Contrary to the understanding of the public and even some members, membership in our Club has never been closed. It is just that we have the "no one nationality to comprise more that 51%" of the Planned Total Membership (PTM) rule giving us a long wait list for Singaporeans, both of the children of members as well as the public.
1
With the increase of PTM from 6000 to 6900 last year, we are now able to take in more Singaporeans. This is not oniy a much needed exercise to admit the many excellent candidates, which we would otherwise miss, but also redress a critical need to make up for lost subscription collections from the many non-Singaporean members who left our shores because of the economy.

Consequently, we have a large shortfall in other nationalities. Our category of"Term Members", meant for expatriates who are uncertain of their tenure in Singapore, is now open. Our fast track system allows them to be admitted

CLUB MANAGEMENT
There is certainly no need for me to sing of the many benefits and enjoyment members derive from the Club. Our commitment to upgrade and enhance our tired facilities will not only add value to this but also send a strong signal to the public that we do not intend to pale in comparison to other clubs. To be viable and thrive, we cannot just rest on our laurels, membership quality, excellent location and good food.

Members expressed the strong desire for us to remain a member's dub. It is in keeping with this aspiration that the concept of the Master Plan is one that is achievable within our means. Even if we were to increase PTM

The Master Plan Following the selection of the winning design, the various sub-committees have been offering useful feedback to Management and the Master Plan & Development Committee. The Master Plan still needs to be fine-tuned by the GC before it can be presented to the membership for consideration at an SGM. As some members have raised
questions, a list of FAQs has been compiled (see page 4). More data and project details in the form of a booklet will be produced and sent to all members prior to the SGM.

From the General Manager Dear members,
The months are passing us by at great speed. But we have
made progress with the Lobliy and the Tea Lounge areas which are looking pristine. Much of the important work done may not be visible, so a report is given below. You are all slowly but surely flowing back to the Club. The menus have been changed with additions and new styles for your enjoyment. Who would have thought that Asian fusion food would be enjoyed in the Churchill Room. I would This month we have Elvis coming or should 1 say Young

What about the Club Party? I think everybody needs a year off to recuperate after that effort. I have passed your kind words regarding the staff to all concerned.
What's New
Prices for Club events are being carefully calculated and a very realistic approach is being taken on your behalf to entice you all to your Club. Despite the general malaise that appears to be in Singapore, I can gladly say it has not breached our defences and the smiling, happy faces of members, guests and staff are testimony to that.

FA Qs on master plan Q1 : Do we have the mandate to proceed? Ans : Not as yet. Members will be presented with a proposal for their adoption at an SGM to be convened soon, after several background studies together with cash-flow projections are ready for the GC to make a considered recommendation. Q2 : Who selected the winning design? Ans : A panel of jurors, as per design competition rules, in a two-stage process. The first stage jurors were Club volunteer architects(who were not participants) and the second stage jurors were GC members and two architects, one a past president of our Club and the other the president of the Singapore Institute of Architects.
Q6 : Wiil members be allowed to choose any one of the top three designs for the finai Master Pian? Ans : No. The Design Competition rules were clear and is the best and most transparent method. Together with the provision for sub-committees and management to subsequently fine-tune the winning design to meet several parameters, the eventual Master Plan is likely to be the best, in the interests of the majority and the Club. Q7 : What percentage of votes at the SGM is required for approval to move the project forward? Ans : A simple majority. Q8 : When will the SGM be held?
Q3 : How much will the project cost? Ans : Budget constraints were, inclusive of all professional fees, $28 million for the entire (phase 1 and 2) with phase
Ans : Most likely mid-November, or January 2004 depending on background work and the fine-tuned Master Plan being ready.
1 to be $11 million. More exact figures will be obtained when the eventual Master Plan is derived from fine-tuning of the winning design (its cost estimate for the entire, at submission, was at $21+ miiiion). Q4 : Do we have the funds to proceed? Ans : It appears so - depending on the uitimate figures and time-frame. We wiil need to keep a reasonable amount in our reserves.
Q5 : Will members have to pay a levy or increased monthly dues when project is completed? Ans : No. The idea was to put a sensible amount of idle reserves into concerted, much needed upgrading and enhancement, not to get us a grandiose scheme.
Q9 : Wiii we get more information on the Master Plan, such as details of design and the funding of the project, before the members are asked to decide?
Ans : Certainly. Such information wili be mailed to aii members in good time ahead of the SGM and will also be presented at the SGM. QiO : What is the duration of the complete Master Plan? Ans : Recommendations will be made. It will necessarily stretch over a few years, at the least. This is in view of the requisite that construction will be phased in such a way that no facility wiil be altogether shut down and that there will be minimal downtime of any faciility at any one time.

TENNIS Raintree Invitational Tournament
Kuala Lumpur 2003 We were privileged to be invited to participate in the Raintree Invitational Tournament from 29 - 31 August 2003 in Kuala Lumpur. We did not manage to send a strong team but at least we did win a few matches and had a few
close losses in others. We had great fun playing the games and better fun catching up with old friends. On the Saturday night, we were hosted to a 10-course Chinese dinner at the
Raintree Club. There was also a keenly contested karaoke contest. To round it
all off, there was a spectacular fireworks display to mark Merdeka day in KL. A good time was really had by all. Harvey Teo Seated from left: Adita, Keiko, M.C Cheong, Robert Yeo, Harvey Teo.
