For 2024, the MBI Board of Directors is committed to enhancing the value-added aspects of an MBI membership. This includes an array of new and exciting programs and offerings, while also maintaining the level of services traditionally expected of MBI through our core niche of Advocacy, Education and Resources. MBI’s line-up of new services is a great example of how this organization strives to increase the membership dollar investment. For example, enhanced ROI on membership is demonstrated through MBI-LIVE, which is MBI’s online tool for education that will now be offered as a member-exclusive program at no additional charge. Interested members can participate in educational programs focused on Procore, Microsoft Project Pro, BlueBeam Revu and an assortment of many other offerings. Member companies are encouraged to take advantage of these new exclusive offerings and can sign up as many team members as needed. MBI, through its preferred safety partner Construction Safety Specialists, Inc. (CSSI) is offering another member exclusive program in the form of a two-hour workshop on “how” and “why” to complete the he new industry best practice Job Hazard Analysis (JHA) 2
form. Instruction will go “beyond the form” to create a culture of communication in the pursuit of safety excellence. As an expansion of a service only offered previously to general contractor members, now all MBI members (specialty contractors, suppliers, and service providers) will have member-only access to the MBI Project Source. This service builds upon MBI’s nearly four decades of project and bidding information collection and with this level of experience our footprint in the bidding market remains unmatched, especially with Iowa-based public sector projects. Architects, engineers and owner representatives all understand that by sharing construction and bidding documents with the MBI Project Source, they know their respective projects will be seen by a wide array of construction firms. This is why all MBI members are encouraged to take advantage of this new offering. When you take into account these new service offerings coupled with our existing complement of programs in the areas of legislative representation, education and trainings, workforce development, networking and safety, you can easily see that MBI is a very wise investment. Recently, MBI made some changes to existing staff, while also welcoming some new faces.
Ben Hammes has been named Vice President of Association Affairs and Member Engagement. Besides continuing to orchestrate MBI’s legislative and regulatory programs, Ben will now be responsible for member recruitment and retention, workforce and many of our engagement efforts. Also, make sure to tune into the MBI EDGE podcast as Ben is one of the main moderators. Joe Melton has also had a change in his title, while continuing to wear “two hats” within the leadership team. He has recently been named VP of Industry Services and Deputy Executive Director of Construction Safety Specialists, Inc. (CSSI). He oversees an assortment of industry programs, as well as all things related to safety and CSSI. You may recall that CSSI is MBI’s preferred safety partner. Under Joe’s leadership, MBI is well positioned to continue to be a tremendous member resource. WINTER 2024
Tara Rinehart, PhD., is new to our professional staff and will take on the role of Director of Industry Education. In this role, Tara will be spearheading new and innovative educational programming that will better position members for future needs. Her passion is education and her focus will be to create programs and tailor the content so that MBI can deliver an exceptional product through various platforms, be it in-person / classroom style, hybrid or virtual. Be sure to catch up with Tara at any of our events. Cortney Hargens-Hartz has joined the MBI team as the new Training and Education Coordinator. Her role is to keep all functions related to training and education in order for both MBI and CSSI. To give you a perspective, MBI and CSSI had over 7,200 registrations for training education during the 2023 training calendar. Don’t hesitate to contact anyone from the MBI team as we strive to uphold our Core Values of being engaged, professionals, in service to others.

A TRAP IN A NEVER ENDING MISSION
The construction industry, with its high stakes and demanding work environments, is no stranger to the ever-present risks associated with the job. Amid the fast pace of construction sites, two silent threats; safety fatigue and complacency, can quietly undermine the well-established safety measures and culture. In the construction industry, where precision and safety are non-negotiable, addressing safety fatigue and complacency is imperative. By understanding the unique challenges posed by these factors and implementing proactive measures, the construction industry can build not only structures but also a culture of unwavering commitment to the safety and well-being of its workforce. Through continuous awareness, training, and leadership involvement, the industry can maintain and continue to build a safer workplace for all those who play a vital role in its success. The Nature of Safety Fatigue in Construction: Construction sites are busy with activities with each task demanding a unique set of skills and attention to detail. Over time, however, the repetitive nature of certain construction activities can contribute to safety fatigue. Workers engaged in routine tasks may gradually become desensitized to potential hazards, leading to a decline in alertness and an increased likelihood of accidents. Let us consider three contributing factors to this silent creeper. 1. The nature of construction work often involves repetitive tasks, such as lifting heavy materials or operating machinery. The monotony of these activities can breed complacency over time. 2. Extended working hours and physical exertion contribute to worker fatigue, diminishing cognitive function and increasing the risk of overlooking safety protocols. 3. Construction projects are often bound by tight schedules and high-pressure deadlines. In such an environment, workers may prioritize speed over safety, succumbing to the pressure and cutting corners. Complacency is a close cousin of safety fatigue, embodying a state of self-satisfaction accompanied by a lack of awareness or concern for potential risks. When individuals believe they have mastered a task or are overly confident in their abilities, they may neglect safety protocols, assuming that accidents are unlikely to occur under their watch. Leadership, both front office and on the project, must remain vigilant to this slow erosion of culture. It’s not intentional, but a natural effect of success. Complacency is not just in the field and can easily find its way into the corporate office. Complacency within the construction industry can manifest in various forms, including:

In the dynamic world of construction, where precision and vigilance are paramount, the ever-present risk of safety fatigue and complacency pose a significant challenge. The construction industry is inherently risky, and the consequences of lapses in safety can be severe. Safety fatigue and complacency pose formidable challenges to workplace safety. Recognizing the signs, understanding the underlying causes, and implementing proactive measures are essential steps toward mitigating these threats. By fostering a culture of continuous awareness and diligence, organizations can fortify their defenses against these stealthy threats that compromise the well-being of their workforce. Here are a few proven strategies to help combat this very real phenomenon. 1. Regular training and education: Continuous training and education programs can refresh individuals on safety protocols, emphasizing the importance of sustained vigilance. 2. Rotation of tasks: Introducing task rotation can help break the monotony of routine, keeping individuals engaged and alert. 3. Encouraging reporting: Fostering a culture that encourages the reporting of near misses and potential hazards can help identify and address issues before they escalate. 4. Leadership involvement: Leadership plays a crucial role in setting the tone for safety. When leaders prioritize and actively participate in safety initiatives, it sends a clear message to the entire organization. Addressing safety fatigue and complacency is not a one-time task but an ongoing commitment. Organizations must recognize the signs, implement preventive measures, and cultivate a culture that values safety as a non-negotiable priority. By doing so, they can navigate the shadows of complacency and fatigue, ensuring a safer and more resilient workplace for everyone. So, do not allow yourself or your organization to be caught in the trap that is "Safety Fatigue and Complacency." These silent threats can compromise the well-being of individuals and the integrity of organizations if left unaddressed. WINTER 2024

Legislative Session Starts in January

VICE PRESIDENT OF ASSOCIATION AFFAIRS AND MEMBER ENGAGEMENT
Session begins on Monday, January 8, 2024 this year and as usual, Gov. Kim Reynolds will conduct her Condition of the State on the following day where she will release her budget to the public. The final adjournment date is targeted for April 26, 2024, marking the 110th day of the calendar session (this year is a little goofy with the leap year in February). The 110-day goal is easily missed a lot of times, depending on how well people are getting along with each other. By the publishing of this article, the Government Affairs Committee is scheduled to meet on Wednesday, December 13th and will provide a set of recommendations that will go before the MBI Board of Directors the following day. These recommendations will provide the roadmap for MBI’s public affairs team in what we hope to achieve legislatively to make the construction and business climate in Iowa even more favorable to our members. This year, we have hired a new contract lobbyist, Logan Shine who will be conducting more of the day to day operations at the Capitol while I’ll be making routine appearances. I’m also anticipating a full robust discussion around out sales tax proposal dealing with double taxation on sistercompany transactions. This bill passed in a bipartisan fashion unanimously in the House. We just have to get it over the finish line in the Senate. There will be a much larger conversation also focused around lowering the income tax, tax increment financing, Iowa economic growth programs and of course, the Rebuild Iowa Infrastructure Fund.

I fully expect Gov. Reynolds and Legislative Leaders to take an aggressive approach to lowering the income tax in Iowa as fast as they can. It remains to be seen whether they will get to 0, but anything is possible. MBI will play some sort of a role in all of these discussions and will have many conversations revolving around infrastructure investment and good public policy. Like years past, MBI will maintain a constant presence at the State Capitol during the 2024 session and will work hard to keep members apprised of what is going on under the Golden Dome. Currently, over 700 members subscribe to MBI’s weekly e-mail news bulletin called the Legislative Focus. Please note that the meeting will be a breakfast and is being held in conjunction with the Build Iowa Award presentation. The Business Meeting is an important meeting that all MBI members should attend to learn about the current initiatives designed to improve member performance, new services to add value to your membership investment, and industry relations to promote a favorable business environment for the construction industry. This is the time, when the MBI Nominating Committee places into nomination their recommendations for appointments to the MBI Board of Directors and a vote of the membership is taken. UPGRADES To The Training Vault Coming Soon!
MBI has been working for the past several months with our Training Vault developer to build valuable upgrades to the already valuable platform. Previously designed to allow company leadership and employees to store, view, and print past educational information, the MBI Training Vault is crossing over into the educational delivery space. The MBI Reelz is an industry video library that will be accessible through Training Vault, giving MBI member employees the ability to access stored video content on their own time for the purpose of upgrade or just-in-time training. In addition, MBI member firms will be able to provide their own training content to MBI to be uploaded into The MBI Reelz for future viewing. Also, member administrators will have the ability to assign 16
training to individual employees with due dates, progress reports, and create completion reports per employee. Starting in February, content will be available in the following categories: • • • • •

Program Hits Milestone BY CHAD KLEPPE PRESIDENT/CEO
Recently, the WORKSAFE program achieved a very impressive milestone by reaching its 1,000th enrolled project. City Construction – based in Iowa City – submitted a WORKSAFE application for its North Liberty City Hall Building, making it the 1,000th project. On behalf of the MBI membership and the MBI Board of Directors, we appreciate City Construction’s continued support of the WORKSAFE program. This year marks the 11th year of the WORKSAFE partnership with Iowa OSHA. The commercial building industry in Iowa is the beneficiary of a strong relationship between MBI, CSSI (MBI’s preferred safety partner) and Iowa OSHA and through this partnership we are able to provide enhanced consultation and safety monitoring through the WORKSAFE program and other safety-outreach initiatives. Most everyone in the commercial building industry is familiar with how WORKSAFE is a unique partnership between MBI, CSSI and Iowa OSHA Consultation with a mission of providing jobsite-centric services, consisting of preconstruction planning; jobsite safety inspections focused on preventing hazardous conditions from occurring; and jobsite recognition that safety is a top priority for all involved in the project. Joe Melton, CSSI Deputy Executive Director, stated “The unique partnership between OSHA, private industry and a member-based association provides a great opportunity to get us closer to our ultimate goal of Mission Zero, which is no fatalities in the commercial building industry. It is important that we thank those at Iowa OSHA for their continued efforts in making this partnership work toward safer construction projects. In my many years of providing safety leadership, it is rare to see this sort of cooperative effort between public and private entities. Annual Construction Week
During Construction Week, companies, service providers, and their partners recognize the hard work of those individuals who help create our built environment. This recognition takes many forms, including highlighting workers, distributing appreciation gifts, hosting company outings, and more!
MEMBER SERVICES MANAGER - MEMBERSHIP ENGAGEMENT AND WORKFORCE DEVELOPMENT
Another year, another successful Construction Week! MBI was able to work with 4 companies to host 2 appreciation lunches and 2 breakfasts for fieldworkers at jobsite locations. We wanted to show our appreciation for the individuals in the commercial construction industry and the hard work that they do every day. We hosted a lunch at an Elder Corporation jobsite in Ankeny, which had about 40 fieldworkers. We hosted breakfasts at a Cardinal jobsite in Hudson, and at a McGough jobsite in Des Moines. Between the two breakfasts, we had roughly 110 fieldworkers attend. Lastly, we ended the week hosting a lunch at a W.A. Klinger jobsite in Sioux City, where we had 40 fieldworkers attend. As always, we are looking forward to Construction Week next year in October! PROJECT ENGINEER DEVELOPMENT SERIES On the heels of the 2024 MBI Annual Winter Conference, is an exciting new educational series that has been designed to educate, train, and develop project engineers in the commercial construction industry. Throughout the planning process for developing the 2024 education curriculum, there was one common theme that seemed to surface in virtually every meeting and conversation. Contractors need help developing Project Engineers. Some contractors may use different titles to identify these sought after and critical members of the construction team such as Project Coordinator, Assistant Project Managers, etc. This Project Engineer Development Series scheduled for March 4 – 5 and April 8 – 9 in West Des Moines, will provide participants with a working knowledge base of the essential industry standard processes and practices to successfully carry out the roles of the position at a higher level.

Delivering this series will be AGC of America's National Instructor of the Year Award Recipient, Paul Stout. He has served as a project manager, estimator, facilitator, and instructor. In March of 2022, the US Department of Labor announced the final rule update that will require certain employers in designated high-hazard industries to electronically submit injury and illness information. Construction is one of many industries affected by the final rule update. The rule was effective on January 1, 2024, and annual reporting is due March 2, 2024, through OSHA’s Injury Tracking Application (ITA). The final rule now includes the following submission requirements: •

Establishments with 100 or more employees in certain high-hazard industries must electronically submit information from their Form 300-Log of Work-Related Injuries and Illnesses, and Form 301-Injury and Illness Incident Report to OSHA once a year. These submissions are in addition to submission of Form 300A-Summary of WorkRelated Injuries and Illnesses. To improve data quality, establishments are required to include their legal company name when making electronic submissions to OSHA from their injury and illness records.

OSHA will publish some of the data collected on its website to allow employers, employees, potential employees, employee representatives, current and potential customers, researchers and the general public to use information about a company's workplace safety and health record to make informed decisions. OSHA believes that providing public access to the data will ultimately reduce occupational injuries and illnesses. – U.S. Department of Labor "OSHA will use these data to intervene through strategic outreach and enforcement to reduce worker injuries and illnesses in high-hazard industries. The safety and health community will benefit from the insights this information will provide at the industry level, while workers and employers will be able to make more informed decisions about their workplace's safety and health."- Assistant Secretary for Occupational Safety and Health Doug Parker. The final rule retains the current requirements for electronic submission of information from Form 300A from establishments with 20-249 employees in certain high-hazard industries and from establishments with 250 or more employees in industries that must routinely keep OSHA injury and illness records. In preparation for next year’s new electronic recordkeeping requirements, employers should review and update their current injury and illness recordkeeping procedures, assess any changes to the number of employees at each establishment, and ensure they are set up to submit though ITA. January 22 Construction Rodeo: Competent Person Confined Space Entry In this 4-hour course participants will develop proper procedures for making entry into Permit Required Confined Spaces. This program will prepare participants to operate in the capacity of Entrant, Attendant or Entry Supervisor during routine entries. Participants will become familiar with the OSHA Standard 1910.146, 1926.1203 and NFPA Standards 1006, 1670. This course involves 4 hours of classroom and practical application in simulated and actual permit spaces utilizing the appropriate permit procedures. The purpose of this session is to explain strategies to safeguard employee’s health and safety when dealing with potential dangers associated with confined spaces. Individuals will gain competent knowledge in proper entry program procedures, facility pre-planning, tying knots, new equipment, and proper patient packaging. Hands-on skills will be conducted in a mobile confined space trailer. This course is required by OSHA before an employee can enter a Permit Required Confined Space. Davenport

Project Managers and Project Supervisors - A High Performing Leadership Series - Winter
In this 4-hour course attendees will be educated under the OSHA standard CFR 1926 Subpart P. All employees must be trained in hazard recognition and the proper way of working in and around construction excavations sites. The standard covers general requirements, soil classification, sloping and benching, timber shoring for trenches, aluminum hydraulic shoring, alternatives to timber shoring, selection of PPE. Participants will come out of this course with the competent person level knowledge to monitor and perform daily inspections of trenching, shoring, and excavation activities. Davenport

Course participants are those who may be involved with a managed fall protection program including the employer, supervisor, safety personnel, workers and rescuers. January 26 Construction Rodeo: Adult First Aid | CPR | AED Certification Training This course incorporates the latest science and teaches attendees to recognize and care for a variety of first aid emergencies such as burns, cuts, scrapes, sudden illnesses, head, neck, back injuries, heat and cold emergencies and how to respond to breathing and cardiac emergencies for victims about 12 years and older. In addition, this interactive course teaches skills that participants need to know in order to provide immediate care for a suddenly ill or injured person until more advanced medical care arrives to take over. The hands-on skills training portion of this course will give attendees the knowledge and confidence needed to respond to breathing and cardiac emergencies, while teaching how to provide care for victims of sudden cardiac arrest through the safe use of an Automated External Defibrillator (AED). January January 26 Construction Rodeo: Competent Person Rigging Inspection This 4-hour Rigging & Inspection course is designed to provide participants with a competent person level of knowledge of rigging gear inspection, proper rigging procedures, and load control using typical rigging techniques. Classroom activites are interactive with problem-solving workshops. All hook rigging devices will be discussed; i.e. shackles, spreader bars, etc. Load weight calculations and center of gravity will also be covered. Participants will come out of this course with a better understanding and competency in effectively inspecting rigging equipment, and assessing the overall competence of a lifting operation. January 29 - 30 Fall Protection Competent Person Training Protecting workers at-height is a challenging task and is dependent on particular job site situations and individual worker duties. There are many fall protection solutions available to workers, each having its own specific requirements. Understanding each option and proper implementation requires oversight by an experienced individual with a higher-level of knowledge and safety training. This two-day course focuses on the various components of a worksite fall protection program and will also help develop the skills required of a Competent Person. February 14 Adult First Aid | CPR | AED Certification Training This course incorporates the latest science and teaches attendees to recognize and care for a variety of first aid emergencies such as burns, cuts, scrapes, sudden illnesses, head, neck, back injuries, heat and cold emergencies and how to respond to breathing and cardiac emergencies for victims about 12 years and older. In addition, this interactive course teaches skills that participants need to know in order to provide immediate care for a suddenly ill or injured person until more advanced medical care arrives to take over. The hands-on skills training portion of this course will give attendees the knowledge and confidence needed to respond to breathing and cardiac emergencies, while teaching how to provide care for victims of sudden cardiac arrest through the safe use of an Automated External Defibrillator (AED). Successful attendees will receive a certificate valid for two years. West Des Moines
