They will join Larry Dedeke and Nancy Bauder, who were not up for re-election. According to vote totals, the two highest vote recipients were Wilson and Griswold. They will serve four-year terms. Preisinger will serve a two-year term. Dedeke and Bauder each have two years remaining on their terms. Wilson, Griswold and Preisinger will be sworn in Monday, Jan. 8, at City Hall. Kenichi Tanaka of Omihachiman, Japan, presents Mayor Nancy Bauder with a book of beautiful drawings done by architect William Merrell Vories. Vories was born in Leavenworth and later moved to Japan as an adult. He was a missionary, businessman and architect of great importance in Omihachiman in the 20th Century. The two cities of Leavenworth and Omihachiman celebrated 20 years of a Sister City partnership in October 2017 when 22 delegates visited from Japan.

Erosion control plan: Update on Three Mile Creek Trail

2016

In 2016, major soil erosion problems caused the collapse of terrain surrounding property owned by Kansas One/ ONE Gas. The City had to close the pedestrian bridge along the Three Mile Creek trail for pedestrian safety. Photos here show the changing creek bed terrain in 2014 (left) and 2016 (right). Erosion had been caused by decades of redevelopment along the creek and significant rainfall events, including an incident July 6, 2015,when more than six inches of rain fell in two hours. City engineers have a plan to fix the creek bank and reopen the trail, but first had to come to a memorandum of understanding agreement with the local gas service. With that in place, the City has now put out a bid for construction on the project with the gas company paying for 65% of the cost.

City offers new software tool to share information about trash and recycling The City of Leavenworth has partnered with a new software program to help inform residents about trash and recycling. The Recycle Coach™ app, called “Garbage and Recycling Information,” is free for smartphones and tablets and viewable on any desktop computer. Residents can enter their address to find the correct trash day, even during a holiday. The app also provides information about how to recycle, how to get rid of yard waste and household hazardous waste. Residents can find hours for the Brush Site, 1803 S. Second St., and the Recycling Center, which is one block

east of Leavenworth High School at the intersection of Lawrence and Halderman streets. Residents can choose to set automatic reminders sent to an email address. Options for automatic e-mail reminders include: n Weekly summary of trash services n Weekly reminder to put out your trash n Changes in service because of the holidays Special events like the Free First Saturday when the Brush Site is open free to City of Leavenworth residents. The Recycle Coach™ app is free to download and is on the City’s website at https://www. lvks.org/department/division. php?structureid=143 (or just click on the “Trash Recycling” blue button on the City’s Homepage) A downloadable app for smartphones, laptops and tablets is also available from the iTunes Store and Google Play.

Business Information

Business & Technology Park Progress (Photo looking east along Eisenhower Road with the new facility in the foreground. The Gary Carlson Business Park, which is now full, is east of the ongoing construction) As of fall 2017, contractors have completed about one-third of necessary projects for the new Business and Technology Park at 20th and Eisenhower Road. The sanitary sewer system is complete, three detention basins have been installed and the gas utility company plans to replace a gas line. Lots at the new business park are suitable for large developments capable of attracting major employers to Leavenworth that employ hundreds of people. Work continues with completion planned for summer 2018.

Third Hotel completed in 2017

Fire Dept. puts 3 new apparatus on duty Three fire apparatus were purchased at a cost of $560,000 per vehicle from the 2016 Capital Improvements Program. The new vehicles are equipped with independent front suspension, and additional safety features that newer fire trucks have to meet. The new apparatus have louder sirens and LED lighting. In the old trucks, drivers would have to pull up to the hydrant in neutral and disengage transmission. This new apparatus is equipped with a hydraulic motor so that drivers can reposition the truck if needed. Additionally, the truck holds significantly more water and can pump 1500 gallons per minute and uses more advanced pumping.

Commissioners and City staff toured the new Home2 Suites extended-stay hotel in September 2017. Following a change of the General Services Administration’s perdiem rate for the City of Leavenworth, developers began approaching the City government. The first, Fairfield Inn and Suites, was completed in 2014. Hampton Inn was completed in 2015. Home 2 Suites is now finished and a Towne Place Suites is being built at Fourth and Metropolitan streets. Hotels are reporting very high levels of occupancy.


Grow Leavenworth County Development Corporation sees exponential growth in loans Grow Leavenworth County Development Corporation is a private nonprofit organization that grants no-interest loans to businesses through the NetWork Kansas E-Community Program. The City oversees loan applications and maintenance of the program. The program has oversight of a board of directors comprised of community members. In 2012, the loan program began with a single loan of $45,000 under the name “First City Development Corporation.” Although there were no loans granted in 2013, Leavenworth saw steady use of the loans in 2014, 2015 and 2016 for about $100,000 per year. In 2017, the First City Development Corporation expanded to cover all of Leavenworth County and changed its name to “Grow Leavenworth County Development Corporation.” This year, $921,500 has been awarded as of Nov. 3. Leavenworth pays for no-interest loans through the sale of tax credits that individuals and businesses may purchase through their accountants. The funds do not come from the City budget. To date, 27 businesses have received loans from the program, the last 16 were in 2017.

2017 Year-End Report: Community Development Block Grants

The Community Development office oversees federal funding provided by the U.S. Department of Housing and Urban Development. Programs have specific criteria, such as homeowners falling below a set income level. In 2017, programs provided by the CGBG: n Doubled Home Ownership (12 new home owners) n 19 homes repaired n 9 dangerous structures demolished Read full report at www.lvks.org.

City crews prepare for snow and ice on roads City operations crews and leadership staff meet annually to review the Snow and Ice Policy Manual, which can be found on the City’s website. The City Manager, or in the absence of the City Manager, the Chief of Police may declare a snow emergency. Two hours after the declaration of an emergency, vehicles must be removed from streets designated as “Emergency Snow Routes,” which are posted with signs shown above. Failure to move a vehicle subjects it to being towed at the owner’s expense. City streets crews begin clearing snow on Emergency Snow Routes when two inches or more of snow has fallen. After these routes are clear, the crews move onto public safety facilities and

school loading zones on the City’s rightof-way. The crews then move onto: 1) Leavenworth Central Business District/ major roads and snow routes. 2) Residential streets. The City does not clear alleys. The City’s snow removal ordinance states that property owners are responsible for removing snow from adjacent sidewalks and adjacent sidewalk ramps. Businesses are responsible for clearing sidewalks downtown. The City allows owners 24 hours following the conclusion of the snowstorm to properly remove snow from all the aforementioned areas. Residents will be held responsible for knowing whenever snow has accumulated to such a depth that removal is required.

Sidewalk program for 2017 builds new paths In 2017, work began in October to complete the following new sidewalks: - 20th Street from Dakota Street to Metropolitan Avenue - Spruce Street from Central Street to Ninth Avenue - Pennsylvania Street from the alley to Fifth Avenue - Pennsylvania Street from Second Avenue to Third Avenue - New Lawrence Road from Wildwood Street to Limit Street - Tonganoxie Road from Shenandoah Drive to 20th Street Trafficway - 20th Street from Tonganoxie Road to Limit Street - Fourth Street from Eisenhower Road to Muncie Road

Dog Manners and obedience class offered Dog trainer Kim Downing teaches dog owners and four-legged friends the basic commands. Geared for dogs ages 4 months or older. Must be current on vaccinations. This is a seven-week program. The first week is without the dog. Class is held on Wednesday evenings. For more information, visit www.yourbestdog.com. Level I: This is the foundation level class and includes many behaviors like beginning walking on leash, sit, down, come, focused attention, place and stay. Level II: (Prerequisite: Successful completion of Level I class.) This is a continuation of Level I with the skills getting more refined and difficult. City of Leavenworth requires dog tags

City requires tags, registration for all dogs four months of age and older that reside in the City of Leavenworth. The 2018 Dog License/Tags will be available to purchase starting Thursday, February 1, 2018. Proof of rabies vaccination and proof of spay or neutering is required. License fees are $10 for spayed or neutered dogs and $20 if unaltered. After March 31 a late fee will apply. Roundhouse. (Note: This park has active train tracks.) The Bridge Tender’s Building rents for $20, with a $20 refundable key deposit. Folding chairs are available for rent also. This park is adjacent to the Riverfront Community Center and historic downtown Leavenworth.

Eisenhower Veterans Affairs Medical Center to build ten fitness stations. These stations demonstrate various exercises to work toward total body fitness. Picnic Shelters Rent a shelter for the day at Leavenworth city parks. Picnic tables seat 6-8 people. Extra tables are $5 each. All shelters but Stubby have at least one grill. Ray Miller Park shelter has no access to restroom facilities. Leavenworth Landing Park This scenic park on the Missouri River (Esplanade and Cherokee Streets) is available to rent for special occasions. Permit fees are $15 per hour ($20 for non-City residents) with a $100 refundable damage deposit. Fees are due when a permit is requested. Choose the Paddlewheel Plaza or the Railroad

Alcoholic Beverage Permit By City ordinance, alcoholic beverages are prohibited in City parks, except as authorized by Parks and Recreation to Leavenworth area residents with a park reservation permit. There is a $10 alcoholic beverage or beer permit fee. Riverfront Park Campground This cozy park beside the Missouri River is the perfect place to relax. The campground offers basic and electric camping pads, tent camping, a bath house with four private units, a boat ramp, picnic shelter and dump station. $15 per night. Adopt-A-Park Program For groups who want to make a difference in the Leavenworth community, consider adopting a Leavenworth city park or other landscaped public area. Participants can choose from a variety of tasks: establishing a presence in the parks and reporting vandalism and maintenance problems, picking up litter, painting, weeding, or gardening. For a $200 fee, a tree will be planted and a plaque erected at the planting site. For an additional $100, you may request a 5” x 5” aluminum plaque. Memorial Bench Program Another way to honor a special person or group is through the purchase of a memorial bench with an attached plaque in Leavenworth Landing Park or at the Waggin’ Tails Dog Park. Riverview Room. Room Fees and Deposits A 4-hour minimum rental and security deposit are required to reserve a room, along with a $25 service charge. Fees include set-up and take-down of tables and chairs and trash removal. Decorating time is $10 per hour. Other items are available for rent. Lap Swim Rules No one under age 14 admitted into the pool during lap swim, unless authorized by the Aquatic Supervisor. All lap swimmers must be able to swim one length of the pool unassisted, using front crawl. Circle swim is required when there are more than two swimmers per lane. Please choose a lane with swimmers equal to your ability. (Always stay to the right). No more than five swimmers per lane. Exceptions to these rules must be approved by the Aquatic Supervisor. Flotation Devices In order to keep all patrons safe while enjoying the pool, only noodle floats may be used. No other toys or floats allowed unless during class times. An approved Personal Flotation Device (PFD) may be used by an individual with special physical or mental needs. This must have prior approval from the Aquatic Supervisor.
