Mayor Griff Martin Happy New Year, Leavenworth! I'm hoping this note finds you and your neighbors well … and warm! It’s hard to believe we are already past the holidays and are now working on our New Year’s resolutions. As we ring in the new year and say goodbye to 2023, it’s still a great time to reflect and look back on everything we were able to experience, work on and work through together here in Leavenworth. We’ve made a lot of great memories, but it’s clear we’ve had our challenges as well. We continue to feel the effects of our global economy and the impact it has on our local Leavenworth economy more and more every day. Our dollars are putting less in our shopping carts, less in our pantries and less in our gas tanks. Our local businesses continue to feel the strain of rising costs, and a tough labor market. It’s true we are in some challenging times, but I do remain very hopeful and optimistic about our future and what we can do together here in our city. As a city government, challenges are definitely forcing us to think outside the box. Stretching outside our comfort zone can be a great thing though. It can become the perfect breeding ground for new ideas and innovation. Identifying ways we can strengthen our local economy will be another focus in 2024. Last year, the City of Leavenworth was able to award $106,775 in Small Business Economic Development Grants to support more than 20 businesses with improvements such as exterior façade work, window replacement, interior remodeling and new signs. In addition to our grant support, the 2nd Annual Leavenworth Business Symposium hosted over 75 attendees for an event that brought key resources and emerging ideas to our local businesses and future business owners. Planning for the 2024 Symposium is already in the works and promises to be another enriching experience.
Our Leavenworth infrastructure continues to be a constant area of focus. As we look ahead to 2024, our Public Works department will be concentrated on the following: - Complete reconstruction on Fourth Street from Choctaw to Seneca (starts this Spring) - Installation of new ADA sidewalk ramps on Vilas from 10th to 20th Street - New roadway with sidewalks, curbs and stormwater take place on Vilas from 20th to 22nd Street - State mill and overlay of Fourth Street from Eisenhower to Limit - Construction for the replacement of Fire Station No. 3 at Second Avenue and Limit Our Parks and Recreation Department are working on the Cody Park Sports Court Project with dedicated pickleball courts and a new basketball court. As a Commission team here to serve you, we want to continue looking ahead at ways we can work with you to raise the quality of life for our families while creating a safer community for our children. We want to strengthen our infrastructure without weakening your wallets. We want to do everything we can to grow our Leavenworth economy by exploring new and creative opportunities with our business owners and entrepreneurs. We want to continue building a pipeline of new investors who bring new jobs and visitors to our city, while always holding to and preserving the rich history for which our City is known. As we start off the year with many new resolutions, please keep those ideas coming! If something doesn’t make sense, ask why. If you think something could be changed for the better, let’s talk. Please bring your ideas to the table and feel free to come to a City Commission meeting (or two) to share. I am very excited and honored to work with you again in 2024! Veterans group donates plaque to City honoring service members killed in Vietnam
Ellen Ferguson was a young woman when her cousin Eddie Ray Derritt was killed in Vietnam on May 3, 1966. Shown here surrounded by Leavenworth High School JROTC students, Ferguson was proud to represent her late cousin during a Vietnam Veterans of America ceremony at City Hall in October to present a plaque honoring Derritt and other Leavenworth, Kansas, service members killed in Vietnam. Ellen said that Eddie Ray had written home to his family that he was wounded. The letter arrived after they were notified of his death.

The two plaques hang side-by-side to honor and remember lives lost from our community.
A new plaque is now displayed at Leavenworth City Hall to honor American military service members killed in the Vietnam War. It was presented in October 2023 to the City of Leavenworth by the Capt. Patrick K. Harrold Leavenworth Chapter of the Vietnam Veterans of America. Harrold is one of those killed in action listed on the plaque. The plaque can be viewed on the first floor of Leavenworth City Hall, 100 N. Fifth Street, Leavenworth, Kansas 66048 during business hours.

Leavenworth Police obtain medicine to help treat victims of opioid overdoses Department to help treat drug overdose cases during an emergency. It is an inhalant that works to reduce the effects of a drug overdose from opioid such as fentanyl. The Leavenworth Police Department sends out first-responders to respond to emergency calls that would use the medicine. Kitchens said that signs of a drug overdose in such cases should be obvious. "Something is seriously wrong, someone is unconscious and not responsive," Kitchens said. "If you know it's a drug overdose, that's important to tell dispatch (911) because seconds matter." The first responders can administer medicine, but it's important that the drug overdose victim continue with professional medical treatment at a hospital. Police were awarded the initial supply of Naloxone from a grant funded by Developing Caring Communities Committed to Action (DCCCA). Further allocations will be purchased using funds received from the Nationwide Opioid Settlement.
In 2023, the Leavenworth Police Department obtained a medicine to help emergency treatment of drug overdose cases. The medicine is called Naloxone. It is an inhalant and helps reduce the immediate effects of a drug overdose from fentanyl to give the victim more time to seek more advanced medical attention. Police Chief Pat Kitchens said that in 2023, the Leavenworth Police Department responded to 45 drug overdose cases occurring because of illegal fentanyl. Out of these cases, there were 10 confirmed deaths, possibly more once autopsy results have been studied. Kitchens noted that the Police Department has over decades responded to many calls of illicit drug use -- cocaine in the 1970s, crack and heroin in the 1980s and methamphetamines in the 1990s and 2000s. An overdose of illegal fentanyl is different than other drugs because such a small amount can be deadly to the victim. Naxolone was obtained by the Leavenworth Police Fentanyl Facts from the U.S. Centers for Disease Control - cdc.gov Fentanyl is a potent synthetic opioid drug approved by the Food and Drug Administration for use as an analgesic (pain relief) and anesthetic. It is approximately 100 times more potent than morphine and 50 times more potent than heroin as an analgesic. According to the Centers for Disease Control and Prevention (CDC)
There are two types of fentanyl: pharmaceutical fentanyl and illegally made fentanyl. Pharmaceutical fentanyl is prescribed by doctors to treat severe pain, especially after surgery and for advanced-stage cancer. However, most recent cases of fentanyl-related overdose are linked to illegally made fentanyl. It is often added to other drugs because of its extreme potency, which makes
drugs cheaper, more powerful, more addictive, and more dangerous. Overdose can cause stupor, changes in pupil size, clammy skin, cyanosis, coma, and respiratory failure leading to death. The presence of a triad of symptoms such as coma, pinpoint pupils, and respiratory depression strongly suggests opioid intoxication.

The City requires registration for all dogs 3 months of age and older that reside in the City of Leavenworth. The 2024 Dog License/Tags will be available to purchase starting February 1, 2024. Proof of rabies vaccination and proof of spay or neutering is required. License fees are $10 for spayed or neutered dogs and $20 if unaltered. After March 31 a late fee will apply. Community Development Block Grant funds home repairs The City of Leavenworth Home Repair Program provides up to $13,000 in Community Development Block Grant (CDBG) funding for minor home repairs to qualified homeowners within Leavenworth city limits. An additional $1,000 could be awarded for radon mitigation. The Home Repair Program benefits low to moderate income homeowners with safe, healthy and sustainable housing. This program receives its funding from U.S. Department of Housing and Urban Development (HUD) and is subject to HUD guidelines. Qualifying for the program begins with completing the Home Repair Application and calling the Community Development Coordinator to make an appointment for submission. Applicants must be within the HUD income limits
and occupy the home they are seeking to repair. Homes are subject to environmental review for qualification. Potential repairs may include, but are not limited to, HVAC, roofing, plumbing, electrical and water heater. This program does not replace windows. A lien must be signed stating the homeowner will reside in the home and not change title for three years. At the end of the three years, the lien is released and no funds are owed. Throughout the process, the City’s Community Development Coordinator works closely with the City’s inspectors, contractors, and the homeowner to ensure the repair of a safe and healthy home. Enrollment taking place Feb. 1 - April 15 for Senior Rebate Program The City of Leavenworth’s Senior Rebate Program will waive monthly sewer and refuse charges for persons 62 or older who meet these qualifications: • Must be 62 years of age of older at the time of application • Must be the primary occupant of your residence • Water bill must bear applicant’s
name • Must reside within the City of Leavenworth • Meet income limits for the entire household Residents may sign up at the City Clerk’s Office, Leavenworth City Hall, 100 N. 5th Street. Applications will be accepted February 1 through April 15.

Income verification for the year 2023 from all sources is required, such as income tax returns, Homestead Claim, Social Security Statements and 1099 forms. First City Vision Zero Action Plan seeks to improve traffic safety In 2024, the City of Leavenworth will begin seeking public feedback on ways to reduce fatality crashes through a new initiative called the "First City Vision Zero Action Plan." This is part of a grant-funded initiative. Once completed, the plan could allow the City to become more competitive when applying for federal and state grant dollars for actions that support safety for vehicles, pedestrians and bicycles. The First City of Kansas has long been committed to ending traffic deaths and serious injuries on our streets. The First City Vision Zero Action Plan will help obtain and track public feedback. The plan will seek out methods to create safer streets for all road users and focus on data-driven solutions. Vision Zero is Community Informed What is Vision Zero? Park Programs Legacy Trees – The Legacy Tree Program makes it possible to help preserve the rich history of trees in our parks while commemorating either a person or event. Through this program, old trees are replaced and new areas rejuvenated. All contributions to this program are placed in a Park Special Gift Fund and are only used for the planting of Legacy trees. This program is available for online registration and payment through our website at www.leavenworthks. org/parksrec. Memorial Benches – Another way to honor a person or recognize an organization is through the purchase of a memorial bench with an attached plaque in Ray Miller Park, Landing Park, or Waggin’ Tails Dog Park. Riverfront Community Center Riverfront Community Center Event Space 123 South Esplanade Street (913) 651-2132 The Riverfront Community Center is a charming 1880s former Union Depot train station on the banks of the Missouri River. Originally constructed in 1888, this historic depot was restored and remodeled in 1988 as a multi-functional facility. This classic building provides an ideal atmosphere for all types of special events with picturesque views in Leavenworth Landing Park, located right behind the center. The Riverview Room - Aptly named for its beautiful views of the majestic Missouri River. It is an elegant room that can host banquets, receptions, weddings, or other special events. It also has an adjoining outdoor patio that overlooks the river.

The Activity Room - This small room downstairs by the basketball gym is perfect for kids’ birthday parties, fitness classes, study sessions, and other smaller events. General Use – It is the responsibility of the patrons to ensure they have been properly trained before using the fitness equipment. Improper use may cause serious injuries. The City of Leavenworth is not responsible for injuries or gross negligence. All visitors age 16 and older must present ID at check-in at the front desk. Age Restrictions – 10 and under must be accompanied by a parent/guardian age 18 or older to enter the community center; 11 and under are not allowed in the weight room or cardio room or
on any fitness equipment; ages 12–14 must be supervised by an adult at all times in the fitness rooms; ages 15-17 must have a signed permission form from the parent; ages 60 and over are advised to consult their physician before beginning any type of fitness regimen. Conduct – No foul language, vulgar music, aggressive or disrespectful behavior will be tolerated. Absolutely no tobacco or vaping products of any sort are allowed in the center.
Glass Fusing for Beginners - $40/person - A beginner level class where you learn all the basics of glass fusing. You will learn multiple techniques, terms, styles of art and more, all while creating a project that is yours to keep. Equipment - Wipe down equipment before and after use. Our staff disinfects all the equipment once each day. Do not drop or slam weights. Place items back where you found them. Attire - No cleats or spike shoes of any type (including bike shoes); athletic shoes covering the entire foot must be worn at all times (except in the pool); proper swim-wear or workout attire is required.
Riverfront Tae Kwon Do - Cost is $55/month for the first family member and $35/month for each additional family member - This popular martial art combines combat techniques, self-defense, sport and exercise. Revelation Fitness - Cost is $5 to drop-in. Punch passes are available for purchase. Join certified instructor, Brooke Ross for Revelation Fitness. A faith-based workout that will train your body, mind, and spirit. The format for this class will include a variety of movement styles including choreographed cardio, kickboxing, strength, and flexibility. The use of drumsticks, hand weights, and mats will also be incorporated at different times throughout the class. Modifications are shown and encouraged, enabling you to customize your movements to the best benefit of your body. Water Walking - Join Lori Mathews as you discover the benefits of water walking. The water provides resistance and buoyancy, providing strength training while helping reduce strain to your joints. American Red Cross Lifeguard Training Class - Students will be certified in Lifeguarding, CPR, AED and First Aid. Prerequisite: Student must swim 300 yards non-stop using front crawl, breaststroke, and retrieve a 10-pound brick from 9 feet of water. Student must attend all classes. Minimum age is 15. Cost is $180 for residents or $200 for nonresidents. Flotation Devices - In order to keep all patrons safe while enjoying the pool, only noodle floats may be used. No other toys or floats allowed unless during class times. An individual with special physical or mental need may use an approved Personal Flotation Device (PFD). This must have prior approval from the Aquatic Supervisor.

Recreation Activity Scholarship Program for City Residents - Qualifying citizens who live in the city limits of Leavenworth and are currently receiving public financial assistance may be awarded a $100 credit per approved person per year to be used toward certain Parks and Recreation Department programs. For information email Tabor Medill at tmedill@firstcity.org or call him at (913) 758-6648. You must set an appointment with Tabor Medill before dropping off your application. Applications must be renewed each year by completing a new form and scheduling another appointment for verification and approval.
Sports
USA (formerly ASA) rules are used. A minimum of four teams must register for the league to form. A maximum of eight teams will be accepted. The season runs April – May. Games are Tuesdays if less than six teams, or Tuesday and Thursdays with more than six teams. Registration is March 1 – 31, as a team. Bring team roster and pay at the Riverfront Community Center before 5 p.m. on March 31.

Field or Court Rentals - The City has 8 tennis courts, 6 pickleball courts, 2 basketball courts, a recreation complex with 5 baseball/softball fields, and 7 other baseball/softball fields throughout the city. Youth Baseball and Softball - $45/player (ages 5-8) or $50/player (ages 9-13) – discount for third child Leagues for boys and girls ages 5 through 13 (birth date as of May 1 – no exceptions). Children must play in their appropriate age group. Practices start in May. Season runs June through the second weekend in July. Registration is March 1 – 31. Late registration is available only until April 15 for an additional $25/ player. Eligible for scholarship use. Scholarship does not cover late fee.

Parks and Recreation offers competitive Swim Team for children ages 5-18 years Summer Swim Team – The Leavenworth Riptides - The Riptides is Leavenworth's recreational youth swim team. We compete in the East Kansas Swim League, which is made up of nine other teams including Bonner Springs, Piper, Tonganoxie, Eudora, Lansing, DeSoto and the Lakes Team (Lake of the Forest and Lake Quivera). All swimmers, ages 5-18 years, compete in their own age group against swimmers of equal ability. Swimmers must be able to swim the length of the pool unassisted to be on the team. Our season begins on Memorial Day and ends in early July. Registration starts March 1. Eligible for scholarship use. Touch-A-Truck – May 1 - Bring the kids to this free event at Leavenworth Landing Park and see the many kinds of trucks working in and around our community. Kids get a hands-on opportunity to explore, crawl through, and even honk the horn of the hard-working big rigs of the City and surrounding communities. Stop in the gym at Riverfront Community Center (south entrance) and check out the toys, music and free popcorn. Then head across the street to the Carousel Museum for free rides. Event is from 10 a.m. to 11:30 a.m.
