New development denied in Steelhead Proposed project would have pumped $23 million into Mission’s economy BY TIM FITZGERALD Mission Record
Mission council has no appetite to change the Official Community Plan (OCP) to accommodate a development in Steelhead. Located north of Mill Pond, the area is home to a small number of hobby farms and remote homes on acreages. Resident Dean Hodgson had hoped council would approve his request to redesignate 80 acres of property on Thomas Avenue and Cardinal Street to rural residential from its current rural zoning. However, district staff and council agreed al-
lowing changes to the OCP for the proposed development wasn’t in the district’s best interest. Councillor Jenny Stevens said she sees red flags any time a change is made to the OCP. “I think this is a great development, but at the wrong place at the wrong time,” she said. Under its current zoning, any rural lots must be at least four acres. If Hodgson had been successful in amending the OCP, lot sizes would only need to be 1.73 acres, allowing for as many as 46 lots on the site. Hodgson had originally sought to construct 65 lots on the parcel, however, after a public information meeting with Steelhead residents last September, he and his partner, Ryan Anderson, of OTG Development Concepts altered the plan to include only 31 lots with an average property size of 2.56 acres. In a presentation to council Monday, Hodgson said the revised plan is more in keeping
with the rural aspects of the district’s OCP than the rural residential aspect he sought. Five of the 31 proposed properties would be under two acres, while 19 would range between two and three acres, and the remaining seven would be three acres or more. Anderson said the development would include a number of benefits to the Steelhead community as well as to the district, such as high speed internet and cell phone service. The development was expected to pump more than $23 million into the local economy, including, $85,000 in local amenities, about $415,000 in development cost charges, $130,000 in park fees. Anderson said $630,000 will go directly into the district’s coffers. While the land in question is zoned rural, Anderson had hoped council would consider the proposed mix. He added they have taken into consideration the concerns of the
local community and brought back what they thought was a fair compromise. Council unanimously to turn down the application. Mayor Ted Adlem said he was disappointed the developers didn’t conduct an independent survey to get a feel for what residents thought about the project. Anderson said they still intend to conduct the survey but since their original concepts have changed, they felt it was best to wait until details of the development were closer to being complete. Christine Hart, a Steelhead resident, believes there is little desire to see this kind of development in Steelhead. Residents cherish the solitude, she added. “The people who live here choose to do so because it hasn’t been developed. It may only be 15 minutes away from Mission, but it feels like a world away,” she said.

Assessment notices show slight drop in house prices Many Mission property owners will see their housing investments have dropped slightly as the 2013 assessment notices hit mailboxes this week. “Most homes in the Fraser Valley are remaining stable compared to last year’s assessment roll,” said John Green, deputy Assessor. “Most home owners throughout the Fraser Valley will see minimal changes in the value of their properties.” A single family home in Mission is worth an average of $338,000, same as last year. A strata apartment averaged a $5,000 drop to $178,000, while townhouses fell in value from $172,000 to $175,000. Overall, the Fraser Valley’s Assessment Roll increased from $87.5 billion last year to $89 billion this year. Most of this growth was due to subdivisions, rezoning and new construction. In addition, owners of commercial and industrial properties in the Fraser Valley will typically see changes ranging from negative to positive five per cent. “Property owners who feel that their assessment does not reflect market value as of July 1, 2012 should visit www. bcassessment.ca for answers to common questions or to find comparable sales and assessment information,” said Green. “If they see incorrect information or have further questions, they should contact us as soon as possible in January. Other services available on the website include a customer service survey and a list of 2013’s most valuable residential properties across the province.” If a property owner is still concerned about their assessment after speaking to an appraisers, they may submit a Notice of Complaint (Appeal) by Jan. 31, for an independent review by a Property Assessment Review Panel. The panels, independent of BC Assessment, are appointed annually by the Ministry of Community, Sport and Cultural Development, and meet between Feb. 1 and March 15 to hear formal complaints. Changes to the alarm response policy have been blown out of proportion, said Mission RCMP Inspector Richard Konarski at a council Monday night. Starting Jan. 1, the RCMP changed its criteria for responding to alarm calls from home and businesses in an attempt to cut down on wasted time and paper work. In 2011, more than 95 per cent of all alarm calls were false. In 2010, it was 97 per cent. The inspector stressed that the RCMP will still respond, but only when a call can be verified through the alarm company, a property owner, neighbour or an another citizen reporting suspicious behaviour. Police will also still respond to panic, two-way voice alarms, hold-up and school alarms. He said one of the biggest issues is that most of the alarm company’s contact information with homeowners or tenants is out of date. Considering false alarm calls take up about 10 per cent of the total file volume of the RCMP for a calendar year, he said the policy change makes
economic sense. “It’s a huge amount of wasted resources,” said Konarski, noting that the change falls in line with similar policies made in the Lower Mainland 18 years ago. While downtown business owner Carlo Billinger understands the aim of the policy, he has some concerns with what constitutes a legitimate or verified call. Billinger, a co-owner of Rex Cox Men’s Wear located in the heart of Mission’s downtown core, said just because the police may not find any evidence of a forcible break-in when they arrive doesn’t necessarily mean the call was false. “Most of the business owners in the downtown have done our due diligence in trying to secure our shop,” he said. “So if the alarm goes off, there’s probably a good reason.” Billinger said he has an issue with paying fines just because no one may be around when the police arrive. Fines for a false alarm, over the course of a calendar year, are $50 for the first call, $75 for the second, $150 for the third, and $300 for the fourth and every call thereafter.
In 2012, the District of Mission issued fines totalling $16,500. The total has been dropping in recent years as people became more aware of the policy. In 2011, the total fines issue was $18,694 and in 2010 the total was $31,225. Billinger said he believes more consultation should have been done between the RCMP and businesses in the downtown. Ronda Cushnie, executive director of the Mission Downtown Business Association, said they support the RCMP’s policy change. “We understand it was a difficult decision and not one they made lightly,” she said. Cushnie points out this type of policy change has happened in a number of other communities across the province and she said statistics indicate that crime rates haven’t increased. She said considering the high number of false calls the RCMP respond to, the change should benefit everyone involved. She’s hoping the RCMP will be able to use the fines levied from unverified alarms can be used to help pay for more policing in Mission. In addition, the RCMP and Community Policing will be working together to help citizens who have concerns with the policy change.

Your pocket picked
It’s a new year, and that means that all levels of government have their hands in your pockets a little more deeply than in 2012. The Canadian Taxpayers Federation sent out a press release recently outlining just how much additional pocket picking is coming our way in 2013. The list is substantial. The most substantial, and perhaps the most unfair, is the boost in Medical Services Plan premiums. These premiums will go up by $60 per family this year, and have now risen 24 per cent ($300 per family) in three years — far more than the rate of inflation. This boost in MSP fees was first brought in by the provincial government to help deal with its deficit, and it has since discovered that it’s a tax boost that causes minimal political trouble. It appears this premium will keep rising until enough members of the public start to pay full attention to just how much it is costing them. The federal government doesn’t get off scot-free. As of Jan. 1, premiums for Employment Insurance are rising, and so are contributions to the Canada Pension Plan. While contributors will get their CPP contributions back eventually if they retire and collect CPP, the same cannot be said for EI. A small portion of the population actually collects it, but all working people and their employers pay dearly for the program. The province is facing a massive deficit and claims it will bring in a balanced budget, so that adds up to all kinds of tax increases that we have yet to see. But in the meantime, BC Hydro, controlled by the province, is raising rates by almost four per cent on April 1. Taxpayers may get a small break if the PST, due to come back on April 1, isn’t levied on some services, as happened under the HST. We will wait and see what happens on that front. One thing is certain — governments have an insatiable appetite for our money. While much of the money they take goes to useful services, there is plenty of room for better management and for minimal tax increases. — Langley Times

A real hero for aboriginal people T he century-old plight of Canada’s aboriginal people is back in the public eye, thanks to protests dubbed Idle No More. As with Occupy protests last year, the demands are vague. One of the claims, repeated in media coverage of protests, is that the federal government is moving to end the historic Indian Act restriction against selling reserve land. A look at the federal legislation, Bill C-45, shows this is not the case. Amendments ease restrictive provisions for leasing reserve land, which remains property of the Crown held in perpetuity for the aboriginal community. This change was initiated by B.C. aboriginal leaders so they can follow the trail blazed by one of the most entrepreneurial chiefs in Canadian history. His name is Ron Derrickson, and he served six terms as chief of the Westbank First Nation near Kelowna. One of my first big reporting assignments was covering a Royal Commission into his administration’s business affairs in the mid-1980s.

There had been an astonishing 17 federal investigations before that, stemming from local claims that Derrickson was just too successful. He drove a big black Mercedes, wore expensive suits, and established a bunch of enterprises, including Canada’s first water slide. The commission was chaired by John Hall, then known as the Crown prosecutor who put serial killer Clifford Olson away, and now an appeal court judge. Derrickson’s suit jacket had a conTo spicuous bulge as he took the stand each day. He was packing a semi-automatic pistol, having demanded and received a carry permit after a brutal attempt on his life. The hit man, an ex-cop, was hired by people who didn’t like the bottom-line way Derrickson ran Westbank’s lease-hold mobile home parks. He showed up at Derrickson’s home one
day and tried to beat him to death with a metal bar. Badly injured, Derrickson made it to his gun cabinet and shot his assailant, who survived to go to prison. He grew up “dirt poor, living in a tar paper shack.” His family name was Tousawasket, until the local Indian Agent drew an Anglo name out of a hat.

He and his brother were the first aboriginal kids to attend public school in Kelowna. Racist bullying drove his parents to move him to a residential school in Washington State. He dropped out in Grade 9, toiled on farms, learned to weld, and worked his way into ranching, real estate and politics. He never gave up or backed down, ever. The Hall commission and all previous government probes concluded that he did nothing wrong. Derrickson sued his local accusers and won, and Ottawa began to change its racist, paternalistic ways. Which brings us back to today. Derrickson’s pioneering work is still changing the Indian Act for the better. This effort is under dishonest attack from people whose legacy is mainly incompetence and failure. Protesters demand more unearned public subsidy, and a petulant soup-only strike is celebrated as an act of bravery. Choose your own hero. I’ve chosen mine. tfletcher@blackpress.ca

Sharon Anderson was dead on in her comment about what Mission needs. Well, almost. I’m not sure about a parking structure on North Railway Street. According to a friend of mine, the one in New Westminster is ugly. However, I would like to add a couple of my own suggestions for improvement. Since these are more or less cosmetic, they need not cost a lot of money. How about re-doing the downtown pedestrian crossings? They are almost worn out due to use and weathering. And why can’t we have one similar to the one
in downtown Abbotsford that is strikingly visible? Ours could be a “yellow brick road” crossing, like Dorothy’s. Another improvement, perhaps an artsy one, could be to make the staircase up to Mission Central School, next to the Mission Museum, into a piano keyboard. Numerous resolutions for the new year Editor, The Record: Well, we made it. We survived 2012 with its Mayan apocalypse, the carré rouge in Quebec and more fumbling of Canada’s reputation on the world stage. Now that we face 2013, tradition demands some kind of resolution; a promise made to oneself that we will try to improve in the upcoming year, and like many Canadians, I kinda suck at it but here goes.
One of the things Canadians are known for is their polite manner but another is their complaining and lack of action (or apathy) to resolve those very same issues they complain about, only to quickly apologize for making noise and disturbing the peace even when it’s necessary. It often seems that the so polite Canadian symbol shouldn’t be the beaver but the sheep. The problem with that is a nation of
sheep often ends up being ruled by wolves. This year, I resolve myself to not be a sheep. I will speak up when I see injustice, otherwise am I not an accomplice. I will take part in our political system because I’m sick and tired of the wolf pack in Ottawa, Victoria and city hall. I will also think about others, those much less fortunate that need help and not worry about the bot-
tom line and funding. We are humans first, not wallets. I will help make this a greener world because I don’t want Canada to become the toxic tarsand armpit of the world while progressive countries like Scotland, Australia, and Scandinavian countries are planning to be green by 2020 and leave us in the dust. I resolve to show our elected representatives that the people are in charge. This is a democracy, we
lead, they work for us. I resolve to improve myself and think differently because as Einstein eloquently put it: the definition of insanity is trying the same thing over and over and expecting a different result. And God knows, we had way too much of the same in 2012. Lets make sure 2013 isn’t a repeat. Kevin Francis Mission

I am moving to have all domestic cat owners pay the same licensing fee as dog owners, have pet doors removed or blocked, and to leash their pet or give it to a more responsible owner. If you are tired of cats urinating in your garden, or tired of fur balls on your porch, or sick of cat fights at your bedroom window in the wee hours of morning, then join me in overturning this bylaw that hasn’t been updated since 1988. It is time we as dog owners stop carrying the weight and burden of these domestic irritants. What about people who are seriously allergic to cats? Should they hide in their home because their neighbour’s cat is out? Or the aggressive, snobby cat who attacks your ankles, swats at your children, and leaves dead animals around. The number of viewers watching council meetings over the Internet has steadily dropped since the initiative was introduced last September. According to statistics from meetings between Nov. 5 to Dec. 3, 2012, there were 40 unique live viewers on Nov. 5, 18 on Nov. 19, 21 on Nov. 26 and only 14 on Dec. 3. A unique live viewer is considered to be one computer streaming the meeting. While the numbers were low for the live broadcast, they jumped significantly in the agenda items viewed category.
After the meeting, the video is broken into segments, allowing residents to watch only the agenda items in which they are interested. Each click is counted as one view, even if someone watches the same clip over and over again from the same computer. The number of items viewed range from 957 for the Nov. 19 meeting to 89 for the Nov. 26 meeting. Council members were generally pleased with the added chance to reach out to the public, but Mayor Ted Adlem noted it is still too early to determine whether or not the project is considered successful. “It’s still pretty new,” he said, adding most people Few resiestill aren’t aware of the service. The district has increased its budget for webcasting to $21,700 annually in order to broadcast all council meetings through a secure audio/video feed, and archive the material using a data storage facility in Canada which adheres to the Freedom of Information and Protection of Privacy Act as required by municipal governments.

Police look for suspect The Mission RCMP are looking for help identifying a suspect in connection to a rash of car break-ins on Jan. 3. The suspect is believed to have broken into three cars on a rural property on Grove Avenue, just north of the golf course. The suspect made off with a wallet and cash, credit cards, an iPod and a cell phone.

Sara Carpenter feels like she has lost her son for the second time. She mourned the loss of her baby when he died three hours after he was born prematurely several years ago, but now she is missing him again after a break-in at her Hurd Street home over the Christmas holidays. The young mother was devastated when her neighbour called her on
Dec. 16 to tell her someone had been in her home. Carpenter and her family were in Alberta visiting her mom for Christmas and didn’t return immediately to investigate the situation. Her neighbour changed the locks and promised to monitor her home while he continued to look after her family’s dog. When Carpenter returned to Mission with her young daughter and husband over the weekend, she found her flute,

computer and all her jewelry had been stolen. But the only missing item she wept over was a small,
brass, heart-shaped urn which contained the ashes of her son. It had his name “Zayne” and the word “peanut” engraved on it. It was sitting on a shelf in the kitchen at the heart of the home, and Carpenter desperately wants it back. “It was like they took things important to us,” said Carpenter, who suspects her family knows the thief, but doesn’t have any evidence. She has asked around
and checked local pawn shops, but has come up empty-handed, and now she’s asking for the public’s help. She contacted the police, but there is little they can do, she says. Her friend Jaci Turner has set up a Facebook page to help her find the urn, and anyone with information about it or wants to return it, can find Turner at Grace Station, 32965 Lougheed Highway. “No questions will be asked,” she said.

The man accused of cyber hacking pop star Carly Rae Jepsen, formerly of Mission, was due to appear in Abbotsford provincial court on last week, but the matter was adjourned until Feb. 25. Christopher David Long, 25, of Abbotsford has been charged with fraudulently obtaining telecommunication services, unauthorized use of a computer, mischief to data, identity fraud and possession of stolen property.
On Friday, federal Crown lawyers said they needed more time before proceeding with the case. Neither Long nor his lawyer was in attendance. Jepsen’s former boyfriend Jordi Ashworth – who apparently inspired her Grammy-nominated hit song Call Me Maybe – sat in the gallery. He later explained to media why he was there. “If we can raise awareness of bullying and cyber crime, that’s great,” he said. Ashworth was asked what he thinks should happen to people

For the past 13 years Lorraine Trulsen has worked tirelessly to keep the doors open at the Heritage Park Childcare Centre. As Mission’s only non-profit daycare centre, the challenge is daunting. The introduction of full-day kindergarten more than two years ago meant enrolment numbers have dropped. paint, and even a stolen garage shed. But more troublesome is the cost to repair, said Trulsen. “The cost is constant,” she lamented. Trulsen said it isn’t fair to the families that use the centre to have to see money coming out of the centre’s pocket to pay for needless repairs instead of being invested in programs. But the continuous costs associated with vandalism is a financial drain. The centre plays an important role in the community, helping families who may not otherwise have a viable daycare option, she said, adding the emphasis at the Heritage Park Childcare Centre is to asset the whole family, not just the children who come through the door. Trulsen hopes those in the surrounding neighbourhood and the rest of the community will take a more active role to help stop the vandalism, whether it’s just keeping a watchful eye on the building, or becoming a volunteer and helping with fundraising, the centre can only thrive if the community takes pride in ownership.

The B.C. government is rolling out its new high-tech medical services cards starting Feb. 15, in an effort to phase out millions of CareCards in the hands of nonresidents. The new cards will be combined with the B.C. driver’s licence, with a similar “BC Services Card” available to those who don’t drive. Residents will be required to reenrol to renew the card every five years, whether they drive or not. Qualified residents can enrol in the Medical Services Plan at
any provincial office that issues driver’s licences. There is no fee for the health services card only. The current $75 fee for a five-year driver’s licence renewal will apply to the new combined cards, discounted to $17 for seniors. There is no requirement to get the new card until your driver’s licence needs to be renewed. The government’s plan is to change over all eligible B.C. residents between the ages of 19 and 74 to the new cards over the next five years. To be eligible for MSP coverage, you must be a citizen or approved permanent resident of Canada, living in B.C. at least six months of
the year. Dependents must also be residents to be eligible for coverage. The health ministry announced the new card program in May 2011, after a review showed there were up to 9.1 million B.C. CareCards in circulation. The total population of B.C. is 4.5 million. Health Minister Margaret MacDiarmid said the new card is designed to comply with B.C.’s information and privacy law, which restricts how personal data can be used and shared. That means ICBC and police have no access to medical files, and hospitals and medical offices have no access to driving records.

Smart meter completion delayed BY TOM FLETCHER Black Press
BC Hydro has been given another year to complete its wireless smart grid project, as it nears the original deadline with 140,000 smart meters still to be installed. Energy Minister Rich Coleman announced the extension of the Dec. 31, 2012 deadline imposed by the B.C. Liberal government’s Clean Energy Act. Pushed through the legislature in the spring of 2010, that legislation supports sweeping changes to BC Hydro’s expansion using wind,
small hydro and other private power development. In a ministry statement, Coleman cited shortages of skilled labour, meters and other specialized equipment as well as “customer concerns” for failing to meet the deadline for all 1.87 million meters across the province. BC Hydro has been dogged by political and citizen protests about the cost of the refit and persistent claims of various hazards from the meters. Installers have also encountered meters made inaccessible by construction of garages, decks
and other structures that covered them. Some homeowners who refused replacement of mechanical meters now worry that they will be on the hook for costs if their old meter equipment fails after they refused the upgrade. BC Hydro spokesman Greg Alexis said the oneyear delay, originally signalled in a November finance ministry update, doesn’t change the utility’s target of the 2014 fiscal year to implement the entire system. Meters are only a small part of a province-wide grid that will automatically report power outages and offer
customers a real-time display of their power consumption. The Clean Energy Act was the culmination of former premier Gordon Campbell’s climate and energy strategy. It exempted the wireless meter project, the proposed Site C dam on the Peace River, and an array of private power proposals from scrutiny by the B.C. Utilities Commission. NDP energy critic John Horgan has said he supports a review of the wireless grid proposal and other major projects by the utilities commission.

Opening Nite Theatre Society wraps up its Puss in Boots, The Panto! this weekend. The final three shows will be on Jan. 11, and Jan. 12 at 8 p.m. and a 2 p.m. matinee on Jan. 13. Panto is a form of theatre that involves a fairytale storyline, slapstick humour, music, audience participation, and crazy costumes. The panto’s multi-layered approach is entertaining for adults as it is for children of all ages. This year’s extravaganza has Fairy Nice and Fairy Naughty landing in ancient France, and you can bet that there will be plenty of trouble! Poor Andy and his Mum are poverty-stricken and losing hope when the family cat decides
that it’s time he took charge and make them millionaires. Puss plots marrying off Andy to the beautiful, yet cynical Princess Zola, but not without a few bumps along the way. Will true love win through? Will Puss get to live in the “lap” of luxury for the rest of his life, or will this be the year that Fairy Naughty finally gets her evil way? Written and directed by Camille Knight, Puss in Boots, The Panto! stars some familiar faces as well as newcomers. Susan Dearing reprises her role as Fairy Naughty, and Jennie Bice returns as the amiable Fairy Nice and leads the musical team along with Mahara Sinclaire and Gary Crawford.
Newcomers Michael Morris, plays the forever scheming Puss, and Kelli Corscadden is the handsome, sometimes naïve, hero. With Tony Loyer and Travis Nick playing peasants, Gerard and Hubert, be prepared for a lot of laughs. And of course, what is a Panto without the beloved Dame, played by the accomplished and witty Gerwyn Mills. Weather wreaks havoc on garbage day Helpful tips to avoid problems when winter storms arrive
Manoeuvring garbage trucks down narrow streets and steep slopes on icy roads can be a daunting task, not only putting garbage collectors, but other road users, at risk. Even if roads appear clear, snow banks may prevent collection vehicles from pulling off to the side, creating hazards for motorists and pedestrians. Cancelled garbage
Clear a path Sidewalks are meant to provide for the safe passage of all pedestrians. People out for a walk, kids walking to school and people using motorized scooters and wheelchairs all have a right to a clear sidewalk without obstructions. To ensure everyone’s safety, please consider other people’s needs when setting out your garbage for collection. All cans, bags and bundles must be set out within three metres of the curb or edge of pavement, but must not obstruct pedestrian traffic. Larger items, such as an armchair or a desk, may only be set out during spring cleanup week, and should never block sidewalks or even roadways. If you have an item that is still in good repair and could be of use to someone else, try advertising it on one of the free sections of the Internet websites.

Instead of the usual two, you will be allowed to set out two garbage bins and two garbage bags (maximum 80pound capacity and 20-kilogram weight each) on your regular collection day the following week. If your garbage, recyclables or compost were the only materials missed on your street, please verify that they were at the curb by 8 a.m., that they were visible and accessible, and that they met all weight
and size specifications. WorkSafe BC regulations stipulate that bags and containers must not exceed 20 kg in weight or 80 lbs in volume. Non-conforming materials should have received a sticker, explaining why pickup was suspended. If materials were left behind for no apparent reason, please phone the collection contractor directly at 604-820-6487. We apologize for any inconvenience and appreciate your patience.
