TSB releases crash report BY ADRIAN MACNAIR Mission Record

have to die before they do?” Robic said he hopes something good can come out of the tragedy if it saves others. TSB made recommendations to Transport Canada, the Federal Aviation Administration, and other foreign regulators to take specific steps to mitigate fire-related deaths. But none were implemented, leaving an “unsatisfactory” response rating by the TSB. The response from Transport Canada to those recommendations, posted on its website in 2006, says that it supports the TSB objective of reducing fatalities and serious injuries due to post-impact fires, “however implementation of these recommendations would require an immense resource effort. Unfortunately, the Department is not in a position to commit the necessary resources at this time.” Yearwood doesn’t think that’s good enough. “Some of the [recommendations] are not easy to change in the short

term, in other words to modify the aircraft. You have to start out with new aircraft being designed differently,” said Yearwood. But he added there are easier recommendations that could have been followed in order to earn a response of “satisfactory intent” from the TSB. The preliminary TSB report said the fire started immediately after impact and the aircraft’s electrical wiring arced continuously even as rescue workers tried to extricate passengers. Yearwood said even many passenger cars have switches to disconnect the battery in a crash so that while gasoline might be present there won’t be electrical arcing from damaged wires to cause an explosion or a fire. Richmond Fire-Rescue personnel arrived three minutes after the crash and began spraying the wreckage. But even after the fire was out, the report notes rescue workers were concerned the live
electrical system could reignite a fire. “While all the persons onboard sustained serious bone fractures from the impact deceleration forces, those injuries were survivable,” reads the report. “The post-impact fire compromised that survivability. Both pilots suffered burns as a result of the post-impact fire and later died as a consequence.” The TSB has finished just the first part of a three-phase investigation, expected to take several months to complete.
Mission is starting its own water supply and demand study which will add to information already being gathered by the Abbotsford/Mission Water and Sewer Commission [AMWSC], said the district’s director of engineering and public works. “The recent discussions about options for future water sources for the region make it important for Mission to have accurate information about what our own community is consuming now and what our growth patterns show we will need in the future,” said Rick Bomhof. “It’s like any kind of partnership, you have to know what your own needs are in order to have a good discussion about it together.” Once completed, the study findings will be shared with the AMWSC and will frame the upcoming joint discussions around water supply. The information will also assist council in its deliberations about residential water meters. Although water meters are installed in all new construction post-2009, most local households differ from Abbotsford in that they’re not connected to a metering system. “One of the focuses of this study is water conservation strategies and metering has to be included in that as a strategy,” said Bomhof. Any recommendations made in the study would be subject to council review and public consultation, he added. The study is expected to be completed by late spring.

A failure to implement safety recommendations made by the Transportation Safety Board (TSB) in 2006 is being blamed in a preliminary report of a Richmond plane crash that killed two pilots last October. The co-pilot, 26-year-old Matt Robic of Mission, and 44-year-old pilot Luc Fortin of North Vancouver, were seriously burned following the crash of their Beech King Air 100 shortly after taking off from Vancouver International Airport Oct. 27. Fortin died soon after the accident, while Robic died three weeks later in hospital from an infection caused by the burns. According to the TSB’s lead investigator on the case, Bill Yearwood, if federal airline regulators and manufacturers had heeded the agency’s warning in 2006, those deaths may have been averted. “There’s evidence in past investigations to show that all of these things that previous recommendations have highlighted could make a big difference in survivability of accidents,” he said. Yearwood said a 2006 TSB safety study of post-impact aircraft fires identified 128 of 521 incidents in which fire or smoke inhalation contributed to the cause of death or serious injuries that were otherwise survivable. “It’s really a tragic thing, because it cost us our son,” said Matt’s father, Alex Robic. “If he wouldn’t have been burnt as bad as he was, he probably would have survived. I know he would have survived.” Robic said his son suffered burns to 64 per cent of his body, which lowered his immune system, leading to the infection. “We’re hoping that Transport Canada is going to take this serious. I mean, how many people

BC Hydro rolls around smart meter resisters
A lifetime of healthy smiles begin here...
Move towards modernized power grid continues, despite some opposition
Smiling Boosts Your Immune System
BY JEFF NAGEL Black Press
In BC Hydro’s smart meter lab in south Burnaby, staff know they still have an uphill battle in their ongoing bid to roll out their modernized smart power grid. It’s a steeper climb in some parts of the Lower Mainland than others. Less than 20 per cent of households have been switched over to the controversial wireless smart meters in Surrey, White Rock, the Tri-Cities and Maple Ridge. In contrast, 80 per cent of homes have now been converted in Richmond and Delta. The conversion rate is closer to 30 per cent in Vancouver, Burnaby and the North Shore, as well as the Mission, Abbotsford and Chilliwack areas in the Fraser Valley. Less than one per cent of B.C.’s 1.8 million households have balked at accepting smart meters in their homes. Hydro’s strategy is to work around the several thousand resisters. Meter installers go where they’re unopposed and continue their work. Eventually, officials say, everyone will have to be on board. “We have about 20 per cent of our system fully deployed now,” says Fiona Taylor, deputy project officer for the smart metering program. “We’ve had about 1,000 customers to date call with concerns and then change their views on that once we’ve had a chance to talk to them.” Many who object worry a new layer of wireless radiation penetrating their homes will harm their health. “There’s a significant amount of misinformation out there,” Hydro communications manager Cindy Verschoor said. “The meters are absolutely

safe. They’ve been confirmed safe by the provincial health officer, the World Health Organization and Health Canada.” Smart meters do send brief wireless pulses out to the rest of the grid a few times a day to relay power use data. Unlike FM radio transmitters that emit the same type of radiation continually, the smart meter transmissions add up to less than one minute of exposure per day (latest tests suggest it is a couple of seconds), at power levels several times lower than a cellphone. Hydro estimates the radio frequency (RF) exposure from standing next to a smart meter for 20 years is equivalent to a 30-minute cellphone call. A new statement on the exposure risk prepared and approved by the B.C. Cancer Agency at the request of provincial health officer Dr. Perry Kendall says there’s no convincing evidence of health risk from wireless technology. Smart meter transmission exposure rapidly diminishes with distance, it notes, reaching just one 100,000th of Health Canada’s limit at a range of three
meters. “This exposure level is much less than exposure to RF from cellphone use,” according to the Dec. 23 statement by Mary McBride. She also notes brain tumour rates have not increased despite increasing cellphone use, concluding no mechanisms have been identified that would lead to a higher cancer risk from either cellphones or smart meters. Repeated studies have failed to confirm claims some people suffer from electromagnetic sensitivity, the statement said. Independent electromagnetic radiation tests commissioned by CBC News in December verified BC Hydro’s evidence that smart meters are drowned out by FM transmitters, cellphones and myriad other signals. Some apartment dwellers have raised concerns that they may live too close to large banks of smart meters. In practice, one meter in a bank communicates out to the grid on behalf of the others. Tests next to the bank of 10 smart meters in BC Hydro’s lab show that even if they are all
set to transmit simultaneously and continuously – something that wouldn’t happen – the combined radiation is no stronger than one cellphone operating. The CBC test by engineer Rob Stirling found continuous cellphone frequency and FM signals in Vancouver both eclipsed the emissions of the lab smart meters running at full power. “Smart meters pose no threat of illegal radio interference, or health hazards according to Canadian regulations,” he concluded. RF signals – beamed out by everything from radio stations and the sun to wireless computer routers and fluorescent light fixtures – blanket the urban landscape. Opponents of smart meters, including the group Citizens For Safe Technology, haven’t given up. CST has launched a province-wide petition opposing the rollout and they’re seeking an injunction from the BC Utilities Commission to stop it, on grounds that the wireless technology goes beyond the scope of the program’s enabling legislation.

B.C. begins overhaul of senior health care BY TOM FLETCHER
February 2012:
Black Press
Faced with a sweeping report from the B.C. Ombudsperson on problems and inconsistencies in senior care, Health Minister Mike de Jong has launched an effort to simplify the path navigated by families finding health care for the elderly. Ombudsperson Kim Carter’s new report makes 176 recommendations, including a need to provide clearer information to people seeking a space in a care home or assisted living facility. De Jong said the health ministry will launch a toll-free phone line by June for people to express concerns about the system. A new seniors’ advocate office is to be established at an unspecified later date. De Jong agreed with Carter’s finding that it is too difficult for families to find care spaces, and to determine if they are eligible for public subsidies. He also agreed that the government hasn’t sufficiently analyzed its home care support program, which helps keep 90 per cent of B.C. seniors out of care facilities. The government announced a $15 million budget to expand a pilot program run by the United Way to help people with shopping, gardening, transportation and other non-medical supports so they can stay in their homes. The program has been working

in five Lower Mainland communities and it is to expand to up to 65 over the next three years. Other measures are aimed at providing palliative care at home for terminally ill patients. Training for doctors and home health providers is to begin in April, and an after-hours palliative care nursing support phone line is also being established this spring. De Jong said priority will be given to keeping elderly couples together when they have different health care needs that force them to be separated. The seniors’ advocate should be able to deal with financial disputes at private care facilities as well as helping seniors find adequate care in the public system, de Jong said.
The report and promised overhaul comes as B.C. is beginning to feel the weight of baby boom retirement. The number of B.C. seniors is approaching 800,000, or 12 per cent of the total population, and that is expected to double by 2029. Life expectancy in B.C. is nearly 82 years on average, and rising. Health care costs rise rapidly in the later years of a person’s life, and the cost is compounded due to longer life expectancy. The health ministry calculates that the average annual health care cost is $2,398 for a person between the ages of 15 and 64. From 65 to 69 the average cost jumps to $6,073, and after age 80 it triples again to $18,906 a year.

Some PSIT files, fees reviewed A review of all non-RCMP-related public safety inspection team (PSIT) files and fees charged to homeowners will be conducted, announced the district last Thursday morning. Coun. Larry Nundal, who was a vocal advocate for homeowners affected by PSIT prior to his election to council, welcomed the news. “What we’re trying to do is bring a bit more fairness into play. I still think we have a long ways to go, but we’re going to make whatever effort we can,” he said. Of the 499 households inspected between April 2008 and January 2011 when the program was put on deferral, 283 were levied fines. The district then conducted a review of 96 PSIT-led properties that had not paid fines, which led to a reimbursement and apology to 15 homeowners. But Nundal said there were homeowners who weren’t part of an RCMP investigation who paid the
$5,200 in PSIT fines, but were never given an opportunity to appeal the decision. “I think this council is wanting to repair any damage that was done, notwithstanding the class action lawsuit,” he said, referring to papers filed in provincial court last July by a homeowner who was fined. “The council has met with the RCMP and the municipal lawyer, so they are confident in their decision about how to move forward from this point,” said Deputy Chief Administrative Officer Paul Gipps. “A procedure is now in place that meets council’s request for a standardized review process that will be applied equally and which will allow council to track the progress on each file.” If the information contained in a file does not substantiate the determination of the property as a controlled substance property, the fees will be returned and the decision reversed.

All-in airfare pricing Imagine going to a restaurant for a $5 steak dinner, but when you get there you discover being seated at a table will cost you $5, a surcharge of $7 for the plate and utensils and another $4 for the server to take your order. Add on the tip and HST and suddenly your cheap meal has become an expensive night out. That’s how Canada’s airlines have been allowed to operate. It’s marketing strategy; advertise only the base cost of the ticket, with the full price of that ticket, including all its various surcharges, fees and taxes revealed when the purchaser is about to commit. Consumer advocates have been complaining about it for years. In fact, the federal government did do something about it, adding the “all-in-one” airfare advertising clause to the Canadian Transportation Act in June 2007. But lobbying by the airlines, which claimed the new pricing policy would put them at a disadvantage to foreign airlines who could continue to advertise only their base fares on their own websites, has delayed its implementation for years. That’s about to change. European airlines have been required to advertise the complete cost of a ticket since 2008. In January, American airlines also fell in line with all-in airfares. The competitive disadvantage argument no longer exists. So why will Canadian consumers have to wait another 11 months for a five-year-old law to finally be enforced? While it’s likely that only the most naive traveler believes they could actually travel to England for $99, requiring the airlines to be up front when advertising their fares will empower consumers when making the best choice for their travel spending. – Black Press

Floating on a sea of natural gas P remier Christy Clark’s recent fanfare about developing a natural gas export industry in northern B.C. included a major change in electricity policy. Last year Clark’s government forced BC Hydro to trim its operations and keep its next two annual rate increases below four per cent. Part of the savings will come from redefining former premier Gordon Campbell’s climate strategy, which required BC Hydro to be self-sufficient in even low-water years, with no net electricity imports. The target is now selfsufficiency in average-water years, limiting expansion of independent power projects. It also means B.C. will import more gas-fired electricity in the coming years, and burn some of its own abundant gas to generate new power up north. North America finds itself floating on a sea of shale gas. Campbell’s plan entailed using B.C.’s big dams to stabilize and store power from new intermittent sources of hydro and wind, building the Site C dam on the Peace
River and exporting clean energy at a premium in a carbon-priced North American market. Both the carbon market and the export market have evaporated. While B.C. was developing run-of-river to sell to California, the U.S. west coast built new capacity, much of it gas fired, after an electricity crisis that caused brownouts more than a decade ago. Today, Washington state producers are actually paying BC Hydro to take their excess power because they need to move it into the To grid, and B.C. is the only place that can store it using dam capacity. NDP energy critic John Horgan is celebrating this change in BC Hydro policy. He says the government made a multi-billion-dollar miscalculation by assuming California’s electricity shortage would continue indefinitely, and surplus power would be profitable.
He says independent power contracts are part of BC Hydro’s current financial problems, but political interference in planning is the bigger issue. Horgan would not endorse the Wilderness Committee’s call to cancel electricity purchase contracts BC Hydro has signed for more run-of-river developments. Energy Minister Rich Coleman told me no contracts will be cancelled, and he rejected my suggestion that BC Hydro could end up with too much power in the wrong places and m at the wrong time of year. BC Hydro can move power around as well as store it, and that ability will improve when the smart grid is completed. Independent power doesn’t end there. It shifts to northern B.C., where three liquefied natural gas projects will need output equivalent to two and a half Site C dams to operate.
B.C. Views

Coleman confirmed that at least one modern gas-fired power plant will be needed to develop LNG, which is expected to be in business before Site C could be built. That powerhouse will likely be built by the LNG developers, and used to back up new intermittent sources of offshore and land-based wind and any river or geothermal sites available along a new northwest power line. B.C. will likely have a second gas-fired power plant in the northeast corner, to supply the Horn River shale gas development and processing plant now underway. Coleman says that plant should be able to capture carbon dioxide and sequester it deep underground. Fort Nelson and points north will remain off the BC Hydro grid. Even with carbon capture in the northeast, Campbell’s greenhouse gas targets look to be the next part of his legacy to be abandoned. YOUR VIEWS Bill C-52 should not even be considered by gov’t Editor, The Record: Re: New bills help seize digital information, Jan. 26 edition. Reviewing media information regarding Bill C-52 deeply disturbs me. From what I understand Bill C-52 will allow law enforcement agencies to retrieve Internet customers’ names, addresses, telephone numbers, e-mail addresses, IP addresses, and electronic serial numbers without getting a warrant and without a crime having been committed. If this is correct, then Bill C-52 is in serious violation of the Canadian Charter of Rights and Freedoms Section 7 (Everyone has the right to life, liberty, and security of the person and the right not to be deprived thereof except in accordance with the principles of fundamental justice) and Section 8 (Everyone has the right to be secure against unreasonable search or seizure). Further, at common law (see MacDonnell v. Halifax Herald Ltd. [2009] and further cases cited within MacDonnell), Canadians are afforded the right to privacy. MP Randy Kamp alleges that Bill C-52 is needed to combat child
pornography, criminal gangs and terrorism. I strongly disagree. There are already laws in place to combat these (and more) criminal and terrorist activities. For example, law enforcement agencies have access to specialized computers that tracks online child pornography offences (by pinging the IP address of the offender in question), and there are criminal laws (as well as specialized law enforcement agencies) in place that are used to tackle both criminal gangs and terrorism (including military special operations and Canadian Security Intelligence Service). It is one thing to strengthen sentencing for specific crimes, however, when Parliament violates statutory and common law privacy where no crime has taken place and without requiring a warrant, is another. Any legislation that violates individual right to privacy without due process and a justifiable reason (i.e. criminal/terrorist activity) must not even be considered. Lee Hanlon Mission
Money can be found to fund education basics Editor, The Record: The government is taking advantage of parents and teachers because they’re nice and they let them do it. The nature of teachers is nurturing and caring. They don’t go into teaching because they expect to make a fortune. They go into it because they like to empower kids to learn and be healthy contributors to society. These are not greedy people. Parents too, are naturally nurturing and caring. The government depends on the parents to fill in the gaps left by their neglect. Parent Advisory Committees (PACs) are constantly fundraising to provide schools with basic necessities like white boards, projectors, gym and outside play equipment; even the most basic needs like books. Fundraised money comes from parents. So effectively we’re paying double taxes for our children’s education. With the teacher job action they’re forced into because they have no contract, we have to work harder again to fill in the gaps. Teachers are limited as to what they can do so parents have to step in and do more. No one is complaining though. We need to stop enabling the government that’s putting the financial burden of our children’s education on us and make some noise that we’re not going to take it anymore.
• Increase the amount of money allocated per child to the schools so they can have the tools they need to learn. • Increase the number of education assistants for our designated kids so teachers can focus on all their students. • Increase the number of supervisors allotted so our kids are and feel safe. • Reduce the maximum class size so teachers can give our kids adequate attention. It all comes down to money. If there is money for chartered planes, management raises and retirement packages, there’s money for the basics. Since we vote in politicians, we should have some kind of say in their compensation packages. I’d like to know what it would take to reduce the fat retirement packages politicians get. When we’re suffering so much, it’s disgusting to see such blatant self-gratification by the people who are supposed to make good decisions for the whole province as a whole. Bylaw should be amended Editor, The Record: Re: Mission school trustee should apologize, Feb. 9 edition. It is encouraging that our former school trustees are still taking an active interest in Mission Public Schools and their advice will always be welcomed by me. However, their recent letter to the editor is a little off the mark. There are many reasons why bylaw one should be amended, but foremost among them is the fact that the policy, as it currently reads, is inconsistent with the School Act. This is not my opinion but comes from a review of the bylaw done by the school district’s
I@M<IJ@;< :FCC<><
legal firm. This means that since September 2008 one of the bylaws which constitute the “procedural law of the board” is not fully aligned with provincial regulations. I have no idea of how this may, or may not, have impacted the daily operations of the school district. I also do not criticize individual trustees or the former school board for this policy error. I understand that mistakes can sometimes happen. My point is that, in our efforts to improve school district policies, we have identified a significant error and we need to move quickly to bring
that bylaw back in line with the School Act. In the meantime, the new board is moving ahead with strategic planning and budget setting. During this process I will be doing my best to ensure that our district directs its attention and funding toward initiatives that will have the greatest positive impact for students. I look forward to public discussion shifting away from governance policy to issues such as academic standards, school safety and program choices. Jim Taylor Trustee Mission Public Schools

Fundraising for St. Joseph’s Food Bank’s new building is progressing well, and organizers expect to finish by year’s end. Donations have slowed due to the holiday season, said Ron Leger, one of the driving forces behind the construction, but an average of $20,000 per month in materials and cash is coming through the door. “I was really encouraged by this much support,” he said, and noted the community, contractors, the parish and the municipality are all contributing to the project. Mission Mayor Ted Adlem is hosting a charitable golf tournament July 21 to raise more money for the building. The building is located on Seventh Avenue, adjacent to the St. Joseph’s Catholic Church. It is estimated to cost $590,000, including the land;

$128,247 is left to raise, said Leger. A food bank operated out of the basement of the church for about 15 years, but demand grew to the point where the food bank needed a free-standing building. The structure will be a two-storey building, designed to look like a small church, with 1,860 square feet on each floor. The new building will have an overhang in the front, to shelter the crowds that form. There will be a loading dock with a pallet jack and a conveyer belt system to move the food indoors, where it is sorted. There will be a pickup area with shelving that will also make the visit faster for patrons. Food bank coordinator Patrick Carey said it started “very small and very simple,” with about 30 clients per month. These days, they serve 10 times that number. They are open two days a month for distribution, but volunteers are there working seven days a week to prepare for those days.

Fact-finder appointed in teacher talks Want to know more about our Abbotsford Heat hockey team?
BY TOM FLETCHER Black Press
A labour ministry fact-finder has been appointed to make one last effort to find common ground between the B.C. government and public school teachers. Assistant deputy minister Trevor Hughes has until Feb. 23 to report on possible solutions to the year-long deadlock, but Education Minister George Abbott said Thursday he doesn’t have much hope of a solution. Abbott said he met with B.C. Teachers’ Federation president Susan Lambert before Hughes was appointed, and asked one more time if there was any chance of a settlement under the province’s two-year “net zero” wage mandate. “The answer was no,” Abbott said. The B.C. Public School Employers’ Association has heard that rejection many times during 11 months of fruitless negotiation sessions. BCPSEA issued a statement last week admitting that no amount of meetings will change the gap between the parties, with the
BCTF seeking a 16-percent wage increase over three years and a list of time off and other benefit improvements. Abbott said back-towork legislation can be quickly drafted and passed in the legislature, if Hughes confirms that there is no hope for a negotiated settlement. Successive B.C. governments have plenty of
practice imposing contracts on teachers, Abbott said, describing the relationship between the BCTF and the government as “a 50-year bad marriage.” The BCTF has run a series of TV and radio ads to back its demand for the government to abandon its net-zero mandate, which numerous provincial government unions,
including school district support staff, have accepted. The BCTF released a list of public sector union settlements that have included raises in the past two years, including the Delta Police, Surrey firefighters, B.C. ambulance paramedics, and municipal workers in Kamloops, North Cowichan, Quesnel and Courtenay.

“Over the years, her art has driven her to extremes, and she had discovered her own voice and style and kept it true to her heart,” she said to the crowd gathered in the gallery. “Now, her pen has taken over her brush, as she paints with her words the stories of her life and that of others.” Mayor Ted Adlem was on-hand as well, saying the council has been a prominent icon in the community that has presented classes, events and festival for many years. “We have seen growth in their programs with such community-driven events as the Children’s Festival, the Christmas Craft show which just recently celebrated 31 years, the CAMP MAC children’s summer classes and our International offering of a traditional house post to our sister city Oyama, Japan” he said. The District of Mission has been supportive of the council in previous years with a fee for service policy and in granting permissive tax exemption for the house they rent that houses the art gallery. As part of the ongoing festivities for the 40th anniversary as well as Heritage Week, the gallery is displaying an art show and exhibit until Feb. 25. The show is called Creative Energy, Earth, Air, Fire, Water, and features various Mission artists’ work, such as Lina Meagher’s metalwork, Carolynn Brownlee’s photography, and Don Mair’s water colour. Included in the display is a new aboriginal carving by local artist George Hemeon, of the Squamish Nation. The eight-foot long carving is from the same wood that was used for a present that Mission sent to Oyama. Entitled “The Raven,” it is expected to be installed on the south exterior of the centre in the near future. Exhibits change every three weeks. The gallery is open to the public each week from Tuesday to Saturday, 1-4 p.m. at 33529 First Ave. at the corner of Catherwood Street.

Bands What’s Happening rally for sick woman in Mission
Local musicians, friends and family are organizing a benefit concert for a local woman who has fallen ill with leukemia. Laurie Stricker, a longtime volunteer with the Mission Folk Music Festival, is in her second round of chemotherapy. Her friend Olisa Chornick, who is organizing a benefit concert, said the proceeds will all go to helping Stricker, who has been hospitalized and unable to work, leading to financial hardship. “She’s the most positive woman you’d ever meet,” said Chornick, a drummer in one of the bands playing, Random Dander. “We just want people to come out and help a lovely lady.” Chornick said all the bands will be local, so it’s a great opportunity to hear some good music and help a woman who has given to the community for years. The bands include Random Dander, Aqua-Vista, Higher Plains and Mad Decent, plus (as Chornick puts it) “the total awesomeness of Denis, a.k.a Mr. Excitement.” The event takes place this Friday night at Mission Sniper’s Pool Hall, 33212 First Ave. Tickets are $12 and the party starts at 7 p.m.

have lived in Mission since 1974 and love it here. My husband and I purchased a home on Silverdale Avenue and lived there for 10 years. However, sadly he died in 1979, and I found that, with the children grown up and away from home, and myself living alone, a house was too big for me. At that time, 1984, I was not quite a senior and there were plenty of apartments available, and I believe that St. Andrew’s place was just being built. This was a type of co-op facility under the auspices of St. Andrew’s United Church. However, on looking into that kind of living accommodation, I did not find that it suited my needs. I would only be able to have one bedroom, when I needed two for when my children came to visit me. Consequently, in 1984, I purchased a two-bedroom apartment at Glenkirk Court on Third Avenue and Stave Lake Street. In 1998 my mother-in-law wanted to move from West Vancouver to Mission to be closer to her family here. I eventually found Luther Place, on Seventh Avenue, which was just being built under the auspices of the Lutheran Church, and she moved into one of these apartments. This was an ideal community type living for seniors; the purchase price and strata fee were reasonable and it was well run by the strata council itself. It being a seniors complex, the admission age was 55 years. This was such a great place to live, that I purchased an apartment there in 1989, right next door to my mother-in-law and enjoyed living there until 2010. In 2005, as a member of St. Andrew’s United Church, I was appointed as their representative to Mission Association for Seniors Housing (MASH), an organization formed in the late 1990s by a cross-section of Mission church and community organizations. At that time there was very little affordable housing for seniors in
Mission and other than Luther Place, none seemed to be planned, prompting many seniors to leave the community. Through fundraising and a lot of individual effort, MASH was able to obtain land from the Fraser Health Regional Board on Mission hospital land and present plans to B.C. Housing so that they could build an assisted living home for seniors. The Cedars has 58 apartments, 40 of which are government-subsidzed and the rest affordable rentals. This has proven to be a very popular residence. In late 2009 I became more aware of my aging years and looked at finding a new home. I had watched Cedarbrooke Chateau go up across the street. This senior’s rental apartment complex has some assisted living, such as laundry, housekeeping, meals, activities and facilities. Before I decided to move in, I joined their Monarch Club, which gave me access to the swimming pool exercise program as well as the others. I moved into the Chateau in February 2010 and it has been a very good move for me. I have one large bedroom, a good size living area, and a den, as well as a full kitchen in an approximately 700 sq ft. area. I feel very safe and well looked after; it’s a great community feeling with terrific staff. What is more, my family are very happy that I am here as they know I am being well cared for. MASH is now working on another seniors’ building project — Cedar Valley Manor, an independent living community. This will be life lease purchase, which is a rather new idea. They are now pre-selling one and two bedroom suites with completion of construction expected by fall of 2013. It is interesting to note that four of these five housing projects have been accomplished by local volunteers who have given hundreds of hours. - Submitted by Lilian Dudfield

Although the images we might remember in sports are of gold-medalwinning athletes standing on podiums, many athletes credit their coach for their success ahead of anyone else. At the BC Games, coach education and training is a priority, with all coaches requiring certification from the National Coaching Certification Program. Coaches BC is the provincial organization responsible for the ongoing support and development of coaches. “A coach’s preparation for the BC Games, or any other competitive environment, is just as important as an athlete’s preparation,” says Coaches BC Executive Director Gord May. Karate BC developed a
junior coach mentorship program as part of the BC Winter Games where youth coaches have the opportunity to work with a certified adult coach. Six coaches ranging in age from 15 to 18 years old will be part of the program at the 2012 BC Winter Games. “The BC Games is an ideal way of furthering [development of] our young athletes into future coaches,” says Fernando Correia, the Duncanbased Provincial Advisor for Karate BC. Another successful mentorship program developed by the BC Games Society, Coaches BC and Promotion Plus, supports the education of female coaches. coach, this has been a terrific opportunity for both her and her apprentice coach. “As I started out in coaching I wish that I had had an opportunity to study from a seasoned coach. It would have provided me with the opportunity to see how an effective coach really operates,” she says. The dedication and commitment of coaches around the province strengthens the overall sport system and contributes to communities and social development. For many, coaching is a way of life. A total of 122 head coaches and 110 assistant coaches will lead 1,148 athletes at the 2012 BC Winter Games, which run Feb. 23-26 in Greater Vernon.

How prepared is your farm? Reduce the risk of animal diseases such as foot-and-mouth disease (FMD) by practising sound biosecurity on your farm. • Have a biosecurity plan in place and review it regularly. • Observe your animals for signs of disease. • Call your veterinarian if you think one or more of your animals might be sick. Talk to your veterinarian about biosecurity measures and how they can be applied to your farm. They’re the best investment you can make to help keep your animals and your business healthy.

Former Heritage Park Secondary School basketball coach Bruce Langford had no idea what to say when he was informed last week that he’d been inducted into the Basketball BC Hall of Fame. “Am I supposed to retire?” the 60-year-old Langford, said laughingly of his initial response. “Usually you get something like this at the end of your career... I still like what I do.” What Langford does is coach basketball — very well. Currently in his 11th season guiding the Simon Fraser University women’s team, he has racked up an astonishing career record of 276-60 with the Clan. After their first nine years under Langford in Canadian Interuniversity Sport, the Clan won five national championships before joining the Great Northwest Athletic Conference (NCAA Div. 2). He is a two-time recipient of the CIS coach of the year award and also won Basketball BC’s top coaching honour twice, having steered the provincial women’s Under-19 team to gold medals at the Canada Summer Games in 1997 and 2001. Describing himself back then as “a bad combination of both shy and introverted,” Langford originally started coaching volleyball

At first, electricity simply meant light for some of Mission’s settlers — both as a residential luxury and as public street lighting — but as it became more available following the construction of the Stave Falls and Ruskin dams, the uses of electricity in

the following decades created new industries and business within the community forever changing the most basic tasks of daily life. This new exhibit, called Turn on the Juice: The Development of Electricity in Mission, showcases over 60 photographs, maps, drawings, artifacts and documents from the Mission Community Archives and the Mission Museum which chronicle the early development of power in the area between 1894 and 1930. According to Mission Community Archives archivist Val Billesberger, many of the documents and photos on display across the 16 storyboards haven’t been seen by the public so far. The exhibit will feature stories and objects on the marketing of electricity by local businesses (19111916), Mission’s first power system devised by pioneer Hori Windebank, including one of the first light bulbs sold by Windebank’s Mission City Water, Light and Power Company and the Mission Rural Street Lighting Commission, which was created to manage taxes for funding public street lighting. Also the exhibit will narrate the dramatic story of the harnessing of the Stave River to develop hydroelectric power through the construction of the Stave Falls and Ruskin dams, featuring a BC Hydro telephone switchboard used to tell when the Ruskin dam railway track was clear enough for another railcar. The lasting impact of hydro development in the areas surrounding the Stave Falls and Ruskin Dams will also be explored, as the Heritage Places Branch presents a “then and now” look at the sites and personalities that formed the core of these power communities. The archives and museum exhibit display launches Feb. 19 from 2 to 4 p.m. in the Power House at Stave Falls. The exhibit stays there until Feb. 26, and afterwards it can be viewed at the Mission Community Archives until March 26 and then at the Mission Museum during April and May.

Local students express their heritage with art BY ADRIAN MACNAIR Mission Record
Mission high school students have created photos and artwork for this year’s Heritage Week based on the theme of power. This is the fourth year Heritage Park secondary has been involved in Heritage Week, said art teacher Kathy Baker. Students used oil pastels with India ink, charcoal, and marker to create artistic works. “I think what I like the best about what they’ve done is the variety,” she said of the 22 drawings her students produced, adding that considering they took a limiting subject they managed to produce a wide array of styles and compositions. Although some of the kids were reluctant at first to tackle a theme-based art project, she said they came around to the idea and worked hard.
“It gets kids to look at historical images and think about where we used to be and how far we’ve come.” Meanwhile, at Hatzic secondary, teacher Wendy Lewington has been getting students to take photographs with the same theme in mind in order to compose posters with unique, colourful images. “They really enjoyed it,” she said. “It was fun going to the power plant and talking about their ideas and just thinking about the issue of power in this community.” The ideas were just as varied in Lewington’s class with some students focusing on wind and solar power, while others looked at hydroelectricity. Each school received some money from the Mission Heritage Society toward purchasing the materials to develop their creations, due to be displayed in downtown Mission businesses from Feb. 20-26.

Keeping a clear path Thank you for using your rot pot Sidewalks are meant to provide for the safe passage of all pedestrians. People out for a walk, kids walking to school and people using motorized scooters and wheelchairs all have a right to a clear sidewalk without obstructions. To ensure everyone’s safety, please consider other people’s needs when setting out your garbage for collection. All cans, bags and bundles must
be set out within 3 metres of the curb or edge of pavement, but must not obstruct pedestrian traffic. Larger items, such as an armchair or a desk, may only be set out during spring cleanup week, and should never block sidewalks or even roadways. If you have an item that is still in good repair and could be of use to someone else, try advertising it on one of the many “free” sections of the various internet websites.
Give a cat a home today Are you interested in adopting a cat? The Fraser Valley Humane Society (FVHS) is a non-profit registered charity that runs the Cat Adoption Centre on Railway Avenue in Mission, (just behind the Royal Bank). It is open Tuesday, Wednesday, Thursday and Saturday from 10 a.m. to 3 p.m. Special appointments can also be arranged on Friday to view the cats if these times are not convenient. The FVHS is the complete ‘official’ service for cats in and around Mission. It works to eliminate the suffering of strays and abandoned cats in our
community. The FVHS no-kill shelter provides a humane approach to animal welfare. There is also a network of dedicated volunteers who do what they can individually in addition to FVHS services. As well as visiting the Cat Adoption Centre the shelter could certainly use some volunteers to maintain the Centre and help in socializing the cats. The FVHS is always engaged in furthering public awareness on the needs of cats, the duty to spay and neuter and to accept a lifetime responsibility for a pet. Contact them at 604-820-2977.
Residents using their Rot Pots to divert food waste continue to make a huge difference in how much waste is trucked to the landfill for disposal. Thank you for keeping up the effort and reducing greenhouse gases along the way. With colder weather and sometimes freezing conditions, food waste may stick to the inside of the Rot Pot. Please remember to place several sheets of crumpled up newspaper at the bottom of the bin, as
well as between layers of food waste to make it easier for materials to slide out. Newspaper helps to soak up liquids and keep the contents of the Rot Pot from clinging to the inside. Your curbside collection crew is servicing an average of 1,840 households each day of the week, and trying to make the job easier is only fair. Rot Pots are not bear-proof, so please also remember to always store your Rot Pot inside a shed, your garage, basement or bear-proof bin.
Bear season may not be quite upon us, but March is just around the corner, when bears will start to actively look for food. Set out your Rot Pot, as well as garbage and recycling by 8 a.m. on the morning of your collection day, and not the night before. The district is currently selling a limited number of 80-litre bear-resistant bins at a reduced rate of $130 per unit to residents who are willing to provide some feedback on the bins’ effectiveness. Please contact
the engineering department at 604820-3736, if you’d like to obtain a bin. Again, a big thank you to all those residents who continue to use their Rot Pot, resulting in much less food waste being landfilled. Please mark your calendars for the first annual Rot Pot compost giveaway on Earth Day, Sunday, April 22, at the Mission Landfill from 10 a.m. to 2 p.m. Quantities will be limited on a first come, first served basis.

peoples of various countries from all over the world. A MICA kick-off membership drive and barbecue was held at Fraser River Heritage Park last August, and current membership sits at 34. MICA hopes to grow their membership base by many more interested individuals within Mission and the greater regional community in 2012 by providing a new and exciting outlook into international cultural issues. Since inception, MICA has hosted a Japanesethemed supper and entertainment event in April, which raised funds for the Great Japan Earthquake and Tsunami relief. These funds were sent to and gratefully received by our sister city of Oyama, Japan to be distributed to workers providing relief efforts in Japan. Again in October, MICA sponsored a Ukrainianthemed supper and entertainment which raised funds for famine relief in the Horn of Africa. This year, on Feb. 18, MICA has teamed up with Rotary to host their annual Spaghetti Supper with a live auction and a dessert auction at All Saints United Church

THE POWER OF GRANDMOTHERS UNITED! The Steven Lewis Foundation for Grandmothers to Grandmothers Campaign was launched in 2006 and has 240 groups across Canada. The goal is to help grandmothers across Africa raise the grandchildren of parents who have died of AIDS. The program also provides food and health care, as well as school fees and uniforms for the children being cared for by their grandmothers. On November 15, the Mission group held their Ärst ofÄcial meeting and chose for themselves the Title, “Powerhouse Gogo’s”. GoGo is the African word for Grandmother.
This group is not only for grandmothers! It accepts “grand others” who are sympathetic to the plight of African grandmothers struggling to bring up their grandchildren in the most difÄcult circumstances.
