At the Nov. 8 meeting, the Leavenworth City Commission voted to create a grant fund to support tourism. The fund will be supported by transient guest tax dollars, which are paid by guests who stay in Leavenworth hotels. With additional hotels in the community, this figure is increasing. The Commission and City staff would like additional funds to benefit tourism. Tourism Grants would be available to any organization marketing their project/event to attract visitors to Leavenworth. Qualifying projects would need to meet the following criteria: • Grant applications must be received before the end of the business day of each granting cycle, February 1 and August 1. • Maximum grant award shall not exceed $5,000. Organizations are limited to one grant per award cycle. The Leavenworth Police Department continued its meetings with the community in 2016 and plan to continue in 2017. These “Trust Talks” began in 2015 when Rev. B.J. Landrum asked the police department to talk to community members about police procedures and practices. There are usually 3 throughout the year. For information on the next “Trust Talk,” check the City’s website or the Leavenworth Times.

Winter Information What does “Snow Emergency” mean? The City Manager, or in the absence of the City Manager, the Chief of Police may declare a snow emergency. Two hours after the declaration of an emergency, all vehicles must be removed from streets designated as “Emergency Snow Routes,” which are clearly posted with signs and can be found on the City website. Failure to move a vehicle subjects it to being towed at the owner’s expense.
Travelling in winter conditions safer when drivers plan Kansas and Missouri have driving maps available online for winter transportation planning. Both are updated regularly during a snowstorm to incidate the road quality. Each state also has the same information available with an automated phone call for those who do not have Internet access. Dog tags required in the City of Leavenworth City requires tags, registration for all dogs 4 month of age and older that reside in the City of Leavenworth. The 2017 Dog License/Tags will be available to purchase starting Wednesday, February 1, 2017. All Dogs residing in the City 4 months and older must have a license. Proof of rabies vaccination and proof of spay or neutering is required. License fees are $10.00 for spayed or neutered dogs and $20.00 if unaltered. After March 31st a late fee will apply. City economic development tool expands to entire county In October a local board voted to expand opportunities to Leavenworth County and change its name from the First City Development Corporation to “Grow Leavenworth County Development Corporation.” In 2011, the City joined with the NetWork Kansas Entrepreneurship Community initiative to form the First City Development Corporation. The board was comprised of community members and administration duties were handled by the City of Leavenworth. The program allows the board to sell Kansas Entrepreneurship Tax Credits to pay for interest-free loans to local businesses up to $45,000. From 2011-2016; FCDC provided $366,000 in interest-free loans to Leavenworth businesses. In 2015-16, the board also provided local businesses with tuition expenses to ‘Destination BootCamp’ with retail expert Jon Schallert. The expenses included sending several businesses to Schallert’s workshop in Colorado. A few months later, Schallert visited Leavenworth to follow up with the business owners. Additionally, community members were invited to attend one of Schallert’s talks free of charge to learn more about operating a retail business. Staff support from the City of Leavenworth will remain with Taylour Tedder, Assistant City Manager. Requests outside the City limits will be handled by Stefanie Leif, Community & Economic Development Director of the City of Lansing. Previously the board was comprised of members appointed by the Mayor
The First City Development Corporation provided a $45,000 no-interest loan check to Exact Properties on Sept. 8, 2016; for its renovation of the historic Carnegie building. The renovation will provide loft living spaces and artist studio space. Exact Carnegie is working with the State Historic Preservation Office to meet specific historic preservation guidelines to the old Carnegie library building. of Leavenworth. The new board composition will include five directors appointed by the Mayor of Leavenworth and eight at-large directors appointed by the board, with at least half of the directors representing a tract other than Leavenworth. Leavenworth is one of 44 Entrepreneurship or E-Communities in Kansas. NetWork Kansas is a 501c3 nonprofit organization dedicated to developing an entrepreneurial ecosystem in Kansas that connects aspiring, emerging, and established businesses to a wide network of business-building resource

Remembering Vietnam: 50 years later City, CVB host nearly 8,000 visitors at AVTT Traveling Wall

The Leavenworth Convention and Visitors Bureau spearheaded this event that brought thousands of visitors to remember fallen service members who died in Vietnam.
ABOVE: The Home Depot Foundation provided a $4,600 grant that paid for materials for a walkway along the Traveling Wall, including wood and green carpeting to make the Wall exhibit more accessible for those in wheelchairs. They also provided Home Depot team members to assist the Leavenworth Parks and Recreation Department in building the walkway. In addition to the City’s $8,000 fee to bring the AVTT Traveling Wall to Leavenworth, several sponsors provided financial assistance for the event, including Cereal Ingredients, Citizens Savings and Loan, Main Street Credit Union, Mutual Savings Association, Country Club Bank, Saint John Hospital and Fairfield Inn & Suites. Senior Rebate Program applications accepted Feb. 15 - April 18, 2017 The City of Leavenworth’s Senior Rebate Program will pay monthly sewer and refuse charges for persons 62 or older who meet these qualifications: • Must be the primary occupant of your residence • Water bill must bear applicant’s name • Reside within the City of Leavenworth • Meet low income guidelines for the entire household • Must be 62 or older at the time of applying Residents may sign up at the City Clerk’s Office, Leavenworth City Hall, 100 N. 5th Street. Application will be accepted February 15, 2017 through April 18, 2017. Income verification for the year 2016 from all sources is required, such as 2016 income tax returns, 2016 Homestead Claim or Social Security Statements and 1099 forms. Home Rebate Program assists low to moderate income homeowners with basic repairs The City of Leavenworth has funds available to assist qualified low- to moderate-income homeowners through the Community Development Block Grant, administered by the U.S. Department of Housing and Urban Development. Leavenworth Public Library receives tablets to help patrons with e-content The Leavenworth Public Library has received a grant from The Northeast Kansas Library System (NEKLS) for an Android Tablet to help demonstrate the use of e-resources available to its patrons. Specifically, these tablets will enable the library to promote the Hoopla (streaming movies, music and e-books/comics) and Flipster (e-magazines) services that NEKLS offers to member public libraries, as well other e-content available with a library card. Planning and proper disposal of live trees helps make a safe Christmas The Leavenworth Fire Department reminds the community to follow safe practices with live Christmas trees in their homes this holiday season: Christmas trees are a traditional part of the Christmas holiday. They can also be a major source of fuel in a fire. National estimates of reported home structure fires show that in 2009-2013, Christmas trees were the item first ignited in an estimated average of 210 reported home structure fires per year, resulting in an annual average of 7 civilian fire deaths, 19 civilian fire injuries, and $17.5 million in direct property damage. If utilizing live trees in your home: • Cut 1-2” from the base of the trunk to ensure water absorption • Water daily • Ensure the tree is at least three (3) feet away from heat sources • Turn off tree lights before leaving home or going to bed • Use only UL listed lights, do not leave lights on unattended • Properly dispose of the tree after the holiday – dry trees are very easily ignited and produce rapid flaming fires (Information courtesy of the Kansas State Fire Marshal’s Office)

Eisenhower Veteran’s Affairs Medical Center to solicit donations for the installation of fitness stations along the Ray Miller Park trail. Ten individual fitness stations were sponsored by local businesses and organizations. These stations suggest various exercises to help park patrons work toward total body fitness. Leavenworth Landing Park This scenic park on the Missouri River (Esplanade & Cherokee Streets) is available to rent for special occasions. Permit fees are $15 per hour ($20 for non-City residents) with a $100 refundable damage deposit. Fees are due when a permit is requested. Choose the Paddlewheel Plaza or the Railroad Roundhouse. (Note: This park has active train tracks.) The Bridge Tender’s Building rents for $20, with a $20 refundable key deposit. Folding chairs are available for rent also. This park is adjacent to the Riverfront Community Center and historic downtown Leavenworth. Alcoholic Beverage Permit By City ordinance, alcoholic beverages are prohibited in City parks, except as authorized by Parks and Recreation to Leavenworth area residents with a park reservation permit. There is a $10 alcoholic beverage or beer permit fee. Riverfront Park Campground This cozy park beside the Missouri River is the perfect place to relax. The campground offers basic and electric camping pads, tent camping, a bath house with four private units, a boat ramp, picnic shelter, and dump station. $15 per night. (Note: This park is adjacent to active train tracks.) For

Adopt-A-Park Program If your group is looking for a way to make a difference in our community, why not consider adopting a Leavenworth city park or other landscaped public area? Participants can choose from a variety of tasks to include establishing a presence in the parks and reporting vandalism and maintenance problems, picking up litter, painting, weeding, or gardening. Donations also may be made for park improvements. City staff will provide guidance and some materials for projects. Choose a park and decide what activities you will be able to do and how often. Once this is established, a sign will be erected in the park with your group’s name and logo. Legacy Tree Program Commemorate a special person or event with a living legacy. For a $200 fee, a tree will be planted and a plaque erected at the planting site. For an additional $100, you may request a 5” x 5” aluminum

plaque. Request forms are available at the Parks & Recreation Office. Memorial Bench Program Another way to honor a special person or group is through the purchase of a memorial bench with an attached plaque in Leavenworth Landing Park or at the Waggin’ Tails Dog Park. PICNIC SHELTERS Rent a shelter for the day at Leavenworth city parks. Picnic tables seat 6-8 people. Extra tables are $5 each. All shelters but Stubby have at least one grill. Ray Miller Park shelter has no access to restroom facilities.

Tournaments: Fields may be reserved for tournaments. For Cody and Hawthorn Park fields, the fee will be $125 per field per day with lights included. Rental of Sportsfield is $50 per game, per field. A contract MUST be signed for tournament field reservations and the fee MUST be paid at the time the reservation is made. Apply and pay in advance at the Parks and Recreation Office. Field Reservations: Coaches or assistants of registered City league adult and youth teams may call 913-6512203 to reserve practice fields. A confirmation of the reservation will be e-mailed. YOUTH SUMMER BASEBALL & SOFTBALL
The Leavenworth Parks and Recreation Department sponsors summer recreational baseball/softball leagues for boys and girls ages 5-13. Registration/waiver forms will be distributed through the Leavenworth Schools and the Riverfront Community Center. Only those who register by the deadline will be guaranteed to play on a team. Teams will be chosen by a skills testing system. Children MUST play in their appropriate age group. The season will run June-July. SKILLS TESTING for boys and
girls ages 9-13 will be held on April 22 at Sportsfield Recreation Complex. The Women’s Waiting Room Adjacent to the Riverview Room, this cozy room is a smaller version of the Men’s Waiting Room. The Women’s Waiting Room has versatile side doors that can be opened to access the Riverview Room. Room Fees & Deposits A 4-hour minimum rental and security deposit are required to reserve a room, along with a $25 service charge. An additional $25 fee is required for a band or DJ. Fees include set-up and take-down of tables and chairs and trash removal. Decorating time is $10 per hour. Other items are available for rent. Harvey Girl Luncheons Step back into the late 1800’s when Fred Harvey was helping tame the west with his train depot restaurants and the Harvey Girls. Family Open Swim This NEW open swim program is especially designed for family time together. An adult (18 and up) must accompany children. Families can work on instructional swimming skills, lap swimming together or just fun. City Resident – Adult $2.50, Child $2; Non-Resident – Adult $3, Child $2.50 Tuesdays and Thursdays 10 - 11 a.m. beginning Jan. 3 Introduction to Synchronized Swimming Join instructor Suzie Mohrmann as you learn synchronized swimming skills and moves in this NEW introductory class. Swimming moves such as shark circles, dolphin figures, somersault moves and side flutter kicks and more will be introduced and learned to music while in the water. Participants will learn and perform movements which resemble the skills performed by the gymnast or figure skater. Then, choreographed into a routine will initiate a combination of rhythmic swimming and gymnastics, all done in the water. Participants will use swimming strokes to move from one body position or figure to another. Students must be able to swim by American Red Cross standards, 25 yards of each stroke: Breast stroke, Back stroke, Side stroke and sculling. Swimmers will learn synchronized skills and strokes, adapted to music for a final student performance at the end of the session.
