I am not a patient person, I am an instant gratification kind of gal, so when it comes to house building I am not only proving to be tested but also testing my husband. Once the section selection was complete and the sale of land signed off, then came the design of the spec home. It is hard enough designing a house for your own benefit let alone second guessing what the majority of the market may need. We hired someone who could design a house and provided them with our interpretation. We quickly were sent back a floor plan which we decided was a bit ordinary and so we allowed our wonderful designer to go at it carte blanche. This is where my patience was tested. I thought the next set of plans would be supplied in an equally quick turnaround. Instead it became a drawn out process of nagging, asking and a few false promises. As the designer just happens to be more than acquaintance of ours, this becomes difficult. It is hard to get the balance between friendly reminders and downright fury without compromising the whole project. What I have found is that if honesty is applied at the start of a project, then perhaps patience would be in more abundance. A simple “look we are really keen to do this but won’t be able to get to it for another couple of months”, would prevent frustration, stress and the use of a few blue words. So for all you tradesmen, architects, drainlayers, service providers, carpet layers, interior designers and indeed customers, honesty from both sides is integral to a good working relationship. There should be a motto for all – honesty prevents fury. Even if you get far down the line and so have tried to delay, stall and put off – perhaps a nice little apology followed by a true indication of timeframe will mean a working relationship is kept intact and word of mouth about a business remains positive. I might add the wait has been definitely worth it. The plan we have now received really does make the most of the section we have purchased and the square meterage (if there is even such a word) that we want to build. The lesson to be learned from all this is, in this time where everyone has high needs and wants, both patience and honesty are virtues not to be ignored. Karen Pasco

New breath of life The Italian designer who won the international Breathe – New Urban Village design competition were overcome with emotion at the award ceremony in Christchurch recently. he entry by Riccarton-based builders Holloway Team with architects Anselmi Attiani Architetura and engineers Cresco, both from Italy, was hailed by judges, including Grand Design’s Kevin McCloud, as well-designed and structurally innovative as well as affordable and sustainable. It was when Frederico Anselmi took to the stage to make his speech that the emotion overtook him. In a loose translation, by a New Zealand structural engineer, he expressed how his team had tried to make sure they earned the trust that Christchurch had given. “This experience has really made us feel accepted and close to Christchurch,” the translator said. Subject to finance, it is expected the winning entry will now be built on the corner of Madras and Gloucester streets opposite Latimer Square. The village will include 72 timber-clad dwellings combining medium rise apartment blocks with two and three storey housing. It will incorporate seismic resistance techniques known as Armidillo™, which is both earthquake resilient and offers a fast way of re-levelling and stabilising dwellings post-earthquake to allow reoccupation. The Pres-Lam construction technology, developed in New Zealand, is being considered as part of the light-weight, sustainable structural solution. Kevin McCloud also praised the efforts of everyone involved in the rebuild of Christchurch. Expecting to come and extol the virtues of other cities around the

T

world which had the opportunity to reshape their communities successfully, he was quick to say he would now be using Christchurch as an example to others. “When I came in 2011 it was a time when the community was still in crisis – administration was still grappling with the business of remediation. When I came two years ago I sense that there was a huge community voice. What I found today walking around is something magical.” He spoke of the portions of the city that had been reclaimed to show art and were now being used for alternative uses. Design, McCloud says, normally involved people only ever offering ideas based on what they had previously had or what they know. “When the people of the city (Christchurch) were asked what they wanted they responded with such enthusiasm, such belief. I see in motion a process that has resulted in this competition. If it works it will make Christchurch one of the most exciting places in the world.”

The 2013 Canterbury Architecture Awards, an official, peer-reviewed programme of the New Zealand Institute of Architects, were announced last month at the Air Force Museum in Wigram. The convenor of the awards jury, Christchurch architect Perry Royal, said the number of projects entered into the awards was significantly higher than in the past three years. “It seems we’re seeing the first wave of the Christchurch rebuild,” Royal

said, “and the good news from this year’s Canterbury Architecture Awards is that there is some excellent work being done by the region’s architects.” Royal said his jury, which included architects Leo Van Veenendaal and Hamish Shaw, Te Maire Tau from the University of Canterbury’s Ngai Tahu Research Centre, and architectural graduate Jenny Babonnick, took a rigorous approach to judging the awards entries. “I think my colleagues set the bar

quite high,” Royal said. “That’s appropriate, because people in Christchurch, especially, want to believe that quality architecture will replace the buildings we have lost.” Royal added that while the increased volume of commercial projects is heartening, heritage issues remain a big challenge in Christchurch. “Heritage is struggling to get a look in,” he said. “Often it seems work on older buildings that have survived the earthquakes is focused on retention,

rather than restoration. That’s understandable, because careful restoration is time-consuming and expensive, but it is important that our surviving architectural heritage gets the attention it deserves.” All winners of 2013 Canterbury Branch Architecture Awards are eligible for consideration for the top tier of the annual awards programme, the New Zealand Architecture Awards. A new era for Canterbury’s finest anterbury Aluminium recently sold a majority shareholding in the business to Ellison’s Aluminium, which hails from Otago, which has been managing the business since May 1. The group’s strong position in the South Island market means it can provide a wider range of products and services during this exciting rebuild time in Christchurch. “Our focus is building on the very good reputation Canterbury Aluminium enjoys by providing a service which is based on high quality and fast turnaround,” Canterbury Aluminium general manager Nick Cooke says. While other aluminium joinery businesses push out their lead times to builders and home owners, Canterbury Aluminium will be working very hard to reduce its lead times. With three manufacturing facilities within the group, Canterbury Aluminium is well positioned to take on more work and ensure those lead times remain short. “We are absolutely committed to ensuring our customers get their new aluminium windows and doors when they want them, how they want them every time,” says Nick. As the rebuild gains momentum developers, home owners and builders

A stalwart of aluminium joinery in Canterbury is under new ownership, has a new direction, and a very bright future.

C

will be focused on ensuring they don’t incur additional costs through slow supply. “Every day that a builder has to stand around waiting for windows because the supplier is late costs them money. We know that by supplying ‘on time every time’ our customers will reduce their costs, be more efficient and therefore more competitive in a market that is making increasing demands on the building industry,” says Nick. High on the priority list for Canterbury Aluminium is the health and safety of its employees and those with

whom they work. This commitment goes hand-in-hand with their quality and environmental protection measures, all of which make up the integrated management system they are currently introducing. Environmentally concerned customers can choose from a range of products which save on energy through specialised glazing and thermally insulated joinery. Canterbury Aluminium is justifiably proud of its reputation in the replacement joinery sector.

Changes speed up land repairs Canterbury Earthquake Recovery Minister Gerry Brownlee has approved amendments to four regulatory plans to ensure some earthquake land repair processes no longer require resource consent.

Consent processes through holidays Christchurch City Council will continue to process consents over the Christmas – New Year period.

The changes have been made using the special legislative powers of the Canterbury Earthquake Recovery Act 2011 and apply immediately in order to help earthquake-related land repairs to progress more quickly. They apply to the Christchurch City Plan, the Natural Resources Regional Plan, the proposed Land and Water Regional Plan and the Waimakariri River Regional Plan, affecting flat land properties across greater Christchurch. Mr Brownlee says using the CER Act reduces costs and delays for property owners and will help the Christchurch City Council and Environment Canterbury streamline their consenting processes. “This is in relation to small scale repair work covering a range of activities that includes repairs to undulating land, localised ponding, land cracking, and lateral spreading,” Mr Brownlee says. “However standards must still be met to manage any environmental effects of undertaking the repairs. “Changing the thresholds and standards will mean many property owners will be able to get on with their repairs without resource consent and that will help people to move on as quickly as possible.” Land repair works on properties in the Port Hills and Banks Peninsula are not covered by these amendments. The Christchurch City Council website outlines the details for property owners at www.ccc.govt.nz/landrepair

Christchurch City Council will continue to process consents over the Christmas – New Year period. Crown Manager Doug Martin says that this is in response to the huge demand for building consents. “This is another part of our current package to help stabilise demand for building consents. It is a practical step that the current rebuild environment requires. There will be a processing team on board except for statutory holidays and reflects the commitment to get the job done. “I would encourage any customers submitting an application during this period to be aware that we are looking for quality building consent applications – we will not be accepting incomplete or technically inaccurate applications. Staff time is spent most effectively on processing building consent applications which make the grade.” It is standard practice from Building Consent Authorities across New Zealand to stop processing building consent applications for a period over the Christmas – New Year period. The decision means that at least another 11 processing days are added to the Council’s building consent processing calendar compared to previous years.

Land purchase for major project almost realised Last week, Canterbury Earthquake Recovery Minister Gerry Brownlee, announced that agreements were in place for 91 per cent of the total land required for the Justice and Emergency Precinct, the largest multiagency government project in New Zealand’s history and one of the first times an undertaking of this size has been tried anywhere in the world.

Architectural and urban design consultants are currently being sought to assist the CCDU in producing a Retail Precinct Plan that provides the best possible environment for private sector development. A stakeholder group will be formed to work with the CCDU and its consultants as the plan is developed. The consultants will also work with landowners and developers in the south west end of the Precinct to produce a concept design specifically for that area. And finally, since my last column, CCDU has appointed global consultancy firm Davis Langdon to manage the project management and quantity surveying services for the Metro Sports Facility and multidisciplinary design consultancy services are now being called for the Bus Interchange. Insurance broker services are also being sought across all the Anchor Projects with the aim of ensuring all insurance programmes are managed efficiently and effectively.

he Smarter Small Home is built on a modular system (not to be confused with kitset or prefabricated – all homes are built on site in the traditional manner). Being modular means that we are able to maximize efficiencies and reduce waste by 80% of a standard build. Those savings are passed directly onto the home owner. The other great concept of this is that you can design your own home using the modular system. We have these modules available and are happy to show these to you, enabling us to truly understand what it is you are looking for in your new home. Hospital contract advertised next year The main contract for construction of the Christchurch Hospital redevelopment will be advertised in the first six months of 2014. his is to ensure that companies are given early warning of the project and it can be completed as quickly and cost effectively as possible. “We’re looking to seek Expressions of Interest in the second quarter of next year, with a shortlist to be developed by the end of June,” Hospitals Redevelopment Partnership Group (HRPG) spokesman and Canterbury District Health Board chair Bruce Matheson says. Consultants were appointed to design and project-manage the Christchurch Hospital Redevelopment in July this year. With a $650 million plus budget, the redevelopment of Christchurch and Burwood Hospitals is the largest ever health-related building project in New Zealand. The main contractor for the Burwood Hospital project will be selected this year. Contractors for this work have been shortlisted and will be including

T

the pricing for their work and that of subcontractors in their responses at the end of the month, Mr Matheson said. “The team that wins the Burwood contract won’t be exempt from also applying to work on Christchurch Hospital but we will be looking closely at the capacity of all companies to complete these major pieces of work on time and to budget,” he said. There will be an overlap of nine months in 2015, when work at Burwood Hospital is being completed and construction starts at Christchurch Hospital. This year, preparatory work is being done prior to construction of Burwood’s new state of the art facility for older people. This includes demolishing a number of old or earthquake-damaged buildings on the health campus; preparing the building platform; creating a new carpark; and setting up a temporary entrance and reception area for patients and visitors.

With a $650 million plus budget, the redevelopment of Christchurch and Burwood Hospitals is the largest ever health-related building project in New Zealand. Construction of the new 230-bed facility will begin in early 2014 and will be finished in stages from mid to late 2015. Next year, similar enabling work will be done at Christchurch Hospital to prepare for its new acute services wing, which will include additional operating theatres and inpatient beds, a helipad,

an extended intensive care unit, a new Emergency Department, Assessment Units, and Radiology Department, including services for children. This project is set for completion in early 2018.

ortacom Building Solutions has confirmed the Stayover on Madras village will open on Madras Street by mid-2014. The village, which already has resource consent approvals, will provide high-quality managed accommodation facilities for Christchurch workers for at least the next eight years. The confirmed investment into the redevelopment of the city, is one of many projects Portacom Building Solutions has carried out in the region since the earthquakes struck. Portacom Building Solutions South Island manager Phil Botting said the need for adequate accommodation in the region was a pressing issue for major construction companies and support services associated with the rebuild of the city. “Stayover on Madras will be based near surrounding redevelopment sites and offer fully-serviced worker accommodation with all the comforts of

home including en suite rooms, full meal service and recreational facilities," Mr Botting said. The Stayover village is a concept established by Portacom Building Solution's sister company, Australian modular company Ausco Modular and is designed and operated using bestpractice concepts from the hotel and hospitality industries, including sustainable build and management practices. Ausco Modular general manager strategic development Roger Bradford says the company’s Stayover model was well established through its membership of the global modular group, Algeco Scotsman. “We collectively own and operate over 8000 rooms in villages located across the globe. The Stayover brand has been a local success story in Australia since 2008, where our nine villages cater to millions of corporate clients each year,” Mr Bradford said. "It really is a natural extension for the

business and one that we think will drive some great outcomes for the broader Christchurch community. “We are proud to be bringing the Stayover model to New Zealand and providing much-needed worker accommodation to the region as it rebuilds the city.” Construction of the Stayover on

Madras village will provide little disruption to the surrounding area as much of the works will occur offsite. Portacom Building Solutions intends to engage the services of local trades and labour wherever possible for the installation and fit out, and to assist with the village’s ongoing operation and management.

What successful owners have in common with a rugby halfback Three weeks ago I was discussing a problem a business owner had. Let’s call him George. eorge has a small and rapidly growing construction company. He has some 25 staff and a lot of projects on the go with an endless stream of new enquiries. He is a builder from the old school, having run his company for some 30-odd years and built an enviable reputation around Canterbury as being honest, sincere and most importantly, a jolly good tradesman. George was everywhere, ordering materials, arriving on sites to sort out problems, being the HR guy (he couldn’t stand that), meeting and greeting new clients and keeping existing clients up to date with their projects. Then, in the evening, he would be up until midnight costing and quoting. This was George’s problem – he was heading for burn-out. He’d never experienced a constant, never-ending stream of new work that just had to be done. He could remember other boom periods but nothing like this one. I talked to him for a while and during the conversation I saw he had a mangled ear so I asked if he had played rugby. He said yes, it turned out he’d played provincial rugby for several years.

I love using sporting metaphors to help convey a viewpoint so I asked, “What important roles does a halfback play in harnessing the power of the forwards to enable the ball to be distributed to the backs?” He then spent the next 15 minutes telling me about the strengths and weaknesses of every All Black half back since Sid Going. When he slowed down I said, “you remind me of a very skilled halfback that is not able to harness his forwards and distribute the ball to his backs because the number on your back changes from 9 to 7, then to 8 then to 4, then to 2, then to 10, 12 and even 15 – and probably every other number as well”. I went on to say that his team would never be successful unless everyone had a clear job description (the right number on his jersey) and that George had to remember he was a number 9 – he could not possibly do everyone’s job for them. He stopped in his tracks and said, “That’s the best and clearest business advice I’ve ever been given!” The next moment he stood up, shook my hand and said, “I’m outta here. Got things to plan rather than things to do! I’ll ring you tomorrow and tell you who’s wearing what jersey!” He did phone me the next morning. He’d been up until 1am but said that

“What important roles does a halfback play in harnessing the power of the forwards to enable the ball to be distributed to the backs?” won’t happen again. George asked if I’d sit down and help him plan who wears what jersey and what skill set is required for each position in his company. I’ll finish with this question. Are you the halfback trying to do everyone’s job? Is that why you are overwhelmed? Think about this metaphor and get your team wearing the right jerseys.

Finishing touches a reflection of style A house is the sum of its many parts – each element as important as the next. To create an environment that is cohesive, functional and inviting demands careful consideration of these elements – not one detail can be taken for granted. rovista Balustrade Systems Canterbury is a company dedicated to detail – its range of balustrades and pool fencing is second to none, and it prides itself on being a specialist in the design, fabrication and installation of quality systems. Operating as part of a nationwide franchise group, the business has been serving the Canterbury market for five years, and is spearheaded by Rex Small – an industry veteran with 25 years experience as a sheet metal engineer. Working from home, Rex has found a way to keep overheads down and therefore maximise the cost saving opportunities for his customers. The company offers solutions that are a marriage of practical functionality and modern style. Options have evolved to meet

Wetland park will beautify inner city

Boost to tourism recovery

Community-based trust Greening the Rubble has started work on a new mini park in the Eastern Frame, which will see a piece of wetland restored to the central city. he new park is on the corner of Madras and Armagh, close to the site of Breathe urban village and the Margaret Mahy Amazing Playground, and is walking distance north of their Nature Play Park (on the corner of Hereford Street and Latimer Site of the new Wetland Park Square). The new Greening the Rubble park features an artesian water flow, which will support a distinctive wetland of Canterbury native plants, designed by locally-resident landscape architect Di Lucas. Ground preparations began this month, with excavator sponsored by Hirepool and site negotiated from the Crown by Life in Vacant Spaces Trust. “Some native reeds and sedges, that self-introduced to the site, have been protected from the excavator and will be joined by hundreds more from our supporting plant

T

nurseries,” says Greening the Rubble trustee Rhys Taylor. “Former site user Two Degrees Mobile has helped us with sponsorship to buy plants. These will go in during November, once Nature Play Park is finished, which Nature Play Park should be at the end of this week.” Nature Play Park is a joint project between the trust and Department of Conservation, on Latimer Square, and features a replica braided river and several Canterbury natural habitats in miniature, plus an information hut (second photo attached). Christchurch City Council and many local businesses have supported this ambitious landscape project, including: Ardex, City Care, Central Fencing, Fulton Hogan, Hilary Wetton, Hynds, Placemakers, ReadyLawn, Tree Tech and WaterForce.

hristchurch and Canterbury Tourism has welcomed the announcement of a funding package to support the ongoing recovery of the tourism sector in Christchurch and the wider Canterbury region.

C

Associate Tourism Minister Chris Tremain recently announced $764,000 will be provided to the Canterbury Tourism Partnership by the Ministry of Business, Innovation and Employment (MBIE). The Christchurch City Council and Christchurch Airport will also be contributing $500,000 each to the partnership. Christchurch and Canterbury Tourism chief executive Tim Hunter says the funding is enormously important and will provide a significant boost to new marketing programmes to bring visitors back to Christchurch. “We acknowledge the huge benefits for the industry from the support of all three partners. This further funding enables us to maintain momentum with a number of very important recovery initiatives,” he says.

Fully guaranteed building service W

hyte Construction is one of the leading construction companies in Canterbury. It has been in operation for over 17 years and has earned an enviable reputation for consistent client satisfaction. What does this company offer that makes it successful and that ensures return business from many clients?

“We have an established, transparent and credible history as licensed builders,” says Dave Whyte, Managing Director of Whyte Construction. “That is an extremely important criterion for people to know when they are selecting a builder for their project. Our trade qualified and Licenced Building Practitioner team has significant experience in residential and commercial projects in Christchurch and New Zealand.” An added safeguard and reassurance for clients is the fact that Whyte Construction is a member of the Certified Builders' Association. The company therefore offers a fully guaranteed building service on new

residential dwellings in both architectural and standard designs, ranging from a one of a kind dream home through to multi-level and multi-unit complexes. “This ensures complete peace of mind for our clients – and in addition, new home owners are covered by the 10-year Homefirst Builders' Guarantee of quality workmanship.” Whyte Construction offers a full design and build service, involving not only architectural designers, but engineering expertise as well, should this be required. “Bring any building issue to us and we will find a solution. We embrace the latest technologies, materials and building techniques.” In this respect Whyte Construction are well-aware that the damage caused during the earthquakes by heavy claddings has triggered a change in focus towards features such as lightweight cladding and roofing with improved durability and seismic resistance. They have a number of sections available at Pegasus Town that can be purchased as a section or they can work with you to design and build your new home. Several of these sections are on the edge of the Mapleham Golf Course, a desirable location if you enjoy golfing. With Pegasus Town infrastructure moving ahead rapidly, now's the time to secure your piece of paradise. Earthquake repairs are also a big part of their workload. Rick Jones, General Manager, notes, “Repairs and rebuilds in the hill suburbs and on TC3 land require a real depth of building knowledge. We have that and will work with clients on the best-fit materials for their repair or rebuild to ensure

Leading technology reduces occupancy costs Victoria St is at the forefront of progress when it comes to the rebuild of the city. The building currently under consutruction at 51 Victoria St is leading from the front and will provide tenants with both a safer work environment and reduced ocupancy costs with its innovative construction and the latest technology. The property, which is situated opposite the Christchurch Casino, will house a mix of hospitality venues and professional office firms. The building is being constructed by Christchurch couple David and Anna Abbott, who have owned the property since 2002. The couple lost the original property in the Canterbury earthquakes and decided to redevelop the site. Howard Buchanan, head of NAI Harcourts and the property manager for the building, congratulated the Abbott’s on their decision. “It’s a massive call and not for the faint hearted,” says Buchanan. Abbott engaged the services of professional project managers, Priority Projects who have teamed up with Aurecon Engineers and John McMillan Builders to deliver this engineering masterpiece. “We have a truly great team on the job here, they’ve understood exactly what it is we are

trying to achieve and their experience is showing through with the project being under budget and ahead of schedule,” says Abbott. A key feature that sets this building apart from other developments is the base isolation foundation system. Usually reserved for hospitals and government buildings, it's an extremely high tech system that makes the building exceptionally resilient to earthquake damage. It actively absorbs energy from any ground movement and has been proven to be one of the best systems for reducing the impacts of earthquakes on buildings. This system along with the lightweight steel frame will provide occupants with a safer work environment and reduced insurance premiums. The latest HVAC system is also being installed that has a heat recovery function, making it more efficient at heating and cooling, thus reducing running costs. NAI Harcourts leasing agent James Stringer says the technological features result in lower operating expenses (opex) for the tenants. “In a market that's seeing opex climb above $100 per sqm, this building will sit well below

that. The rental rate for the remaining office space is $375 per sqm net which along with the lower opex puts this building as one of the most economical and safest new builds to occupy in town.” The foundations are now completed and the steel frame is being erected. Completion date is scheduled for June/July next year. The retail space is fully leased and there is approx 800sqm of office space remaining over one and

a half levels. Onsite parking is available as is naming rights.“We are excited to see the next stage of construction. It's a simple yet striking building but it's real secret is the collaboration between the design and engineering resulting is efficient space that is visibly unobstructed. It doesn't have large steel girders covering the windows or large numbers of columns that some buildings require, this really is a building built for the future,” says James.

Military precision and attention to detail The army is an institution of discpline – it breeds courage and determination, and refines skill and agility.

A

military background gifted Christchurch builder Philip Good with these qualities and his business, Goodlife Homes, has been the fortunate beneficiary of these traits. Today the company is punching above its weight in the Canterbury recovery effort and is commanding attention left, right, and centre in the residental sector. Philip led a small, albeit mighty, two-man band prior to September 2011, but the havoc wreaked on Canterbury by Mother Nature demanded something a little mightier. And so it was – Goodlife Homes hit the market running as a team of eight, and never looked back. The team today includes qualified carpenters, licensed building practitioners, two in-house plasterers, and an office manager. The combined experience of everyone in the business totals more than 75 years. Accredited with Fletcher EQR and for work with Arrow International, Goodlife Homes’ modus operandi is to provide a range of building services from home renovations and EQC repairs through to new home building. Its portfolio includes building extensions, character renovations, earthquake repairs, new kitchens and bathrooms, interior renovations and new home builds. Philip says a niche for the business lies in its

ability to build modern homes with architectural flair. “We work closely with Christchurch architects to get the design right – we have a particularly strong relationship with Bespoke Architecture, and we work to build dynamic properties within a workable price range for our customers. “All our staff hold LBP licenses in carpentry and we also have one for plastering. It is important to us that we introduce lateral thinking and the highest level of professionalism and skill into every job we do.” A significant project for the team involved the construction of a two-storey residence with a unique design in Dyers Pass, Cashmere. The building has been cut into the hillside so it is complementary to the landscape, is built on a RibRaft foundation slab, and features a concrete mid-floor. The house has significant rental potential and boasts expansive living with four bedrooms, two kitchens and separate upstairs and downstairs living options. By any measure, the company is certainly fulfilling the merits of its title and taking the Canterbury housing market by storm one innovative rebuild and repair at a time with 61 earthquake repairs completed to date.

SCIRT wins supreme award SCIRT’s contribution to the Canterbury rebuild received official recognition at the Champion Canterbury Business Awards last month.

T

he Stronger Christchurch Infrastructure Rebuild Team (SCIRT) won not only the Infrastructure award but also the Press Supreme award for medium to large businesses. Mark Ford, SCIRT’s chair, client governance group, emphasised the teams which had come together to drive the city’s horizontal rebuild machine. The SCIRT alliance’s core infrastructure rebuild work is a partnership between central government through CERA and the New Zealand Transport Agency and local government through the Christchurch City Council. Five delivery teams are carrying out the work in the streets and around the Port Hills - City Care, Downer, Fletcher Construction, Fulton Hogan and McConnell Dowell. Within the design hub, more than 25 organisations are represented. It was good to get the recognition from business that the alliance was delivering to its five-year time frame, he said. “This is a complex project which requires an ongoing commitment to working with communities, getting their

26 November 2013 Canterbury Rebuild

buy-in and delivering on time. The intensity of work sites is only going to increase in the central city in particular, so it’s important in the third year of work to have some recognition of what is happening on an unprecedented scale in New Zealand. The awards help raise the importance of the urgent need for resilient core services.” Steve Hart, acting general manager, SCIRT, noted the way the alliance had brought together engineers from companies that would normally be in competition to share ideas and innovative practices for the good of Christchurch. “The same is happening at delivery level with our teams sharing what they are learning as they go and collaborating to reduce delays and get businesses and neighbourhoods freed up from road works as soon as possible. “It is a great morale booster for the team to have their efforts recognised, particularly with the Supreme award which recognises the ongoing aim of SCIRT’s teams to work strategically and co-operatively for the good of this city and its people.”

Delivering to customers and the community It can be a dog eat dog world in the commercial sector with not much of a feel good factor involved with the way people do business.

hat’s certainly not the case with Property Maximisers – a company that prides itself on having a strong philanthropic backbone, as well as the ability to consistently deliver excellence to its customers. Established in 2002, the company has grown significantly since inception and today is made up of approximately

T

35 staff, a fleet of 15 vehicles, and a large office space designed to foster a strong “family culture”. Property Maximisers specialises in light commercial and residential projects, earthquake repairs, renovations and strengthening, historic buildings, building, house levelling, plastering, painting, tiling and joinery.

It is the brainchild of Richard Foot who runs the business with the same level of commitment he dedicated to the Canterbury community following the earthquakes – a commitment he is still demonstrating in fact. Richard was the recipient of the Bob Parker Mayoral Award for his philanthropy after the quakes. He watered some 250,000 people with his own artesian well and helped a bakery without insurance get back on its feet with a free rebuild and refit. It’s a business that operates with strong professional principles – a paradox to the cutting corners mentality that often goes hand in hand with modern commercial markets. “We have grown from a small team of only three staff and one truck prior to the earthquake. Today, we have a very low staff turnover and are able to deliver a very high standard of work because of our expertise – four of our staff are Gold Site Safe supervisors. “We hire staff with a real focus on personality and skill to ensure we get

the right team fit.” Having an outstanding reputation has also served the business well. It works closely with Fletcher EQR and local insurances companies in the residential repair and rebuild programme, and is progressively diversifying its commercial portfolio. “A major milestone for us was purchasing and relocating to this new site, which has facilitated and accommodated our growth. We have placed a lot of emphasis on the infrastructure in the office because it’s key for us to have a strong back office. “We are always looking for opportunities outside of the immediate building industry and as part of the earthquake recovery, we have also worked on churches and schools.” The future will be dedicated to more of the same – building robust relationships predicated on trust, and continuing to expand its skillset in anticipation of further growth and new commercial challenges.

A day in the life... I

By John Wright, Harcourts Ilam 2

The countdown to the holiday period has begun in earnest and there seems no shortage of families wanting to be in new school zones, people relocating to take up new career opportunities and those simply done with renting and wanting to be settled in a new home by Christmas. This all adds up to large numbers of visitors to our open homes.

confess I began too early - writing screeds about the enormous benefits to the whole country that would arise from the America’s Cup win. I apologise, I tempted fait. For my penance I had to re-write my entire article. Thankfully we have all moved on. I mentioned some months ago how we were seeing more investors entering the market. I would estimate that some of the houses I have marketed recently – admittedly close to the university; have seen ratios of 80 per cent investor buyers to 20 per cent families wanting a new home. I had a tricky situation arise (on two occasions) lately. A certain brokerbased insurance company will only guarantee cover to a new purchaser (in Christchurch) for 30 days prior to settlement. Tenanted properties require notice of 42 days from sale date, to be given to the tenants. This leaves a period of time when the new purchasers cannot move into their newly acquired homes if the tenant stays for the whole notice period. Delayed settlement is not an option because of the risk of not getting cover

should another significant event occur. Unnecessary stress really, when other companies like AMI allow 56 days. I am pleased to say that I am again seeing more parents at my open homes carrying babies – new born through to 12 months or so. I do enjoy watching the effect a wee one has on a room full of adults as they go about the serious business of viewing a house. Moods change and everyone smiles. Remember to ask your potential new lender about their policy with regard to the assistance they are willing and able to provide during times of ‘hardship’. Some banks have better policies than others and it is better to know where you stand before you take out a loan rather than when you or your partner

have been made redundant and you are struggling to make mortgage payments. Phone: 351 3002, john.wright@harcourts.co.nz or visit www.harcourts.co.nz/Offices

Canterbury residential values continue to rise The latest monthly property value index that nationwide residential values for September have increased 8.4% over the past year, and 2.6% over the past three months, and so are now 9.2% above the previous market peak of late 2007. When adjusted for inflation the nationwide annual increase drops a little to 7.7% and values remain below the 2007 peak by 4.9%. The Auckland market has increased 13.6% year on year and values are 21.3% above the previous peak. When adjusted for inflation values are up 12.9% over the past year and are only 5.6% above the 2007 peak. QV.co.nz research director Jonno Ingerson says nation wide values continue to rise, driven primarily by Auckland and Canterbury where high demand and short supply are pushing prices up. “Most of the rest of the main cities and provincial towns are also increasing but at a much more modest rate. “The LVR caps just applied by the Reserve Bank are intended to help slow

down the rapid increase in values by limiting loans to people with a low deposit. This will take some time to fully impact the market as the main banks had a large number of pre-approved loan applications in the pipeline. This is likely to cause a short term flurry in activity as people rush to secure a property before their pre-approval expires.”

“While the LVR caps may have an impact on first home buyers with limited deposits, it is likely to have little impact on other buyers. What remains to be seen is whether the overall activity and price levels in the market are affected, particularly in areas with more affordable properties.” Christchurch values are significantly above this time last year. Values are

now 10.8% above last year and 2.2% up over the past three months. Apart from Banks Peninsula, which is down 6.5% over the past three months, the smallest increase is in the east, up only 0.5%. In contrast, the Southwest area still has the highest increase at 3.6%. Dunedin is continuing to slow, with values static for the last 6 months and as a result only 1.8% above last year. Values across Auckland are still increasing strongly, with Waitakere leading the way. Whilst most areas have seen a 3 to 4% increase over the past three months, Waitakere City has jumped significantly with a 5.4% rise. Overall, values across Auckland are 13.6% above last year, with Waitakere up 16.9%, North Shore 15.1% and old Auckland City 14.4%. Values across the Wellington area have continued their slow increase up 2.9% over the past year. In the South Island, Kaikoura, Westland, Timaru and MacKenzie have all seen some strong increases over the past three months, with Westland the highest at 7.7%. Southland, Gore and Invercargill are still struggling, with Gore seeing the largest decrease at 3.3%.

Low carbon footprint wastewater solution An innovative, cost-effective and environmentally-friendly wastewater treatment system could prove the answer for many in the Christchurch and Canterbury region.

T

he Advanced Enviro-Septic® (AES) purifies wastewater using a natural bacterial process within system pipes, treating effluent to advanced secondary quality, before passively dispersing it into the soil. It is effective, nonmechanical and does not use pressure distribution. As there are no electrical components or moving parts there is no on-going maintenance required with an AES system, other than the usual periodic emptying of the septic tank. This gives it one of the lowest carbon footprints in the wastewater treatment industry. “The AES system is considerably more cost-effective to purchase and maintain than current conventional mechanical systems,” says Dick Lamb of Environment Technology, the sole distributors of AES in New Zealand. “Installations use a majority of locally-

sourced, low-embodied energy materials with minimal transport requirements, plus the lightweight AES components are very easy to handle and transport. It requires only a locallysourced standard septic tank and sand materials. The durable components last indefinitely and come with a 20 year guarantee against manufacturing defects.” It produces very high quality effluent which minimises the risk of groundwater contamination. The treatment process requires no external energy input, and the components are made with

significant quantities of recycled plastic. Pipes are flexible to allow adaption to any site shape – straight or curved, and can incorporate multi-level configurations. The wastewater treatment system performs with high capacity in areas of limited space and facilitates quick start-up after periods of non-use. Pipes provide a large surface area for aerobic bacterial activity within the pipes which allows for protection of the outer pipe layers and receiving surfaces so they remain permeable. An average three bedroom household produces around 1000 litres of wastewater per day. AES systems are easily adapted to small or larger wastewater flows and have been used in designs from 400 litres per day and, to date, up to 198,000 litres per day in a municipal application. One such larger scale application is the installation at Blodgett Landing in the town of Newbury, New Hampshire, US. The existing sand filtration beds were upgraded to AES beds in 2011. In August this year, when the plant renewed its license, the required testing interval was increased as the testing regime for the previous two years had produced consistent and high quality results. “In order to help new designers and installers familiarise themselves with the basic procedures, a certification course has been developed,” says Lamb. “Certified Drainlayers will need to complete this certification course if they wish to install or design Advanced Enviro-Septic® systems.” AES is adaptable to virtually any residential or commercial application and can be retro-fitted to existing septic tanks as an upgrade or if the existing disposal field has failed.

“The AES system is considerably more costeffective to purchase and maintain than current conventional mechanical systems,” Dick Lamb - Environment Technology

WOMEN IN CONSTRUCTION The Christchurch rebuild was initially perceived as a male dominated domain, but increasingly women are stepping up and joining the group of influential people who are shaping the future of this city. Canterbury Rebuild is proud to introduce you to some of the talented women who are bringing strength, balance, tenacity and their unique skills to the rebuild environment…

Helen Peters - KPMG Director Helen recently joined our Christchurch office from Wellington and is a member of KPMG’s national property team. Over the past 12 years Helen has acted for a number of clients in the property and construction sectors and provides practical and commercial advice on all aspects of tax. She is also a pretty active person, having completed the Coast to Coast a number of times and is currently training for the New Zealand Ironman competition in March 2014. Helen is currently seeing a number of issues arise in the Christchurch market regarding the tax treatment of earthquake insurance proceeds, leasing equipment and employing contractors from offshore, earthquake strengthening costs and the categorisation of building fit-out. She is also working with a number

HELEN

of local construction companies regarding the taxation of construction contracts. “At KPMG, we are proud of the contribution we make to the future prosperity of New Zealand. We passionately believe that the flow-on effect of our work in helping fuel the prosperity of our clients significantly contributes to ensuring Christchurch and, ultimately, our country and all New Zealanders will enjoy a more prosperous future. “More importantly we are all business people, not just accountants. Recently our team hit the streets providing cupcakes to rebuild workers to reinforce the appreciation Canterbury has for the work they are doing.”

Astrid Andersen - ADNZ Astrid Andersen has held senior management roles in a range of sectors for many years and has been GM of Architectural Designers NZ (ADNZ) since early 2010. She leads a fantastic team that is based in Christchurch, and that is dedicated to providing sound support to more than 370 members. As a relative newby to the design and construction sector I noticed early on that women aren’t represented in large numbers. A key project for me has been removing some of the barriers that deter women from continuing their involvement with professional bodies such as ours. Though men still largely outweigh women in the number of memberships, ADNZ is committed to being flexible to the

ASTRID

needs of our female architectural designers in order to make it easy for them to maintain their membership while on parental leave and to re-enter the sector. We have changed the times of professional development events and membership activities so they largely happen in office hours and made CPD available online so it’s easier for parents to participate. We also offer a comprehensive parental leave package for all members. ADNZ also offers members the chance to socialise and establish working relationships with others in the industry. This can be invaluable, particularly if you are a sole or small practice operator where there can be a lack of external learning and networking opportunities.

Natural Environment Recovery programme underway Environment Canterbury has adopted the Natural Environment Recovery Programme for greater Christchurch. hair of Commissioners Dame Margaret Bazley says the programme ensures rehabilitation of the natural environment following the earthquakes. “This is very important for the future wellbeing of all Cantabrians - our natural environment is a fundamental part of our shared heritage and culture,” Dame Margaret said. “Many of us choose to live in or near Christchurch because we appreciate and value the natural environment - the rivers, the beaches and harbours, the forests and Port Hills - and the activities these special places provide. “We now better understand the consequences of living on land that is subject to rockfall, liquefaction or flooding. We want to improve the water quality and ecosystem health of rivers, streams, wetlands and estuaries. We recognise the many opportunities to improve recreation facilities during the rebuild and recovery.” Environment Canterbury was asked by the Minister for Earthquake Recovery, Gerry Brownlee, to lead development of the programme in partnership with Te

Runanga o Ngai Tahu, Christchurch City Council, Waimakariri District Council, Selwyn District Council and the Canterbury Earthquake Recovery Authority. Nga Papatipu Runanga, the Canterbury District Health Board and the Department of Conservation were also instrumental in its development.

“A number of organisations that are already engaged in protecting and advocating for the natural environment will be deeply involved in its implementation. This level of participation will help ensure the community’s priorities for their surroundings are delivered. “We look forward to working with many

organisations and the wider community, all of whom are vitally interested in the future of our natural environment,” Dame Margaret said. The Natural Environment Recovery Programme was initiated through the Recovery Strategy for greater Christchurch. It acknowledges the links between the natural environment and recovery, and integrates with other recovery programmes and objectives. Seventeen work streams led by different organisations have been included in the programme to reflect priorities identified by the community. “For example, there is a strong community desire for land made available being used to provide for recreation and parks,” Dame Margaret said. “I am confident that this programme will help greatly in fostering an environment that all those living in greater Christchurch appreciate, value and respect. The partners look forward to working with our communities on the natural environment recovery projects that matter most to them.” More details can be found at: www.ecan.govt.nz/nerp

In the last few days there have been three significant projects started. There are the anchor projects coming up and also decisions will be made on the CBD,” he said. Cockram Construction managing director, Malcolm Batten says the companies have similar cultural and operational philosophy. “The combination of Cockram’s technical knowledge aligned with Leighs Christchurch operations, results in a highly capable and dynamic team,” he says.

Simple fast and effective dust control

Since their introduction, ZipWall products have received awards and recognition for innovation and quality. Contractors across all industries in many countries have given ZipWall products an enthusiastic thumbs-up because of its simplicity, speed and effectiveness.

The controlling of work-generated dust is an age-old problem. Apart from the inconvenience and cost of clean-up, increasing awareness of dust related health hazards in any environment make the issue of dust control more critical than ever before. The need to control dust contamination is important for workplace efficiency and cost saving. It is also very important for personal health and safety. However, effective control measures traditionally are difficult and expensive to install. Often many hours are required to successfully install a suitable means of control – and often a lot of time is required to dismantle and repair the site after the barriers are removed. Because of the problems and costs involved, in many situations dust control is avoided if possible leading to other costs, nuisance and health hazards. A simple, fast and effective solution is now available. The ZipWall® Barrier System was developed to provide a quick and easy way to set up a dust barrier. The ZipWall barrier system sets up in minutes with no tape, no ladders, and no damage. It adds a professional touch to the job site and enhances the reputation of the contractor. ZipWall has been used in many different situations. Anyone

requiring simple and effective screening can use ZipWall. You'll find ZipWall products on the job in commercial and residential remodelling settings, as well as in ood restoration, mould remediation, and many other applications. Hospitals and emergency services have used it for creating privacy partitions and isolation rooms in pandemics. In many and varied applications, ZipWall is the choice of professional and quality conscious workers to control the environment in which they work. A wide range of components and accessories ensures that virtually any interior work place up to the height of 6 meters can be quickly and easily screened off. Rooms can be partitioned, corridors can be created, rooms or work areas can be created within other rooms to provide smoke and effective dust control in any situation. All this can be achieved without the need of adhesives, fixings or any methods requiring remedial work when dismantled. Since their introduction, ZipWall products have received awards and recognition for innovation and quality. Contractors across all industries in many countries have given ZipWall products an enthusiastic thumbs-up because of its simplicity, speed and effectiveness. Canterbury housing influences CPI increase The Consumers Price Index (CPI) rose 0.9 percent in the September 2013 quarter, Statistics NZ reported recently, with more than half of the rise from higher petrol prices and seasonally high vegetable prices.

"If petrol and vegetable prices had remained unchanged from the June quarter, the CPI would have risen 0.3 percent," prices manager Chris Pike said. Petrol prices rose 5.6 percent to their highest quarterly level. The average price of a litre of 91 octane petrol in the September 2013 quarter was $2.17, up from $2.05 in the June 2013 quarter. Vegetable prices showed a seasonal rise of 20 percent. They often rise by this much in September quarters. Housing-related costs accounted for most of the remaining quarterly rise. Local authority rates rose 3.8 percent, compared with 3.6 percent in the September 2012 quarter. Rises in the September 2013 quarter for housing rentals (up 0.5 percent) and newly built houses (up 0.9 percent) were

influenced by price increases in Canterbury. Annually, the CPI increased 1.4 percent for the year to the September 2013 quarter. The main upward contribution came from prices for housing and household utilities, which were up 3.2 percent, reflecting increases for housing rentals (up 2.0 percent), newly built houses (up 4.1 percent), and property maintenance services (up 5.1 percent). Individually, the highest influence came from cigarette and tobacco prices, which increased 12 percent, reflecting a rise in excise duty in

January 2013. Petrol prices were up 3.7 percent for the year. The main downward contributions came from cheaper audio-visual and computing equipment (down 11 percent), and from telecommunications services (down 3.9 percent), reflecting better-value internet and cellphone services. Apart from petrol, most of the key upward contributions came from non-tradable goods and services (which do not face foreign competition). For tradables, the strong New Zealand dollar helped to dampen the prices of imported goods and services.

Christchurch distibution centre opens Knauf Plasterboard has opened its doors for business to New Zealand’s lightweight construction industry with the official opening at its distribution centre in Christchurch recently, by Canterbury Earthquake Recovery Minister, Gerry Brownlee. “The entry of Knauf Plasterboard validates the New Zealand government’s support of a healthy, competitive market for construction materials which ensures that consumers have a sustainable choice,” Mr Brownlee said. “As part of the Knauf Group, one of the world’s largest global manufacturers of plasterboard, wall and ceiling products and systems, Knauf Plasterboard is a competitive supplier to be reckoned with having significant scale and resource to enter a dominated market,” said Knaugf Plasterboard Australia and New Zealand managing director Mark Norris. “An impressive worldwide operation, with two manufacturing facilities on Australia’s eastern seaboard and superior technical expertise puts Knauf Plasterboard in a strong position to service the growing needs of New Zealand’s housing and commercial market,” says Norris. The distribution centres in Christchurch and Auckland consist of a 5000m2 warehouse, showroom and offices and will supply a high quality range of innovative products and systems designed to provide solutions for fire, water, impact, acoustic and decorative applications for all construction projects – commercial and residential. The company has two manufacturing facilities in Matraville (Sydney) and

Altona (Melbourne) and is amongst the three leading suppliers of plasterboard and associated products to the Australian building industry. It operates more than 150 production sites in more than 40 countries and offers building materials providing complete systems in Europe, North America, South America, Middle East, North Africa, Eastern Europe, CIS, China and Asia, Germany, Western Europe, Northern Europe, Southern Europe and Asia Pacific. While Knauf is excited by the opportunities to supply New Zealand through established building merchant channels, Mark Norris revealed the company’s expansive rollout plans will include a network of independently owned PlastaLink Trade Centres retailing Knauf products across New Zealand. It is hoped one will be open in Christchurch before the end of the year with another later next year. Knauf Plasterboard is a major supplier of plasterboard and associated products to the light weight construction industry in Australia. The company was successful in tendering to the New Zealand government in the rebuild of Christchurch. Recently, tier one building business Hawkins, entered into a preferred supplier arrangement with Knauf Plasterboard to provide a range of world class products and systems. The company employs 15 staff throughout New Zealand with future staff expected to be taken on as the market grows.

Land snapped up as Lincoln’s new subdivision surges ahead A staggering climb in the need for blank land on which people can create a new lifestyle, has seen sections snapped up at the newest Lincoln subdivision – Flemington. Flemington is created with a point of difference in mind, where urban design and greenery meets peoples’ wants and needs. The development is being marketed by Harcourts Twiss Keir agents Mitchell MacDonald and Brooke Kable. “We’ve had seven sections sold in the first week, with interest in a few more,” says Mitchell. The demand was so great that they had to bring presales forward to accommodate buyers’ requirements. “This remarkable demand shows that this is exactly what people are looking for, a living environment which has been well thought through – a place where people of all ages will find an extremely easy place to live.” Flemington is the brainchild of developers Shane Kennedy and Jason Whitelaw – two experienced property developers who were looking to provide a high quality environment in New Zealand’s fastest growing region. Extensive recreation areas will combine with green

spaces, walking tracks, tennis courts and small lakes to create a lifestyle which will be both enjoyable and peaceful. The 69 sections in stage 1 which are part of an overall development plan, are between 600 and 850sqm starting from $189,000. The subdivision is on the eastern edge of town, situated at 581 Birches Rd, on the outskirts of the popular university township. What has been most important to the pair is to provide all the wonderful amenities of an exclusive neighbourhood while still keeping it affordable for people who wish to live there. “We see this as a place where first home owners will be neighbours with families and the retired. It will be a community which is based on good quality urban design while still keeping the intrinsic features which make living in the rural township of Lincoln such a pleasure.” Construction of stage one is due to begin in early in the New Year and will include the development of a show home village.

short drive on the new Southern Motorway extension brings you to a township that has managed to retain its village-type feel while still capturing some of the modern day trappings demanded by those wanting the best of both worlds. This merging of old and new means traditional values combine with modern convenience to provide those who live there and those who visit, with a range of different activities and pastimes. Lincoln University has been the icon of the area since the late 1880s. Renowned for its agricultural research and education, this has seen the arrival of many different businesses and research facilities within the town. Just recently it was announced a new $100 million Lincoln University Hub would be built in the town, with construction expected to start in 2014, bringing with it new prospects, business and possibilities. Lincoln’s rapid population growth has seen many new subdivisions emerge in the area. Modern buildings now sit proudly on newly formed streets. These subdivisions have seen increasing numbers of people from Christchurch set up home – wanting to take advantage of the aspects of semi-rural living. This transition of new families has seen rapid growth in the area. A new library and community centre are presently under construction along with plans in the future for more businesses in the town. The recently installed Lincoln Events Centre has been an asset not just to the local community but also for those who have found venues of reasonable size hard to find since the earthquakes. This venue adapts for multi-purpose; allowing people to gather for conferences, exercise, dance or celebrations. On any given day it is not surprising to find suited businessmen alongside the littlies attending baby gym. For those looking to visit, a range of shops and eateries means the trip will be a very worthwhile one. The shops all within close vicinity provide everything from giftware to clothing, hardware to stationery; with bakeries, restaurants and cafes a common sight. Market day in Lincoln also sees a range of local producers gather to sell their wares and of course The Down by the Liffey art gallery, situated in the former Coronation Library building, showcases local emerging and established artists’ work.
