The Master Builders Fidelity Fund was established in 2002 to protect the interests of builders and home owners in the ACT.

Income received by the Master Builders Fidelity Fund remains in the ACT, and is securely invested, and used for the betterment of the ACT building and construction industry.

The Fund issues Fidelity Certificates which provide protection for new homes or those making substantial changes, if the builder dies, disappears or becomes insolvent. The Certificates protect the owner during construction and for up to five years from the date a Certificate of Occupancy is issued.

Members of Master Builders ACT receive reduced premium rates.

Welcome to 2024. The past year has brought about a lot of change for Master Builders ACT, as you will find out in the following pages.

This edition introduces the new faces in our team, including MBA Group Training’s new Training Director, Cara Schultz. Cara is filling the position left by Jo Whitfield, who we are proud to say is now CEO of the Training Fund Authority.

This edition also features an introduction to the new training team that will be supporting Cara. The team consists of experienced professionals that know Master Builders ACT and understand our strengths and opportunities for growth.

Flicking forward a few pages, you will be reacquainted with the Master Builders ACT Executive Committee, including myself, because we have had some departures and additions in the past six months. All the committee members are volunteers that hold exceptional experience and great passion for building and construction.

Looking at the industry’s up and comers, this edition showcases the winners of the 2023 Master Builders Apprentice Awards, including the 2023 Apprentice of the Year, Jack McCallion.

On page 19 you will be introduced to our newest Life Member, Simon Butt. Despite there having been 99 years since our establishment, there are only 12 Master Builders ACT Life Members. We are excited that our members have awarded Simon the highest honour available to Master Builders ACT members and acknowledge his many contributions to the industry.

Other great contributors to the industry who were recently honoured include Jo Farrell and Peter Henden. We learn about Jo’s journey to being awarded ACT Australian of the Year on page 23. Peter’s accomplishments as the first ever John Haskins AM Memorial Award winner are detailed on page 27. Our heartfelt congratulations to both winners on earning these prestigious awards.

The longevity of our industry depends on the skills and knowledge of the workforce that constructs our city and we require support to achieve this.

Maintaining and Growing a Skilled Workforce

The Federal Government recently announced a strategic review into the Australian apprenticeships incentives system. This is timely, considering the ACT industry’s need for 7,000 more construction workers by November 2026. According to Master Builders Australia forecasts, there were 13,728 people employed in ACT construction at September 2023, accounting for 5.4% of ACT jobs. To reach the housing targets required by our population, it is crucial that these numbers are grown in a manner that ensures skilled and knowledgeable workers are sustaining the workforce.

As you will read about in this edition, training has massive positive impacts on the industry. It enhances safety, pushes innovation and increases opportunities for workers and businesses, especially at times when we cannot undertake regular work. However, it is no easy task. There is often reporting about poor apprentice completion rates. We are proud to say that MBA Group Training defies this trend. Our model of apprentice training includes additional apprentice support provided by our trainers, employers, members and OzHelp. This has lead our training-industry leading completion rates of over 90%.

With Federal and ACT reviews underway, our aim is that all levels of Government provide a high level of quality support. The longevity of our industry depends on the skills and knowledge of the workforce that constructs our city and we require support to achieve this.

To that end, Master Builders also manages the Master Builders Skills Centre Building Fund. The fund was established for the benefit of non-profit organisations for the acquisition, construction or maintenance of buildings for building and construction training. MEET OUR NEW TRAINING DIRECTOR:

Cara Schultz

Master Builders ACT is excited to welcome Cara Schultz as our new Training Director. Cara has made the move from regional NSW to Canberra and, though change can be daunting, she is looking forward to embracing the new experiences that Canberra has to offer.

Cara started working in training in 1997, quickly realising her passion for sharing knowledge and helping others to grow professionally. The opportunity to make a meaningful impact on people’s lives by inspiring them to learn new skills and knowledge drew Cara to training. She said, ‘I love seeing individuals progress and succeed in their chosen industry’.

Cara started working in training in 1997, quickly realising her passion for sharing knowledge and helping others to grow professionally. The opportunity to make a meaningful impact on people’s lives by inspiring them to learn new skills and knowledge drew Cara to training.

Cara comes with a wealth of knowledge from her time leading Boral’s national registered training organisation (RTO), as well as a Bachelor of Vocational Education and Training (VET), and a Master of Business Administration. She has developed and delivered numerous literacy and numeracy programs to building and construction classes with several NSW-based RTOs. Cara’s appreciation for building and construction runs in the family, with one of her sons working as a roofer and the other as a concreter.

One of Cara’s proudest achievements within the VET sector was being chosen to represent the sector on the Australian Skills Quality Authority (ASQA) Stakeholder Liaison Group Committee. ASQA is the national regulator for VET that ensures quality education and training. As an ASQA Stakeholder Liaison Group member, Cara has consulted on changes to ASQA’s Regulatory Strategy, identified guidance and support materials for RTOs to meet their regulatory obligations and built capability for self-assurance, contributing to the design of new regulatory tools. She is adept at identifying needs and strategising then implementing solutions.

Outside work, Cara has always enjoyed waterskiing and riding motorbikes off road. Both hobbies require patience, resilience and perseverance. They ensure extreme focus, problem-solving techniques and the ability to bounce back from setbacks. All of which have been very useful attributes for her roles in the VET sector. The Master Builders ACT team is ecstatic to have Cara on board and is looking forward to working with her to maintain our high-quality services while seizing new opportunities.

INTRODUCING MASTER BUILDERS ACT’S New Training Team

CHARLIE WAITES

Head of Training Delivery

Charlie manages Master Builders ACT’s training delivery operations to ensure they comply with the Australian Government’s Standards for RTOs.

Charlie’s knack for education shines through in his love for being involved in the development of his grandchildren in his spare time, a pass-time that puts everything into perspective.

Charlie has been engaged in vocational educational training for more than 35 years. In that time, he has found that his greatest enjoyment is seeing the achievement and satisfaction of students as they gain their qualifications.

BRODIE RIDLEY

High Risk Training Manager

Brodie manages the high-risk training and delivers and assesses high-risk courses. His past work as a scaffolder and rigger helps him understand his student’s needs when teaching the intermediate and advanced scaffolding and rigging courses.

As a football player, he learned to connect through great teamwork and communicate well to achieve goals. His knack for people lends itself well to his role and he most enjoys supporting the trainers and connecting with the students to help them grow and learn.

MALCOLM BEER

Carpentry Training Manager

Mal oversees and manages the carpentry program. His specialist experience in renovations and extensions helped him develop adept problem-solving skills and playing high-level hockey shaped his team-oriented leadership style.

Mal thrives on the variety his role brings – from speaking at schools to training apprentices on how to build stairs – he truly enjoys the range of his position, as well as working with a team of trainers with a similar working background.

NEIL WHITE

Facilities Manager

Since 2021, Neil has been the powerhouse behind Master Builders ACT. Neil maintains the building and plant, orders materials for the apprentice’s classes and sees to the various day-to-day issues.

Neil enjoys seeing the apprentices grow, from first year to third year, and change from knowing nothing to almost knowing everything (depending on who you ask).

Having worked as a carpenter for the last 37 years, Neil is skilled and organised. To wind down after his busy days, he likes to relax at the dam with his jet ski.

WATERPROOFING: Upskill to avoid defects

Although waterproofing is an integral part of maintaining the health, amenity and structural integrity of a building, it is also one of the most common defects in the ACT. Waterproofing claims and litigation have been identified as the most frequent building defects reported in the building and construction industry. For builders, who are the only building practitioner currently responsible for these issues, this means large holes in profit margins, building defects and irreversible damage to reputations.

According to the National Construction Code (NCC), building elements in wet areas within a building must be protected with a waterproofing system. The waterproofing system must be either waterproof or water resistant in accordance with the NCC. In short, what is waterproofed today, must be fit for purpose for a minimum of 6 years.

The main reasons for waterproof membrane failure are:

1. Poor surface preparation

2. Substrates have high moisture levels

3. Substrates are not primed

4. No bond breakers or fillets at floor to wall junctions

5. Bond breakers and fillets are incompatible with the selected membrane system

6. No set down internal to external

7. Cross cavity flashing at the incorrect height

8. No overflashing or capping to protect the membrane termination

9. Damage by following trades

10. Overflashing or capping is incorrectly sized

11. Membrane applied too thin or too thick

12. Membrane emulsification due to insufficient curing prior to tiling

13. Applicator fails to follow membrane manufacturer’s instructions

Evidence from recent audits by the Construction Occupations Registrar has indicated three common areas for improvement that will help avoid these issues. The first is poor attention to products and materials, including lack of compliance testing and lack of authenticity checks for materials. The second is lack of responsibility for ‘whole of structure’ design, including multiple vendors designing different parts of buildings and poor coordination between design professionals. The third is disregard for design to enable shortcuts, including conditional certificates to carve out designer responsibility and retrofitted design solutions to accommodate noncompliant work.

There are currently no licence requirements for waterproofers in the ACT – Master Builders ACT has long advocated for trade contractor licensing which would include structural trades, such as waterproofers. In NSW, however, you already need a licence or certificate to do any residential building work valued at more than $5000 in labour and materials (including GST).

Master Builders provides training on waterproofing best practice to assist ACT industry with maintaining a suitable level of knowledge. The training involves looking at practical design applications that are compliant with Australian Standards and the National Construction Code, as well as identifying minor and functional defects. It is designed for builders and anyone responsible for ensuring quality workmanship in relation to waterproofing. Master Builders ACT strongly recommends that the industry embraces this training and upskill themselves and their team.

Winner of the John Haskins AM Memorial Award

PETER HENDEN

Master Builders ACT launched the John Haskins AM Award to be bestowed annually to a deserving member of the ACT building and construction industry. The winner has shown exceptional leadership qualities and made significant contributions to the ACT building and construction industry, and the community at large.

Peter Henden, Director and Senior Project Manager at Cercol Construction Services, was presented the inaugural award at the MBA ACT Annual Dinner by Fae Haskins, wife of the late John Haskins AM. Fae captured the occasion perfectly when she said, ‘the prestige and importance of this award cannot be overemphasised’.

Peter was bestowed the award because he is a dynamic leader who is both charismatic and supportive. He leads by example and listens to those around him. The breadth of his communication skills are shown in the ease with which he explains everything from tender estimates for cadets to major structural defects for clients.

Peter is adept at unifying various skillsets, facilitating compromise and supporting progression. He has mentored five Building Cadets who were enrolled in the University of

Canberra’s Building and Construction Management course. As they thrive in successful careers, Peter is now mentoring another cadet.

Peter assisted the development of the UC course accreditation and represents A Class Builders as a member of the Building Regulation Advisory Committee for the ACT Government.

Peter played a major role in developing the written exam for the C Class Building License and assesses applications for aspiring building license holders as a National Builder Professional Register Council member. He was also the Australian Institute of Building’s ACT Chapter President from 2013–2015, 2017–2019 and 2021–2022.

Since 2014, Peter has served as a volunteer and member of the Rural Fire Service where he participates in regular training and has fought fires in the Canberra region.

Peter was recently elected as the Master Builders ACT Commercial Building Sector Representative. His ability to lead by example, commitment to the community and dedication to the quality of the ACT building and construction industry has made him a very deserving winner of the first ever John Haskins AM Memorial Award.

WELCOMING NEW MASTER BUILDERS ACT LIFE MEMBER

Simon Butt

On 20 November 2023, Simon Butt was welcomed as the newest Master Builders ACT Life Member. Simon was President of Master Builders ACT from 2012 to 2013 and served on the MBA Australia Board in the same period. From 2015 to 2022, Simon was the MBA Australia President — the highest possible position that can be held in the Master Builders movement nationally.

During 37 years of working in construction and project management in Canberra, Simon worked his way from estimator, all the way up to chief executive officer of Manteena.

Simon’s strategic business skills, good governance and promotion of diversity shaped Manteena during his 34 years with the company. Simon became known for his success with challenging and demanding projects that were often ‘out of the ordinary’. Simon led the successful completion of a state-ofthe-art scientific research facility for the Australian Phenomics Facility as part of the John Curtin School of Medical Research. His ability to identify the key strategic approach and communicate the steps needed to bring projects to fruition have made him a standout leader.

Simon’s strategic business skills, good governance and promotion of diversity shaped Manteena during his 34 years with the company.
Simon guided Manteena through a strong growth phase, building on their established reputation for professionalism, integrity, reliability and performance in a highly competitive market.

Simon guided Manteena through a strong growth phase, building on their established reputation for professionalism, integrity, reliability and performance in a highly competitive market. This included overseeing Manteena’s expansion across Australia and into 31 other countries by responding to the needs of national clients and proactively structuring the company to seek international opportunities.

In 2016, Simon oversaw the successful restructure of Manteena’s trading operations into three entities covering the commercial, security and residential sectors.

Throughout his career, Simon has been a passionate advocate for the construction industry and, though he has recently retired from Manteena, he has maintained this foothold in the industry. He has continued his involvement as a valued Member at Master Builders ACT, an adjunct professor at the University of Canberra and a contributor at construction-based technology companies, as well as operating his small company ‘Future Ideas in Construction P/L’.

ACT Australian of the Year

Joanne Farrell, ACT General Manager of Kane Constructions, was recently named 2024 ACT Australian of the Year. Having pursued building since she left high school, Jo has spent over two decades working across the industry, including as a qualified carpenter, licenced builder, certified building designer and general manager of a multimillion-dollar company.

Jo founded the not-for-profit Build Like a Girl in 2020. The organisation provides support, guidance and connections for any woman in a trade role. Build Like a Girl is there for women at every stage in their career, whether they are starting out, finding a job or learning from the experienced ambassadors that showcase a range of roles.

Jo was the only female apprentice registered with TAFE NSW during the first year of her apprenticeship, which is indicative of the bias of the industry at the time.
For her dedication to the industry, Jo was awarded Master Builders 2022 Construction Woman of the Year.

In 2020, 2021 and 2022, Jo was a mentor for Master Builders Australia’s Women Building Australia National Mentoring Program. The program provides women who have been in the industry for less than 5 years with access to support, encouragement and advice from an experienced mentor like Jo. This is crucial for women facing challenging experiences like Jo did at the start of her career. Jo was the only female

apprentice registered with TAFE NSW during the first year of her apprenticeship, which is indicative of the bias of the industry at the time. According to Master Builders Australia data, as of August 2023, women still only account for 12.4% of people working in Australian construction.

To help alleviate the challenges being faced by women, Jo works closely with building contractors, government, training organisations and peak industry bodies like Master Builders ACT. Jo assists them with recruiting, training and employing women in trade roles. Statistics show that Jo has been incredibly successful – from her beginning at Kane Constructions in February 2020 to December 2022, the females in the team grew from 6% to 48%. For her dedication to the industry, Jo was awarded Master Builders 2022 Construction Woman of the Year.

A sneak peak at the major works of the AUSTRALIAN WAR MEMORIAL

The Australian War Memorial (The Memorial) is undergoing major works with three main packages currently underway. The impressive workforce of over 300 workers behind the development includes 46 veterans ‘on the tools’ and The Memorial’s own project team, which consists of 74% female workers (including 4 of the 6 project managers). All teams involved described working on the project as a once in a lifetime experience.

THE SOUTHERN ENTRANCE, PARADE GROUND AND MAIN BUILDING

The package awarded to Kane Constructions consists of the new Southern Entrance, structural and civil works for the heritage listed Main Building and the reshaping of the Parade Ground. Not only is the team glad for the opportunity to be a part of a technically challenging construction project, but they value the chance to collaborate with The Memorial and learn so much more about Australia’s story of service and sacrifice. On completion, the Southern Entrance will be accessible from both the east and west with direct access from Poppy’s Café and the landscaped courtyard, which is connected to the existing underground carpark and forecourt by a bespoke glazed lift. The low-level positioning of the Southern Entrance maintains The Memorial’s iconic silhouette and stone façade when viewed from Anzac Parade.

A centre piece of the Southern Entrance is the glazed oculus – a mathematical inversion of the Hall of Memory dome. The Spanish glass was precisely measured to fit the curved steel frame perfectly. It provides a visual and emotional connection between the new entrance and the existing building and offers a moment of reflection and orientation as visitors begin and end their journey at The Memorial.

During the project, Kane Constructions will reinstate the heritage entrance, stairs and commemorative forecourt in their original positions and clad in their original stone.

The team’s expansion and re-shaping of the Parade Ground will improve sight lines to the Stone of Remembrance and add new terraced seating areas, landscape pathways and connections from Anzac Parade to The Memorial forecourt level. Ultimately, the Parade Ground will be used for military parades, and provide accessible seating for major events and enhanced visitor safety and site security commencing with the 2024 Anzac Day National Ceremony and veterans’ march.

Kane Constructions’ refurbishment of the Main Building will improve wayfinding and exhibition flexibility within the existing spaces. These complex civil and structural works within the heritage listed structure will prepare the building’s Level 1 internals for the base building fit-out and gallery installation to follow.

The team is incredibly proud to have contributed to a development that will allow, for the first time, a large permanent display dedicated to the stories of Australia’s recent service and our efforts to prevent war and contribute to peace.

THE CEW BEAN BUILDING AND CENTRAL ENERGY PLANT

When the opportunity arose, the Hindmarsh team fervently offered to work with The Memorial again. The package awarded to Hindmarsh includes the Central Energy Plant and the CEW Bean Building expansion, named after Captain Charles Edwin Woodrow Bean, the Australian War Correspondent, historian and primary advocate for the establishment of the Australian War Memorial. Hindmarsh is refurbishing the existing CEW Bean Building and adding a seamless extension for the staff that support The Memorial, as well as a research centre

that will be accessible to the public.

Similarly to the other buildings, the CEW Bean Building integrates sandstone, architecturally designed glass and concrete detailing that requires a high degree of workmanship and rigorous quality assurance to meet the standards of the prestigious icon and ensure the consistency of the materials. Level 2 will feature curved concrete that is carefully sculpted to blend with other building sections, as well as bluestone cladding on the more prominent walls of the new staff working areas complementing the existing building’s facade.

The package requires Hindmarsh to work closely with both Lendlease and Kane Constructions because the Central Energy Plant delivers long-term sustainable mechanical and fire services to the entire precinct, including the Southern Entrance and ANZAC Hall.

The Central Energy Plant will be the largest geothermal installation of its type in the southern hemisphere, and one of the largest in the world. Up to 128kms of pipe have been installed – the equivalent of approximately 256 Sydney Harbour bridge lengths laid end-to-end. This eco-friendly system will save the Memorial more than $1m each year on heating and cooling.

Hindmarsh has welcomed the rare opportunity to learn about the uses of various buildings, especially the work that is carried out in the archival storage and public interface for research on past, current and, potentially, any future conflicts. The team described their involvement as ‘a humbling experience to delve deeper into the stories of the people who experienced these events firsthand, remembering the bravery and sacrifice of our war veterans, whose unwavering courage has shaped our nation’s history’.

THE ANZAC HALL AND GLAZED LINK

The package undertaken by Lendlease involves constructing the new ANZAC Hall and Glazed Link. It is mainly gallery spaces that will house large technology objects (LTOs), including an F/A-18 Hornet, Bushmaster, RF1-11 and Blackhawk helicopter.

Large precast ‘Super T’ beams (typically used in bridge construction) support the suspended slab on Level 1, allowing for a gallery space on ground level with no central supports. Each of the 32 beams weighs 60t and measures 31m in length. A 750t crane and extensive temporary engineering were required to safely and successfully install the beams. The crane was named Duffy by Canberra school children, after Private John Simpson Kirkpatrick’s donkey, which transported injured men in Gallipoli during WWI.

The Hall’s roof and walls are wrapped in approximately 70t of copper cladding and over 750t of geometrically challenging structural steel that will form the shape of the rising sun insignia. Internally, wall finishes include custom bronze cladding, glass, and sandstone that was taken from the same quarry where the stone of the original heritage-listed building was quarried in the early 1940s. Lendlease is acutely focused on these crucial finishes, whose small details will bring the design to life.

In addition to the galleries, there will also be areas for reflection, a café and space for hosting functions. The Glazed Link will connect the new ANZAC Hall to the existing heritage-listed

building. To meet the high architectural standards, the roof that spans between the two buildings is made of ethylene tetrafluoroethylene – watertight, inflated plastic pillows that enable the use of aesthetic slender trusses.

Lendlease has welcomed the challenges that come with the bespoke structure’s shape, which consists of large off-form concrete elements and non-typical detailing. Their meticulous planning is currently being directed towards the gallery fit-out, which is expected to be underway in early 2025. The team is looking forward to lowering the LTOs into the live construction site.

Lendlease said the project ‘will recognise and bear witness to the stories of recent conflicts, peacekeeping operations, and the service people that made it possible. We are extremely grateful to be able to contribute, in a small way, helping The Memorial tell the stories of our Australian Servicemen and Servicewomen.’

The Memorial’s Integrated Management Team consists of direct Memorial employees and embedded consultants who work seamlessly to manage competing priorities to keep the Memorial open to the public while delivering more than $550m of new work. The cooperation and professionalism of the Principal Contractors provides fundamental support to the successful completion of this world class development, which is currently forecast to be delivered on time and on budget.

25 YEARS OF THE Training Fund Authority in the ACT

The Training Fund Authority (TFA) was formed in the late 1990s in what former TFA Chairman James Service AM referred to as ‘the best bit of bipartisan politics I’ve seen’. According to Mr Service, the government has provided a multidisciplinary board that governs how the fund is spent without interfering with governance or operations.

Former TFA CEO Gary Guy sees the structure of the TFA as one of its pinnacles of achievement. In the past, the board appointed the staff members, and resulted in a well bonded team. Together, they ensure that funds are available for eligible workers, and those who invest in training always get their money’s worth.

Over the past few decades, the TFA has experienced a lot of change to keep up with the needs of the industry and society. Former TFA CEO Glenn Carter noted the transition into the digital age in 2014 with online applications. His team made sure that the application and assessment process would not become a burden for the industry.

There has also been a great change in perspective since the TFA was introduced. Previously, the perception was that, once you finished your apprenticeship, no further training was necessary. Now, entry-level training is only 50% of funding. The TFA helped to grow a culture of upskilling that allows workers to grow their skills, move to a management position or run their own business.

MASTER BUILDERS ACT 2024 Election Priorities

On 19 October 2024, Canberrans will vote for a new ACT Government. The current government and opposition have prepared their teams and adjusted their portfolios and key positions, with all three major parties having now nominated their candidates.

While independent candidates are not uncommon in the ACT, this year’s election has been made more interesting by a group of independent candidates who will run under the banner of ‘Independents for Canberra’.

For the building and construction industry, the ACT election is an opportunity to engage with candidates to discuss the impact of their policies on our industry, and to make suggestions for policies that will build a stronger ACT building and construction industry.

Our industry is important to the ACT economy, employing 19,079 Canberrans according to ABS November 2023 data. This is equivalent to 7.1% of all jobs in the ACT.

For any candidate wanting to grow the ACT’s economy, the contribution of our industry should not go unnoticed. Latest ABS figures show the value of building and construction work done over the year to June 2023 totalled $4.13 billion. For every dollar invested in building and construction, a three-times economic multiplier is generated. This is largely due to ACT construction businesses mostly comprising of small family

businesses who reinvest their profits in local employment, training, goods and services.

For all the talk from politicians about supporting small businesses, many don’t truly understand the pressure, complexity and difficulty of running a small business. Members tell us that keeping up with the introduction of new legislation and changing rules is near impossible without the help of industry associations and other support networks. The ACT Government hasn’t made this easier, passing more than 125 new laws or subordinate legislation that impacted our industry in 2023. The next ACT Government must seek to understand the building and construction industry and engage with our members to appreciate the full cost of their policies on local businesses.

With a growing population comes a need to build more housing and infrastructure, which will require a larger building and construction industry. MBA Australia estimates that around 7,000 new construction workers are required in the ACT by November 2026.

Increasing the workforce starts by increasing investment in training of apprentices. Despite an increase in Federal Government skills funding, the ACT Government still provides the lowest level of subsidy for carpentry and plumbing apprentices of any state or territory in Australia. The next ACT Government must address this funding shortfall.

Investing in skills alone won’t solve the Territory’s housing crisis. Continued planning reform, increased land release and reducing risk and uncertainty in the development approval process are needed if we are to approach meeting the ACT’s commitments under the National Housing Accord.

Planning our city based on an agreed long-term infrastructure plan will also help provide a pipeline of future capital works, which will provide local contractors certainty about the pipeline of government funded infrastructure ahead of them.

The MBA will continue to campaign for strong builder regulations that improve building quality and provide a fairer system of holding building practitioners to account for the work they complete. The ACT’s building quality system

The 2024 ACT election will be vitally important for the future of Canberra. The MBA looks forward to engaging with the candidates throughout the year and will always represent our members in a strong, apolitical and evidence-based manner.

EVENT WRAP-UP: Master Builders Conference

An enthusiastic crowd gathered at the Hyatt Hotel on Friday 23 February 2024 for the biennial Master Builders Conference. MC Niav Owens welcomed everyone and introduced Aunty Violet Sheridan for an empowering Welcome to Country.

Master Builders ACT President Frank Porreca provided an insightful overview of the day’s theme: future and sustainability. Minister Rebecca Vassarotti paid respects to the utility of the conference’s theme and stated, ‘building quality homes, builds sustainable futures’.

Martin Greenwood’s welcome address introduced the Centre for a Better Canberra as a ‘thinktank that aims to create real change’ and observed that our unemployment rate being lower than our vacant jobs rate points to a demand for skilled workers.

The keynote speaker of the day was Steve Sammartino. Steve defined technological revolutions as having to feel like magic and be available to everyone – they should change both the world and business models. For example, prior to the industrial revolution, 90% of people worked in food production whereas afterwards only 3–5% work in that industry.

Steve explained the artificial intelligence (AI) revolution and how we can better train AI to give us relevant results by using language rather than images.

Steve’s energetic speech opened everyone’s minds to what is possible when we grasp the opportunities presented by technology.

Steve also explored other current technology, including digital twins of buildings that allow us to see what is happening during and after construction (as is used by cars now), virtual reality walk-throughs of design concepts and much more. The Sustainable Building Materials panel featured Sophia Hamblin Wang (MCi Carbon Co-Founder and COO), Dan Rowley (CE Construction Solutions General Manger), Matt DiMarco (Inti APAC Director), Njoud Willans (Elvin Group Technical Engineer) and Ian Oliver (Canberra Construction Recyclers Director).

The panel discussed how sustainable materials are being developed and how it compares internationally. Sophia advised that markets want innovations to be ready to use and cheap so they can invest in low or negative carbon footprint products; however, this is not always possible. She added that the ACT has one of the most encouraging policy settings for building in circular economy strategies.

Dan advised attendees to look wholistically at a business or project’s sustainability journey and that those who don’t have sustainability as a priority will find themselves losing out on business. He stated that understanding requirements as the bare minimum enables us to bring in more innovation and look to global influences.

Matt spoke of facilitating the use of sustainable materials and connecting stakeholders as strategies are rolled out.

Njoud noted that strength and durability requirements must rapidly adapt to industry needs to ensure that sustainable products are still fit for purpose. She advised that the number of concrete mixes Elvin Group offers has grown from 600 to 1,400, which will only continue in the pursuit of sustainability. Similarly, Ian spoke of the diverse materials the centre can recycle and that he sees 5–10,000 tons per week of material crushed and created.

The Navigating Residential Building Regulations panel featured Fiona Wright (EPSDD Deputy Director-General), Pieter Van Der Walt (Canberra Town Planning Co-Founder) and Glen Dowse (DNA Architects Director).

Fiona stated that challenges to the gas transition, such as conversion, will be worthwhile for moving to a more renewable and efficient energy source.

Pieter spoke of recent changes, such as the planning legislation, interim territory plan and gas phase-out, stating that there were opportunities to be smarter and more sophisticated rather than just sticking mindlessly to rules.

Glen agreed with this and added that industry must recognise risks and mitigate them. For example, there’s now a focus on greenspace on site but this means building up and down, which is more expensive to building and design.

The panel also impressed the importance of ensuring trades have the right information so they can give the correct advice to converting consumers.

The Responsibilities – Navigating Reforms, Accountability & Liability panel featured Denita Wawn (Master Builders Australia CEO), Alisa Taylor (MV Law Partner) and Maurice Falcetta (Trinity Law Litigation and Dispute Resolution Partner).

Denita is a strong advocate for businesses and contractors in the industry and voiced her disappointment with the recent Closing Loopholes Bill.

Alisa delved into the range of recent changes, including a big increase in personal responsibility for law, the minister’s ability to impose a code of conduct on architects, engineer registration and developer licensing. She stated, ‘the amount of change means that there will inevitably be people that slip up’.

Maurice furthered this discussion, questioning whether regulatory change is the best way to approach the problems in the industry and stating that there are many other, more practical ways to address this. He added that more risk for developer’s would lead to them increasing prices to cover that risk, which, when combined with supply and demand issues, poses an unnecessary challenge.

The Future of Work panel featured Caroline Walsh (OzHelp CEO), Ben Owen (Lendlease General Manager) and Guy Cassis (ACT Fire and Rescue Commander of Health and Wellbeing). The group had an in-depth discussion about the future of psychosocial safety at work.

Ben highlighted the shocking statistics that construction workers are 6–7 times more likely to die from suicide than a construction issue.

Guy promoted the idea of breaking down the façade that it is not strong to speak up. Caroline emphasised the fact that in Australia a construction worker dies by suicide every second day. When employers put psychosocial safety on the same level as physical safety, it has massive benefits for the whole workforce.

Ben and Caroline agreed that a 5-day work week made a remarkable difference to health and wellbeing, and that flexibility would be a prominent factor in the future.

The Future of Cities panel featured John Knox (ActewAGL CEO), Gillian Geraghty (Major Projects Canberra Chief Projects Officer), Malcolm Snow (City Renewal Authority CEO), Chris Wallace (University of Canberra Professor) and Sam Engele (ACT Planning and Sustainable Development Deputy Director-General).

John said that discussions on the different paths to net zero began in 2019 and that the biggest challenge is choosing the pace of electrification.

Gillian stated that she foresaw priorities to be no waste and economical and punctual delivery of projects while catching up with population changes.

Malcolm stated that Canberra ‘is rich with possibility’ and it needs to change into a denser city without losing the things that make it great.

Chris advised that we need clear leadership and to focus on shifting our thinking from systems to ecosystems so everyone can thrive.

Sam ended things on a positive note, emphasising that we are learning as we move forward and that there’s a lot more opportunities for industry and government collaboration.

The conference also drew a spotlight to products from stallholders Solace Creations and CE Construction Solutions.

Solace Creations showcased information on their range of sustainable double-glazed doors and windows. The customised home-insulation solutions come in over 20 different colours and textures, as well as with several options for noise reduction, privacy or high-performance windows and doors. All the products are fabricated in Australia by the women owned and led business. Solace Creations provides state-of-the-art solutions for Canberran homes that increase comfort, reduce noise and save energy. Their range includes digital locks and aluminium mesh screens to provide the best options for Canberrans.

CE Construction Solutions provided information on several sustainable concrete solutions, including a 100% recycled void former named Cupolex that is versatile, easily installed, strong, durable and cost effective. They also showcased CarbonCure, which adds to mixtures just like a concrete admixture but enables the conversion of CO2 into a mineral during the concreting process. Finally, they provided information on Re-Poly RF47, a 100% recycled macro synthetic fibre used to enhance the performance of concrete. CE Construction Solutions are celebrating 35 years of success as a Master Builders ACT member – you can read more about them on page 49.

MEDIATION

Disputes between a builder and a client or subcontractor can occur for several reasons during the construction process – commonly because of a breakdown in communication. Whether the matter is resolved or leads into legal proceedings can depend on the nature of the dispute and the willingness of the parties.

Some construction contracts will require the parties to attempt to resolve the matter between themselves before taking further legal action. The use of an accredited mediator is often prescribed and is certainly recommended.

MBA Legal now offer mediation to assist members with resolving disputes quickly and with less expense than litigation.

WHAT IS MEDIATION?

Mediation allows the parties to work together with the mediator’s support to clearly set out the expectations of the parties, identify and clarify issues and explore options to reach a mutually acceptable outcome, when possible.

The role of the mediator is to facilitate the process so the parties can focus on the issues rather than decide on the outcome to be imposed to resolve issue/s between the parties.

WILL MEDIATION BENEFIT EVERYONE?

In most cases, mediation can be useful in assisting parties to resolve outstanding issues where both parties are willing to work together. There might be some instances where mediation may not be appropriate, such as a complete breakdown in communication between the parties or where one party is not willing to work with the other.

There are several benefits of mediation, when the parties can work together:

> The process is efficient

> The parties remain in control of the outcome

> The parties can establish better lines of communication, which benefits their future relationship

> Both parties are active participants in the process allowing their ‘side’ to be heard

> Reaching a mutually agreeable outcome can often prevent an expensive legal battle

When a matter proceeds to litigation, the court will usually order the parties to attend mediation to assist the parties in settling any issues in dispute before listing the matter for hearing.

EVENT WRAP-UP: 2023 Master Builders Apprentice Awards

On Friday 9 February 2024, Master Builders ACT partners, apprentices and guests gathered to eat, drink, win door prizes and, most importantly, celebrate the finalists and winners of the 2023 Apprentice Awards. Nearly 170 people attended the festivities in the Master Builders ACT Workshop, with just 14 of that number walking away with awards.

From Stage 1 of the Certificate III in Carpentry, the winner from each class was Blake McCormack, Benjamin Robertson, Nicolas Stewart and Harvey Jack. Harvey also took home the overall Stage 1 award for excelling at theorybased work and taking the initiative to undertake additional tasks. His dedication extended beyond the essentials, encompassing the completion of ‘little things’ that exemplify a qualified carpenter. Harvey’s generosity, positive attitude and relentless pursuit of improvement garnered the respect of both peers and his trainer.

AWARDS

From Stage 2, the class winners were Beau Haddad, Leon Wregg, Sam Alexander and Ken Scruton. Ken was presented the overall award for Stage 2 for his ability to lead a project and work through the required steps using practical problem-solving skills, which assisted both him and his classmates. Ken made great contributions to class discussions by recounting what he was seeing on site and his past experiences. Ken’s passionate approach to all aspects of carpentry and his punctuality are a positive influence in both the classroom and the workshop.

From Stage 3, the class winners were Oscar Miller, Joshua Jenkins and Jack McCallion. Jack was also awarded Apprentice of the Year by his trainer Malcolm Beer. Malcolm described Jack as ‘a punctual student and great collaborator with communication skills, willingness to lead, willingness to assist others and dedication to upholding high

standards and expectations throughout projects. These skills will serve him well in his career, as well as those around him.’ You can read more about Jack’s experiences in carpentry on page 43.

Congratulations to everyone who was nominated and all the commendable students who won an award.

In addition to the carpentry awards, there were two other categories presented on the night. The first was the 2023 Certificate IV in Building and Construction Student of the Year. This was awarded to Blake Tomkins for his thorough understanding of how the building process works and ability to verify onsite requirements. Blake

works easily in a team – producing quality work while communicating well with trainers and students. He was not just a model student, but his interactions added value to the training sessions for all involved.

The second category was OzHelp’s Frank Arsego Mental Health and Wellbeing Award. Stage 1 and Stage 2 apprentices who met the demanding selection criteria and participated in the Life Skills Toolbox Program were nominated for this award. The inaugural award was presented to Emmi Lee for her strong understanding of the importance of life skills as a foundation for good mental health and wellbeing. Emmi made a significant contribution to classroom sessions and showed her ability to transfer her learnings to her training and working environments.

Congratulations to everyone who was nominated and all the commendable students who won an award. A big thank you to Bosch and Total Tools Fyshwick for partnering with Master Builders to provide the winners with their fantastic prizes, as well as the door prizes won by 16 lucky guests.

MEET THE 2023 APPRENTICE OF THE YEAR: Jack McCallion

Jack first delved into carpentry during high school, when he completed an elective course called construction pathways. He learned about the building industry and carried out work experience with multiple carpentry companies, including the one he is currently employed under.

After school, Jack spent a year as a labourer for a landscaping company. At the time, his brother was a qualified carpenter at one of the companies that Jack completed work experience with. When he spoke to his brother’s boss about possibly labouring for that company, he was offered an apprenticeship instead.

As an apprentice, Jack worked on many projects, including a heritage Forrest renovation that had a modern touch. Jack fondly remembered the home as one of his first big projects and said, ‘I learned a lot working on that house and the end result of the build was incredible’.

Jack most enjoyed the practical training and found the advanced roofing task to be his favourite experience in the Master Builders workshop. He said, ‘The trainers put in a lot of effort to help with your understanding of the task at hand’.

On site, he drew satisfaction from seeing how far he’d come over the course of three years, saying ‘You start the apprenticeship really not knowing much at all and over time your confidence grows; you become more competent with the tasks at hand’.

Over the next couple of years, Jack aims to continue growing his experience with Pichelmann Custom Building as a carpenter. He is excited by the many pathways and opportunities to pursue in the industry, as well as always having something he can fall back on if he ever does try something different.

For now, his proudest achievements include completing his apprenticeship and receiving the 2022 Stage 2 and 2023 Apprentice of the Year awards.

To up and coming carpenters, Jack advised, ‘I’d just say go for it, you get so much out of the trade in terms of necessary skills like problem solving and craftsmanship. It also opens up opportunities once you’re qualified, such as starting your own business, foreman roles or project management’.

Building Opportunities through Carpentry Apprenticeships

There are significant skills shortages among the building and construction workforce. Approximately half a million new workers are estimated to be needed by 2026, seven thousand of those in the ACT, to deliver on much needed housing and infrastructure. This means that, if the industry is to keep up with demand in coming years, significant increases in apprenticeship starts and completions are needed.

Across Australia, in the year to June 2023, 23,297 building and construction apprenticeships were completed. Simultaneously, a further 41,552 apprentices and trainees began their training. At the end of June 2023, 122,677 building and construction industry apprentices were in training.

The opportunities unlocked by a carpentry apprenticeship are truly diverse and exciting.

To support the increase of these numbers, the Australian Government is offering a Priority Wage Subsidy that enables eligible employers to claim:

> 10% of wages paid to the apprentice (up to $1,500 per quarter) for the first two years of the apprenticeships; and

> 5% of wages paid to the apprentice (up to $750 per quarter) for the third year.

To assist apprentices with cost of living, eligible apprentices undertaking a Certificate III qualification that is listed on the Australian Apprenticeships Priority List are paid in four instalments at 6, 12, 18 and 24 months:

> $1,250 for full time (for a maximum of $5,000); or

> $625 for part time (for a maximum of $2,500).

Moreover, the employer is responsible for work-related expenses such as personal protective equipment, travel allowance and textbook costs. With the current skills shortage and the funding available for apprenticeships, it has never been a better time to be an apprentice, or to host an apprenticeship.

In addition to these benefits, if your apprentice attends MBA Group Training (MBA GT), they will be offered the unique delivery schedule of block release training. At MBA GT, training is delivered in a block of 5 days conducted within a single

week, with a total of 6 weeks per year for full-time apprentices. Employers can plan for the 6 weeks in advance, with training dates provided to apprentices for the full 12-month period. This gives apprentices the advantage of being able to immerse themselves in their theoretical training and complete their classroom and extensive practical training assessments within a week rather than spread out over a month.

MBA GT apprentices are also supported by a custom designed mental health program delivered by the OzHelp Foundation. This program is provided in addition to support and mentoring provided by our high quality trainers, employers and the entire Master Builders member network.

After consulting the first-year Certificate III in Carpentry apprentices training with MBA GT, it was apparent that almost all the apprentices entered their role because they enjoy learning new and practical skills. The general consensus in the group was that their current end goals are to grow their knowledge and eventually run a business. Though, what running a business meant varied from person to person, with some wanting to work as subcontractors, some wanting to work their way up within an organisation and others wanting to renovate or flip houses.

The opportunities unlocked by a carpentry apprenticeship are truly diverse and exciting.

What DHA looks for IN A PROPERTY

With almost 60,000 members in the permanent Defence Force, DHA’s properties reflect the housing needs of all Australians. “We have everyone from young people who want to live in Braddon close to the action to families who want to live in the suburbs near schools and parks,” explained Luke Jorgensen from DHA’s Leasing and Acquisitions team. “The common thread between them all is wanting to be close to work.”

DHA is looking to work with builders and developers of all sizes to add new stock to its portfolio to meet growing demand in Canberra and the region. Properties can be sold to investors as a house and land package with DHA’s popular lease and property care contract in place or may also be retained by the builder and leased to DHA on completion.

“We are unique in that you get to work with DHA, the future tenant, at all stages of the project,” explained Luke. “We can work with you to identify blocks to purchase and let you know what we need included in plans. We may be able to commit to leasing the property during planning so you can begin construction with the certainty of a tenant once the build is finished.”

DHA’S PROPERTY REQUIREMENTS

To ensure they meet the needs of Defence members, properties leased to DHA must meet minimum requirements and have identified additional features installed:

> minimum requirements - cover basic property specifications such as the number and type of rooms and vary by property type. Properties must meet minimum requirements to be leased to DHA.

> additional features - may be required depending on the property’s location, such as outdoor areas, security features, climate control, and extra storage.

DHA is looking to work with builders and developers of all sizes to add new stock to its portfolio to meet growing demand in Canberra and the region.

While minimum requirements have been quite prescriptive in the past, DHA has recently changed its approach to simplify the types of properties it leases. For free-standing houses or townhouses, DHA requires:

> a minimum of three bedrooms with built-in wardrobes,

> lounge room, dining/meals area, kitchen, and laundry,

> bathroom with separate shower and bath,

> separate toilet,

> ensuite,

> double or single lock-up garage, and

> fully enclosed rear yard of at least 35m².

“Working with us during the planning stage ensures additional features are included,” said Luke. “We can ensure enough storage, appropriate climate control, and covered outdoor area.”

Celebrating 35 Years with INDESCO

Indesco began providing civil engineering and land development services 40 years ago, branching out into project management, construction phase services, and structural, façade and traffic engineering over time. Indesco has worked on both private and public projects throughout Australia and Southeast Asia, demonstrating extensive skills and experience in all the areas they practice design.

From 2015 to 2022, Indesco worked with their team of subconsultants and Suburban Land Agency (SLA) to deliver the highly successful Taylor residential project, which consisted of over 300 hectares containing 2,500 residential blocks, a P–10 school site and district playing fields. Taylor was a significant Greenfields land development project in the ACT with a total construction value of over $100 million. Indesco was involved throughout the project’s life cycle – from the initial master-planning through to design and documentation of the Estate Development Plan (EDP) across 3 stages and the completion of construction. During the EDP process, Indesco obtained endorsements from all relevant authorities and agencies to the design proposals through diligent documentation and collaborative engagement with all stakeholders.

On completion of the design and approval phase for each stage, Indesco was appointed by the SLA to act as PAP for the superintendence and administration of the 20 separate construction contracts. Using local civil contractors and the framework provided by the GC21 form of contract, Indesco and the SLA established highly collaborative construction project environments with a focus on joint problem solving.

Indesco’s beautiful Acton Waterfront project saw a similar level of success and also took home the CCF Earth Award for 2023 Project of the Year in the ACT. The size of their operations gives them the unique balance of being substantial enough to handle expansive projects, yet small enough to maintain a personal touch, with decision-makers remaining embedded in the day-to-day and fostering direct connections throughout the team. They are also in collaboration with Australian universities developing and testing new technologies, such as rammed earth and mass timber construction.

EVENT WRAP-UP: Annual Dinner

On Thursday 2 November 2023, Master Builders ACT members and partners gathered at the National Arboretum to celebrate the longstanding members of Master Builders ACT.

Renowned cricketer Holly Ferling emceed on the night as everyone settled happily in The Village Centre, which was named after Village Building Co., who contributed a significant amount to the arboretum during its development. The venue created a fitting atmosphere for the celebration of Bob Winnel’s 30 years of Master Builders ACT Life Membership. Bob is founder and managing director of Village Building Co. and a past treasurer and president of Master Builders ACT.

Master Builders Life Member Paul Murphy of Project Coordination took to the stage to describe Bob’s contributions: ‘his energy and his influence have been a driving force to where we are now’. Bob is an integral part of the ACT building and construction industry and the crowd’s fond respect for him was obvious as he spoke of standout memories during his eventful career.

Fae Haskins presented the inaugural John Haskins AM Memorial Award in honour of her late husband. Fae described John’s career as an ‘outstanding contribution to the [Master Builders] movement as a whole’. John even founded the Master Builders ACT alumni to continue to ensure that mentors were available for anyone seeking advice. You can read more about the remarkable award recipient, Peter Henden, on page 17.

Keynote Speaker Jana Pittman spoke on mental resilience, toiling physically and overcoming pressure to take a chance on a big idea. Jana advised, ‘Never write yourself off… because you don’t think you have it in you.’ She gave insights on her optimistic view of mistakes, including that, if she had won the last Olympic Games she entered, she would not have become a doctor. Much like Fae, Jana stressed the importance of great mentors.

EVENT WRAP-UP: Excellence Awards Launch

On 23 January 2024, winners and partners of the Master Builders and Asset Construction Hire Excellence Awards gathered at Canberra Grammar School’s Snow Concert Hall –the 2023 Project of the Year. The launch signified 34 years of Master Builders ACT Excellence Awards.

In his welcome address, Master Builders ACT CEO Michael Hopkins described the building as a ‘national-level standard’, congratulating builders Construction Control on their position as a finalist in the national 2023 Master Builders Excellence Awards.

Asset Construction Hire Managing Director Darrell Leemhuis spoke of the importance of the awards and how members of the ACT building and construction industry differentiate themselves from the extremely high-budget projects in Sydney, Brisbane, Perth and Melbourne through their finishings: ‘You don’t need the budget, you need the skills and the passion. That’s it.’

Darrell stated that supporting a cause that gives Members a platform that gets the government talking to the people they need to be speaking to is a ‘no brainer’. He voiced his hope that this advocacy would continue for his family’s fourth generation in the industry, his 17-year-old son Brody, and the next generation in the industry after Brody.

Canberra Grammar School Principal Dr Justin Garrick stated that it was ‘a privilege to host and show off what we’re so proud of’ and that the concept for the project had evolved from a lot of problems. When the school’s population grew to 2,300 students, they outgrew the 1950s gym that they were using as a gathering hall, the building where the auditorium used to stand was crumbling and music lessons were taking place in leaking classrooms from the 1970s. Now, they have a spacious state of the art building.

Justin mentioned the teamwork of the project fondly, citing the ‘shared commitment in it, pride and problem-solving’ and was especially complimentary of the team’s ability ‘to make something special in the midst of many, many, many challenges and to make it on budget too’.

Construction Control Project Manager and 2023 Project Manager of the Year Nick Barnier spoke of how the team turned problems into solutions, using the pandemic as an opportunity to get work done without the school’s high-level restrictions on noise and vibrations, though they were still careful not to disturb the brick foundations of the heritage buildings next to the site. To wrap up the launch, attendees were taken on a site tour by Nick, who is a former student of the school, and Canberra Grammar School Director of Business Kent Peters. The duo advised the group that the concert hall was built for non-amplified acoustic music, with everything down to the prefabricated concrete walls designed for this purpose. The 52-fold concrete

moulds ensure that the sound shatters rather than bounces, and the vents placed under every second chair, pump in 35,000L of air per second with no impact on the acoustic quality.

Nick was particularly proud that they had pulled off pouring ‘a 12 meter high suspended slab with no formwork underneath it’ and of the efforts made to ensure that no one would need to risk their safety to access the extremely high ceiling. This includes the use of laser smoke alarms and moving railings to provide easier access to stage lights.

With six international closed concerts held already, the Snow Concert Hall is the finest acoustic venue in the region and a great contributor to the life of the city. All attendees left the event in awe of the project and looking forward to what this year’s finalists will bring to our community.

Master Builders ACT hosted eight outstanding Women in Construction (WIC) events in 2023, wrapping the year up with a learning session, a day out and a Christmas networking event.

On 15 November 2023, Jessica Hickman ran the third and final WIC learning session for the year – Be an Upstander: Bullyology Workshop. Jessica is a leadership coach, educator, author and the founder of Bullyology –a company that provides the tools and strategies to create a thriving and respectful workplace. She is the leader of the Upstander Movement and creates cultural change in workplaces and communities through her programs, workshops and online courses. The session covered strategies that put attendees in the position to be change-makers who ensure their organisation is productive, legally compliant and free of toxic behaviours. It was an enlightening lesson for all involved.

The WIC Day Out was held on 13 October 2023 at the chic HQ Thirty Four. The day out included lucky door prizes, a grazing table, gin tasting and a presentation from Guest Speaker Rebeka Morgan. Rebeka is the founder and director of BuildHer Collective, an organisation she created to educate homeowners and renovators about the building process and to empower women to build their own homes. With a past in construction, including time as a General Manager of a commercial construction company, Rebeka spoke from first-hand experience of the challenges that

women in construction face. This included being told she needed a ‘house husband’ to be present for her children while she worked. Rebeka gave useful insights on achieving a work–life balance in an industry that makes it notoriously difficult to achieve. Her presentation stimulated useful conversation around the challenges faced by the attendees and how they had overcome them, which made for an intimate discussion.

ECONOMIC OUTLOOK with Shane Garrett, Chief Economist of MBA Australia

The latest home lending figures for the ACT housing market make for some interesting reading. Of the 113 new home construction loans in the ACT during the three months to January 2024, just under half (43.4 per cent) were accounted for by housing investors. However, housing investors took up a much smaller share (29.8 per cent) of the loans made for the purchase of existing homes.

The stronger investor appetite for new homes is probably explained by the fact that apartments and units constitute a much larger share of the new home building pipeline when compared with the established stock of homes in Canberra. New, higher density homes tend to be more ‘investor friendly’ than older detached houses for reasons related to maintenance and management.

The current appetite of housing investors is strong a number of reasons. Home prices are rising again, rents have accelerated, and interest rates are likely to start falling later in the year. As a result, housing investors are taking out larger loans than owner occupiers in some parts of the ACT’s home lending market.

Over the three months to January 2024, the typical size of housing investor loans for the construction of new homes was $785,700 - slightly larger than for owner occupiers ($779,700). The average size of new home construction loans in the ACT is bigger than in every other state and territory. When it came to loans for the purchase of existing homes, the gap was much wider: housing investors typically borrowed $650,100 against $611,900 for owner occupiers.

In the past, the ACT residential building industry has demonstrated its capacity for delivering large volumes of new higher density housing. Accelerating rents and rising home prices both signal that much more new home building is needed on this side of the market, especially with both population and employment set to continue expanding in Canberra over the coming years. Whether we get enough of the new homes we need will rest on the degree to which the current set of formidable challenges is tackled, including labour shortages, high building costs and planning/development delays.

The 2022 ACT Apprentice of the Year, Mitch Gattenby, was also named among the top 3 apprentices in Australia. Trained at MBA Group Training in Fyshwick, Mitch exemplifies the quality training ACT-based carpenters can access at the MBA.

It was an extraordinary accomplishment for the 39 ACT finalists to reach the highly competitive national stage. To be in the running for a National Excellence Award, entrants must have progressed from winning awards in their State or Territory and must be nominated by their local Master Builders Association to being judged for a national award.
