Welcome to the October edition of Canberra Builder, the final edition for 2023.
This edition is a celebration of our members’ achievements, including the MBA membership milestones, the ACT industry-leading projects and people at the Master Builders and Asset Construction Hire Excellence Awards, and the national achievements at the Master Builders Business Excellence Awards.
In recent months, we have heard significant housing announcements from both Federal and ACT Government as they commit to housing targets, support increased housing supply and acknowledge that planning reforms are key to delivering more housing. Although the ACT’s building and construction industry is navigating a challenging period of change, the discussions I have had with members in recent months and the stories that are explored in this edition showcase the resilience, ingenuity, passion, skill and community mindedness of our members.
Despite an economically volatile 2022–23, ACT’s building and construction industry has delivered $3.67 billion worth of work done across the territory. Master Builders forecasts surmise that we are overcoming the worst of the challenges and will continue on that promising path, as long as Federal and ACT policies do not hinder these efforts.
Growth in non-residential construction is projected to return from 2025–26, while light rail construction and other major infrastructure projects will push civil construction up by 24.6% in 2024–25. During 2023–24, $3,186 billion worth of total construction work is estimated to be carried out and this is projected to increase to $3,854 billion in 2027–28.

Master Builders ACT has had an incredibly busy 2023 with a full calendar of events, training, member engagement and advocacy.
Some of our most significant achievements during 2023 so far include:
> advocating on behalf of our members on developer licensing, the finalisation of the new Territory Plan, and implementation of the National Construction Code 2022
> supporting our members by providing advice, advocacy and representation as you navigate some of the toughest trading conditions in a generation
> successfully advocating for an extension to the deadline for the mandatory silica training and delivering that training to more than 5,800 learners since July 2022
> completing and selling the Strathnairn Charity House to fund a $509,000 donation to four local charities
> conducting our biannual membership survey to find out how we can better support and advocate for our members
> introducing the Toolbox Series in response to members’ requests for more business-related training opportunities
> partnering with ACT Migrant and Refugee Settlement Services to deliver the first and second runs of the Kickstart to Construction program (a jointly funded initiative of the ACT and Australian governments, with funding from Skills Canberra under the Adult Community Education JobTrainer grants program)
> supporting more than 50 girls and women to complete training that will assist them in pursuing a career in construction
> adding ACT-specific cost-plus contracts to our range of administrative and legal documents available for purchase
> managing the judging of hundreds of entrants and awarding 58 outstanding winners at the Master Builders and Asset Construction Hire Excellence Awards
> supporting University of Canberra to secure an ACT Government grant to enable the delivery of the Introduction to Building Information Modelling short course
> producing 16 sold-out events and countless meetings and workshops for members to network, share ideas, celebrate achievements and grow their skills.
Before the end of the year, we will also be presenting the inaugaural John Haskins AM Memorial Award at the Master Builders Annual Dinner. In honour of John, the award will go to an exceptional individual whose values and actions help uphold the legacy of passion, innovation and communitymindedness he established.

When Kevin took the coaching role in 2021, the Broncos were at rock bottom, having failed to make the finals for several years. In October 1962, Bob Sinclair and his two brothers established e&s in a small shop in Ashburton, Victoria. From day one, e&s stood out by breaking the industry mold and offering the most competitive deals.
By the 1980s, the Sinclair brothers’ customer-first and value proposition saw the product range grow to include appliances, furniture, sporting goods, gaming, records and everything in between. By the 90s, the business was transitioning to focus on kitchen supplies as their exceptional reputation continued to flourish.
In 1991, Bob’s son, Rob, joined the business, which had shrunk to one store with 12 staff. In the early 2000s, joint Managing Directors Rob and Mike Sinclair worked to delve further into the renovation market, extending their specialist range into bathroom and laundry supplies in 2005.
Although Bob passed away from prostate cancer in 2006, Rob has upheld his father’s customer-centric approach and now also works closely with Rule Prostate Cancer to fund charities that support men facing similar diagnoses.
Currently, Rob heads approximately 400 staff and 10 stores. Rob described e&s’ expansion into the ACT six months ago as an unexpected, ‘people-led venture’. Rob explained, ‘They [the ACT team] were a perfect match.’
The staff at e&s embody an authentic attitude. They are approachable and excellent at understanding needs, identifying the best fit and providing flawless recommendations for customers. The new ACT Team are perfectly aligned to these values, making their induction to the e&s way so smooth.
The extraordinary culture at e&s is evident in the joy with which the team operate, as well as the team’s low turnover — more than half of staff have been onboard for over 5 years and more than 70 staff have been onboard for over 10 years.
Looking forward, the ACT team will spend the near future finding the ideal site for their store and preparing for a significant growth phase as a nationally recognised supplier with a leading portfolio of brands that service all requirements. The combination of firm foundations for empowered support from the established stores and each team member’s local reputation for excellence, promises exciting developments for e&s’ initial years in the ACT.

As Head of Commercial for ACT and NSW, Gav ensures that the team has everything they need to be happy and healthy as they perform their role. He firmly believes that a content team stimulates growth in the business. Gav relishes the opportunity to meet new people and build friendly relationships at work as well as afterwards when he coaches and plays team sports.
SCOTT BALLARD – Head of Projects
Scotty’s role as Head of Projects involves mentoring the Project Team and assisting with leadership for bigger picture commercial tasks. In the office and on the field, Scotty thrives in a team and enjoys nurturing the development of a high functioning group. Scotty’s background as a retail salesperson keeps him grounded and increases his ability to empathise with colleagues and clients.
SARAH FLANAGAN – Head of Volume Builders and New Homes
Sarz is the Head of Volume Builders and New Homes, which translates to guiding clients towards the most suitable taps and toilets for their needs. She operates with calm efficiency amid her high-functioning team, a skill she attributes to her years as a musician and singer in bands, but draws on her past as a roller derby player when dealing with difficult builders. Sarz delights in building both beautiful local homes and long-lasting friendships with clients.
BLAKE WILLIAMS – Key Account Manager of Projects
As Key Account Manager of Projects, Blake is the principal point of contact between supply partners and clients. He ensures clients have the right products and services, identifies new business leads, and pitches prospective clients. Blake’s background in team sports and diverse retail work set him up to excel at determining needs and implementing strategies. He enjoys the challenge of making a deal and the triumph of providing clients with the best solution.
ASHLEIGH DAVIDSON – Key Account Manager of New Homes
Ash, the Key Account Manager of New Homes, uses her exceptional product knowledge and client service to forge lasting relationships with Canberra homebuilders. Ash provides support through builds and assists with PC and appliance requirements. She delights in residential projects and is even working on her second renovation in her spare time.
The Master Builders Fidelity Fund was established in 2002 to protect the interests of builders and home owners in the ACT.
Income received by the Master Builders Fidelity Fund remains in the ACT, and is securely invested, and used for the betterment of the ACT building and construction industry.
The Fund issues Fidelity Certificates which provide protection for new homes or those making substantial changes, if the builder dies, disappears or becomes insolvent. The Certificates protect the owner during construction and for up to five years from the date a Certificate of Occupancy is issued.

Celebrating 30 Years of MBA ACT Membership with RAM CONSTRUCTIONS
Established in 1976, RAM Constructions has evolved from specialising in commercial landscaping to also delivering award-winning civil and residential projects. Celebrating 30 Years of MBA ACT Membership with COLLIERS

MEMBER MILESTONE 30 YEARS
Celebrating 30 Years of Life Membership with BOB WINNEL
Bob Winnel AM spent his career enabling more Australians the opportunity to own their own home. After 10 years in the NSW and Commonwealth public services, in 1976, Bob joined Canberra’s Housing Industry. After years constructing extensions, housing and townhouses, Bob became a driving force in Canberra housing.
Before establishing The Village Building Co in 1988, Bob constructed 800 homes, including Argyle Square, Reid. He took on the role of Chief Executive of MBA ACT during the tumultuous Builders’ Labourers de-registration in the late 1980’s and was President of MBA ACT for 2 terms.
In 1988, Bob established The Village Building Co. (VBC), where he served as the Managing Director (MD) until his retirement in 2016. Prior to his retirement, VBC completed over 12,000 residences and blocks of land across Canberra, and Gungahlin Lakes Golf Course. He also acquired Tralee for development at South Jerrabomberra. VBC extended activity across the
East Coast, (Sydney, Melbourne, Brisbane and regional areas). Among VBC projects were small-lot affordable housing developments. For 6 years, VBC produced 85% of Canberra’s affordable housing.
On retirement as MD of VBC in 2016, Bob Winnel left a legacy of accomplishments. His energy and contributions to local communities (e.g., public sculptures programs on several of its estates and 6 world-class operatic concerts at the arboretum), solidified his reputation as a community-oriented individual. An illustration of this was VBC’s substantial $1 million contribution towards establishing the National Arboretum in 2011. For 10 years, the arboretum’s central visitor facility has been named the Village Centre.
Since retirement, Bob continues as a member of Village Building’s Board of Directors and as Chairman of the Board of The Big Banana in Coffs Harbour, (VBC is the majority shareholder). He is a life member of MBA ACT and of UDIA NSW.

CHANGES TO WORKPLACE LAWS ‘CLOSING LOOPHOLES’ BILL What the Proposed Industrial Relations Reforms Mean for Building and Construction
SUMMARY
The Federal Government has introduced legislation into Parliament – it is not yet law, with a final vote expected in early 2024. If the Bill is passed, there will be big impacts for all employers, subcontractors and independent contractors.
Here is an overview and answers to key questions from employers:
OVERVIEW OF KEY CHANGES
1. Casual Employment and Conversion Rights: The changes will redefine casual employees and introduce an ‘employee choice pathway’ for them to switch to permanent positions. Employers will have limited grounds to refuse these requests, leading to potential disputes being resolved by the Fair Work Commission.
2. ‘Same Job, Same Pay’ – Labour Hire: These changes aim to prevent wage ‘undercutting’ in Enterprise Bargaining Agreements (EBAs) by labour hire companies. The changes extend beyond traditional labour hire, potentially affecting subcontractors in construction (unless they can argue otherwise).
3. ‘Employee-like’ Workers and the ‘Gig Economy’: Provisions will allow the FWC to set minimum standards for ‘employee-like’ workers, with potential implications for independent contractors and self-employed individuals utilising platforms like Airtasker.
4. Unfair Contracts Disputes: The FWC will gain new powers to address unfair terms in service contractors involving independent contractors, broadening the scope of what constitutes an ‘unfair contract term’.
5. New Principles for Determining Employee–Employer Relationships: Amendments will replace existing rules with complex factors for determining the nature of relationships between parties, potentially reclassifying independent contractors and employees.
6. Sham Contracting Rules Watered Down: The definition of ‘sham contracting’ will change, reducing the threshold from ‘recklessness’ to ‘reasonableness’, increasing legal risks for businesses using independent contractors.
7. New Rights for Union Delegates: The proposed changes will establish a framework for union delegates’ rights, offering protections and offences for employers when dealing with them.
8. Changes to Right of Entry Notices: Unions can obtain an exemption certificate to bypass the 24-hour notice requirement, facilitating easier access to workplaces and business records.
9. Wage Theft and Increased Penalties: These amendments introduce criminal offences for wage theft, with potential imprisonment for employers who underpay workers, alongside higher fines and relaxed criteria for serious contraventions.
10. Enterprise Bargaining Changes: These changes include a new pathway for multi-employer EBAs, powers for the Fair Work Commission to set model terms for Modern Awards and EBAs.
11. Protections for Workers Experiencing Family and Domestic Violence: Proposed amendments offer more protection against discrimination for employees affected by family and domestic violence.
MAJOR
RUBBISH TO RESOURCES WITH Canberra Construction Recyclers
Canberra Construction Recyclers (CCR) (formerly Canberra Concrete Recyclers) was established in 1992 by ACT recycling pioneers Tom and Ken Jackson. What was the first site to perform construction and demolition recycling in the ACT, is now a 26ha facility operating 176 plant items and employing 30 locals.
With a conversion rate of 91%, CCR beats Australia’s average conversion rate for mixed demolition materials by an admirable 6%. Through these efforts, they have supplied approximately 2.4 million tonnes of valuable recycled aggregates, road bases and other construction products to the local construction industry. This means that CCR has saved 7 million cubic metres of waste from landfill since 1992. On a tonnage and volume basis, CCR has contributed more to the reduction of waste to landfill in the ACT than any other small business.
In addition to these contributions, reusing construction and demolition waste uses a fraction of the energy of creating new materials, helps reduce CO2 emissions by as much as tenfold and lessens the need to find more landfill sites. As such, CCR is a significant contributor to the ACT Government’s sustainability goals.
Aside from the significant environmental benefits of their services, CCR also collaborates with the airport and the fire services for the benefit of the community. They have created a mound of clean waste that does not attract birds but does provide the airport with a wind break and incoming pilots with a reference point for navigation. The CCR site also hosts two above-ground water tanks that assist fire truck refill and proved to be a valuable support during bushfires.
CCR work to meet best international practice by continuously reinvesting in capital infrastructure, including removing and decommissioning obsolete fixed plant in favour of more efficient modern machinery. To maintain their high standards for safety at the site, the team utilises bores, methane testing and environmental consulting.
In comparison to Sydney competitors, CCR pricing for mixed demolition waste is as low as 45% of the pricing in the NSW capital. Additionally, unlike many competitors, CCR offers reduced pricing for waste that is sorted before it is received at the facility.

OzHelp Foundation launches ‘Health in Trades’ to combat suicide in high-risk industries
With two decades of experience delivering health and wellbeing programs to Australia’s most at-risk industries of suicide, the OzHelp Foundation (OzHelp) are unwavering in their mission to deliver vital health and wellbeing programs to Australia’s most vulnerable sectors. In an innovative step forward, OzHelp have proudly launched their Health in Trades (HiT), to foster health and wellness within Australia’s building and construction industry.
Statistics underscore a stark reality; on average, around nine Australians die by suicide every day, 75% of which are men, with male construction workers having consistently been found to die by suicide at a higher rate to other male workers.
OzHelp’s long-standing commitment to delivering health and wellbeing services to Australia’s building and construction industry, finds a heartfelt expression through the HiT initiative: a hard hat tip to the industry for which the Foundation was born to support.
Backed by over 20 years of experience, coupled with an intimate understanding of the intricacies of the industry, extensive customer and client relationships and invaluable voice of lived experience, the HiT program stream was developed to meet the continually evolving needs of the building and construction industry, extending much needed support to the workforce.
OzHelp’s Partnerships and Engagement Director, Caz O’Brien, highlights the shift in the minimum standards expected of employers in managing psychological risks in the workplace. Employers are playing an active role in preventing harm and providing genuine care and support to their people.
‘Employers are looking beyond mental health advocacy and how as an organisation they can practically prevent psychological harm within the workplace through data informed decision making and targeted interventions that are tailored to their worker’s needs.’

OzHelp’s reputation is underpinned by its accreditation under the Australian Government National Standards for Mental Health Services and several key components to the HiT program received accreditation under the Suicide Prevention Australia Accreditation Program in late 2022.
Programs such as the Tradie Tune Up which facilitate onsite health and wellbeing checks, counselling and wellbeing support services and the Workplace Tune Up program, were evaluated against six national suicide prevention standards to ensure they are targeted, outcomes-based, and provide a consistent, highquality and safe standard of care.

On 20 July 2023, over one hundred building and construction professionals gathered at The Boat House to support Women in Construction (WIC) while enjoying an intimate three-course meal with drinks.
Master Builders ACT Commercial Partnerships Manager, Bethany Mason, welcomed the cheery group with a short recap of WIC achievements in 2023:
> 13 dedicated women graduated from the Women in Civil Construction Program, which has a post-program employment rate of 100%.
> 20 school-aged girls completed the Certificate II in Construction Pathways as a part of the WIC Pathways program for Australian school-based apprenticeship students. Another 16 girls are expected to complete the program before the end of 2023.
> Seven girls in Year 9 and 10 have participated in the Trade Starter Program, which provides the skills and knowledge to begin a career in carpentry and other building trades.
> The WIC international women’s day luncheon sold out and received rave reviews.
> The WIC learning sessions on market trends and decision making were successfully delivered to packed rooms.
Top 100 Women is an online community platform for women in construction that connects approximately 21,000 individuals around the world.
Master Builders Australia Manager of Industry Policy Jen Lawrence introduced a recent addition to the WIC program: The Women Building Australia Program (WBA). WBA assists with attracting the best workers by promoting opportunities, information and support for women and employers.
Bethany discussed Master Builders ACT’s submission to the ACT Government Women in Construction Procurement Policy. The submission advised that, rather
than cut funding, now is a time to increase funding and flexibility to encourage more women to enter construction workplaces and that introducing mandated quotas and targets at a time when only 5.5% of ACT apprentices were female was inappropriate.
The keynote speaker for the evening was the inspiring Tamika Smith. Tamika has 15 years of experience in the construction industry and is the owner-founder of two companies: My Bella Casa and Top 100 Women. My Bella Casa builds affordable homes in the most in-demand size for the group most prone to homelessness: women aged over 55. Top 100 Women is an online community platform for women in construction that connects approximately 21,000 individuals around the world.
Tamika spoke of her growth through the construction industry from the age of 19 and the challenges she has overcome, including sexism and chronic fatigue. In the early years of her career, Tamika recalled lying about her age, avoiding wearing skirts and dresses, and frequently having to navigate the politics of being pitted against the women she worked with. She was happy to report that these issues have reduced but warned that they certainly weren’t gone.
WBA assists with attracting the best workers by promoting opportunities, information and support for women and employers.
EVENT WRAP-UP: Women in Construction Learning Session
On 22 August 2023, Master Builders ACT hosted a sold-out Women in Construction (WIC) Learning Session with presenter Belinda Newham.
Belinda is the Founder of Decision Revolution and Women in Strategic Decision Making. She has dedicated years to helping large organisations develop strategies and plans, make investment decisions, and build policies and programs using academically rigorous, structured decision processes and techniques. Belinda is a Certified Multi Criteria Decision Analysis (MCDA) and Decision Conferencing Analyst, and Certified MCDA and Decision Conferencing Facilitator.
By understanding what drives effective decision making, Belinda coaches individuals and leaders through complex decisions to get breakthrough results for their organisations, and in their personal and professional lives.
Attendees completed a short survey prior to the learning session to identify their decision-making styles and the role that regret plays in their decisions. They were then provided with personalised results to better understand their decision-making style.
Once everyone had a firm understanding of the different styles, Belinda introduced the group to the Eisenhower Matrix, which assists with day-to-day decision-making and prioritising. There was a consensus that this tool would prove extremely helpful for team leaders, managers and those who struggle with making decisions.
While completing worksheets, the group had a lively discussion about how their personalities were reflected in their decisionmaking styles and how their styles could change in different
contexts, such as when they are at work, when they are dealing with children, when they are in a rush or when it is a high-risk situation. The potential strengths and weaknesses of each style were discussed, as well as how a person’s style changes as they age.
The discussion wrapped up as Belinda moved the group’s attention to the decision quality framework. The framework covers six elements that assist in evaluating and making decisions, moving the focus from daily decisions to larger scale decisions and project management.
Attendees valued the broad applicability of the skills they learned and the tools they gained during the session. Networking in an open learning environment was a highlight for many attendees, who valued the chance to create deeper connections as they discussed the learning content with others at their table.

Business owners in the building and construction industry have faced multiple headwinds over the past three years. Issues such as high inflation, business lockdowns, supply chain disruptions, labour shortages, new regulations, and changes to industrial relations policy have all combined to make some of the toughest trading conditions in years.
In the 2023 Master Builders ACT member survey, the most common suggestion for new MBA services was for business-related training courses, including financial literacy, business planning and strategic planning.
Now more than ever, building business owners need to spend as much effort working on their business, as they do working on their technical building skills. Business owners need to be looking at their key business elements, ensuring that they are in the best possible position for the future.
To address this need, Master Builders ACT developed the Toolbox Series, a new member workshop program designed to provide members with a ‘toolbox’ of construction-industry business experts.
These seven learning sessions, with experts in business structure, finance, cash flow, record keeping and general business planning, will provide attendees with tangible business driven tactics to assist their businesses today.

Celebrating 30 Years of MBA ACT Membership with REGAL HOMES
Regal Homes is one of Canberra’s most experienced residential builders, with half a century of experience designing, knocking down, rebuilding, renovating and extending beautiful homes.
This year is full of milestones for Regal Homes, marking 50 years as a business, 30 years as a Master Builders member and the beginning of Natasha Stoka’s transition to solo leadership.
Regal Homes was started by Natasha’s father, Boris Stoka, in 1973. Boris grew the business from functional project homes into custom builds and is recognised as one of the builders who brought display homes to the ACT. Alongside Natasha, Boris passed his passion onto his two sons, Justin and Lee. Justin was born and raised in the business, becoming a carpenter and builder, and Lee trained in IT before joining to manage the marketing side of the company.
After multiple attempts at retirement over the years, Boris has now almost settled into the retiree lifestyle, having just returned from a cruise with design ideas for a solar-passive home with minimal wastage and great orientation. Natasha’s brothers withdrew from the business at the beginning of 2023 to pursue interests in QLD. Natasha attributes the stability of the company throughout their busy transition to her fantastic team,
saying, ‘it’s a long, lonely road to make a company successful without a great team by your side’.
The Regal Homes team is emotionally invested in each home and the space that it creates for its inhabitants. They prioritise the current and future needs of clients in every project, even offering peace of mind with a 25-year structural guarantee. Natasha said, ‘If you can’t put your heart into building someone a home, you shouldn’t be building it.’
The team has well-established relationships with suppliers, which paid off during the pandemic when their connections ensured they never ran out of frames. Natasha values the honesty of displaying at least one standard-finish display home in which clients know exactly what they are getting but is excited to develop custom finishes and plans with clients that reflect their lifestyle. Sustainability is prized in her future plans, and she is frequently updating to more sustainable offerings and has plans to develop a sustainable housing community with vegetation corridors, food forests and more.
With Natasha’s eldest daughter nearing the end of her carpentry apprenticeship and bringing another fresh perspective to the team, the future is looking incredibly bright for Regal Homes.
Helping female apprentices find their voice
Meet Amanda Hewer. Amanda is a Cbus member, former telecommunications technician and one of the Master Builders Association SA’s (MBA SA) newest recruits as a Born to Build Field Coordinator.
The Born to Build Program is a collaboration between MBA SA and the South Australian Government aimed at promoting the building and construction industry to help address the current skills shortage.
Amanda brings over 18 years’ experience and is working hard to promote the industry to young people across the state, with a particular focus on encouraging females to consider the construction industry as a career option.
As a student, Amanda followed the path that was expected of her and went to university. At 22 years old, she realised it wasn’t quite right for her and after a conversation with a friend who was planning to start an apprenticeship decided to enter the industry and hasn’t looked back.
Although she was comfortable working in a male dominated industry, Amanda understands the importance of female
representation in the industry. She acknowledges that she didn’t have anyone to look up to or anyone that understood the female experience on construction sites - so she’s become that person for other young females.
Every day Amanda wakes up with a spring in her step and looks forward to raising awareness about the important role women play in the building and construction industry.
She is working closely with schools to speak to female students from all walks of life about trade apprenticeships as an alternative to university.
Amanda helps young girls interested in joining the construction industry understand that women belong on construction sites and helps to align their interests with different types of trades. In addition to the work in schools, Amanda provides guidance to help female apprentices find their voice, build their support networks, increase communication skills and encourages them to ask the difficult questions.
Amanda is yet another example of the incredible and critical work our members do. Thank you Amanda!

Employers can plan for the 6 weeks in advance, with training dates provided to apprentices for the full 12 month period. HEART OF THE NATION Empowering Communities to Save Lives
Heart of the Nation is an initiative of registered Australian charity Our National Heart that aims to raise awareness about sudden cardiac arrest and the need for bystanders to become responders. The initiative was founded by original Yellow Wiggle Greg Page after he was fortunate enough to survive a sudden cardiac arrest in 2020 because bystanders could respond rapidly.
Every year, 28,000 people experience a sudden cardiac arrest in Australia and 90% do not survive. This means that only 2,800 of those 28,000 go home to their families. This massive public health issue has flown under the radar for a long time, despite a simple solution being available: more
people need to be able to CALL, PUSH, SHOCK –call 000 if someone is not responding, start CPR if they are not breathing, and use an automated external defibrillator (AED) as soon as one becomes available.
Analysing the strategies of other countries has shown that enough people having more rapid access to an AED would double or potentially triple this survival rate. As such, Heart of the Nation is passionate about educating the community on this issue. At the core of the initiative are simple messaging and accessible programs that anyone can participate in. This may be as straightforward as helping to locate and register AEDs for the app’s map,

signing up to become a responder who delivers an AED or working together with neighbours to purchase an AED for your street. Given that 80% of cardiac arrests happen in the home, it is crucial to have rapid access to the device, in conjunction with people who can assist with CPR. As the AED plays a vital role in resuscitating cardiac arrest patients and no formal training is required for CPR or AED use, people should be able to live, work and play within 3 minutes of an AED.
Support for this initiative has been passionate from the community, medical professionals and the Heart Foundation. To date, more than 7,000 AEDs have been registered to the initiative’s database and more than 700 people around Australia have joined the app’s responder network. Heart of the Nation has helped provide more than 1,000 AEDs to the community, 300 of which can be accessed at any time, and there have been at least 4 successful uses of these AEDs.
Now, Heart of the Nation is engaging with builders and developers to ensure that construction worksites have rapid access to an AED from any part of the site. To that end, Master Builders ACT is partnering with OzHelp on 11 October 2023 to provide a barbecue breakfast with Greg Page attending as the highly anticipated guest speaker. Greg will be speaking on site access to AEDs
and the Heart of the Nation Communities program, which aims to see that every street has an AED within a 200m radius of every home.
Greg wholeheartedly endorses the life-saving potential of this program combined with the app’s ability to connect people with AEDs, stating, ‘Imagine being able to promote your next development as a “Heart of the Nation Community”!’

EVENT WRAP-UP: Industry Luncheon
On Tuesday 8 August 2023, more than 60 professionals from across the industry gathered to discuss infrastructure and housing priorities, projects and opportunities.
Master Builders ACT CEO Michael Hopkins welcomed everyone with an update on Master Builders key advocacy priorities, training activities and upcoming events. Michael emphasised the significance of the housing crisis with several poignant notes, including that, in the three months leading to August, the average ACT housing price increased by $80,000.
Our MC, Region Media Group Editor Genevieve Jacobs, introduced the passionate key speaker: Coordinator General for Housing Stephen Miners. Stephen is the first in his role, which was established in February 2023, and is responsible for overseeing the ACT Government’s policy framework to deliver housing and for coordinating feedback to provide wholistic advice. Stephen advised that current works involve five pillars and provided several examples of each:
1. Home Purchase and Affordability – the share to buy scheme, supplying 17,000 residential blocks by 2028, building 500 affordable homes and reforming housing taxes
2. The Rental Market – attracting investors to the ACT, tenant and landlord rights, and affordability
3. The Community Housing Sector – $60 million fund for affordable housing projects, such as build to rent to buy for low-income women
4. Public Housing – $50 million fund for growth and renewal
5. Targeted Assistance – housing for specific needs such as disability and transferring from correctional facilities
Following Stephen’s presentation, he was joined by Andrew Hannon, CEO of CHC, and Alex Waldren, National Policy Director at Master Builders Australia, for a Q&A session.
During the discussion, Alex responded to doubts about the construction industry’s capacity to fulfill the housing demand by advocating for investment in the pipeline and the reduction of risk to help build industry confidence. Andrew advised that we should be wary of the tender process as a potential money pit and Stephen noted that there is a large amount of consultation for the tender process. Regarding dual occupancy taxes, Stephen advised that the general rule for windfalls is that 75% goes back to the community, which also creates equity in land value. Stephen confirmed that the large delays and inconsistent feedback in the planning approval process would be raised during the monthly government meeting.
The incredibly informative luncheon will serve to fuel further discussion on the vital, evolving matters surrounding ACT infrastructure and housing.

Well known TV and radio host, Tim Ross, served as emcee for the awards, which are the ACT’s largest black-tie event.
The Excellence Awards showcase the very best in residential, commercial and civil construction. The winners are evaluated and selected by teams of proficient judges who volunteer their time and expertise. A very big thank you to our 2023 judges.
From the many projects entered, one residential project and one commercial or civil project receive the coveted House of the Year and Project of the Year awards. These winning projects demonstrate excellence in each and every category of judging. In 2023, all finalists were also entered for the People’s Choice Award. The People’s Choice Award

The handcrafted quality of this home was outstanding, particularly the staircase, which was accurately delivered to the millimetre. Each timber stair tread required onsite templating to be manufactured offsite. Fine details such as this, and the brick corbelling, parapets, wainscoting, cornices and skirting boards, showcase the consistent master craftsmanship that is visible throughout the project.
Wrought iron balustrades were designed and manufactured, then painted in a finish to match the aluminium window frames. The windows and doors are double glazed aluminium to provide thermal comfort. Chandeliers, pendants and wall lights were designed and sourced internationally through the client’s European connections.
The varying widths of thresholds and ranged ceiling heights allowed rooms to connect seamlessly while the direction of the flooring was carefully laid to create soft distinctions between rooms.
Adaptable design for the benefit of the client was prized throughout this project. The team capitalised on voids discovered during modelling by transforming the upper-level spaces into storage drawers and a laundry chute to the floor below.
Remarkable attention to detail was required for this expert team to fulfill the lofty brief and deliver this highly customised build to an excellent standard.

The world-class music facility delivered by Construction Control provides state-of-the-art teaching and performance spaces for the students of Canberra Grammar, as well as the broader Canberran community, and visiting national and international organisations.
This extensive technical project required the demolition of the existing breezeway, the underground construction of the new concert hall and music facilities and the refurbishment of the adjacent heritage listed building.
As the new building was constructed fifteen meters below ground, Green roofs were used to create an exceptional aesthetic at ground level. To minimise the risk of leaks, the slab had integral upstanding walls that extended to the perimeter of each roof. All reticulation was coordinated to prevent roof penetrations through the slab, additional crack control mesh was installed and slabs were poured with integral one way falls to an eaves gutter. Afterwards, a full crack review was undertaken to ensure these measures were successful.
Every aspect of Construction Control’s planning and delivery of this project was of an industry-leading standard of excellence. The resulting spaces will benefit the Canberran community for many years to come.

EVENT WRAP-UP: Well Built – The Simmie and Co Exhibition
In August 2023, the Master Builders Association (MBA) of the ACT began hosting the Well Built: Simmie & Co. exhibition in the membership area of the Fyshwick office. The temporary exhibition displays the timeline of extraordinary achievements and remarkable contributions of Simmie & Co.
The building company Simmie & Co. was established in 1924 by the three Simmie brothers – George, John Ernest (Jock) and William (Bill). Prior to establishing Simmie & Co., the brothers enlisted in the first world war and served at Gallipoli on the Western Front. After all three brothers returned to Australia, wounded but safe, Jock gained credentials as an accountant and company secretary, and Bill and George began work as builders. The brothers began contracting in Melbourne in 1924 then Canberra in 1926 when Jock moved to the capital.
By 1928, Bill was the Victorian delegate to the national convention of the Federated Master Builders Association of Australia and Jock was elected as the treasurer for the MBA in Canberra.
In 1931, George left Simmie & Co. to pursue other business interests. At this point, Bill was leading
operations in Melbourne and working closely with Jock, who was heading operations in Canberra.
Over the course of 50 years in the ACT, Jock worked on a range of significant projects in Canberra, including:

> the German Embassy
> the Philippines Embassy
> the Federation of Malaya (later Malaysia) High Commission
> Albert Hall
> the Institute of Anatomy

In the 1950s, Jock moved back to Victoria, where both he and Bill were heavily involved with the MBA. Jock held the position of president of MBA Victoria from 1956–58 and was made a life member to acknowledge his incredible contributions to the industry in 1968.

The prestigious event recognises and celebrates outstanding achievements in financial management, operations, customer service, business improvement and corporate social responsibility within the building and construction industry.
The awards validate and celebrate the businesses who are leading the way in best practice and have instilled this objective into their long-term business strategy.
This year’s National Business Excellence Awards showcase the industry’s commitment to fostering sustainability and resilience, as well as the remarkable ability of businesses to thrive amid a difficult economic environment.
The Business Excellence Awards attracted a significantly higher number of entries in 2023 compared to previous years.
This growth reflects not only the increasing recognition of these awards but also the capacity of the finalists and winners to demonstrate that they have been assessed by industry leaders as running outstanding businesses.
This year, ACT businesses won two of the eight categories. Wodens was awarded the National Business Excellence Award for Large Civil Construction Company. As one of the oldest privately owned civil construction companies in Australia, Wodens has a strong reputation for prioritising WHS, environmental management and quality that was deservedly recognised.
Civil contracting company Cord Civil was awarded the National Business Excellence Award for Small Civil Construction Company. Cord Civil is well known in the territory for providing a complete range of adept civil contracting services, including plant hire, expert subcontractors, quality control professionals and temporary traffic management.
Cord Civil Managing Director Stuart Ritchie highlighted the importance of all involved when he accepted the award, saying ‘It’s not just myself, it’s the whole team including subcontractors and, most importantly, families. Celebrating 20 Years of MBA ACT Membership with HEINIGER JOINERY
Heiniger Joinery provides custom-made high-quality kitchens, shop fit-outs and bespoke furniture for residential and commercial clients in the ACT, Thredbo and on the South Coast. Christoph Heiniger broke out on his own to establish this award-winning business in 2001 and is now celebrating 20 remarkable years as an MBA member.
Originally from Switzerland, Chris moved to Australia in 1998 for a year of exchange. Having already completed a joinery apprenticeship overseas, Chris took the opportunity to explore the differences between each nations’ approaches to the craft. In that way, working for an Australian company was an eyeopening experience. He found that the scope of the work he completed in Australia was much smaller than the broad range of jobs he undertook as a Swiss joiner. The use of gyprock and stud walls onsite also varied surprisingly.
After a year of adjusting to the different techniques, culture and language, Chris was intrigued when his boss advised him that just another two years of work in Australia could pave the way to his permanent residency. Chris took the leap and never looked back. Over three years, he established a firm reputation as a skilled and reliable sole trader before working to convert Heiniger
Joinery into a company in 2004. Chris now manages a closeknit team of four employees who gain much of their work through recommendations and referrals from satisfied clients and impressed colleagues in the ACT. Their success has enabled the team to invest in a CNC machine that supports their attention to detail while allowing for more efficient and accurate cutting of materials.
Chris highly values his team’s loyalty and the skill with which they complete all jobs, from the simple to the incredibly high-end. He is particularly proud of the team’s custom work throughout the Griffith house pictured and usually finds the uniquely personal nature of residential projects more engaging than their commercial counterparts. At the end of 2022, Heiniger Joinery moved their equipment and base of operations to a more conveniently located factory in Bungendore and are working on plans to restructure operations to further streamline their processes. With a stellar reputation, skilled team and knowledgeable leader, the ACT can look forward to many more years of impressive workmanship from Heiniger Joinery.

ECONOMIC
OUTLOOK

Construction activity in the ACT is estimated to have dropped back by 1.7 per cent during 2022-23, with a total of $3.74 billion worth of work being carried out during the year. There was quite a contrast between the performance of the market’s different strands: the volume of civil and engineering construction plunged by 17.5 per cent during the year while residential building notched up a 3.1 per cent expansion. Meanwhile, non-residential building work was static (-0.1 per cent) over the course of 2022-23.
Like the rest of the country, demand for new home building in Canberra has been hurt by the interest rate increases which have been coming our way since May of last year. This is despite continued growth in the population. Over the three months to July 2023, a total of 218 detached houses were approved across the ACT – a reduction of some 41.1 per cent on the same period last year. Interestingly, housing investors are now responsible for a much larger share of new home building activity. During July, housing investors accounted for 36.2 per cent of all home construction loans in the ACT.
Remarkably, more than one half of loans (56.5 per cent) for the purchase of residential land in the ACT were made to housing investors. This suggests that the investor share of home construction loans is likely to rise over coming months.
The growing housing investor interest in the market is a logical response to some of the changes that are going on: home prices are starting to grow again, while there are increasing signs that interest rates have almost peaked as inflation comes under control. Crucially, the rental market is very tight at the moment. This means that the financial ‘carrots’ from providing accommodation to the rental market are becoming more attractive.
What does all this mean for construction in the ACT? Master Builders Australia’s twice-yearly exercise in crystal ball gazing was recently completed and updated forecasts up to 202728 have just been published for all eight states and territories. For residential building, the prospects are reasonably favourable. Work started on just over 4,000 new homes across the ACT during 2022-23. We expect this to fall back
further during 2023-24. However, both detached houses and higher density home building is projected to grow steadily over subsequent years. By the end of our forecast horizon in 2027-28, new home building starts are likely to top 5,000 again. This is against the backdrop of solid population growth and interest rates starting to fall again.
On the non-residential side of the market, the contribution of the Canberra Light Rail Stage 2 project is expected to lift civil/engineering construction activity to a peak of $1.01 billion in 2025-26 before activity eases back over later years. Non-residential building activity in the ACT is peaked in 2021-22 and is currently in reverse. We anticipate that it will bottom out in 2024-25 before embarking on a steady expansion.

Master Builders Australia Launches SUSTAINABILITY GOALS 2050
The vision of Master Builders Australia is for a profitable and sustainable building and construction industry. To achieve this vision, we cannot just focus our attention on the here and now, but we also need a greater commitment and energy in the longer term to future-proof our industry and Australia’s built environment. To ensure we are progressing more effectively towards our vision, Master Builders has established the Building and Construction Industry Sustainability Goals 2050.
These goals articulate the ambition to achieve a more robust and sustainable industry in the long term by identifying material issues likely to affect business performance and developing actions to minimise the risks and/or maximise the opportunities of those material issues through an ESG governance framework.
Master Builders has identified eight material impact issues for the building and construction industry that require greater focused attention through an industry-led approach to improving the long-term sustainability of the industry.
The goals have been set to be achieved by 2050, with 2030 ambitions agreed upon for each goal, supported by three-year action plans to be measured annually.
An environmental, social, and governance (ESG) framework has been utilised to define the goals that need to be managed holistically as one input to maximise industry performance.
Our process and its identified outputs have been selected where Master Builders and its members will likely achieve the greatest success. We acknowledge that as an industry association, we don’t make decisions for businesses, governments, or the public. Still, we have a leadership role to
influence change in a manageable and sustainable way that enables the building and construction industry to be viable. With a growing population, housing shortages, flatlining productivity and more significant environmental challenges, ESG-focused building and construction practices can shape a more sustainable future for businesses, their workers and the communities in which we operate.
We cannot achieve our ambitious goals alone. We will need to partner with our member associations and their members, other industry stakeholders throughout the building supply chain, and governments, to drive better outcomes for such an important industry to the Australian economy and community.
Collectively, we seek to embed practices into industry business models to generate stronger and more sustainable businesses that will create more jobs, create a better built environment, and contribute to a stronger economy.
