Local transit plan needs more funding Plan outlines transit service needs in Mission over 25 years BY TIM FITZGERALD Mission Record

A plan outlining Mission and Abbotsford’s transit needs over the next 25 years may be doomed from the start due to a lack of funding. “I hate to say this, but I don’t want to see this report sitting on a shelf collecting dust, which I have a feeling just might happen with this report, because we don’t have the funding. We have a gap there,” said Mission Councillor Tony Luck. The district is looking for ways to keep transit costs in line as the

district ponders what can be done to increase ridership. Barclay Pitkethly, Mission’s deputy director of development services, presented the Transit Future Plan to council Monday. The report estimates the Mission and Abbotsford will grow by 50 per cent over the next 25 years, adding another 85,000 people to the region. The plan is to increase ridership by four times its current level of 2.3 million. To do so, service hours in the region need to increase to 408,700 hours per year, up more than three times the current level. In 2012, Mission’s transit budget was $2.3 million. A total of $1.4 million of that is allocated for conventional bus service, while $621,000 was paid to the West Coast Express. Other costs include about $161,000

for handy dart service and another $140,000 for administrative and maintenance costs. Last year Mission collected $668,000 in ridership revenue, or about 27 per cent of the overall transit budget for Mission and Abbotsford. Pitkethly said before any future expansion can be considered, the district’s operation and maintenance centre will need to be expanded. He added they are also looking into the transit’s current exchange facility as it relates to the West Coast Express, and noted a new site is being considered through the downtown revitalization project. Pitkethly said the idea is to improve the efficiency of current route schedules so transit can add to more popular routes and perhaps decrease the frequency of pick-ups on under

used routes. The plan calls on the district to add additional trips to coincide with the arrival and departure times of the West Coast Express, and to revamp current transit routes to a grid network. As for paying any expansions, Pitkethly said the report suggests five ways to help generate the revenue. Up for discussion is a possible gas tax or a community pass, where household owners would have a fee attached to their property tax bill and receive an annual pass at a fraction of the cost; a parking tax; vehicle levy; or funding through capital reserves. Council had little appetite to invest money in the current transit system until it can increase efficiency. Coun. Larry Nundal said he’s al-

ready concerned with the subsidies handed out to the transit system. As it stands, only 27 per cent of the region’s transit budget is covered by fares. The remaining costs are covered by local and provincial taxes. Coun. Dave Hensman is concerned the report doesn’t include more information on the West Coast Express. While he acknowledges the WCE is run outside the Fraser Valley Transit Authority, the two systems need to be considered equally before funding can be addressed. “The problem is that Mission is paying the greatest portion of the West Coast Express, and our friends in Abbotsford aren’t paying the equal share of their users,” said Hensman. Discussing downtown Mission Record

The will is there, now it’s just a matter of putting together the final pieces of a plan to revitalize downtown. Local residents crowded the Leisure Centre gymnasium last Thursday to give their input on the redevelopment of Mission’s decaying central business district. The district has assembled more than 30 owners, council members and other stakeholders as part of a Charrette team to help guide the process. Thursday’s meeting was a chance for the public to see the work that’s been done to date and to offer their opinions and thoughts on where development should go. Jamie Shaw stopped by to get a sense of what direction future developments might take. “The cost of housing was a big factor. We really liked the character of the houses here,” said Shaw, who recently moved to Mission from East Vancouver with her partner. Shaw is hoping the district will put an emphasis on maintaining its historical tradition. For long-time resident Bob Trustham, any revitalization of the downtown has to start with taking traffic off of First Avenue from the Bellevue to Tim Horton’s, or the corner of Horne Street. Trustham, who has called Mission home since 1967, said he understands local businesses in that area may

resist because of delivery logistics, but he’s confident a solution could be found. He also emphasized that Mission council and the local MLAs need to put pressure on the Ministry of Transportation to complete the bypass. Sharon Fletcher, director of long range planning and special projects said the ultimate goal is to create more than just upgraded storefronts. She said the overall plan has to bring both commercial and public interests together. “It’s those other community activities other than retail. You need to do retail, and it’s important, but you need to come down to your downtown for all kinds of reason,” explained Fletcher.

Whether is an art exhibition or a community event, getting people to want to spend time and money downtown is the challenge of the process, she added. Some of the district’s objectives for a revitalized downtown is to redirect vehicle traffic so there is an emphasis on more pedestrian walkways on First Avenue. Also being discussed are ways to create green space in the area and increase residential density and housing choices. Mayor Ted Adlem said council’s initiative to revitalize the core has been a priority from day one is confident once the planning process is complete, council will move. The district has began the process to take over First Avenue and move

the highway to N. Railway Avenue. Adlem said he believes a university district in the downtown region will be critical to any future development and a partnership between the district, the University of the Fraser Valley, and developers would go a long way to creating sustainability. The community has to invest some money and will need to foster partnerships with developers, noted Adlem. All the information from the Charrette team’s meeting and the public input meeting will be handed off to HB Lanarc Consultants, the group the district commissioned to put together the master plan. The final report is expected to be presented to council and staff by March 31.

The District of Mission is allowing the Welch Avenue Quarry Company to go ahead with plans to place a processing plant

on the site despite the fact the owner drained a pond without provincial or federal approvals. The owner of the company, Norm Tapp, faced limited opposition during a public hearing Monday. Dan Plecas of Cannon Street in Mission, said in light of the owners actions, granting approval should raise concerns on council. “I think it’s concerning to the district that some-

one would be permitted to do this without any recourse to from the district,” said Plecas, noting that the owner cleared all tree from the land. Under current district bylaws, there is no regulations when it comes to land owners clearing their trees. However, because the property is next to municipal forest land, the clear-cut has some implications for the district. Any harvesting on the

municipal forest must meet the visual quality objectives under the Forest and Range Practices Act so any cutting of trees on the land adjacent to the quarry could be delayed for years or force the district to consider more expensive options. Plecas said concerns brought forward by the provincial government regarding the degradation of the land is problematic once the mine is

no longer operational and should also be reason for council to turn down the application. Coun. Jenny Stevens was the lone voice of opposition. She said she doesn’t believe allowing Welch Avenue Quarry to expand their operations benefits the district. She noted the owner has not convinced her that he has any concerns about his community and she has no interest in assisting him in his business. “There are already a number of quarries up there. One more will only add to the aggravation of the people who live up there,” noted Stevens, who conceded the district can stop Welch Avenue Quarry from mining and limit processing that already exists at the 40-acre site. “If we don’t give this

zoning amendment, then we can prevent further processing, noise, dust, pollution and all the rest of it.” Stevens said her concerns relate to the draining of a pond on the site and Stevens clear-cutting of trees on the property several years ago. In a report to council, staff noted that a large pond on the lot had been drained without the proper approvals from the provincial WaterAct and the federal Fisheries Act. As it stands, the Ministry of Environment is requiring Welch Quarry to provide “reclamation measures to address the environmental damage.” The two sides have come to an agreement on ad-

dressing the issue that will include siltation pools, settling ponds and filtration measures on land that drains towards the nearby Mill Pond. Coun. Jeff said he also had some reservations about granting the rezoning, and questioned the benefits for Mission. Mayor Ted Adlem was quick to point them out. “We maintain an economy, because if you don’t have gravel you don’t have an economy.” He said the addition of allowing the processing at the site means more jobs in Mission. Adlem said the current quarry site had been approved for this type of zoning by previous municipal councils. With the rezoning, Welch Avenue Quarry could see as much as 225,000 tonnes extracted in a strong market.

Coun. Jeff Jewel, who sits on the transit board, said he questioned whether it’s possible to meet transit’s projections of increasing ridership almost four times and covering the costs of expansion. “To me it’s very iffy, but it’s the best anybody could come up with,” said Jewel, noting that the document is only a guideline and has no financial obligations attached.

Coun. Tony Luck agreed, saying funding will be the biggest obstacle to overcome where transit is concerned. He said he doesn’t believe they have the population numbers to be able to increase ridership to the projected numbers. Luck said the challenge is going to be whether they can fund both local transit and the WCE while meeting the needs of the taxpayers who are funding the two options.

After more than a year in office, The Record sat down with Mayor Ted Adlem to discuss his experiences, changes he’s been making and what Mission residents can look forward to this year.

Q: Since becoming mayor, what have you learned about this community that you didn’t know before? A: The largest surprise for me was the dedication and number of people who volunteer their time for the many different groups in the community. Without this large dedicated group of people the District of Mission would not be what it is today. Q: What projects or accomplishments are you most proud of in your first year in office? A: There are several: • A zero per cent tax increase in 2012 and for the first time in Mission’s history, and council passed a municipal budget in advance of the fiscal year. • The initiation and completion of our Core Services Review. This was done to streamline the district’s operations. As the result of the Core Services Review, an organizational restructuring was approved and implemented which resulted in ongoing operation savings of approximately $600,000 per year. • We made a commitment to be the most business friendly community in the Lower Mainland. Because of our efforts in this area, we were recently recognized as one of the top 25 communities in Western Canada to do business.

• We initiated a water supply and demand study for the District of Mission. Our study concluded that there is no urgency in regard to running out of water for the foreseeable future. • On a personal note I was very pleased that council approved dedicating a portion of Logan Avenue to be Veterans Way. Q: Can you update us on some of the major developments such as Sturgeons on the Fraser and Carhoun and Sons development on Lougheed and Wren. A: Both of these developments have received the support they were seeking from our community and I look forward to both moving

ahead in 2013. Q: What other developments can we look forward to? A: We have initiated and funded a major downtown planning process to revitalize Mission’s downtown. This will be a major focus to keep an eye on in 2013. Q: In your election campaign you said you wouldn’t create a communications position at municipal hall. How is the manager of citizen’s engagement and corporate initiatives different? A: The council of the day in 2011 was concerned that they were not getting their message out correctly. In order to get their message out, they chose to hire a communi-

cations person on a short contract. We felt that this was a political hire when they chose to hire a former mayor of Maple Ridge for the job. Our campaign said we would get rid of that contract person. We called the position the Spin Doctor. I do not believe I need anyone to get my message out correctly other than myself. Moving forward I see our position being one that solicits feedback from the community on various issues that we will be dealing with over the next several years. Back in business

The NHL is back in business. After five months of sportscasts that sounded more like business reports as owners and players argued their cases for the protracted labour dispute that kept arenas dark, teams returned to the ice for a truncated season this past week. Some teams are trying to make amends, to salve the wounds that three difficult lockouts in 19 years have wrought on ticket-buying fans. The Vancouver Canucks cut prices at their concessions and gave away the jerseys their players wore in their home opener. The Edmonton Oilers held their first practice on a frozen pond, using Twitter and Facebook to alert fans. Canadians generally, and hockey fans in particular, are pretty forgiving. It’s likely the arenas in the NHL’s six Canadian cities will be just as full and noisy had the season been at its proper midway point. Those who can’t get a ticket, or afford one, will be tuned in to Hockey Night in Canada, a Saturday night TV tradition for more than 60 years. By the time the race for the Stanley Cup playoffs heats up in earnest, say in two weeks, most fans will probably have forgotten there was a lockout in the first place. Especially in Toronto. After all, their team might already have been out of it had the season started on schedule last October. It’s hard for the average working person to relate to a labour dispute between billionaire owners and employees who earn millions of dollars. There were never any picket lines set up outside those glittering arenas, many of them built with help from taxpayer money. Locked-out players never huddled around fire barrels to stay warm, worrying about how their strike pay will cover the rent. Perhaps both sides should pause and think about that the next time they threaten to put hockey on hold. Burnaby Newsleader

outbreaks, the flu season could continue thru until April. “This year we had a number of significant outbreaks by mid-December and as it stands, we haven’t seen the peak yet,” cautioned Brodkin. Because the outbreak is so sever, the FHA has declared the current level of influenza (flu) virus a health hazard under the provisions of the Public Health Act. That has given care facilities the authority to ensure anyone visiting or working at a residential care or assisted living facility who have not received a flu shot this year to wear a mask.

Unvaccinated care home employees who refuse to wear a mask will be sent home without pay. Anti-viral medication is also being given to all residents in care homes with outbreaks to try to prevent serious illness. While there hasn’t been any declared influenza outbreaks in Mission, that’s not to say the virus hasn’t been making its way around the community, said FHA spokesperson Talseem Juma. She said there has been a spike in the district and visits to the emergency room have jumped compared to other years. She See NOT Page 24

Sports Hall of Fame Tuesday in Vancouver. “I’m extremely thrilled,” Hayden told The Record shortly after the ceremony. “There are so many great men and women in the Hall of Fame and to be among them is an honour.” Hayden won a bronze medal in the 2012 Summer Olympic Games in

As Justice William Grist pronounced Jesse Blue West guilty of the first-degree murder of 14-yearold Chelsey Acorn, her mom let out a clap and a “Yes!” in B.C. Supreme Court in Chilliwack on Monday morning. Family members supporting Lisa Acorn then cried and hugged one another in relief at the verdict which sees West, 60, receive an automatic life sentence with no parole eligibility for 25 years. Chelsey’s cousin, Stacey Laybolt, and her younger sister, Breanna, spoke on behalf of the family outside of the courthouse. “We’re very happy that justice has been served … We’re just glad that this monster’s off the street and he’s not going to do this to anybody else,” Laybolt said. Breanna said she wanted people to remember her sister as someone who was “vibrant, beautiful and just loved life.” Chelsey was reported missing from an Abbotsford foster home on June 10, 2005. Her remains were found April 8, 2006 in a shallow grave near the Carolin Mines

exit off the Coquihalla Highway outside of Hope. She had been buried naked, and an autopsy determined that her skull had been crushed with a large rock sometime in the fall of 2005. West, a former long-haul trucker from Surrey, and his son, Dustin Moir, now 27, of Mission were charged with her murder in 2007. Both went on trial in November 2009, but West’s proceedings were severed from Moir’s two months later. Moir, who had been in a relationship with Chelsey, was convicted in February 2010 and also received a life sentence. Both of their trials relied much on evidence gathered during a “Mr. Big” sting in which undercover police officers posed as members of a criminal organization that hired the pair, individually, to work for them. West and Moir were shown separately in undercover footage confessing to Chelsey’s murder in a meeting with the “crime boss.” In West’s footage, he told the boss that he killed the teen because she was going to report to police that Moir had sexually assaulted her. He said the three drove to a wooded area, and he dug a deep hole while Chelsey and Moir went for a walk. When they returned, West said he approached Chelsey from behind and strangled her. The father and son then buried

her in the hole, disposed of her clothes and threw into the nearby river the shovel used to dig the hole, West said. He testified at his trial that his confession was a lie so that he could gain favour with the boss. He claimed that his son had killed Chelsey during an argument at a campground over her supposed pregnancy, and his only role was to bury her body. West also alleged that, despite testimony from several witnesses, his relationship with Chelsey was platonic, based only on her involvement with his son. However, the judge said he found West’s testimony to be “disjointed, improbable and inconsistent.” Grist said all the witnesses were credible and he believed that West had been in a sexual relationship with the teen. Grist said despite inconsistencies in West’s reports of the murder, he said he had no doubt that he was guilty of killing Chelsey and that it was “planned and deliberate.” Following West’s conviction, Laybolt said that she hopes something is learned from the death of Chelsey, who had been described as a troubled teen. “She could be an example so this doesn’t happen again. If we could do something as a society to help these children, instead of judging them, that would be worth it.”

B.C. gravel industry pulls out of FVRD gravel removal plan A regional gravel removal plan may be on its last legs after the BC Stone, Sand & Gravel Association pulled out of a proposed pilot program at the Fraser Valley Regional District. But FVRD officials and Abbotsford/Mission MLA Randy Hawes believe they can still salvage the tripartite agreement that was 10 years in the making. Paul Allard, the gravel association’s executive director, confirmed last week that “due to lack of progress” in implementing the plan, the association has formally withdrawn from the Fraser Valley Aggregate pilot Project (APP). “We thought the plan was a pretty simple solution,” he said, to the gravel industry’s need for a stable supply of gravel, the concerns of homeowners who feared the opening of gravel pits in their backyards and the legal quagmire facing the FVRD in court. The APP designated areas where gravel mining would be permitted, where it would not be permitted, and where it might be permitted under certain conditions. Currently, gravel operations can open up a quarry anywhere, as long as they have the approval of the B.C. mines inspector. Allard said the APP “has grown into a monster” instead, and he doesn’t see any way the plan can be resurrected, “not at this point.” But MLA Randy Hawes said the “delay lies with the government” and “I am working to get this back on track, and I believe it can happen.” Yale area director Dennis Adamson, a vocal critic of the APP, agreed the plan is not dead — but he wished it was. “I hope it does die, but I fear removal of the gravel industry (from the APP) isn’t going to

end it,” he said. FVRD chair Sharon Gaetz said the fate of the APP is now in the hands of the B.C. government, but she also believes the

project will continue “We are not throwing up our hands and walking away,” she said, just because the industry has withdrawn from

the process. Officials at the Forests, Mines and Lands ministry were not available to comment on the status of the APP.

I know we have adequate policing in our community. We, as a council, have asked that the police in our community set priorities to service the community correctly. Snow and ice can make it difficult for birds to find food and water at this time of year, so many people put out bird feeders to help them through the winter. Providing a food source to birds is a great idea, but done improperly, it can do more harm than good. Dirty bird feeders can cause salmonella poisoning, while moldy seed can be the cause of blindness and even death in many bird species. If you have bird feeders in your yard or on your balcony, please make sure they are clean and mold-free by washing them in a 10 per cent bleach/water solution on a weekly basis and ensuring the seed is dry. If that sounds like too much work, it is possible to help out birds by planting bird-friendly

shrubs and trees around your yard, providing food and shelter at the same time. White Birch and Mountain Ash, for example, are trees that can naturally provide seed or

fruit over the winter. If you opt for fruit trees and berry bushes, please consider that they may also attract other wildlife, such as bears, so they may not be your best choice.

The Mission AdoptA-Block Society is busy gearing up for their annual Spring Cleanup event in April/ May and the deadline to apply is quickly approaching. A public information meeting is being held by SBA Canada,  ULC to receive input regarding a proposed telecommunication  tower Lougheed Highway. The purpose of this meeting   at 35471  is to enable the public to view and comment on the proposal.     The proposed telecommunications site will be comprised of  a 57.9 metre (190 feet) monopole tower within a 10M x 10M  compound. He was born to Heinrich and Elizabeth (Harder) Wall of Orloff, Sagradowka in Russia. He was the sixth of eight children who arrived with their widowed mother in Canada on September 3, 1926. Bernard had a strong faith in God that guided him through his life. He supported his family mainly by doing carpentry work and working as a dental mechanic. Bernard is survived by his loving wife, Anna, of 69 years, his children Art (Kathleen), Ed (Shirley) and Ruth (Dan), 2 grandsons, 1 foster grandson, 2 granddaughters and 1 greatgrandson. He will be greatly missed. Special thanks to the caring staff of Sherwood Crescent Manor in Abbotsford. BE CAREFUL WHAT YOU WISH FOR There is an old adage which counsels us to be careful what we wish for, because we just might get it. That high-paying job we’ve been working so hard to get might be incredibly stressful, or the mortgage and upkeep on our dream home might put us in the poorhouse. With this in mind, it is wise to take some time to clarify our values, and then to rethink what we value most in life. Be honest with our self. Do we value our family more than our job? How much time do we spend with our family and how much time do we spend at work? Do we value compassion and caring for others? If so, how is this reflected in our everyday life? Do we value and serve God, and if so, how? Take some time to really reflect on our values, and then ask whether what we are wishing for is truly a reflection of these values. Conversely, ask our self what our wishes say about our values. Perhaps then, the more important question is not what we want, but what we should want.
