Blowing snow and temperatures around –13 C greeted Mission residents Wednesday morning, as the municipality began to function normally again. The large dump of snow over the weekend and into Monday and Tuesday halted transit buses and closed schools those days, but by Jan. 18, all services were back to normal and the children returned to school. The District of Mission had every piece of municipally owned equipment out on the roads this week clearing the accumulations. “We’re managing to keep up, but barely,” said Rick Grant, Tuesday, answering phone calls from the public in between driving around Mission in his four-wheel drive vehicle equipped with snow tires. The district has its own weather service, and Mission wound up being the hardest hit by winter throughout the Fraser Valley and Metro Vancouver. Garbage collection was cancelled Monday. Street clearing is prioritized from one to three. Priority ones are major hills like Stave Lake Road, Cedar Street, Grand Street, Wren Street, Hurd Street or Murray Street. Priority twos would be hills like Columbia Street,

Priority threes are the residential flat streets. “We don’t hit those until the major hills are as clear as they can be, but if it continues snowing like it is now we’ll have to get back onto the number ones,” said Grant. A Mission motorcyclist was killed last Tuesday on Lougheed Highway. The 50-year-old man was riding his Harley Davidson westbound east of the visitors’ booth just before 6 p.m. when it collided with the passenger side of a Dodge Durango. An off-duty Mission firefighter and corrections officer attempted CPR on the motorcyclist, but the man was pronounced dead at the scene.
The passenger in the Durango was transported by ambulance to Abbotsford Regional Hospital with leg injuries. “As motorcycles become more and more popular on our roads it is imperative that drivers pay extra attention,” said Mission RCMP’s Sgt. Miriam Dickson. “With the climate in B.C., motorcyclists travel on our roads throughout the year so it is important to keep an eye out for them at all times.” The exact cause of the collision is still under investigation and Mission RCMP are asking anyone with information to call 604-826-7161.
Approval won’t be granted, says developer BY ADRIAN MACNAIR Mission Record
The developer behind a proposed $80-million commercial and residential development at Wren Street and Lougheed Highway says Fisheries and Oceans Canada (DFO) won’t grant environmental approval for the project. Karel Carhoun, whose company, Carhoun and Sons Ent. Ltd., has been seeking approval for the Wren Creek site since September 2009, said a DFO official told him his project will be rejected and he
doesn’t understand why. The issue is whether the project is “likely to cause significant adverse environmental effects,” the reason Environment Canada recommended DFO reject the proposal in October. At that time, the stumbling block was the uncertainty over the endangered Oregon forestsnail. But further provincial research has shown there are more snails in Canada than previously believed. Carhoun said DFO assured him he would have a final decision on Dec. 9, 2011
but that didn’t happen. Two weeks later, he says he received a letter from Environment Canada that claimed the floodplain portion of his property is wetland. There are now three areas on the property Environment Canada claims are wetlands, two located at the base of two ravines that would be filled in for the development and the third adjacent to the Silverdale Creek Wetlands. But Carhoun says he has already addressed these areas in the mitigation and compensation plan that DFO agreed
to last July. For the two ravines that will be filled in, Carhoun is buying the nearby Sun Valley Trout Park, and would merge existing trout ponds with the Silverdale Creek to provide an ecological preserve for both fish and other species at risk. For the stormwater detention pond at the west end, Carhoun’s environmental engineers have written that these artificial wetlands could be engineered to improve fish habitat over existing conditions.

When The Record contacted DFO, a government spokesperson said the environmental assessment process for the Wren Creek project is ongoing. “At this time, no decision has been made,” said Carrie Mishima. “It would be inappropriate for DFO to comment on the outcomes of the assessment until the assessment process has been completed and the project proponent has been notified.” The Carhoun project could generate as many as 1,000
jobs and provide $2.5 million in additional property taxes to the district based on estimates made by Mission’s economic development officer, Stacey Crawford. Quick facts According to Canadian Environmental Assessment Agency statistics for the past five years, of the 2,164 decisions made by DFO during this time period, this would be the first assessment determined “likely to cause significant adverse environmental effects.”

More money restored to gaming grants for arts

a critical budget item. The Mission District Historical Society was forced to go to the district in November to ask for help covering an $11,000 budgetary shortfall caused by $25,000 in cuts. And although the news seems to signal a change of heart from the government, society director Joan MacLatchy is cautiously optimistic. “It essentially restores the funding to the level that it was at before last year, but it is also adding a number of groups to the mix of people who can apply for the funding.� It’s not clear whether that is better or worse for the society, said MacLatchy. Nancy Arcand, ex-
ecutive director of the Mission Arts Council (MAC), says when she spoke to representatives from the government last Thursday, they told her that it will be looking at prioritizing organizations who had funding decreased in 2009, not the ones that are once again eligible. That doesn’t mean she’s jumping for joy. “I’ll believe it when I see it. But, we’ve been sustainable through this and hopefully this will just be an added increase to what we can provide to the community.� MAC had $30,000 cut from its budget by the province in 2009, forcing Arcand to lay herself off and work for the council for free. That shortfall was mitigated partially

The news that provincial gaming grants will be partially restored has come as a welcome relief to several non-profit and arts groups in Mission. The Mission Folk Music Festival lost nearly $65,000 in gaming grants a year ago, and a total of about $110,000 in funding that came via other organizations, leading to questions whether it could be held this year. “It’s good to hear the government state that it made a mistake when it cuts the arts,� said Francis Xavier, long-time festival organizer, before adding there’s still a long way to go before full funding is restored. The total fund remains at $135 million, where it was set by Premier Christy Clark last year, but well below its 2008 peak of $156 million. “B.C. has the lowest per capita arts funding of any province in Canada,� said Xavier. “Just to reach the national average the province would have to infuse more than $50 million into the arts.� Many local community groups have relied on gaming grants money as

Then in 2010 MAC received $15,000 in restored funding. “Even though $15,000 doesn’t sound like a lot to people, that’s a huge crunch for us.� Xavier says the arts deserves a stronger investment from the province, not only for the community benefit, but because it provides a high rate of return. “The arts creates twice as many jobs as forestry does in Canada, but forestry is more highly subsidized.� He said local arts cuts have a compounding effect, making it harder to apply for grants outside the province. “Why should foundations and other organizations invest in a province or a community that cannot, or will not, invest in itself?� After last year’s cuts to the folk festival, Xavier said he put on the festival at a financial loss, gambling on the gaming grants coming back for 2012. “That’s happened and that’s a good sign for us,� he said.

Try taking your foot off the gas It’s been another amazing week watching inexperienced snow pilots struggle their way through Mission and beyond. Despite the fact we receive a higher amount of snow in Mission compared to Metro Vancouver, there are still those among us who decide snow tires are an expensive “option” that they can do without. To them we say, thanks a lot. Thanks for causing unnecessary accidents due to the fact you can’t keep your car on the road, and in turn, taking up emergency responders’ time to fish you out of the ditch. And a special thanks to those remarkable individuals with four-wheel drive vehicles who believe this gives them the right to fly down the road at the posted speed limit; you know, the one that’s set for ideal conditions. Snow-covered roads just don’t fit our criteria for ideal, so take your foot off the gas, sport. And here’s a tip: If you can see a vehicle struggling for traction climbing a hill, don’t try to pass them on the hill. Besides being rude, it’s utterly dangerous and likely to cause an insurance claim. Many people like to assail the municipality about its snow clearing efforts, but from our observations, they are doing the best job they can. Budgeting for snow removal in an area that either gets little snow, or whopping amounts, must be challenging. In the end, the district isn’t driving your car. You make the choices, so be cautious. For all our sakes.

Enbridge pipeline won’t happen A fter following the opening phase of the National Energy Board’s hearings on the Northern Gateway oil pipeline proposal, I have a prediction. B.C. will never see this pipeline. And that’s probably the best outcome. The first reason is the nearly unanimous opposition of informed Kitimat-area residents, led by Haisla Nation Chief Councillor Ellis Ross and skilled local volunteers who described the marine environment of the Kitimat estuary. There was speculation that Ross, who was just appointed to chair Premier Christy Clark’s new Aboriginal Business and Investment Council, might bend on the oil proposal. His testimony put that notion to rest. The Haisla, Haida, Gitga’at and other members of the Coastal First Nations group put their marker down on managed logging and eco-tourism years before this pipeline debate heated up. Moving inland, the Northern Gateway pipeline route is a tangle of dozens of asserted
traditional territories, some in the century-old Treaty 8 zone and others with no legal settlement. The Haisla have embraced liquefied natural gas ships, plants and pipelines, which may be all the industrial development the region can handle. Condensate can continue to be shipped into Kitimat by tankers and sent by railcar to Alberta to dilute bitumen. Which brings me to the alternatives to Northern Gateway. CP Rail just announced a major investment in its U.S. main line To south of Saskatchewan, to transport crude oil from the Bakken Formation, an emerging source of shale oil and gas under Saskatchewan, Alberta and North Dakota. CP shipments out of North Dakota went from 500 carloads in 2009 to more than 13,000 carloads in 2011. The new target is 70,000. B.C.’s likeliest alternative
for oilsands crude is the existing Trans Mountain pipeline, which has been pumping Alberta oil and refined products to the West Coast at Burrard Inlet for nearly 60 years. Port Moody’s Ioco refinery is gone, but Chevron’s Burnaby plant remains, and some crude goes out by tanker or pipeline to refineries south of B.C. The current owner of Trans Mountain, Kinder Morgan Canada, is naturally watching the Enbridge battle closely. A Kinder Morgan representative provided the following m information about tanker traffic from their Westridge Marine Terminal in Burnaby. In 2011 there were 32 tankers loaded at Westridge, down from 69 in 2010. Demand varies widely (there were no tankers in 2000) and current traffic is similar to what went out of Burrard Inlet in the 1970s. Contrary to popular be-

lief, there is not yet a major surge to Asia. For every 10 ships that load at Westridge, on average eight sail to California, one to U.S. Gulf Coast refineries, and only one to Asia. Current Port Metro Vancouver rules allow Aframax-class tankers (80,000 to 119,000 dead weight tons) to pass under the Lions Gate and Second Narrows bridges, but they can’t take on a full load. That would require dredging in Second Narrows, which would increase general shipping safety as well as capacity. Kinder Morgan has not yet formally applied to twin the Trans Mountain line. If it does expand its priceless right of way, the capacity would be greater than the Enbridge proposal. One way or another, that oil will move. The professional environmentalist gong show over Enbridge is still to come. More on that next week. YOUR VIEWS Too little information given to public about variance Editor, The Record: There is a brand new municipal council in place and one could expect a break-in period for them, but if the Dec. 19 meeting is an indication that they are up to speed, they appear to have a distance to go. A notice sent from the planning department to area residents regarding a development variance application from former Mission councillor John Pearson, indicated that the purpose of the application pertained to the development of a singlefamily residence; it did not state that there was an additional purpose for the variance — that of future townhouse development. The variance was not a simple one as it involved floodplain, land
fill, setbacks and Department of Fisheries and Ocean (DFO) issues on the existing Gaudin ‘C’ Creek (The same creek that has been in the news lately for diversion cost overruns). The planning department, in my opinion, was not much help in the process as they put out very little information to the public in the original notice and made an error in the closing date for public input. I believe this forced them to issue a revised notice with additional information (though still incomplete). This left concerned residents even less time to respond considering the approaching Christmas holiday. The accepted procedure for Mr. Pearson’s appearance before coun-
cil was for him to have the opportunity to present his variance plan and respond to council’s questions. Near the end, Mr. Pearson deviated into a protracted speech with negative comments made by him about a “flyer” that was delivered to a number of residents and that he did not want to wait for further public input (recommended to the council by the planning department). He strongly urged council to approve his application there and then. I believe the council had two options: 1. With or without advisement of the planning department, postpone a decision until a meeting could be held for the purpose of further public input. 2. Immediately debate and vote for
or against the application. The council voted to accept the variance. I would say that Mr. Pearson threw away caution when he made his voting comments to the council but it also fell upon the mayor to removed all suspicion of bias in a democratic process by cautioning the council that they should not take Mr. Pearson’s voting remarks into consideration when deciding whether or not to extend the process to further public input. Observing the decisions made at the meeting makes me question if such a rushed council decision, with important precedents being set is in the public’s best interest. Alan Palmer Red Deer

Roadways are cleared, but sidewalks are exempt, even though a homeowner can get a fine for not clearing their sidewalk. I walk to work, and the sidewalk on Hurd Street, a snow route, is deplorable. Man uninjured after train hits his vehicle A 77-year-old Surrey man was fortunate to be alive after his car was struck by a train east of Mission. The man’s car became stuck on the train tracks at the crossing near Hawkins Pickle Road and Bell Road just after 3 a.m. last Thursday. “The elderly male had the good sense to immediately get out of his vehicle when he saw the train approaching, preventing him from serious or fatal injuries,” said Mission RCMP Cpl. Sharon Siluch. The train hit the Dodge Caravan, sending it 400 metres down the tracks, destroying it on impact. The man told police that he had been driving, and had been lost for four hours when he became disoriented. He turned onto what he thought was a side road, when in fact, it was train tracks. When he tried to turn his vehicle around, he became stuck. He was taken to hospital for precautionary measures.

Friday was a day of firsts for a group of Abbotsford and Mission children. Blind and visually-impaired youth from Fraser Valley School District 34 were given the chance to learn how to skate last week, many having never laced up before. Courage Canada, a national registered charity founded in 2008 by blind hockey player Mark DeMontis, aims to provide Canadians of all ages with opportunities to skate and eventually learn to play hockey. DeMontis founded Courage Canada at the age of 21, four years after his ambitions to play hockey were derailed by a diagnosis of Leber’s Optic Neuropathy — a rare condition that affected the central sight of both his eyes, leaving him legally blind. The organization raises funds to help blind and visually-imparied youth realize their potential in collaboration with district school board programs, and support blind hockey teams for adults across the country. According to Courage Canada, a tax-deductible donation of $20.12 helps to make the ice accessible for one blind or visuallyimpaired child that season. Funds go directly towards the cost of ice rental, skates, equipment, transportation and instructors. To learn more about their programs go online to couragecanada.ca.

When it comes to the rap game, the group Bone Thugs-n-Harmony are genuine old school OGs who have collaborated with the industry’s most legendary superstars, like Eazy-E, 2Pac and Notorious B.I.G. Originally formed in 1991 in Cleveland, Ohio, with rappers Layzie Bone, Flesh-n-Bone, Bizzy Bone, Krayzie Bone, and Wish Bone, it was N.W.A’s Eazy-E who signed the group to Ruthless Records in 1993 and launched their careers. Wish and Krayzie were just 18 and 20 years old, respectively, when Bone Thugs debuted their EP Creepin on ah Come Up, which included the single Thuggish Ruggish Bone that reached second on the 1994 rap charts. Now, nearly two decades later, Wish and Krayzie have split from the group to work on a solo album with their label The Life Entertainment. The split in April of last year was big news in the hip-hop world, leading to the question of whether Bone Thugs was finished. “What everybody thinks is we broke up, we hate each other, but that’s just not the case,” says Wish Bone, explaining that members have “grown up” since 1991 and have their own lives. But, he adds, there’s a deal on the table for Krayzie and Wish to come back and do a 10th Bone album. Thinking back, Wish says he always knew Bone Thugs had a special sound and was just waiting for the “right ears” to come along and hear it. As it turns out, those ears belonged to Eazy-E, who died in 1995 while on top of the rap world.
He says Eazy will always be an influence for Bone Thugs because he opened the door to mainstream hip-hop. “Not just for us, but the rap game period, because without Eazy-E you wouldn’t have ‘gangsta rap’.” While many rappers who make it big end up moving away from their hometown, Wish has stayed in Cleveland, where he has friends and the opportunity to scout local talent and help them get noticed the way Eazy did for him. Although Bone Thugs has been around since 1991, most of their members are still under 40 and Wish is just 36. “We came into the game when we were young, and there’s people coming in now that are older than us, so if they can do it, we can still do it.” Wish and Krayzie are coming to Mission’s Clarke Theatre on Monday, Jan. 23, also featuring rappers DTG, Suitable Ties, Dillema, Terrel Safadi, and J Bru. It is with great sadness that we announce the passing of a beloved dad, brother, uncle and friend Ron Funk. After a long battle with Diabetes Ron passed away September 3, 2011. He is survived by his daughters; Rhonda Funk and Roberta Britten, sisters Gloria Pollard, Shirley McGarvey & nephew Steven Funk and his family. SIMPSON Thomas Roderick April 29, 1921 ~ Jan. 12, 2012
Thomas Roderick Simpson passed away peacefully January 12, 2012 at the Christine Morrison Hospice in Mission, BC. He was 90 years old. He was predeceased by his parents, sister Kay Temple, and brothers John & Bob. He leaves behind his wife Florence, daughter Eleanor, son William (Marlene) and grandsons Alexander and Conner. Tom was born and raised in the R.M. of St. Andrews, joined the Canadian navy and returned to work for McColl Frontenac / Texaco in Moose Jaw, Regina and Prince Albert, SK. He then moved on to work for Imperial Oil as an agent in Thompson, Warren and the north perimeter highway in Winnipeg, MB. Upon his retirement he moved to Abbotsford, BC until his death. Tom was a life member of Khartum Temple, Scottish Rite and of the North West Mounted Police Lodge, Regina, SK. A celebration of Life will be held at Calvin Presbyterian Church, 2597 Bourquin Cr., Abbotsford, January 24th at 2:00 pm.
Mr. Garnet G. Hayward late of Abbotsford, BC passed away on January 12, 2012 at the age of 63 at Abbotsford Regional Hospital. He is survived by his common-law spouse, Pearl; ex-wife, Lynne; children, Christie (Les) StantonCollins, Stacy (Bill) Trudgian, Tom McGeorge, Daniel (Sarah) McGeorge, and Laura (Mark) Schultz; grandchildren, Morgan, Mitchell, Michael, Miranda, Skyler, Shaya and Quinn; brothers, Clark (Shelly) and Ronnie (Anne); and sister, Debbie (Rick) Bender; and sister-in-law, Anne (Eddie) Lok. Garnet enjoyed camping and working as a machine operator for 38 years. He will be greatly missed by all. Dr. Anthony Joseph Grehan, beloved husband of Josephine ‘Joy’ Grehan, of Tsawwassen, British Columbia passed away on Sunday, January 15, 2012 at the age of 84 years. Tony also leaves to cherish his memory one daughter Heather (David) Zerr of Tsawwassen and three sons Phillip (Barbara) Grehan of Edmonton, Paul (Elaine) of Deep Cove and Kelly (Cathy) of North Vancouver: ten grandchildren; Patrick and Anthony, Rachel, Mark, Eric and Clare, Brendan and Liam, and Colleen and Taylor; two sisters, Stella Cannon and Mary McAsey; two sisters-in-law Patricia Grehan and Maureen Grehan; as well as numerous nieces and nephews. Remembering Tony also are Moroney brothers and sisters-in-law, as well as other relatives and family friends both near and far. Tony was predeceased by his parents Edward and Marcella Grehan; three brothers Brendan, Kevin and Desmond; and two sisters Kitty Owens and Pauline Grehan. Tony was born on June 12, 1927 in Blackrock (Dublin), Ireland. It was here that he also married Joy Moroney on June 10, 1957. After 35 years of practicing medicine in Liverpool, England, P&O and Orient Lines, Portage la Prairie, Manitoba, Victoria and Mission BC, he retired and relocated with Joy to Tsawwassen. Tony really enjoyed gardening, ‘yardwork’, cars, and fixing things. His natural restlessness always kept him busy. He was a very hard worker. His greatest love was that of his family and friends. He will be missed. The family would like to thank all the medical and nursing staff involved in Tony’s care, especially Dr. Krawchuk and the wonderful staff at the Irene Thomas Hospice for their excellent care. The Funeral Mass will be celebrated at SACRED HEART PARISH, 3900 Arthur Drive, Delta (Ladner), on Saturday, January 21, 2012 at 10:45 am with Father Edgar Polotan as celebrant. Following the Mass, a wake/celebration of Tony’s life will be held from 12:30 – 3:30 pm in the Beach Grove Golf Club, 5946 12th Ave., Tsawwassen. Jacob passed away peacefully at the Abbotsford Regional Hospital at the age of 91. He will be dearly missed by his wife of 56 years, Lydia, son Jake (Colleen) Gunther and daughter Anne (Pat) McFadden, surrogate sons Steve (Carol) Daeschel and their children Lisa and Kayley and Peter Christiansen, grandchildren Brandi (Mike), Joel (Eva), Corbin, Daniel, Danielle (Julian), Natasha (Peter), Alisha, and Janelle, greatgrandchildren Makenna and Rowan, sisters Anna, Helen, Maria of Germany, surrogate brother Peter (Melanie) Gunther, and surrogate sister Helen (Willy) Schmidt. It is with great sadness we announce the passing of Irena Maria Kostka at the age of 56. Born on March 8, 1955 in Poland, she was the daughter of Marcin and Stefania Kostka and one of three children. She passed away peacefully in the presence of her Lord and Savior on Saturday, January 14th 2012 at 9:23 am. She will be forever loved and remembered by her partner, Jerry Bateman, her daughter Marta Ratzlaff, her son-in-law Fred Ratzlaff, her grandchildren Sebastian and Jeremiah Ratzlaff, her son Marcin Mituta, his girlfriend Cassandra Hiebert, older brother Antoni Kostka and his wife Honorata, nephew Peter Kostka, niece Julia Kostka, brother Tadeusz Kostka (deceased), and step-daughter Andrea Wetteland. She will be greatly missed by her loving friends of the Polish Community and from Menno Home, where she worked as a Care Aid for many years. She loved and cherished these friends deeply. The family would like to thank the staff and volunteers at Christine Morrison Hospice in Mission for their tender care and her peaceful passing. Funeral Mass will be celebrated at 3:00 pm, Thursday, January 19, 2012 at St. Ann’s Catholic Church, 33333 Mayfair Ave., Abbotsford. She was predeceased by husbands, William “Bill” Kostyniuk, and Kenneth Newton; and 2 children, Jean and George. Mary was a very hard working, faithful and loving person who dedicated her life to God and family. She left a legacy of prayer and commitment to the Lord, selfless hospitality to all those around her and an immeasurable love to her family. Visitation will be held on Friday, January 20, 2012 from 7:00 to 9:00 pm at Henderson’s Funeral Home, 34537 Marshall Road, Abbotsford, BC. STEVENSON, Doreen Marianne (nee Harpham) Born in Dauphin, Manitoba on March 20, 1923. Doreen passed away peacefully at home on January 14, 2012. After 67 years of marriage she lives on in the loving memory of her husband Donald and will be sorely & dearly missed by her children, Brian, Harold (Corrie), Barbara (Paul), Bruce (Jamie), Heather, James (Teresa) and Jennifer (Shayne). Also survived by 16 grandchildren & 3 great grandchildren. She was predeceased by her 7 siblings and son-in-law Fraser Ross. The Stevenson family moved to Abbotsford in 1971 from Stonewall, Manitoba. Doreen was actively involved for many years in Girl Guides as a Brown Owl and District Commissioner and was a member of the MSA Hospital Auxilary. She worshipped at St Matthews Anglican church. A celebration of life is planned for this coming spring when friends and family can gather together to celebrate the life of this dedicated, remarkable woman.
