FOCUS ON BUILDING GREATER VALUE In the first issue for 2018, we look at the growing list of benefits available to members and revisit the very sobering issue of asbestos exposure.

W

HEN considering membership of any association, group or club, we all want to know what we get for our money. It’s not a selfish sentiment by any means. After all, few of us want to part with our hard-earned dollars if we get nothing in return. The question of how to deliver value to members is one that the team at the Master Plumbers and Gasfitters Association of WA takes very seriously. We’ve certainly kicked some goals over the past 12 months, from protecting and promoting industry and public health, to helping members do better business, to building the list of special offers and discounts for you to enjoy outside the workplace. Turn to page 26 to check out the report of issues and achievements in 2017. Then flick to the back of the book where you’ll find just a few of the offers available to you, your staff and families. As plumbers, it’s highly likely that many of us have been exposed to asbestos in the workplace. In fact, the risk continues with WA still having an extensive spread of aging buildings and worksites that contain asbestos. We spent some time at the Asbestos Diseases Society of Australia to find out about the importance for plumbers to be tested. It’s well worth taking the time to read the feature, starting on page 18. The Toyota Camry has long held the reputation of being a favourite among

older drivers. But don’t be surprised if you’re left in the wake of a new, younger demographic of Camry fans because it’s had a comprehensive makeover on the outside and under the hood. We took to the streets to put it through its paces – find out our verdict on page 42. Ever wondered what it takes to bring a new plumbing product to market? It’s certainly been a challenging if not interesting road for the founders of a family company providing a new range of thermostatic showers to the Australian market. Hitting the road running in 2018 By GEOFF KELLY

W

HILE 2017 was largely a year of establishing the right foundations to take the Master Plumbers & Gasfitters Association of WA into the future, 2018 has started with a bang. And it is unlikely to slow down any time soon. We have set up and implemented a range of initiatives to provide greater value to members. But more importantly, we have reestablished our place at the table with State and federal government agencies and organisations to represent the industry and public health on a range of important issues. One of those issues is point-of-sale legislation on plumbing products. It is an issue we have championed for a long time, and one that has made the headlines more recently due to ongoing problems with non-compliant and unsafe products. Following a joint investigation by the MPGA and the Sunday Times, a number of retail outlets in WA have removed some products from shelves and others are reviewing stock in relation to Australian Watermark compliance.

While the removal of a few products from retail shelves may not seem like a big deal, the ramifications have the potential to change the entire supply chain for the better. For many years the plumbing industry has pushed to close the legal loophole that has seen plumbers being held accountable for the use of non-compliant products. But the chain reaction that is now in motion gained significant momentum after the public outcry over lead contamination at the Perth Children’s Hospital. It has now moved another step along that chain with retailers removing product from sale. That means demand for that product has immediately ceased, so suppliers will need to source alternatives that do meet compliance standards, and manufacturers in turn will have no choice but to adapt or go elsewhere. While no one has a crystal ball, it would seem that legislation and tighter control over products is inevitable. Of course, there is still a long way to go and that means many busy months ahead for the MPGA and the industry. To assist the process, we have

established the Merchant and Manufacturer Sub-Committee (MMSC) to ensure all facets of the supply chain are represented and can have input into the way the industry moves forward. The MMSC meets quarterly and we will report back to members on progress and outcomes in regards to this and other issues. Another significant achievement for the industry is the introduction of the MPGA’s Report Illegal Plumbing (RIP) service, which allows plumbers and members of the public to confidentially report suspected illegal and unsafe plumbing works. RIP was introduced after a big number of inquiries from members into what the MPGA and Plumbers Licensing Board were doing to help put an end to plumbing work being carried out by unlicensed, unqualified and incompetent people. That may be a lofty ambition, but any contribution we can make to protecting and improving the reputation of the industry, and more importantly to ensuring health and safety are given the highest priority, is a valuable contribution. Because public health matters.

Watermark Point of Sale (POS) lobbying and advocacy The MPGA has been voicing its concerns in relation to the absolute importance for ‘Point of Sale Legislation” to be introduced. Recent publicity in the Sunday Times and in the Senate has certainly made an impact both on a State and National level. Industry Advisory Group on Security of Payments Our participation is essential as the government review commences to ensure the position of plumbing contractors in this process is clearly articulated. The outcome will be an improved payment system that works for MPGA members. Inquiry into the reform of business licencing in WA The MPGA has provided feedback to the Economic Regulation Authority in relation to its reform process on business licensing in WA. ASSOCIATION PUSHES FOR DRINKING WATER STANDARD By MURRAY THOMAS, CEO

The Master Plumbers and Gasfitters Association of WA is pushing for the introduction of a standard method for taking samples of drinking water for testing.

T

here is currently no standard process in Australia for taking samples of drinking water to test for contained metals. The Australian Drinking Water Guidelines (ADWG) specify the allowable maximum concentration of various metals in potable water. But while the ADWG information is very clear, Australia has no prescribed method for taking samples. The sampling method is in the hands of the agency that carries out the testing, which means test data inconsistencies can occur within a series of tests. When testing involves a large, taxpayer-funded project such as the new Perth Children’s Hospital, results can vary greatly. Apart from those inconsistent results leading to sensationalist media coverage that has the potential to create public hysteria, there is no definitive data that can be used to contribute to wellinformed discussion or solutions. There may also be other consequences such as costly delays in project completion and speculation about whether plumbing products installed at the site are compliant with the WaterMark Certification Scheme. But most importantly, there could be ongoing risks to public health that remain unreported while inconsistent data is being presented. There are multiple reasons why metal concentrations can vary in drinking water. These include the type of materials in the plumbing system, the age and complexity of the system, usage patterns, flow rates, stagnation areas, chemicals introduced into the water supply, water temperature and fluctuations in water quality.

Why sampling methods can impact results Three main factors in the sampling method can affect the results of a test:

• Length of time water has been stagnant before testing - the longer the water has been sitting stagnant in metal alloy pipes and fittings, the higher the concentration of metals is likely to be. • Time elapsed between sampling if two samples are taken 24 hours apart, the second sample is likely to have higher concentrations than would occur in samples taken at hourly intervals due to the frequency and volume of water flow • Volume of the sample - the larger the sample volume, the more flushing occurs and therefore the concentration is likely to decrease. With a standard sampling method, these sorts of variables will be eliminated so test results are more consistent.

Processes to establish a standard method A team of industry and stakeholder representatives should be established to investigate and design the method. The process must follow recognised scientific principles and include very specific instructions about the stagnation period before samples are drawn, the number of samples taken and the volume of water in each sample. The aim should be to replicate, as closely as possible, the way in which people would consume water over the course of a day at the site concerned. For example, this might mean taking one sample after the water outlet has not been used for a defined period to simulate what happens in a household or public facility overnight, followed by a series of samples taken at shorter intervals to simulate daytime use. It is also important to consider having different sampling methods for different types of buildings. For example, the pattern of water consumption in a residence is very different to the pattern in a large hospital.

It is also important to recognise that testing for healthy water is different to investigating the cause of contamination. Metal can come from various sources within a plumbing system including, but not limited to, pipes, soldered joints, tapware and valves. The concentrations of contaminants can also vary with factors such as age, corrosion or whether the components were manufactured according to standards. It is also possible for metal to be naturally present in water before it enters the system. A well-designed and prescribed sampling method, in most cases, should leave no room for debate or subjective judgement. The metal levels will either be within guidelines or they will not. If they are not, it may be appropriate to use different sampling methods to identify the source of contamination. After an investigation and any remedial work that follows, the standard test for metal levels should be repeated to validate whether the issue has been solved.

Recommendation We propose that the test method should become part of an existing Australian Standard such as AS/NZS 5667.5:1998 – Water quality—Sampling – Guidance on sampling of drinking water and water used for food and beverage processing. Our recommendation is that representatives of industry groups such as The MPGA, our interstate counterparts, merchants and manufacturers, certified testing organisations and government/industry health representatives should form a team to drive the process of designing the test method and amending the appropriate Standard. The MPGA has drafted a discussion paper on this topic which will be made available for input and public consultation soon.

Plumbers and community urged to Seek a Leak With 50 per cent of residential household water being used inside the home, the plumbing industry plays a vital role in promoting water efficiency.

T

he Water Corporation has launched a new campaign to motivate homeowners, schools and businesses to have leaky fixtures repaired. Seek a Leak prompts people to turn off all taps and water-using devices, and gives them instructions on how to read their water meter to help identify any leaks. The online tool created for the campaign allows anyone to enter the red numbers at the top of their water meter and helps them to find a licensed Waterwise Plumber to fix the leak. The campaign promotion features an eye-catching image of a Water Corp employees playing with Kep, Australia’s first leak detection dog. Campaign posters, which are available online for members of the public to print and are also being distributed in the community, advertise that Kep can find underground leaks and call on the public to try and find leaks too. For more than 10 years, Water Corporation and the Master Plumbers and Gasfitters Association of WA have been successfully running the Waterwise Plumber Program. The program equips plumbers with water efficiency advice and knowledge for installing and retro-fitting waterefficient products to help WA become a more waterefficient state. LEAD-FREE DRINKING TAPS SET TO CHANGE THE GAME

P

ERTH-based Galvin Engineering has tackled the recent issues of lead contamination head-on with the release of a range of stainless steel push-button drinking taps. Plumbers urged to seek asbestos health checks

THE Asbestos Diseases Society of Australia and Master Plumbers and Gasfitters Association of WA are urging plumbers to be tested for asbestosrelated diseases. Simon Shepherdson reports.

A

CCORDING to the Asbestos Diseases Society of Australia’s resident physician Dr Greg Deleuil, all West Australians did or still do live in an environment containing asbestos. It’s a sobering thought. But given the State was one of the world’s leading producers of asbestos from the 1930s until the 1960s, and that products containing asbestos were approved for use until the mid-1980s, it is easy to see why.You don’t have to look too far in the metropolitan area to see asbestos fences, roofing, house

cladding or eave linings. “Wittenoom produced 140,000 tonnes of asbestos a year and 60,000 tonnes was shipped overseas,” Dr Deleuil said. “That means 80,000 tonnes was kept here for use in building and construction. “So we have all lived in an atmosphere of asbestos in one way or another.” Dr Deleuil runs a clinic twice a week from ADSA’s Osborne Park headquarters, providing initial testing and ongoing monitoring. Commencing his career as a dive medicine specialist, Dr Deleuil completed his training at HMAS Penguin naval base in Sydney before moving to Perth in the 1980s. He brought with him some of the most advanced dive medical testing equipment available at the time, which attracted the attention of ADSA. The society needed access to such equipment to carry out testing and monitoring for asbestos-related diseases. Dr

Deleuil agreed and has continued in the role for more than 30 years. He says the point of plumbers getting tested is to ensure there is a baseline against which future monitoring can be compared. “Anyone who has been exposed to asbestos throughout their lives, and particularly a person who has worked with or around it, needs to be on the record,” Dr Deleuil said. “That way we can continue testing over time and it’s far easier to do a comparison when you have a baseline.” ADSA recommends all plumbers undergo tests 15 to 20 years after commencing onsite work. One of the issues in diagnosing asbestosrelated diseases is that you have to look for it. For that reason, general health checks can often miss or misdiagnose it. ADSA offers a full screening service which is entirely free of charge.


WHAT ARE ASBESTOS DISEASES? There are four identified asbestos-related diseases. They include: • Pleural plaques (calcification of the lung lining) • Asbestosis (gradual fibrosis of the lung) • Lung cancer • Mesothelioma (cancer of the mesothelial cells that line the outer surface of most of the body’s internal organs) According to ADSA Policy and Events Manager Simone Vojakovic, there is anecdotal evidence that asbestos can also lead to multiple other types of cancer. “Children who grew up in Wittenoom are over-represented for all forms of cancer,” she said. “But to date, it’s just been an observational study and no scientific link has been established.” Mesothelioma and asbestosis are compensable diseases – in other words, victims can claim workers’ compensation and other forms of insurance or financial assistance. There are various types of mesothelioma but there is currently no cure for any type. However, some forms respond well to treatment, prolonging life expectancy and quality of life. Similarly, asbestosis has no cure. While not a cancer, over time it typically leads to substantial loss of quality of life and is usually fatal. The good news is that Perth is one of the world’s leading centres for research and treatment of asbestos-related diseases. ADSA carries out fundraising on an ongoing basis and has recently established a scholarship to fund ongoing research in the bid to improve treatments and find cures. WHY GET CHECKED? For some people, the prospect of finding out they have an asbestos-related disease is too daunting. “Some people think that given it can typically take 25 to 30 years from the time of exposure for symptoms to show, they’re better off not knowing,” Simone said. “But many of the people presenting to us with symptoms are in their 60s and 70s and in some cases the disease is quite advanced, so their biggest concern is for the welfare of their families. “We are not only here to provide medical services, but to assist with obtaining legal advice and ongoing support for victims and their families.”

The testing process

Initial testing involves an unobtrusive spirometry test

T here’s no denying that being tested for any potentially life-threatening illness is a nervewracking experience. Simon Shepherdson explains what’s involved.

I

did not consider my risk of asbestos-related disease to be particularly high. But after talking through my history of renovating old houses, visiting Wittenoom as a teenager and playing in old farm buildings in my childhood, I discover I am in a moderate risk category. So it is with some trepidation that I enter Dr Greg Deleuil’s consulting room. The initial process is much like a dive medical. Dr Deleuil explains that the main similarity between checking for asbestos related diseases and dive medicine is that testing involves a spirometry reading – essentially an analysis of lung capacity and airflow. It’s a completely non-invasive procedure. Each patient has their height, weight and age recorded, then takes one big breath and exhales into a disposable tube attached to a small desktop machine. The resulting graph, which shows total flow volume on one axis and volume over time on the other, is displayed and printed out within seconds. Dr Deleuil is quick to point out the spirometry test does not provide a definitive diagnosis. But the results can quickly identify if something is out of the ordinary and further investigation is required. Fortunately for me, my result comes back as normal, but Dr Deleuil immediately picks that I am asthmatic. The distinctive curve from the point that I reached my peak flow to the end of my exhalation is the telltale sign. In normal, healthy lung function, it would be a straight line. Dr Deleuil says someone suffering from an obstructive lung condition, which can signify asbestos related diseases as well as many other issues, typically shows lower overall readings. The primary objective of spirometry testing is not to identify illness, but to create a baseline against which to compare future readings. Anyone who presents to ADSA with a known history of asbestos exposure is typically referred to the next step of the process - a highresolution chest scan - as a precaution. Assuming the outcome of that scan shows no signs of disease, the patient is usually advised to come back in a year or two for comparative testing. If the scan does show signs for concern, the patient is referred on to a respiratory physician for further investigation and diagnoses.

ADSA predicts the rate of diagnoses in Australia will hit a peak between 2020 and 2025. In some cases, identifying symptoms early allows successful treatment to be implemented. In the case of lung cancer, the chances of full recovery increase the earlier it is diagnosed. Dr Deleuil says there are genetic factors that increase some people’s propensity to contract asbestos-related diseases, although science has not yet determined the specifics of those factors. Nevertheless, he says it is especially important for people with a family history to be tested. There is also a definite link between smoking and asbestos exposure leading to illness. “The combination is almost certainly a killer,” Simone said. “And it’s not just the addition of one and the other, but risk factors have a multiplicative effect for those who have been exposed and continue to smoke. “So the first thing people at risk should do is give up smoking.” THE ROLE OF ADSA ADSA provides a broad range of support services in relation to asbestos diseases. As well as bulk-billed medical checks, the organisation assists with legal and insurance issues on behalf of victims. There is a three-year statute of limitations from the time of diagnosis for sufferers to lodge claims for compensation. That becomes one of ADSA’s primary areas of focus when people have been diagnosed. One of the biggest issues is accessing detailed records. “A lot of tradespeople are not the world’s best record keepers and getting hold of details from 20 or 30 years ago can be very difficult,” Simone said. “But it’s really important for people to keep their records, from the commencement of their apprenticeship right throughout their working life, so that in the unfortunate event a claim for insurance or compensation needs to be lodged, all the necessary background information is readily available.” Simone recommends that all tradespeople maintain adequate records of where they have worked and for whom, as well as copies of all registrations and licences related to that work. Counselling and family support services are also provided by the society.

ADSA walk raises lifesaving funds THE ASBESTOS DISEASES Society of Australia Walk for Research and Awareness is an annual event to raise lifesaving funds for medical research into a cure for asbestos caused cancers and to raise awareness of the risks of asbestos exposure. Each year, the walk takes in a different area of the State. This year’s event commences at Wave Rock near Hyden on 9 September and takes in towns such as Kulin, Quindanning and Harvey, before participants head north along South Western Highway to Perth. It concludes with a walk from the Perth Railway Station in Wellington St to Parliament House on 14 September. Participants are not required to walk the entire distance – in fact every step is a valuable contribution to raising awareness and funds. Foreword from the CEO THERE were numerous areas of focus for the Master Plumbers & Gasfitters Association of WA throughout 2017. This report provides a summary of key achievements and changes throughout 2017. Among these were the enhancement of benefits and value for members across the State. The trying market conditions necessitated a shift in the way the Association delivers value to members and I am pleased to report that much has been achieved. In addition, the executive and management undertook a comprehensive review of processes and set about improving the way we do business, with an emphasis on greater convenience and efficiency. The Association was also instrumental in bringing together all parts of our industry to present a united voice on legislative and regulatory matters that impact our industry and the wellbeing of our clients. A key aspect of that was the establishment of the Merchant and Manufacturer Sub-Committee (MMSC). The function of the MMSC is to provide input for issues associated with manufacturing, products and the supply chain in the plumbing and gasfitting industry in Western Australia. Established in the latter part of 2017, the group is made up of representatives

from manufacturing, supply chain and the MPGA, and will meet on a quarterly basis to discuss, evaluate and provide input on these issues. Yes – it was certainly a busy year. As members, you’ll enjoy more benefits ranging from retail incentives, to better legal representation, greater emphasis on insurance and safety offerings, and greater influence over policy and regulatory matters with the State and Federal Governments. We are here to represent you, the people who keep the WA public safe by ensuring clean water supply and effective waste disposal. Our industry is constantly changing. It is inevitable with advances in technology, spurred on by increased demand for water and gas resources, and the corresponding need for sustainable plumbing practices. There is also a significant shift in the way businesses are run – by no means unique to our industry – and the ever-present legislative and regulatory changes that can have both positive and negative impacts. Those ongoing changes necessitate a continual evolution of industry and membership groups like the Master Plumbers & Gasfitters Association of WA. During the past 12 months, the pace of change has been unprecedented as we have focused on building greater value for Association members. That has included increased and enhanced member communications, establishing new member deals and benefits, building relationships at every level of State and Federal Government, and a focus on building public awareness of our industry and the importance of using accredited plumbing professionals.

Those ongoing changes necessitate a continual evolution of industry and membership groups like the Master Plumbers & Gasfitters Association of WA.

It is fair to say that 2017 was largely a year of building new foundations to take the industry and the Association forward. With those foundations now in place, the best is yet to come. At the same time, the Association has adopted a process of continual improvement and best practice, meaning the evolution will continue into the future as requirements change.

There is a range of initiatives planned for 2018 that will continue to deliver greater value and build the reputation and broader public understanding of the Association’s role, and the benefits and safety net that comes from using our members. Ultimately, it is all about ensuring the vital role that plumbers play in protecting public health and safety is recognised and maintained by the broader community. Connecting Industry Throughout 2017, the Master Plumbers & Gasfitters Association of WA was represented on and convened a number of important State and national groups with a view to continually improving our own standards and ensuring the voice of our plumbing industry is heard across the broader construction sector.

Master Plumbers Australia CEO Murray Thomas and President Geoff Kelly represent the interests of the Association on the board of Master Plumbers Australia, along with the CEOs of most other state-based associations. The purpose is to provide a united voice for the plumbing industry at national level.

Plumbing Industry Reference Group (PIRG) The PIRG is an advisory body providing expert advice to the Plumbers Licensing Board on issues impacting the industry. It is made up of representatives from industry, State Government, training, merchants and manufactures and other stakeholders. The group monitors local and national issues, legislative changes and any topics which may impact the industry and its regulation. Murray Thomas, Geoff Kelly and Ron Grant represent our Association In 2017, topics addressed included updates to the Watermark Certification Scheme and related issues on pointof-sale legislation, lead contamination, proposed changes to regulations on fire hose reels, and issues with plumbing training and licensing consistency across the nation.

Plumbing Technical Advisory Group (PTAG) PTAG is the technical advisory arm to the Plumbers Licensing Board, providing technical input on legistlative and regulatory matters. Geoff Kelly and Ron Grant are the MPGA’s representatives.

Australian Building Codes Board (ABCB) MPGA CEO Murray Thomas is the plumbing industry’s national representative on the ABCB, which is responsible for administering the National Construction Code. Key areas of focus for the ABCB in the past year included development of nationally consistent construction standards (including training and licensing), and addressing non-conforming building products including plumbing fittings, fire safety and energy efficiency.

Merchant & Manufacturer Sub-Committee (MMSC) The MPGA established the MMSC in late 2017 to provide input for issues associated with manufacturing, products and the supply chain in the plumbing and gasfitting industry in WA. The MMSC meets quarterly and initial topics of focus include the need for tighter point-of-sale legislation around non-compliant plumbing products, largely due to the issues with lead contamination at the new Perth Children’s Hospital.

BUMPY ROAD TO FINDING THE RIGHT MIX AS THE saying goes, if it doesn’t kill you, it will make you stronger.

I

f that’s the case, Rob and Sarah Pond must have developed superhuman strength by now. The founders of Therm-Oz Showers have hit their fair share of bumps on the road to launching their business, which provides cost-effective thermostatic showers to the Australian market. “Therm-Oz Showers was set up to provide affordable, safe thermostatic showers to the Australian public,” said Rob. “The big challenge was coming up with a way to easily and cost-effectively replace existing two-tap showers.” That involved designing and developing a thermostatic mixing valve which fits on to existing tap fittings. Coupled with a slide-rail shower and plug that turns the existing spout outlet into a hanging feature, the entire system can be fitted without the need to alter current pipework or tiling, or carry out electrical work. But Rob and Sarah admit the process of bringing the design to market has thrown up far more challenges than they had thought possible. The couple, who originate from the UK, decided to make Western Australia home after a holiday to visit family in 2013. They admit that within a very short space of time, they were hooked. “When we left, I cried all the way from Perth to Singapore,” Sarah said. “As soon as we got back to the UK, we put our house on the market and started looking at visas to move here.” The answer came in the form of a business innovation visa, which imposed MASTER PLUMBER | AUTUMN 2018

BUSINESS ESSENTIALS strict time limits to set up a suitably innovative business that would add value to the Australian economy. The Ponds had been surprised during their holiday to discover that thermostatic showers – a common feature in European homes – were almost non-existent in Australia. The few models they did come across were usually purchased via the internet with no existing Australian Standard or WaterMark. Having run a plumbing supplies business in the UK, the couple had a fair idea before moving to Australia of what their innovative business would entail. Rob had designed, developed and supplied innovative, niche products to the UK plumbing and heating industry for the previous 16 years through his existing business. It was not the thermostatic shower itself, but the way it could be fitted into Australian bathrooms that required some innovative thinking. “We worked with some plumbers to determine the various scenarios and made a few prototypes,” Rob said. “We ended up developing systems for both new builds and renovations. We also applied for and received a patent on the renovation model, which we thought was going to be the difficult bit.” The Thermostatic shower valve ticked the boxes for water efficiency, enhanced safety and innovation – not only for maintaining a constant water temperature but also due to the cool-touch feature of the exposed valve. It also came in at an achievable price point. The patent process was relatively straightforward. Then came the WaterMark Certification Scheme, which the Ponds believed would be straightforward. But while detailing 30 years of residential and travel data had been a challenge, it was nothing compared to the long months that lay ahead. After considerable research into the certification process, the Ponds selected a certification body and commenced

the arduous and costly process of manufacturing test units, defining the testing procedures and engaging three test laboratories. But in February of 2016, one of the testing laboratories advised that the units had to be tested against a different Australian Standard than what had initially been advised. The problem was the Standard was not included in the WaterMark scope at the time. The Ponds asked for the testing to proceed according to the new Standard and for a submission to be made to the Australian Building Codes Board to include the new Standard in the next revision of

“We had samples but didn’t have a product to sell,” Rob said. “But as we were already committed, we attended anyway and the interest from plumbers and homeowners was phenomenal. “We were one of the busiest stands at the show and it certainly gave us the assurance that, in spite of all the challenges of getting it approved, we were on to a great thing.” Following the show, Rob discovered that a dfferent certification body had already managed WaterMark approval of a thermostatic shower for another supplier according to the original scope they had set out to achieve. So they switched to that provider and started the process again in April 2017. It took a further six months for three testing laboratories - in China because the Australian laboratories were not prepared to carry out the work - to complete destructive testing processes. Yet further confusion ensued. When the test results came back, the Ponds discovered the testing houses had reverted to the newer Standard. “I hit the roof and got back to them to find out what they’d done,” Rob said. “It turned out that somewhere between commencing testing and concluding it, the WaterMark Standard had changed and the new Standard had been included in the scope, so SAI Global had advised the laboratories to change their test procedures accordingly. They just hadn’t told us.” Nevertheless, Therm-Oz Showers finally had their WaterMark certification so placed the first commercial order for units with the first shipment due to arrive in time for the 2018 Perth Home Show. But the seemingly endless trial still wasn’t over with several delays in shipping. Fortunately, the first shipment arrived just in time for this year’s Perth and Melbourne Home Shows and from all reports, the response from industry has been outstanding. See the product review of Therm-Oz showers on page 39.

safety and innovation the WaterMark scope. Amidst a multitude of conflicting advice over the ensuing months, including an assertion from one person involved in the testing process that the unit could be sold without WaterMark approval, the testing laboratories decided they did not want to continue the process. Due to the delays and constant requests for more test models, the manufacturer in China became impatient and withdrew support. “I had to recall all the samples back from the laboratories and sought out some testing laboratories in China to carry out the testing according to Australian Standards,” Rob said. “We also had to find another that could make the units according to the relevant Standard.” By this time, a year had passed and the Ponds had planned to have their business ready to launch at the Perth Home Show in March 2017.

NEW SKILLS PLATFORM AIMS TO CLOSE RECRUITMENT GAPS

E

MPLOYMENT today is vastly different to what it was a generation ago. Gone are the days of workers staying with one employer from the time they leave school until they receive a gold watch and handshake after 50 years of loyal service. Today, the average Australian worker will have a total of 17 employers and spend 3.3 years in a position before moving on. There is also a far greater propensity for workers to move greater distances, whether by choice or necessity. When it comes to trades such as plumbing, there’s a higher than average rate of contract and temporary positions, so the numbers escalate further. It’s an environment that presents big challenges for employers and employees. Employers know only too well that the time and cost burdens of finding, onboarding, developing and maintaining staff can be significant. If there’s a requirement for specialised skills, permits or licences to carry out particular duties, those overheads multiply further. For potential employees, finding and applying for jobs can be a major drag, particularly when significant effort can often garner no visibility into their job application progress. Rarely do they get an employer response and it is close to impossible to gain constructive feedback from recruitment consultants or direct hirers about why an application was unsuccessful. There’s a multitude of online job platforms available but that often adds to the complexity of finding work or workers. Some platforms dictate a certain style for a CV or letter of application, while many allow unlimited “supporting materials” to be uploaded. Typically, when a job is posted, the floodgates open for applications. Then it

There are many shortcomings and significant overheads involved in matching the right workers to the right jobs, but a new platform for tradespeople aims to change that. Andrew Mcmillan explains. is up to recruiters or hirers to sift through responses to identify appropriate candidates. That means the decision process remains people-driven and the outcome is subjective at best. And there are no guarantees that candidates’ claims are true when it comes to qualifications, skills and experience without significant background checks. There are gaps at every step of the process and for everyone involved. As a result, there’s often a mismatch between expectations and outcomes for both employer and employee. When we set about building GotSkill, a career management platform specifically for people in the trade services sector, we knew we had a plethora of challenges to overcome. Our starting point was to approach it from the candidate’s rather than the employer’s point of view. At a high level, we aimed to provide a single platform where skilled workers could store validated information such as qualifications, certifications and tickets on an electronic “shadow board”. That validation takes place via a third-party partnership with a dedicated credential checking service. It was all about allowing a person to store and manage important data in one place over time, rather than uploading copies to multiple different websites and recruiter portals, and potentially losing track of who had what and where.

data watertight? Mobile phones, tablets, laptops and mobile payment machines are just as important to many plumbers and gasfitters as plungers, pipe cutters and spanners. Mobile devices can make life easier, but have you ever thought about just how much data they store?

Aside from inconvenience, reputational damage, financial losses, loss of business and embarrassment, you could face some serious penalties.” In February, new mandatory data breach legislation came into effect. Under the new requirements any business covered under the Privacy Act needs to notify the Australian Information Officer and individuals likely to be at risk of serious harm of any data breach. Fail to comply with the requirements and you could face a fine of up to $360,000 for individuals or $1.8 million for organisations. Whether your business is subject to the new requirements or not, data breaches are becoming more common. And it’s not just the big boys who are at risk. “While high-profile cyberattacks make the headlines, thousands of people get caught up in cyber incidents every day,” Ryan said. “Just think about it – it’s going to be much harder for a hacker to wreak havoc on Apple’s system than it would be to breach a local plumber’s iPhone. And the fact is, SMEs are prime targets for hackers, simply because they usually don’t have the same sort of security around their systems that big companies do.” So whether you are a sole trader, in partnership, a small business or a major player – you need to make sure the personal data you hold is watertight.

Here are a few tips: • understand privacy basics and your obligations (such as collecting data, storing and disposing of it) • know what cyber risks exist and how to recognise them (like phishing emails and scams) • never share data with third parties • use strong passwords on all devices • install and update security software • secure your Wi-Fi networks • encrypt all data including that stored in the cloud • lock all devices and store them securely (not in your vehicle) Data breaches are leaks you really don’t want to be trying to plug. COMPANY FINED $100,000 FOR UNDERPAYING WORKER By REBECCA CUTLER ~Industrial Relations Manager

A Victorian plumbing company was fined after being found guilty of underpaying an employee $26,882.

T

he company was paying the 20-year-old worker as a second-year apprentice despite not signing the employee up to a formal apprenticeship agreement. In December 2017, Judge Grant Riethmuller of the Federal Circuit Court handed down his decision in respect to the case of Fair Work Ombudsman v Pulis Plumbing Pty Ltd. The employee was originally engaged as a second year apprentice plumber on probation, however the plumbing company failed to lodge an apprenticeship agreement. The employee was paid the apprentice rate of just $12.18 per hour instead of the hourly labourer rate of $37.08 for ordinary hours and up to $74.16 an hour for overtime, as required by the company’s Enterprise Bargaining Agreement. The Fair Work Ombudsman had previously warned the plumbing company that labourer rates had to be paid unless an apprenticeship arrangement was formally registered. In addition to the underpayment of hourly rate, the employee was not paid for meal and travel allowances, or leave and termination entitlements. When the employee asked his boss when he would be paid his wages, he was told: “Seriously, f**k off. When I’m ready.” The employee was back-paid only after the Fair Work Ombudsman commenced legal action. The plumbing company never signed the apprenticeship documentation and the employee never received the time credited against his apprenticeship training requirements. The plumbing company had also failed to comply with a Notice to Produce Records issued by a Fair Work Inspector and had breached record-keeping and payslip laws.

In handing down his judgment, Judge Riethmuller described the case as one involving: “… an outrageous exploitation of a young person. The conduct is worse than simply underpaying an employee who has had difficulty obtaining work elsewhere, as the respondents also held out the lure of an apprenticeship to this young man: a particularly significant career and life goal for a young person who is not academically inclined. The amount of the underpayment, in comparison to the payments actually made, is significant.” What is accessorial liability? Under section 550 of the Fair Work Act 2009, a person who is involved in a contravention of the Act is held responsible for that contravention. A person is involved in a contravention if they: • have aided, abetted, counselled or procured the contravention; or ­• have induced the contravention, whether by threats or promises or otherwise; or ­• have been in any way, by act or omission, directly or indirectly, knowingly concerned in or party to the contravention; or ­• have conspired with others to effect the contravention.

What does this mean for individuals? Anyone who is found to be involved in a contravention of the Act can be personally liable for compensating employees and paying penalties imposed by the court. This provision can be used to hold company directors personally accountable for the actions of their companies. This effectively means that liquidating a company is no guarantee of avoiding the consequences of non-compliance with the Act. Section 550 can extend to anyone involved in a contravention.This can include human resources and payroll officers, line managers, accountants and advisors. Rheem continues to back Shell V-Power Racing Team

heem Manufacturing has announced renewal of its partnership with DJR Team Penske for the 2018 Virgin Australia Supercars Championship Series season. After an outstanding Supercars 2017 season that featured 15 race wins, an unprecedented 20 pole positions and the Teams’ Championship, the Shell V-Power Racing Team will again be a force in 2018. The No. 12 and No.17 Shell V-Power Fords will prominently display the Rheem logo on their rear quarter panels for all 16 rounds of the 2018 Championship. Hats off to new Camry Any preconceived ideas about Toyota’s Camry will be shaken to the core with a powerful, sporty new range providing considerable excitement, as SIMON SHEPHERDSON discovered.

I

’LL come clean up front and admit I was wrong. When Toyota said they were giving me a Camry to test, my first thoughts went to my grandparents. They drove a Camry in their golden years. It was well suited to their demographic. I wasn’t the only one with such preconceptions. When I mentioned to my wife what was coming she suggested I might look good in a hat and driving gloves. But when I received the call to say

the new model was waiting for me in the car park, I couldn’t find it at first and immediately thought it had been stolen by an old person. You don’t need to lock up your keys and hats though because fortunately I was wrong and there is no old man car thief on the loose. The reason I couldn’t find it was because I didn’t know what I was looking for. The fact is that far from requiring a hat or crocheted rug on the back seat, the eighth generation Camry range, the first

to be fully imported from Japan after the factory closure in Melbourne, has been sexed up. A lot. In fact, just to prove how different it is from the models of old that might once have graced driveways of retirement villas, the rumour is the new Camry is being snapped up by emergency services for its ability to go like the clappers. So I put my hat and gloves away and took to the road feeling young and powerful. Well the car felt powerful and I


exceptional on-road dynamics thanks to the lower centre of gravity and greater torsional rigidity. As Julia Roberts said in Pretty Woman, “This baby must corner like it’s on rails.” I’ve never actually figured out how something on rails can go round a corner, nor do I know many lines from Pretty Woman off by heart, but the test V6 model certainly handled well on the curves. And the straights and the hairpin bends and every conceivable angle and arc I could find for that matter. There are three power trains, including the powerful V6 Petrol, the V4 Petrol and the Hybrid Electric. Toyota predicts the Hybrid will gain significant traction as people continue to seek cleaner, more efficient driving options. And with fuel economy as low as 4.2 litres/100km, it’s certainly going to attract some attention. A total of nine variants across the range ensures plenty of choice – and in many cases the price points are lower than predecessor models.

It’s part of what’s termed Toyota’s New Global Architecture or “TNGA”, a new way of designing, engineering and packaging the Toyota range. And Toyota’s greatest minds are working their way through the fleet. As the first sedan to be given the full TNGA treatment, the Camry features a more aesthetic profile with a lower roof and bonnet, enhanced driving comfort and

I was playing with the SX, Camry’s sporty variant of the V6, which features front ventilated leather-accent sport seats with power adjustment. It was like slipping into a comfy lounge chair but with a heap of opportunity to tweak in directions you wouldn’t consider necessary until you try them. I played with the intuitive seat controls for longer than others may have deemed necessary just because I could. And each time I raised, lowered, pushed and pulled, the level of comfort just seemed to improve.

I had to stop because I was starting to attract sideways looks from passers by. Needless to say, Toyota’s assertion that the new range has driver comfort in mind gets a big tick of approval. The comfort and convenience extends to more than just a good seat too. The steering column also provides tilt and telescopic adjustment so when the seat is just right, the driver can bring the wheel to the perfect position. There’s a cockpit feel with everything being sleek, soft-touch and within easy reach of the driving position without feeling in the least bit cramped. The instruments are all readily visible and Toyota has moved the cruise control to the steering wheel, doing away with the previous stick controls, which allows the driver to keep two hands planted firmly on the wheel if you have any level of dexterity in your thumb. The lower bonnet provides very good forward visibility. Despite being close to the ground it almost feels like you’re in a bigger MASTER PLUMBER | AUTUMN 2018

SUV thanks to the broad field of vision. The 3.5L direct shift eight-speed auto in the V6 understandably packs some punch. There’s great pickup through the lower gears – actually through all the gears. That would make it very easy to speed except that the onboard computer keeps wayward drivers in check with timely reminders to “please obey all traffic regulations” if the speedo climbs beyond what the GPS knows to be the current speed limit. It’s not so much back-seat driver style – the prompt only comes once as you exceed the limit – but it’s useful when the temptation is to see what this baby can do.

There were also helpful prompts to ease up when the car was nearing a school zone, as well as red light and fixed position speed camera warnings. Despite its capability of flouting the limits and getting up to speed and beyond in seconds, even the SX V6 records a very respectable average consumption of around 8.6L/100km. Safety has understandably continued to improve in the move to the new models. A lot of weighty components were moved to lower the centre of gravity, while redesigned MacPherson strut front suspension is focused on improved grip and stability. Larger front and rear brake rotors are included across the range, while a brake-hold function maintains the brake fluid pressure without the driver having to keep a foot on the pedal or apply the electric handbrake. The full range includes a pre-collision safety system, autonomous emergency braking and lane departure alert with steering assist. It works too – I tried multiple times, again drawing concerned looks from passers by as I veered from one lane to the other (all in a perfectly controlled, safety-first manner of course).There’s also a sway warning system.

Toyota is quick to point out that these safety features are simply to assist drivers and not to be used as replacements for safe driving. It’s a fair point, but anyone who has been faced with enough long-distance driving will be well aware of the ease with which a driver can become inattentive or fatigued. The sorts of safety features that are increasingly appearing across much of the Toyota range certainly have the potential to keep drivers more alert. The SL also includes blind-spot monitor and rear cross-traffic alert. To cap it off, all models are equipped with seven airbags. Pricing starts at a very respectable $27,690 for the Ascent Petrol 4 Cylinder Auto, ranging up to $43,990 for the top-ofthe-range V6 SL. ROAD TRIP: northern membership tour Business Development Manager Brett Peake has been on the road throughout March and April, meeting members and getting under the hood of the plumbing industry in the north of the State.

O

VER the past month, I’ve been doing a lot of driving, meeting members, a little more driving and gaining a better understanding of plumbers and the industry in regional WA. I kicked off my tour of the north of the State on 16 March, heading up the inland road. For the first few nights, I chose to take some time out in the swag, gazing at the stars, miles away from the hustle and bustle of the city I’d left behind. But the first stop was Newman and it was down to business, followed by a lengthy drive to the top end and my first Toolbox Session in Kununurra. The turnout was excellent and the discussion was even better, with a great bunch of local plumbers and suppliers showing a whole lot of interest in the future of the State’s plumbing industry. After spotting a croc or two, it was time to start the slow trek back south. I met with plumbers in Halls Creek, Fitzroy Crossing and Derby, before hosting the second Toolbox Session in Broome. I then touched based with members in Port Hedland, Karratha and Exmouth, before kicking on to Carnarvon and finishing up with the last stop and the final Toolbox Session in Geraldton. It has been a fun and enlightening month on the road and I have certainly met some incredible people who have a lot of passion for the industry. Now it’s back to the bright lights and big city to clean off some of the red dust, recharge the batteries and catch up on some office work before my tour continues to the rest of regional WA over the coming months.
