In just over one year, Mission will host the largest multi-sport event the community has ever seen.

The 2014 B.C. Winter Games countdown clock was shown off Tuesday morning at the Mission Leisure Centre, where it will be mounted in the lobby.

The Games’ success will be driven by the volunteer efforts of local citizens, said Mission Mayor Ted Adlem.

Politicians and staff of the day submitted a bid in September 2008, and

by April 2009, Mission’s success at securing the event was announced. “[The Games] are the first rung en route to the Olympics,” said Adlem.

A board of directors has been in place for months, helmed by Brian Antonson, and about 2,000 volunteers will be needed.

It will be possible to sign up to volunteer online at bcgames.org after April, but before then, call the Chamber of Commerce at 604-8266914. There will also be an opportunity to put your name forward at the April 27 Community Service Awards.

The Games will happen Feb. 20-23.

Hours extension granted to Marketplace

Heritage Marketplace hours have been extended.

Mission council lifted a part of the restrictive covenant on title that limited opening hours from 6 a.m. to 11 p.m. Monday night; now the stores can be open 24 hours a day.

Residents living 150 metres around the site received notices,

and the district received 11 responses opposed to the change, and two in favour. About 200 notices were sent, estimated Barclay Pitkethly, deputy director of development services.

Some of the concerns listed include noise and traffic issues and a potential for an increase in crime.

District staff recommended against the 24-hour operation, and had proposed to extend

opening hours from 5 a.m. to 11 p.m. In another option, staff suggested a six-month trial period for around the clock operation and then follow up with a report from police and local residents, however, most councillors felt there wasn’t enough opposition not to proceed with the request.

Coun. Jeff Jewell was the only councillor opposed to the change.

“The objections by those who took the time to write are pretty articulate and specific and it certainly matters a lot to them,” said Jewell, who preferred the six-month trial period. He suspected those living closest to the shopping site strongly opposed the change, while those living further away would not be impacted much.

Coun. Dave Hensman was absent from the meeting.

De Jong projections call for 1.5% increase in spending

Finance Minister Mike de Jong unveiled his government’s promised balanced budget Tuesday, bolstered by Crown property sales, increased income tax rates and economic growth expected to continue for three years.

De Jong’s projections call for spending to increase by 1.5 per cent overall in the coming three years, with health care spending increases of 2.3, 2.7 and 2.2 per cent over the same period.

“This is not enough even to maintain existing health care services, given the cost of population growth and inflation, not to mention what’s needed to make needed improvements,” said Debra McPherson, president of the B.C. Nurses’ Union. “As a result, health authorities will be forced to continue jam-

ming hospital patients into offices, lounges and other areas not designed for patient care, as well as using hallways to take up the slack.”

De Jong argued that the government has already established a track record of containing the rise of health care funding in recent years.

His budget also adds a four per cent increase in Medical Services Plan premiums to take effect next January, the latest in a series of increases paid by individuals or their employers for basic medical care.

Business organizations are concerned about a one per cent increase in corporate income tax, on top of the carbon tax on fossil fuels and the end of the harmonized sales tax that provided input tax credits.

Rick Jeffery, president of the Coastal Forest Products Association, said the return of the provincial sales tax amounts

to a $140 million tax increase to his members.

The forest industry understands the financial pressure and the revolt against the HST, but now needs regulatory reform and skills training from the government to keep it competitive, he said.

The Canadian Restaurant and Food Services Association applauded the end to the HST, projecting a year of growth for B.C.’s 12,000 restaurants once the sales tax on prepared foods drops by seven per cent on April 1.

Finance officials say 16 Crown properties to be marketed this year are expected to produce a net return of $260 million. They include a former hospital site on 152 Street and two vacant lots on 192 Street in Surrey, a vacant lot near Victoria General Hospital, and the former location of North Saanich Middle School.

pects to finish the current fiscal year with a deficit of $1.2 billion, the fourth straight deficit since the global economic meltdown that unfolded before the 2009 election.

IIO investigates dog bite incident The Independent Investigations Office (IIO) is looking into an incident where a suspect who fled from police was bitten by a police dog in Mission.

According to the IIO, on Feb. 4 shortly after midnight, an adult male fled a police traffic stop. The man was later seen abandoning his vehicle

and leaving on foot. About 20 minutes later, an IIO press release states the man was found and taken into custody with help from a police dog.

During the arrest, the man was bitten by the RCMP dog and had to go to hospital. No further information was available.

Mission readying to host athletes

In slightly less than one year, the opening ceremonies for the 2014 B.C. Winter Games will take place in Mission, the chosen host city.

A ceremony Tuesday morning marked the oneyear countdown with the unveiling of a specially designed clock which will be mounted in the Leisure Centre lobby.

The original announcement of Mission’s successful bid was made in 2009, and work began in earnest last year. A board of directors has been chosen, led by Brian Antonson, and the ramp-up now begins to secure the estimated 2,000-plus volunteers who will be required to make these games happen.

Mission is fortunate to have landed this opportunity, and thanks go to the council and municipal staff of the day for their efforts in making it happen.

But now the difficult work begins, and as a community, we should all do what we can to ensure these games become the most successful in BC Games history. This type of widespread exposure is good for the municipality as a whole.

No matter what your personal area of expertise, there is likely a niche that needs to be filled, whether it be transportation, accommodations, communications, etc. Everyone can have a role to play, and we encourage you to find yours.

B.C. gas boom is real, all right W hether Christy Clark’s government survives the May election or not, the natural gas “Prosperity Fund” idea floated in last week’s throne speech is a useful one.

B.C. is poised to join Alberta in the upper rank of energy producing jurisdictions, with an expanding network of natural gas collection, refining and processing into liquid (LNG) for export.

Clark’s pre-election throne speech proposed a resource fund similar to Alberta’s Heritage Fund that would be reserved for debt reduction and major projects, rather than spent on programs, which tends to happen under the political pressure of fouryear election cycles.

Opposition politicians and media commentators have dismissed this as a preelection stunt. They note that the LNG industry in B.C. doesn’t exist yet, and may never produce the hundreds of billions of dollars projected over the next 30 years.

I returned for a visit to B.C.’s northeast earlier this month, and I can tell you the gas boom is real. My parents

homesteaded east of Dawson Creek near the Alberta border in 1962, and I recall when our farm was drilled for gas by Gulf Canada 40 years ago.

Many more gas wells have been drilled since then, and country roads have been widened and numbered for industrial traffic.

A farming community called Montney is the latest hot play, yielding not only shale gas but petroleum liquids, which are valuable for diluting heavy oil among other things.

B.C. has never seen this kind To of international investment interest before. Initial projects have been joined by global players such as British Gas, and Mitsubishi, a key player in Japan’s replacement of its devastated nuclear power program.

Spectra Energy, which operates one of North America’s biggest gas processing plants at Fort Nelson and has another one under construc-

tion nearby, has begun work on a third plant near Dawson Creek. Spectra and British Gas have also proposed the latest of several pipelines, to move all this gas to an LNG terminal at Prince Rupert.

The Kitimat-Prince Rupert region now has at least five proposed terminals, with investors including Shell, Chevron, ExxonMobil and state players from China and Korea.

All this is happening as shale gas is developed across the United States as well. As with oil, Canada is a captive of the U.S. market, and the flood of m new gas supply has the North American price at rock bottom.

At least B.C. hopes it’s the bottom. Gas royalties passed forest income to the B.C. treasury many years ago, and now as the forest industry struggles to recover, the province faces tumbling revenues from gas.

new global investment in LNG? For one thing, we’re a stable democratic country with a mature industry and competent regulation.

Secondly, the shipping advantage of the Kitimat and Prince Rupert ports to the Pacific Rim has finally been recognized internationally, as coal, forest products, grain and container traffic has climbed in recent years.

B.C. has another advantage that appears to be increasingly important. The shale gas deposits are deep, under a kilometre or more of solid rock, and most are in remote, sparsely inhabited locations.

That adds cost to the pipeline system, but it has a benefit. At the beginning of the year I predicted that the international protest movement that dishonestly targets Alberta oil would soon turn to demonizing natural gas.

That pseudo-scientific attack has begun, right here in B.C. I’ll have more on that in a subsequent column.

Slow down near schools Some streets not as safe for pedestrians daughters and I have had to run across the street as either the person wasn’t paying attention or they just didn’t care to slow down so we can safely cross.

My older daughter is in band in Heritage Park secondary and unless I have cab fare for her to go to it twice a week

she doesn’t go because I can’t trust that she will be safe walking across the crosswalks and not get hit.

On my way home the other morning I counted 10 cars that sped by in a school zone that is only three blocks long.

It is terrible when you are a pedestrian

and people in cars are in so much of a hurry knowing full well kids are walking to and from school.

If you need to get somewhere, take extra time to get there and don’t risk hitting a kid in the process. Slow down!

Editor, The Record: My wife and I do a lot of walking through the streets and stairways in Mission. We do so to keep fit and enjoy the walks every day.

The things that puzzle us the most are the streets that are not as safe as most. Dunsmuir Street between Seventh and 11 Avenue, for example.

On the west side of the street there is a paved part at the side with a white line. Is this a sidewalk? If walking south, we are walking with the traffic, not a safe thing to do even with the white line.

Editor, The Record: There are 7,000 people throughout the province who have an inherited risk of fainting or dying suddenly from an abnormal heart rhythm (arrhythmia) – often this is only discovered through an event like fainting.

However, research indicates that this is just the tip of the iceberg – for every person identified with inherited arrhythmia, four or more family members may unknowingly be at risk.

The condition can be managed with simple medical intervention, but when left unmonitored, it puts lives in danger. As the recently appointed Sauder Family and Heart and Stroke Foundation Chair in Cardiology, we are assembling a team of experts to build a network of clinics to discover those British Columbians at risk, and provide them with protection.

Despite all of our advances in prevention and treatment of heart disease, several thousand people in B.C. die annually. This February is Heart Month. When a Heart and Stroke Foundation canvasser arrives

Clemo to receive Freeman of the City award April 27 Award ceremony will be held April 27 at Leisure Centre The names of this year’s Mission Volunteer Appreciation and Community Service Award recipients have been released.

Claire Clemo will receive the district’s top honour as Freeman of the City. She has dedicated many years to serving her community.

Elyssa Lockhart will receive the Citizen of the Year Award in recognition of her work advocating the Fraser River as a transportation system, and her efforts with the Mission Regional Chamber of Commerce.

Volunteers needed The Alzheimer Society of B.C. is looking for volunteers to help provide a range of free services to families dealing with Alzheimer’s disease and other dementias.

Volunteers help the Society with everything from making phone calls to caregivers to facilitating support groups.

The need right now is for local volunteers who can facilitate local support groups that meet each month.

Training is provided and a one-year commitment is required.

Lifetime Achievement Awards will be given to the Mission Arts Council in recognition of 40 years spent in development of arts and culture, and Barbara Fehrmann, who has dedicated many years to community service. Arts and Culture Service Awards go to Jan Garner, Joy Vox Community Choir, and Mission Friends of the Library.

Smith, Tamara Throssell, Gorilla Gardeners, and Mission Adopt-A-Block Society.

Damon and Crystal Matkovich and Noreen Wright will receive the Sports Volunteer of the Year Award, and Eshona Debaat will take the Against the Odds Achievement Award.

Mission’s Citizen’s Patrol will be recognized with the Crime Prevention and Community Safety Award.

The award ceremony will be held April 27 at the Leisure Centre gymnasium.

Heritage Awards handed out

Valerie Hundert, Kuldip Gill (posthumously) and Royal Canadian Legion Branch 57 received this year’s Mission Heritage Awards Monday night.

Jim Hinds, co-chair of the Mission Heritage Commission made the presentations, while Mayor Ted Adlem and Kim Kokoszka handed out the awards.

Hundert received the Heritage Award for education and promotion for her leading role in establishing Heritage Week as an annual, multi-cultural and multi-generational event since its inception 11 years ago. She has worked with schools and community groups to organize events that educate and promote Mission’s heritage. Some include student art work displays, plus the annual heritage tea and pioneer social.

Gill was honoured with the Special Heritage Achievement

She graduated from Mission High School in 1952 and spent 20 years of her adult life working in forestry and mining before returning to school to acquire a PhD in anthropology and a master of fine arts in creative writing from UBC. She published two books, Down in the Valley in 2004, and Valley Sutra, in 2009 after her death.

Her husband, Jim McIntosh, accepted the award on her behalf.

The Legion also accepted the Heritage Award for promotion and education. Established 86 years ago, the organization is the oldest service group in Mission.

In addition to supporting veterans and their families, the Legion also financially aids sports teams and dance groups.

As well, they have preserved the names of men and women who lost their lives in wars.

The awards program was established in 2007 to recognize efforts made by individuals, groups

and businesses that made significant contribution towards enhancing, pro-

PST return looms for B.C. business

Undoing the harmonized sales tax and establishing a modernized version of the 60-yearold provincial sales tax is the biggest task facing Premier Christy Clark’s government in the brief legislative sitting that precedes the May 14 provincial election.

Finance Minister

Mike de Jong recently introduced the transition legislation. It includes provisions for transactions that straddle the transition date such as new home purchases.

The bill to replace the HST runs nearly 200 pages, and it will add accounting costs for business as well as taking away business input tax credits that match those available under the federal Goods and

Services Tax. The government has given itself a deadline of April 1 to make the switch for the 2013-14 fiscal year.

The administrative burden of the switch starts with businesses reprogramming cash registers and other systems to go back to collecting two separate sales taxes. One of the few modern touches to the new PST is the ability of more than

100,000 businesses to register online at www. gov.bc.ca/etaxbc/register, and view online instructions to help make the transition.

Provincial sales taxes on restaurant meals, haircuts and other services will be removed as of April 1, but one companion tax is being kept in place. Private sales of vehicles, boats and aircraft are exempt from GST, but the prov-

ince levied a 12 per cent provincial tax on the transactions to equalize treatment of used vehicle sales between dealerships and individuals.

The government vowed to reinstate the old PST at seven per cent after the HST was rejected in a province-wide initiative petition. The HST was imposed in 2010, extending the provincial sales tax to a range of services.

On Aug. 25, 2011, a year after implementation of the HST, B.C. residents voted “yes” to extinguish the tax, and on April 1, 2013, we will officially move back to the PST-GST tax system in this province.

Unfortunately, making the move back to the PST-GST tax system won’t be a snap for small businesses and a bit of paperwork will be required.

To help make the transition easier for small businesses, here are some things that they need to know, especially for those which were formed after March 2010 and have never dealt with the PSTGST tax system before.

Are there any improvements from the “old” PST? There are other changes being made to improve the PST from its earlier days, including: • new online access for business, including registration, account updates and online payments; • due dates for remittances and returns for monthly filers will be moved to the last day of the month to match GST remittances; • eight per cent Hotel Room Tax will be incorporated into the PST instead of requiring separate registration, remittances and returns; • businesses will be able to register with their federal business number; • retailers will be allowed to refund tax to customers in a broader range of circumstances; and • businesses that collect and remit tax will again receive commission of up to $198 per reporting period

United Way FV falls short of fundraising goal

For the first time in recent years, the United Way of the Fraser Valley (UWFV) has not met the fundraising goal for its annual campaign.

Lori Masse, the charity’s director of resource development, said the agency has collected $796,000 toward its $875,00 goal.

Last year, UWFV raised $827,000, just surpassing its $825,000 target.

Masse said unless the additional funds are collected this year, the charities that the United Way supports will suffer.

The organization covers the area from Aldergrove and Mission east to Boston Bar. It provides social service grants to 25 charities in areas such as early childhood success, homelessness and affordable housing, and poverty reduction.

Masse speculated that one of the reasons funds

are down, not only for the United Way but other local charities, is the ongoing impact of the economic downturn.

Masse said an influx of people retiring from their jobs is also affecting the United Way’s fundraising goals.

Meanwhile, the younger generation is racking up more debt than ever — from things such as education — and doesn’t have disposable income.

Masse said another

trend is that more and more people want to volunteer their time with a charity, rather than contribute funds.

Masse said an ongoing challenge for UWFV is maintaining a profile in the community. Although many people are aware of the United Way, they don’t know it exists in the Fraser Valley.

She said UWFV plans to launch a push to raise the remainder of the campaign goal.

The campaign runs annually from September to December, and 79 per cent of the funds come from employee payroll deductions. Another 19.6 per cent is from corporate do-

nations, while the remaining 1.4 per cent is from individuals contributing outside of a workplace program.

Help welcome visitors from Sister City Planning meeting takes place tonight

The District of Mission is preparing to host a delegation of visitors from our sister city of Oyama, Japan over the 2013 Canada Day weekend.

The invitation has been sent by Mayor Ted Adlem for a delegation of Oyama residents and officials to pay us a visit here in Mission between June 28 and July 5.

This important visit will serve to return the remarkable hospitality that was offered to the District of Mission’s 2009 delegation to Oyama, in which the gift of a locally carved house post was presented and installed at the Oyama Cultural Centre.

Recycle your electronic storage devices As part of the Electronics Stewardship Program, storage devices such as USB sticks, vinyl records, cassettes, VHS tapes, CDs, floppy disks, gaming cartridges and DVDs can now be dropped off with their cases at the Mission Recycling Depot.

The depot is located at 7229 Mershon Street (across from the West Coast Express parking lot) and is open seven days a week from 8:30 a.m. to 4:30 p.m. Please note that packaging cases cannot be dropped off on their own.

Mission International Cultural Association (MICA) will organize and coordinate the visit of some 30 Oyama delegates with input provided by the District of Mission. Much work needs to be done in preparing for this visit, so it’s all hands on deck.

Members of the public are invited and encouraged to attend the MICA 2013 Oyama delegation planning meeting today (Thursday, Feb. 21) at 7 p.m. in the District of Misison Council

Chambers.

It will only take about an hour of your time and anyone interested in helping plan or host the event is encouraged to attend.

We are inviting the citizens of Mission to come forward and help in extending

the best of Mission’s renowned hospitality to our guests. We want them to enjoy the full flavour of Mission, and immerse them in a true Canadian cultural experience over the Canada Day weekend, enriched by sharing our homes and our time

with them.

Our journey through life is sometimes described as a boat ride. Sometimes we take an active role in that ride, steering the boat or rowing the oars. Other times, we take a more passive role, unfurling the sails and letting the wind pull us along. There are times in life when we must be active to get what we want; a rowboat won’t go very far on calm water without someone working the oars. But there are times in life when we really don’t have much control over things, and we can just go with the flow. But even then, we need to make sure we are facing in the right direction. A strong wind may make our journey a lot easier, but only if the boat is pointing in the right direction. We are all on a journey to the heart of God. Sometimes we need to take the oars in our hands and row. Other times, we just need to unfurl our sails and catch the wind of God. But in either case, we need to be heading in the right direction. Fortunately, God has implanted in us a moral compass, our conscience, which lets us know whether we are on the right track or not. We should pay attention to what our moral compass is telling us, follow it with integrity, and row the oars or unfurl the sails, as the situation demands.

By rejecting conscience, certain persons have made shipwreck of their faith.

Murder mystery at ONTS

An intriguing murder mystery will be featured on the Opening Nite Theatre stage next month.

In the quiet little village of Ffyffe Magna in the verdant hills of England, Lady Florence AnderingFfyffe is expecting a pleasant visit from her old friends, the Millsbys. But when a body shows up in the delphiniums, Lady Florence’s evening is definitely ruined.

Not only are the police running roughshod over her house, but members of the household keep getting attacked and her unfortunate daughter, Enid, keeps making eyes at the entirely unsuitable (but dashingly handsome) Detective Inspector Volper. And that’s just the first two scenes of Death Among the Delphiniums.

Agatha Christie meets Downtown Abbey in this edge-of-your-seat murder mystery from Thea Bates, directed by Mahara Sinclaire. With local favourites like Tracey Anderton as the razorsharp but warm-hearted Mrs. Millsby, and Shawn Jodway as the unwitting gardener who has to deal with having a mistress who destroys the gardens as well as a dead body, this thriller will keep you guessing right to the end.
