City grades site in preparation for Home2 Suites The City hired contractors to complete final demolition at Third and Delaware streets, site of the former Ramada Inn. This demolition work includes removing the old building pad and asphalt parking, the trees along the sidewalk, replacing sidewalk damaged during tree removal and planting grass as an erosion control measure until the new property owner is ready to build. The work is being done as part of an economic development incentive package given to the new building developer, Equis Hospitality Management, and is paid for by the Tax-Increment financing in property taxes generated by the new hotel development. The demolition is similar to construction

that the City completed in preparation for the Fairfield Inn and Suites now open at the corner of Fourth and Metropolitan streets. Equis plans to build a Home2 Suites by Hilton Extended Stay hotel on this site. The new hotel will be the City’s third in recent years, with the opening of a Hampton Inn planned soon. Bringing overnight guests to Leavenworth hotels benefits the City by providing customers to shop at local businesses. Additionally, travellers staying in hotels pay a transient guest tax unless it’s a direct bill to the federal government. Tammie Ferguson, Convention and Visitors Bureau Manager, noted that the Fairfield Inn and Suites is booked full

almost throughout the year and the Hampton Inn and Extended Stay should have no trouble finding customers as well. Ferguson said that travellers expect a certain level of quality in hotels. “Today’s traveler has higher expectations for their accommodations because they have insight on what hotels can offer via travel reviews, blogs, social media and

other online content they consume.” she said. “They are more tech-savvy, eco-conscious, want to feel safe and secure, desire to include their furry friends in their travels and require high-quality customer service. Mediocre just won’t do anymore. Travelers would rather drive an extra 20 minutes to Kansas City to have their needs met rather than settle for mediocre lodging options.”

What is “Extended Stay?” Extended stay hotels simply means that guests intend to stay for a longer period of time. Developers showed pictures to Commissioners that show amenities such as kitchenettes in rooms and laundry facilities to better meet the needs of long-term hotel guests.

Free curbside leaf program begins Nov. 2 for residents north of Spruce Street The City of Leavenworth will offer curbside leaf pick-up service to residents from Metropolitan Street to Spruce Street beginning Nov. 2. Crews will work from South to North. This program is weather-dependent. Only two passes through the area are planned at this time. Residents from Spruce Street to Eisenhower Street not on the collection route can bag their leaves for regular Refuse Collection or take them to the Brush Site at 1803 S. Second St. for free disposal of leaves. How do I know when leaf pick-up crews will be in my neighborhood? The City will utilize its website, www.lvks.org, Channel 2, Facebook and Twitter to publicize where crews will be working. Tips to placing leaves for pick-up: n Residents should place the leaves as close to the street as possible, without covering the sidewalk. The piles must be free of materials such as branches. Please do not rake leaves into the street. Please do not block your mailbox (or your neighbor’s mailbox). n To provide the leaf collection equipment better access to the streets, residents are encouraged to rake leaves away from vehicles. n Leaves placed in plastic bags or boxes will only be collected on trash day. Residents choosing to bag their leaves need to have the bags on the curb no more than 24 hours before their scheduled refuse pick-up day. The bags of leaves will then be picked up with their trash by the Refuse workers as part of their normal weekly service. Can I take leaves somewhere other than the curbside program? Disposal of leaves and grass is available to residents free of charge at the Brush Disposal site, 1803 S. 2nd St. The site is open Tuesday through Saturday, 8:30 a.m. to 3:45 p.m. until the last day of November. Clippings at the Brush site are used for making compost. The compost is available to residents free of charge at the brush site.

Trash Bag Delivery is Sept. 26

Fall cleanup means bagging leaves. The City has trash bags delivered directly to residents twice a year, in March and September. A roll of trash bags contains 50 heavy-duty bags. Additional bags may be purchased at the City Clerk’s Office, Leavenworth City Hall 100 N. 5th Street for $6 per roll. NOTE: FALL TRASH BAG DELIVERY WILL BE SATURDAY, SEPT. 26.


The Kansas Department of Transportation held four public meetings earlier this year to obtain public feedback regarding replacement of the Centennial Bridge. Engineers have determined that the bridge is a candidate to be replaced, however, funding sources for this work have not been identified and actual construction is likely more than five years away. Overview of the bridge shows that the superstructure is in satisfactory condition, the deck (driving surface) is in good condition and the substructure above the 100-year flood plane is in fair condition. The bridge is considered “functionally obsolete” because of the narrowness of the roadway and lack of shoulders. Options for constructing a four-lane bridge replacement are being examined. Based on feedback from constituents, engineers have now included a pedestrian bike lane in the plans. Although October is “National Fire Safety Month,” the Leavenworth Fire Department encourages fire safety year-round by conducting school visits, hosting tour groups at the fire station and providing other community outreach. In less than one year, the Leavenworth Fire Department gave away and installed more than 230 free smoke detectors to residents, funded through a grant. There are a few smoke detectors still available. Firefighter Clint Marsh spearheaded an effort to make activity guides for local restaurants. The activity guides are specially-designed for local restaurant child menus to encourage children to learn more about fire safety. The annual Touch-a-Truck, hosted by the Leavenworth Parks and Recreation Department, gave children the opportunity to climb on fire trucks. On the evening of Saturday Oct. 24, the Fire Department will host its annual Fire Safety House Demonstration at Havens Park. The demonstration is geared to teach children and families the importance of making a plan to escape a fire safely, and to make sure that children have practiced and understand the fire safety plan. This fire safety event is free, but part of the “Haunted Havens: Spooky Games and Movie Night,” which does require tickets.

Connecting Link or KLINK sidewalks are along state highways in which the City of Leavenworth partners with the Kansas Department of Transportation to share a portion of the cost. It is typically a 50/50 cost-sharing for cost of construction. The City pays for the design. For 2015, Phoenix Concrete contractors are replacing accessibility ramps on sidewalks along Fourth Street/ Kansas Highway 7 in the areas of Linn Street to Pine Street, Marion Street to Rees Street and Limit Street to Evergreen Street. Americans with Disabilities Act sidewalk ramps are designed with a different surface and raised bumps to indicate to the visually impaired that there is an upcoming intersection.


The City of Leavenworth will be bidding out a project to build a new parking lot behind Stove Factory Lofts. The project will consist of 100 new parking spaces between the lofts and the Three Mile Creek Trail. This project was paid for by a Countywide 1% Sales Tax used to encourage economic development.

If you encounter individuals soliciting at your home, ask to see a copy of the city license. n Tree trimmers are required to obtain a yearly license. For tablet users, eBooks and audio books are available through the Kansas State Library. Reference Staff can help you sign up for a free State Library Card and show you how to access the digital resources for your device. Some of the popular services include: • 3M Cloud Library: bestsellers from larger publishers • Freading: large selection of books from small to medium publishers • OneClick Digital Audiobooks • Academic journals • Legal resources • Genealogy and history databases • Test Preparation for GED, SAT, ACT Explore. The Library offers hoopla, a free digital media service with a great selection of movies, TV shows, educational and instructional videos, documentaries, music albums and audio books. Each account can download up to five titles per month. The Library has purchased a 3D printer. This fall, we will offer programs through our Teen Coding Club on how to use this exciting, new technology. Connect. If you don’t have access to the Internet at home, the Library is the place to connect online. We recently completed an upgrade to a fiber optic network which supports faster Internet access. The Library also has six MiFi devices, which allows you to set up a short-term, temporary wireless network in your home without having to subscribe to a provider. Yard Maintenance All drainage ditches on the property must be kept clear of all trash, brush and leaves. Snow removal is the responsibility of the property owners/ occupants and all sidewalks -including the public sidewalk -- must be kept free of all snow and ice. Garbage and Trash Refuse, rubbish, garbage and household trash cannot be left in the yard and must be disposed of properly. This includes auto parts, appliances, furniture, building materials, tires, cardboard, plastics or any other collected materials. Tree trimming and fallen limbs must be disposed of within a week. Junk on Private Property City ordinance states: It shall be unlawful to park, store, leave or permit the parking, storing or leaving of any vehicle, machinery, appliances, implements or equipment, including abandoned, discarded or unused objects or equipment such as automobiles, furniture, stoves, refrigerators, freezers, cans or containers, lumber, junk, trash or other debris, which is in a wrecked, junked, partially dismantled, inoperative, unsafe or abandoned condition on private property in the City, so located upon the premises as to be visible from any public place or any

Gravel is only allowed off an alley and as a parking pad and must have a border around all four sides to contain the gravel.

• RV’s, boats, and campers may be parked for no more than 72 hours per month in the front or side yards, but may be parked in the back yard on a paved or aggregate block surface indefinitely. • No commercial vehicles or trailers (12,000 Gross Vehicle Weight), including but not limited to panel trucks, large equipment trailers, semitrailers, etc., can be parked overnight in a residential area. • Small utility trailers may be parked on the property (less than 12,000 Gross Vehicle Weight), including small trailers for hauling, leaves, wood or other yard debris.

CDBG funds go to support sidewalks in north Leavenworth neighborhood

Osage Street is one area slated to receive new sidewalks.

The Community Development Advisory Board is providing funding from the Community Development Block Grant for sidewalk repair. The program is federally-funded by U.S. Department of Housing and Urban Development for areas that meet specific income guidelines. Sidewalks will be placed to provide safer transportation for pedestrians traveling to and from work and school. Removal and replacement of sidewalks will occur along Fourth Street/Kansas Highway 7 from Osage Street to Dakota Street, along Osage Street from Fourth Street to Second Street, along Dakota Street from Fourth Street to Second Street and along Second street from Osage to Dakota. When finished the project will give new sidewalks in a “walking square” pattern to facilitate pedestrian travel.

Leavenworth City Parks Picnic Shelters

Rent a shelter for the day. Picnic tables seat 6-8 people. Tables included with a reservation will fill each shelter comfortably (except as noted below). Extra tables are $5 each. Ray Miller Park shelter has no access to restrooms. Call 913-6512203.

Alcoholic Beverage Permit

By City ordinance, alcoholic beverages are prohibited in City parks, except as authorized by Parks and Recreation to Leavenworth area residents with a park reservation permit. There is a $10 alcoholic beverage or beer permit fee.

Game Kits

Rent a kit at the Parks & Recreation Office for $5 (& a $20 refundable deposit) for up to 3 days. Includes a volleyball & net, one baseball, two softballs, two bats, three gloves, a football, & a soccer ball.

Leavenworth Landing Park

This scenic park on the Missouri River (Esplanade & Cherokee Streets) is available to rent for special occasions. Permit fees are $15 per hour ($20 for non-City residents) with a $100 refundable damage deposit. Fees are due when a permit is requested. Choose the Paddlewheel Plaza or the Railroad Roundhouse. (Note: This park has active train tracks.) The Bridge Tender’s Building rents for $20, with a $20 refundable key deposit. The park is adjacent to the Riverfront Community Center and historic downtown Leavenworth and connects to the Three-Mile Creek Trail.

Adopt-A-Park Program

If your group is looking for a way to make a difference in our community, consider adopting a city park or Shelters Resident other landscaped public area. Participants can complete various tasks: establishing a pres$35 Cody ence in the parks and reporting vandalism $25 and maintenance problems, picking up litter, David Brewer painting, weeding, or gardening. Donations also David Brewer-RR $10 may be made for park improvements. City staff will provide guidance and some materials for $10 Dougherty projects. Legacy Tree Program

Commemorate a special person or event with a living legacy. For a $200 fee, a tree will be planted and a plaque erected at the planting site. Memorial Bench Program

Another way to honor a special person or group is through the purchase of a memorial bench with an attached commemorative plaque. The Parks & Recreation Department will install a beautiful, high-quality aluminum bench in Leavenworth Landing Park. Down payment required to order. Riverfront Park Campground

This cozy park beside the Missouri River is the perfect place to relax. The campground offers basic and electric camping pads, tent camping, a bath house with four private units, a boat ramp, picnic shelter, and dump station. (Note: This park is adjacent to active train tracks.)

Pool Parties

Come celebrate your birthday or special event at the indoor pool. During our Open Swim Time, you may reserve the balcony overlooking the pool and have your cake and presents right there. Admission cost is $1 per child, $1.50 per adult, balcony reservation $10 per hour. After-Hour Private Parties are also available. Fees: $55/hour for City residents or $60/ hour for non-residents. New! Introduction to Synchronized Swimming

Join instructor Suzie Mohrmann as you learn synchronized swimming skills and moves in this NEW introductory class. Swimming moves such as shark circles, dolphin figures, somersault moves and side flutter kicks and more will be introduced and learned to music while in the water. Participants will learn and perform movements which resemble the skills performed by the gymnast or figure skater. Then, choreographed into a routine will initiate a combination of rhythmic swimming and gymnastics, all done in the water. Participants will use swimming strokes to move from one body position or figure to another. The swimmer will learn to perform movements that will enhance and complement the mood of the music. Students must be able to swim by American Red Cross standards, 25 yards of each stroke: Breast stroke, Back stroke, Side stroke and sculling. Swimmers will learn synchronized skills and strokes, adapted to music for a final student performance at the end of the session. Lap Swim Rules

No one under age 14 admitted into the pool during Lap Swim, unless authorized by the Recreation Program Supervisor. All Lap Swimmers must be able to swim one length of the pool unassisted, using front crawl. Circle swim is required when there are more than two swimmers per lane. Please choose a lane with swimmers equal to your ability. (Always stay to the right). No more than five swimmers per lane. Exceptions to these rules must be approved by the Recreation Program Supervisor.

Tournaments: Fields may be reserved for tournaments.

For Cody and Hawthorn Park fields, the fee will be $125 per field per day with lights included. Rental of Sportsfield is $50 per game, per field. A contract MUST be signed for tournament field reservations and the fee MUST be paid at the time the reservation is made. Must apply and pay in advance at the Parks and Recreation Office.

Rudolph’s Red-Nose Run - December 5. This 7.2-mile

race begins and ends in historic downtown Leavenworth. The course takes a route through the beautiful campus of the Dwight D. Eisenhower Veteran’s Affairs Medical Center campus. Dog Manners and Obedience

Dog trainer, Kim Downing, will teach you and your fourlegged friend the basic commands. Geared for dogs ages 4 months or older. Must be current on vaccinations. This is a seven-week program. Level I: This is the foundation level class and includes many behaviors like beginning walking on leash, sit, down, come, focused attention, place, and stay.

Parkour training provides unique alternative to regular exercise Instructor Robert Bone began practicing Parkour five years ago. Parkour is a holistic training discipline using movement to get from point A to point B in the most efficient way possible. Parkour can include obstacle courses, running, climbing, swinging, vaulting, jumping, and rolling. Parkour is a fun way to exercise, and participants will experience increased flexibility, strength, and agility. Participants should wear loose clothing. Bring water or a sports drink for hydration. All participants must sign an additional participant waiver upon registration with the cashier at the Riverfront Community Center.
