Whether the cover of this newsletter is the first you’ve heard about our new City festival, Camp Leavenworth, or you’ve been following the progress on social media, I want to personally invite you to come down to Leavenworth Landing Park on September 20-21 for Camp Leavenworth and experience something new to our City. Starting and launching a new event like this is challenging because there is nothing but a name and some promotional material until the festival kicks off. But, I can tell you that the City has done everything we can to get the festival started off on the right foot. We’ve invested in great organizers, set the bar high on food, music and entertainment, and we’ve tried to keep all of our residents in mind while planning the event. First and foremost, our goal is to give back to our residents. We’ve been fortunate with the success of the new hotels and the guest tax they’ve created, which has allowed us to create

this festival. We want to give you a festival that is fun, safe, affordable and that changes and improves each year. We also want this festival to show off our great community. We hope our entertainment, fireworks, food and events are a draw for the region. As Camp Leavenworth nears, I hope everyone will come down to Landing Park, see what it has to offer and take the time to enjoy yourselves with our neighbors, friends and visitors.

Street Rebuild: 10th Avenue City initiates emergency rebuild

Project scope: Mill three inches of existing pavement, asphalt overlay, seal joints Location: 10th Avenue from Vilas Street to Michigan Street General Contract: McAnany Construction in the amount of $478,229.49. Damage to 10th Avenue has been noticeable to residents in 2019. Because of the severity of deteriorating road conditions, the City acted immediately to add this project to the same bond issuance that provided funding for Thornton Street. Background: When the street was built in the 1990s, the aggregate used in the concrete absorbed water. It caused two problems: 1) a reaction between the concrete and some of the aggregate particles that creates a gel in the cracks; and 2) the water gets in the cracks, which freezes and expands and destroys concrete from the joints. This was a problem not just statewide, but throughout the midwest. Tests were done that showed a alkali-silica reaction in these types of building materials. In 2013, the City of Leavenworth repaired the worst joints and a thin mill overlay of asphalt was placed on the road. A hard winter in 2018-19 caused the deterioration to accelerate. For the 2019 10th Avenue repairs, contractors will scrape away 3 inches of the deteriorating asphalt. They will replace it with a higher quality asphalt 3� deep and then saw joints in the pavement and seal them. The new project is based on a

The City of Leavenworth has met with USD 453 school officials to inform them of the road construction and work on a plan.

Election day is Nov. 5 Oct. 15 is the last day to register to vote for those not already registered. On Oct. 16, the Leavenworth County Election Office will begin sending out advance voting ballots. Noon on Nov. 4 is the deadline to vote by advance ballot in person at the Election Office. On Nov. 5, polls will open for those who have not voted in advance. City assesses flood damage from second highest river levels on record In March 2019, the City of Leavenworth experienced the second highest flooding ever recorded along the Missouri River. Although the River only reached its highest point of 31.3 feet for a few days in March, high water levels continued well into the summer. The highest water level was in 1993, when the River reached 35.34 feet. The City used “BigBag� system to block off areas near the Water Pollution Control (sewer treatment) and the Riverfront Community Center. Between March 23-24, staff from all city departments were involved in making and installing the sandbags, traveling to Smithville, Mo., to get more sandbags, installing pumps, managing onlookers and media, measuring elevations and using the new police video drones to obtain images of the flood levels. The Riverfront Community Center did not flood. It was protected by the flood wall and additional sandbags. Staff had to shut down the building for one day when the sewer system flooded. The Water Pollution Control building did not flood. However, additional stormwater pouring into the sewer system caused an overflow of the Aeration Basin. It could not contain the wastewater pumped, and started to overflow the walls of the basin. An estimated 1.4 million gallons overflowed into the floodwaters. The City notified the public and the Kansas Department of Health and Environment of the incident. City staff do emergency sandbagging at Water Pollution Because of Control March 23, 2019. flooding, the exposed area of Second Street was already closed off to the public.

Leavenworth Landing Park had some damage from the flood resulting in piles of sand and silt. City staff cleared the trails twice and reopened the park in July.

The River reached a crest of 31.3 feet on March 23, 2019. This overtopped Leavenworth Landing Park and the railroad tracks. It reached the bottom of the Riverfront Community Center flood wall.

Although the River receded in the spring, it came back to within 27 feet later in the year. Throughout the summer, flooding caused closure of the Riverfront Park Campground, which will not open in 2019, and temporary closures at Leavenworth Landing Park. The City continues major cleanup operations at these parks. Massive piles of debris and silt were left behind by the River. The Missouri River went below flood stage on July 29, when it receded to below 17 feet, the first time to do so since March 13.

Riverfront Park was under water before the camping season began in March. Flooding continued until July, and the City Commission decided not to open the park for the season.

City festival, “Camp Leavenworth,” opens community for family fun Camp Leavenworth is a two-day festival that invites everyone to discover their worth. By creating unique experiences around our historic town, people will see how much fun it is to break out from the ordinary and live life free. Leave it to Kansas to throw a shindig as adventurous as this!

Camp Leavenworth will take place 5 - 10 p.m. Friday, September 20 and 11 a.m. - 10 p.m. Saturday, September 21. Both days will be filled with adventurous outdoor activities, live music, fireworks, food trucks, shopping and more for the Leavenworth community and visitors to explore. Zip-lining, axe throwing, a silent disco, a photo booth and several additional activities for all ages to enjoy will fill the streets near Leavenworth Landing Park. Sidewalk improvements for 2019 include Commonly Asked 10th Street, Congress Street Questions: and Eisenhower Road The City Commission awarded sidewalk improvements for 2019 to the low bidder, Sands Construction for $289,938.95 during their July 23 meeting. New sidewalks will be added along Eisenhower Road from Hughes Road to the coop property on the north side of the road. Fill-in sidewalks will be added along 10th Street from Spruce Street to Olive Street on the west side. Sidewalks will be repaired on 10th Street from Olive Street to Cherokee Street. The project will add new sidewalks, repairs and replacements on Congress Street from Second Avenue to Fifth Avenue. The work began August 2019 and is expected to last a few months. Sands Construction is a Leavenworth company and this is their first project with the City of Leavenworth. Each year the City’s sidewalk committee meets to recommend needed repairs to the commission.

Q: What can I do if my neighbor’s dog is barking all of the time? A: Deputy Police Chief Dan Nicodemus says the City of Leavenworth does have an excessive dog barking ordinance. However, sometimes the most effective tool is communication. A resident needs to work with the police department and do their part to get the best resolution. 1) Talking with your neighbor is the best and first course of action. Try a note on the door or an electronic message to

your neighbor if you’re not comfortable knocking on their door. 2) Call the Leavenworth Police Department, 682-4411. Police say sometimes just having a police officer ask can result in action. 3) If both those requests fail, police would take a report from the citizen about what they’re experiencing and why it’s excessive. We encourage citizens to keep a log of how long the dog was barking and when. Video is always helpful. Sometimes the resident will have to go to court and testify. Prosecutable cases would come before municipal court.


Municipal Court to hold ‘Amnesty Day” Nov. 1 to clear outstanding warrants Leavenworth’s Municipal Court is hoping to duplicate its success from a 2016 event that provided amnesty to outstanding warrants. This year’s event will be 8 a.m. to noon Nov. 1, 2019 at the Leavenworth Municipal Court (Leavenworth Justice Center) Courtroom 601 S. Third St. Suite 3017. Currently staff estimate there are more than 3,741 active warrants. All would be eligible for the program. The intent is for individuals to show up to court and

receive amnesty for the warrant fees in order to avoid arrest in the future. This offer is for Municipal Court only, not District Court. Municipal Court includes traffic violations and violations of Leavenworth city ordinances. The general incentive of an amnesty program for the individual with an outstanding warrant includes: 1) Dismissal of warrant fee. 2) Reduced fine. 3) No arrests while voluntarily handling

outstanding warrants. Fines and fees from the original offense will be due at that time, or a payment plan will be arranged. Walkins are welcome. Those appearing for Amnesty Day on Nov. 1 will be handled on a first come, first-served basis. The Municipal Court Judge will be present to determine whether an individual’s fees qualify for the program. Call 913-758-2900 for more information.

McDonald Civilian of the Year and Sgt. Wendy Cook as Leavenworth Police Officer of the Year. Both were honored at a Police Week ceremony May 15. Residents have options for leaf disposal in Leavenworth Leavenworth residents have two options to dispose of leaves at no charge: - Bag leaves for regular trash disposal. Leaves may be bagged and placed with your regular trash on collection day. - Leaves can also be taken for disposal at the Brush Site, 1803 S. Second St. The Brush Site is open 8 a.m. to 4 p.m. Tuesday, Wednesday, Friday and Saturday. Leaf disposal at the brush site is always free for residents. Pickup of leaves in piles will not be taking place in 2019.

From the City Clerk’s Office If you have an alarm system in your home or business you are required to purchase an alarm permit. The fee is $15 per year. Should you have a false alarm and your system is not registered a false alarm fee will be assessed to you. n Garage sale permits are required at a cost of $5. n All establishments serving food are required to have a Health Permit at a cost of $100 per year. n All Employees working at any Food Establishment must attend a Food Handler Class. Massage Establishments - New Business $300 and Renewals $150. n Distribution of flyers door to door requires a permit. Door to door solicitors are required to purchase a license with the City. If you encounter individuals soliciting at your home, ask to see a copy of the city license. n Tree trimmers are required to obtain a yearly license. Before hiring someone to trim or cut your trees down, ask to see the tree trimmer’s license. A list of licensed Tree Trimmers is available on our website or by contacting the City Clerk’s Office. n


Federally-funded CDBG program helps Leavenworth residents pay for basic home repairs The City of Leavenworth has funds available to assist qualified low- to moderate-income homeowners through the Community Development Block Grant, administered by the U.S. Department of Housing and Urban Development. The Home Repair Program helps qualified homeowners with basic repairs to their home: n Heating/Cooling System n Roofing n Handicap Accessibility

n Insulation n Doors n Electrical Issues n Sanitary Sewer n Plumbing Issues n Ext. Structural Repair Applicants must meet income eligibility requirements as defined by HUD guidelines for low and moderate income. Stormwater update: 900 Klemp St

This project repaired a storm drain that went underneath a road in Leavenworth. A stormwater pipe had rusted. The project replaced an area inlet, reset the outlet pipe and added rip-rap to stabilize the bank. This is one of six projects in the first set of bids the City offered in 2019 for the new stormwater fee.

The City began the fee program in 2018 after looking at more than $83 million worth of needed repairs to Leavenworth’s stormwater system, including sinkholes found in residents’ backyards. A second set of six projects is scheduled to begin soon.

New websites designed to show off City’s events, information The City and Leavenworth Convention and Visitors Bureau both have a new look online. This summer, the City worked with vendor Municode to develop two new websites. Both are mobile-friendly and follow Americans with Disabilities Act standards. The new look features newer, brighter photos, an easier-to-read format and staff are already reporting it’s easier to update on the administrative side of the website. Adopt-A-Park Program Consider adopting a Leavenworth city park or other landscaped public area. Participants can choose from a variety of tasks to include establishing a presence in the parks and reporting vandalism and maintenance problems, picking up litter, painting, weeding or gardening. Donations also may be made for park improvements. City staff will provide guidance and some materials for projects. Choose a park and decide what activities you will be able to do and how often. Once this is established, a sign will be erected in the park with your group’s name and logo.

Park shelters are located at many of our parks. Shelters may be reserved for an event by contacting the administrative office or emailing parksandrec@firstcity.org. Shelters are rented by the day. Picnic tables seat 6-8 people. Shelter reservation fees are noted in the fee schedule

Legacy Tree Program Commemorate a special person or event with a living legacy. For a $200 fee, a tree will be planted and a plaque erected at the planting site. For an additional $100, you may request a 5” x 5” aluminum plaque. Request forms are available at the Parks and Recreation Office. Memorial Bench Program Another way to honor a special person or group is through the purchase of a memorial bench with an attached plaque in Leavenworth Landing Park or at the Waggin’ Tails Dog Park. The Parks and Recreation Department will install the bench. Cost varies. Haymarket Square An event venue located at 649 Cherokee. The open-air pavilion is available for rental when not occupied by the Farmer’s Market or the City Market. City residents or businesses pay $25 per 8-hour session, and non-residents pay $50. Sessions available are 6 a.m. – 2 p.m. or 3 p.m. – 11 p.m. Email parksandrec@firstcity.org for availability and more pricing information. If planning a special event open to the public, other requirements must be met to reserve the square. Visit our website at www.leavenworthks.org for more information. Riverfront Park’s camp ground continues to be closed throughout 2019 because of flood damage. The boat ramp and extended cab parking lot are still available to the public.

Stubby Park upgrade: In 2019, Stubby Park will be closed temporarily while new equipment is installed. Riverfront Community Center The Riverfront Community Center is a charming 1880s former Union Depot train station on the banks of the Missouri River. Originally constructed in 1888, this historic depot was restored and remodeled 100 years later. Several multipurpose rooms are available for rent through the City of Leavenworth.

Harvey Girl Luncheons: Step back into the late 1800s when Fred Harvey was helping tame the west with his train depot restaurants and the Harvey Girls. A lovely lunch is served at the Riverfront Community Center by the Harvey Girls, followed by a brief history of Fred Harvey and the girls. Aquatic Physical Therapy Preferred Physical Therapy, LLC, is now offering aquatic therapy sessions at Riverfront Community Center pool. Water Walking - $4/class Join Lori Mathews in this Aquatic Fitness class. Water walking offers several benefits over taking your typical stroll on land. The water provides resistance, making your muscles work harder to move forward. At the same time, it provides buoyancy, helping reduce strain to your joints. Changing your water walking routine keeps it interesting while allowing you to work different muscles as part of the exercise. Classes held M/W/F from 10:05 a.m. – 10:50 a.m. AQUACISE - $5/class (Passes available at a discounted rate.) Aquacise tones and sculpts your body with no impact to your joints. This popular water aerobics workout is a swimming blend of cardio and resistance training, and may incorporate resistance tools such as buoyant water weights and noodles. One Aquacise pass is valid for ALL Aquacise classes. Passes may be purchased at the Riverfront Community Center’s front desk and do not expire. Lap Swim Rules No one under age 14 admitted into the pool during Lap Swim, unless authorized by the Aquatic Supervisor. All Lap Swimmers must be able to swim one length of the pool unassisted, using front crawl. Circle swim is required when there are more than two swimmers per lane. Choose a lane with swimmers equal to your ability and always stay to the right. No more than five swimmers per lane. Exceptions to these rules must be approved by the Aquatic Supervisor. Flotation Devices In order to keep all patrons safe while enjoying the pool, only noodle floats may be used. No other toys or floats allowed unless during class times. An approved Personal Flotation Device (PFD) may be used by an individual with special physical or mental need. This must have prior approval from the Aquatic Supervisor.

American Red Cross Lifeguard Training $180 Residents/$200 Non-Residents Students will be certified in lifeguarding, CPR, AED, and First Aid. Prerequisites: Must be at least 15 years of age. Must swim 300 yards, nonstop, using front crawl and breast stroke and retrieve a 10 lb. brick from 9 feet of water. Must attend all classes in each session. Class minimum is 3, no maximum. Classes held January 2-4, 2020 from 9 a.m. to 4 p.m. The City of Leavenworth is always looking to hire certified lifeguards. Must pass the Lifeguard Training Course to be eligible to apply. Recreation Activity Scholarship Program for residents Qualifying low-income or disabled individuals or families who live in the city limits of Leavenworth and are currently receiving public financial assistance can be awarded a $100 credit per approved person per year to be used toward certain Leavenworth Parks & Recreation Department activities, such as fitness facility passes, swim programs, and youth sports. Youth Basketball Grades 1 – 6 - $40/player For boys and girls in Grades 1 - 6. Teams play in January & February. Register September 15 – October 15. Late registration is $65/ player.

Bitty Basketball - $35/ player For ages 3-6 (not yet in 1st grade). A fourweek instructional clinic offered on Saturdays in January. Register November 1 – 30. Late registration is $55/player.

Youth Futsal - $40/player Leavenworth Parks and Recreation is offering a youth Futsal program (similar to indoor soccer) for boys and girls in grades one through six. SEPTEMBER 3 - Annual Doggie Splash at Wollman Aquatic Center - $5/dog Your dog will have a special day at Wollman Aquatic Center and officially close out the summer season with a cool dip in the pool. Three sessions will be available to accommodate all dogs safely. There is a maximum of 75 dogs per session. OCTOBER 19 - Haunted Depot. Join us, if you dare, and tour the “Haunted Train Depot”. The gym is transformed into a Halloween Festival complete with bounce houses, music, games, activities, and of course, trick-or-treating. Perfect for the littlest goblins. Be sure to bring your own Halloween bags. A haunted house tour is set up along the indoor track. The “Scaredy Cat” tour is perfect for the smaller ghouls and goblins and will include the Halloween Festival in the gym. The premiere tour at 7 p.m., “Nightmare on Esplanade Street” is definitely not for the faint-hearted. Includes music, food vendors, activities, and bounce houses. NOVEMBER 2 - Holiday Bazaar & Flea Market: Admission is free. Get an early start on Christmas shopping or find that certain “something” at our annual Holiday Bazaar and Flea Market. Event is from 8 a.m. – 2 p.m. Vendor booths are available for $25 with electricity or $20 without. Fee includes one 6-foot table and two chairs. NOVEMBER 15 - 1st Grader Santa Claus Drawing Contest: Leavenworth and Fort Leavenworth first-graders are invited to participate. All drawings should be free-hand and submitted by their teacher. They will be judged and displayed at the Riverfront Community Center. The winner will receive a prize and will help throw the light switch at the Mayor’s Holiday Lighting Ceremony on November 22. All drawings must be submitted to the Riverfront Community Center by November 8 at 5 p.m. NOVEMBER 22 - Mayor’s Holiday Tree Lighting & Holiday Bazaar: The public is cordially invited to attend the annual Mayor’s Holiday Tree Lighting at Haymarket Square. Food and gift vendors will be available starting at 4 p.m. The Holiday Parade will begin at approximately 5:30 p.m., and the official Tree Lighting will be held immediately following the parade. Entertainment will be provided. DECEMBER 7 – 8 a.m. to 11 a.m. Breakfast with Santa: Come join Santa Claus for pancakes and pictures. Advance tickets available at the front desk. Adults are $6 in advance/$7 at the door. Children are $5 in advance/$6 at the door.

OCTOBER 6 - Mother-Son Superhero Dance. This super event is for boys, 9 and under, and their moms, aunts, grandmas, or big sisters. From 1 p.m. - 3 p.m. at the Riverfront Community Center. All will enjoy an afternoon of super-hero games and activities, music, dancing, a snack buffet and prizes. Moms and sons are encouraged to come in their favorite superhero costumes. Photos will be available to purchase and will make a great keepsake. Preregistration is required. You may pre-register and pay with cash, check, or credit/debit card at the Riverfront Community Center’s front desk through October 2. NO EVENT DAY WALK-INS WILL BE ACCEPTED. Proceeds will benefit the Waggin’ Tails Dog Park. Cost: $25 per couple, $5 for each additional guest.
