’m a wallflower. I have no problem whatsoever with blending inconspicuously into the background. I’m rather resigned to this fact. But never before has it been so blatantly obvious than when meeting Antony Gough. My sartorial safety net of black, black and a splash of black is offset by Antony’s striking suit of electric blue which, if you look closely enough, is covered in Oriental dragon designs. Yes, he stands out in a crowd, as I describe on page 36. But what’s refreshing about Antony is he stands out as much for his fresh ideas and forward thinking as he does for his physical presence. But how many Rich Listers actually write their own media columns, as he says proudly of the monthly write-up we run on our page 4-5 Influencers section? How many say yes to almost as many interviews as they are offered? Again, the answer is very few. Yes he’s bold and vivacious, but you know what? So are plans for The Terrace and I, for one, am looking forward to the mark he makes on the city upon completion of the vibrant and dynamic hub, complete with laneways, courtyards and roof terraces, bars and restaurants. It’s an exciting prospect. When my aunty, who has been tirelessly working on our family tree for several years, saw my post on our Facebook page excitedly announcing my meeting with Antony, she was quick to point out that we’re related. “Oh that must be where I get my flamboyance from,” I jokingly replied. I was – for once – not wearing black, that day having chosen to go for an exuberant beige, my tongue firmly set in my cheek! I’m glad I got the opportunity to meet Antony for myself. I’ve read just about every article written about the man, but it was great to see first-hand that level of passion and excitement he has for the city because Christchurch truly is an exciting place to be, with an exciting future ahead. And Antony? Clearly he’s got Christchurch’s back.

ousing will continue to be a big issue in 2015. The latest Consumer Price Index, released last month, shows both good news and bad news on the housing front. After years of being the most expensive place to build a house, Christchurch no longer holds that dubious honour. Christchurch still holds the record, however, for the highest rental price increase, 4.9 percent over the last quarter. Rental prices are consistently higher than the other regions – a clear indication Christchurch needs more houses and fast. And we need what the Green Party has long promoted – a warrant of fitness for rentals to ensure that landlords provide basic amenities in warm, dry and healthy homes. National’s plans to gut the Resource Management Act won’t result in more affordable housing. Interest rates, tax policies, high net migration, an increasing population, and the Government’s failure to invest adequately in a state building programme are all bigger contributors to escalating house prices and a lack of affordable housing than the RMA. The National’s government’s real agenda with its RMA changes is ideological. It is to strengthen private property rights and weaken the provisions in the RMA which safeguard our natural environment and which help ensure pleasant and attractive urban neighbourhoods. The last time National deregulated the building industry to drive down costs, this led to the leaky homes crisis with huge costs to individual homeowners, councils and taxpayers. National’s plans to gut the RMA will lead to urban sprawl and higher costs for councils and ratepayers in providing water supply, sewage and other infrastructure to sprawling suburbs. Stronger private property rights and weaker community rights risks more loss of wild nature through rubber stamping of high impact developments, such as dairy conversions and new irrigation storage schemes. It risks making it more acceptable to clear native vegetation, reduce a neighbour’s sunlight and pollute air and waterways. Nick Smith’s RMA plans will add costs and legal uncertainty. This will benefit lawyers but it won’t reduce the costs of new house builds. The Green Party would increase the supply of affordable housing by undertaking a programme of state building, introduce a capital gains tax, and introduce a Progressive Ownership initiative to allow families to 'rent-to-own' government-built houses at an affordable price. The Greens would also make income related rent subsidies available to local authorities as providers of social housing. It would not do what National is doing in forcing the Christchurch City Council to offload its social housing so tenants can assess income related rents. Everyone needs a warm, dry, and healthy home. We can and must do better in increasing and improving our housing stock and in providing more affordable housing.

s people of Christchurch and Canterbury we have every reason to be optimistic as we enter into a new calendar year. We are approximately 25% into the overall rebuild of our city; with residential housing, the commercial rebuild, infrastructure and civic amenities all now progressing with much more certainty and clarity. The $100 million a week spend on the rebuild will continue throughout 2015 and despite the risk of capacity constraints in the reconstruction - so far so good! It is really exciting to see what is happening in our central city; every day there is measurable progress, particularly in the Retail Precinct, Justice Precinct, the Bus Exchange, as well as commercial developments both in and around the core of our central city. The $20 billion spend on housing repairs and rebuilds is certainly starting to manifest itself in serious housing construction right across the city. As we continue to drive the recovery in a much more predictable environment we have the capacity to spend more time resolving “sticky” issues around outstanding insurance settlements, consenting processes and central city vs wider city economic dynamics. It is clear that Central Government, Local Government and the community are now concentrating on working towards agreed common objectives, something we have been crying out for a long time. The city’s economy remains strong and tourism numbers are continuing to build as more and more accommodation options come online. The external perceptions of Christchurch are now much more around a city that has transitioned through the crisis of an emergency, through to restoring core functions and now is entering into an extremely exciting reconstruction phase. Visitors to Christchurch who I have talked to are really excited about our prospects. The interdependency between the rebuild and our regional economy is recognised and we have exciting developments occurring in the rural sector, particularly around the harvesting and farming of water (the importance of which is clearly underlined by the current drought conditions). One of the next pieces of work to be achieved across our community is a clearer definition of what our aspirations for our city really are i.e. what we really want Christchurch to be, how will it be branded and what are its key points of difference. We need to think about how the rest of our world will see our city in the future and what will make us really special.

ith the festive season over for another year and summer finally in full swing, retailers are already busy planning for Easter, autumn and beyond. After a slow start, consumer spending picked up pace from mid-December and Christmas Eve 2014 was most probably New Zealand’s biggest ever shopping day. Boxing Day sales subsequently maintained that late momentum right through until the start of the New Year as Kiwis continued to keep retailers busy. One trend that emerged during the busy shopping period of the year was the early start to discounting by many retailers online – Barkers, Briscoes, The Warehouse and others kicked off their Boxing Day sales on the 24th and 25th of December ahead of their physical stores re-opening for business on the 26th. This is a relatively new retailing trend that was started by Amazon in the US and the UK three or four years ago and it’s now gaining in popularity both here in New Zealand and across the ditch in Australia. This year we’re also likely to see more local retailers embracing ‘click & collect’ shopping, where customers shop online and then pick up their goods in-store, often spending more when they hit the high street or the mall. We’re also starting to see a growing number of ‘pureplay’ retailers retro-fit their online only stores into traditional bricks and mortar environments. Alibaba, the world’s biggest online retailer, recently bought a chain of department stores in China as its customers increasingly demand a physical shopping experience to complement their online one. The blending of physical and virtual shopping continues to be driven by the growing penetration of mobile devices – smartphones and tablets – as savvy consumers do their shopping homework on the go while they’re out and about shopping.

he year is upon us and 2015 has started with a buzz of activity. The shutdown of most building sites over the Christmas New Year period is well behind us and all central city sites are back building. I see 2015 as the year of greatest building in the CBD. The buildings along Cambridge Terrace and Durham Street are rising out of the ground. Deloitte House with its glass faceted street frontage is showing its finished look and is due to for completion later this year. It looks fantastic and is a credit to Steve Collins and his team. There is also a lot of activity around the Retail Precinct. The new bus exchange is well advanced and due for it’s opening in late April 2015. The Justice Precinct is also now out of the ground and its steel upper form is now showing above the ground floor. It is due for completion in late 2016. Nick Hunt’s BNZ Centre, formerly Cashel Square, has reached its full height on Hereford Street and this part is due for completion in late 2015. The Cashel Street part opposite Ballantynes is having its foundation work done and will soon start to show some above ground works. Tim Glasson’s Triangle Centre is progressing with its completion due in late 2016. The Carter Groups Crossing site has now been cleared and work is due to begin soon on this important part of the Retail Precinct. This will include the first off street public car parking building in our new CBD. My Terrace development never really stopped and the full scale of three of the four buildings along Oxford Terrace are now complete. This part is expected to open in October 2015 with the rest of the development completed by the end of 2016. Grand Central on the old Grand Chancellor site has had its contract awarded to Fletcher Construction and site works on this seven storey building shall commence in May 2015. The year 2015 will see a significant amount of our CBD complete and 2016 will see most of the remaining projects complete in the new CBD. It is all go in the city now. Along with all this building activity we have started this year with a lively Buskers Festival followed by the opening of the second loop of the tram. This coincides with the opening of the Cricket World Cup in mid-February. More events are planned for Christchurch with the Kapa Haka competitions and then the World Cup under 20’s Football (soccer for some of us) to hit us in June. We will be getting international exposure with all these events in Christchurch which will be fantastic for the city. Bring on 2015.
A
rebuilt Central Christchurch will have one of the most modern, progressive central city travel networks in the country. We can all see the road cones and we know the city is still undergoing major construction. The transport chapter of the Christchurch Central Recovery Plan – An Accessible City – allows us to start afresh and design a unique, shared travel system that puts people first. It was hard to miss the Bus Interchange foundations being laid last year, and I’m excited about the facility opening mid this year. Passengers will have access to more frequent services, as well as two “super stops” planned for Tuam and Manchester streets. The Bus Interchange is expected to triple the number of people using public transport in the city. The rebuilt inner city will thrive, and with the East Frame Residential Precinct stimulating even greater residential development, the goal is for the inner city population to reach 20,000 by 2041. Designing a modern, reliable network that works for people of all ages and levels of mobility is vital to support this growing community. Everyone wants city roads to be safe and for traffic to flow smoothly. There will be changes to one- and two-way roads to maximise the use of key routes, reduced speed limits, shared travel zones, separated cycleways and streets prioritised for buses. A maximum 30km/hr speed limit will be set in the Inner Zone, which is bound by Kilmore, Madras, Victoria, and St Asaph streets and Rolleston Avenue, as well as outlying sections of Colombo and Victoria streets. We want to attract cyclists and pedestrians to the city with shared zones, which will allow motorists access at a lower speed limit, as well as dedicated cyclist and pedestrian pathways. The pathways, along the Otakaro/Avon River and through the East, North and South frames, will be areas where people can enjoy more green space and easy access to central city shopping and hospitality. An Accessible City will not only improve the transport network and facilities but welcome more people back into a revitalised Christchurch to work, live, study, relax and play.

s I write this the countdown to the ICC Cricket World Cup is creating a huge buzz across the city. It will be a momentous occasion for Christchurch, and will show not just the rest of the country, but also the world, that our rebuild is making this city an exciting and vibrant place to be. We have already seen the success of one international test match and a one day international at our new Hagley Oval - two fabulous 'dummy runs' for the World Cup. The gentle simplicity of the pavilion's design combined with the old-English feel of the grassed embankments makes this a truly fantastic cricket venue. And those aerial views of it broadcast from the Sky TV drone camera high above the venue on Boxing Day in particular, were terrific. The Cricket World Cup is just one of the major events our city will host this year, with the FIFA U-20 World Cup being particularly notable. Momentum is gathering as more and more buildings are completed, more bars and restaurants open their doors, and the central city's anchor projects emerge from the ground. In tandem with the development of the new Bus Interchange, work is well underway on changes to the roading systems. The end result will be a compact, inner city slow-drive-zone, with more efficient feeder routes for the traffic on the CBD edges. Our new inner city will be more pedestrian and cyclist friendly, which will in turn create a more vibrant space for our retail and hospitality sectors. And it's not far off. The Bus Interchange will be open and operational in just a few months. By the time the FIFA U-20 World Cup begins its Christchurch games in June, the city will be looking significantly different, and I know we will gladly welcome the thousands of sporting visitors here to enjoy it. This really is the year of great momentum for Christchurch and we are pushing full steam ahead with our progress.

The 2015 year has kicked off to a steady-paced start with sales leading the way in to the New Year with momentum, followed by listings increasing in numbers as each week passes, with Xmas now a distant memory. February and March will continue to be strong months with strong buyer demand and activity.

ew Zealand Property Investor’ magazine comments that “the general feeling is prices will continue to track up, rents should improve, interest rates won’t jump off the scale, and the Government doesn’t have too many surprises up its sleeve”. A similar year to that of last year and steady as she goes. Aaron Drew, New Zealand Property Investor chief economist sees the growth outlook as fairly supportive for property investors, with the New Zealand economic activity likely to remain fairly good, and this will filter through to a buoyant property market. Statistics New Zealand is predicting annual net migration for 2015 to sit around $54,000, with 2016 expecting in the vicinity of $33,000, looking lighter again in 2017 with a predicted 12,000. The government is promising to address the housing supply challenge this year by freeing land supply, reducing building material costs, reining in development contributions, cutting compliance costs and investing in skills and productivity in the construction sector. Building and Housing manager Nick Smith adds that the government will be keeping its foot on the accelerator in 2015, with the planned second phase of the Resource Management Act reforms.
Managing the paperwork around your claims We know managing the repair process can be a nightmare, but so can managing your paperwork. File all of your paperwork safely, to be able to show the paper trail for when you come to sell, this includes Statement of Claims, Scope of Works, Change of Scopes where relevant, and Sign-offs (many forget to follow Fletchers up for their sign-offs. Check you have this handy). In the case of managing your own repair process, retain the copy of your payout, invoices and receipts for work you have employed tradesmen. In the event of cash paid repairs and self- repairs, write how you have repaired the damage, what you used, when, and take photos. This is extremely important in handing over the history and evidence of your repairs on point of sale, not just for the buyers, but for the insurer and banks. Happy Real Estate! What’s happening with EQC in Canterbury in 2015? By April 2015, EQC’s aim is for every customer in the Canterbury Home Repair Programme (CHRP) to either have their home repaired or know how and when their claim will be settled.
E
QC has come a long way since the Christchurch quake series, and we’re maintaining momentum to get each claim resolved as soon as possible in 2015. To date, the Canterbury Home Repair Programme (CHRP) has repaired more than 93 per cent of homes in the programme, with around 900 underway, and a few thousand homes to go. “Our aim is that by April 2015, every homeowner in CHRP will have their home fixed, their repair underway, or will know how and when their claim will be settled,” EQC’s general manager for CHRP, Reid Stiven, says. EQC aims to give every customer certainty and the confidence to move on with their lives. To that end, EQC is working with homeowners who have challenging personal circumstances to discuss their options and how to help them progress their claim. “We will not compromise on quality or cost to meet deadlines,” Reid says.

What happens after April? As generally applies with insurance, EQC requires an excess payment. From April, EQC will begin posting invoices for excess on completed CHRP repairs, which is one of the final steps for completing building repairs in Canterbury. Excess amounts have already been deducted from payments to customers whose claims have been cash settled. This includes payments made for damage to land, contents as well as buildings (in cases when damage was under $15,000 or over EQC cap, and optouts from the managed repair). Asbestos awareness – are you safe? “Asbestos presence is not something you can make an assumption about, even after years in the construction game. Testing is critical.”
For more than 15 years, the team at Agility Building Solutions have been carrying out alterations, extensions, bathroom and kitchen renovations, covering all aspects of the project. A set of minerals characterised by their small fibres, asbestos increased in popularity as a construction material from 1940 to 1990 and is now commonly found in textured and flat plaster ceilings, lath and plaster walls and ceilings, soffit linings, exterior wall cladding, roofing, guttering, down pipes, fencing, vinyl floors, tiles, fuse boards, fire board and heat resistant lagging.
And, although asbestos is generally quite safe to remain in our homes, the risks arise when materials containing asbestos are damaged, removed or broken up, allowing the fine particles to become airborne and breathed in, or settling on carpets and furniture. “If you breathe this dust in, fibres can get stuck in your lungs and body, which can cause asbestosis and other lung cancers,” explains head of Agility’s specialist asbestos team Chuck Napier. “But many people underestimate the danger of asbestos because symptoms
generally don’t appear until 5–50 years after exposure.” Chuck is passionate about eliminating the dangers of asbestos, not only because of his role in construction, but also because he has lost friends to asbestos exposure. “Even if your house was built before the 1940s, there is still a big risk that asbestos was used in any renovations carried out during that period,” he says. “Asbestos presence is not something you can make an assumption about, even after years in the construction game. Testing is critical.”

Ground breaking development ramps up
T
he logo, with its linear pathways spelling out ‘The Terrace’ represent the laneways which will be a key feature of the completed development, while the word ‘The’ stands on its side because “nothing I ever do is straight up and down,” Antony laughs.
“Everything I do has a story behind it, even if it’s just something as simple as a business card.” There’s quite the story behind the ground breaking development itself. The first major rebuild development in the central city, Antony promised to combine the best global urban design with an iconic location overlooking the Avon River. It was bold, vibrant and modern – everything Christchurch desperately needed. While the February 2011 earthquake had “devastating effects” on the hospitality precinct that was the Oxford Terrace Strip, Antony says it provided an opportunity to create a space that was “even bigger and better”. Made up of buildings of various “styles,
forms and levels” facing inwards to a central piazza, construction on the multi-stage development started in September 2013. After a lull while some of the finer points were ironed out construction is now ramping up and the three buildings on Oxford Terrace are expected to open by early 2016. The primary and secondary steel works have been completed and the next step is the con-floor or steel decking, then the claddings come last. “The shape and size is really starting to show its form,” Antony says. The Hereford Street building will also be up, but won’t be occupied until 2016 while Westpac’s six storey building on the corner
of Oxford Terrace and Cashel Street will house 450 bank staff when it opens in late-2016. Concerned about central city carparking – or lack thereof – Antony has included plans for a 400 space carparking building, with half available as permanent parks and half for casual use. The year-long construction of the carparking building will begin in May and will provide some much needed parking in the retail precinct. “Carparking will get worse in the central

If it isn’t so critical why is it that malls utilise 50 percent of their available space as parking?” “We are bringing some exciting hospitality providers to Christchurch. It’s an exciting time for everyone in the central city, why wouldn’t you want to be here?” Gough says. Brownlee hailed Gough as the central city's “greatest champion” who had been “incredibly positive” about the recovery from the onset. And, one thing’s for sure, after spending an hour with Antony himself, I wholeheartedly agree. He’s got Christchurch’s back.
