A NEW SERVICE FOR EMPLOYERS It has recently been announced that the Ministry of Interior has provided a new service for employers to complete visa procedures through Qatar Visa Centre’s ‘QVC’, which is to be operated in eight selected countries during the first phase. The first QVC will function in Colombo, Sri Lanka, and will facilitate the visa procedures of expatriates while they are still in their home country. Through an integrated electronic system, QVC completes the procedures of medical check-ups, fingerprinting and biometrics. In addition, the expatriate will be able to sign and review their contracts. The first centre in Sri Lanka opened on October 12th, with the aim being to open 20 service centres across eight countries, adding Indonesia, Nepal,Tunisia, Pakistan, India, Bangladesh and the Philippines. Initially, the employer has to submit a visa application through the website of the Qatar Ministry of Interior or through the Metrash app. Identifying and registering the person coming to Qatar to work will verify the eligibility of the expatriate to enter Qatar according to the type of job and their nationality. Following this, the Ministry of Interior will issue an approval and generate a reference number

for the expatriate. As soon as the expatriate passes all of the required examinations and signs the contract, a work visa will be issued and the expatriate can start work immediately upon arrival in Qatar. This new system will save an enormous amount of time and effort, with one single channel for the entire process. What’s more, it will protect the rights of employers through the documentation of employment contracts signed by both parties, and be a highly transparent and responsible visa system that will ensure accuracy in completion of recruitment procedures. With regard to expatriates, it will it will ensure transparency and a verified job contract, protecting both their welfare and their rights.The new service will document the job contract in the home country and ensure the fitness and eligibility of the applicant. The basic purpose of this initiative is to ease recruitment procedures and protect the rights of expatriates, ensuring their safety and security. The whole process will be simplified, smooth and effective.

SIEMENS TO BUILD TURNKEY COMBINED CYCLE POWER PLANT IN GERMANY Siemens has signed an agreement with STEAG GuD Herne on the turnkey construction of Herne 6 600MW combined cycle power plant with district heat extraction. Steam will also be extracted and the thermal energy will be used for the district heating grid of Germany’s Rhine-Ruhr metropolitan region. This will be the first single power plant unit to provide 400MW of (thermal) district heat with combined cycle operation. The overall fuel efficiency of the natural gas used will be more than 85%, making Herne 6 one of the most efficient and most environmentally friendly plants in the world. Investment in Herne 6 is expected to be in the mid-triple-digit euro range. Siemens, as general contractor, will build the power plant on the site of an existing plant owned by STEAG in the North Rhine-Westphalian town of Herne. Critical components for the plant will be manufactured in Germany – the steam turbine and generator in Mülheim and the

H-class gas turbine at the factory in Berlin. The new gas-fired CHP plant will begin operations in 2022 and is expected to generate electricity for the Rhine-Ruhr region with district heat at the same time. Siemens and STEAG have also entered into a long-term service agreement. Siemens power and gas division CEO Willi Meixner said: “We’re very pleased that we were able to land this project in a difficult market environment. This success also shows that our strategy of developing projects in close collaboration with our customers is working. “Environmentally friendly, gas-fired CHP plants such as Herne 6 can play an important role in further implementing the transition to a new energy mix in Germany.Therefore for further projects already being planned it is enormously important to provide the legal security needed.” STEAG management board chairman Joachim Rumstadt said: “We are convinced that Siemens is the right partner for this important and pioneering project. As we

know from our successful collaboration in earlier projects, Siemens has excellent

expertise in the area of power plant construction.”

SKANSKA, AECOM HUNT JV SELECTED FOR SEATTLE CENTRE ARENA REDEVELOPMENT PROJECT Skanska-Hunt, a joint venture between Skanska and Aecom Hunt, has been selected by OVG-Seattle and NHL Seattle as general contractor for the redevelopment of the Seattle Center Arena, US. Construction on the largest private investment in the history of Pacific Northwest sports and entertainment will commence in 2018. Other partners of the project include CAA Icon (developer representative and project manager), Populous (architect) and Labor Partners. The project team is working with the City of Seattle to complete the permitting and approval processes. Previously, Skanska had built several sports and entertainment venues, including MetLife Stadium, University of Portland Beauchamp Recreation Center and University of Kentucky Commonwealth Stadium expansion/renovation. Aecom Hunt has built more than 150 sports facilities and its recent projects

include Mercedes-Benz Stadium and Philips Arena in Atlanta; Little Caesars Arena in Detroit; and T-Mobile Arena in Las Vegas. LINKCITY SECURES PLANNING APPROVAL FOR THIRD PHASE OF HALLSVILLE QUARTER PROJECT Property development firm Linkcity has secured planning approval for its third phase of development at the Hallsville Quarter in Canning Town, London. Designed by Hawkins-Brown, the project will include features 620 flats, including 50 care home units. It will also include further 118,404ft² of development, including retail, leisure, offices and NHS health centre. Linkcity is planning to complete the third phase of development in 2023. The Hallsville Quarter project is comprised of shops, offices, leisure, hotel, community uses, student accommodation, 1,148 flats and basement car parking. Montagu Evans has advised Linkcity in relation to the project. Montagu Evans partner Simon Marks said: “This is an important application for Newham, securing a further phase of development that will bring new amenities to the area, including an NHS health centre and the borough’s first extra care homes. “These updates to the original 2012 consented masterplan will help landowner

and development partner LB Newham better meet local needs with more homes, including affordable housing, in a well-planned development close to public transport, shops, health and leisure facilities.” Part of the £3.7billion Canning Town and Custom House Regeneration Programme, the Hallsville Quarter project will reconnect the areas north and south of the A13 flyover, including Canning Town Corner with Barking Road and Rathbone Market. Measuring six hectares, the Hallsville Quarter will be completed in five phases. The project will deliver 1,100 homes with different tenures. Hallsville Quarter project will also include the development of 323,000ft² of leisure and retail space, as well as more than 32,000ft² of space for community facilities. The project will feature public spaces, pedestrian links and facilities for cyclists new, as well as 1,100 secure parking spaces. The construction on the second phase of Hallsville Quarter was started

in early 2015. It is said to be the major regeneration project that creates a new district centre for Canning Town. Hallsville Quarter’s second phase included shops, cafés, restaurants and 196-bedroom IBIS hotel, as well as

additional public spaces, secure car parking for around 300 cars and facilities for cyclists. Linkcity, which is part of Bouygues UK, is engaged in the development of multiple major projects across the UK.

ADB TO FUND NEW POWER TRANSMISSION PROJECT IN BANGLADESH The Asian Development Bank (ADB) will provide more than $357million for the development of two power lines in Bangladesh as part of efforts to help the government achieve the national target of electricity for all by 2021. The investment comprises $350million ADB loan, $7million grant from the Japan Fund for the Joint Crediting Mechanism (JFJCM) to fund energy-efficient conductors, and $500,000 grant from the Republic of Korea e-Asia and Knowledge Partnership Fund (EAKPF) to promote socially inclusive growth with gender equality. ADB was earlier involved in the Bangladesh power sector, including the recently approved Rupsha 800MW Combined Cycle Power Plant in the southwest region, to improve the transmission system by providing more efficient power transfer to the load centres of the southern and western zones. The Southwest Transmission Grid Expansion Project builds on ADB’s earlier

work in the country’s power sector. Under the project, a 126km 230kV transmission line will be constructed from Barisal to Faridpur; and a 104km 400kV transmission line from Bogra to Rohanpur, along with substations, transformers and associated extensions and connections. New type of high temperature conductors will be used in the new transmission lines, which will allow more power transfer at lower energy losses. These conductors have less resistance to power flow, higher power transferring capacity, and operate more reliably in tropical weather, besides helping to minimise right-of-way requirements. The new conductors also reduce carbon dioxide emissions compared to conventional transmission conductors that are used in Bangladesh, contributing to climate change mitigation. This climate change mitigation accounts for $93million of the investment, comprising $86million from the ADB loan and $7million from the JFJCM grant.

Under the EAKPF grant, the project will provide funds for a scholarship programme that will support women’s access to higher education and boost their job opportunities in the electricity sector.

The government will contribute $174.5million toward the $532million cost of the project, which is expected to be completed at the end of June 2023.

ASHGHAL SIGNS QR1 BILLION CONTRACTS FOR SIX NEW HEALTH PROJECTS The Public Works Authority (Ashghal) signed contracts of building five new health centres at Al Khor, Al Wakra South, Al Sadd, Al Mashaf and Ain Khalid. Ashghal also signed another contract of building of National Health Laboratories. The total value of six new health projects is around QR1billion. These contract agreements were signed by Dr. Eng Saad bin Ahmad Al Muhannadi, President of the Public Works Authority, in the presence of Dr Musallam Al Nabit, General Manager Assistant for Administration and Financial Affairs in the Primary Health Care Corporation, and a number of officials from the Ministry of Public Health and the contractors. Dr Eng Saad bin Ahmad Al Muhannadi said that during the last five years (201418), Ashghal had implemented double the number of health centres that were implemented in the past. He added that four other health centres for Madinat Khalifa South, Umm Ghuwailina, Al Thamid and Nuaija were under designing phase whose implementation will commence in coordination with the Ministry of Public Health.

The five new health centres will serve around 3,500 visitors per day. The new projects come as part of achieving the Qatar National Vision 2030, which comes at the top of Ashghal’s strategy. In the contracts signing ceremony, it was revealed that Ashghal had implemented 24 health buildings between 2004 and 2018. On the occasion, Dr Eng Saad bin Ahmad Al Muhannadi, President of the Public Works Authority, thanked Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani for his unlimited support and for providing budgets for the new projects, as well as overcoming all obstacles that face infrastructure projects that serve both citizens and residents. Ashghal President also expressed his pride that all contractors who had been awarded the new contracts were local contractors, noting that Ashghal encouraged local and national companies to implement their projects in line with the directives of the wise leadership. Dr. Musallam Al Nabit, General Manager Assistant for Administration and Financial Affairs in the Primary Health Care Corporation, thanked

President of the Public Works Authority for his continuous support and fruitful cooperation during the past years and during this year. The contractors reposed their complete trust in Ashghal. Rashid Al Kaabi, Vice-Chairman of AlSorayi Group for Trading and Contracting praised the role of the Public Works Authority in supporting national companies and qualifying them to implement the largest infrastructure

projects in the country and compete for the largest development projects inside and outside Qatar. He added that AlSorayi Group would establish national health laboratories. Hashim Abdullah of Al Tawfeek & Partners for Contracting said that Ashghal has opened the way for local companies to execute important projects in the country that serve the health sector.

DAR AL SALAM MALL TO BUILD 9 CINEMAS AND AN ENTERTAINMENT ZONE Dar Al Salam Mall is set to build nine cinemas and an entertainment zone on its rooftop, aimed at providing Doha residents with diverse range of offerings, the mall’s operations manager Zahid Iqbal has told. “We are planning to bring a one-of-itskind entertainment on an 18,000sqm area, including a beautiful garden,” said Iqbal, while showing a blueprint of the mall’s expansion plan. “It is a huge lease area, half for the cinemas and (the other half) for an entertainment zone for shoppers and mallgoers.” He noted that Dar Al Salam Mall is the first mall in the country to have a ‘green park’ on its rooftop but had to be closed due to a water leakage, removing trucks of soil, grass and various kinds of plants. According to Iqbal, the problem has been fixed and the mall is ready to bring the garden back for residents and visitors to enjoy. Part of the project, he added, also includes doubling the number of parking spaces

from 600 to 1,200 to accommodate more vehicles. Iqbal said Dar Al Salam Mall is also set to convert its Carrefour supermarket into a hypermarket, which will occupy an additional 2,500sqm area, dedicated for an electronic section. “Construction will start soon and will take at least one year,” he noted, adding that such expansion plan will benefit a large number of residents in the area once finished. Iqbal added that access to free and bigger parking area becomes easier for worshippers who come to pray at the biggest mosque in Abu Hamour area. Built by Dar Al Salam Mall, the mosque also has a Qur’an education system. Despite the blockade on Qatar, Iqbal stressed that the mall continues to expand its operations without any of its stores leaving or closing until today. “We are doing very well and we received good footfall every day and during the recent Eid al-Adha holidays,” he said. “We expect an average of 20,000 visitors per day.” “Dar Al

Salam Mall is appealing to many residents due to its good mix of popular brands, and other food and beverage offerings (restaurants and coffee shops),” Iqbal pointed out. “People keep coming because of the calm, peaceful and safe atmosphere here.”

In partnership with Qatar Tourism Authority, he said the mall hosts numerous entertainment and cultural performances during Eid holidays and similar festivities and holidays in the country.

KAHRAMAA BUILDS PRECAST SUBSTATION IN RECORD TIME Qatar General Electricity and Water Corporation (Kahramaa) has built a model power substation from precast concrete in a record time by using the state of the art modern construction technology. This achievement comes within Kahramaa endeavour to accelerate the development of the completion as per the highest quality, said a release. Kahramaa’s Electricity Networks Affairs are using modern constructions techniques to reduce substation construction period. It managed to construct a distribution substation in 35 days using the precast concrete instead of 90 days by the transitions ways. The substation was constructed by moving and installing these elements using the modern construction technology where many traditional construction stages were escaped including (bricks, carpentry and pouring concrete and many more. Working hours in the substation reached 350 hours without lost time injury (LTI). The design began in April after approving

architectural and construction designs, and getting approvals from authorities concerned. The projects started at the beginning of May while the construction elements like concrete bases, walls, ceilings were prepared in a specialised factory. Construction works were completed in mid-June. The site is well equipped and observes all security and safety standards. This modern technology can be utilised to keep pace with the rapid urban development in the country and to accelerate customer provision with electricity services. It comes within Kahramaa endeavor to achieve its mission of providing high quality and sustainable electricity and water for better living condtion in Qatar. Kahramaa seeks to keep harmony among economic, social, and environmental activities to achieve its development objectives. The said project is an outstanding achievement in electricity distribution technology.

QATAR PLANS TO INVEST BILLIONS OF DOLLARS IN GERMANY Qatar plans to invest billions of dollars more in Germany and will broaden its focus to the country's medium

sized companies, business newspaper Handelsblatt said in a report due to be published on Monday.

Citing diplomatic and company sources, the paper said that the Qatar Investment Authority (QIA) and private sector

players would be looking at Germany's "Mittelstand" manufacturing companies. "We see Germany as a key player in the world economy and are looking at the German market with great optimism," Handelsblatt quoted Qatar's Minister of Finance Ali Sharif al-Emadi as saying. "Our delegation will be announcing big new investments," he said in an interview in the Handelsblatt report ahead of a Qatar Germany Business and Investment Forum in Berlin on. Qatar, the world's biggest exporter of liquefied natural gas (LNG), has shareholdings in companies including Volkswagen, Deutsche Bank, Siemens, Hochtief and SolarWorld. Handelsblatt calculated that they jointly amounted to $20 billion. Al-Emadi said Qatar was happy with its investments, despite having incurred some losses from Solarworld and Deutsche Bank engagements. "We have a lot of stamina, and that goes for all sectors," he said. Germany's economy ministry did not immediately respond to a Reuters request to comment.
