Editor’s note Māori have a traditional explanation for earthquakes. When the sky God Ranginui was separated from his wife Papatūānuku, the Earth, his tears flooded the land. To protect them from each other’s sorrow, their sons resolved to turn their mother face downwards. However, the youngest, Rūaumoko was still at her breast and when she was turned, he fell to the world below. It is him – Rūaumoko – who creates the rumblings that disturb the land as he walks about on earth. It’s not an explanation which is much use for predicting when an earthquake will happen, but then modern theories don’t score so well either. Which underlines the importance of planning ahead. Some organisations were more resilient than others following the Christchurch quakes. Mayor Lianne Dalziel recently singled out the Canterbury District Health Board, Orion Energy and the University of Canterbury as examples of those who coped well with the disaster. “They stand out for having pre-existing plans, they each made a relatively seamless transition.” Among the failures she lists the Earthquake Commission and Christchurch City Council – the latter’s performance prompting her to run for Mayor. It was the organisations that attempted to move through the earthquakes and the aftermath on a “business as usual” basis which struggled to make sense of the way things changed around them, she said. “There's a need to constantly learn and change, to test new ideas and take them on board. You have to plug in to the natural responses and, where possible, make them work for you.” We’re constantly on the lookout for new ideas in the Metropol Canterbury Rebuild offices. After 17 years our sister publication Metropol is changing to A4 size. While we are all excited about this change, what’s most important is that it was prompted by those who are most important to us – our readers. We are catering to you, that’s why we’re here. ike thousands of Canterbury businesses and households, the Council’s financial position has been badly affected by the earthquakes. And our ability to plan with confidence for the future has been hampered by continued uncertainty about our insurance recoveries. At the same time that we are facing escalating earthquake-related costs, we are also experiencing declining rates revenue. But we have a healthy balance sheet and we have time on our side. We don’t cross the critical debt to revenue threshold until 2017. The KordaMentha and Cameron Partners reports have helped us understand the challenges we face, along with the need to revisit our priorities and ask searching questions about everything we do. We know we need to talk to government about the implications of the cost sharing agreement, which includes the repair of the horizontal infrastructure (pipes and roads), as well as the timing and eventual ownership of the anchor projects. Releasing capital from the city’s balance sheet is one of the ways I believe we could address the uncertainty around the city’s finances, as well as enable us to get on with rebuilding important community assets – pools, libraries and community centres are at the top of this list. Releasing capital is not the easy one-size-fits-all solution that some people suggest. There are options – selling individual assets that don’t have strategic value to the city is a different proposition from offering a share of the holding company (CCHL) to one or more strategic partners. The questions we need to answer as a city will vary according to the option under consideration. What are the trade-offs? Could we get a better rate of return from assets? What about the lost revenue if we sell? Who has effective control? What is the difference between a trading asset and a strategic asset? Who shares the city’s longterm strategic interests? Could we protect the city’s longterm interests with a right of first refusal provision? On the 4 September – the fourth anniversary of the first earthquake – we will start a preliminary engagement so we can discuss all these issues. I am confident we will find the right solution for our city.

try to get to Christchurch as often as I can and although I’m in town frequently, every time I’m struck by the pace of change in the central city. A lot is now happening within Christchurch’s four avenues. The Crown has almost $1 billion worth of projects underway, with work now well advanced on the Avon River Precinct, the Justice and Emergency Services complex, the Bus Interchange, and the public realm spaces of the North and East Frame. Perhaps less well known is the very large amount of private sector development underway or committed to the CBD. Since the earthquakes $679 million worth of building projects have been consented inside the four avenues. Among the buildings completed, or where ground has been broken, there is Forte Health and the Strange’s Building – both of which I had the honour of opening – the Grand Central office building, stages 1 and 2 of Cashel Square, the Knox Plaza, the Awly Building, and Anderson Lloyd House. Very soon The Triangle Centre shopping and office complex will be underway, as well as The Crossing car park, and the Vodafone Building. And notably work is now underway on the Retail Precinct. All this development is why property firm Colliers predicts that within three years around 10,000 people will be working within 300 metres of the retail precinct, rising to 15,000 within four years. The Government has unashamedly been a big part of that commitment, driving long term cost savings and efficiencies by choosing to co-locate around 1500 staff from 18 government agencies within four buildings in the CBD. In addition to this, Plenary Conventions NZ has formed as a consortium to deliver a convention, accommodation, hospitality and retail precinct on a scale befitting the rebuild of New Zealand’s second largest city and the tourism gateway to the South Island.

t's heartening to be able to point to more progress this month in the central city, with the announcement of the preferred developer and operator for the new Convention Centre Precinct. Together, Plenary Conventions NZ – a consortium of proven international infrastructure firm Plenary Group and experienced local firms Ngai Tahu Property and Carter Group – and international hotel and convention centre operator Accor, will enter into a master planning and development phase with the Crown for the project. I'm confident this will produce an exciting world-class facility that will put Christchurch on the map for the conference and convention market. The venue will be one of the jewels of the central city and have huge benefits for tourism in Canterbury and the South Island. Convention centres attract high spending professionals and capturing more of this high-value expenditure would be of considerable benefit to the wider Canterbury economy. It’s also been great to be able to kick off the public engagement process over the future use of the Waimakariri district's residential red zones. This amounts to approximately one square kilometre of land in Kaiapoi, Kairaki and Pines Beaches. A campaign called Canvas has been launched to give people the opportunity to put forward their ideas for the land most affected by the earthquakes. This will later be extended to the much larger residential red zoned areas of Christchurch. s significant building developments swing into action in central city Christchurch, retailers are turning their attention back to the new CBD. Post earthquake, retailers scattered throughout the suburbs, while a nucleus took space in Re:START container mall which was established in a bid to maintain interest and activity in the CBD. Re:START is doing a great job as a transition until permanent new builds are up and running. Now that several new projects are well and truly on the go, both national and international retailers are weighing up their options among the new developments. Further encouragement for them is the prediction that by 2017 there will be 15,000 office workers within 300 metres of the retail precinct – providing a captive audience. The retail precinct, which stretches along the Cashel Mall area through to High St, is dominated by four major developments. Cashel Square, on the former Shades Arcade and Whitcoulls site opposite Ballantynes, is attracting strong interest; The Terrace holds a prime spot, ANZ Centre (on the old Triangle Centre site) has excellent retail exposure as does The Crossing on the opposite corner of Cashel Mall and Colombo St. The new landscape will offer a far better shopping experience than previously. Retail will be concentrated in a pedestrian friendly area, with laneways, attractive public spaces and easy access. Boutique stores will marry with larger format, offering a superb blend of retail for a compelling shopping experience. And it’s not only existing retailers who are looking to the CBD. International brands are also using the opportunity to plan their debut in Christchurch. Headlines over the past year or so have focused on the big office tenants announcing their return to the CBD. We’re expecting the next year will see retailers committing to the CBD ready for the scheduled completion of major projects by the end of 2016.

here has been a significant change in activity around the Retail Precinct in the last month or so. The Terrace project has recommenced putting up the structural steel for the Oxford Terrace buildings. Nick Hunt’s Cashel Square development has now extended right through from Hereford Street to Cashel Street. This site now has a tower crane on it so this means an entire city block is now in build mode. Tim Glasson has announced his build of the full Triangle Centre site is about to commence and Leighs Construction have a contract for this work. Philip Carter has concluded a deal with the council over the crossing car park and also is about to start on The Crossing development. Shaun Stockman’s building east of the Crossing Development has now been completed and was officially opened last month. The Justice and new Bus Exchange developments are well underway so by the end of 2016 a major part of the retail precinct and anchor projects adjacent will be complete. This together with the substantial private office buildings being built along Cambridge Terrace means we are now seeing the CBD rebuild really gathering momentum. It has been a while coming but there is now a great level of rebuild activity actually happening and we are now starting to see our new CBD rebuild occurring. There has been a significant change in perception by property owners and developers. We are seeing a strong positive feeling emerging now in the rebuild of the CBD.

ven though we're now less than six weeks out from this year's General Election, Government agencies are still working on implementing new legislation. Currently we're in the middle of an extended Health and safety reform process that includes the passage of the proposed Health and Safety at Work Bill which is expected to come into force on 1 April 2015. This new legislation will see the establishment of a new regulatory agency, Worksafe NZ, new regulations and a number of other initiatives to improve workplace health and safety across New Zealand. As part of that work-stream, the Ministry of Business, Innovation and Employment (MBIE) are consulting on a framework of regulations to underpin the new Act and provide specific guidance on health and safety standards. This first stage of this process involved comment on a discussion paper as a basis for a framework of regulations for general workplace risk management, worker participation, work involving hazardous substances, work involving asbestos and major hazard facilities. Retail NZ's submission focused on the need for regulators to have due regard to the limited resources that most SME traders have to operate in this technical area and the need to balance risk against achievable outcomes. We'll be working with other industry bodies over the coming months to make sure that retailers big and small are aware of, and understand, their future health and safety obligations.

Online tool enhances rebuild T
he Forward Works Viewer tool developed to support and accelerate the rebuild of Canterbury has exceeded all expectations by generating more than $4 million in costsavings – a figure that is set to grow to more than $20 million in coming years. Planning for the rebuild of Canterbury requires high quality information about where things are – infrastructure like electricity and water pipelines, buildings, property boundaries, and land use and ownership. This locationbased information is an essential element of many earthquake-related recovery activities including communications, urban planning and traffic management. Agencies involved in the recovery need to combine and share this location-based information and although substantial progress has been made to increase their capacity, they have been constrained by the lack of a coordinated approach. The Viewer has been designed to facilitate the online sharing of information about current and planned horizontal infrastructure and built environment construction, repair and maintenance activities. By providing a single, integrated view
of forward works – with timeframes, locations, etc – by combining data from several different authoritative sources, the online portal results in better decisions and improved efficiencies. “The Viewer is a great example of how location information can benefit the people of Canterbury in real terms,” LINZ chief executive Peter Mersi says. “Since its launch in 2013, it has proven to be invaluable – enabling better coordination and planning of work, and helping rebuild agencies avoid costs caused by unforeseen variations and programme delays. “The more data in the system, the greater ability everyone has to plan ahead and coordinate activities. The Viewer will go from strength to strength, especially as private companies share more of their information – resulting in further benefits to the Canterbury rebuild.” The Viewer was developed in partnership between the agencies

coordinating the Canterbury rebuild: LINZ, the Stronger Christchurch Infrastructure Rebuild Team (SCIRT), Christchurch City Council (CCC), Christchurch Transport Operations Centre (CTOC), the Canterbury Earthquake Recovery Authority (CERA), and the Christchurch Central Development Unit (CCDU) – a part of CERA. “The Forward Works Viewer is a
