudice their abilities to carry out their duties ethically. They shall avoid making any representation that would likely cause a reasonable person to misunderstand or to be deceived.
General Principle of Professional Conduct Professionals are required not only to have an ethical commitment, a personal resolve to act ethically, but also have both ethical awareness and ethical competency. Ethical awareness refers to the ability to discern between right and wrong, while ethical competency pertains to the ability to engage in sound moral reasoning and consider carefully the implications of alternative actions.
Professional Competence In providing professional services, a certain level of competence is necessary, i.e., knowledge, technical skills, attitudes, and experience. Professionals shall, therefore, undertake only those professional services that they can reasonably deliver with professional competence. Corollary to this, it is their express obligation to keep up with new knowledge and techniques in their field, continually improve their skills and upgrade their level of competence and take part in a lifelong continuing education program. Solidarity and Teamwork Each profession shall nurture and sup-

port one organization for all its members. Through a deep spirit of solidarity, each member shall put the broader interest of the profession above one’s personal ambition and preference. Through teamwork within a cohesive professional organization, each member shall effectively observe ethical practices and pursue continuing professional development as well as deepen one’s social and civic responsibility. Social and Civic Responsibility Professionals shall always carry out their professional duties with due consideration of the broader interest of the public. They shall, therefore, serve their clients/ employers and the public with professional concern and in a manner consistent with their responsibilities to society. As responsible Filipino citizens, they shall actively contribute to the attainment of the country’s national objectives. Global Competitiveness Every professional shall remain open to challenges of a more dynamic interconnected world. He or she shall rise up to global standards and maintain levels of professional practices fully aligned with global best practices. Equality of All Professions All professionals shall treat their colleagues with respect and shall strive to be fair in their dealings with one another. No one group of professionals is superior or above others. All professionals perform an equally important, yet distinct, service to society. In the eyes of the PRC, all professions are equal and, therefore, every one shall treattother professionals with respect and fairness.

IIEE IN A NUTSHELL Integration of Two EE Groups IIEE is the result of integration of two electrical engineering professional organizations -- the Philippine Society of Electrical Engineers (PSEE) and the Philippine Institute of Electrical Engineers (PIEE). PIEE President Luis L. Mendoza and PSEE President Gregorio Sadorra agreed on the unification of the two organizations as early as April 1973. The integration really materialized following the appointment of Engr. Arturo L. Lopez as chairman of the Board of Electrical Engineering (BEE) and his election as president of the PSEE. The Birth of IIEE In one of the meetings, Engr. Lopez presented a logo design of the Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEE), the name he proposed for the new organization. This was immediately followed by the drafting of the Consitution and By-laws of the IIEE. After the draft was finished, Engr. Lopez travelled across the country and obtained 450 signatures from its founding members in order to be accredited by the government. Finally, IIEE was established on September 15, 1975. PRC Accreditation Twenty five years later, IIEE remains as the only accredited professional organization (APO) of electrical practitioners by the PRC, under the original Certificate of Registration No. 016, which was then changed in year 2000 to PRC Cert No. I-APO-016.

Membership The Institute’s membership is composed of licensed and non-licensed electrical engineers. Licensed membership consists of: Regular Members, Associate Members, Life Members, Senior Member and Fellows. Non-licensed members consist of the following: Honorary Members, Auxiliary Members and Student Members. From an initial membership of only 500 in 1975, IIEE now boasts of 51,833 (as of September 2016) active members nationwide and abroad. It has 80 local and 12 overseas chapters. The Council of Student Chapters, the student arm of IIEE, has 118 affiliated schools with student membership running to 13,791 student members as of October 2016. Corporate Governance The National Board of Governors is the central governing and policy-making body of the Institute. It is composed of seven (7) national officers, (10) regional governors and the immediate former president as an ex-officio member. The Executive Commitee, composed of the National President, the Vice President (VP) Internal Affairs, the VP External Affairs, the VP Technical Affairs, National Secretary, and National Treasurer is tasked to handle the general administration of IIEE. IIEE has standing committees and adhoc committees, each handled by a Chairperson and with a specific set of functions, as defined by the IIEE Constitution and By-laws and by specific enactments by the Board, in the case of the Adhoc Committees. A full-time executive director serves as IIEE’s chief operating officer and heads the National Secretariat. The regional governors serve as the overseer of the different IIEE chapters. Each chapter is headed by a chapter president and has a governing board composed of 10 members.

I am truly privileged to be part of the 4th Metro Manila Regional Conference of the Institute of Integrated Engineers of the Philippines - the only accredited professional organization (APO) of electrical practitioners by the Professional Regulation Commission (PRC) of the Philippines with a huge number of members to date. On its continuing quest to upgrade the professional credentials of its members, the organization remains a strong pillar in the promotion of high ideals of integrity, advancement of technology transfer and the opportunity for global standards and continuing education. With the theme IIEE: Sustaining Growth Initiatives for Global Excellence, the event will be a perfect avenue for all practitioners and managers in raising the bar of competitiveness in terms of the practice and project implementation in the filed within and above the standards set for this purpose.
