The 2023 Master Builders and Asset Construction Hire Excellence Awards revealed a range of incredible commercial and civil projects.
Project entries were broadly judged on project and construction management, innovation, quality, safety, environmental awareness, stakeholder engagement and people development and training, as well as the specialist criteria for each category.
It is an extraordinary achievement to surpass the judge’s high expectations in these areas, and our finalists and winners were able to accomplish this impressive feat.

This year, entrants showed an increasing interest in sustainable materials, especially asphalt, and a wide variety of innovative solutions to complex problems.

Construction Control delivered a 1,400-seat concert hall, state of the art music-teaching facilities, and a library for the use of Canberra Grammar, the local community and visiting national and international organisations.
This extensive technical project required the demolition of the existing breezeway, the underground construction of the new concert hall and music facilities, and the refurbishment of the adjacent heritage-listed building.
Constructing the concert hall 15m below ground provided flexibility to meet the requirements introduced by the heritage-listed buildings surrounding the new facility. Innovative planning enabled the acoustic treatment to be built into the base wall to increase safety, reduce costs and decrease construction time. The concrete panels were prefinished with an oxide in the concrete mix that gave the wall colour, and precast in a mould that provided the required acoustic reflective treatment. The resulting walls were then able to be craned into place with no further work needed. The challenge of preventing water from entering the building was resolved with a single slab and wall pour, no construction or expansion joints, low-shrinkage concrete and quality curing.

Every aspect of Construction Control’s planning and delivery of this project was of an industry-leading standard of excellence.
Risk assessment workshops were used to identify the safest methodologies, including a 200-page manual for the design, installation and pouring process of the auditorium. The underside of the roof is 14m from the auditorium’s floor and would usually require falsework. To contravene the significant risks of material handling, falls and difficult access, Construction Control installed a structural steel truss system and a permanent formwork system. The beams and Bondek were installed from knuckle booms that provided fall protection, and mesh was installed above the structural beams and the formwork to act as a safety net if the formwork and concrete were to collapse.
Every aspect of Construction Control’s planning and delivery of this project was of an industry-leading standard of excellence. The resulting spaces will benefit the Canberran community for many years to come.

Nick is an accomplished manager, who appreciates his client’s motives and uses his deep technical knowledge to meet their expectations. This is evident in his noteworthy work on the Canberra Grammar School Auditorium and Music Centre project. Nick’s confidence, intricate understanding of the work and positive outlook, enable him to explain project details, problem-solve and provide direction in a reliable manner. These skills paired with his open communication with stakeholders have helped him to achieve outstanding success. Nick holds himself and his team to a high standard when it comes to safety and respect. He has a deep knowledge of compliance requirements, great active listening skills and a hands-on approach to issues. He is a valued and approachable mentor within the Construction Control team.

Construction Control
Lauren’s pursuit of her first engineering degree led to her concurrent work in onsite project management and her invitation to join Construction Control as a Senior Site Engineer. Since then, Lauren has furthered her reputation for collaboration, honesty, and technical expertise. As Director of Construction Control, Lauren prioritises employees by developing strong teams and providing career development opportunities. She forges collaborative work environments that are safe from sexism by setting the expectation for respect and calling out unacceptable behaviour. Her ability to maintain exceptional relationships and manage significantly complex projects is evident through her management of a project requiring 40 Construction Control staff, 30 operating sites and more than 40 client representative stakeholders across 200 buildings. Lauren invests significant effort into mentoring to help empower future female leaders in construction, create a pipeline for female talent and support all mentees in developing well-rounded skillsets.

Kia Showroom
This John McGrath Kia Showroom was refurbished to meet the demanding standards for Kia’s new national pilot location. The choice of materials was vital in achieving the client’s design aspirations while providing a functional space. Entry wall-panels and storage were camouflaged by sleek Alfrex cladding. Curved panels made from Polytec Plantation Ash Woodmatt provided flexibility and warmth. Internal walls were glazed with a luxurious bronzed powder-coated finish and surface panels consisted of brushed bronze metallic laminate. In the exhibition space, a perforated Gypsum board ceiling improved acoustic performance and created a contemporary grid design. Given the complex shape of the internal fit out and the variety of finishes, precision was paramount during the set-out and installation processes. The seamless integration of materials was achieved through precise laser leveling, close collaboration with the workshop and flawlessly cut panels.

Bridge Maintenance Program Construction 2021–2022
This project required the repair of 14 bridges across the ACT. A diverse range of work and skills were required to deliver this noteworthy outcome, including replacing failing bridge joints, waterproofing, repairing bridge bearing pads, and extending a bridge deck. There were several complex elements to the project, including working in high traffic areas and the identification of a bridge with lead paint. Strict contamination protocols and removal practices were implemented, including a worker monitoring program and air monitoring at all crucial stages of the project. Smartrock concrete sensors were also trialled. The sensors were cast in the concrete deck and provided the temperature and strength in real-time, eliminating the need for concrete crush tests. Complex Co’s excellent planning enabled the team to greatly improve the longevity of 14 bridges in a safe and innovative environment.

Ginninderra Dam and Tuggeranong Dam
Complex Co was engaged to deliver the vital upgrades to the outlet componentry of both the Ginninderra and Tuggeranong Dams. The team addressed the leaks in both dams’ drainage systems by replacing the outlet drainage pipework, knife gates and cone valves, all while the dams and roads remained in operation. Lift bags with a one-tonne capacity were used to move the 600kg bulkhead through the dam inlet structure, allowing the diver to manoeuvre the components with precision. An overhead gantry system was proposed and implemented to move the 800kg knife gates located in a 13m deep vertical shaft. This allowed the use of a gantry trolley to install the knife gates. The system worked so well that it was adopted as part of the dam’s infrastructure. Complex Co’s consideration of both safety and long-term functionality enabled them to deliver an outstanding project.

Acton Waterfront Phase 2
This project involved extending the boardwalk adjacent to Henry Rolland Park around the West Basin of Lake Burley Griffin. This work required detailed designs, extensive environmental controls, traffic management, importing and placing over 150,000t of fill material, installing 104 concrete-filled circular hollow section piles and manufacturing and installing 104 (10m long) precast concrete submerged beams and 258 precast concrete boardwalk deck slabs. Through this work, the teams were also able to reclaim 2.8ha of new land behind the boardwalk. The organisation, planning and forethought on this project has created a space that will be enjoyed by the Canberra community for many years to come.

CIVIL ROADWORKS COMPLEX CO
East Gungahlin High School Supporting Road Infrastructure
This project involved delivering vital road and utility infrastructure to support the development of Canberra’s newest public high school. This included the reconfiguration and reconstruction of Well Station Drive, extending Albatross Crescent, the signalisation of two intersections, major utility upgrades and the construction of shared use paths, noise walls and bus stops. The Complex Co team prioritised environmental sustainability in this project, including using reclaimed asphalt pavement mix as well as hybrid and fully electric plant and trucks, which reduced noise pollution and carbon emissions. This project is a shining example of what can be achieved when collaboration, innovation and sustainability are prioritised.

South Jerrabomberra Civil Subdivision Stages 1D, 1E & High-Level Reservoir
This project involved developing 172 lots of land, and installing essential infrastructure including a high-level reservoir, a booster pump station, a rising main, a gravity main and two pressure zones controlled by a pressure reduction valve installation. During this project, an existing gully filled with 1,280m3 of mixed waste was discovered. The teams went above and beyond to maximise the recycling potential of the onsite waste, showing an admirable commitment to sustainable practices. The essential work carried out by the project team resulted in a development that will ultimately be home to 4,000 residents across 1,500 homes with 23ha of amenities.

CAPITAL ASPHALT
Capital Asphalt’s Sustainability Strategy
Capital Asphalt is a locally owned company that produces, supplies, hauls and places asphalt and bitumen on civil projects around the ACT. Capital Asphalt’s innovative Sustainability Strategy shows exceptional commitment to reducing environmental impacts. Their investment in a state-of-the-art plant has enabled them to develop CAPECO – a conventional asphalt that can consist of more than 50% recycled material. The recycled materials are frequently locally sourced and the plant itself uses 30% less electricity than standard. The role temperature plays in the production and haulage processes is an innovative focal point of the strategy. A warm mix additive enables asphalt production at a lower temperature, which significantly reduces emissions. Live bottom asphalt haulage trailers and advanced bitumen storage tanks eliminate the reheating processes and greatly reduce energy consumption. Capital Asphalt’s commitment to achieving environmental responsibility is paving the way forward for civil construction in the ACT.

COMMERCIAL CONSTRUCTION LESS THAN $5MILLION CAPCORP CONSTRUCTIONS AND PEET
Googong Sales Centre
Adaptable structure and design were prized during this project because of the dual functionality required from the space. Special consideration was given towards venue licensing requirements and the design of staff amenities and toilet facilities so that this exceptional sales centre will be prepared for a streamlined transition to a café or restaurant in 15 years. The gentle curve of this building and the profile of the cladding created a technical challenge when installing the signage. The team overcame this by developing a customised bracket system to install the letters while maintaining seamless looking joins. The solar cells installed on the roof have made this site not only energy neutral, but capable of supplying energy back to the grid. The incredible forethought and quality workmanship delivered during this project will ensure that this building serves its community for many years to come.

Wildbark Visitor Centre
Connected Projects delivered a spectacular nature-based learning centre that includes education facilities, a cafe, alfresco dining, an adventure play area, wildlife enclosures and a gateway to the Mulligans Flat conservation sanctuary. The dedication to sustainability was outstanding in this project. The southern wall consists of a rammed earth wall and the reception desk was made using a fallen yellow box tree from the nearby nature reserve. Recycled asphalt was used in the car park with castellated kerbing that allows stormwater to flow into rock creeks and service landscaped areas. Reclaimed rocks were sourced locally for retaining walls and permeable paving was used in the footpaths. The nature play area was constructed from natural and recycled materials, including donated surplus concrete pipes. Water from the building’s box gutters is stored in rainwater tanks then re-used in toilets and irrigation. The resourcefulness, skill and collaboration shown in this project was phenomenal.

Building 4, CEA Technologies
This 14,400sqm concrete framed facility spans five levels, including two subterranean floors. This project required bespoke facilities with high acoustic and physical security, as well as future flexibility. The highly secure environment added significant additional challenges to this project. A notably challenging task was the construction of a double-height bulk assembly with 32t gantry cranes, 6t hoists, 20kPa floor loads and highly complex services within the office environment. Lendlease Construction did a spectacular job of adjusting their procedures to include document access procedures, stakeholder security vetting, offsite and onsite security inspections, and plans and methods for wall and roof systems that comply with Government security standards. More than 60 different internal wall types were used to meet security and acoustic requirements. Lendlease Construction’s commitment to thorough planning and high-quality work enabled them to deliver this highly technical project to an outstanding standard.

COMMERCIAL CONSTRUCTION MORE THAN $100MILLION
CONSTRUCTION CONTROL AND AMALGAMATED PROPERTY GROUP
Civic Quarter 2
This project involved the design and construction of a high-end 13 storey office building with two levels of basement parking, end of trip facilities, ground floor conference rooms, a full height active atrium and four retail tenancies. The central location of the project presented a challenge because the building shares frontage with three roads and has a common driveway and carpark entrance. Success was achieved through strict traffic control procedures, installing temporary structural propping support for the concrete frame to provide fall protection and installing a gantry over the driveway. Smoke management requirements for the atrium created a unique engineering challenge that was resolved with 15 precisely placed exhaust fans and 11 concealed supply air fans to extract 210,000L of air per second. This team’s considerate planning and dedication to quality delivered a superb building that achieved an excellent 5-star NABERS energy rating.

Slaven Torline Office Fitout
The Slaven Torline Office fitout showcases sleek minimalism with excellent quality of work. This project utilised a wide variety of materials that required a range of processes to ensure installation achieved an elevated level of quality. Given the darker colour palette of the central meeting rooms, internal windows were installed along the top of each meeting room wall to allow natural light to enter the space. Full height double-glazed partitions were installed opposite the meeting rooms, allowing privacy within the space without feeling completely closed in. Fore Group refined the ceiling finish by ensuring that all mechanical elements ran through the grid suspended over the workstation and offices, leaving the exposed ceiling above the meeting areas and kitchen uninterrupted. The exceptionally impressive high-quality finishes of this project exceeded client expectations.

Capcorp Constructions delivered a seamless modern showroom while accommodating the sales, service and spare parts operations throughout construction. To fast track the construction process while working around business operations and pandemic-related procurement issues, an innovative construction program with multiple development approval and building approval stages was developed. To achieve the spectacular seamless transition from wall to ceiling, the team created a prototype that ensured the curve of the feature timber veneer panels aligned with the rolled LED track lighting. When suitable led track light diffusers were not available as a proprietary product, the project team stepped up to engineer toughened glass diffusers sourced from a local manufacturer. Innovation, precision and resourcefulness were key in delivering this standout showroom.

Ian Potter House Refurbishment
This project required the extensive heritage restoration, hail-damage rectification and internal refurbishment of the Ian Potter House. Close to 30% of the finishes on the exterior walls were stripped to their base then rendered to bring them level with the undamaged areas. Hundreds of panes of heritage glass had to be replaced and refixed using lead beading. Lead paint was removed from all original doors and frames. This required significant coordination of trades.
Innovative methods were required to work within the 1920s structure while installing modern facilities. A ply deck was installed above the L1 ceiling to support the installation of insulation that met current standards. Floor insulation was custom cut for each section due to the finite subfloor space. Project Coordination’s specialist team worked harmoniously to deliver a stunning and long-lasting result for this complex heritage project.

John XXIII College Refurbishment, ANU
This project involved the installation of new student accommodation facilities at John XXIII College. The impressive entry building features a geometric central stair and a hyperbolic curved ceiling lined with express joint timber veneer panels. The team avoided significant internal demolition by adopting a Hebel panel suspended floor with structural steel framing to reduce loads rather than reinforce the original 12m deep bored piers. To support future expansions, a similar suspended floor of Hebel panels was added under the new roof and the lift shaft was extended to that level. Ongoing geotechnical investigation and structural redesign were required throughout construction due to the soil conditions caused by the nearby creek. Expert planning, communication and adaptability allowed Capcorp Constructions to deliver high-quality work without interrupting the operations of the existing student complex and the adjoining chapel.

Coombs Edgeworth Parade
This combined play and community space is a distinctive combination of bespoke play structures and natural play elements that combine to create a magnificent, multi-dimensional play space. The park was developed over approximately 10,000m2 of open space. To ensure the hard elements were positioned correctly within the very tight tolerances on the tiered play zones, the team engaged a surveyor to create a 3D model of the project. Samples of custom elements were provided prior to installation to ensure that design and functionality were perfect. This included custom timber feature screens, glass seeded paving, a water-play channel and casting for the brass signage. The diversity of materials and finishes that are frequently intertwined in this project required a remarkable amount of trade coordination and technical skill.

Guideline ACT consistently work to improve their work health and safety policies and procedures for the benefit of their workers. In consultation with their employees, Guideline ACT developed a Manual Handling Guide to raise awareness of hazardous manual tasks. As a significant contributor to long-term injuries that affect both physical and mental health, proper manual handling is crucial. During annual incident reviews and safety workshops, small plant was identified as a significant contributing factor to most manual handling injuries. In response to this risk, a colour coding system was workshopped then introduced. This simple but effective system uses one of three different-coloured tags to indicate the preferred lifting method for an item. Guideline ACT’s research, consultation and implementation of strategies that minimise risk and support employee health and wellbeing within the unique ecosystem of their organisation is outstanding.
