York Region politicians are vowing to fight plans to reroute freight trains, including those carrying dangerous goods, through Markham and Vaughan. “I think this has to be shot down. This is a non-starter,” Markham Councillor Jim Jones

said at a regional committee meeting. “And the quicker we can convene a meeting … that we have Metrolinx there and all the parties that should be there and tell them in no uncertain terms that this is unacceptable, definitely for Markham and I think I speak for Vaughan, too, (the better).” He called for a public meeting where resi-

Only two months after she was charged for a $230,000 employment insurance fraud, serial dentist office scammer Irina Chernyakhovsky has been arrested once again. York Regional Police’s fraud squad cuffed Chernyakhovksy on Monday — with three cheques in her purse — after she had been once again hired at a dental office, this time in her hometown of Markham. Although it appears she changed her appearance, someone recognized her and called police. “It just goes to show you how quickly it can happen,” said an employee who wished to remain anonymous, noting Chernyakhovsky had only been employed for a matter of days. In all, Chernyakhovsky has been linked to about 60 different identities and has been convicted of frauds throughout the dental industry. One of the scams she has been convicted of involved submitting fraudulent insurance claims for expensive dental procedures under patients’ names and then intercepting their insurance cheques, according to the Royal College of Dental Surgeons of Ontario. In previous schemes, she swindled $193,336 from banks and insurers. It’s not only institutions she has stolen from, as dentists around the region and farther afield have been hit. One dentist lost about $90,000 in 2005 and another dentist about $14,000.

At her last trial, Chernyakhovsky’s lawyer said her penchant for fraud began when her husband left her penniless in 2004. Chernyakhovsky has been charged with breaching her bail conditions, which forbid her from working around finances, claims or receivables and possessing cheques. Man, 23, faces juvenile prostitution charge after arrest near hotel A York Region officer patrolling near a Markham hotel has led to human trafficking charges against an Ajax man. The officer was in the Cochrane Drive area of Markham, shortly before 5 p.m. April 7 when he noticed a young girl standing outside the hotel and engaged her in conversation. The 16-year-old girl indicated to the officer that she was fearful of a man. Further investigation revealed a man had been controlling the victim and exploiting her as a juvenile prostitute and that she required assistance getting out of the sex trade. Rachan McLean, 23, faces several charges, including trafficking a person under 18, two counts of material benefit, exercising control over a person under 18, and advertising sexual services. He was being held and was to appear in court for a bail hearing.

Upset residents take action after drug paraphernalia appears for sale in Unionville corner store, but issue is widespread

Every week, one Unionville resident stopped in at the local convenience store to buy milk and lottery tickets. That is until she noticed some of what she considered unsightly items for sale — hash pipes, bongs and rolling papers. “The items were in a glass case. I never noticed them before,” said Ayse Tanaçan. “This is a nice neighbourhood. There is no need for that to be sold here. Whoever is buying this stuff is coming into our neighbourhood.” To make matters worse, Daisy Mart — located at the corner of Carlton Road and Village Parkway — is near a local elementary school and is a popular spot for older students to buy gum and candy.

‘intolerable’ “Things like this don’t belong in our neighbourhood,” she said. Tanaçan started telling friends and neighbours about the situation in hopes of putting pressure on the store owner to stop selling the items. That’s how Carla Quinn got involved. She started writing letters to local residents asking them to stop shopping at Daisy Mart. She wrote to elementary school administrators, parent council members, ratepayer groups in the area as well as a daycare located in the same plaza as Daisy Mart. She even went up the Mac’s Convenience Store chain. While there may be a growing acceptance of marijuana use in society and a Liberal government pledge to legalize marijuana use, opinions clearly vary, especially when it comes to children’s exposure to the items in stores. “It’s not casual users buying this stuff,” Quinn said. “It’s addicts and users. This is intolerable in our neighbourhood.” While independently owned, Daisy Mart is an affiliate of Mac’s, which has an anti-drug paraphernalia policy, said affiliate senior

The parents say they are keeping an eye on the situation. manager for Mac’s, Jeff Poulin. “Once the issue was brought to our attention, we acted quickly to have the product removed from the store,” he said in an email. “We have taken corrective action to ensure this does not occur again.” While this may seem like a victory, the incident left a sour taste for many residents. With talk of convenience stores getting the right to sell alcohol, how can local residents trust their local corner store operators, Quinn wonders. “You can’t have it both ways – wanting our trust to sell alcohol

then selling drug paraphernalia,” she said. Meanwhile, the sale of pipes, bongs and rolling papers is not a Markham-only problem. Glass pipes and bongs can be found in about 10 per cent of independent stores, said Ontario Convenience Stores Association (OCSA) president Dave Bryans. According to the OCSA, there are more than 95,000 convenience stores in Ontario and independents make up close to 60 per cent. Many of the major chains, such as Mac’s, 7 Eleven or Petro-Canada gas stations, have collectively said

they will not stock or sell drug-use items. Importing, exporting, manufacturing, promoting or selling items for illicit drug use is illegal, but the challenge is when the same item can be used for something else, said York Regional Police Const. Andy Pattenden. While the most obvious use for a glass pipe or rolling papers may be to smoke crack or marijuana, both items can also be used for legally smoking tobacco. The challenge is proving an item is for the sole use of illicit drugs, Pattenden said.

To the untrained eye, a glass tube may simply be a glass tube. “Most people might not know what it is,” Quinn said. “But kids know what it is. Take the fake rose out of the glass tube and you have a crack pipe.” In many cases, items such as pipes and bongs are brought in by a distributor and sold on consignment, Bryans said. With declining tobacco sales and gum and chocolate bars sold at the checkout of large grocers, which now sell lottery tickets, too, the big convenience store chains are leaving the province, he added. That leaves independent store– owners who are trying to survive to fill the gap. There is a high profit margin for pipes and bongs, Bryans added. Unfortunately, the fight falls on local residents. “If you are unhappy about these products, don’t shop there,” he said. “Make lots of noise at your council.” It’s not fair to the shop owner, he added, suggesting many are not aware these items are cause for concern. Nor is there much education for shop owners on how to deal with or refuse these items from a distributor. Quinn acknowledges the storeowner is a business owner, trying to make a living. “It’s hard to run a small business,” she said. “But this is not the right way. We all have to take care of our own little corner.” Adding economic pressure is one sure way to fight the issue, said local Councillor Don Hamilton. “There’s lots of places to buy milk,” he said. “Residents can follow up by not shopping there.” Quinn is working with the local ratepayers group to keep an eye on the situation. If bongs and pipes re-appear on store shelves, the local resident plans to ask city council to enact a bylaw prohibiting the sale of such items in Markham.

Markham wants to become Canada’s Silicon Valley, Markham Mayor Frank Scarpitti told the Markham 2020 What’s NXT talk at the Flato Markham Theatre Wednesday night. “We’re doing it. And we’re not going to stop,”he said. Business executives, education leaders and entrepreneurs filled the theatre, anxious to know where Markham will go in the future. Markham is home to more than 1,000 technology and life sciences companies, along with more than 400 Canadian head offices, including IBM, Aviva Insurance, GE Digital Energy,

Honeywell, Huawei Technologies, Honda and Hyundai. Close to 900 high-tech firms and about half of Markham’s workforce are employed in the finance, insurance, professional, scientific and technical services sectors. “What we have is recognized around the world,” Scarpitti said. The event also heard from York University president Mumdouh Shoukri, TD Bank deputy chief economist Derek Burleton, Seneca College president David Agnew and retired Scotia Bank chief economist and current Central LHIN board of directors chairperson Warren Jestin. Having a pool of talented

people is part of the innovation cog and is expected to give Markham an edge. “To succeed in business back in the day, you needed long productivity,” said Jestin, a Markham resident. “Now, you need innovation infrastructure to power growth. That intellectual infrastructure is the base of prosperity and growth.” The road to innovation starts in the classroom. “Our job is to prepare students for the ever changing world,” Agnew said. “Prepare them for jobs that have yet to be created, train them to use technology that hasn’t been invented and teach them how to solve problems we don’t know will exist.”

“But we’re not going to wait until the building is built,” Shoukri said. “We want to engage the community right away.” York U. is set to open an office in Downtown Markham and is eyeing fundraising for the campus.

What will it take to stop scourge on our roads?

T

he anger and disgust in the room is palpable. Every monthly meeting of the York Region chapter of madd — Mothers Against Drunk Driving — an officer from the OPP and another from York Regional Police update members and volunteers on impaired collisions, charges laid and courtroom decisions. Every single time, as we listen to details of wrong-way drivers, people swerving off highways or into other drivers, driving with open liquour in vehicles, or driving impaired with innocent children in the car — mouths drop open, heads shake sadly and sometimes faces get flushed or eyes tear up. You see, for many members of the madd York group, impaired driving is not just a faceless crime — it’s very personal. It’s a crime that has destroyed their family, maimed or killed a loved one, caused real pain and suffering. But every month, the cycle just gets repeated again; different details and different drivers — but the same carnage and destruction. I drive home from the meetings each month worried about drivers on the roadway beside me, wondering if they are taking chances with their own lives or mine. If you’re a sensible, responsible driver, you probably thought it was sad and ironic that as the trial finished up for the King man found guilty of impaired driving causing the death of three children and their grandfather, another 13 drivers on York Region roads Easter weekend were caught by police and face impaired charges. Now add to that another 13 drivers facing impaired charges from this past weekend — April 8 through 10 — and you may begin to feel the frustration of both police and madd members. Frustration? Maybe I should say fury... And don’t think these incidents are all young drivers joyriding in

Marney Beck their parents’ vehicles. Don’t think they are all men, either. In November of last year we had a nine-year-old boy forced to call 911 to report his mom driving drunk with him in the vehicle. Fortunately, they were pulled over by police in Newmarket and no lives were lost. In mid-March of this year, a Newmarket mother was charged with impaired driving after a long investigation into a January twovehicle crash, when another driver was killed, and two of her children and one friend were sent to hospital, as they had been in her car. Just days later, a Georgina man was charged with impaired driving after an ATV collision injured his five-year-old son. Capping off this litany of woe is this past weekend’s near tragedy. A Toronto woman, 58, was driving the wrong way on Leslie Street in Richmond Hill, so intoxicated and oblivious — police say — that she didn’t even notice the police cruiser with sirens and lights activated. The officer was forced to box in the vehicle to stop it, after the driver narrowly missed colliding head-on with another vehicle. Breath readings after her arrest showed she had twice the legal limit of alcohol. What’s going on? Are more citizens calling 911 to report suspected drivers and thus more are being arrested by police? Are more drivers thinking it’s socially acceptable to drink and drive? When are we — as a society — going to say enough is enough of this scourge?

Time will tell if fed deficit good or bad Re: Big-spending budget met with mixed reviews, March 24. Markham-Unionville Conservative MP Bob Saroya believes the Liberals are failing to encourage the private sector to invest in our economy and create well-paying, high-quality jobs. Former prime minister Stephen Harper gave industry a chance and they blew it. He cut taxes for companies, freeing up cash flow, and instead of investing it in job creation, the industry did nothing. Former finance minister Jim Flaherty and former head of the Bank of Canada called it “dead money”. Prime Minister Justin Trudeau has a different approach. He will give the science community $72 million a year to invest in research and development for things such as water treatment and new and improved techniques in

hospitals. More money will go to post-secondary institutions to modernize their facilities. Money will go toward public transit and affordable housing. These are things that bring new companies and immigrant workers to Canada. It will also diversify our economy. The new tax system will spread the money more evenly among the population. Time will tell if running deficits will leave a big debt for our grandchildren and kill jobs as some predict or lift us out of a sluggish economy and make for a better life for more people as many hope.

Bicycle lanes not being well used Bicycle lanes have been installed all over Markham in the last few years. The lanes are not being used on a regular basis by cyclists.

To encourage cyclists to use the lanes on a day to day basis a campaign is required to highlight the positives of using them. The article “York’s children get to school by car: study” (April 7) could be a used as a launch pad to promote the bicycle lanes use. A slogan can be used “get out of the car and get on your bike” to encourage students to get back and forward to school on their bikes.

Crown corporation concedes winner’s identity never published on website By Jeremy Grimaldi

The Ontario Lottery and Gaming Corp. is defending its decision to invoke a rarely used clause to keep the identity of a $13.5 million lottery winner private after claiming releasing the name could, among other things, endanger his “life or physical safety”. Although the OLG originally told the Markham Economist & Sun in a story in December that the winner’s name was posted on the OLG’s website for one month after the victory, they now admit this was inaccurate and the name was never published. The prize in question was the $13.6-million jackpot in the Nov. 1, 2014, Lotto 6/49 draw. The ticket was sold in Markham and the prize was not claimed for several months. Senior executives at the gaming corporation are said to have made the final decision to allow the winning ticket holder to remain anonymous after an internal investigation into the winner’s request in 2015. In an official statement following a freedom of information request by the Economist & Sun, Tony Bitonti, OLG spokesman, said the reasons for making the exception include: threats to a winner’s safety; issues of domestic violence; or if the winner is an under-cover law enforcement officer. No one at the organization would say which concern was involved in this case. “As an agency of the Crown, OLG can exercise its judgment to establish practices such as how to review requests for exceptions to publically disclose lottery winners’ names,” it said in a statement. The OLG agreed the naming names publicly is a vital part in people trusting the process and said the rules it invoked are so rare they’ve only been used four times in the past four years. “The publishing of OLG lottery winners’ names is important in demonstrating the integrity of our lottery games,” Bitonti said. “We publicize about 7,500 winners a month on OLG.ca.” He said the internal investigation into the Markham winner’s request for anonymity was conducted by former police officers and other former law-enforcement professionals and then given the OK by senior executives. Not everyone in the industry is on board with the move. “If it’s a public body, then the name should remain public,” said lawyer Daniel Russell, special council at Jones and Walker. “This guy would have known the rules of the game when he bought the ticket. If he didn’t want to have his name released, then he could have played the lottery in a jurisdiction where you don’t have to release your name.” Russell said the rules ensure the lottery is not rigged and help publicize future sales. “We either have these laws or we don’t,” he added. “If you want to create rules that allow for anonymous winners, then create them legally, but you can’t do it on a case-by-case basis. This is a government run gambling event. There should not be special exceptions.” He said in jurisdictions around the United States, where he used to be General Counsel of the Florida Lottery, the rules are uncompromising – each winner is obliged to have their names released to the media. “How do you even establish that your life’s in danger anyway?” Russell questioned.

Markham Little Theatre’s upcoming production is Charity Begins, by Ireland Wood. This comedy, MLT’s first play originally staged five decades ago, is a fitting end to a fantastic 50th anniversary season for the award-winning theatre company. The lively production introduces us to Henry, Agnes and Emily Deveral, siblings living in a state of Victorian propriety with their outspoken mother and inquisitive young niece. Their world is rocked when a long-lost sister, who left under scandalous circumstances 20 years earlier, returns for a visit. A cast of 10, featuring well-known MLT stars as well as newcomers to the Markham stage, brings the amusing Deveral family to life. Marlene Foran and Stew Granger are Agnes and Henry, the proper — and exceedingly fussy — elder Deveral siblings. Desperate to keep their normally calm lives under control, they contend with the antics of their infuriatingly optimistic neighbour, Miss Case, and their sweet but addled sister, Emily (in hilarious portrayals by Anne-Maria Hurle and Beverly Sotropa). Amr Kandeel, Tristan Linderman and Nicky Marsh, all new to the MLT stage, join in the fun as audiences watch the

No serious injuries as car crashes into Markham store “A straight line, back then forward,” said York Regional Police sergeant Stephen Morrell, who was on the scene of yesterday’s accident. It all happened so fast, said Elaine Veneziano, officer manager of the neighbouring medical rehab centre. “I was sitting at my desk,” said Veneziano, who called 911. “I heard honking, saw the car coming forward then heard the impact. Thank goodness no one was walking here or crossing the street.” It’s a wonder the driver missed any of the pole standards, she added. The driver of the minivan was treated for minor injuries and the driver of the Mercedes was sent to Markham Stouffville Hospital with minor injuries. A store employee was also treated for minor injuries. “No one was struck,” Morrell said. “No one was walking by.” YRP blocked off portions of the plaza laneway while Markham Fire Services, along with a local tow truck, extracted the car from the store. The Ministry of Labour has been contacted and it remains unknown if there is any structural damage to neighbouring stores in the plaza.

Luckily, no one was seriously injured after a car drove over a median and into a shop window after hitting two cars in a busy Markham plaza Wednesday morning. The driver of a Mercedes was parked in front of the Shoppers Home Health Care store in the Cachet Plaza, at the corner of Woodbine and 16th avenues. Broken glass and bricks littered the parking lot. The elderly woman backed into an SUV, then went forward over the median striking a minivan travelling along the plaza laneway and then crashed into the store.

The thought of additional freight trains coming through the region is disturbing less than three years after the deadly Lac-Megantic rail disaster in Quebec, which happened after an unattended freight train with crude oil rolled into the town and exploded, Markham Councillor Nirmala Armstrong said. “It just seems to me that it’s such a major issue and concern in light of what happened in Quebec when

47 people were killed as a result of derailment,” she said. “That they (the coalition) would go ahead and do this study and not even include us... I know it’s (only) a feasibility study, but when I think about working together on a resolution and to start with championing something without discussion (is not acceptable).” The issue surfaced in January when the region’s director of infrastructure management and the project management office, Stephen Collins, told councillors the preliminary proposal was in the works.

So, if they think they are taking it out to somewhere where they’re not going to impact a lot of people, they’re wrong. It’s going to impact a lot of people who are there today and the thousands of people we are adding in our growth centre in coming years.”

Coledale student serving as page at Queen’s Park A Coledale Public School student has been selected to serve as a Legislative Page at the Legislative Assembly of Ontario. Grade 8 student Samantha Su began her four-week term at Queen’s Park on March 21, along with a handful of other grades 7 and 8 students from across the province. Su is representing MarkhamUnionville on the floor of the legislature by running errands, delivering messages, preparing the chamber for debates and getting water for MPPs. The young learners start their day at 8 a.m., take classes on the legislative Samantha Su process and mathematics, and meet with key legislative players. To get into the program, Su was required to have an academic average of 80% or higher, and was responsible for studying the faces, names and ridings of all 107 MPPs before her first day. Su is a member of the Lifesavings Club of Markham and umpires with the Unionville Minor Softball Association. She is a music fan who plays piano and oboe. Families with sick children are finding a second home at Markham Stouffville Hospital. “It was truly a home away from home with every possible comfort,” mom Lisa Stewart says of her experience at a facility in Toronto. She’s one of the 11,670 visitors whose lives were touched by a Ronald McDonald House Charities Family Room. Markham’s “The Fabulous Fifteen” plan to add to that number by raising funds to support the unique facility for ill or injured children and their families. “The community has a responsibility”, says Roger Keeley, corporate director of marketing for Atlantic Packaging and a member of the group. “We’ve all been young, we’ve all gone to hospitals.” Compromised of businesspeople and local McDonald’s franchisees, the Fifteen are using their connections one at a time to put a RMHC Family Room in every hospital in Canada. With just 11 family rooms in Canada now, the business leaders were looking to make their start a little closer to home by helping at the Markham Stouffville Hospital. The Markham Stouffvile Hospital was the first in all of York Region to welcome the Room. Opening in 2013, the 24/7 napping area, snack space, TV room, shower, and laundry facilities have helped 38,000 parents. For as low as $10, RMHC is able to provide families a home away from home footsteps from their little ones. “I could have all the comforts of home for only $15 a day”, Stewart says about her stay at the Mount Sinai Hospital Family Room.

Markham Arts Council back on its feet, gets $30K grant The Markham Arts Council is back on its feet and preparing for the year ahead. “Complements to the organization,” Mayor Frank Scarpitti said during a city committee meeting. “They’ve been able to turn the ship around.” In 2014, the council was fighting for survival. After an extensive strategic review, the group is now in good standing on loans from the city. The focus was to grow the MAC board to include more skills and strengthen its structure by estab-

lishing event committees, MAC board chair Jane Milrose said. New programs in the works include juried art shows, art in the park festivities as part of the annual Unionville Festival and holiday art sales. MAC plans to bring more art experiences to students through the Markham Teen Arts Council and movie matinees for seniors. The city approved MAC for $30,000 in funding from the Celebrate Markham grant process. Kindred Spirits Orchestra was also awarded $30,000. Last year, Markham allotted $400,000 for the Celebrate Markham program. The city has allotted $159,000 to community events, leaving $97,000

for a third application cycle for events October to March. Sprinter De Grasse sitting pretty in deal with Gillette Markham’s Andre De Grasse has found sudden prominence as one of the top sprinters in the world. As the 21-year-old Milliken Mills High School graduate gears up to represent Canada at the 2016 Summer Olympics in Rio, it was revealed he has teamed up with Gillette in the launch of their Perfect Isn’t Pretty campaign that celebrates the Olympic Games. In an announcement made Tuesday by the world’s leading male grooming brand, Gillette said De Grasse will be part of a roster of athletes from around the world in their new advertising campaign. Others include Neymar Jr. (Brazil, soccer), Ashton Eaton (United States, decathlon), Ning Zetao (China, freestyle swimming) and Andy Tennant (Great Britain, team pursuit cycling). Capturing the gold in the 100 and 200 metres at the 2015 Pan Am Games in Toronto and bronze in the 100m at the world championships in Beijing last year, De Grasse said he is elated to be a part of Gillette’s program as the Olympic Games draw near. After electing to forego his competitive senior year at the University of Southern California when he signed a lucrative $11.25 million U.S. contract with Puma, De Grasse

made his professional debut by winning the 60m indoor event at the Millrace Games in New York City in February. Electing to move his training headquarters to Phoenix where he’s being coached by Stuart McMillan of ALTIS group, DeGrasse won his first outdoor event in the 100m at the Florida Relays and followed that up with a victory in the 200m at the Sun Angel Classic in Tempe, Arizona, on Saturday. Next month, De Grasse is scheduled to take part in two events, including the Jamaican International Invitational and the Prefontaine Classic in Oregon.

hen Dave Joslin passed away Feb. 21 at age 75, many residents of Richmond Hill felt the town had lost a good friend. The eulogy by Mayor Dave Barrow brought mourners to tears. “Jozzy”, the mayor said, was one of the best friends anybody could have. “We all have a piece of Dave in our memories. Keep it there and think of him when you need a friend.” Dave was a kind, gentle soul who loved life and loved his community and according to his sons, Jeff, Mark and Paul, he was following in the footsteps of his father, Herbert Joslin, a hero to the community 54 years ago. Herbert died while trying to stop an explosion that nearly flattened much of Vaughan and Richmond Hill in 1962. Herbert had worked as a store clerk for Superior Propane and was a volunteer firefighter in Vaughan. He’d rushed to the scene of a gas leak, shutting of a valve at the plan to save countless lives. Seven houses were demolished that day but damage could have been much, much worse.

Knowing his father died a hero (awarded, post-humously, the Queen’s congressional award for bravery) impacted Dave deeply. He and his twin sister, Peggy Viverette, carried on Herbert’s legacy, striving to be a good human beings, respected, loved and giving to the community. He raised his own children and grandchildren Derek, Brett, Jamie, Kyle and Charlotte the same way, Paul said. For the five grandchildren it was simple: “Our great grandad was a hero and our grandad was a legend.” Today, his family remains well-known in Richmond Hill. Daughter-in-law Darlene Joslin is director of the town’s parks and recreation department, Paul is a firefighter for the town and another son, Mark, is a professional hockey trainer/coach in town. Judy, his wife of 54 years, was the love of his life and family was everything to him. Their life together revolved around the boys’ games and tournaments and Dave volunteered as coach, convener and cheerleader. Even after the boys grew older and could drive themselves to games, Dave and his wife Judy could be found perched in the stands, cheering them on — a tradition they carried on with their grandchildren. “I don’t think that he realized

Even that large venue couldn’t contain all the well-wishers who wanted to celebrate Dave’s life, leaving standing-room only to hear sister-in-law Jackie Richardson and nieces Kim Richardson and Cori Byberg sing, the mayor eulogize and friends reunite and reminisce. “Every time I and everybody else turned around, we were running into people that we haven’t seen in a long time and we had stories to share with each other,” Bill Neilson, family friend, said. “He was a friend to Richmond Hill.” And he was a friend to many who frequented nearby Eagles Nest golf course, where Dave spent the past 12 years as the club’s best known, most respected greeter/starter. “He truly was a goodwill ambassador, not only for the golf course, but for mankind,” said Ron Nicholson. April 29, opening day at the course this year, will also be Dave’s birthday and it will be bittersweet, as golfers learn about Dave’s passing, and friends and family take his place at tee-off to greet them and offer tributes to a man well loved.
