QATAR LEADS THE WAY Qatar has approved a draft law that will give permanent residency cards to a number of foreign nationals, which, in the midst of the embargo led by a Saudi-led alliance, is an unprecedented action among Gulf Arab monarchies. The Gulf nations have for decades relied on expatriate labour to run their economies, and under the new law those entitled to the card will include children of Qatari women married to foreigners, those who have special talents “needed by the state,” and others who have extended noteworthy services to the country. Cardholders will be treated like Qatari nationals when it comes to state-run educational and healthcare services, and will be given priority, after locals, for military and civilian public jobs. In addition, cardholders will be allowed to own property and to run selected commercial activities without a local partner. This draft law was passed after Qatar’s ruler, Sheikh Tamim bin Hamad Al Thani, directed officials to speed up measures to attract investment and to reduce the economy’s reliance
on energy after Saudi Arabia and three allies cut off their diplomatic and transport links with the country. This means that Qatar is giving expatriates a “deeper stake” in a country that is currently under siege, underlining the fact that it is tolerant, open and inclusive. It is not a new idea – the concept has also been discussed in other countries as they seek to shore up non-oil revenue after the drop in crude oil prices – but Qatar, as is usually the case, has been the first to ‘walk the talk’ and actually do something. In 2016, Saudi Arabia’s Crown Prince Mohammed bin Salman Al Soud said that the government was considering a green card-type programme for foreign workers. And earlier this year, the UAE announced that it was working on a new visa system designed to catch the attention of top international talents in fields such as medicine and science. In a period of uncertainty, Qatar has taken the initiative and heralded a new draft law that will benefit everyone once it comes into force. It also puts the rest of the GCC countries, and the world in general, on notice that it is ‘business as usual’,
despite a whole raft of trade restrictions that include bans on trade through Qatar’s ports and travel by Qatari citizens, blockages of Qatari digital services and websites, closure of maritime borders, and prohibition of flights operated by Qatari aircraft. At the time of writing, Qatar is understood to have filed an official complaint with the World Trade Organization (WTO) in its ongoing dispute with Saudi Arabia, the United Arab Emirates, Bahrain and Egypt. This is the first step in the WTO's dispute process, and an attempt to resolve the dispute by discussion would take place over the next 60 days. However, if no agreement can be reached, the matter would go to a WTO panel. We will continue to watch with interest.

The month-long Shop Qatar Festival saw an increase in arrivals to the country of 16.8% compared to the same period last year, according to Qatar Tourism Authority (QTA). The QTA also revealed that from January 7 to February 7 Qatar’s hospitality sector recorded a 70.5% occupancy rate thanks to a number of special offers that revolved around the festival. QTA figures state that 188,523 nationals from an assortment of GCC countries visited Qatar in the period coinciding with the festival, an increase of 23% compared to the equivalent period in 2016. Many of these visitors came from Saudi Arabia, with a total of 133,849 people visiting Qatar during the festival. Moreover, many of these visitors arrived during the January school holiday in Saudi Arabia, which was a 43% increase on the previous year. Hotel occupancy during this period, including both weekends, reached 82.3% on average, with a peak reached midway through the holiday with occupancy rates in excess of 90%.

In this issue of Qatar Projects we talk to Mohamed Mahmoud El Sabbagh, CEO of LC Lusail Consultants. Upon the completion of my Mechanical BSc in 1971, I joined the army as an officer for small arms until 1974. Qatar Projects: How did you first get involved in the engineering and construction field; what attracted you to the industry? Mohamed Mahmoud El Sabbagh: Upon the completion of my Mechanical BSc 1971 I joined the army as an officer for small arms until 1974. I then began my career in the Civil Aviation Authority in the capacity of Inspection Engineer and attending a training course in Basic Aircraft and the Boeing 707 for two years. I started my involvement in the construction industry by chance as, during a family visit to Kuwait in 1976, I got an offer to join a leading contracting company, Musaad Al Saleh & Sons (MAS), for the construction of a commercial complex. There I practiced construction for several years and then, in 1981, joined the largest engineering consulting firm in Kuwait, Pan Arab Consulting Engineers (PACE) as Head of Public Health Division for two periods, till 1991. In between I joined Al Injaz Contracting Company as Technical Manager. Thereafter I moved to Cairo for the leading consultancy firm ECG Engineering Consultants Group. I began as Head of the Mechanical Section, before being promoted to VP Deputy Business Development Division, moving to Qatar in
2002 in the capacity of VP Area Manager, establishing the ECG branch in Qatar until 2008. Qatar Projects: What is your role today? Mohamed Mahmoud El Sabbagh: I established LC Lusail Consultants, Qatar in 2008 till date as a partner and CEO, provides overall leadership and direction to ensure the consultancy firm achieves its vision, mission, goals and objectives. Approves and adopts policies, procedure and maintain accountability for the performance of the firm. Exercises ficial responsibility and providing the framework for developing long-range and short-range strategies to work within financial and time constraints. Qatar Projects: What are you working on at the present time? Mohamed Mahmoud El Sabbagh: LC is currently involved in: 1. The design for Public Parks Department of Ministry of Municipality and Urban Planning Three Public Parks in various neighborhoods applying two star GSAS Certification ratings. Each park has its own theme “Crescent, Palm & Pearl" and comprises children playgrounds, fitness areas, jogging
tracks, fountains, football fields, cafeterias, family setting areas and barbecues. The parks are provided with a wonderful collection of turf, flowers and trees. 2. The design of Marina Mix Residential and Commercial Towers in Lusail City for Al Qamra Holding applying 3-Star GSAS Certification rating. Each tower has 165 luxury apartments equipped with state of the art facilities, swimming pools and clubhouses in 15 story and large elegant commercial spaces in 2 floor podium for

GET TO KNOW THE CEO 09 retails, restaurants, coffee shops, beauty salons, billiards and entertainment areas plus three underground basements for car parking, storages and services. We have tendered the enabling package and evaluating the bids to commence the construction of substructure while completing the detail design and tender documents for the superstructure. We have proposed the topdown construction methodology which will be applied for the first time in Qatar to minimize the project duration. 3. Have completed the design for 3 numbers of Al Farjan Recreational Sports Facilities for the Ministry Of Youth and Sports which is developed from a new prototype design to add amazing facilities and comprises sport facilities, leisure areas and green areas. The project will be tendered by the Ministry. 4. Phase 1 of Royal Grammar School (RGS) has been opened for the year 2016/2017 and includes kindergarten and primary classes. Phase 1A houses in first floor extension the preparatory pupils are under construction. Phase 2 for the secondary school is on the design stage and will be tendered first quarter 2018 to commence the construction in Summer 2018. RGS is provided with a high quality educational media, laboratories, libraries and facilities in addition to the sports and recreational areas such as a semi covered swimming pool, multipurpose halls, football and basketball fields. 5. Quantitative Risk Assessment and Architect of Record for 5 Underground vehicle tunnels A-Ring Road, C-Ring Road, Mohamed Bin Thani St., Ahmed Bin Ali St., Mall of Qatar ranging between 8003300 m long in addition to 9 underpasses
for Public Works Authority (ASHGHAL). It is challenging and scientific studies which are applied for the first time of providing underground vehicle tunnels in Qatar. 6. Design and Construction Supervision for Bella Mall having approximate Built Up Area of 11,700 sq.m plus a large carparking area in basement which will be completed before the End of 2017. 7. The design and construction supervision for Hamad Mall having approximate Built Up Area of 18,400 sq.m and one large basement for carparking. We are evaluating the tender bids to select the successful tenderer and commence the construction within the last quarter of 2017. 8. The design and Construction Supervision for Two Warehouses in Manateq Economic Zone for Blue Salon having plot area of 25000 sq. m and the second for Tawafik Construction Company with plot area of 5,100 sq.m. Each warehouse is provided with modern facilities in accordance with latest international logistics practice plus offices, labor accommodation, show rooms and carparking areas. 9. We have received the letter of acceptance for the Construction Supervision of the Fitout works for Riviera Gardens Clubhouse. It is a 5-Star facility that provides luxury services to the residences of the compound having 128 villas and 60 apartments. It comprises restaurant, salons, beauty center, swimming pool, spa, sauna and steam rooms. The project duration is estimated by 11 months. In addition we have almost completed the services for several prestigious villas, AOR service for Oxy School for Qatar airways, retails in Qatar Pearl, design and construction
Supervision of Al Wadi District Cooling Plant in Lusail City, Wood Factory in Doha New Industrial Area and Hope factory for IV solution and Blood bags in Messaied Industrial Area. Qatar Projects: What is your biggest work challenge at the present time? Mohamed Mahmoud El Sabbagh: Presently, my biggest work challenge is to maintain the original objectives for creating LC - ‘well planned, high quality and safe deliverables’ - and to improve its current services utilizing the modern smart media to compete at the highest professional level of engineering in close cooperation with international consultants. Qatar Projects: What is your general business philosophy? Mohamed Mahmoud El Sabbagh: My general business philosophy is summarized by developing the LC team to the highest professional manner in a family atmosphere to achieve our clients’ complete satisfaction. Qatar Projects: Do you think you’re a good boss? Mohamed Mahmoud El Sabbagh: It is not easy to be a good boss but I am trying hard and still have to work harder. Qatar Projects: Has there been anyone during your career that you look upon as a role model, and if so why? Mohamed Mahmoud El Sabbagh: During my career I have met wonderful and qualified people and learned many things from them.
I do remember technician in Ministry of Public Works’ Kuwait who supervised my first project in contracting. He was firm, accurate, and knowledgeable, and most importantly he was good in educating others. Also, I remember the resident engineer of Dar Al Handasa (DAR) Consultant who supervised my works in Kuwait Medical School. He was an excellent person and exceptional in technical, contractual and managerial skills. In addition, the GM of Al Injaz Contracting, who was a good role model in management. I cannot forget the two founders of ECG either, who have been very successful role models in business development and administration. They have created one of the largest consulting firms in Egypt and Middle East. Qatar Projects: You have achieved much in your career; what ambitions do you have for the future? Mohamed Mahmoud El Sabbagh: LC Lusail Consultants has been ranked as a Grade A medium-size multidisciplinary consulting firm in Qatar since 2008, and I am looking to maintain its capability whilst extending its performance to compete with the largest firms, not only in Qatar but in the Middle East. Qatar Projects: How do you relax? Mohamed Mahmoud El Sabbagh: I relax by taking part in general discussions with the LC team, my family, and listening to music. I used to do more exercise, travelling and swimming, but currently I do not do so much. I will plan this in for the near future!

EQUIS ENERGY TO SET UP 1,000MW SOLAR PROJECT IN AUSTRALIA Renewable energy firm Equis Energy has secured an approval from the Western Downs Regional Council in Queensland to set up the 1,000MW Wandoan South Solar Project (WSSP) in Australia. The proposed solar project, spanning over an area of 1,424 hectares, will be built with an investment of AUD1.5bn ($1.18bn). The solar project will be connected to
Powerlink’s Wandoan South substation, and will add battery storage when commercially feasible so that energy can be stored for power generation in the evening. WSSP will feature up to three million solar PV panels and have a generation output of approximately 1,800,000 megawatt hours per year (MWh/year). The power generated by the project will
be equivalent to the annual needs of 255,000 homes, and can save over 1.7 million tonnes of CO2 annually compared to same generated from coal fired power. Construction of the project is scheduled to commence in 2018 and is expected to be operational in 2019. Equis Energy chairman David Russell: “As Asia Pacific’s largest renewable energy
GHD’S PROACTIVE CONSTRUCTION MANAGEMENT DELIVERS SUCCESSFUL CLOSURE OF HAZARDOUS TOXIC DUMP GHD has successfully managed a challenging public safety infrastructure project for the Government of Guam— The Ordot Dump Closure. Originally built in the 1940s by the United States Military, the 50-acre dump introduced toxic leachate into the Lonfit River, which feeds into Guam’s Pago Bay. The site was also the source of significant air pollution from methane gas emissions. To close the Ordot Dump, GHD managed the construction of a network of environmental safeguards including a complete cover system, a leachate collection system, a gas flare, sewer system improvements, emergency backup generators, security fencing, and roadway improvements. For this USD 42 million project, GHD leveraged ProjectWise EADOC, Bentley’s cloud-based construction management software to coordinate the entire project team and stakeholders—including the

owner located 10 time zones away, on the other side of the International Dateline. ProjectWise EADOC enabled the team to manage, mine, and utilise an enormous amount of project data including onsite weather station logs, site video monitor imagery consisting of thousands of images a day, aerial drone photography, and CM/ CQA and contractor daily reports. The Ordot Dump project was located in remote harsh tropical environment, and the contractor filed multiple claims due to bad weather totaling 202 days. GHD evaluated the claims fairly based on the meticulous and extraordinary records that were developed, managed, and archived in ProjectWise EADOC. By leveraging this project data, GHD negotiated a time extension of 107 work days, to which the owner and contractor agreed. GHD used ProjectWise EADOC to efficiently manage the project’s 262
submittals, 76 RFIs, 36 design clarification memos, 163 documents related to the design clarifications, 711 contractor daily production reports, 553 daily construction quality control reports, and 32 correction required notices. ProjectWise EADOC’s document module managed all project drawings, specifications, construction photographs, archaeological, environmental, and UXO (unexploded ordinance) monitoring reports. GHD estimates that ProjectWise EADOC saved its submittal and RFI manager approximately 400 resource hours, and significantly increased efficiency for the entire project team. Paul Baron, P.E., principal/pacific business group manager, GHD, Inc., said, “EADOC provided us a broad, collaborative solution for a complex project with multiple stakeholders spread across 10 time zones, and has won us over as our goto construct management tool.”

THE INTERNATIONAL SYMPOSIUM IN ROTTENBURG: THE BITZER IRS SYMPOSIUM At the end of June, over 60 experts in refrigeration and air conditioning from more than 25 countries came to the first BITZER International Refrigeration Seminar (IRS) Symposium. The event took place from 28 June to 1 July with the agenda including the general situation on the market, digitalisation and refrigerants together as well as many more subjects. Right at the start of the IRS symposium, the lecture by Professor Ernst Ulrich von Weizsäcker was a real highlight. This internationally renowned scientist, current co-president of the Club of Rome and former director of the UNO centre for science and technology, summarised the results of his decades of research with some astonishing examples in his lecture entitled ‘Good technology requires good politics’. ‘We have to make it clear to ourselves how much potential there is in just one kilowatthour. Even a quarter provides enough energy to transport ten kilos from sea level up to the summit of Mount Everest. The number of possible uses is enormous – but the efficiency of our use is abysmal.’ According to Professor von Weizsäcker, just 25 percent of the energy available today is theoretically sufficient to completely meet our needs, if we used it efficiently. There are technological solutions He showed the connection to
environmental protection and was optimistic, as far as Germany is concerned. He then went into the so-called Kuznets curve for local pollution of our environment. This curve shows that, during industrialisation, the environmental pollution in states initially increases. ‘However, at some point, countries become so rich that they can afford expensive environmental protection, and then they become cleaner. In Germany, we have already passed the pollution peak.Technical progress is almost always driven by politics and society,’ emphasised von Weizsäcker. ‘If, as a society, we really want something, then technology is able to offer solutions incredibly quickly. After all, experts already have very good approaches on the shelf for many problems.’ For example, BITZER’s service and maintenance network is outstanding.This has the effect of extending the service life of technically outstanding products, while simultaneously increasing the efficiency of the use of resources. A varied programme Apart from other interesting lectures, the presentations by Hermann Renz, Technical Programs Manager at BITZER, and by Philippe Maratuech, Director Services and After-Sales for BITZER were well received. Hermann Renz spoke about ‘Energy efficiency improvement of RAC systems –

a global challenge’ and Philippe Maratuech put the focus onto ‘Digitalization and smart services for efficient solutions’. In their presentation called ‘BITZER facts and figures – market situation and development’, Erik Bucher, Director Sales Refrigeration, and Mathias Layher, Director Sales AC, Marine and Process at BITZER, spoke about the company’s global presence as well as about the worldwide trends in the refrigeration and air conditioning sector. Barbara Bergmann, Director of the SCHAUWERK museum in Sindelfingen, dedicated her talk to cultural questions and then finished up with ‘Contemporary art at BITZER and SCHAUWERK’. Tours through BITZER’s production and the SCHAUFLER Academy Between the presentations, the visitors had time to discuss what they had heard and their impressions.The visitors showed a lot of interest in the factory tour around the BITZER sites at Rottenburg-Ergenzingen and Hailfingen led by Michael Schwarz, Technical Coordinator, as well as in the interactive ‘Tabtivity tour’ led by Volker Stamer, Director SCHAUFLER Academy, through the BITZER training centre. The SCHAUFLER Academy impressed the guests with its equipment which has won prizes for its energy efficiency. In a QR code quiz, the participants could take a
look behind the scenes at ice storage, heat pumps, etc. This three-day symposium was rounded off by a varied accompanying programme with tours through the Sindelfingen SCHAUWERK art museum, evening meals together, a guided tour in English through picturesque Tübingen, a barbecue, trips in a punt as well as an outdoor ‘Olympics’ with a Segway tour and an e-obstacle course. TAWAZUN HOLDING AND UNIVERSITY OF TOKYO SIGN AGREEMENT FOR COOPERATION IN SCIENCE AND TECHNOLOGY Tawazun Holding, and the University of Tokyo (UTokyo), the first National University in Japan, have entered into agreement for joint collaboration and research and technology. His Excellency Saif Mohamed Al Hajeri, Chief Executive Officer of Tawazun, and Professor Masatoshi Ishikawa, Dean of the UTokyo’s Graduate School of Information Science and Technology, signed the agreement in Tokyo. The agreement was facilitated by the Emirates Japan marketing council (EJMC), as part of its service to Tawazun. Under the agreement, Tawazun and UTokyo will cooperate on identifying collaborative opportunities in the fields of technology projects presented by Ishikawa labs of UTokyo including robotics, optronics,
advanced material and energy. It also paves the way for further cooperation between research laboratories in academic and industrial fields. Commenting on the agreement, HE Saif Al Hajeri said; “We are very glad to have a partner in University of Tokyo – one of the world’s leading research universities in the fields of science and technology and we look forward to benefiting from their extensive experience and advanced programs.” “This agreement is largely important to us as it lays the foundations for a strong and sustainable partnership, as well as development of joint education and training programs both in the UAE and Japan,” he added. “It is great honor for us to collaborate with Tawazun based on the strong partnership
for making new technology fields and applications in UAE. In addition, we hope the joint education programs encourage top researchers to open new technology,” said Professor Ishikawa. TEKFEN CONSTRUCTION WINS $200M HIGHWAY PROJECT IN QATAR Tekfen Construction, a subsidiary of Turkey-based Tekfen Holding, has bagged QAR729.6m ($200m) contract to build a highway in eastern Qatar. The highway construction contract for Eastern Industrial Road, which was awarded by the Qatari Public Works Directorate, is
scheduled to be completed over a period of 27 months. The project includes 2.5km of highway with two viaducts. With the latest contract, Tekfen’s ongoing projects in Qatar increase to four. The ongoing projects of the company in Qatar reached a value of $2.5bn.
The latest road contract comes after last year’s success in winning the $2.1bn Al Khor expressway. Tekfen took this 34km, 10-lane highway on a turnkey basis with a construction period of 36 months. Earlier in February, the company also bagged another turnkey project to build a
$342m, 40,000-seat Al Thumama Stadium for the 2022 World Cup finals. Tekfen is working on this project as part of a joint venture (JV) with Qatar’s Al Jaber Engineering.

QATAR UNVEILS DESIGN OF SIXTH PROPOSED 2022 FIFA WORLD CUP STADIUM Qatar's Supreme Committee for Delivery & Legacy has unveiled design for Al Thumama Stadium, the sixth proposed 2022 FIFA World Cup venue. The project will be delivered by a joint venture of Qatari contractor Al Jaber Engineering and Turkish construction firm Tekfen. The stadium will be constructed on pitches currently used by the Qatar Football Association. The Al Thumama

district is located in Doha’s southern suburbs, 12km from Hamad International Airport. Al Thumama Stadium has been designed by Qatari architect Ibrahim Jaidah, chief architect of Arab Engineering Bureau (AEB). The design is based on ‘gahfiya’, the headdress worn by men across the Arab. The venue is expected to be ready by 2020. Upon completion, the stadium
will have capacity to accommodate 40,000 spectators. The basic principle of this system, known as a Combined Cycle, is straightforward: burning gas in a gas turbine (GT) produces not only power - which can be converted to electric power by a coupled generator - but also utilises hot exhaust gases from the gas turbines by routing these hot gases through Heat Recovery Steam Generators (Boilers), producing steam, which is utilised to generate additional power using steam turbines and generators. Part of the steam is also used in MSF Distillers for the production of desalinated water The project, which is being implemented under the government's Qatar National Vision 2030, will help to increase electricity and water output by 22% and 25% respectively. It will be constructed in two phases, with the first phase was scheduled to be completed by Q2, 2017, while the overall completion of the project is planned for Q3, 2018.

UMM AL HOUL POWER 25 This state-of-the-art plant will be equipped with six Siemens SGT5-4000F gas turbines, four SST5-4000 steam turbines, and 10 SGen5-1200A generators. It will be divided into two power blocks with each block consisting of three gas turbines that will operate two downstream steam turbines. Power from the plant will be transmitted to the country's power grid via a newly built Siemens 400kV Bul Hemmaid substation. The plant will also incorporate process and plant drainage systems, and system control and data acquisition connection between facility, substations, control centres and fuel supply systems. The desalination plant will have a capacity of 136.5 million imperial gallons a day (MIGD) of net water capacity, of which 60MIGD will be produced through reverse osmosis technology, while 76.5MIGD will
be produced using multiple-stage flash technology. Reverse osmosis is a system for treating water and wastewater that reduces the dissolved solids or ‘salts’ in the effluent discharge. This technology is used worldwide in drinking water and industrial applications. The process entails the application of pressure to the influent water stream to overcome osmotic pressure and reverse the natural osmosis process. This process eliminates 9599% of TDS (total dissolved solids), organic matter, bacteria and 99%+ of all suspended solids. Multiple-stage flash technology is a process that distills sea water by flashing a quantity of the water into steam in multiple stages of what are in essence countercurrent heat exchangers. The process has several merits, which include a large production capacity,
proven reliability, and well-developed construction and operation experience. The plant will have need of large volumes of sea water for cooling requirements, including cooling the steam produced and used within the steam turbines. Considerable volumes of sea water will also be necessary for the desalination process. The plant will comprise seawater intake and discharge facilities too, along with portable water facilities such as pumping stations, reservoirs and connection pipelines, in addition to remineralisation, disinfection and wastewater treatment facilities.

In addition to the six turbines, Siemens’ scope of supply includes four steam turbines and 10 generators. The company has also signed a 25-year service agreement for the plant’s maintenance and servicing. Siemens has been contracted by Samsung Construction and Trading Corporation (Samsung C&T), which is building the entire complex in concert with its consortium partner, Hitachi Zosen. First opening its doors for business in 1938, Samsung C&T is largely focused on global engineering and construction projects, trade and investment, fashion and resorts, and employs just under 13,000 people. It is currently participating in a number of the world’s most important and prestigious infrastructure projects, with its power plant business having become a global industry leader in the sector through significant projects such as the first Nuclear Power Plant in the UAE and Prai Combined Cycle Power Plant in Malaysia.
Samsung C&T’s consortium’s partner, Hitachi Zosen, was founded in 1881 and is a foremost Japanese industrial and engineering corporation, producing waste treatment plants, industrial plants, precision machinery, industrial machinery, steel mill process equipment, steel structures, construction machinery, tunneling machines, and power plants.
Pioneering Service Solutions Siemens’ 25-year long-term service agreement covers the plant’s six SGT5-4000F gas turbines, four SST5-4000 steam turbines, 10 SGen5-1200A generators, including instrumentation and controls service. In addition, the company will also provide a resident engineer on-site. This service agreement has been put together to enhance the operating capabilities, flexibility and productivity of the Umm Al Houl Power Plant by boosting efficiency, reliability and availability

The plant will consist of two power blocks, each in a 3+2 configuration. Each block will consist of three gas turbines, which will be used to generate the steam to drive two downstream steam turbines.
Turnkey Substations Nexans has been chosen to supply 575km of power cables, including MV and LV cables, whilst Doosan Hydro Technology has been awarded a contract for the water treatment and wastewater treatment system.
Control systems for the power and desalination plants will be provided by Yokogawa Electric Corporation's subsidiaries Yokogawa Electric Korea and Yokogawa Solution Service Corporation, whereas high-pressure valves will be supplied by HP Valves. ABB has been contracted to deliver turnkey substations to transfer the electricity generated to the grid. The substations will be at 400kV and 220kV/132kV. They will be equipped with gas-insulated switchgear and advanced control and protection, and telecommunication systems. The design and construction of the Thermal ( MSF) desalination plants will be carried out by Hitachi Zosen (Hitz) while the Sea water reverse osmosis desalination plant by ACCIONA Agua, which will also be responsible for their operation and maintenance.

ver the years Samsung has become a market leader in many of these sectors participating in some of the world’s largest and most prestigious projects and is committed to becoming the global leader in turnkey construction through the constant pursuit of growth, and through the quality of our leadership. The power plant business has become a global leader in the sector through their vast experience gained from the successful execution of many notable large scale power plants such as a nuclear power plant in UAE, combined cycle power plants like Prai in Malaysia, Qurayyah IPP and Rabigh II IPP in Saudi Arabia and UHP IWPP in Qatar. At Umm Al Houl Independent Power and Water Project (UHP IWPP), Samsung C&T is leading an EPC Consortium with Hitachi Zosen as its consortium partner. UHP IWPP comprises of: a. A Power Island with a total generating capacity of 2,520 MW and includes a 400kV substation for power export to the Qatar grid, together with 132 / 220kV substations for future flexibility within the Qatar network, together with a fuel gas receiving station, seawater intake and discharge facility, balance of plant systems and administrative facilities including offices, warehousing, workshops and the like. b. Water Island with a capacity to produce 136,000,000 gallons of drinking water per day, using two different desalination processes (reverse osmosis (RO) and multi stage flash (MSF) operating in parallel. The power facility comprises six SGT4000-5F gas turbines each coupled with a heat recovery steam generator feeding four SST-5 4000 steam turbines and the MSF desalination plant. The project has already achieved various target milestones for both water and power, with the RO plant contributing 60,000,000 gallons of water per day as of June 2017, and 1612 MW of power
being available from six gas turbine units in simple cycle operation mode since early August 2017. The final completion date for Water (136,000,000 g/day) from both the RO and MSF processes and Power (2520MW) from combined cycle operations of the power plant units is towards the end of June 2018. This fast track project has a very challenging schedule as both Power and Water Island operations are very integrated and interdependent which requires the entire facility to be constructed, tested and commissioned within 33 Months from the date access to the Site was given to the Consortium. The initial works entailed the excavation of large volumes of rock, mainly for the seawater intake structure and the casting of more than 275,000m3 of reinforced concrete for the various structures, intake basin and buildings. Further, in total more than 25kms of large diameter GRP pipeline have been laid offshore to supply the seawater for Water and Power Island needs. Samsung C&T has been able to maintain positive progress throughout the construction phase due to early the mobilization of the construction works whilst engineering works progressed in parallel. In addition, benefit was gained from the early ordering and delivery of the equipment to the site, close coordination with subcontractors, suppliers and the Consortium partner, and prioritizing the systems and packages necessary to achieve the intermediate target milestones. Samsung C&T believes the implementation of best practices and lessons learned from previous projects and the continuous monitoring of ongoing works through strict quality control are key factors in the successful achievement of milestones. The peak of the construction phase required more than 15,000 people to be engaged on the project, which necessitated the implementation of a very rigorous health and safety plan to protect the workforce. This has proved very effective, with more than
37,000,000 safe working hours achieved without a lost time incident occurring upto September 2017, which for a project of this nature and complexity is an exceptional achievement. This achievement has been recognized by Umm AL Houl Power who presented the Consortium with a special award for their efforts towards safety and the wellbeing of the workforce. In addition to the Power Island facility, Samsung C&T has engineered and constructed seawater supply and discharge facilities including large diameter pipelines extending some 2.5 KMS from the shoreline which have been laid under dry conditions to ensure the required accuracy and quality of the works. The Intake and discharge lines were operational in less than 15 months after receiving the permit from the MME to commence works off-shore, a significant achievement in such a short period of time. Further, the dispatch facility for the drinking water to the Qatar network has been constructed by Samsung C&T which includes four cylindrical concrete water reservoirs, each 15m high and 120m in
diameter each with a capacity to hold 34,000,000 gallons of water. From these the water is pumped through the forwarding pump house to the Qatar water network. With the initial milestones having been achieved by the Consortium, the focus has turned to the works to be completed for achievement of final power and water milestones in June 2018. In parallel with commercial operation of the gas turbines in simple cycle mode, Samsung C&T will complete erection and commissioning of the HRSG’s and the steam turbines necessary for combined cycle operation to deliver 2520MW electricity to the Grid whilst supplying steam to the MSF for water production. Samsung C&T, has successfully completed many large projects in the Middle East both in the power and infrastructure sectors and building on this experience and customer focus is determined to continue establishing its reputation as the foremost “trusted builder” in the region.
