With our commissioners, City Manager Paul Kramer, and staff, we work continually to ensure Leavenworth is a great place to live, work and grow a family. Even though the past year has been rough, the City of Leavenworth has received stimulus funds through the federal, state and county government to help more than 55 businesses and 28 nonprofit organizations in our community. The biggest need for individuals served by the nonprofit agencies has been for food, rent or mortgage payments and utilities. We had a huge spike in coronavirus cases in October, averaging a 12% increase each week, and even though the county did not pass a mask ordinance, the City passed one. Thank you to businesses and the community who have been very supportive. The week-to-week numbers of cases are now below 1%. I have lost a few good friends to this terrible disease. May God be with those who have passed, their families, and those who are suffering long-term effects. As for vaccines, the City of Leavenworth has partnered with the Leavenworth County Health Department to provide the Riverfront Community Center for vaccine distribution. Jamie Miller, our Health Department director, has done a massive amount of work during testing and now vaccine distribution. Approximately 2,000-3,000 people have been vaccinated per week.

Some of this year’s City highlights include: • After the success of CAMP Leavenworth 2 years ago, and sociallydistanced events for our Lovingworth campaign last year, we will again get together for some fun this September 24-25, please come on down. • Police Department: There has been an 11% drop in crime this year. Projects: • The unemployment numbers are now going down and we have new commercial and housing developments increasing, to include a KDOT road project on Fourth Street between Choctaw and Seneca streets. • This is the second year of $2 million in funding for the Pavement Management program for streets work. • More than $3.14 million in badly needed stormwater projects throughout the city. • Eisenhower Road will be expanded from Storage Box to County Road 5. This is a Leavenworth County project, but will represent a dramatic change to the southwest part of the City. • We are awaiting a grant for a pilot general transportation “micro-transit” system in the City of Leavenworth to begin in the fall. More information to come. City continues committment to major street improvements In recent years, residents may have noticed an increase in funding for re-paving and major repairs of streets. The 2021 repairs will continue this trend, with a three-pronged approach: mill and overlay (paving) granite seal and pressure paving. Not all street work has been finalized as of the publication date of this newsletter, however, here are the streets planned to receive granite seal treatment in 2021. Police report second year of double-digit dropping crime rates Reported overall crime dropped double digits for the second year within the Leavenworth Police Department, according to a report shared by Police Chief Pat Kitchens with the Leavenworth City Commission. “By and large, I’m very proud of the men and women of the Leavenworth Police Department,” Kitchens told City Commissioners. It was a difficult year for the police department with a pandemic and an increased awareness nationwide of officer-involved shootings and deaths. For the annual year 2020, there were 1,902 Part 1 crimes in Leavenworth. Part 1 crimes include murder, rape, robbery, assault, burglary, theft and auto theft. In 2019, there were 1,933 Part 1 crimes and in 2018 there were 2,252. The Leavenworth Police Department averaged 53.7% clearance rate for these types of crimes, which is on par previous years. Part 2 crimes includes those not in Part 1, which has also decreased. In 2020, there were 1,656 reported Part 2 crimes; in 2019 there were 2,096 reported and in 2018 there were 2,233 Part 2 crimes reported. Traffic accidents were down to 458, the fifth year in a row they have decreased. In 2020 there were 124 injury accidents and 334 noninjury accidents. Some of the top areas for traffic accidents for 2020 were 5000 N. 10th Avenue with 28 incidents, S. Fourth Street and Eisenhower with 18 accidents and S. Fourth Street and Limit with 12 accidents. The Leavenworth Police Department also keeps track of the investigations it conducts on itself, whether they were sustained, not sustained, exonerated, unfounded or “other sustained.” In 2020 there were 7 professional standards investigations that originated within the department and five that originated outside the department. A bomb unit operated by the Leavenworth Police

Department had 13 responses in 2020 and discovered 4 devices. Leavenworth Animal Control is also under the jurisdiction of the Leavenworth Police Department. Chief Kitchens said that an important partnership with this division is the Leavenworth Animal Welfare Society, a volunteer nonprofit that provides volunteer help at the facility and helps fund-raise for animals’ needs and helps raise awareness about adoptable pets. Not all animals that come to the facility are adoptable, as this division also handles court cases, bite cases and animals running at large. In 2020, the facility transferred 206 animals to other facilities or rescue organizations, adopted 198 animals and euthanized 21 animals. Animal control housed 808 animals, 559 were picked up by the owners and 242 animals were considered wildlife. “We collect a lot of data, not all is included in the report,” Kitchens told the commission. “This only tells half the story. Data can be represented in many different ways, but just as important is how people feel about crime in the community.” A copy of the complete report is available on the City’s website. Rental assistance program steps up to help working-class families A new City program designed to help rental property owners and tenants has resulted in some financial aid that will continue in 2021. In 2019, the city began a new position within the Planning and Community Development Department called a Rental Property Coordinator. While the City’s existing code enforcement officials inspect and cite violations outside city residences, the new position has authority to inspect and enforce city ordinance and property maintenance code inside rental properties with a request from tenants or owners. Lawrence Levine, who holds this position, works with landlords and tenants to examine issues. In 2020, the program handled 262 cases. In 2020, City Manager Paul Kramer signed an agreement with the Kansas Housing Resources Corporation (KHRC) making Leavenworth a Community Partner in the Kansas Eviction Prevention Program (KEPP). As a Community Partner, the City of Leavenworth helped 20 landlords and over 40. Residents without computers were able to use computers and get assistance from the Workforce Development Center in submitting their applications. The City also received an $85,000 Tenant-Based Rental Assistance (TBRA) from KHRC, for use in 2021. The intent of this grant is to assist working families with school-aged children who need help with rent or who need help with rental and utility deposits to move into a larger residence. The City is working with the school district to identify eligible families. The City houses a separate program called the Leavenworth Housing Authority, which provides a Housing-Choice Voucher Program funded through the U.S. Department of Housing and Urban Development. This program, often called “Section 8,” assists low-income families who qualify with rental

assistance with vouchers to help pay rent. For the last five years, the Housing Choice Voucher Program had a waiting list with over 300 families and the list had to be closed because it was not possible to serve each family. In 2020, the program briefly re-opened its availability, but now has more than 200 families on the waiting list. Levine said rental assistance program funding won’t replace the Housing Choice Voucher Program, but could help some of the working families with school-age children on the list.

Mayor Nancy Bauder presented the Workforce Partnership in Leavenworth County with a Mayor’s Award for Community Service on Feb. 23 at Leavenworth City Hall. Staff from the Workforce Development Center at 515 Limit St. were nominated for assisting Leavenworth residents in applying for the Kansas Housing Resources Corporation (KHRC) Kansas Eviction Prevention Program (KEPP). Under this program, landlords and tenants jointly applied for rental assistance and received almost $75,000. Twenty landlords and more than 40 families participated. Workforce Partnership staff helped families without computers or printers fill out and upload required documents and submit online applications to KHRC in Topeka. The city will also partner with KHRC on this year’s Kansas Emergency Rental Assistance (KERA) program. Call 913-364-5840 for more information.

First-Time Homebuyer program provides up to $8,000 for buying a Leavenworth home A City of Leavenworth Home Ownership Program provides up to $8,000 in grant funding for those interested in purchasing a home for the first time. Homes must be in the City of Leavenworth. Since Leavenworth is comprised of more than 50 percent rental properties, homeownership

is a priority for the program, which receives its funding from federal sources. The Home Ownership Program benefits the community by encouraging a long-term investment in Leavenworth and helps low to moderateincome families lower their housing costs. In order to qualify for the

program, applicants must also meet low or moderate-income guidelines as defined by U.S. Department of Housing and Urban Development. For more information, contact Mary Dwyer, Community Development Coordinator, 913-680-2628.


Human Resources employee honored for helping city staff through a difficult 2020 Michelle Meinert, human resource specialist, has been named Employee of the Year for 2020 for the City of Leavenworth. Each year the city chooses an employee of the year out of the four employees honored for each employee of the quarter. Meinert was named Employee of the First Quarter in April 2020. This award is given to employees who go the “extra mile.” Meinert was hired for her current position in 2017. During the worldwide pandemic and subsequent “stay home” orders, many City employees have been working from home. Meinert’s nomination reads, “While I realize the current situation has caused everyone to adapt and make changes to operations and procedures, Michelle, has continued to be an available point of contact for all departments during these unprecedented times. She is regularly searching for updates and updated regulations to make operations easier while still helping to maintain productivity levels for each of the departments. Michelle took on the task of developing a variety of services in the remote workforce we have been working in for the last month. She set up both new hire orientation and the exit interview process in a remote format to provide the employees with the crucial information necessary to complete both of these processes. She has

While this approach is outside the ordinary and not the preferred method of contact she has made it work without negatively impacting the relaying of pertinent information to our employees.”

New Public Works Director named

Bob Dougherty Park, 800 N. Second Street, is the next playground scheduled to receive new play equipment. Funding was included in this year’s budget. The City has planned roughly $100,000 for new equipment and new engineered wood fibers. The new equipment will be targeted for ages 2-12. Old playground equipment will be recycled and cannot be re-used or sold.

Brian Faust, new Public Works Director for the City of Leavenworth, began his position in March 2021. Faust will hire a new Deputy Public Works Director and an Operations Superintendent for the Municipal Service Center. He previously worked for the City of Topeka and the City of Gardner, Kansas.

Alarm Permits If you have an alarm system in your home or business in the City of Leavenworth, you are required to purchase an alarm permit. You are required to obtain a permit within 30 days of activating a new alarm. The alarm permit fee is $15 and expires June 30 of each year. New alarm permits not obtained within 30 days -- and existing permits not renewed by June 30 each year -- will be assessed a $20.00 late fee. Riverfront Park Campground – Open April 1 through Oct. 31 This cozy park beside the Missouri River is the perfect place to relax. The campground offers campsites, a bath house with four private units, a boat ramp, a picnic shelter and a dump station. Please note that this park is adjacent to active train tracks. The Legacy Tree Program makes it possible to help preserve the rich history of trees in our parks while commemorating either a person or event. Memorial Benches - Another way to honor a person or recognize an organization is through the purchase of a memorial bench with an attached plaque in Ray Miller Park, Landing Park, or Waggin’ Tails Dog Park. Placement in another park must be approved by the Park Superintendent. The Parks and Recreation Department will install the bench. Cost varies. Alcoholic Beverage Permit By City ordinance, alcoholic beverages are prohibited in City parks, except as authorized by Parks and Recreation to Leavenworth County residents with a park reservation permit. There is a $10 alcoholic beverage or beer permit fee. Visit our website for details and restrictions.

Adopt-A-Park – Consider adopting a Leavenworth city park or other landscaped public area. Participants can choose from a variety of tasks to include establishing a presence in the parks and reporting vandalism and maintenance problems, picking up litter, painting, weeding or gardening. Donations also may be made for park improvements. City staff will provide guidance and some materials for projects. Choose a park and decide what activities you will be able to do and how often. Once this is established, a sign will be erected in the park with your group’s name and logo. See which parks are available and register through our website at www.leavenworthks.org/parksrec.

Leavenworth Landing Park This scenic park on the Missouri River located by the Riverfront Community Center is available to rent for special occasions. Permit fees are $15/hour ($20/hour for non-residents) with a $100 refundable damage deposit. Fees are due when a permit is requested. Choose the Paddlewheel Plaza and add the Bridge Tender’s Building for $20, or choose the Railroad Roundhouse close to the front entrance of the park. The openair pavilion is available for rental when not occupied by the Farmer’s Market or the City Market. City residents or businesses pay $25 per 8-hour session, and non-residents pay $50. Recreational Sports Qualifying individuals or families who live in the city limits of Leavenworth and are currently receiving public financial assistance may be awarded a $100 credit per approved person per year to be used toward certain Parks and Recreation Department activities, such as fitness facility passes, swim programs and youth sports. Scholarship does not cover late fee.

Annual City Tennis Tournament – This tournament is held the Friday, Saturday, and Sunday before Memorial Day. Participants must live or work in the Leavenworth County area or be a former champion. Entry fees for singles ($15/event) and doubles ($25/ event). Registration starts April 2, online or in person. Labor Day Tennis Tournament - The Annual Leavenworth Parks and Recreation Labor Day Tennis Tournament will be held the Saturday, Sunday, and Monday of Labor Day each year. Riverfront Community Center

The Riverfront Community Center is a charming 1880s former Union Depot train station on the banks of the Missouri River. This classic facility provides an ideal atmosphere for all types of special events, meetings, and family gatherings, with picturesque views in Leavenworth Landing Park. The Riverview Room Aptly named for its beautiful views of the majestic Missouri River. It is an elegant room that can host banquets, receptions, weddings, or other special events. It also has an adjoining outdoor patio that overlooks the river.

The Men’s Waiting Room Impressive 30-foot wood-paneled ceilings soar above the original woodwork and fireplace. This lovely room also boasts a river view to the east and historic downtown Leavenworth to the west.

The Women’s Waiting Room Adjacent to the Riverview Room, this cozy room has a working fireplace, wood-paneled ceilings, and versatile side doors that can be opened to access the Riverview Room. The doors may be closed to offer a smaller space with a view of Leavenworth’s historic downtown.

Fitness Facilities Admission fee includes use of the weight room, cardio room, indoor track, pool during lap swim times, open pickleball gym, and racquetball courts. Cardio and Weight Rooms: Elliptical machines, stair steppers, stationary bikes, treadmills, and weight equipment are available. No one under 12 years of age allowed in these rooms. Indoor Track: The center has a 1/10 mile indoor track that is open year-round during regular community center hours. Daily admission fee or pass required. We continue to monitor temperatures for guests at the Riverfront Community Center. We maintain daily cleaning of all of our facilities. Masks are required in the general use areas of the center. We are practicing social distancing. We continue to assess each class, each event, and each service on a regular basis and make changes as needed. Dog Manners and Obedience - Dog trainer, Kim Downing, will teach you and your four-legged friend the basic commands. Geared for dogs ages 4-months or older. Dogs must be current on vaccinations. This is a 7-week program. The first week is without your dog. A foundation level class includes many behaviors like begin walking on a leash, sit, down, come, focused attention, place, and stay. Basic Ballroom Dance - Learn to Merengue, waltz, country two step, Arizona two step, salsa, and chacha dance steps and turns that you can do to almost any type of music. PiYo Live - Join certified instructor Rachel Smith as she combines the muscle-sculpting, core-firming benefits of Pilates with the strength and flexibility of flowing yoga movements. Use your body weight to perform a series of continuous, targeted moves to define every single muscle – big and small. This class is suitable for all fitness levels. Bring your own mat and plenty of water for this fun class. For teens and adults. Yoga - Instructor Carol Turner will teach students to release stress and fatigue, increase strength, balance and flexibility and restore energy. Class is held Tuesday and Thursday mornings starting at 9 a.m. Cost is $5 per class. Tae Kwon Do - This popular martial art combines physician before beginning any type of fitness regimen. Conduct – No foul language, vulgar music, aggressive or disrespectful behavior will be tolerated. Absolutely no tobacco or vaping products of any sort are allowed in the center. No food or soft drinks are allowed in the fitness rooms or the gym. Equipment - Wipe down equipment before and after use. Our staff disinfects all the equipment once each day. Do not drop or slam weights. Place items back where you found them. Attire - No cleats or spike shoes of any type (including bike shoes); athletic shoes covering the entire foot must be worn at all times (except in the pool); proper swim-wear or workout attire is required.

Fitness Facility Policies General Use – It is the responsibility of the patrons to ensure they have been properly trained before using the fitness equipment. Improper use may cause serious injuries. The City of Leavenworth is not responsible for injuries or gross negligence. All visitors age 16 and older must present ID at check-in. Age Restrictions – 10 and under must be accompanied by a parent/guardian age 18 or older to enter the community center; 11 and under are not allowed in the weight room or cardio room or on any fitness equipment; ages 12–14 must be supervised by an adult at all times in the fitness rooms; ages 15-17 must have a signed permission form from the parent; ages 60 and over are advised to consult their

Aquacise - This class will tone and sculpt your body with no impact to your joints. The workout is a swimming blend of cardio and resistance training and may incorporate resistance tools such as buoyant water weights and noodles. One Aquacise pass is valid for all classes. Passes may be purchased at the Riverfront Community Center front desk and do not expire. Maximum capacity in the shallow end is 28 to allow for social distancing. All equipment is disinfected after each class and put away, ready for the next class. Classes are offered Monday, Wednesday, and Friday mornings at 8:30 a.m. and afternoons at 1 p.m. Also on Monday and Wednesday evenings at 6 p.m. Cost is $5 per class. Punch passes are also available. Water Walking - Join Lori Mathews as you discover the benefits of water walking. The water provides resistance, making your muscles work harder to move forward. At the same time, it provides buoyancy, helping reduce strain to your joints. Changing your water walking routine keeps it interesting while allowing you to work different muscles as part of the exercise. Participants are spread out to allow for social distancing through the shallow end. Class is offered Monday, Wednesday, and Friday mornings at 10 a.m. Cost is $4 per class or $40 for a 10-punch pass. American Red Cross Lifeguard Training Class - Students will be certified in Lifeguarding, CPR, AED and First Aid. Prerequisite: Student must swim 300 yards non-stop using front crawl and breast stroke and retrieve a 10 lb. brick from 9 feet of water. Student must complete the online portion and attend both classes. Minimum class size is 3. Minimum age is 15. Open Swim Party Shelter (Day Shelter) Wollman Aquatic Center has one shelter area inside the pool available for rent during open swim. Renting the shelter gives you and your guests exclusive use of the space under the canopy. The shelter area is $25 for residents or $30 for non-residents for the day. You will receive a discounted admission rate for you and your guests and may bring a cake in to celebrate the special event. Email parksandrec@firstcity.org for more information. Little Nemos (9:30 - 11 a.m. Tues. and Thurs.) This swim time at Wollman Aquatic Center is reserved for children 5 years and under with an adult. Only the youth pool is available for this program. $1 per child. The Riptides are a recreational youth swim team. During the summer, the Riptides recreational youth swim team competes in the East Kansas Swim League which is made up of 7 other teams. All swimmers, ages 5-18 years, compete in their own age group against swimmers of equal ability. The coaching staff places emphasis on skill development, improving stroke mechanics, and fun! Swimmers must be able to swim the length of the pool unassisted. Registration begins March 1. Eligible for scholarship use. Accessible Swim - A swim time on Fridays set aside for individuals with disabilities and their families. These families will have the whole pool and our trained lifeguard staff to themselves. After Hours Private Party Private, after-hours parties are available on Fridays and Saturdays during the summer months. Great for family parties, team builders, or other celebrations. Spring Events • Arbor Day Celebration – On the last Friday in April, Parks staff plants a tree to honor a local individual or group. Tree planting time and location will be announced on the City’s website. • Touch-A-Truck – The first Wednesday in May, bring the kids to this free event at Leavenworth Landing Park and see the many kinds of trucks working in and around our community. Kids get a hands-on opportunity to explore, crawl through and even honk the horn of the hard-working big rigs of the City and surrounding communities. Stop in the gym at Riverfront Community Center (south entrance) and check out the bounce houses, toys, music and free popcorn. Then head across the street to the Carousel Museum for free rides. Event is from 10 a.m. to 11:30 a.m.

Summer Events • Dad and Me Campout - Join us at Wollman Aquatic Center for a night under the stars the second Saturday in June! Pitch your tent in the grassy area and then enjoy an evening of swimming, s’mores, and games. Breakfast is served the next morning. Limit 20 tents. Charge is based on an average 4-person tent, about 60 square feet. Event starts at 8 p.m. Saturday night and end at 8 a.m. on Sunday morning. Fees: $25 for one tent with one adult and one child; $5 for each additional guest in the same tent. • Dive-In Movie - Join us the last Saturday in July as we bob along and watch a movie from the pool at Wollman Aquatic Center. A great way to keep cool on a hot summer night. For your enjoyment, the concession stand will be open and selling your favorite snacks and beverages. Please, no outside food or drink inside the pool area. Space is limited. Cost is $6/person. Gates open at 8:00 p.m. and the movie begins at 8:30 p.m. • Annual Doggie Splash – On the Tuesday after Labor Day, bring your canine companions to the annual Doggie Splash at Wollman Aquatic Center. Cost is $5/dog. Proceeds benefit the Waggin’ Tails Dog Park.
