Most of this growth was due to subdivisions, rezoning and new construction. Assessments have remained stable for most residential homes and strata properties, and this year’s numbers demonstrate local market trends for these properties by geographic area; trends are affected by many variables. In addition, owners of commercial and industrial properties in the Fraser Valley will

Mission homeowners can expect to see a marginal increase in their property values as the 2012 assessment notices are sent out this week. “Most homes in the Fraser Valley have remained stable in value compared to last year’s assessment roll,” said John Green, deputy assessor. “Most home owners in the Fraser Valley will see minimal changes in the value of their properties.” In Mission, the average single family home value increased $10,000 since 2011, up to $366,000. Local townhouses were assessed $1,000 more than last year at $240,000, while

Pipe band celebrates 50th It all began some 50 years ago when a group of bagpipe enthusiasts decided that it was high time that the local branch of the Royal Canadian Legion had a pipe band of its own. And so, armed with just one tune, the newly-formed Mission Legion Pipe Band stepped out on its first parade on Nov. 11, 1962. According to the band’s original pipe-major, Ernie Lathrop, it was “a horrible mess” with “Brown Haired Maiden” the only tune the band could play. Over the intervening decades the pipers and drummers persevered in their attempts to preserve, promote and perform traditional Scottish music. Since 1980 the band has been under the direction of pipe-major, and native Scot, Bill Dow, renowned in piping circles as an expert on the subject. By the time Dow arrived on the scene the band’s repertoire had grown to six

tunes — it now stands at approximately 100. Along the way the band grew in musical stature, winning numerous awards for musical accomplishment and parade deportment. Membership in the band has fluctuated over the years from a high of close to 30 in the 1980s to its current enrolment of 18. Veteran piper and band business manager Barry Johnston says, “Once upon a time we had several novices at once taking instruction from the senior band members. Learning the pipes and drums requires patience and commitment. There is no instant success and this can be somewhat daunting.” One of the band’s most notable alumni is former Mission resident, Colin Clansey, who joined the band at nine years old. By his early teens it had become obvious that the pupil had become the master and, after

several years, Clansey moved on to the prestigious Simon Fraser University Pipe Band organization. As a member of the world champion SFU band, Clansey won numerous individual and group awards before leaving to join the Royal Canadian Air Force. Rising to the rank of pipe major, Clansey could often be seen piping at the cenotaph in Ottawa on Remembrance Day. Assigned to duty in Afghanistan he was also called upon to play at the repatriation ceremonies for his fallen comrades. Although the band is no longer officially associated with the Royal Canadian Legion, it still maintains a close relationship and can be seen at many Legion events, most notably on Remembrance Day and Canada Day. More recently, some band members have participated in the Canadian Massed Bands’ visits to Scotland where they

The band is currently practising for the annual Robbie Burns Supper, which this year will be held at the Best Western Hotel Jan. 21. This is the highlight of the year when the life of Scotland’s favourite son is celebrated with a traditional dinner, speeches, dancing, and of course, a display of piping and drumming. “I’ve been with the band for 32 of its 50 years,” says Johnston. “I’d like to think it will continue to entertain and serve the community of Mission for at least another 50.” For more information call Barry Johnston at 604-8269925.

Mission man charged with Mountie assault Two men who police say are involved with the Hells Angels allegedly assaulting a Kelowna Mountie. The cop-injuring melee started shortly after 2 a.m., Tuesday Dec. 27, when Kelowna RCMP’s downtown enforcement unit came upon a fight in front of the Sapphire nightclub on Leon Avenue. “When members moved in to make an arrest of the main aggressor, one of the officers was jumped from behind, put into a head lock and punched in the face several times by a second male,” said Sgt. Ann Morrison. Two men were arrested and taken into custody. Pedro Amestica, 39, is from Kelowna and has been charged with assaulting a police officer and resisting arrest. “He does not have a criminal record and is a known associate of the Hells Angels Mission City chapter,” said Morrison. The second man, Thomas Volker, 37, is from Mission and has been charged with assaulting a police officer. “He has a criminal record and is a member of the Hells Angels Mission City chapter,” she said. Both men were released and are set to appear in provincial court in Kelowna next month. There were five men involved in the tussle and Morrison said it’s unclear if the fight had anything to do with gang business.

Court restores full arsenal of penalties against drunks BY JEFF NAGEL Black Press

The courts have temporarily restored the power of police officers to issue stiff 90-day suspensions to impaired drivers caught with a blood-alcohol level over 0.08. B.C. Supreme Court Justice Jon Sigurdson, who previously struck down that part of the roadside penalty system, issued a follow-up ruling Friday that suspends the implementation of his decision until June 30. That effectively gives the provincial government six months to pass new legislation to ensure the roadside penalties and process to appeal them comply with the law. Justice Sigurdson noted the government considers the automatic roadside penalties more effective than criminal prosecutions in fighting impaired driving. “I have concluded that an immediate declaration of invalidity of part of the (administrative penalty) regime may pose a danger to the public,” he found. Sigurdson’s original Nov. 30 ruling fanned fears that police powers to battle impaired drivers would be seriously eroded just as the holiday CounterAttack campaign was getting underway. Since the Nov. 30 judgment, police had been un-

able to issue the 90-day suspensions and related penalties and fees that add up to $3,750 for drivers who blow in the “fail” range over 0.08. Instead, officers at roadblocks faced a choice: arrest the driver and proceed with a time-consuming criminal impaired investigation or else issue only a 24-hour suspension. A roadblock that caught two impaired drivers would lose its investigating officers to the criminal procedure and might have to halt enforcement early

that night as a result. For roadside readings of 0.08 per cent or higher, police had previously been imposing a 90-day driving ban, a $500 fine and impounding the vehicle for 30 days. That suspension can cost a driver $3,750, including $700 for towing and storage and $1,420 to take a mandatory “responsible driver” course. To comply with the court rulings, the province must ensure those drivers get a chance to challenge the decision.

The suggestion that the city should be run like a business is an old claim which has now become part of the populace psyche. In my humble opinion, it’s just plain wrong. The reality is that government shouldn’t be about making a profit; it’s about taking care of the things that shouldn’t need to. We all learned this in school, yet

since the late 1970s there has been this huge push toward privatization and now it seems we’ve replaced creative thinking with concern only for the bottom line. We live in a democracy, not a corporate republic. Why don’t we look at governance like we look at family? What happened to shop local? What happened to “revive downtown?” I am sure this affected the merchants outside the downtown area as well. And to top it off,

they took all the parking on First Avenue. I don’t want to put a bah humbug on the train event — I know it is a fun adventure for the family, takes cars off the road, etc., but let’s rethink this before next Christmas. Keep focus on students Schools are back in session, and the next few months will be critical ones for students, teachers and parents. The B.C. Teachers Federation has been on strike since September. Teachers are still reporting for work and teaching students in the classroom. But they are not meeting with parents, or doing anything other than informal reports on student progress. Bargaining continues, but it seems that neither side is willing to budge. While many students graduate and go on to do great things in their lives, there are many students who don’t do well, and there needs to be a renewed emphasis by both the government and the union on improving the graduation rate, boosting literacy and numeracy and ensuring that each Grade 12 student has the opportunity to go on to post-secondary training that will enable them to live a meaningful and productive life. For far too long, the talk about education in this province has revolved around the boards of education, management, principals and teachers. Yes, these are the people entrusted with providing a good education to students and, as stated above, for the most part that’s exactly what they are doing. However, there needs to be more focus on students. They are the centre of the education system. They are the reason that teachers and principals have jobs. They are the reason that boards of education exist. They are the underpinning of the future, because B.C. will go nowhere without a highly-educated population. This is more true than ever in an increasingly interconnected world. Is it too much to ask that the education system be far more student-focused for the remainder of the school year, and in the future? We certainly hope not. - Langley Times

Harsh year ahead for B.C. politics

he B.C. Liberal government enters 2012 with the weight of its “golden decade” heavy on its shoulders. Having delivered a throne speech and a raft of legislation last fall, the government must pick up where it left off and build a February budget from the wreckage of the harmonized sales tax. This takes place as growth and revenue projections decline, and demand for government services continues to rise. Here are some of the immediate problems that will face the legislature when it resumes on Valentine’s Day. Education It seems inevitable that the B.C. Teachers’ Federation will once again have a new contract imposed. In December, school support staff joined the parade of public sector unions that accepted the two-year “net zero” wage mandate. Deficits that forced that mandate have ballooned again due to the HST mess, and the October throne speech hinted strongly that “net zero” will be extended in all but name in 2012.

Little noticed amid the usual labour noise, Education Minister George Abbott has launched a broad plan to “transform” education. Along with “personalized learning plans” and “flexibility and choice,” the plan promises “regular teacher performance evaluation sessions.” Buckle your seatbelts, parents. Health care Premier Christy Clark hosts the annual premiers’ conference in Victoria Jan. 1617. The provinces divided sharply in December, as the three western ones backed Ottawa’s To imposition of a new funding formula, while those from Manitoba east protested the news that six-per-cent annual increases will slow a bit in five years. B.C.’s more immediate problem is a shift to percapita funding that phases out targeted money for things like our dedicated hip and knee surgery program. Provinces are now supposed to create such innovations

for their own sake, without further federal intrusion into provincial jurisdiction. That change costs B.C. an estimated $256 million a year, starting in 2014. The B.C. Liberals have this year to find savings, or face the task in an election year. And NDP leader Adrian Dix is restricted by his vow to make only spending promises that add up.

Energy and environment As with the minimum wage, the BC Liberals are forced to tinker with the carbon tax. Taxing schools and hospitals to fund natural m gas and cement companies’ emission projects has to stop, as Environment Minister Terry Lake has admitted. Clark and Finance Minister Kevin Falcon must be tempted to borrow an NDP suggestion that carbon tax revenues be redirected more broadly to transit and energysaving refits. But this means spending the money instead of reducing income taxes, as

legislation currently requires, and both parties must face the fact that this entails a tax increase. A storm is about to begin up north as federal environmental hearings open on a proposed oil pipeline to Kitimat. Clark remains carefully non-committal, the NDP bitterly opposed. But the parties actually agree on liquefied natural gas exports from the same port. The NDP signaled cautious support for the plan before Christmas, with greater scrutiny of drilling and water use. We in the media do a poor job of reporting when parties agree. Debate will soon resume on B.C.’s new Family Law Act, aimed at avoiding courts and conflict, with bipartisan support. Fixing B.C.’s impaired driving legislation, to keep that out of our clogged courts, should also be expedited. B.C.’s traditional blame game won’t make the problems of 2012 go away. Train to be an Active Tree recycling and landfill rates Choices fitness coach In conjunction with District of Mission’s and Fraser Health’s Back to Health… for Good Health Fair on Saturday, Jan. 14, the Active Choices program will be offering free coach training to Mission residents at the Mission Leisure Centre from 9:30 a.m. to 4:30 p.m. Active Choices is a personal, telephonesupport program aimed at encouraging regular physical activity for people who want to be more active. A physical activity coach works with individuals through regular telephone contacts to develop an exercise routine customized to the needs, abilities and goals of each participant. The program teaches self-management skills (such as goalsetting and problemsolving) to help shape exercise habits. This program is available in select communities in B.C. and involves six months of contact. Extensive research indicates that if a

person consistently incorporates physical activity into their lifestyle for a period of 6 months, it becomes a habit. The program has significant health benefits for participants and coaches, such as weight control, management of blood sugar, blood pressure and stress, and deeper sleep all due to increased physical activity. One coach said of the program, “This has been a great experience for me; it got me back on track. I am back walking and I now do the stairs in my building twice a day.” Other benefits to being a coach besides the physical ones are that you will receive facilitation, mentoring, goalsetting, and community capacity building skills and experience. RUSKIN DAM AND POWERHOUSE UPGRADE PROJECT FIELD INVESTIGATIONS AND PREP WORK PERIODIC ONE LANE CLOSURES OF WILSON STREET REQUIRED November 2011 – March 2012 As work continues on the final design and planning for the Ruskin Dam and Powerhouse Upgrade Project, local residents can expect to see an increase in activity in the area as BC Hydro hosts site visits for contractors bidding on the major contracts and engineers complete field investigations and finalize construction methodologies. This fall, BC Hydro and its contractors will be conducting additional geotechnical investigations, some pre-construction activities and a field test to finalize the design and methodology for the seismic upgrade of the right bank (abutment) of the dam. The field test will involve installing a sample section of jet grout columns and seepage cut-off wall that will be used to seal off water leakage around the dam. BC Hydro will be relocating a section of the power distribution line along the east side of Wilson Street near the dam. The existing line will be relocated underground on the west side of Wilson Street. This temporary relocation is required for site safety to avoid the risk of any drilling or construction equipment accidently contacting the lines during the field tests or project construction. Pending BCUC approval, the project is expected to begin construction early in 2012.

What’s Happening Piping in Mission

LOOKING BACK. LOOKING FORWARD. The month of January is named after the Roman god, Janus, the god of gates and doorways, who is usually depicted with two faces, each looking in opposite directions. Just as every doorway looks outward and inward, the month of January looks backward and forward. January is a good time to take stock of how far we’ve come during the previous year and to also look forward to the coming year. Many of us do this with New Year’s resolutions and superficial commitments to lose weight or save money in the coming year. But, if we are to have a successful year, we should do some serious soul-searching, asking ourselves how God would evaluate our previous year. How did we do in the really important areas of our lives? That is, how did we treat our families, friends, and co-workers over the past year? How is our present relationship with God? Are we a better person than we were twelve months ago? If we really want to have a better year this year, why not start by trying to be a better person. As Gandhi so rightly said, “Be the change you wish to see in the world.” And to do this, it really requires more than just thinking back on the previous year and looking forward to the coming one. We need to have a plan with a direction, and firm resolve as we cross the threshold into the New Year.

in the haggis for a cause The Mission unit of Canadian Cancer Society will be holding their Fourth annual Robbie Burns’ Supper and Dance, at the Cedarbroke Chateau (event sponsor) 32331 Seventh Ave. on Saturday, Jan 21. There will be door prizes, 50/50 draw, and live and silent auctions. Music will be performed by the band Piper Down with Highland dancers. The haggis will be piped in and addressed prior to a fantastic supper prepared by Cedarbrooke’s Executive Chef Jason Johnson. FELTRIN Mrs. Marjorie Feltrin late of Abbotsford, BC passed away on December 25, 2011 at the age of 89 at Abbotsford Regional Hospital. She is survived by her four children Dale (Leila), Karla Cook, Ross (Maureen) and Ian, grand children Nina, Edward and Alicia, and great-grandson Liam. She was predeceased by her husband George. Marjorie was a wonderful mother and wife to her husband of 52 years. We would like to thank all the physicians and nursing staff that cared for our mother. Suzanna Adriana ‘Susan’ Born in Rotterdam, NL in 1926, has gone home to be with her Lord and Saviour at the age of 85. She passed away peacefully on the morning of December 24th, 2011 after an evening with her family surrounding her. Susan is predeceased by her husband Pieter (1993) and her sister Adriana, brother Adrianus and parents. Married to Pieter in 1953, they immigrated to Canada in 1958 with their two eldest children, and their family grew to include four more children. Susan is survived by her 6 children: Ellen (Daniel), Ria (Pat), Margaret (Brad), Yvonne (Bernie), Peter (Linda) and Flo (Bruce) and is also survived by 16 grandchildren and 18 great-grandchildren. She was so proud of each and every one of them. Mom is also survived by her life-long friend and our second family, Grace and Bennie and their children. PETERS Paul Klassen December 6, 1924-January 1, 2012

On a cold morning December 6, 1924, Paul was born to John K and Maria Klassen on the family farm at Rush Lake, Saskatchewan. He was the eighth child and fourth son in a family of ten children. When Paul was eight years old, his father died. Five years later his mother was married to John Gunther increasing the family size from ten to nineteen children some of whom were adults no longer living at home. On Sunday, September 19, at age 21, Paul married Mary Gunther, one month after he accepted the Lord into his life. He was predeceased by his wife of 65 years, Mary, his parents, stepfather, siblings Tina Peters, Eva Friesen, Annie Busch, Herman Klassen, John Klassen, a number of in-laws, and daughter-in-law Sharon Klassen. He will always be remembered by his children Carol (Burt) Thiessen, Vernon (Andrea) Klassen, Harvey (Lisa) Klassen, Marlene (Dana) Braun, and Earl Klassen, grandchildren, and greatgrandchildren.
