Mayor Camalla Leonhard As a native of Leavenworth, I am excited to serve my hometown community in the upcoming year. With a focus on teamwork with my fellow commissioners and city staff, I will work hard to make the community even better. My many years in Leavenworth have allowed me to see the challenges that have come with changing times, new businesses, new housing developments, and new growth. My goal is to build on the work that has already been done with a focus on infrastructure, including more street maintenance, improvements to the Wastewater Treatment Plant, and continued work on storm water projects. I would also like to pursue the creation of walking and biking trails for healthy activity and community togetherness. Austin McDaniel, Solid Waste Collector, Charles Evans, Solid Waste Collector, and Clay Seber, Equipment Operator 2, have been collectively named the “Employee of the Year” for the City of Leavenworth for 2021. Typically one deserving employee is chosen as the “Employee of the Quarter” for going above and beyond in their service to the Leavenworth community. Out of the four “employees of the quarter,” is chosen the “Employee of the Year.” McDaniel, Evans and Seber had been employees of the quarter for the second quarter before being chosen as Employees of the Year. In June 2021, a Leavenworth resident lost his balance and fell over a 4-foot retaining wall. He was seriously injured. McDaniel, Evans and Seber; all working a shift on the trash truck nearby, heard the resident yelling for help. They called 911 and provided first aid to the resident, helped control the bleeding and stayed

And I look forward to seeing already planned projects come to life including the splash pad at Hawthorn Park, restroom facilities at Stubby and Havens, and the beginning of the community’s transportation system. I also look forward to the continued implementation of the City’s Comprehensive Plan 2030 that outlines the path for the next decade, including enhancements to the historic downtown district. City commissioners and staff encourage you to reach out with your suggestions and ideas on those efforts. By working together, we will keep the City going strong from the founding in 1854 through the next 10 years and beyond.

Snow and Ice Policy Manual explains city operations during storms All snow and ice control operations are treated as an emergency because of the public safety and economic effect on the Leavenworth community. Citizens can help prepare for weather safety by: 1) Know if you live near a Snow Emergency Route and make a plan to move your vehicle if it is parked

along a route. This allows our crews to better clear safety hazards from roads and prevents your car from being towed. A map is available on the City of Leavenworth website. 2) Be familiar with statewide traveler safety information. Current tags must be renewed no later than March 31, 2022. The fee is $10 for Spayed/Neutered. $20 for unaltered dogs. Late Registration begins April 1, 2022. Late fee is $10. Kamaria Payne, first-grader at Anthony Elementary School, is the winner of the Leavenworth Parks and Recreation Department’s Santa Drawing Contest. Kamaria was not able to attend the Mayor’s Tree Lighting, but she got to meet Santa at the Riverfront Community Center and received some special gifts to help develop her artistic talent. Her picture is on our website for an entire year.

Trash bags are scheduled for delivery for the last Saturday in March. We appreciate the community’s patience with the fall trash bags, which were delivered in November and December because of a shipping issue.

In October, members of the Leavenworth Fire Department were joined by the community in a dedication to a new aerial truck that replaces a 30-year-old vehicle. The ladder can extend about 93’ feet in height from the platform and has a sprayer pump. The Fire Department held a traditional “push-in” ceremony and said a brief prayer for safety over the newest apparatus.

Upcoming parks projects planned for 2022 include first city splash pad Three major parks projects including a new splash pad are budgeted for 2022 using the City’s portion of the Countywide Sales Tax. This 1% Sales Tax was approved by voters throughout Leavenworth County in 2015. The City’s portion of this tax funds four different areas: economic development, debt reduction, infrastructure and capital projects. Several past projects which use Countywide Sales Tax funds have included the new playground equipment at Stubby Park in 2020 and new playground equipment at Bob Dougerty Park in 2021. The new projects for 2022 include a splash pad at Hawthorn Park and new restrooms at Stubby Park and Havens Park. There will also be a newer, larger park shelter at Stubby Park.

SPLASH PAD: Steve Grant, Leavenworth Parks and Recreation Director, spoke to the Leavenworth City Commission in December about the proposed new splash pad that will be located behind the restrooms at Hawthorn Park, 1100 Ohio St. The design has not yet been chosen, but the City is working with a designer on the general concept that will include several water features that spray out of the ground. The pad doesn’t hold any standing water, so it’s ideal for small children and toddlers who don’t swim. The location at Hawthorn will also be adjacent to a larger park shelter and two sets of playground equipment for varying ages of children, one for children ages 2 to 5 and one for children ages 5 to 12.

budgeted for 2022. In recent years, this 65-acre park has been utilized for mountain biking and hiking trails. New restrooms are also budgeted for Stubby Park. After receiving new playground equipment in 2020, this park along Kansas Highway 7/Fourth Street has become one of the busiest in the community. Stubby Park currently has a portable restroom and a small shelter that fits one picnic table. The 2022 budget included funding for a larger picnic shelter as well as an accessible restroom with plumbing.

City Code for RV parking in winter As a reminder, between November 1 and March 31, the storage and parking of major recreational vehicles shall be prohibited in the front and side yard setbacks for a period in excess of 72 hours per month but may be stored or parked in a rear yard on a paved or aggregate block surface. If you need assistance determining where your front and side yard setbacks are located, please contact the Planning Department at 680-2626.

Alarm Permits If you have an alarm system in your home or business in the City of Leavenworth, you are required to purchase an alarm permit. You are required to obtain a permit within 30 days of activating a new alarm. The alarm permit fee is $15 and expires June 30 of each year. New alarm permits not obtained within 30 days -- and existing permits not renewed by June 30 each year -- will be assessed a $20.00 late fee. An alarm response fee without a permit will result in a $150 response fee. If you have any questions please contact the City Clerk’s office at 913-682-9201.

City of Leavenworth, Kansas Permits and Inspections Division Like many cities, Leavenworth has a permit process to ensure that building and construction projects meet health, safety, fire safety, flood safety and other requirements. n Permits and Inspections are required for: n New buildings (commercial and residential) n Interior and exterior remodeling n Decks, porches, pergolas and covers n Sheds and detached structures that exceed a total roof area of 120 square feet n Retaining walls more than 4 feet in height n Re-roofing n Excavation, fill or land disturbance work n Electrical, plumbing, mechanical and structural repairs This is not a full list of all required permits for the City of Leavenworth. Please contact the Building Inspection Division at (913) 684-0378 to determine if your project will require a permit. Some permits will require a site plan showing set backs. Contact the Planning and Community Development Department for set back information. CHRISTMAS TREE DISPOSAL The City will accept real Christmas trees dropped off at its Brush Site, 1803 S. Second St., from 8 a.m. to 4 p.m. Dec. 27, Dec. 28, Dec. 31, Jan. 3, Jan. 7, Jan. 8 and Jan. 10. Decorations must be removed. Christmas tree disposal is free of charge at the Brush Site. Additionally, the Brush Site is open throughout the year for Free First Saturdays, in which brush can be dropped off free of charge for residents only. ARTIFICIAL OR LIVE: Residents can also place trees, real or artificial, with decorations removed, and trash crews will pick them up during your regular trash day.

Resources available for businesses seeking to support better accessibility Many small businesses in Leavenworth are interested in supporting better accessibility. The City can help. Programs like the ADA Accessibility Grant for Small Businesses have matching funds to help pay for improvements. Ray Petty, Regional Coordinator of the Great Plains ADA Center, spoke to Assistant City Manager Penny Holler and Inspections Division Chief Hal Burdette, about needs of accessiblility for individuals in December. Burdette and other City building inspectors regularly work with contractors regarding restroom and door and entry needs for accessibility as part of our permitting process. The City is working on a web page to serve as a resource for businesses available soon on the City’s website.

Low income homeowners in Leavenworth may qualify for home repair grant program

Senior Rebate Program waives sewer and refuse charges for residents who meet qualifications The City of Leavenworth’s Senior Rebate Program will waive monthly sewer and refuse charges for persons 62 or older who meet these qualifications: • Must be the primary occupant of your residence • Water bill must bear applicant’s name • Reside within the City of Leavenworth • Meet income limits for the entire household • Must be 62 or older at the time of applying Residents may sign up at the City Clerk’s Office, Leavenworth City Hall, 100 N. 5th Street. Applications will be accepted Tuesday February 15, 2022 through April 15, 2022. Income verification for the year 2021 from all sources is required, such as 2021 income tax returns, 2021 Homestead Claim or Social Security Statements and 1099 forms. The City of Leavenworth has funds available to assist qualified low- to moderate-income homeowners through the Community Development Block Grant, administered by the U.S. Department of Housing and Urban Development. The Home Repair Program helps qualified homeowners with basic repairs to their home: n Heating/Cooling System n Roofing n Handicap Accessibility n Insulation n Doors n Electrical Issues n Sanitary Sewer n Plumbing Issues n Exterior Structural Repair Applicants must meet income eligibility requirements as defined by HUD guidelines for low and moderate income. Shelter Rentals There are 10 shelters available for rent at 8 Leavenworth city parks. The reservation is good for the entire day, 6 a.m. through 10 p.m. See chart on opposite page for parks amenities. Reserve and pay for these online through Eventbrite (convenience fees apply) or in person at the Riverfront Community Center during regular operating hours.   Alcoholic Beverage Permit By City ordinance, alcoholic beverages are prohibited in City parks, except as authorized by Parks and Recreation to Leavenworth County residents with a park reservation permit. There is an alcoholic beverage or beer permit fee and it is limited to malt beverages with 6% alcohol by volume or less. Visit our website at www.leavenworthks.org for more information.

Leavenworth is home to more than 424 acres of dedicated park land. There are 20 parks, a campground, multiple playgrounds, tennis and pickle ball courts, ball fields, a 9-hole disc golf course, batting cages, a skate park, a basketball court, a dog park and several miles of walking trails. Park Programs Legacy Trees - The Legacy Tree Program makes it possible to help preserve the rich history of trees in our parks while commemorating either a person or event. Memorial Benches - Another way to honor a person or recognize an organization is through the purchase of a memorial bench with an attached plaque in Ray Miller Park, Landing Park, or Waggin’ Tails Dog Park. Placement in another park must be approved by the Pars and Recreation Department Director. The Parks and Recreation Department will install the bench. Cost varies. Leavenworth Landing Park This scenic park on the Missouri River by the Riverfront Community Center is available to rent for special occasions. Permit fees start at $15/hour with a $100 refundable damage deposit. For more details, go to www.leavenworthks.org/parksrec or e-mail parksandrec@firstcity.org. Haymarket Square An event venue at 649 Cherokee. The open-air pavilion is available for rental when not occupied by the Farmer’s Market or the City Market. City residents or businesses pay $25 per 8-hour session, and nonresidents pay $50 per 8-hour session. Sessions available are 6 a.m. – 2 p.m. or 3 p.m. – 11 p.m. Contact the City Clerk’s office at 913-682-9201 for availability and more information. If planning a special event open to the public, other requirements must be met to reserve the square.

Adopt-A-Park – Consider adopting a Leavenworth city park or other landscaped public area. Participants can choose from a variety of tasks — report vandalism and maintenance problems, pick up litter, paint, weed, or garden. Choose a park and decide which activities you will be able to do and how often. Once this is established, a sign will be erected in the park with your group’s name and logo. Riverfront Park Campground – Open April 1 through October 31 The campground has 13 pads for RVs, trailers, or tents (all with electricity), a bath house with four private units, a boat ramp, a picnic shelter, and a dump station. Please note that this park is adjacent to active train tracks. Also, we recommend our site for trailers less than 32’ long. Longer campers drag across the train tracks. The Riverfront Community Center is a charming 1880s former Union Depot train station on the banks of the Missouri River. Originally constructed in 1888, this historic depot was restored and remodeled in 1988 as a multi-functional facility. This classic facility provides an ideal atmosphere for all types of special events, meetings, and family gatherings, with picturesque views of Leavenworth Landing Park, located right behind the center.

Harvey Girl Luncheons Step back into the late 1800s when Fred Harvey was helping tame the west with his train depot restaurants and the Harvey Girls. A lovely lunch is served at the Riverfront Community Center by the Harvey Girls, followed by a brief history of Fred Harvey and the girls. Fitness at the Riverfront Community Center Cardio and Weight Rooms: Elliptical machines, stair steppers, stationary bikes, treadmills, and weight equipment are available. See “Fitness Facility Policies” for age restrictions.

Indoor Track: The center has a 1/10 mile indoor track that is open year-round during regular community center hours. Daily admission fee or pass required. Dog Manners and Obedience - Dog trainer Kim Downing will teach you and your four-legged friend the basic commands. Geared for dogs ages 4 months or older. Must be current on vaccinations. This is a 7 week program. The first week is without your dog. For more information visit www.yourbestdog.com. Class min 4, max 7. Class is held on Wednesday evenings. Cost is $90. Level 1: This foundation level class includes many behaviors like beginning walking on leash, sit, down, come, focused attention, place and stay. Level 2: (Prerequisite: Successful completion of Level 1 class) This class continues working on refining skills and advancing to more difficult skills like, leave it, wait, back, stand, directional come, and mannered greetings. Basic Ballroom Dance - Learn to Merengue, waltz, country two step, Arizona two step, salsa, and chacha dance steps and turns that you can do to almost any type of music. Use your body weight to perform a series of continuous, targeted moves to define every single muscle – big and small. This class is suitable for all fitness levels. Bring your own mat and plenty of water for this fun class. For teens and adults. Class is held Wednesday evenings at 5:45 p.m. and Saturday mornings at 9 a.m. Cost is $5 per class or $50 for a 12-punch pass. Yoga - Instructor Carol Turner will teach students to release stress and fatigue, increase strength, balance and flexibility and restore energy. Class is held Tuesday and Thursday mornings starting at 9 a.m. Cost is $5 per class. Tae Kwon Do - This popular martial art combines combat techniques, self-defense, sport and exercise. Contact Master Frank Hannon at 913-682-3677 for information. Class is held Tuesdays and Thursdays starting at 5:45 p.m. for ages 10 -14 and 6:45 p.m. for adults. Cost is $55 per month for the first family member and $35 per month for each additional family member. Led by Jessica Hamel, each class will include a warmup, running or walking with fitness stops, core strengthening and stretching to close. Arts and Crafts for Seniors - We are offering a new class for seniors (ages 60 and over). Class will utilize terra cotta, glass, paper, wood, and other products. Some examples of our final projects include bird baths, bird feeders, ornaments, and glass totem poles. The participant is responsible for purchasing and bringing their own supplies to class. First class is January 3, 2022. Class size is limited to 10 participants. Class is held the first and third Wednesday of each month from 1 p.m. to 2 p.m. Cost is $25 per month. Fitness Facility Policies General Use – It is the responsibility of the patrons to ensure they have been properly trained before using the fitness equipment. Improper use may cause serious injuries. The City of Leavenworth is not responsible for injuries or gross negligence. All visitors age 16 and older must present ID at check-in. Age Restrictions – 10 and under must be accompanied by a parent/guardian age 18 or older to enter the community center; 11 and under are not allowed in the weight room or cardio room or on any fitness equipment; ages 12–14 must be supervised by an adult at all times in the fitness rooms; ages 15-17 must have a signed permission form from the parent; ages 60 and over are advised to consult their

physician before beginning any type of fitness regimen. Conduct – No foul language, vulgar music, aggressive or disrespectful behavior will be tolerated. Absolutely no tobacco or vaping products of any sort are allowed in the center. No food or soft drinks are allowed in the fitness rooms or the gym. Equipment - Wipe down equipment before and after use. Our staff disinfects all the equipment once each day. Do not drop or slam weights. Place items back where you found them. Attire - No cleats or spike shoes of any type (including bike shoes); athletic shoes covering the entire foot must be worn at all times (except in the pool); proper swim-wear or workout attire is required.

American Red Cross Learn-to-Swim Group Lessons New classes starting in January. Certified instructors will teach children in a supportive environment in which to learn and obtain skills. Students must be registered for T/TH sessions by noon the Friday before the session is scheduled to begin, and by noon on Wednesdays for the Saturday sessions. Cost is $40 per child for residents or $45 per child for non-residents. Families with 3 or more children will pay half-price for the third and subsequent children in the same household. Aquacise - The workout is a swimming blend of cardio and resistance training and may incorporate resistance tools such as buoyant water weights and noodles. One Aquacise pass is valid for all classes. Passes may be purchased at the Riverfront Community Center front desk and do not expire. Classes are offered Monday, Wednesday and Friday mornings at 9 a.m. and afternoons at 1 p.m. Also on Monday and Wednesday evenings at 6 p.m. Cost is $5 per class. Punch passes are also available.

Water Walking - Join Lori Mathews to discover the benefits of water walking. The water provides resistance, making your muscles work harder to move forward while reducing strain to your joints. Class is Monday, Wednesday and Friday mornings at 10 a.m. Cost is $4 per class or $40 for a 10-punch pass.

Lap Swim Rules - No one under the age of 14 admitted into the pool during Lap Swim unless authorized by the Aquatic Supervisor. Lap swimmers must be able to swim the length of the pool, unassisted, using the front crawl. Available on a first-come, first-served basis.

American Red Cross Lifeguard Training Class - Students will be certified in Lifeguarding, CPR, AED and First Aid. Prerequisite: Student must swim 300 yards non-stop using front crawl and breast stroke and retrieve a 10 lb. brick from 9 feet of water. Minimum class size is 3. Minimum age is 15. Cost is $180 for residents or $200 for non-residents. Online registration and payment is available (convenience fees apply). Flotation Devices - In order to keep all patrons safe while enjoying the pool, only noodle floats may be used. No other toys or floats allowed unless during class times. An approved Personal Flotation Device (PFD) may be used by an individual with special physical or mental need. This must have prior approval from the Aquatic Supervisor.

Tumbling Tots Gymnastics – This program is designed to teach spatial awareness for children utilizing gymnastics as the conduit for learning. The class is based on a parent/ child model, meaning a parent is required to actively participate with their child. Children ages 3-5 may enroll for the program. Maximum of 6 parent/child duos per class. 45-minute classes are offered Tuesday mornings at 9 a.m.and 10 a.m. Fee is $50/month for four sessions. Summer Men’s Softball - Open to men age 19 and over whose high school class has graduated. Requires a minimum of 4 teams. USA (formerly ASA) rules are used. Season begins in May. Registration is March 1 – 31, in person at the Riverfront Community Center. Youth Sports Youth Baseball and Softball – $50/player – discount for third child - Leagues for boys and girls ages 5 through 13 (birth date as of May 1 – no exceptions). Children must play in their appropriate age group. Practices start in May. Season runs June through the second weekend in July. Registration is March 1 – 31. Late registration is $75/player. Eligible for scholarship use. Scholarship does not cover late fee.

Recreation Activity Scholarship Program Qualifying individuals or families who live in the city limits of Leavenworth and are currently receiving public financial assistance may be awarded a $100 credit per approved person per year to be used toward certain Parks and Recreation Department activities, such as fitness facility passes, swim programs, and youth sports. • Summer Swim Team – The Leavenworth Riptides - The Riptides is Leavenworth’s recreational youth swim team. We compete in the East Kansas Swim League which is made up of 7 other teams including Bonner Springs, Piper, Tonganoxie, Eudora, Lansing, DeSoto and the Lakes Team (Lake of the Forest and Lake Quivera). All swimmers, ages 5-18 years, compete in their own age group against swimmers of equal ability. Swimmers must be able to swim the length of the pool unassisted to be on the team. Our season begins on Memorial Day and ends in early July. Registration starts March 1. Eligible for scholarship use. Winter Events Pre-Spring Flea Market – February 5 - Join us the first Saturday in February for a Pre-Spring Fling at the Riverfront Community Center Gym. General admission is free.
