Mayor Jermaine Wilson As we draw close to the end of my term as Mayor, I would like to express my deepest, sincere, and most humbled gratitude to you, the residents of Leavenworth, for the great honor of serving as your mayor. So many great things have taken place throughout the year, highlighted by the first Camp Leavenworth festival. As a community that was once branded a “prison town,” we are now well known as the City of second chances. Mayor Jermaine Wilson greets parade goers at the 2019 Leavenworth County Leavenworth is a great Veterans Day Parade on Nov. 11. This year marked the 100th anniversary of the community that gives hope parade in Leavenworth. to those who may feel like all hope is lost. A community that shows unity and a deep inspiration to those who need our support. None of the accomplishments would have been possible without the help of God, first and foremost, without the help of our staff and most of all, the Leavenworth City Commission. Each member of the Commission brings a vast wealth of knowledge and a depth of experience to the team. Wonderful, amazing things have taken place in our city and to further my excitement, even greater things are soon to come! YEAR 1: STORMWATER PROJECTS

At the June 12, 2018 City Commission meeting, a new stormwater fee was approved to provide funding for needed stormwater repairs. With an aging stormwater system that often meant collapsed pipes or sinkholes throughout the city, it was estimated $83 million worth of repairs were needed. Although the city

can’t make the repairs all at once, the program provides funding to adddress several problems throughout the year. The stormwater repair program helps address safety issues with sinkholes showing up throughout the city, helps improve and reduce stormwater runoff and prevents the city from unnecessarily treating stormwater in our sewage treatment system. In 2019, the City completed nearly $1 million worth of stormwater projects. These are completed construction costs: n 16th Terrace and Thornton $186,527 n 500 Limit Street repairs (emergency project to fix stormwater piping under road) $120,945 n Stormwater No. 1 pack (Several small projects)$153.355.25 Many projects like this one at Second and Chestnut streets are a1013 17th Street Terrace in residential areas where sinkholes have shown up because a509 S. 17th St. of collapsed stormwater infrastructure. An Independence Court Bank Stabilization Study was completed in 2019 for $14,450, which prepares for a project in 2020. In 2020, the city has plans for completing approximately $3 million worth of stormwater projects. The project costs will depend on bids. Leavenworth’s Comprehensive Land Use Plan set for renewal in 2020 Comprehensive Land Use plans to share information about past land use and serve as a template for future land use and development. Planning and Community Development Director Julie Hurley shares the following answers about the plan: How does the land use plan differ from zoning in the community? The Comprehensive Land Use plan takes input from residents, business owners, and other stakeholders in the community to layout the overall vision for development in Leavenworth moving ahead. How would elected officials, appointed board members and staff use the plan? The Comprehensive Plan will be used to help evaluate future development proposals to ensure that they align with the goals and vision identified by the community. What can community members do to assist with the land use plan? During the process of developing the Comprehensive Plan, there will be a number of opportunities for public input, both online and inperson forums. The feedback received during this public engagement process will directly impact the development of the plan. How often does the city review the land use plan and measure how we’re following through on its suggestions? The Comprehensive Plan is reviewed on an annual basis. Look on the City’s website or social media sites for more opportunities to provide input on the Comprehensive Land Use Plan. Community members gathered Oct. 26 to celebrate the newly refurbished basketball courts at Bob Dougherty Park, 800 N. 2nd St., in October 2019. The courts also have pickle ball lines drawn on them. In 2020, the park is scheduled to receive new playground equipment as well.

Parking lot No 3 -The City of Leavenworth has been completing one public parking lot downtown each year. Projects involve tearing out the pavement, adding storm drainage and new sidewalks and gutters. The Seneca and Fifth Street lot was completed in 2019. An electric vehicle charging station is also being added.

The City installed new sidewalks along Eisenhower Road from Hughes Road to the Home Depot entrance this fall. The 2019 sidewalk program bid for $289,938.95 included this project as well as new sidewalk on the west side of 10th Street from Spruce Street to Olive Street; repairs to sidewalk on the west side of 10th Street from Olive Street to Cherokee Street; and repairs to the sidewalk on the south side of Congress Street from Second Avenue to Fifth Avenue.

Permit fee is $5 for up to three consecutive days. Garage sales are limited to one per calendar quarter. • Door to door solicitors are required to have a license issued by the City of Leavenworth. Licenses are issued to each individual and they are required to have the license on them. If you have solicitor at your door please ask to see their license (exceptions apply to religious, non-profit organizations and political candidates) • Tree Trimmers are required to be licensed by the City of Leavenworth. Before hiring someone to trim or cut down your tree please ask to see their City License. • If you have an alarm system in your home or business you are required to purchase an alarm permit. Severe Weather Awareness: Snow and Ice can make driving hazardous Snow and ice season in Kansas can begin as early as October and end in April. Each year is unique, and each snow storm is unique. De-icing begins as soon as possible during and after a storm, using salt alone or salt and calcium chloride. The City no longer uses sand. The solutions we use are limited and cannot melt ice below a certain temperature, so we urge caution when traveling. Both the Kansas and Missouri Departments of Transportation

Senior Rebate Program waives sewer and refuse charges for residents who qualify The City of Leavenworth’s Senior Rebate Program will waive monthly sewer and refuse charges for persons 62 or older who meet these qualifications: • Must be the primary occupant of your residence • Water bill must bear applicant’s name • Reside within the City of Leavenworth • Meet income limits for the entire household • Must be 62 or older at the time of applying Residents may sign up at the City Clerk’s Office,

Leavenworth City Hall, 100 N. 5th Street. Applications will be accepted February 1, 2019 through April 15, 2019. Income verification for the year 2018 from all sources is required, such as 2018 income tax returns, 2018 Homestead Claim or Social Security Statements and 1099 forms. The program requires reapplication each year to verify income and qualification. Please contact the City Clerk’s Office at 913-682-9201 if you have any questions.

In September, Leavenworth Fire Chief Gary Birch presented certificates of promotion to Jeffery Porter as Captain, Erin Bartlett as Battalion Chief and Nicholas Verbenec as Driver/Operator. Andy Brooks was promoted as Fire Marshal earlier in the month.

From our firefighters: Rental Insurance

Buying rental insurance is one of the easiest ways Leavenworth residents can protect themselves from loss because of a fire. Below are some tips provided by the National Association of Insurance Commissioners. Why purchase renters insurance? If you live in a rented apartment, house or condominium, your landlord’s insurance doesn’t cover your personal property in the event that it is stolen or damaged as a result of a fire, theft or other unexpected circumstances. Your landlord’s coverage will take care of damage to the building’s structure. However, if you want to protect your personal belongings, consider buying a renter’s insurance policy. In addition to personal belongings, some policies will also cover living expenses if your apartment or home is uninhabitable because of damage. It’s also important to protect yourself from lawsuits alleging negligence. The personal liability portion of a renters policy will provide you with a legal defense and pay for damages if a court determines you are negligent resulting in an injury or property damage to another person.

In 2019, streets staff replaced signs on Seventh Street between Metropolitan and Eisenhower streets. Signs were replaced in order for motorists to read them more clearly with larger font, clearer text, and in some places larger signs. The City intends to replace street signs on a new street each year.


Tags required of all Leavenworth dogs will be available at several locations Feb. 3, 2020 City requires tags, registration for all dogs 4 month of age and older that reside in the City of Leavenworth. The 2020 Dog License/Tags will be available to purchase starting Monday, February 3, 2020. Proof of rabies vaccination and proof of spay or neutering is required. License fees are $10 for spayed or neutered dogs and $20 if unaltered. After March 31 a late fee will apply. No one under age 14 admitted into the pool during lap swim, unless authorized by the Aquatic Supervisor. All lap swimmers must be able to swim one length of the pool unassisted, using front crawl. Circle swim is required when there are more than two swimmers per lane. Please choose a lane with swimmers equal to your ability. (Always stay to the right). No more than five swimmers per lane. Exceptions to these rules must be approved by the Aquatic Supervisor.

Sports Summer Rec Leagues Baseball and Softball

RECREATION ACTIVITY SCHOLARSHIP PROGRAM Qualifying low-income or disabled individuals or families who live in the city limits of Leavenworth and are currently receiving public financial assistance can be awarded a $100 credit per approved person per year to be used toward certain Parks and Recreation activities, such as fitness facility passes, swim programs, and youth sports. Youth Summer Baseball and Softball – $50/player* The Leavenworth Parks and Recreation Department sponsors summer baseball/softball leagues for boys and girls ages 5 through 13 (birth date as of May 1 – no exceptions). Teams will be chosen by a skills testing system which will be held in April at the Sportsfield Recreation Complex. Children MUST play in their appropriate age group. The season will run June-July. Alcoholic Beverage Permit By City ordinance, alcoholic beverages are prohibited in City parks, except as authorized by Parks and Recreation to Leavenworth area residents with a park reservation permit. There is a $10 alcoholic beverage or beer permit fee. Adopt-A-Park Program If your group is looking for a way to make a difference in our community, why not consider adopting a Leavenworth city park or other landscaped public area? Participants can choose from a variety of tasks to include establishing a presence in the parks and reporting vandalism and maintenance problems, picking up litter, painting, weeding, or gardening. Donations also may be made for park improvements. Legacy Tree Program Commemorate a special person or event with a living legacy. For a $200 fee, a tree will be planted and a plaque erected at the planting site. For an additional $100, you may request a 5” x 5” aluminum plaque. Memorial Bench Program Another way to honor a special person or group is through the purchase of a memorial bench with an attached plaque in Leavenworth Landing Park or at the Waggin’ Tails Dog Park. The Parks and Recreation Department will install the bench. Cost varies. Request forms are available online at www. leavenworthks.org/parksrec. Leavenworth Landing Park This scenic park on the Missouri River (Esplanade and Cherokee Streets) is available to rent for special occasions. Permit fees are $15 per hour ($20 for non-City residents) with a $100 refundable damage deposit. Fees are due when a permit is requested. Choose the Paddlewheel Plaza or the Railroad Roundhouse. The Bridge Tender’s Building rents for $20, with a $20 refundable key deposit. Folding chairs are available for rent also. This park is adjacent to the Riverfront Community Center and historic downtown Leavenworth. (Note: This park has active train tracks) Haymarket Square An event venue located at 649 Cherokee. The open-air pavilion is available for rental when not occupied by the Farmer’s Market or the City Market. City residents or businesses pay $25 per 8-hour session, and non-residents pay $50. Sessions available are 6 a.m. – 2 p.m. or 3 p.m. – 11 p.m. Visit our website at www.leavenworthks.org for more information. Riverfront Park Campground – Open April 1 through Oct. 31 This cozy park beside the Missouri River is the perfect place to relax. Harvey Girl Luncheons: Step back into the late 1800s when Fred Harvey was helping tame the west with his train depot restaurants and the Harvey Girls. A lovely lunch is served at the Riverfront Community Center by the Harvey Girls, followed by a brief history of Fred Harvey and the girls.
