A Year of Consolidation I hope everyone had a chance to have a break from work and is now reenergised for the year ahead. 2018 certainly looks very promising for the Canberra market. Property prices in Sydney and other major cities have either stagnated or dropped while Canberra continues to show substantial gains, which can only be good for our industry. Last year was undoubtedly a year for change at the MBA. Like many other businesses we had to do a ‘stocktake’ and reassess our priorities and appraise how we best support our members. What transpired was that some hard-hitting decisions had to be made and now we hope that 2018 will be a year of consolidation. On behalf of the Board I would like to thank all those involved in this transition for their cooperation and understanding. I would also like to thank those staff members, who are no longer working within the industry, for the effort they put into the MBA through the years. To our current and longer-serving staff: You have responded to all our industry needs and are more than capable of responding to future challenges. We believed in these people and they haven’t let us down; for that we thank them. To the new staff; welcome to the team and to the MBA. We hope you are prepared to roll up your sleeves and work to provide the best service to our members. We now have new sets of skills and expertise in all sectors of the organisation and we extend a welcome to all our members to come in and get to know the team. With a new team comes some exciting ideas that we want to put into place during the next year. To do this, we ask for your collaboration and involvement. It doesn’t matter whether you are young or not so young, a long standing or new member,

a newcomer to the industry or someone who has been in construction since the nail was invented, male or female, a large or small business owner, working or retired, we want you to join in and take advantage of the new opportunities. We all have something to convey and we all have something to learn. So please be on the lookout for possibilities that are outlined through the various communication channels and be actively involved in your MBA. Recently I had the pleasure of attending the MBA Apprentice Induction. It was great to see so many new and enthusiastic faces. They all seemed very keen and my discussions with them revealed the sacrifices they were willing to make to learn from the best in the business. Some will travel daily from as far as Yass or from the Braidwood district. Everyone knows just how hard it is to get a teenager out of bed, especially when the start time is 7am so these young people are really showing that they want to be part of our industry. These apprentices will be getting up at the same time as some of their friends are going to sleep. With this dedication and drive the future of the industry is in very good hands. As we move into the new year, our goals and challenges are to deliver on our key policies; to work and collaborate with government and other stakeholders for the benefit of our members and the community; to help deliver on improvement to the industry standards; and build on the MBA brand. Our priority is to enhance the services to our members, in a timely and professional manner, while gathering feedback to assist our direction. The MBA is here to help you and your business. Advocacy Priorities for 2018 With the future pipeline of construction work in Canberra counted in the billions of dollars, there has never been a more important time to check that the Territory has the appropriate regulatory, taxation and safety frameworks in place to capitalise on this unprecedented infrastructure and construction work investment. Since releasing five policy documents in 2014 and 2015, Master Builders ACT has achieved many advocacy priorities for our members: Improved ACT procurement rules, which recognise local industry participation; the appointment of a Local Industry Advocate; the establishment of the Building Regulatory Advisory Council; many Territory Plan amendments, including reforms to solar access rules … the list goes-on. However, there is still much to be achieved. Continued improvement to the industry’s safety record is at the top of the list.

MASTER BUILDERS, LIKE OUR MEMBER COMPANIES, ALL SHARE A COMMITMENT TO IMPROVING SAFETY IN OUR INDUSTRY.

Master Builders, like our member companies, all share a commitment to improving safety in our industry. Master Builders will fully cooperate with government to implement the recommendations of the Getting Home Safely (GHS) Report, and any new recommendations that come from the RMIT review of the GHS Report’s implementation. Master Builders ACT will also ensure our own safety processes are in order to protect our apprentices, students and staff. In January our safety systems were re-accredited under AS/ NZS4801:2001, which should give us all some comfort that our systems are in good shape. With such a significant amount of construction planned in Canberra, improving building quality also has to be a high priority for both industry and government. Master Builders ACT has been calling on the ACT Government to reform its building regulatory system, including security of payment laws, consumer protections, and builders’ licensing system, since before 2010. Time has long past for action on building quality reform. And finally, for Canberra to fully capitalise on the planned investment in infrastructure and construction work, the Territory’s taxation settings must be established appropriately. If property and development taxes are set too high (as is the case with the recent LVC increase on certain residential leases), investment will be driven across the border and away from the ACT. Partnering with government, the community, and allied industry associations, will be critical to achieving these reforms. Any member wanting to contribute to our policy development is encouraged to make contact with the MBA, participate in your Sector Council meetings, or attend the various MBA events planned in 2018. A MESSAGE FROM THE INDUSTRIAL RELATIONS ADVISOR, HAMISH HARRINGTON

An Optimistic Forecast for 2018 The industrial landscape of the building and construction industry is forever in a state of flux. However, there is cause for optimism with Stephen McBurney appointed Commissioner of the ABCC. McBurney brings a wealth of experience to the role. For the last nine years he has worked in the Victorian Government’s Office of the Chief Examiner. The latter part of this was spent as Chief Examiner, a statutory office where he controlled the compulsory examination process involved in tackling organised crime. Given the extensive investigatory and examination powers of the ABCC, it is not hard to see where there may be some crossovers between Mr McBurney’s current and former position. His five-year term will commence on 6 February 2018 when he takes over from Cathy Cato who is currently serving as Acting Commissioner. It has been under Ms Cato’s leadership that the ABCC has released model clauses for use in expressions of interest, tenders and contractual documentation to assist contractors in complying with the 2016 Building Code.

CFMEU-MUA-TCFUA MERGER The prospect of a super-union took a step closer in November last year when members of the Maritime Union of Australia (MUA) and the Textile Clothing and Footwear Union of Australia (TCFUA) voted to amalgamate with the Construction Forestry Mining and Energy Union. However, in order for a date for the merger to be set, the Fair Work Commission (FWC) must be satisfied that there are no criminal proceedings pending against any of the organisations seeking to amalgamate. Master Builders Australia has made submissions highlighting the existence of dozens of proceedings pending against the CFMEU and the MUA seeking pecuniary penalties against these organisations. Given the CFMEU’s history of non-compliance with industrial laws, it would take some considerable effort to reach the point where no such proceedings were pending.

REFORM IN THE ACT At the Territory level, MBA ACT is maintaining a watchful eye on legislative reform likely to arise out of the 2017 Inquiry into the Extent, Nature and Consequence of Insecure Work in the ACT as well as the government’s commitment to pursue a secure local jobs package. It is essential that any reforms likely to be proposed, as this year progresses, consider the impact on an industry that is not only a major contributor to the ACT economy but also one of its largest employers.

Meet Your New MBA Safety Advisor I take this opportunity to say how much I am looking forward to working with the MBA and apply myself to fulfil the new position of Technical Manager – Work Health & Safety, Master Builders ACT. I joined Master Builders ACT in mid-December 2017 and look forward to making a positive contribution.

In my new role with the MBA I will be undertaking all duties relating to safety management as well as delivering a number of WHS training courses.

My role in a nutshell, is to: For the last few years I have worked as a safety manager for medium to large subcontractors in the Canberra construction industry. My main duties included; preparing site safety folders for new construction jobs (site safety plan, safe work method statements, training records, plant and equipment records etc.), induction of new staff and subbies; site inspections, coordinating WHS training, reporting on health and safety issues and statistics; incident investigation, return to work duties for injured workers, liaison with all WHS stakeholders (builder, Worksafe, subcontractors, other trades, staff etc.), and maintenance of the safety management system. Previous to working as a WHS manager I had been employed as safety trainer for various Canberra registered training organisations (RTOs). Courses that I have delivered

ACT Industry Forecast The ACT is a one company town, but the Federal Government is the biggest business in the country, so the recent uptick in spending and hiring is a strong driver of prosperity in the ACT. The last Budget didn’t cut spending, while raising taxes in other areas has meant more money for government programs, and the set of agencies to support these programs.

A number of key economic indicators continued to track above the national average over the past 12 month including; retail sales – helped along by new housing construction and the associated bump to household goods sales, car sales, high small business confidence, and population growth which was second only to Victoria last year. This combination of factor has supported activity across a number of sectors, including new housing construction. As is the case nationally, growth in new housing construction has slowed sharply, dragging down economic growth along with it. Despite the boom in new housing construction in the past couple of years, rents in the ACT are second only to Sydney – yes you heard that right, it’s more expensive to rent in Canberra than in inner city Melbourne. Increases in local government property taxes are not helping here, hitting rents and affordability in the housing sector. Total residential building activity is expected to fall by 1.3% in 2017-18, taking away one of the strongest growth drivers of the ACT economy in recent years. The construction of new houses is expected to suffer most, expected to fall by 11.2%, while the apartments market will provide some offset, with growth of 2.4% estimated for the year ahead. Engineering construction – a perennial underperformer in the ACT – is expected to spike in 2018-19 as major works

on the Capital City Metro project ramps up. Engineering construction activity is expected to grow by 22.4% in 2017-18, with work on transport projects to be around $400 million. The $700 million Capital Metro project is the largest single engineering project ever undertaken by the ACT Government. This project accounts for more than $3 in every $4 of projects planned and under construction in the ACT engineering sector. There is however some speculation that other works are being crowded out, with proposed projects like the new Civic Stadium being pushed back. Non-residential building in 2017-18 is also slated to record one of the strongest years in terms of growth for some time. Supported by a collection of projects, which combined are worth close to $2 billion, the value of non-residential building activity in the ACT over the next 12 months is predicted to be the highest in five years. Non-residential construction work is led by the ongoing development of a business and research precinct between the city centre and the Australian National University, worth $600 million. Meanwhile, work is about to commence on a $132 million expansion of Goodwin Village Farrer, while construction is set to commence on a $300 million expansion at Canberra Casino in the coming months.

Making a Difference to Mental Health OZHELP SUPPORTS THE MENTAL HEALTH OF 34,000 WORKERS EVERY YEAR.

Employers play a crucial role in enabling OzHelp to continue this work, by allowing the organisation to actively engage with their workers. As well as creating a supportive workplace culture, being proactive on workers’ health makes good business sense for employers. Recent PricewaterhouseCoopers (PwC) research shows that Australian businesses lose a collective $10.9 billion annually by neglecting to address mental health in the workplace. However, if appropriate and timely measures are taken, each business can experience a return of $2.30 on average for every $1 invested in initiatives that foster better mental health in the workplace.

OzHelp has a 17-year track record in delivering evidencebased suicide prevention, physical and mental health workplace training and support programs to a wide variety of Australian workforces. Guideline, a highly successful civil engineering organisation, is a strong advocate of OzHelp, and engages their many services because they genuinely value the ongoing health and wellbeing of their workforce. Guideline is an excellent example of the positive impact a practical relationship with OzHelp can have on a company. Welcoming New Members to the Master Builders Association As the peak industry body for building and construction, Master Builders ACT attracts the best in the industry to our membership. We are pleased to introduce these new members to the organisation, and have provided a brief introduction.

COUNTRY 2 CITY METAL ROOFING Country 2 City Metal Roofing are a small family owned and operated local roofing business. Chris is a qualified roof plumber and has been in the metal roofing business for 19 years. Passionate about his business, there is nothing that Chris enjoys more than a good challenge and prides himself on the quality of his work. Cindy is qualified in service coordination and business management, she runs the office for the business while juggling the demands of a busy family, and another job! We work mainly on residential sites and our biggest project to date was the Fairley Childcare Centre in Murrumbateman which was 1600 m2, big job for two blokes!

METALLIC LUX Metal finishes, and pops of metallic paint continue to dominate interior design trends. Incorporating metallic to your kitchen and bathroom can really add a luxury feel. Whether it’s simply strategically selected rose gold gadgets, brass taps or copper accessories, the choice is very exciting. And not everything metallic shines. Available in polished, matte, spun and raw finishes, there is something for every project. “Metallic finishes pair beautifully with any colour palette and can add a contemporary edge to a neutral or monochromatic space. MULTIPLE OVENS Now that we all consider ourselves master chefs, having just one oven could be considered old-fashioned. After all, why cook one dish when you can bake several at once? “Having two or more ovens is a really popular choice, especially for people who are busy and love entertaining,” added Kier.

As the popularity of induction takes hold, here are a few things to remember before making your investment! >> You need induction-friendly pots and pans. How do you know what pots to purchase? The best way to check is to test your cookware with a magnet. Is the magnet drawn to your cookware? This magnetic pull illustrates how induction technology works. The burners are essentially induction coils, these coils generate magnetic fields that induct a warming reaction in the base of the steel or iron pots. In so doing the cookware heats or fries the food rather than the cook top surface like older electric cooktops. >> Do not get too animated with your cooking! If you like to move the sauté pan around a lot, you are out of luck when it comes to induction. The moment the pan leaves the cook top surface, the induction magnetic field is broken, and the cooking stops, so, a wooden spoon is your new best friend, stirring, rather than sautéing. >> You may want to consider a decent strong exhaust product for extraction when considering an induction cook top. Unlike when cooking with a gas cooktop, there can be more water vapour with induction cooking and this requires good airflow. Chocolate Brownie

Pork Fillet

Ingredients

For the crust

125g unsalted butter 125g Lindt dark chocolate 3 free range eggs 330g caster sugar

115g plain flour 35g dark Dutch cacao 1 tsp vanilla extract a generous pinch of sea salt

Method Warm the oven to 160˚C on fan forced function; grease a 20cm by 20cm square cake tin with a knob of butter and line with greaseproof paper. Tuck and force the creases out of the paper so it seals cleanly to the cake tin. Chop the butter into blocks and break the dark chocolate. Place together in an induction-friendly pot, and place on the induction surface at a setting of 1 or 2. This will gently melt the butter and chocolate together. Swirl around periodically or stir with a spatula. In a separate bowl, place the sugar and sift the flour and cacao over the top. Make a well in the centre. Add in a generous pinch of salt. Add the vanilla extract to the melted chocolate and butter. Crack eggs into a separate bowl and whisk lightly. Once butter and chocolate has melted completely and combined, use the spatula to add the chocolate mixture to the eggs, and mix well. Add egg and chocolate mixture into a well in the flour and sugar mixture and fold and combine until just mixed through. Do not over-mix. Spoon mixture into the prepared cake tin and bake in a preheated oven for thirty minutes. Remove from the oven and allow the brownie to cool on a wire rack completely before turning out and cutting. Serve with whipped Chantilly cream and berry compote.

1 cup Panko bread crumbs 2 tbsp olive oil Dijon mustard for coating Salt & pepper

Preparing the pork fillet Clean the fork fillet by trimming the silver skin off with a sharp filleting knife. Season with sea salt and ground pepper. Warm an induction-friendly skillet or heavy-bottomed pan on medium to high heat on the induction cook top. Add a tablespoon of olive oil to the skillet. Sear the pork fillet until golden brown and cooked through, then turn off heat immediately and add two blocks of unsalted butter to the skillet. As the butter foams and froths, use a tablespoon and baste it a few times over the cooked pork loin. Then let the cooked pork loin rest for up to ten minutes in the skillet. Next, to prepare the herb crust: Pick all the herbs from their stalks and place in a bowl. Place herbs, bread crumbs, olive oil and seasoning into a high-powered blender or food processor. Blend until fine and combined. Now use a basting brush and liberally baste the pork loin with Dijon mustard and then coat the loin with a very generous coating of the herb crust. After coating the pork loin, with a very sharp knife, cut it into portion sizes. Serve with a side of oven roasted vegetables and potatoes.

DECORATIVE CONCRETE Concrete is evolving and Australian designers and builders are finding amazing ways to make this essential construction medium a new and exciting feature of construction. Today’s concrete is being coloured, stained, dyed, exposed, ground, polished, recoloured, resurfaced and featured in structures. Specialised aggregates are being introduced to enhance the design and look of concrete and to even improve the functionality of a structure, like glowing aggregates in footpaths for after dark usage. Some ways which concrete is being used as an ascetic element include: Coloured Concrete: This is typically the inclusion of a coloured oxide into pre-mixed concrete at the time of batching to provide a specific colour tone to the concrete. Exposed Concrete: Involves a chemical treatment being applied to concrete surface during installation which retards the very top of the concrete surface. This is then washed away to “expose” the colour and texture of aggregates in the concrete mix. Polished Concrete: A polished look is achieved in a number of ways, and is often handled by specialist contractors. This finished can be achieved in a number of ways including a grind and seal approach,

a burnish finish applied during placement and via a true polishing of the concrete surface. The look of the product is enhanced and individualised through the inclusion of colours and specific aggregate to the concrete. Colour Resurfacing: “Resurf” is mainly used to rejuvenate an existing concrete surface at a fraction of the replacement cost. High strength coloured slurry is sprayed by a hopper gun onto the concrete to create a new durable coloured surface. This method is extremely popular for driveways, but is also finding a market by replacing paving, tiles and other surface finishes in commercial construction and public spaces. Stamped Concrete: “Stamping” a textured finish into the surface of fresh concrete whilst it is still in a plastic state. Mainly used in conjunction with oxide coloured concrete, throw on colour, release agents and stains to create a look of tiles, timber, stones and other designs with concrete. Stencil Concrete: Or Colour Hardener, uses tapes or pre-cut stencils to provide a pattern to the surface of fresh (still wet) concrete. A coloured powder hardener is then thrown onto the surface which reacts with the wet concrete to provide a brick, rock or tile look.

This system is mainly used in the residential housing and renovation market to enhance the look of driveways, paths, balconies and entertaining areas. Introducing New MBA Staff

DAVID KYBURZ - Technical Manager, Residential David commenced work with Master Builders in December. He has come on board as the Technical Manager - Residential. Involved in the building industry since early 1980s David has gained invaluable experience. In 1985 David started work with ACT Government Building Electrical and Plumbing Control (BEPCON). He was responsible for conducting building approvals and inspections for all classifications of buildings as defined by the Building Code of Australia. David spent several years at ACT Planning and Land Authority (ACTPLA) conducting compliance monitoring and enforcement functions. From ACTPLA he gave many years service to ACT Procurement and Capital Works.

RICHARD FLINT – Apprentice Training Manager Richard is a qualified carpenter and joiner. He holds a Residential Building Licence as well as a scaffold licence. Trained in England Richard was exposed to a vast range of projects, including the refurbishment of Windsor Castle. Migrating to Australia in 2007, Richard now calls Canberra home. While working full time as foreman for a local residential building company, Richard worked evenings as a certificate IV trainer, in building with MBA. He consequently joined Master Builders in 2013 as the full time training and assessor manager. In late 2017 Richard stepped into his new role of Apprentice Training Supervisor.

LIZ NAIR – Commercial Director Liz brings a wealth of experience to Master Builders. Her business acumen, people skills and positive work culture is a respected asset. Her previous roles include Manager Business Growth and Development (CIT), and Director Business Tourism and Accounting College (CIT). Liz holds her Graduate Diploma in Management, Certificate IV in TAE, Advanced Diploma of Adult Vocational Education, and AGILE PM foundation accreditation. Well credentialed Liz will enrich the MBA team.

KEN CROFTS – Financial Controller Ken joined MBA ACT in December armed with extensive experience in finance, governance, information-systems and auditing. Previous roles include Financial and Management Accountant for the Asia Pacific headquarters of a UK listed food-manufacturing company; Finance Manager in NSW Public Works and Services, and National Finance Manager for a membership based organisation with 3,000 members. Ken has also worked full time in academia including teaching Accounting and Information Systems subjects in the Charles Sturt University MBA program.

BEN SCANLAN – Trainer Ben joined Master Builders early this year, and is working towards becoming a carpentry trainer. He gained his considerable experience working in residential building, commercial site and project management and as a commercial and residential carpenter. Ben holds his Carpentry trade certificate as well as ACT and NSW Builders Licences.

TRISHA MOORE – Short Courses Training Manager Trisha joined MBA Group Training in February 2017. She was initially an Administrative Assistant (Short Courses) developing her skills to become the Short Course Training Manager in November 2017. Trisha, leads a dedicated team to provide quality customer service by supporting clients from industry to understand the various training services available through MBA Group Training.

MICK KELLY – Technical Manager, WHS Mick joined MBA in mid-December 2017 in the newly created role of Technical Manager – Work Health & Safety. Working as a safety manager for several years with medium to large subcontractors in the Canberra construction industry, Mick has a lot to offer. Mick has also delivered safety courses for various ACT RTOs. The courses included; working at heights, confined spaces, HSR, white card, asbestos awareness, tower rescue, pole top rescue and safe manual handing. As Safety Manager with Master Builders Mick will also deliver a number of WHS training courses.

Q

How do you balance your role as CEO of Manteena with the contributions you afford the MBA?

I’m committed to contributing as best I can to Master Builders both locally and at the national level. Balancing the time with family and work commitments can be a challenge, but not only for me, it’s one I share with the many who volunteer their time to give back to Master Builders and to support our industry. But I’m not making this contribution on my own. I’m supported by my business partners and family and it’s really important to recognise this is a reality if we’re going to attract younger talent onto our committees and boards and encourage more women into our movement’s leadership.

Q

Why you think it’s valuable to have local representation at a national level?

Master Builders Australia stands up for the interests of Master Builder’s members at the national level. With so many issues that are critical to us achieving commercial success being decided by the Federal Parliament it’s critical that we have a national voice. But they can’t do their job without accurate information and feedback about the issues and conditions our local association members are experiencing on the ground. And it’s important to understand that most of those members are actually small businesses, that need the MBA’s support. This input is essential for the National office to effectively develop policy, and lobby the Federal Government on behalf of all members. It’s also important to realise these needs are continually changing as issues arise such as non-conforming cladding products, quality of the built product, achieving real improvements in safety, infrastructure to assist affordability of land (and housing) and industrial relations – just to name a few. In summary, my job on the National Board is to represent the interests of ACT members within the context that the National Board represents its Member Associations, in all States and Territories.

Q

How do you see your position on the Board of MBA ACT?

Put simply, trying to help improve the industry and outcomes for our local ACT members, and thereby the wider community is why I’m involved on the MBA ACT Board. Quality in training is a key focus for MBA ACT and the local team does a fantastic job on producing real outcomes with the apprentices that they train. There is also a sense of ‘community’ when you sit down and work with other likeminded business people who own and run businesses, or manage businesses for others, who are faced with the same issues and concerns on a daily basis. As one of the past presidents of MBA ACT used to put it, “Our industry designs, builds or constructs everything you see and some which you don’t see (underground).” Canberra’s Master Builders build our homes, workplaces, schools and hospitals and the other things that add to our community’s livability such as transport and other civil infrastructure and public institutions and spaces.

What projects does Manteena have in production?

We have a range of exciting projects on the ‘go’ at the moment including national roll-outs of security enhancement projects; refurbishing elements of Parliament House and the façade of the National Library; and we’ve recently completed the Peace Keepers Memorial on Anzac Parade. Manteena has also undertaken work in approximately 27 countries on 68 international projects. We are currently managing the construction of the new Parliament building in Samoa which is very exciting. And of course, we are currently working on a range of projects in the ACT and region including embassies, galleries, schools and some very impressive homes.

Meet our Introducing the MBA Apprentice Trainers of 2018

In late January we welcomed a new cohort of Carpentry and Plumbing Apprentices to the MBA to start their inductions for their apprenticeship training. The first few weeks of a carpentry apprenticeship involves undertaking the theory elements of the qualifications prior to practical applications of the carpentry trade. The training is fully structured to replicate carpentry applications with direct supervision from trainers and supervisors when on site. Students build on their technical skills throughout their first year through intense block training as well as employment on building sites, working alongside industry professionals to enhance their knowledge and practical capabilities.

THE TRAINING IS FULLY STRUCTURED TO REPLICATE CARPENTRY APPLICATIONS WITH DIRECT SUPERVISION FROM TRAINERS AND SUPERVISORS WHEN ON SITE.

MALCOLM BEER Malcolm has been a leading trainer with MBA Group Training for the past 5 and a half years. He was first attracted to the industry as a result of the hands on aspects of the carpentry trade. Malcolm is able to bring a wealth of industry experience to the classroom, from experience in the industry with skills on expertise in renovations and extensions, as well as commercial buildings and new homes Malcolm has been heavily involved in supporting disadvantaged youth and mentoring Australian School Based Apprentices which he finds one of the most rewarding aspects of training. More recently Malcolm has taken on a role in training full-time apprentices where he enjoys the challenge to extend the apprentice thinking and challenge their skill level. Malcolm has trained in excess of 200 apprentices since his career began.

Richard is one of MBA Group Training’s most experienced and proudest trainers. Richard has a wealth of industry experience commencing his trade in the UK as a bench joiner and then continued his onsite experience by working on fit outs for; the QEII cruise ship, Windsor Castle, as well as very expensive shopping outlets in Knightsbridge, London. Richard continued his passion for the industry when arriving in Australia and worked for a well-established builder in Canberra. He was attracted to training as a result of his expertise and passion for the industry and imparting his knowledge onto others. Richard has trained on the Certificate IV Building Construction Building (Class C Builders Licence), as well as all aspects of the Certificate III in Carpentry trade qualification. Richard has recently been appointed to Apprentice Training Manager and brings a wealth of expertise and mentoring skills to the role.

Ben is the newest trainer to join the MBA Group’s Training team. Ben is a qualified carpenter with over 12 years’ experience working as a licensed builder in the ACT and NSW. Ben’s industry skills include experience in commercial fitouts and façade, multi-unit building, custom residential building and site and project management expertise. Ben hopes to share his passion for building and the construction industry at large and provide apprentices with the technical work aspects and skills demonstrating relevance to their trade. Ben is training 45 new first year apprentices in 2018 and is motivated by the desire to see his students grow and learn throughout the apprenticeship journey.

GST on the Sale of Property In the last budget the Government announced plans to change the operation of GST on the sale of new residential premises from 1 July 2018. In response to a small number of companies engaging in ‘phoenixing’ activities, the Government has announced that instead of the seller remitting the GST as part of their normal activity statement process, it will now be the responsibility of the purchaser to remit the GST through settlement. Draft Legislation was released on 6 November 2017 and we are still awaiting final legislation. The changes proposed will have a significant impact on the cashflows of those selling new residential premises as you will no longer receive the GST inclusive amount at settlement. In addition to the timing implications, the legislation will introduce additional compliance burdens. This draft legislation also has major impacts on the operation of the margin scheme (GST method commonly used in building to reduce the overall GST liability of the seller). Under the draft legislation, even where both parties agree to the use of the margin scheme, the purchaser is required to remit the full 1/11th of sale price to the ATO. The seller then, under certain conditions, can apply for a refund of the difference calculated under the margin scheme separately from the BAS process. This too will impact on the timing of receipts and result in additional compliance obligations. KPMG have a deep expertise in partnering with clients to deliver quality tax and accounting outcomes. Changing the Future for Women in the Construction Industry Welcome back to everyone from NAWIC ACT. I’ve stepped up into my new role as President this year, and we have made an enthusiastic start to the year with many new nominations to our Chapter Council, and our first Meeting and Strategic Planning session. As President, I also attended a national meeting in Sydney in February, of all the State Presidents and the NAWIC Board. This year, for the first time, I am pleased to report that NAWIC now operates in all States and Territories, with Tasmania and the Northern Territory having recently opened their own stand-alone Chapters. Our time together focussed on reaffirming the Core Values of NAWIC:

The AIPM and DIA are also partnering on this event, which will be held at Hotel Realm. Our speaker is Nikki Fogden-Moore, The Vitality Coach. We hope to see many of the MBA women in construction join us for this event. >> This year we will also run our popular CEO and Industry Mentor Shadow Program from June/July. This program provides an invaluable opportunity for participants to Shadow an Industry Mentor, and participate in Workshops and reflective practice with them. Building Defect Bonds for High Rise Strata now Compulsory in NSW

Q

DO I CARE?

If you develop or build (or intend at some point to develop or build) residential strata-titled units in NSW that are four storeys or higher, then you care. The regime does not apply to buildings where home warranty insurance was required (ie three storeys or less).

Q

WHAT DOES IT MEAN?

The scheme is designed to give buyers of new units more protection from building defects. The scheme involves three stages: lodgement of a security bond on completion, an inspection regime over approximately 2 years, and a claim by either the owners corporation or the developer for release of the bond at the end of that period. Lodging the building bond The developer must lodge with Fair Trading a bond (cash or approved security) equating to 2% of the contract price for the building work. If the building is part commercial and part residential, the bond is calculated on the part of the contract price that relates to the residential building work. The bond must be lodged before any occupation certificate can be issued. The inspection regime The developer also must appoint a building inspector, to provide two reports: >> An interim report when the building is between 15 – 18 months old, to identify the defects that require rectification. >> A final report when the building is between 21 – 24 months old. The final report is not an opportunity to perform a new audit. It can only report on whether defects identified in the interim report have been rectified. If no defects were identified in the interim report, there does not need to be any further report.

You’ve probably heard some murmurings over the last two years about the building defect bond scheme being implemented in NSW. It’s now finally up and running, applying to building contracts entered into from 1 January 2018.

Accessing the building bond If building defects are identified in the final report, the owners corporation may claim all or part of the bond in order to rectify the remaining defects. The process for claiming the bond is by way of application to Fair Trading. Either the owners corporation or the developer may make an application for release of the building bond after the later of 2 years from completion or 60 days from the final report. Fair Trading will give the other party at least 14 days’ notice that it intends to release the bond, and the other party may seek review of that decision. The owners corporation cannot claim the bond and keep it as compensation without actually doing the rectification work. It must use the bond to rectify defects within a reasonable time, and any excess must be returned to the developer.

DO I NEED TO DO SOMETHING?

This change will impact on developers’ cash flow given the bond will need to be paid before settlement of units. It is also likely to impact on builders who may be used to a 52 week defects liability (and security retention) period, as developers are likely to push this out to match the inspection regime timeframes. Multi Award Winning Building Company with a Big Heart

Canberra’s local, grass roots community services rely heavily on community and corporate support. Karinya House is one such not-for-profit organisation. As the only residential and outreach service specifically for pregnant and parenting women in Canberra and its surrounding regional areas, they have provided more than 5,500 support periods to thousands of women and their families over the past two decades. Their work includes providing supported accommodation, transitional housing and outreach services to vulnerable and at risk pregnant and parenting women and their families who are in crisis. Monarch Building Solutions won a competitive tender to construct a new, purpose-built Karinya House. The new facility consists five buildings used for supported and independent accommodation, plus a dedicated administration facility, including quarters for 24 hour staff accommodation if required. The new Karinya House was handed over in mid-2016 and was awarded a Judges’ Commendation at the 2017 MBA ACT Awards.

During construction Monarch began to appreciate and see the difference Karinya’s new home was going to make to so many. From that, the relationship between builder and client grew, and saw Monarch contribute in ways well beyond their building contract. Some examples include Monarch becoming an official corporate partner of Karinya, staff donating their time for ongoing improvements and minor additions. The most recent contribution has been the creation of Home Starter packs, which are given to mums who are leaving Karinya and beginning a new life of independent living. “We continue to provide support to Karinya House on many levels,” says Joe Pratezina from Monarch Building Solutions, “and the Home Starter Packs are a practical way for us to help young mums.” “I’m so grateful for the whitegoods and I wouldn’t have any of these things without this assistance. Also I wouldn’t have been able to move into my new house as quickly!” Said the Mum receiving the first starter kit
