I suppose you could have called me a bit of a sceptic when it came to the Cardboard Cathedral (known in the politically correct world as the Transitional Cathedral). I was like the other doubters; should we be spending all this money that could be better spent elsewhere, do we really need this? However I had to take it all back. Standing in the centre of the Cathedral with those cardboard tubes suspended above was like standing in the bowels of an organ. Light streamed through the roof and the lightness and jewel-coloured kaleidoscope windows were a welcome reprieve from the greyness on the outside. It wasn’t until I got inside that I realised how much we indeed need something like this. In a city surrounded by destruction and noise – this is truly a place of peace and serenity. Whether you are religious or not, everyone should take the time and opportunity to visit – it may just surprise you. As one building is finished it seems that we are very close to many others getting underway. We are literally on the cliff edge awaiting that final push for everything in this rebuild to finally kick off. The word out there is that businesses with any gumption are now planning not just for now but thinking strategically about what they need to get in place now so they will be able to keep up with a demand that many will have never experienced in their business lifetime. This for many will be a bit unnerving – spending money now to get the best staff, improving processes and marketing to ensure you are not only able to handle the onslaught of work but to also let others know that your business even exists. But you only need to look at those who have succeeded to see that you definitely do need to speculate in order to accumulate. As with all things including this new Cathedral, sometimes the doubt will prove to be unfounded and the risk you take will really be worth it. Karen Pasco - Editor

New expertise joins building company

“ Since moving to their new offices at Main North Road Belfast three months ago, Build Right Homes has seen a huge increase in customer enquiries for all the services they offer to the public. “It goes to show that location , location, location are three key aspects to property whether it’s your home or our business,” says sales manager Peter Cook. “The demand for our architectural home design and build services is huge but we also provide far more than just building new homes.” Build Right Homes can undertake your home renovations and extensions and has been involved in the Canterbury rebuild from the very beginning. “As an already established Christchurch company we were there at the very beginning undertaking

The future of New Zealand housing A Nelson architect will see his winning house design gain fast-track consent throughout New Zealand as part of winning The Cantabrian architectural design competition. Continuum Architecture director Richard Sellars was announced winner of the competition which gave New Zealand Institute of Architects member the opportunity to come up with a house specifically designed for TC3 sites. Forty seven entries were received from architects throughout New Zealand. Prime Minister John Key presented Richard with his award saying that the competition gave a, “window into what the future of Christchurch would look like”. “What has emerged is something great for Canterbury families. We will even get to take a little bit of Canterbury to Auckland with the fast track process.”

For Richard the inspiration came from making sure every house designed, no matter how small the budget or footprint, should be well-designed and placed carefully on the land. “This competition provided me with the opportunity to design a warm, comfortable, light-filled home for the people of my home town. We have a wonderful chance to ensure the same amount of careful thought and cooperative planning goes into the design of our neighbourhoods as goes into our important civic spaces.” Second place-getter was Pyneburg and Collins Architect’s Simon Blencowe of Christchurch and third place went to Context Architects Eugene O’Callaghan, Karen Manson and Stephen Voyle.

Bull on loan for now

One of the 1.8 tonne standing bronze bulls that captured the Christchurch public’s imagination last year and is the focus of Christchurch Art Gallery Trust’s Back the Bull campaign, has returned to the city – but is just on loan at present.

Chapman’s Homer has been brought back, courtesy of its creator internationally renowned New Zealand artist Michael Parekowhai, for the duration of the Christchurch Arts Festival. It will remain in the city if a community campaign, being spearheaded by the Trust is successful. The Trust, in partnership with Westpac, is aiming to raise $200,000 by the end of September through crowd-funding site PledgeMe. This campaign is one of the main streams of funding being used to help with the purchase of the work of art that will become part of the city’s collection of nationally significant art. It was precisely because of the community response to Parekowhai’s presentation last year that gallery director Jenny Harper says she hopes it will stay here. “This piece really seems to have struck a chord with people – there’s something about it that captures our resilience in this unique moment of our history. How wonderful to capture that and have it here for generations to be reminded and draw strength from. Being public art, it’s accessible to everyone, and it’s long lasting.

“The fact that people are reaching into their own pockets for the bull shows what it means to them; they will have a greater sense of ownership of it – ultimately this is for the people of Christchurch” The bull can be seen from now until 22 September next to the Fletcher Building Festival Club adjacent to the Christchurch Arts Centre on Worcester Boulevard. “Last year the bull was shown against a backdrop of rubble in Madras Street. On this visit to Christchurch it is presented on one of our city’s most significant heritage sites that is being rebuilt and restored. How attractive is a builder’s report? You may have an attractive home and have put a lot of time and effort into the presentation and marketing strategy, but if you haven’t got all the necessary information required to satisfy buyers, banks and insurers, then what’s the point? Buyers will just vote with their feet and go off to find a property that’s easier to buy. So whose job is it to commission them – the buyer or the seller?

You can choose who does it, and you are fully informed about the weather tightness and compliance to building code. If there are issues, you have an opportunity to rectify or declare them. You lose your strength of negotiation when a buyer enlightens you to a defect on your own home which you were not aware of. Resolving disputes The second part of a two part series

Canterbury Rebuild asked Insurance and Savings Ombudsman Karen Stevens about how people can seek help if they seem to be stuck in a deadlock with their insurance company.

The Insurance and Savings Ombudsman (ISO) Scheme was set up in 1995 to resolve disputes within the insurance and financial industries. As a result of the earthquakes, there have been more than 1000 complaint enquiries from consumers arising from issues with providers. Where can people get more information about their rights if they think their insurance company is not complying with the policy?

How do you think insurance policies need to change so this insurance situation doesn't happen again in New Zealand?

The first place people should go if they think they have a problem is back to their insurance company. Every insurer has an internal complaints process which involves an independent internal review of the claim. If you think you need advice regarding a settlement offer or other decision you are being asked to make you can approach your local Citizens Advice Bureau or a number of free community based organisations, including CERA’s Residential Advisory Service and, in the future, the Canterbury Insurance Advocacy Service, who can assist. If you are prepared to pay for advice, then your lawyer or accountant may also be able to help.

An insurance policy is a legal contract and consumers need to read their policy and understand exactly what they are paying premiums for. There is always potential for a dispute to arise when a consumer does not get what they think they’re entitled to. In some cases, it may simply be because they did not understand what the cover provided and, in other cases, the extent of cover might be open to different policy interpretations. However, if consumers don’t get what they are entitled to under the policy from the insurer, the ISO Scheme’s dispute resolution service could assist the parties reach a resolution.

What can complainants do to help themselves in this process?

What pathway is there for anyone who may not agree with your decision?

Make sure you either ask to speak to a manager or access their insurer’s internal disputes process if you are getting frustrated with the progress of your claim or having any issues with it. Often complaints can be resolved at this level. The role of the ISO Scheme is to provide an independent review of the claim/decision. Often we try to find solutions that both parties can agree to.

The decisions of the ISO Scheme are binding on the financial service providers who are members of the Scheme but not on consumers. We operate as a free, independent service to provide people with a review of their complaint. If a consumer is not happy with the outcome of their complaint with the ISO Scheme the other avenues they already had, such as court, are still open to them.

How to get paid - eight tips that work Tradesmen love the work they do but they don’t like having to wait to get paid for the work they love doing. What can you do about getting paid on time? It should be easy, it should be simple.

The number one excuse for not paying at the moment is; “I’m really sorry but I haven’t been paid so I can’t pay you”. Your reply must be, “if you had told me when I started the job that getting paid was dependent on you getting paid, I would not have started the job. Where in our terms of trade does it say that you are short on working capital so you will use my labour, my men and my materials at my risk of getting paid, not your own?”.

What can you do about this situation? Here’s eight tips that help get the frustration of waiting to get paid sorted. 1. Do a credit check on the person or company you are going to do the work for. Go to www.centrix.co.nz for on-line consumer and commercial credit reports. 2. Get your terms of trade sorted and agreed up-front before you start any work. Formal terms of trade agreements are available from your trade organisations such as Master Builders and Certified Builders or your specific trade group.

3. Ask around the town about how good your prospective client is at paying. Talk to others who have done work for the company – did they get paid on time? 4. Avoid disputes over the work by talking about any potential issues as soon as you can. If you issue regular invoices then you reduce the opportunity for a dispute to arise later towards the end of the job. 5. When you issue an invoice, make sure it gets under the nose of the person who signs off on the payment. Know the direct phone number and email address of the person who pays you. Ring them within 48 hours of sending in the invoice so it gets acknowledged that it has been received and that the terms of trade will be met. 6. Ask for a deposit before you start. Some well-funded companies and individuals are happy to oblige. 7. Don’t rely on a late payment penalty to bring the money in on time. It won’t. You’ll still get paid late and you’ll find that no late penalty was paid and it’s not cost effective to enforce.

8. And the best tip? Go and personally see the man or woman who will authorise your payment. Spell out your terms of trade. Look him or her in the eye and shake their hand as you repeat your terms of payment. This way you create a personal obligation on the person to pay. You are no longer a name on a piece of paper asking for money. Formal terms of trade are only as good as your ability to fund enforcement. And if someone can’t or won’t pay, you may be right but you have quite a mountain to climb to achieve successful enforcement.

Building veterans invent leaky building warfare In 2005, Mike and Steve founded Flashman Flashing Systems Ltd to market their patented, innovative complete window and door flashing system for aluminium windows and doors. A vacant lot in the heart of Sydenham has been transformed into a stylish new park thanks to the collaborative efforts of the Christchurch City Council, consultancy Beca, Sydenham Quarter Inc, and local businesses. Beca staff project managed construction, as well as helping prepare and plant the park which is based on Beca' s supreme awardwinning garden in the 2012 Ellerslie Flower Show. The design was modified to capture the history and character of Sydenham with flax and wetland plants reflecting the previously swampy nature of the area. Pallet boardwalks represent the grid layout of streets that formed as the city grew. The curved pipe-inspired shelter, steel columns and saw-tooth-shaped sculptures fit with Sydenham's industrial mix of factories, warehouses and railway workshops. A petanque court complements the putting green on a neighbouring Gap Filler site, providing entertainment for visitors as well as somewhere pleasant

to sit and eat lunch. Beca moved into Sydenham premises after being forced to quit a quakedamaged high rise in the CBD. The company's technical director project management, Greg Rozen, said although Beca would eventually shift back to the central city, it wanted to contribute to its temporary host community. "When we move on we want to leave something positive behind, rather than just an empty office block. In the meantime there are 280 people in our building, so they're going to benefit from the park and the rest of Sydenham

will too." At least a dozen local businesses donated labour and materials for the project. Sydenham Quarter Inc chairman Anthony Barker said the joint venture had engendered a real sense of community spirit. His organisation was also very grateful to the landowners, the Bell Family Estate, for allowing the use of their property. "Without their agreement we'd have

nothing. We hope this initiative will inspire other landowners along Colombo Street to rebuild or allow other temporary developments on empty sections." Mayor Bob Parker said the Council's contribution of materials, plants and consenting costs came from its Suburban Centres Transitional Budget which has been a vital resource in the post-quake environment.

From a client perspective managing your own expectations of the dream and then communicating this to your designer and builder can be an exercise in diplomacy and patience. When building our most recent home, like any client, we had very specific ideas about what we needed for our family. We were lucky to have a builder who understood some of our more specific needs around accessibility, not just for myself as a chariot driver, but for the whole family. Ultimately our builder was chosen as he knew the ins and outs of the Lifemark Design Standards, making the communication process between us, the client, and him a cinch; we were both talking the same language. Many of the standards are just plain common sense and in all honesty cost us no more to incorporate. Not having to explain in detail to our builder why we wanted 810mm clear access doorways, level threshold entry and the odd extra nog in the wall for grab rails, made the whole process easier. The ease of incorporating such

features at the beginning of the project was highlighted by a previous renovation project which had cost us $250k to adapt to our accessibility needs – not to mention it was a painful and frustrating process for all those concerned. Even before I was a Lifemark ambassador, I knew that incorporating such features in our new home was going to be of benefit for my whole family. He was able to suggest other features that made the whole home a place for all of our family and friends to congregate and live in comfortably. Frankly working with a Lifemark Accredited builder was the difference between a maddening experience that would test the bonds of any marriage and one that was an exciting and enjoyable journey for myself and my whole family. Simply as a client I would recommend working with an accredited builder to all those considering building a home – make sure you’re the builder they use and we might see you out fishing with me soon!

Spring has finally arrived and with it the much anticipated increase in numbers of new houses coming to the market. Judging by the activity over the winter period there will be no shortage of people out looking to buy new homes in the months ahead.

Prices that have been paid for some properties lately have been quite incredible and with continued demand who knows where it will end. What has been noticeable is the increase in enquiry for larger houses of five bedrooms or more. Those I have worked on lately have been snapped up by investors wanting rental properties. With very high returns being achieved and the likelihood of continued demand for several years to come, buying a rental property is probably not the worst move you could make. We had a very pleasing result in our office recently with a beautiful Merivale estate passing hands after 30 years of family ownership. The good thing in my opinion is that another stately home will now be preserved and enjoyed by a new family – hopefully for thirty years or

more; and a very large parcel of land will not be decimated for the sake of a few town houses. One of the pleasures in this job is the unexpected ‘wow’ that you get occasionally when you visit a house for the first time. It can be from a variety of things; like leadlight windows, an ornate staircase, possibly a kitchen or the overall quality of a new build; but whatever it is, you just feel better having had the experience. I went to such a property recently. The street view was certainly nothing spectacular, just a tired looking 1950’s bungalow with a roof needing a paint. There was nothing exciting about the very original interior either – but stepping outside to the rear of the property I was totally overwhelmed by a magnificent garden paradise – the result of the owner’s 30 year labour of love.

It has been interesting observing activity following the announcement of tighter controls on low deposit lending. Properties in areas thought to be ‘less desirable’ a year or two ago have been attracting high numbers of first home buyers eager to get on the property ladder. A house I marketed recently had 20 groups through the first weekend of open homes and that was followed by multiple offers. Contrast that to a year earlier, where a similar property in the same location could not attract a single visitor. My view is that younger people moving into older areas will ultimately bring about change and improvement; transformation that will be good for Christchurch.

Despite both consumer and business confidence being on the rise, Kiwis do not expect to reap the benefits of economic improvement just yet with the majority saying they do not envisage a boost to their pay packets in 2013. What’s more, one third of New Zealanders have not received a pay increase during the last two years. “Consumers are now feeling more positive about the long term outlook for the New Zealand economy and business confidence is at a five year high. However, we’re yet to see these signs of growing financial optimism spill over into wage growth which remains subdued for roles advertised on SEEK at just 1 per cent in the year to July 2013,” says Seek New Zealand general manager Janet Faulding. While strong salary growth and job creation are yet to be seen across the board, some industries are faring better than others with growing momentum in the housing market and construction sector in particular boosting figures.

Construction roles enjoyed the strongest wage growth over the last 12 months with the average salary for jobs in the industry growing by over $6,000 from July 2012. The construction industry is also boosting national job figures with vacancies up 46%, compared to a 6% rise in jobs nationally, in the same time frame. “The construction industry has been showing signs of healthy development for some time but the good news now is that business indicators are pointing to imminent improvements in many more areas,” says Ms Faulding. “Expectations of the majority of respondents to BNZ’s most recent Business Confidence Survey are that the local economy will be in better shape in a year’s time than it is now. Combining this predicted improvement with forecast GDP growth of 2.4 per cent, we anticipate wage inflation to build and broaden over the next six to eighteen months,” she concludes.

Businesses need to be looking to the future and planning for the onslaught of work that is about to come, says Canterbury Employers’ Chamber of Commerce chief executive Peter Townsend. “We have to forget this short-term mentality and start thinking more strategically - thinking one year out not one month out. “There’s a resource conundrum because we’re into a bit of a lull before the major insurance payouts. The flood gates are now opening,” he says. This lull has been the pause before the engage – as the deconstruction has finished and the gap before the reconstruction really takes off. However, with $40 billion locked into the rebuild, it was a time for businesses both large and small to get smarter. Although a large amount of money was tied up in commercial rejuvenation, a considerable amount of the money was earmarked for residential rebuilds. “I am one of 25,000 people who has in excess of $100,000 damage to their homes. I have just settled so we are going to see an enormous amount of activity around the residential rebuild.” Of those 25,000 seriously broken homes, only 400 were currently under repair. With that in mind, as well as work in the commercial rebuild, Peter says Christchurch will soon be stalled by resource constraints including human resource constraints, which is why

businesses need to be looking further ahead. There have been cash shortages as companies invested in growth however banks were already introducing new financial packages to enable business owners to concentrate on futureproofing their companies. “We’ve seen things like companies now being able to lend 80 to 90 per cent from banks of outstanding invoices, which means the day to day cashflow constraints which restrict growth are now being addressed. But banks should also be thinking about how they can look after these customers.” In order for small businesses to not get swamped in the upcoming onslaught, many would have to start operating like large companies – either through diversifying or using help from other like businesses throughout New Zealand. Collaborate Canterbury, a CECC initiative, has already seen 750 companies looking to align themselves with similar companies throughout New Zealand allowing both to financially gain from the economic benefits that have arisen from the rebuild.

Energy grants boost use of sustainable technology

The Christchurch Agency for Energy has established a $1.8 million fund in a bid to reduce carbon emissions by encouraging sustainable energy initiatives in the city rebuild.

The grants are for private sector developments of at least 1000 square metres and will cover up to 30 per cent of plant costs, up to a maximum of $300,000 per project.

Developers of buildings inside the four avenues can apply to the Christchurch Energy Grants Scheme to help meet the cost of technology that uses renewable sources of energy. Energy efficiency measures in new or renovated buildings that go well beyond minimum building code standards will also be eligible. The grants are for private sector developments of at least 1000 square metres and will cover up to 30 per cent

of plant costs, up to a maximum of $300,000 per project. The Christchurch City Council will administer the fund on behalf of the energy agency. The Council's Resource Efficiency programme manager Kevin Crutchley believes the grants are a great opportunity to support the use of renewable energy. "The scheme will make it more affordable for major developments to

use renewable energy, such as photovoltaic cells for electricity generation or drawing artesian water from beneath the city for heat exchange systems. This new technology tends to be more expensive up front, but in the medium to longer term it can provide significant operational savings." The grants scheme is part of a refocusing of the Christchurch Agency for Energy, a charitable trust and

Council Controlled Organisation set up in 2010 to promote energy efficiency. The agency was funded in part by the sale of Council carbon credits but trust chair Mayor Bob Parker says the changes to funding from the sale of carbon credits led to a rethink of the energy agency's operations and the trustees have decided to concentrate on initiatives related to the rebuild. "We're also working with the Energy Efficiency Conservation Authority to continue the existing EnergyFirst scheme which provides free concept design advice for new commercial buildings to make them more energy efficient. Smart companies need to invest for growth now Brave business decisions made now could reap major dividends as New Zealand companies and the world economy slowly emerge from the long-term effects of the Global Financial Crisis. Tim Keenan, Partner and National Director, Privately Held Business, for Grant Thornton New Zealand, said that the Global Financial Crisis naturally selected the strong from the weak, but the time was now right for the smart companies to invest for growth and take the opportunity to snatch market share from competitors. “Having emerged from three to four years of cost cutting and keeping tight control of expenditure it takes courage to loosen the purse strings and become more aggressive with marketing, hiring staff and upgrading plant and machinery. “However, the time is now right for companies to get a leap on their competitors with most business indicators starting to head in the right

direction. Spurred on by the estimated $40 billion rebuild of Christchurch, housing and infrastructure catch-up spending in Auckland and a New Zealand-wide rural economy that is being buoyed by a worldwide demand for our agricultural products,” he said. The Australian economic indicators are not strong and New Zealand businesses need to be wary of Australian businesses looking to cross the Tasman and compete in our domestic market for new customers. “The New Zealand economy expanded by a relatively healthy 3.2% in 2012 and is expected to grow by 2.8% this year and average 3.1% a year from 2014 to 2017. This level of sustained growth will put other pressures on businesses. “Already there are clear indications

that skilled staff are in high demand and getting harder to find. Getting in now and securing quality staff, even if the capacity is not quite there yet, is a

smart move for progressive companies looking to grow strongly in the future. “The strong dollar is not favoured by exporters, but companies looking to buy new machinery or upgrade existing equipment, will find that now is a great time to invest with the New Zealand dollar trading at very strong levels. “The New Zealand economy looks in for a good ride over the next five years as evidenced by confidence levels running at a threeyear high. With the likelihood of the reemergence of the US economy and the gradual rise of parts of Europe, the future for New Zealand companies is bright. “Firms with the confidence to be the ‘early bird’ and position now for the future will get a march on their competitors and an increased share of their domestic market,” Tim says.

Grand old heritage building reopens A century old Canterbury iconic building sparked to life again when Heritage Christchurch opened its Old Government Building doors last month. Group operations manager for Heritage Hotel Management and former general manager of Heritage Christchurch Gary Jarvis, has overseen the extensive refurbishment of the grand Old Government Building which houses the luxurious hotel. “Heritage Christchurch’s restoration has been a labour of love and I am personally delighted it has worn the test of time and seismic events to remain a vital part of Christchurch’s priceless heritage,” says Gary. The 100 year old building, designed by Joseph Clarkson Maddison, is registered as a category one building on the Historic Places Trust register and has been described as of ‘monumental significance’ by architectural heritage experts. The building was awarded the Christchurch Heritage Trust Built Heritage Award in 2010 and the New Zealand Seismic Award 2012 in the Canterbury Heritage awards. The Heritage Christchurch, first opened in 1996 as a luxury hotel, was relatively unscathed in the 22 February 2011 earthquake, but remained inside the imposed red zone cordon for over two years whilst renovation plans were finalised. The Heritage Christchurch’s Old Government

Building will be formally reopened on Friday 20 September by His Excellency, Lt Gen The Rt Hon Sir Jerry Mateparae, GNZM, QSO, GovernorGeneral of New Zealand. Heading the opening team is Vicki Bretherton, who rejoined the Heritage Hotel Group as general manager of Heritage Hanmer Springs a year ago, having previously been the general manager of Heritage Queenstown. "I am absolutely delighted to be back in Christchurch in Cathedral Square, the heart of Canterbury. Like many of the team here, I feel very privileged to welcome guests to such an elegant building of great historic significance and be part of the rebuild and future of this great city,” says Vicki. Almost all the hotel staff are Cantabrians, including Sarah McIvor, front office duty manager who having left for Australia after the February 2011 earthquake, returned when she heard the Christchurch CBD was reopening. “The reason I returned to Christchurch was to be part of the rebuild. When I heard the CBD was opening I dropped everything and got on the first plane back from Australia. Becoming part of the team reopening this amazing hotel is magic,” says Sarah.

so much they’re investing in head count. Construction and the prognosis of Christchurch

The construction industry has been through a relatively prolonged period of intense frustration.

Personal view from Peter Townsend on the future of construction in Christchurch

Frustration with the inability to get on with the rebuild due to on-going seismic activity and insurance dilemmas, frustration with being unable to apply full current resource capacity to creating a new Christchurch and frustration with a lack of clear direction in terms of the key pieces of infrastructure and key projects and how our new city will fit around them. This is all about to change! There is no doubt that construction activity in our city is going to ramp up in a totally unprecedented fashion. We are already seeing significant activity on the fringes of our four avenues with major construction activity occurring in Moorhouse Avenue, Lincoln Road and Victoria Street especially. They are the lucky areas of town because they get a head start on the rest of the city which will lock in prosperity in those areas for time to come. However, we are inextricably tracking towards the rebuild of our city and project management companies and construction companies, with foresight, are gearing up accordingly. One of the issues we face in Christchurch is that all businesses,

including those directly involved in the rebuild of Christchurch, have tended to adopt a short term approach. Because activity isn’t going as well as it should, we think it isn’t going to happen. Because there have been delays we think they are going to continue. However the smart people who will gain maximum opportunity from involvement in the rebuild are thinking well ahead. They are not thinking about the next weeks or months they are thinking about where their company will be in a year and that is important. A year down the track, Christchurch will be a completely different place with continuing housing demand, accelerated economic activity and resource constraints running right across the city. Once the rebuild gets underway in earnest we are going to see a completely different environment. This will involve the need for different business strategies and business disciplines. It will certainly be

underpinned by the fundamental need to build scale to cope with the rebuild in our city. In building scale we will look at collaborative models, we will look at bringing outsiders in both in terms of human resource that is required to rebuild our city and the commercial acumen needed to accommodate the scale of the rebuild. I know there is a certain cynicism out there in the community about whether or not this will ever happen. It will certainly happen and for good reason! One of the good reasons is the strategic location of Christchurch as the capital of the South Island with its excellent port facilities and international airport. Second is its geographical location with the Christchurch hinterland particularly the Canterbury Plains and the on-going utilisation and increasing utilisation of water. Third is that much of the damage that has been incurred through the series of earthquakes that we have

suffered is covered by insurance or by Central or Local Government funding. This means that our economic prosperity is locked in and it is just a matter of how we best apply that to capital to the city’s rebuild. We also need to ensure that our leadership adopt a “can do” attitude in the city, that we have a well-developed strategy and economic prioritisation for those key projects and precincts in the central city and that we sort out land issues with a little autocracy if necessary. Christchurch is going to be an exciting place to live but it is going to take time to finish the rebuild. In the interim, we are going to continue to be locked into the biggest economic development program this country has ever seen. Already smart construction companies both within Christchurch and outside the city are thinking strategically and preparing themselves to be actively involved in the massive rebuild of our city. Good luck to them and may they deliver us a product that both we and future generations can be proud of and enjoy.
