Welcome What is the vision? Talking to people around the city the common concerns of the vision for the future of our city and how will it look in the end, are often discussed. When I caught up with the judges at the ADNZ Resene Architectural in Christchurch a couple of weeks ago, their concerns about the overall design of the city (or lack of) were at the forefront of conversation.As developers start to put back buildings and create the new city, are they looking to install buildings which follow a common theme or vision, or are they more concerned with getting tenants in and making money? One judge was adamant that the Government should intervene, suggesting that people were ready to embrace a bigger vision than those already presented. As we are well aware, we are not just constructing buildings which are for now – these buildings need to show the foresight of what will be required in 80 years’ time. Another was adamant that it wasn’t too late to address this situation now and people really would embrace a “big” vision. I suppose what we don’t want is a hotch-potch of design. What we do want is a considered continuity a place to be rivalled and one that will be the envy of other cities around the world. As Warwick Isaacs points out in this month’s column low-rise, high density cities can still be beautiful – we only need look at Paris to find an example of how it can work. We talk to those who who are fiercly ensconced in New Brighton – extolling just why they love it and we catch up with what the judges of the ADNZ Resene Architectural Design Awards to find out exactly what catches their eye when adjudicating entries. We get the lowdown on just what the labour situation is with regards to the rebuild from AWF area manager Craig Henwood and Jamie Tulloch gives us the pros and cons on whether business owners should take drawings or salary. Why are they here?

Beastly breezes, grungy graffiti and haunted houses and still they choose to stay in New Brighton. After the September's quake in 2010 the eastern suburbs were left with significant liquefaction and around 400,000 tonnes of silt. Then February 2011, the second earthquake hit, and New Brighton suffered again. You have to ask yourself: Why are they here? The answer is simple yet complex. Yes there is sun, sea and sand (and those beastly easterlies), there's a sense of freedom walking along the sand with the ocean stretched out in front of you, fresh

New Brighton business women Jackie Thomas and Lesley Fulton were adamant there was only one place for them. "I made my home here in Brighton, why would I want to give that up? The community spirit here, you just can't buy it. Even before the quakes there was a sense of being a family. In this street there are Kiwis, English, Irish, and Scottish, Canadians and Germans and everyone gets along," Jackie explained. Lesley expanded, "no matter how bad things were, the beach was still there and the estuary. A good long walk calms you down – no matter what Mother Nature throws at us. We look out for each other – 10 of us stayed in one house in February. Our friends and neighbours are always there for us. “You can have the perfect day at New Brighton with sunlight bouncing off the waves. Stroll along the beach, stop at the Salt on the Pier for refreshment. Have your evening meal at one of the great eateries – there are places to suit all

(from Brighton in the UK) recently made the move to Christchurch to work on the rebuild. “Researching Christchurch before we came we thought wouldn't it be weird if we went from one Brighton to the other. “We had a bad experience when we first got here. Our pre-booked motel accommodation was a nightmare – filthy, unsafe, damp and smelly. Fortunately we contacted ContractAccom and they sorted us out a homestay in Brighton. “We saw New Brighton and fell in love with it. We secured a rental within a day of being here. Everyone is so friendly, we can walk to the pier and the shops. It's great." Like many 'poms' Julie just can't understand why everyone wouldn't want to stay in the area. "There's brilliant potential in New Brighton – why don't they see it?”

Building consents slow in face of record applicants Building consent applications are taking longer to process as the Christchurch City Council receives record numbers of building consent applications. Staff are working hard to respond to the situation. Christchurch City Council building operations acting manager Kelvin Newman says building consent applicants should expect that processing a consent may take over 20 days for the next few months. “We recognise that this will cause frustration for many. Please bear with us while we respond to the situation. We have been rolling out a plan for many months now but obviously we need to do more.” The current situation began in mid February with a sudden overall surge for building consent applications, but particularly for new homes, repairs and alterations. Mr Newman says the Council has doubled the number of Building Consent Authorities (BCAs) contracted to help process consents. “This has been one of the most important parts of our plan in the last year when we contracted out some processing to three other BCAs. We are taking the current situation very seriously and have contracted out to a further three BCAs. It is normal practice for BCAs to do this in periods of high demand and is able to be done because consent processing relates to national legislation under the Build Act 2004.”

One of the biggest challenges the Council faces is a shortage of suitably qualified consent specialists in New Zealand, but the Council has renewed its efforts to find solutions. “We’ve been trying to recruit from around New Zealand for at least a year. In the meantime, in response to the immediate problem, we recruited nine new building consent cadets and gave them training in the most simple types of consents.

It works for Paris, it can work for Christchurch The appreciation of the opportunity that Christchurch offers is high, and interested groups in the United States have not forgotten what support they can still give, says Christchurch Central Development Unit Director, Warwick Isaacs. I was recently in Washington with other Christchurch community leaders, including Peter Townsend from the Canterbury Employers Chamber of Commerce and Canterbury University’s vice chancellor Rod Carr, to take part in the US-NZ Pacific Partnership Forum. The 2013 US-NZ Pacific Partnership Forum was a global gathering of gamechanging thought leaders from business, government, the media, and non-profit organisations. Organised by the United States|New Zealand Council in Washington, DC and its New Zealand counterpart, the NZUS Council, the two-day meeting had a strong focus on business and public policy in the Asia-Pacific region. The US-NZ Pacific Partnership Forum has a strong link to Christchurch, as the city was hosting its 2011 event on the day of the February earthquake.

Over 110 Americans, including some members of the US Congress, witnessed the tragedy and aftermath of the earthquake firsthand. The earthquake was acknowledged by the US Deputy Secretary of State, William Burns, in his opening address at the Forum.

Warwick Isaacs, CCDU Director As the Canterbury Earthquake Recovery Authority’s operations general manager, Warwick has managed the demolition and operations work programme both residential and commercial - throughout greater Christchurch. His role in the rebuild of Christchurch began the day after the earthquake in February 2011 when he led a team under Civil Defence. That evolved into a key role within CERA; responsibility for the deconstruction programme that precedes the rebuild. The deconstruction programme is ahead of schedule and it is regarded as setting a new international benchmark in terms of speed in clearing the way for recovery. Warwick will now use all of the experience and knowledge he has gleaned during his challenging year as CERA’s operations leader, to forge a new future for Christchurch. He is looking forward to being part of creating a new and modern city with everyone who lives and works there.

EQC & insurers - focusing on outputs not outcomes I continue to be disgusted and dismayed at the behaviour, attitude and arrogance of EQC and private insurers who rigidly adhere to their own claim management processes and who self justify procedures they categorically state are correct, when in the majority of instances they are illogical and fundamentally flawed. It‘s obvious that EQC and private insurers have been set performance targets which require them to achieve a certain number of completion goals over specified timeframes (which is understandable and fully expected). However that internal pressure creates a ‘deliver or die’ culture and the organisational behaviours and focus is on achieving outputs in order to satisfy their own performance assessments, rather than concentrate on achieving acceptable outcomes for their clients....the property owners. The only acceptable outcome for property owners is a reinstated property (repaired or rebuilt) compliant with the Building Code. The repair and reconstruction of damaged properties to a compliant standard is a particular complex and technical issue. The Ministry of Business, Innovation & Employment (MBIE), they used to be the Department of Building and Housing before the Government super ministry mergers, have expended considerable time, energy and resources to produce a set of guidelines to support the timely and correct measures needed to do this, but it seems that EQC and insurers seem either not to understand these guidelines, or are selectively interpreting them, and in a number of instances are completely dismissing them and doing things their own way. This is unacceptable.

The complaints and issues that people have shared with us about their assessments highlight four things that continue to be of significant concern; 1. The assessments are superficial and typically assess only the visible damage not the true extent of foundation or structural damage, 2. Builders or damage assessors are determining the extent of damage and are recommending their repair approach when Chartered Professional Engineers (CPEng geotechnical and structural) are required, 3. There is no engineering sign off confirming that the repair/rebuild strategy is an acceptable solution, 4. The costs of reinstatement do not reflect the actual (code compliant) work needed. A few months ago I raised concerns with the MBIE chief engineer about the quality, integrity and acceptability of the processes EQC and insurers are using and I also suggested that this unchecked behaviour is likely to create a future problem that would make the leaky house problem pale by comparison. The chief engineer told me that while the MBIE guidelines are not absolute or compulsory, there is however an expectation from the Ministry that they are referred to

and used prudently and appropriately, particularly if compliance with the Building Code is to be demonstrated. But that’s clearly not happening. He also stated that from a regulatory context, all work undertaken to repair damage is considered ‘building work’ and needs to comply with the Building Code requirements, whether or not a building consent is required. Clearly EQC and insurers seemed to have missed that one too. So......what’s the big deal with all of these legal and technical complexities when all people want is to get back into their (repaired or rebuilt) homes as soon as possible? The problem is that a botched assessment followed by a fix that’s not legal creates a far greater safety and financial issue for people than they possibly realise. If a damaged house is not repaired to code it’s actually an unsafe structure and no-one knows if the building will (literally) stand up to the forces and stresses of another event. Quite simply you and your family are at risk. And on the financial front we only have to look at the New Zealand market’s reaction to the ownership appeal and the value erosion of the leaky buildings syndrome to understand the likely impact on future values of earthquake damaged homes having undergone non-compliant repairs. I know that many of you are running on

empty tanks – physically, psychologically, emotionally and financially, though the risks of not protecting yourself are huge. Don’t unknowingly be hoodwinked into something that’s not right and certainly don’t allow something that’s not legal. We cannot accept EQC and insurers simply focusing on their own outputs- it’s your reinstatement outcomes that are critical.

Design unveiled for new Lyttelton Tunnel control building “

The design for the new Lyttelton Tunnel Control Building has been unveiled. Designed by Wellington-based architects Architecture Lab, which has experience in designing similar facilities, the 310sqm building has strong horizontal forms that address the linear nature of the traffic movements through the Lyttelton Tunnel.

The original Lyttelton Tunnel Control Building, designed by the late Peter Beaven, was badly damaged by the Canterbury earthquakes, and demolished earlier this year under the Canterbury Earthquake Recovery Act 2011. The NZ Transport Agency’s Canterbury/West Coast State Highway Manager Colin Knaggs says the new building has been designed first and foremost as a purpose-built facility to manage the operation and maintenance of the Lyttelton Tunnel. It will be built closer to the tunnel, in an area at less risk from rockfall. “It is not intended that the building replicate the old structure but rather that is express some of the qualities of the original 1964 Peter Beaven-

designed building, such as the strong horizontal lines and the appearance of it floating.” Mr Knaggs says the new building is essentially three primary blocks, the largest dark grey-coloured block being partially clad with concrete panels to anchor it to the landscape. Dan Popham of Architecture Lab says this block has a colonnade of concrete columns along the access path reflecting some of the rhythm and building elements of the original tunnel control building, while also providing a degree of protection from any potential future rockfall. “The remaining two blocks adjacent to State Highway 74 are of a lighter weight construction with a cantilevered deck to the north and operator room to

the west giving the building a sense of floating. “The whole building is cut into the hillside and orientated to align with the existing landscape contours to minimise its impact and dominance on the state highway.” Mr Knaggs says the building will be constructed to 180 per cent of the Building Code to ensure it can continue to operate in the aftermath of any future earthquake. “The NZTA made the decision to have the original building demolished only

after it had completed a full investigation of all feasible options to repair it. The cost of repairing the building was $3.5 million more than building a new fit-for-purpose one.” Mr Knaggs says construction of the new $1.5 million building is expected to begin within the next couple of months and it is scheduled to be completed in time for Lyttelton Tunnel’s 50th anniversary celebrations in February next year. “The contract to build the new facility is out for tender. This is expected to be let early this month.”

Maximising your capital The Canterbury Rebuild has provided property owners with many opportunities. Realising the full potential of the land they own and being able to develop it further for potential investment, is becoming a common consideration. Survus Consultants office manager Reuben Frizzell says many of his clients are now choosing to further develop land where their homes once stood. “Often the clients’ homes were positioned such that they could never have considered subdividing and creating two properties. But what we are seeing now is that by re-positioning their dwelling location when rebuilding, many people are choosing to subdivide

their section into two or more lots.” Often the client will move into one home and then rent out the other. “They realise they can maximise their capital by subdividing their properties at their own cost,” he says. There has also been an increased demand for people looking for lifestyle blocks in rural areas – areas that were less affected during the events of the past few years. “The Hurunui District

Drawings or salary- what’s right for your business This is a frequently asked question but there is no simple answer, so here’s some guidelines as to what might work best for you. Drawings - with a shareholder salary declared at the end of the year based on company profits An advantage of this method is that the overall tax paid by the group can be minimised with a salary being declared based on the level of company profits.

Salary- with PAYE deducted The advantage is that you receive a regular tax

paid amount so you pay yourself the amount required to meet personal living expenses and feed and house your family – or whatever your personal situation might be.

A disadvantage is that the tax paid on a

shareholder salary is paid as provisional tax in three lump sums during the year which can make a dent in cashflow. The amount of provisional tax payable is normally based on the prior year’s income which may mean it can fluctuate quite dramatically from year to year and you may end up over-paying or under-paying when the profit results are not consistent from one year to the next. Building in city centres may force migration of workers The latest building consent figures released recently indicate the highest number of new homes and apartments consents in five years. Statistics New Zealand figures show 1,755 new homes and apartment consents were issued for April 2013, a 43 per cent increase on April 2012.

“While we like to see the consent figures rise, we have to be careful not to get carried away with the increase without appreciating the vagaries within it,” Quinn says.

The trend for the number of new houses and apartments has increased for 25 consecutive months from March 2011 when an historic low was reached and the level is now 61 per cent higher. RMBF CEO Warwick Quinn says that the overall result is certainly a positive one but we need to look below the national statistics to really understand what is going on. Quinn says the growth is being driven by Canterbury and Auckland and when one takes out 185 apartments in Otago and Wellington in April, the Canterbury and Auckland share of overall activity continues to grow (now over 50 per cent) while the rest of the country is quite flat.

better than they have previously been, but it is still very tough there with work hard to come by. He believes if activity doesn't pick up then migration for trades people to Canterbury and Auckland is likely.

Housing pressures in Auckland and Canterbury have been driving up property values for a while now. These are the only regions in New Zealand that have continuous rising prices which generates greater levels of building activity to meet a shortfall in supply. The rest of New Zealand has some property price increases with levels similar to what they were in 2008. While the increased level of work is welcomed overall, building activity is still quite low and coming off record low levels. “New Zealand should be building in the order of 20,000 to 25,000 new homes per annum to maintain its housing stock and population growth, and we have been well below those levels for the last five years,” he says. “While we will see more new residential consents issued again in 2013 it is not on the back of strong economy but in response to housing problems in our two biggest cities. There is some spare capacity but as the growth is not consistent a redistribution of that capacity will be needed to address this trend.”

Canterbury company invents fail-safe flashing system

Two Canterbury building industry veterans, Mike Anticich and Steve Hotton, deeply concerned about declining construction skills and practices particularly with regard to leaky building issues, decided to do something about it. While working as founder director of AA House Checks and as a registered building surveyor carrying out in-depth inspections on leaky buildings for the Government, Mike discovered that at least 50 per cent of leaks occur at the cladding on window or door junctions. Mike and Steve have solved that problem. Steve, a very experienced builder/designer, had for many years been concerned at the way buildings were constructed with scant regard for weathertightness. Both builders, one

with current practical skills in the work place and the other more concerned with building science and building failure investigation, collaborated to invent a fail-safe flashing system for aluminium windows and doors. In 2005, Mike and Steve founded Flashman Flashing Systems Ltd to market their patented, innovative complete window and door flashing system for aluminium windows and doors. Flashman is now marketed all over New Zealand by their local regional distributors who fabricate, install and

warrant these “best practice” products and systems. Until the invention of the Flashman System there had never been a specifically designed flashing system for aluminium windows despite being used in New Zealand for more than 40 years. Flashman was founded to create durable, aesthetically pleasing, cladding and flashing systems – to eliminate poor weathertightness issues in New Zealand buildings and to ensure users of Flashman products avoid the horrendous economic and personal costs suffered by owners of leaky buildings. The patented flashing system was designed to be used with virtually all cladding types. Weatherboard without the hassle The aesthetic of a weatherboard finish often comes with a downside – the ongoing need to maintain it to keep it looking pristine. People today are too busy to want to spend their precious spare time painting their houses or don’t want the costly maintenance associated with an investment property. Also the trend towards smaller sections often dictates that houses are built on more than one level and the concept of the DIY paint job becomes unrealistic. Nu-Wall is an extremely tough and durable extruded aluminium weatherboard system; which requires little maintenance and is guaranteed in normal use against rotting, rusting, cracking or distorting for 100 years. It is designed, developed and manufactured in New Zealand and is being used for construction projects throughout Australasia. Best of all, it can be relied upon to be weather-tight and to stay weather-tight for the lifetime of a building. Weatherboard claddings have certainly come back into favour in this country as a result of our experiences with other “modern” cladding materials and the part those have played in the area of weather-tightness. The large number of bungalows and villas surviving from the 1930s and earlier is testament to that. More

recently the devastation caused by the Canterbury earthquakes demonstrated the superior resilience of weatherboard claddings in seismic events. Weatherboards also offer little range of choice in their finished appearance. While some variety exists between the different styles this is quite minor and fundamentally they all offer a linear, horizontal look. While this look suits the bungalows and vlllas of the past, many houses built in the 1990s and early 2000s were not designed with such claddings in mind. Therefore when remedial work becomes necessary due to weathertightness issues, the original design intent can be compromised if weatherboards are used to re-clad. Nu-Wall on the other hand, offers all the benefits of a traditional weatherboard cladding in a modern low-maintenance cladding system with a wide range of styles to suit any house design. As far as repairs following the Canterbury earthquakes are concerned, the Nu-Wall system takes the fundamental qualities of a weatherboard cladding and improves upon them. Each Nu-Wall

Strict criteria for Red Zone residents seeking extensions Residential Red Zone residents who meet specific criteria will now be able to request an extension to the settlement date of their Crown offer by up to six months. This criteria has been in-part developed after the Canterbury Earthquake Recovery Authority hosted four Red Zone workshops for flat land property owners last month. At these sessions over 400 residents who are concerned about their ability to move out of the Red Zone were able to further discuss their specific circumstances with CERA staff. These workshops are a further step in the work CERA has done over the past two years to ensure Red Zone residents have all the information they need to make a decision about their future. That includes the hundreds of community meetings, individual meetings, mail outs and online video sessions created to distribute information to those who need it. CERA chief executive Roger Sutton says hearing more from the affected residents at the workshops has been helpful. “We have already been in contact with the majority of these people for a long time, so we have been aware of their concerns. However the workshops just gave us a chance to get more information about their situations, as no two cases are the same.” Mr Sutton says cases for an extension

That includes whether obstacles a property owner may have in settling are beyond their control, their particular health or age-related vulnerabilities, and the impact an extension may have on activities such as property clearances and infrastructure services. Letters are going out to affected Red Zone property owners to explain the case by case extensions, and information can be accessed on the CERA website www.cera.govt.nz. This includes information about services and support that may assist property owners to address the issues they are facing in meeting their settlement date. While requests for extension up to 31 January 2014 are being considered, property owners will need to continue to progress towards their originally agreed settlement date. Many people may only need to extend their settlement date out by a matter of weeks, while others will need longer. However Mr Sutton says the aim is to ensure people can move on as quickly as possible so that the clearance of the Red Zone areas can continue and a future use of the damaged land then determined.

This extension process only applies to owners of flat land property. Land in the Port Hills is still subject to a zoning review process and until decisions are made in regard to the overall zoning of land in that area, the potential for settlement extensions cannot be considered. Art installation in Avonside A previously empty Avonside section is hosting a new installation by Wellington-based visual artist Sian Torrington, in Christchurch Art Gallery’s latest Outer Spaces project. How you have held things, which will be presented at 49 Patten Street in Avonside until 12 July 2013, brings together a rich array of salvaged and reclaimed materials to create a remarkable site-specific installation for Christchurch. "My work usually employs existing structures to 'hang off', but for this project I have had to build my own, as have the many people who have built temporary structures and dwellings here in Christchurch since the earthquakes. “This speaks to a resilience and a resolute spirit that I have huge admiration for in the local response to disaster. I wanted to honour this by building something that observed the approaches people have used to hold

together buildings as well as their communities," Torrington says. The installation has four major elements to it: metal structures clad with weatherboards; a ‘floating floor’ made from tongue and groove; a bush walkway and a shed with a wallpapered interior. Torrington did a great deal of research before deciding to make a work in Christchurch, visiting the city numerous times and speaking to local people to learn about their experiences. She has been working on elements of the work for the past five months in her Wellington studio and travelled to Christchurch last week to complete the installation. The majority of the materials used have been supplied by Christchurch company,

But I have tried to make this work beautiful and hopeful.” Gallery deputy director Blair Jackson says he is pleased the gallery has been able to extend its Outer Spaces programme into Avonside, an area that has been especially hard-hit by the earthquakes. “We are very grateful to the owners of

New high performance centre for elite athletes The Apollo Projects Centre, a government-funded $3.5m purpose-built high performance training facility in Christchurch recently opened. The new centre includes a full-size netball court which is being used by the Canterbury Tactix for training, a high performance strength and conditioning gym, and a 40m long running straight where video analysis and electronic speed timing can be carried out. High Performance Sport New Zealand (HPSNZ) chief executive Alex Baumann says that with Canterbury’s high performance athletes now using the facility, the Apollo Projects Centre will be a vibrant training hub. “Our role at HPSNZ is to provide a one stop shop for elite athletes, so that we can support them to perform on the world stage. We provide financial investment, we employ specialists to work with athletes and coaches, and we operate a network of world-class high performance training facilities throughout the country,” he says. “I’m delighted that we now have this fantastic facility for Canterbury athletes to use. Elite athletes travelling in and out of Christchurch will also be able to train at the Apollo Projects Centre, and there are staff from a number of the sports we work closely with that are also based there.” Sport New Zealand Chief Executive Peter Miskimmin says that a unique feature of this high performance training centre is that some facilities, such as the netball court, will also be available for community use when not being used by elite athletes. He says that building the Apollo Projects Centre has been a collaborative effort. “The Government has been committed to providing a new training base for Canterbury athletes since QEII Park was taken out of action in 2011. When we saw what had happened at QEII, we knew we had to move quickly, which we have done in getting this new high performance training centre officially opened today.” The building is owned by Sport New Zealand but has been built on land

behalf of our Christchurch athletes,” says Kereyn Smith, Secretary General of the New Zealand Olympic Committee. Apollo Projects was engaged in 2012 to design and build the centre, and then also offered its support through a naming rights sponsorship. Apollo Projects Group CEO Paul Lloyd says his organisation has quite literally been involved in the project from the ground up when building the centre, and is delighted to be able to offer the naming rights sponsorship. “We’re really proud to be involved and to be able to support Canterbury’s elite athletes. This centre is something special.”

COMMERCIAL Surge of labour still to come “What we need is a number of major projects all to be going at once because we're still not as busy as has been predicted,” he says. Despite there not being a desperate shortage, there is still a lack of qualified tradesmen in Christchurch, so to try and combat that Craig and others from his company recently travelled to the United Kingdom to recruit staff. They attended an international job expo in London and Dublin which saw more than 500 people register their interest in working in Christchurch. “We're now working through the process of bringing many of them over to work for us.” Craig says that it took about three to six months for an applicant to begin working in New Zealand. “Basically we had to go over there in March to make sure we had enough staff on our books for when expected demand increased in September,” he says. AWF's process of recruitment includes reference and police checks, organising working visas and getting workers settled in the country – including providing temporary accommodation when they arrive. They are also given, assistance in setting up bank accounts and safety training before they start working. The company currently has three or four overseas workers arriving each month and

predicts this will double this spring. The decision to target the UK market first was because of the easy transition. “Their culture is similar to ours, there are not language barriers, and the standard of building and safety procedures are comparable to ours.” However if staff from the UK became more limited, AWF would continue to look at other markets in Asia and elsewhere to ensure it met the demand of companies requiring staff. Given that demand had remained steady, pressure on increased wage rates has remained sensible, but predicts wages to increase over the next 18 months. Using a recruitment agency provided many benefits for construction companies as they can “try before they buy”, Craig says. “They get to see if an employee fits with their company and gets on with the staff. It also allows a prospective employee to see if the company they are working for is one they would like to join on a longer term basis.” AWF is a publicly listed company which has a strong track record of revenue growth. It provides semi-skilled and skilled staff to all manner of industry in New Zealand, on both short and long term assignments. AWF employs both temporary and full time, permanent staff for placement.

Harmful mould in buildings The Canterbury earthquakes have caused widespread liquefaction. Silt gives rise to dampness and subsequent mould growth, which makes working and living environments unhealthy. Construction workers doing renovations, maintenance workers and those living in houses with mould are particularly at risk of toxic mould affects. Mould, fungi and some bacteria are found in moist, humid, damp and dark spaces. Mould reproduces by creating tiny spores that float through the air. Mould can be found where water has leaked into houses from damaged roofs and tiles, windows and gutters, and where wet silt has been in contact with house structures such as wooden floors, piles or where dampness has entered wall cavities.

The dangers of mould Moulds digest whatever they land on in order to survive. Mould eats away at materials such as woodframed buildings, affecting their structural integrity of the building. Moulds, in particular the greenish-black mould stachybotrys chartarum, can produce mycotoxins, which are toxic by-products. These toxins can slowly wear down the human immune system and can lead to allergic or respiratory problems. Not all moulds are harmful, but to be safe treat all moulds as potentially harmful. Indoor mould-related health affects depend on the mould type, length of exposure, and individual health status or sensitivity. Mould can cause a runny nose, eye irritation, cough, congestion, asthma aggravation and respiratory problems, headache, flu-like symptoms, fatigue, and skin rash and other allergic reactions.

When working around or removing mould it is important to wear appropriate PPE such as masks/respirators, long sleeved gloves, properly fitted goggles and protective clothing (ie. aprons, body suits).

It is impossible to eliminate mould entirely but mould growth levels can be minimised through the following controls:  Environment: Prevent condensation and wet spots by increasing surface temperatures through insulation, air circulation, or leak repairs. Use wet vacuums to remove accumulated water from floors, carpets, and hard surfaces. Remove rotten wood.

PPE Quick Tips:  Select PPE based on the type of substance/chemical

being handled  Employees must be trained in using particular PPE (such as respirators)  Manufacturer’s instructions must be read prior to use  All disposable PPE to be discarded properly.

 HVAC (Heating Ventilation and Air Conditioning):

Keep HVAC drip pans clean, flowing properly, and unobstructed. Have a competent person perform regular scheduled building/ HVAC inspections and maintenance.  Venting: Moisture arising from ‘wet rooms’ and

appliances must be vented outside.Building: Provide adequate drainage around buildings and slope the ground away from foundations. Repair plumbing and leaks in the building structure as soon as possible. Identify the cause of leaks and take preventive action to ensure they do not re-occur.  Cleaning: Mould can generally be removed from

nonporous, contaminated surfaces by wiping or scrubbing. Note: take care if you use biocide products, as while they are effective – they are highly toxic and may pose serious health affects to the occupants.
