Looking ahead Aiming at complete change, the Indian Railways has drawn up an ambitious roadmap. Here are the expected outcomes by 2018-19

T

he Indian railways will undergo a paradigm change with the introduction of faster trains, modern stations and skilled staff. As per the White Paper presented by the Railway Minister, Suresh Prabhu, earlier this year, the focus would be on the need for continued investments and resources for development. With an aim to change the face of the Railways in the next five years, the areas that have been marked as the ones needing “urgent attention� are: cleanliness, punctuality of services, safety,

terminal quality, capacity of trains, food quality, passenger security and ease of booking tickets. Also, the Indian Railways will undertake measures to ensure delivery of safe and punctual services and increase average speed by 50 per cent and load to 1.5 billion tonnes by 2020. The Railways also wants to source at least 10 per cent of its total energy consumption from renewable energy by 2020. The plan is to come up with a solar policy for procuring 1000 megawatt solar power in the next five years.

ndian Railways is reaching out to its passengers on social media in a big way. With Hon’ble Prime Minister Shri Narendra Modi and the Railways Minister, Shri Suresh Prabhu taking interest in directly connecting with people, the Indian Railways is working round the clock to address passengers’ grievances through social media.

RailMinIndia, Indian Railways’ handle on social platforms — ­ Twitter and Facebook — has gained immense popularity post the minister’s involvement and boasts of 6 lakh followers on each. The numbers are consistently growing. Several stories of Railways touching the lives of people post the social connect are doing rounds and have won public appreciation. For instance: On December 10, Satyendra Yadav found himself stuck on a train for hours somewhere along the Allahabad and Fatehpur stretch with his 18-monthold baby owing to fog. He tweeted to the Union Minister, asking for help. The minister tweeted back, asking for his mobile number and assured help. By the

time the train reached Fatehpur station, a team from the railways was waiting for them with milk for the baby. In another incident, on November 26, Namrata Mahajan, tweeted on the official Railways Ministry handle, complaining of harassment by a fellow male passenger. She was travelling alone. A senior officer noticed the tweet and immediately got into action. He alerted the RPF jawans after getting her PNR details and help was available for her at the next station. In yet another case, Pankaj Jain, used Twitter to seek help for his invalid father. He asked the Railway Minister if their three minute train halt could be stretched by a bit so that his father could comfortably alight. To Jain’s surprise, not only did the train stop for 10 minutes, the station master, along with the staff, was there at the platform to help them. In another incident, students from Asian School, Dehradun, tweeted to the minister, asking for food since their train had been delayed by more than seven hours due to heavy fog and there was no pantry car on the train. The tweet was sent out at 7 pm and by 9 pm railway officials had arranged food for the group. The reaction of Twitter users to the initiatives taken by the Indian Railways has been overwhelming. This was best expressed by Twitter user Santosh V Karmath, who tweeted: “This is #AccheDin where a common man is treated like a VIP”.

I

n its bid to save environment, Northern Railway has been undertaking several green initiatives. In tune with the motto of 'Reduce, Reuse and Recycle', the use of solar power as a near-consistent and reliable source of energy has been a considered decision by the Indian Railways. The use of solar energy is envisaged to cut diesel consumption on trains and meet hotel

load requirements at station premises and railway buildings, at the same time. Consistent approach In keeping with its objective to adopt more eco-friendly measures and strengthen the mechanism to cater to energy demands, Northern Railway installed a 25 kb power Solar Energy Panel at Gurgaon station in collaboration with RITES.

The initiative was backed with installation of solar power panels at Bahadurgarh railway station, Diwana (near Panipat), Divisional Control Building in DRM office, New Delhi, Delhi Cantt., Sahibabad and with concomitant measures like installation of solar geysers at Northern Railway Central Hospital. New addition One of the most significant achievements among green initiatives this year was the installation of the 1 Mega-watt solar power plant at Katra. While inaugurating the Udhampur-Katra line on July 4, 2014, Prime Minister Narendra Modi directed the authorities to set up a solar power plant at Shri Mata Vaishno Devi Katra Railway Station as green energy initiative under National Solar Mission. Accordingly, the first ever largest solar power plant in Indian Railways, having capacity of 1 MWp was commissioned. The 1 MWp Solar Power plant consists of 300 KWp installed on platform number 2/3 of the station, 550 KWp on platform 1, 100 KWp

on rooftop of the station building and 50 KWp on pathway shelter. String Inverters of 50 KW capacity each convert DC power generated by Solar Panels to 415 volts AC power. The output from these Inverters goes to LT Panels which acts as a combiner box and parallel all the inverters connected to it. The output is connected to HT panel at Substations. The feedback from various inverters and faults, if any, can be viewed at SCADA system which is installed at 1250 substation. The 1 MWp Solar Power Plant here has the capacity to produce approximately 5000 Units (KWH) per day under fair weather conditions. The connected load of the station including domestic area is 4603 KW. The sanctioned load of the station is 2000 KW whereas the maximum demand is 365 KW. The payback period for the Katra solar power plant is estimated to be eight to nine years, with the saving per year being around `1 crore on the basis of its capacity to generate electrical energy of approximately 14, 45,000 units per year. www.railbandhu.in

Solar Power Does not produce any pollutant and is one of the cleanest source of energy. It is a renewable source of energy, requires low maintenance and is easy to install. The earth gets 174 Petawatts of incoming solar radiation in the upper atmosphere. About 30% is reflected back to space and the rest is absorbed by oceans, clouds and land masses. Solar energy can also be used for making potable, brackish or saline water. Without using electricity or chemicals, waste water can also be treated with the help of solar power. Continuing with the efforts towards environment protection, the Indian Railways are also focussing on conserving energy

he Indian Railways has decided that all new diesel locomotives will be fitted with auxiliary units. This would entail a saving of `20 lakh per loco per annum. Retro fitment of existing locos is also planned. This is only one of the many plans that the ministry is adopting for the cause of environment. The other initiatives include: • Specific energy consumption – 17 per cent improvement achieved in the last five years. As per BEE assessment, an improvement of 3.3 per cent over the previous year. • Signing of MoUs with MoP/MNRE/BEE • Started procuring power through Open Access, 5 MW power in NCR (from DVC), started from March 2015 – savings of about `70 crore achieved from April to August. • Maharashtra state regulator revised the electricity tariff, saving about `30 crore. • Madhya Pradesh DISCOMs reduced tariff by about `0.30 per unit, saving about `15 crore.

ailway Women’s Welfare Central Organisation (RWWCO) is a voluntary organisation that aims at the holistic development and well-being of railwaymen and their families. It as an apex body of a network of similar Railway Women’s Welfare Organisations at Zonal and Divisional levels,

along with Railway Production Units all over the country. RWWCO has been in existence for more than 50 years. Apart from providing the much-needed help in the official welfare initiatives of the Indian Railways for its 1.4 million workforce, RWWCO also extends need-based support to people outside the Railways by reaching out to them in times of distress.

MoU signed for Railway Chair on Sustainable Mobility at TERI University Borivali station gets a new foot over-bridge, escalator The Minister of Railways, Shri Suresh Prabhu, inaugurated a new foot overbridge and an escalator at a function held at Borivali railway station in November. He also performed bhoomi poojan (ceremony) for the proposed deck at the station. Smt. Vidya Thakur, Minister of State for Women and Child Development and Food and Shri G. C. Agrawal, General Manager, Western Railways were also present

at the event. This would make Borivali station the first ever station in Mumbai to have “Double Discharge” escalator and staircase for easy and quick dispersal of passengers. The proposed deck cum cover over Platform No.1 spanning 10.5m in width and 305m in length will soon be undertaken. Construction of this deck will interconnect all 5 FOBs and the skywalk at three locations.

Increase in the minimum chargeable fare for non suburban services Effective from November 20, Indian Railways has decided to increase the minimum chargeable fare from `5 to `10 to bring it at par with the Platform ticket charges. To begin with, this will be applicable only to Second class Non-suburban services only. It is hoped that this step will help in bringing down the rush on the platforms to manageable levels.

A Railway Chair on Sustainable Mobility is being set up at TERI University, New Delhi. An MoU in this regard was signed on November 23 in the presence of the Minister of Railways, Shri Suresh Prabhu. The Chair would focus and promote research on issues of sustainable mobility, use of energy efficient technology and green energy initiatives by the Railways and would facilitate research into finding innovative solutions to these issues that are extremely important in today’s environment. Signatories to the MoU are Shri Rajiv Seth, Vice-Chancellor, TERI University and Shri Manoj Pandey, ED, Training and Man Power, Planning, Ministry of Railways. Shri Pradeep Kumar, Member Staff, Railway Board was among those present on the occasion.

Seminar on Climate Change Initiatives of Indian Railways The Indian Railways has started their CoP–21 campaign regarding their role and initiatives for reducing carbon footprint by India. Being a big player in the transport industry and the most energy-efficient form of mass transportation, the Railways will play an important role in fulfilling the country’s commitment to reduction in emission of green house gases. As a part of their campaign, Ministry of Railways conducted a seminar on November 10, which was attended by senior officials of the Ministry and its PSUs. Apart from discussing the strategies for increasing the model share of rail transport as envisaged in the INDCs, other ‘Climate Change’ topics like energy efficiency in industries, sustainable habitation including green buildings were also discussed. Presentations were made by experts in the field of Bureau of Energy Efficiency, Indian Green Building Congress of CII and TERI. Many of these subjects can lead to new policy initiatives and actions in IR in the coming days. The seminar was chaired by Shri A.K. Mital, Chairman, Railway Board and conducted by Shri K. Swaminathan, Advisor.

Indian Railways have taken another step in line with “Make in India” initiative of Govt. of India by signing the Assured Off Take Agreements (AOT) with SAIL-RITES Bengal Wagon Industry Pvt. Ltd. (SRBWIPL) for manufacturing and rehabilitation of wagons at Kulti, West Bengal. The Minister of Railways, Shri Suresh Prabhu was the Chief Guest at the agreement-signing ceremony. The signing has paved the way of commencement of the production of stainless steel wagons at the factory. The Union Minister of Steel and Mines, Shri Narendra Singh Tomar, was also present on the occasion. Speaking at the occasion, the Minister of Railways said that this agreement was a very significant landmark for both the Ministry of Railways and the Ministry of Steel. Two major PSUs of Central Government, namely RITES of Ministry of Railways and SAIL of Ministry of Steel have come together to set up a joint venture which is a `2500 crore “Make in India” initiative. He hoped that the factory will manufacture most modern wagons which are required for expansion of Indian Railways and will emerge as a Centre of Excellence for development and manufacture of special purpose wagons for domestic and international market. Union Minister of Steel and Mines said that ‘rail’ and SAIL are both very important pillars of country’s economy. The partnership between the two will be very useful for the nation and it will benefit both.

Railways starts procuring cheaper power In a significant move to reduce Railways energy bill, Indian Railways has started procuring 300 MW power from Ratnagiri Gas Power Ltd. (a government-owned gas-based power plant in Maharashtra) for its traction power needs in the region. This is for the first time that the Railways are drawing power under open access as distribution licensees in any state. This electric power is almost `4 per units cheaper in comparison to the present tariff www.railbandhu.in

The procurement of power from Ratnagiri Gas Power Ltd. will give a saving of about `600 crore annually for Central and Western Railways, both railway zones with headquarters in Mumbai. Developments and approvals The Cabinet Committee on Economic Affairs, chaired by Hon'ble Prime Minister Shri Narendra Modi, has given its approval for:

Revised cost estimate for construction of rail-cum-road bridge across river Ganga at Munger amounting to `2,774 crore with the Railways’ share as `1,247 crore and Ministry of Road Transport and Highways share as `1,527 crore with a provision that the cost of land for road approaches may increase in future as the government of Bihar has not yet initiated acquisition proceedings for the same. The railway line part of this project is likely to be completed during the current financial year. Munger, Khagaria, Saharsa and Bhagalpur districts of Bihar will be benefitted through this project. This bridge would also produce an additional connectivity to the North-Eastern States.

Doubling of Koraput-Singapur Road Railway line of 164.56 km with a completion cost of `2,361.74 crore. Doubling of this line will greatly ease the ever-increasing freight traffic between these sections, thereby increasing the revenue of the Railways. The project is likely to be completed in the next seven years, during the 12th and 13th Plan period. Koraput and Rayagada districts of Odisha will benefit through this project.Â

Doubling of Jagdalpur-Koraput Railway line of 110.22 km with a completion cost of `1,839.02 crore. Once the project is completed, not only the ever-increasing freight traffic between these sections will be reduced but will also increase the revenue. This project is also likely to be completed in the next seven years during 12th and 13th Plan period. 3rd and 4th lines between Budhapank and Salegaon via Rajathgarh Railway Line of 85 km each with a cost of `1,172.92 crore. The project is likely to be completed in the next three years during 12th and 13th Plan period. Angul, Dhenkanal and Cuttack districts of Odisha will enjoy the benefits. Budhapank junction is located on Sambalpur-Angul-Cuttack section and Salegaon on Angul-Nergundi section and the existing line is catering to the originating traffic from Mahanadi coal fields to the Paradip and Vishakhapatnam ports and siding traffic originating from/to the several power plants and other coal based industries in the area.

Doubling of Kottavalasa-Koraput Railway line of 189.278 km with a completion cost of `2,977.64 crore. With an aim to increase the revenue, the double line will also help ease the freight traffic between these sections. The project is likely to be completed in the next seven years. Koraput district of Odisha, Vizianagaram and Vishakaphatnam districts of Andhra Pradesh will gain.

A

s a child, I saw rail journeys as an announcement of an impending carnival or holidays with family, aunts and uncles, cousins and neighbours. And, therefore, these were as much awaited as the holidays themselves. Sometimes, even more. The most interesting part of any train journey was the 40 | Rail Bandhu - December 2015

changing landscape and the arrival of various hawkers. I would insist on buying from each one. It was sheer joy. Also, climbing up and down the train berths gave me a big high. I loved watching over everyone from the top seat. And then, we looked forward to the station halts as each offered a variety of

Romance is always a big possibility on a train journey, whether one is travelling alone or with a partner food. Aloo Puri of the Kharagpur station was too good to be missed. Though not as many, I do take train journeys even now, just to revoke the nostalgia. Especially when travelling to Varanasi. I have a spiritual connect with the sacred city and feel that when going to a place as special as this, the journey must be undertaken in a correct fashion, rather than just landing there. As an artist, travelling by train is a charm in itself. People ­­make for a veritable landscape, even those inside the compartment. One gets to see and meet so many kinds of people, with different eccentricities, habits and countenances. I carry my sketch book with me at all times. It is so entertaining that one loses the sense of time altogether. My one most memorable train journey was in 1981, when I travelled alone to Varanasi. A Scouts and Guides group was also travelling in the same compartment. I was amazed by the way they performed theatre, sang songs, made caricatures, had mimicking sessions, held prayers and chatted incessantly. It was difficult to stay aloof. So, I joined them and enjoyed the rest of the journey thoroughly. This experience was completely different from all the journeys that I had undertaken before. The most important lesson learnt on this trip was the importance of sharing and discipline. Romance is always a big possibility on a train journey, whether one is travelling alone or

with a partner. This romance is completely different and cannot be compared to any other, as one shares the intimacy of the same roof, changing landscape, endless free time, food and discovering each other. As for my dream journey, I would like to travel to Kochi by train. I have never been to Kochi before and the destination has been on my list for some time. It being a long journey, I can imagine myself rediscovering a whole lot of my childhood and youth through it. Mere thought brings a smile on my face. Rail Bandhu - December 2015 | 41

1090 - Women Power Line In Uttar Pradesh, safety of women is not merely a slogan, in fact, it has become a reality. The CM, along with the police department of Uttar Pradesh, is determined to develop the state as a safe place for women. In this regard, the UP police has started a dedicated service, Women Power Line 1090, to deal with women-related crimes. Women and teen girls are benefitting from the Women Power Line (WPL) service. The 24x7 Women Power Line is an efficient service to provide immediate help to women at the time of emergency. Earlier, women used to hesitate to speak about violence and humiliation they face, which resulted in the increasing rate of crime against women in society. After the launch of WPL service, many women have bravely protested against various crimes and have even filed complaints against the accused. Women constables

have been given the job to attend the WPL call. They patiently listen to the problems of the victim and counsel them in a friendly manner. Women and girls do not hesitate to share their problems with the female constable. Fruitful Result During last three years, 1090 number has become a safeguard for more than 4 lakh women. According to official figures, from November 15, 2012 to August 31, 2015, the police has helped more than 3,88,658 women. A total of 3,97,646 complaints were registered during this period and only 8,988 complaints remain unsolved. Thus, the ratio of success is almost 98% (In the virtual sphere, it marked a success rate of 97.74%). Uttar Pradesh is India's most populous state (around 20 crore people). Women face sexual harassment and eve-teasing almost everywhere, whether they are in public places, in offices or even on social networking sites. In this regard, around 8,228 complaints were registered and for cyber stalking around 6,933 complaints were registered. For domestic violence, 3,129 women registered their complaints.

Aiming Good Women Power Line has volunteers known as 'Power Angels'. Their job is to protect the girls and women from eve-teasing and harassment. WPL is providing training to school and college girls to strengthen them against eve-teasing, encouraging them to register complaints against the crimes and at the same time assuring them that they needn't be afraid from doing so. Women and girls can also lodge a complaint against any unsocial behaviour exhibited in their surroundings immediately. Since most Indian women do not want to be involved in the police case, the WPL system never calls the victim to the police station. The complaints can be registered through phone calls, text messages or an online system. To file a complaint, women can dial 1090 number or send a message to the WhatsApp number 9454401090 of the Women Power Line. The members of the WPL remain in touch with the victim until the case is completely resolved. One can also register a complaint online by logging onto the website: www.1090up.in. Smartphone users can lodge their complaint through the 'Shakti 1090' app. The victim can record an audio or video clip and send it to the police control room. The Shakti app is designed to enhance the safety of the women in the state. This app is one of the fastest and simplest ways to contact the police department during emergencies. WPL system is also connected to Google maps, so the police can easily track the location from where the victim is reporting. The service has more than 1,00,000 happy clients, and such arrangements must be further nurtured. The efforts taken by Women Power Line are quite efficient in providing the security and ease. Thermal Power Adequate power generation and proper distribution of electricity to all parts of the state throughout the year is an ambitious target that is being met in a planned

and phased manner. The objective is to put the state's power woes behind and provide 20- to 24-hour power supply in urban areas and 16-hour power supply to rural areas by October 2016. The problems that need to be tackled are inadequate power generation, problems in transmission, distribution, power shortage and erratic power supply. The state government has initiated several long-term measures in the field of power generation, transmission and distribution. Far-reaching measures have also been initiated for proper maintenance of power sub-stations, transformers and lines, especially during the summer. It is expected that by October 2016, the state will get 4,000 MW electricity from the private sector Bara, Lalitpur and Srinagar power projects, and 1,000 MW from the government sector Anpara-D project. At the tehsil level, construction of 201 new electricity distribution sub-stations of 33/11 KV will be completed. This will bring about a significant improvement in electricity supply situation in tehsils and villages.

Lucknow Metro In one of the most ambitious projects for any city in India, work on the Mass Rapid Transport Service (MRTS) in the state capital, Lucknow, by means of a Metro train started in September 2014. In its


first phase, work is on for a 22-km stretch in Lucknow. To implement the project, a special purpose vehicle (SPV), Lucknow Metro Rail Corporation (LMRC), has been incorporated. The LMRC has the dynamic E Sreedharan of Delhi Metro Rail Corporation (DMRC) as its principal advisor. The total cost of the project is estimated at `6,880 crore. When completed, this will greatly ease the traffic situation in Lucknow. The state government has also proposed to extend the Metro project to other big cities of the state. These include Noida, Ghaziabad, Agra, Kanpur, Meerut and Varanasi.

Agra-Lucknow Expressway The most significant project to be undertaken by the government is a new greenfield expressway between Lucknow and Agra. Work on the 302-km, eightlane expressway is moving at a feverish pace and is likely to be completed by the end of 2016. More than 3,000 acres of land has been acquired for this project, and it is a testimony to the state government’s intent and efficiency that there has been no protest over land acquisition. The `15,000-crore project is so far the longest access-controlled expressway in India to be funded entirely by the state. It passes through Lucknow, Hardoi, Unnao, Kanpur, Auraiya, Kannauj, Etawah, Mainpuri, Firozabad and Agra. The nodal company for this signature project is the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA). The expressway is a shining

example of how infrastructure projects should be taken forward. Lucknow - Balia - 347 kms Expressway is under construction.

IT city The state’s Information Technology Policy, formulated in the past two years, aims at positioning the state as the best destination for the IT industry by providing infrastructure, a simplified business environment and policy changes to facilitate its growth. The state government has accorded top priority status to the development of the IT sector and IT-enabled services. Besides the existing IT hub in Noida, it is planning to set up an IT City in Lucknow and Agra. For the Lucknow IT City, the HCL IT City Lucknow Pvt Ltd has been formed, with the renowned IT brand, HCL, as the developer. Land for this project has been made available by acquiring the former Chak Gajaria farm on Lucknow-Sultanpur road. An investment of `1500 crore is expected to be made in the City, which will provide direct employment to 25,000 people and create 50,000 indirect jobs.

Mega Call Centre In another first project of its kind in the state, the state government has decided to set up a centralised mega call centre project where direct feedback of beneficiaries would be obtained. This call centre will also give information about the important projects being implemented in the state. Work on this unique project has already started and it is expected to be completed by November 2016.

International Cricket Stadium Getting world-class sports infrastructure is among the priorities of the state government. The most significant project in this connection is the construction of the international cricket stadium in Lucknow on a Public-Private Partnership (PPP) model. This 50,000-capacity structure is being set up over 137 acres and will be equipped with the most modern facilities, pavilions, and lighting and seating arrangements. Work is on in full throttle for an international-level swimming pool in Etawah, a velodrome in the Sports College of Lucknow, world-class floodlights in the Lucknow hockey stadium, an astroturf at the hockey grounds in Etawah and Jhansi, and a stadium in Kannauj.

Cycle Track To make cities cycle-friendly, the Uttar Pradesh government has decided to develop the cities of Noida, Greater Noida, Lucknow and Agra as cycle-friendly. The concept of a cycling track would be compulsory for all upcoming housing projects. Every new locality would be connected to a nearby school with a cycle track. A decision has also been taken to construct cycle stands and cycle shelters where people will avail the facilities of ‘cycles on rent’. Cycling will also be promoted in a big way in the tourism sector, especially in places where foreign tourist footfall is sizable. Recently a four-and-a-half-km cycling track, inspired by the Netherlands, has been constructed around the CM's residence in Lucknow. The dedicated four-metre broad lane for cyclists is separate from the footpath and the main road. This track will further extend till Lohia Path. Apart from VIP areas, several parks including Janeshwar Misra Park and Lohia Park have been renovated to make way for cycling tracks.

Dial 100 With 300 communication officers to receive distress calls from all over the state and 200 dispatch officers to rush police help, Uttar Pradesh Police is all set to get the country's largest centralised 'Dial 100' police control call center for the entire state in Lucknow. Slated to be functional by December 2016, the state government has already allotted 7 acres of prime land along Shaheed Path for the call center and the process for procurement of 2,000 four-wheelers and 4,000 two-wheelers have already begun. These vehicles will be deployed across the state in addition to the district police force, to reach the site of any emergency within 20 minutes of the call being made to the police control room. The project is being executed by a sixmember high level committee led by advisor to the state home department and includes Director General of Police (DGP), Additional Director General of Police - Traffic (ADGP) and Inspector General of Police (IGP) Special Task Force (STF) as its key members. Venkat Changavalli is the chief executive officer (CEO) of the 108 Ambulance service in UP which also functions on a similar call center. Utmost care will be taken not to infringe upon the jurisdiction of the district police

after the launch of this service. On the contrary, it will help to strengthen the district police distress response system. Giving a brief sketch of how the call center will operate, a senior police official informs, “Suppose a person dials 100 from a village on the outskirts of Banda district. The call will not be received at Banda district police control room but will land at the call center at Lucknow. Here the dispatch officer will locate the control room vehicle closest to the scene of the incident which will be depicted in real time on a digital map of UP at the control room here and direct the team to the spot. In the meantime, the dispatch officer will also inform the concerned district and the local police station as well." "The Andhra Pradesh and Madhya Pradesh governments have a somewhat similar set up put on a very small scale as compared to what our blue-print for the project is," says IG, STF, Sujeet Pandey. The police communication will work on Radio Over Internet Protocol (RIOP) and hence the communication will be seamless across the state, he briefs. The call center in Lucknow will comprise of a control room, a training cell for the staff and a research and analysis wing. Every call received at the control room will be locked and will continue to display on the monitors till the time it is disposed of by an officer.

Plantation Drive In November 2015, Uttar Pradesh has created a world record by planting 10 lakh saplings in a single day, breaking the previous record of 8.5 lakh plantations a day.The plantation drive was held in the presence of international auditors at all spots across the state following which a certificate by Guinness Book of World Records was issued to the UP government. The Chief Minister of UP, Akhilesh Yadav led the plantation drive at Maudaha in Hamirpur district while similar drives were held all day at nine other places — Sonbhadra, Lalitpur, Mirzapur, Lakhimpur, Farrukhabad, Chitrakoot, Gautambudh Nagar and Shrawasti districts. Saplings of peepal, neem, jamun, pakad, gular, sheesham, kanji, aonla, chilbil and imli were planted. A website ‘upgoesgreen.in’ offered participation certificates to the public and also a chance to click a selfie with the CM. A mobile app for the campaign too was developed. People were encouraged to join the campaign by clicking their selfie while planting a tree and post it on the website. In the past two years, 25.63 lakh tall plants are planted on 4053 hectares of land and 839 green belts developed. Around 0.85 lakh saplings are planted in 1890 hectares of land at 60 places in 53 districts under special plantation drives in 50/100 acres in the year 2013-14. l Under the eco-restoration programme

We cannot do without this iconic image of Mumbai life,” he says.

together to play out their varying roles in Mendes work. “While travelling in a train, looking out from the window is like viewing a kaleidoscope of images. One sees contrasts, similarities, the strange and the unexpected, as well as the ordinary and mundane,” says Mendes, who carries a sketchbook with him on every journey and draws what he sees around him. Here’s sharing with you how this month featured in the glorious history of Indian Railways... Neharika Mathur Sinha

E

ven as the year draws to a close, the Indian Railways keeps up its efforts in establishing landmarks and going from strength to strength. Looking back in history, December holds the biggest landmark. It was in this month that the first steam locomotive in India became operational. The purpose was localised hauling of construction material in Roorkee in Uttarakhand. On December 22, 1851, the steam locomotive, Thomason (named after the engineer who worked on the project), was used to haul the

material for the Solani viaduct. Part of the Ganges Canal Project which was started in 1845, this viaduct spanned the four km-long Solani Valley. The Thomason locomotive was assembled on the spot from parts brought from Calcutta (now Kolkata). It is said to have hauled two wagons at a time, at a speed of approximately 6 km/hr. However, it did not last for very long. About nine months later, it suffered a boiler explosion. It was much later, on April 16, 1853, that the next train was started – a passenger train between Bori Bunder and Thane in Mumbai.

Train trivia From 1989, but prior to December 20, 2010, trains were numbered differently. A system of 4-digit numbers was used for all long-distance passenger trains, while local trains, suburban services, etc., had numbering schemes that varied widely.

The 1st full-scale working railway steam locomotive was built by Richard Trevithick in 1804 PIR PANJAL In 2012, this month was also witness to the proud moment when an Indian Railways train was run through Asia’s second longest tunnel — the Pir Panjal Tunnel in Kashmir Valley. A distance of 11 km was covered in 20 minutes during this trial run. The tunnel connects the Bichleri Valley of Banihal with Qazigund and is India’s longest tunnel. It was formally inaugurated in June 2013 by the then Prime Minister, Dr Manmohan Singh. Its opening in 2012 has provided a useful alternative during winter months when the Jawahar Tunnel and SrinagarJammu highway have to be closed due to heavy snowfall. The distance between Banihal and Qazigund, which is 35 km by road, has been reduced to 17.5 km with

this tunnel. It is the only broad gauge mountain railway link in the country and is part of the 202 km UdhampurSrinagar-Baramulla rail link project. CODES It was in December 2010 that the Indian Railways had to make a landmark change in the identification codes to accommodate their increasing number of trains. The locomotives were earlier identified by a four-digit specialised classification code. This usually comprised three or four letters, followed by a digit identifying the model. The digit would be either assigned chronologically or would be an encoding the power rating of the train. The code could also indicate minor variations in the base www.railbandhu.in

model. On December 20, 2010, this system was changed from four digits to five digits so that the newer trains could also have unique identification codes. Now, each express train is identified by a five-digit number. If the first digit is 1 or 2, it means it is a long-distance express train. When the first digit is 0, it means it is a “special” train. For instance, trains introduced during peak travel season (during the festive months like Diwali and Holi) to handle extra traffic. A passenger train always has 5 as the first digit. The zone that operates the train is indicated in the second digit. The third digit denotes the division within the zone that controls the train and is responsible for its maintenance and cleanliness. W

ith a route length of 57 km and a total of 151.84 km of tunnels, shafts and passages, the Gotthard Base tunnel (GBT) is expected to open in 2016. The main purpose of the GBT is to increase transport capacity across the Alps, especially for freight, notably on the Rotterdam-Basel-Genoa corridor. Another aim is shift freight volumes from road to rail to reduce fatal crashes and environmental damage caused by heavy lorries. To achieve this technical marvel, hundreds of workers braved tropical temperatures and challenging conditions underground for almost 10 years, the construction beginning in 1996. At the time of the first blasting done in 1999, no one could foretell the conditions. Inside the tunnel they measured a high of 45°C, far above the safety limit of 28°C laid down by the Swiss workplace accident insurer. 52 | Rail Bandhu - December 2015

One of the trickiest sections was the notorious Piora syncline, an area rich in dolomite where geologists feared they might encounter an expanse of rock filled with water and under high pressure. This scenario would have spelled the end of the entire project. To the relief of all, tests showed that at the level where the tunnel was going through, the rock was quite dry. To make the tunnel completely watertight, the engineers decided on an “umbrella” approach. The vault of the tunnel was covered with a layer of concrete and a waterproof mantle, which allows the water to flow down inside the walls and be channelled out through pipes placed under the tracks. As they wait for June 2, 2016, the target date for the inauguration, the engineers have already “exported” some of the skills they learned in the Gotthard. For example, the Brenner base tunnel between Austria and Italy has adopted the same double tube system.

Far away, a church was perched on a hillock overlooking the village; lively and lazy at the same time. That evening, I sat by the river with my hosts over elaborate conversations, a fishing net and unlimited feni ­— the local wine. And I did manage to catch a fish. meals I had over the next three days was a discovery in itself. The most interesting being how they blended the spices — with a stone grinder, rolling a round black stone on a flat piece — a traditional and a great way to enhance taste, I was informed. Fresh fish, garden vegetables and homemade spices made for an extravagant fare. Sunday morning, I accompanied the hosts to their weekly mass. Almost the entire village had gathered at the church. Young men in suits and women in flamboyant frocks — so reminiscent of what the films have shown all this while — suddenly seemed real. The church is truly symbolic of togetherness. A holiday with the locals, peek into the culture and the natural beauty — Goa is literally a lot more than just the beaches.

Southern sonata

The Goa State Library in Patto, Panaji, offers a range of rare books in a modern building that will rival the best in many countries. Visits to the Latin Quarter in Fontainhas and the fabulous Fundacao Oriente building are also musts. Often missed but worth a look is the Customs House museum. Be it is a visit to the Sunaparanta Centre for the Arts, the Kala Academy or any other, Panaji’s art and music scene is vibrant and alive.

Away from the oft-visited Braganza house in Chandor are eating treasures such as the majestic Palacio de Deio, where lunch and history come together in a fabulous Portuguese Goan menu; Martins Corner at Betalbatim, where the masala crab is heavenly; Jacky’s, with the most succulent beef patties; and Longuinhos fare in Margao. Visit Goa Chitra Museum, Benaulim/Colva and Big Foot, Loutolim, for Goa’s ethnic past. If you have the patience for a drive, the Betal statue in Loliem, Canacona, is worth a visit.

While this market pretends to be a regular market on the other days of the week, Fridays are a special treat. ow does one celebrate cinema in a town that has no film-viewing culture? A place, where there are no movie theatres and no public avenues to whet one’s appetite for the visual fare except now for the ubiquitous cellphone. In Mcleodganj, they throng the 500-seat auditorium of the Tibetan Institute of Performing Arts (TIPA) to watch offbeat and independent films. Once again, TIPA was the hub of activities in this small hill town populated by Tibetan immigrants and locals. This was the fourth edition of the Dharamshala International Film Festival (DIFF), started in 2012 by filmmaker couple Ritu Sarin and Tenzing Sonam to bring high-quality independent cinema to Dharamshala, encourage

How to reach From Delhi, the nearest broad gauge railhead is Pathankot and the neighbouring small station of Pathankot Cantt (or Chakki Bank). You can take Delhi Sarai Rohilla Udhampur Express that leaves Delhi at 10.15 pm. It is a comfortable overnight journey that takes seven hours to complete. Train buffs can continue on the very slow but pretty narrow gauge Kangra Valley Railway to Kangra, an 18-km journey that easily takes up to six hours and still leaves you 25 km from McLeod Ganj. McLeod Ganj is 88 km from Pathankot and takes about three hours to cover.

Norbulingka Institute: With its ground plan based on the proportions of Avalokitesvara, the 1,000-armed God of compassion, this educational and training institute aims at preserving and promoting Tibetan arts and culture in exile. The eco-friendly complex houses a library, temple, workshop, studio, college, guest house and beautiful gardens. The main attraction of the institute is the Losel Doll Museum, which displays more than 160 miniature dolls in traditional Tibetan costumes. 2. HPCA stadium: With mighty and scenic Dhauladhar as the backdrop, every cricketing action in this colourful stadium looks all the more enticing. Sitting pretty at an altitude of 1,317 m above sea level, with cool breeze sweeping across its stands, the 23,000-capacity venue is also the first in India to use winter rye grass. It is scattered around the field to prevent the grass from drying when temperature falls. 3. Bhagsunag falls: About three km from Dharamshala and a km from Mcleodganj in Bhagsu village, this waterfall houses a temple

dedicated to Lord Shiva. A km-long walk up from the village takes you to the fall, which is much popular with families.

4. Tibetan Institute of Performing Arts : The first institution set up in India by the Tibetan government-in-exile, TIPA is the home of lhamo, a unique folk opera of Tibet. It also preserves other musical, dance and theatrical traditions from Tibet as well as India. 5. Triund: The trekking-types can climb the hill beyond Dharamkot to Triund which offers a superb view of the first peaks of the Himalayas. At 2,875 m, even in summer, the weather at the peak changes swiftly from hot and sunny to stormy. For stay at Triund, Forest Rest House reservations can be made at the Tourist Office in Dharamshala (`500 per night ). There is no running water or electricity in Triund, so a torch is a must. You can hire tents for around `300 a person. As a warm up, try the five-km trek to Guna temple.Â

What was once a storage chest for travellers, pirates and the likes, now serves as a coffee table, a peg table or an accent piece in your home. “The trunk design has entered the fashion world in the last year. inga, the song from December’s big release, Bajirao Mastani brings out an interesting chemistry between its two leading ladies – Priyanka Chopra (who plays Bajirao’s first wife, Kashibai) and Deepika Padukone (who plays Bajirao's second wife, Mastani). In the song, the characters attempt to put to rest any rivalry that may exist between the two and celebrate their love for the man they are committed to, Bajirao. Deepika credits a lot of ease that is reflected in the song to their off-screen friendship. 'Priyanka was the first person I met when I joined the film industry. She was also the first friend I made," she says. 'She was already a star then. Our work may have kept us away, but we never really did grow apart. It is not as though we would call each other every day for a chat or gossip, but whenever

we did get time together, we would take off," she laughs. Priyanka says it has a lot to do with nonfilmi backgrounds they come from. 'We have known each other for years now and our friendship has only strengthened. We have faced similar challenges. She has the discipline of a sportsperson, and I that of an Army-bred. We connected through our shared situations," says Priyanka.

The original choice for the roles of Bajirao and Mastani were Salman Khan and Aishwarya Rai. But they officially broke up and Bhansali couldn’t cast them together. In the first video song that was released, Deewani Mastani, Deepika is shown wearing a stunning attire created by designer Anju Modi. Deepika was trained in Kathak by none other than Pandit Birju Maharaj to bring perfection to her role.

However, despite their friendship they did not get a chance to work together until now.

Baleno’s lights are very bright and ideal for driving in the dark

Maruti Suzuki has dealt its cards in the smartest way possible and with the arrival of the Baleno, the premium hatchback segment will see some serious competition for the sales numbers. Starting with the looks, the boffins at Maruti Suzuki have spent a considerable time in making the Baleno look good. The front fascia is different and better than any other Maruti Suzuki car on the roads. Sure, the headlights might seem to be inspired from the Swift but our top-end test car featured projector lamps and DRLs too.
