WORD FROM THE MAYOR Unprecedented times call for actions that many of us are not commonly used to. However, our actions are essential to what the future of us, or people around us, may look like. Doing your part to keep everyone and yourself safe will go a long way. As of most recently, Governor Gavin Newsom announced the closure of San Bernardino County, and many other counties, to help reduce the risk of the spread and the number of COVID positive test results. Thus, fitness centers, places of worship, malls, and personal care services will be closed; effective immediately. Face coverings are also required in public by order of the California Department of Public Health. Please be sure you are staying safe and healthy. UPDATES NEW: Updates regarding city closures, stockpile and more The following information is provided in addition to the COVID-19 webpage update attached. Temporary Outdoor Business Operations Guidelines
The State has ordered the reclosure of various businesses sectors but has allowed several to remain open for outdoor operations only. To assist businesses in remaining open the City of Rialto has released Temporary Outdoor Operations Guidelines intended to support businesses such as restaurants, hair and nail salons, barbers, fitness gyms, and similar uses that wish to temporarily relocate indoor business operations to the outdoors and create a safe and clean environment for workers and customers in compliance with State COVID-19 Industry Guidance. The process is streamlined for

Personal Protective Equipment (PPE) Distribution and State Stockpile PPE distribution for first responders and healthcare workers has been ongoing from the State. Last week the State began distribution of PPE to schools. On July 22, 2020 Governor Newsom announced that the state will maintain a stockpile of 100 million N-95 respirators and 200 million surgical masks to increase preparedness heading into the fall; and that California will secure an additional 120 million N-95 masks and 300 million more surgical masks for distribution to front-line workers through new bridge contract.

NEW: Updates continued County Compliance with Public Health Monitoring Metrics Update As of today July 23, 2020 the County does not meet the standard for two of the California Public Health Monitoring Metrics: Case Rate and Positivity Rate. The County remains in compliance with the standards for the other three metrics: COVID-19 Positive Hospital Census, ICU Bed
Availability, and Ventilator Availability. Updated information is on the compliance monitoring tab to the COVID-19 Dashboard. Skilled Nursing Facilities Cases Update Rialto Post-Acute remains the only location in Rialto listed by the county on the outbreak tab and Skilled Nursing Facilities (SNFs) tab on the COVID-19 Dashboard. There are now 23 San Bernardino County resident cases at that facility between staff and patients.

Effective July 13, 2020, Governor Gavin Newsom ordered that specific businesses on the county monitoring list must close immediately in order to reduce the spread of COVID-19. This applies to all hair salons, barber shops and personal care services (which includes nail salons, esthetic salons, and electrology offices). Establishments must NOT offer any services (including any outdoor services). For more information, visit this site.

Disaster Loan Assistance Federal Disaster Loans for Businesses, Private Nonprofits, Homeowners, and Renters
Our nation's small businesses are facing an unprecedented economic disruption due to the Coronavirus (COVID-19) outbreak. On Friday, March 27, 2020, the President signed into law the CARES Act, which contains $376 billion in relief for American workers and small businesses. SBA provides lowinterest disaster loans to businesses of all sizes, private nonprofit organizations, homeowners, and renters. SBA disaster loans can be used to repair or replace the following items damaged or destroyed in a declared disaster: real estate, personal property, machinery and equipment, and inventory and business assets.
SBA works with a number of local partners to counsel, mentor, and train small businesses. The SBA has 68 District Offices, as well as support provided by its Resource Partners, such as SCORE offices, Women’s Business Centers, Small Business Development Centers and Veterans Business Outreach Centers.
