earned money," Trudeau said at the news conference. Finance Minister Bill Morneau said the move could give small businesses in Canada up to an additional $7,500. The announcement came after the federal Liberals received extensive criticism from special interest groups, namely doctors and farmers, for proposed changes to the
tax system. "We know that our current system just isn’t fair. It rewards people who are successful more than it rewards people who are working hard to be successful," Morneau said. As Trudeau left Stouffville in his black motorcade, D’Addese was still the window watching. He said the 1.5-per-cent
cut would change very little for him. The municipal property tax on his business has gone from $3,400 when he moved in to $15,000. Increasing hydro and water rates have also put the squeeze on. "I have to work an extra hour. Do two more haircuts," he said. The 1.5-per-cent cut will amount to very little actual money back in his busi-
ness, he said. Just as D’Addese finished talking, Morneau walked into his shop, shook his hand and told him the government was lowering his taxes. D’Addese informed the minister his costs were going up regardless of the announcement. Morneau told him they couldn’t solve everything. "He certainly got out of here quick," D’Addese said with a laugh. It was much the same story at Velvet Sunrise Coffee Roasters on Ringwood Drive in Stouffville. A pleasant espresso aroma wafted out of the backroom where Mark Hayward was roasting a fresh batch of coffee beans. The proposed tax cut represents very little actual money for Velvet Sunrise, Hayward said. "It’s not that much because we don’t make a lot of profit," he said. Last year, he said they paid more than $3,000 in taxes to the federal government. He’s far more concerned about a proposed increase in minimum wage and the spiking hydro rates than the federal small business tax rate. That’s not to say Hayward didn’t think the
tax cut was a good thing. It just doesn’t end up making much of any difference for him in the grand scheme of things. Richard Cunningham, president and chief executive officer of the Markham Board of Trade thinks the tax cuts are good, but is still concerned about the other changes. "It is great news that they have decided to reduce the tax on business, given that the proposed changes they are considering to the tax reform legislation," he said. "I think that this is a good step to kind of help buffer whatever negative impact there will be from those changes, should they go ahead and make them as proposed." He did not want to get into the details of those changes, but said they would be "significant." "As we have mentioned to our local MP, these changes must be considered very carefully," he said. "Because they will have significant impact at a time when business, small business in particular, is facing labour law changes provincially and now tax law changes federally."

United Ways will be stronger together If ever there was proof that there is strength in numbers, it’s the results of the United Way fundraising campaigns in Toronto and York Region after the organizations amalgamated in 2015. Before they merged, the two charities separately raised a total of $97 million. Together, in 2015 they raised $100.2 million. And in 2016, that rose to $102 million. Now the United Way Toronto and York Region hopes to raise $103 million in its annual fundraising campaign, launched last week to fight poverty, build strong communities and help kids. The decision to combine organizations was clearly a good idea in 2015. And it raised the question of why more United Ways across the Greater Toronto Area (GTA) don’t join forces to create one powerhouse charity working to create a better life for everyone in the region. Last week, that idea came a step closer to reality with the announcement that the boards of trustees of United Way Peel (representing Mississauga, Brampton and Caledon) and United Way Toronto and York Region have unanimously agreed to amalgamate. If members of Peel agree to it at a meeting on Oct. 26, the organizations will unite on April 1, 2018. That would be a welcome move, indeed. As Daniele Zanotti, CEO of the United Way Toronto and York Region, noted, the merger will allow those involved in United Way to do more to strengthen communities across the GTA: "Whether it’s giving young people the right start in life or solving local poverty, these issues aren’t contained to one spot on the map." Peel’s interim CEO and president, Anita Stellinga, believes the proposed merger, will strengthen their fundraising while also allowing them to continue to meet the needs of the communities they serve. She said there’s increasing competition for fundraising dollars and joining the world’s largest United Way in the Toronto York organization will give them greater reach. If approved, she feels it will increase her organization’s scope and give it a more impactful voice in the region while also better serving residents and their donors. The ability to raise more funds with a bigger regional agency is happy news for the hundreds of charities that depend on each of these United Ways for support. Indeed, last year, the United Way Toronto and York Region provided ongoing support for 220 local agencies, while Peel supports 53 agencies with a fundraising goal this year of $11.4 million. Whether those agencies house the homeless, feed the hungry or shelter the abused, they all deserve our support. The fall campaigns are now underway at all United Way agencies across the region. Please give generously. The community you build with your donations is ultimately your own.

• LETTERS & COMMENTARY • Reports on power usage offer little value Re: Power reports don’t aid conservation, Sept 14 and Power reports don’t boost conservation, Aug 10. I would like to echo both Mr. Fehr and Mr. Naish’s concerns about Alectra Utilities’ (formerly PowerStream) power reports. Reading their concerns made me feel that I am not the only one experiencing frustration with the power reports. According to these reports, I always use a lot more energy than both efficient and average neighbours. It’s very puzzling to see that I use more energy than my neighbours, since during summers when my neighbours’ air condition-
ers are turned on, my air conditioner is usually off because I use fans to minimize energy use. I always turn on the washing machine during off-peak hours, and rarely use the dryer since I hang my clothes to dry. I had called Alectra Utilities (when it was still called PowerStream) and expressed concerns that my meter might be malfunctioning. I requested that my meter be checked and was told that I can send it to Measurement Canada for $30 (I would have to pay). If Measurement Canada discovered any problems with it, they would notify the utility company. I was also told that I have to go online to personalize the power report so that it reflects my power usage more accurately. My

for the Thornhill Village Festival parade. Now, York Region has decided it cannot be as traffic and buses are more important. We’ll have AAA Canadian Blade Roasts for you to make the perfect Pot Roast this week. Anybody who’s ever been in a kitchen has their own variation on a pot roast dinner, though we will provide my grandmother Doreen’s recipe in case you want a template. You can mix up the vegetables, the spices, the cut of beef, the braising liquid, the time, the temp: there’s lots of room for play here. A NOTE FROM EVAN....
After three decades at the helm of Village Grocer, and following a great deal of thought and reflection, I have decided to make a change. It’s a development that excites me, and which I’m looking forward to. Basically, I am stepping back from the day-to-day management of VG in order to “return to my roots” – which will result in more direct interaction between me and our customers. To make this happen, I am delighted to welcome my friend Brad Fletcher to handle the executive level management of the business. Brad is a modest fellow, so I will take it upon myself to boast about his lengthy and successful senior-level executive experience - which Village Grocer is now so fortunate to have in the person leading our team. Plus, and this is very close to my heart, Brad will be a business mentor to my son Thomas, who wishes at some point to carry on our 30-year Family Business. While thinking about this change over the last few months, I frequently reflected on how incredibly blessed Cathy and I have been with the richness of the experience in developing our very humble little business into something bigger. We had no idea when we started out that we would be where we are today, and we had no idea how much work it would be, how much fun it would be, and how many friends that we would make along the way...and what community really was. So many of our friends have shared our ups and downs along the way, as we have shared theirs too…that’s the community part. Intertwined in this whole fantastic episode is our immediate and extended family, whom most of you have come to know through the store, their sports, school and their many extra-curriculars. Further, the people who have chosen to work with us all these years have brought lots of enjoyment to our day-to-day lives; something which I truly appreciate and am thankful for. As for what I’ll be doing – perhaps “Minister Without Portfolio” is the best description. I’ll be frequently serving customers at VG’s meat counter (for those who don’t know, that’s where I come from. I’m a butcher by training and trade). I’ll also be a “rover” around the store – helping out where and when needed, plus I’ll be the in-house repairman. There’s always something that needs fixing and I love doing that stuff. Plus, every spring, I will be front-line involved in our robust outdoor flower and garden center. My happiness is measured by how dirty my hands are! So, that’s the plan. I’m handing over the day-to-day management of VG to a guy who really knows what he’s doing at the executive leadership level – and as a result, I will now be more available to you – our valued customers – on a regular basis. (Although I might, on occasion, be AWOL during the summer to play a round or two of golf!)

Why does the city of Markham not enforce its parking bylaws when residents blatantly break them in his residential neighbourhood. Liberto has plenty of evidence -- the pictures to prove it -- of parking scofflaws who lean out well into the road or crowd the sidewalk or park on their front lawns. And it bugs him to the point he has been contacting the city about the problem going back years believing ticketing will fix the
problem. Liberto worries it’s only a matter of time before a driver clips a car and he doesn’t think it’s fair that residents block sidewalks with their cars. He also thinks it’s unsightly and ugly that front lawns are used as parking lots. "It’s very dangerous and they block the sidewalk too," said Liberto, who lives on Rose Way off Ninth Line. "It’s a safety issue. They’re (bylaw officials) saying it’s happening all over Markham not just in my neighbourhood. What’s funny is that they have a garage and they’re not using it for their cars," he said. Chris Alexander, Markham’s acting chief bylaw officer, said the city has decided to look the other way when it comes to this issue. Alexander admits many aren’t adhering to the actual letter of the bylaw but says he’s fine with that.
"It’s a bit of a mixed message but we want to make sure we get the cars off the streets," he said. He said the city does allow vehicles to encroach a little onto the boulevard and onto the sidewalk but within limits. "They can’t encroach on the sidewalk where they totally block the person from passing. If they are posing a hazard on the boulevard portion of the road or interfering with traffic, we would tag for that. It’s the discretion of the officer. Safety comes first," said Alexander. All bets are off come winter-time, when drivers must clear the road and get off the sidewalks completely. "We have zero tolerance in the winter months because we have snow plows plowing the streets as well as the sidewalks," said Alexander.

Tammy Armas, who lives in Cathedral Town near Charity Crescent, said, "It’s the right thing to do, to move the cow. It’s a beautiful statue but it’s not in the right place." Council had asked Stephen Chait, director of economic growth, culture and entrepreneurship for the city, to speak to Roman-Barber about moving the sculpture prior to Tuesday night’s meeting. But Chait said in his talks with Barber, "she sees this (Charity Crescent) as the best location for her donation." The city will bear the removal costs. It hasn’t been made clear at this point how much it will cost to take the sculpture from Charity Crescent and put it in alternate location.

Notice of Completion GO Rail Network Electrification Transit Project Assessment Process Metrolinx and Hydro One, as co-proponents, have completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the GO Rail Network Electrification Project.
