As the Labour Relations Board (LRB) gave B.C. teachers a green light to strike for up to three days next week, Education Minister George Abbott tabled legislation Tuesday that would suspend all strike action and could impose millions of dollars in fines per day if a strike persists. As the legislature debates the “Education Improvement Act,” the B.C. Teachers’ Federation could legally walk off the job as early as Monday. Teachers are to complete their own vote on that option Wednesday. Results of the vote were not known by The Record’s press time. At the Mission Teachers’ Union (MTU) office, vicepresident Mark Bradshaw said the number of teachers he witnessed streaming through the doors to vote on Tuesday will likely result in a record number of voters. “There were 87 people here to vote before school started and that’s higher than normal,” he said.

Bradshaw said the MTU was reviewing the legislation put forward by the government and “on first reading it looks exceedingly nasty.” Particularly, Bradshaw said the document puts “contract stripping provisions” into the legislation, and puts no limit on the number of special needs students in classes and that professional development day activities must fall inline with the district’s objectives. BCTF President Susan Lambert said in a press release Tuesday that this legislation is “a destructive act of legislative vandalism that will violate collective bargaining rights for teachers and have a profoundly negative impact on learning conditions for students.” The LRB ruled Tuesday that teachers can legally strike for up to three consecutive days in one week after two days’ notice, and a further one day in each subsequent week with the same notice. That could

Fire at Hatzic secondary prompts two-day closure BY JASON ROESSLE Mission Record

An overnight accidental fire at Hatzic Secondary School closed the building Monday and Tuesday.

Mission Fire/Rescue Service was called to the high school around 9:30 p.m. Sunday and found the blaze located in a science lab store room in the west wing. Investigators determined Monday

morning it originated in a fire-rated storage container. Plastic left on top of the unit eventually caught fire and the smoke triggered the sprinkler system, which limited damage to that room.

While some chemicals were kept there, Fire Chief Ian Fitzpatrick said they were diluted sufficiently so there was no hazardous materials concern, a sentiment echoed by Superintendent of Schools Frank Dunham.

Centennial Place provides purpose, job skill training BY JASON ROESSLE Mission Record

A program aiming to help local adults living with mental illness succeed their life goals and aspirations is happily settling into its new home on 11 Avenue. Centennial Place has been filled with activity since the beginning of January, and recently celebrated its grand opening. But this isn’t a residence, noted Brandi Matheson, program manager. “We mentor and train people to take care of themselves.” Compared to previous offerings in Mission, Centennial Place

isn’t a drop-in spot where people just gather to have coffee. While that does happen, it’s on a schedule, and there are chores that must be accomplished and programs run throughout the day. Having this type of schedule adds purpose to people’s day, said Matheson. “This is a place a of purpose — a supportive environment.” There is a strong vocational focus to the facility, and they help participants learn customer service skills, basic reception/ administrative type work, keep the house clean, and run a till. There are also classes from basic to advanced in computers.

“We help a lot of people who haven’t worked in a long time,” said Matheson, noting about 20-30 people a day stream through the doors. The previous iteration of this program, which was just a very basic social drop-in style, was based out of St. Andrew’s United Church. Now, members are referred by outside agencies. Matheson said a number of local groups and businesses helped bring Centennial Place to life, including St. Andrew’s, Riverside College’s carpentry program, and Mission Renewables, Inc.

Metro to talk to FVRD about WTE Metro Vancouver will start consulting its neighbours in the Fraser Valley immediately about its plans to burn more garbage, even though it has no idea yet what technology will be used or where a new waste-toenergy (WTE) plant will be located. A new incinerator would pose no concern to the Valley if it was built at an out-of-region site – such as Covanta Energy’s proposed site at Gold River on the west side of Vancouver Island. But FVRD leaders remain deeply concerned about worsening air pollution if a plant is built in the Lower Mainland, sending emissions east into the Valley. Metro board chair Greg Moore said much work can be done with Fraser Valley representatives ahead of decisions on WTE technologies and sites. He said the region may decide in advance what air emissions standard must be met, so bidders know in advance how stringent the rules will be and what level of pollution scrubbing technology to use. Metro could examine emission levels and standards at various WTE plants around the world, he said, and then decide it wants the toughest pollution standard here. Metro also plans to hire an independent third-party expert panel to provide advice and ensure there’s no bias in favour of any technology. Three people are to serve on the panel – one with WTE technical experience, one expert on sustainability and energy and one expert on air emissions and health.

continue until the new bill passes the legislature. Abbott said the legislation imposes a six-month “coolingoff period” and sets up the appointment of a mediator to look at non-monetary issues such as class size and composition. A separate penalty provision would be enacted if necessary, Abbott said, imposing a fine of $1.3 million a day on the BCTF and up to $475 a day on

individual teachers who strike in defiance of the new legislation. Abbott said the timing of imposing the cooling-off period depends on whether the NDP opposition holds up the bill or lets it pass in the legislature. Lambert said teachers are reluctantly considering a full walkout, after a work-to-rule campaign since September where they have refused to complete report cards or meet with administrators. “Teachers would prefer to be engaging in a meaningful me-

diation process to resolve this dispute rather than escalating it,” Lambert said. The legislation extends the current teacher contract terms until the end of August, imposing the government’s two-year “net zero” wage mandate that most other government unions have agreed to voluntarily. NDP leader Adrian Dix said the opposition will not support the legislation, and said Abbott missed an opportunity for “real mediation” of all issues, including monetary. The legislation also puts in

place a new fund to address class size and special needs support, to respond to a court decision last year that said those issues were taken out of teacher contracts without adequate consultation. It provides $30 million extra this year, $60 million next year and $75 million each year after that, amounts the BCTF has rejected as far too little. The legislation imposes a new teacher evaluation and selection process that Abbott acknowledged will be controversial.

Eradicate bullying Yesterday was Pink Shirt Day in B.C. , an annual anti-bullying event that raises awareness of the need for action against bullying. The message of this event is that bullying hurts. It isn’t just a rite of passage and it doesn’t have to happen. According to www.bullyingcanada.ca, as many as 25 per cent of children in Grades 4-6 have been bullied and approximately one in 10 children have bullied others. A 2004 study published in the Medical Journal of Pediatrics found that about one in seven Canadian children aged 11 to 16 are victims of bullying. It is important to recognize what bullying is and that it happens in many forms – verbally, socially, physically and one (cyber bullying). Wearing pink on Pink Shirt Day shows people are making the commitment to not let bullying happen. B.C. has seen its share of bullying tragedy. Fourteen-year-old Hamed Nastoh of Surrey jumped off the Patullo Bridge and killed himself leaving a note behind blaming constant bullying he endured at school. Another, 14-year-old DawnMarie Wesley of Mission, committed suicide by hanging herself after relentless bullying. The province has taken steps to address bullying in recent years, including a Ministry of Education resource brochure for parents in 14 languages that can be found online at www.bced.gov.bc.ca/sco. Taxing times for B.C. government

B

efore this week’s budget debate is drowned out by the shouting over the teachers’ dispute, here’s a look at the main points and the arguments unfolding around them. The setting for Finance Minister Kevin Falcon’s first budget is what he dreaded when Premier Christy Clark handed him the job. Recovery is painfully slow, with mining and petroleum growing and forest products struggling to hold and build on gains made in Asia. This and the $3 billion dismantling of the harmonized sales tax moved Falcon to limit overall spending growth to an average of two per cent for the next three years. That means little or no increase to all areas except health care, education and social assistance. Despite holding the line on public service pay and not replacing 2,000 positions over the next three years, Clark and Falcon had to postpone the elimination of the 2.5-per-cent small business income tax to get to a balanced budget by 2013. And Falcon has again dangled the prospect of raising

general corporate income tax from 10 to 11 per cent, but not until 2014. Business experts applauded the hard line on spending, noting the contrast with Alberta’s big spending and Ontario’s big spending hangover. NDP finance critic Bruce Ralston says Falcon’s two-per-cent spending target is “unrealistic,” and the whole program is motivated mostly by two by-elections this year and a general election next year. He said the proposal to raise general business taxes is a repeat of To his effort to save the HST, and it won’t happen if the B.C. Liberals win in 2013. B.C. Conservative leader John Cummins made the bizarre claim that it’s an NDPstyle “tax and spend” budget, and inaccurately accused Falcon of raising taxes on small business. He also joined the NDP chorus of outrage over ICBC, BC Hydro and medical premium increases.

Some other hot topics in the budget: • Selling assets. The big one here is B.C.’s liquor wholesaling monopoly, run out of warehouses in Kamloops and Vancouver. Falcon insists the private sector does this kind of work more efficiently, and union contracts will be protected in a bidding process. The NDP argues that selling off a monopoly puts this government cash cow at risk, and points to private retail stores with higher prices and lower wages. The proposed sale of 100 surplus m Crown properties has raised cries of “selling the silverware to buy groceries.” But land sales are nothing new for governments, and Falcon prefers that to raising taxes. • Carbon tax. The last scheduled increase goes ahead in July, adding another penny on a litre of gasoline, followed by a freeze and review of the whole climate program. Ralston says the

climate plan is “in tatters,” along with dozens of other policy areas that are also under review after 11 years of B.C. Liberal rule. NDP leader Adrian Dix vows to keep the carbon tax and its offsetting personal income tax cuts, direct carbon tax revenues to transit and rural energy-saving retrofits, and hike the general corporate tax rate from 10 to 12 per cent to pay for it. • HST. Asked what he would have done as finance minister, Ralston suggested getting rid of the HST sooner. Dix continues to misrepresent the HST as solely a transfer to big business, ignoring the small and medium-sized businesses that have a year left to take advantage of input tax credits. Simon Fraser University economist Jon Kesselman has estimated that poor people will be worse off when the HST ends, while the rest of us will see a very small net benefit. Mission is blessed with a superior natural environment, so pristine in some areas, that they are the last remaining refuges of several endangered species. The proponent of a large commercial and residential development slotted for the highly sensitive Wren Creek ravine ecosystem directly adjacent to the Silvercreek wet-

lands, claims to have received an environmental green light for his development, but admits that authorization required for harmful alteration, disruption or destruction of fish habitat has not yet been received. The habitat slotted to be lost forever is one of the last remaining refuges of 10 endangered species and is heavily relied upon by other local wildlife. The forests of the ravines are considered to be vital to the health of the Silvercreek wetlands

— home to five species of wild salmon and visited daily by hundreds of migrating birds. Environment Canada has already stated that the developer’s plan to relocate the endangered species to another site will not work as habitat restoration techniques have not been tested or evaluated and best management practices do not recommend salvages for these species. Instead, an avoidance approach was recommended, involving scal-

ing down the size of the development to a higher density 10-acre footprint thereby allowing the more pristine areas to be protected. While the larger footprint may provide economic advantages to some, we must employ every option possible to avoid destruction of critical habitat. No change needed to OAS: OECD Editor, The Record: Re: Changes to pensions a long ways off, Feb. 2 edition. MP Randy Kamp thinks that denying Canadians Old Age pensions for two years is “ensuring the retirement security of Canadians.” Nothing could be further from the truth. In fact, experts from the OECD, leading universities, and the government itself have all said our Old Age Security (OAS) program does not face major challenges, and there’s no pressing need for change. Canada’s parliamentary budget officer says that OAS is sustainable beyond 2082. Payments today cost 2.4 per cent of our national GDP. When the boomers max out in 2031, that percentage will climb to 3.1 per cent but then drop off again. They say current seniors won’t see their benefits cuts, but they aren’t saying anything about tomorrow’s seniors. The fact is, more than half of old age pensions go to seniors earning less than $25,000 year. Workers have paid taxes their entire careers expecting these benefits will there when they turn 65. Raising the age for OAS will mean that some will have to stay longer in the workforce, whether they’re physically up to it or not. Seniors’ poverty rates could rise by one-third. Mission RCMP have been busy writing tickets over the past three weeks for drivers who continue to flout distracted driving laws. The campaign, which began at the beginning of February, targets drivers who behave in a way that would cause him or her to take attention from the road, such as talking on a cell phone or applying makeup. “Reducing fatalities and serious injuries continues to be a priority for all RCMP police services in British Columbia,� said Cpl. Sharon Siluch, spokesperson for the Mission RCMP detachment. Traffic Services for the Lower Mainland District Regional Police Services released 2011 statistics which shows distracted driving was

a contributing factor in 45 per cent of all collisions in the RCMP-policed areas of the Lower Mainland. Police handed out 32,266 tickets for distracted or inattentive driving, of which 687 were issued in Mission. Siluch said police have already handed out at least 131 tickets in Mission in 2012. “All of these tickets are preventable, just like the fatalities and injuries that do occur, due to distracted driving,� said Siluch. Police will be on the

lookout for distracted driving behavior, which includes: • Texting while driving; • Talking on a handcell phone while driving; • Reading a newspaper or book while driving; • Shaving or putting on makeup while driving; The fine for using an electronic device while driving without a handsfree attachment is $167. Drivers may receive three Drivers Penalty Points (DPP) in addition to the fine.

No suspects in break-ins, say RCMP A rash of rural break-ins has prompted Mission RCMP to ask for the public’s help. The suspects have been kicking or prying doors open, and jewelry is the most often stolen item at each of the five homes. There are no suspects so far. “No matter where you live, a good crime prevention practice is to watch out for your neighbors by recording and reporting anything suspicious to the police,� said Mission RCMP’s Cpl. A spreading outbreak of whooping cough has prompted Fraser Health to extend its vaccination campaign across the region. More than 150 people are believed to have contracted pertussis, a highly contagious bacterial infection that causes adults to cough for months but can be deadly to babies. Medical health officer Dr. Elizabeth Brodkin said efforts to combat the illness had focused on Chilliwack and Hope — where the outbreak began — but said the vaccine is now being made available to doctors and pharmacists across the region.

“More and more we are seeing cases outside of Fraser East,� she said. Whooping cough cases are appearing in Burnaby, New Westminster, Langley and Maple Ridge, Brodkin said. “We didn’t want to wait until we were seeing huge numbers of cases and a very aggressive spread,� she added. “We saw enough cases we became concerned and decided it was time to act.� Adults and youth in contact with young children who have not had the pertussis vaccine in the last five years are urged to get vaccinated. The goal is to immunize adults — for whom pertussis is more of an irritant — so they don’t act as carriers infecting infants, who are most at risk and are hospitalized in more than half of cases. Three children have already been hospitalized due to the outbreak, including one two-week-old baby that ended up in intensive care for five weeks. All three have

recovered. “It’s a nasty infection and even deadly in young infants,� Brodkin said. Three-quarters of infants infected get it from parents or close family members. California had a huge outbreak in 2009 that claimed the lives of 10 children, five more died in Saskatchewan in 2010 and two more children died last year just across the border in Washington State, where authorities are still battling an outbreak. The vaccine lasts only about five years so many people who got it in the past are no longer protected. Early symptoms of pertussis are similar to a cold, but often worsening to severe coughing that sounds like a whoop or crowing sound as the patient breathes in. SOMETIMES LOVING OTHERS IS DIFFICULT Although loving those around us is sometimes easy, at other times it may seem almost impossible. When we are feeling good and our friends and family are treating us well, loving them is easy and affords no great credit to us. But when others treat us poorly, especially when they do things that we consider unforgivable, loving them can be extremely difficult. However, when we are able to love them under these trying circumstances, it is a credit to our goodness and a true reflection of God’s unconditional love. When thinking only of how good it feels to love and be loved, we may mistakenly be tempted to think that loving others is easy. We should remember that loving others, especially those who hate us or do us harm, can sometimes be very difficult. It may be the hardest thing that we are called upon to do. God’s commandment to love our neighbor is something that we should strive to do on a daily basis. The greatest love is that which loves when love seems truly impossible.

The Heritage Park secondary school drama department is playing Dark of the Moon at the Clarke Theatre March 6 through 10 at 8 p.m. This will be the third time director Beverley Holmes tackles this Broadway play, and the last in her illustrious 35year career as a drama teacher. Although Dark of the Moon has the double misfortune of being titled similar to the most popular Pink Floyd album and is the name of the recent Transformers Hollywood blockbuster, the play has an older and richer history than both. The story was adapted for the stage by Howard Richardson and William Berney in 1945 and had a 10-month run on Broadway. Set in the Appalachian Mountains and written in an Appalachian dialect, the play centers around the character of John, a witch boy who seeks to become human after falling in love with a human girl named Barbara Allen. If that name sound familiar, it should. The story was originally written by Howard Richardson in 1939 based on the centuries old European folk song “The Ballad of Barbara Allen,” contemporaneously popularized in such places as the 1951 film Scrooge. Although Dark of the Moon will be performed by high school students, it’s no children’s story, warns Holmes, who calls it “quite dark and a bit edgy.” She said it would probably be rated PG-13 as a film. Reminiscent of Romeo and Juliet or the Greek epics, the play constantly strives to remind the audience that love is a powerful force in the universe that can both unite and destroy people. Tickets are $10 and $15 and are available at the HPSS office. A special two-for-one preview is available March 6.

Mission’s varsity basketball team captured its second consecutive AA Fraser Valley championship banner last weekend, defeating secondplace GW Graham, 76-62. It was a slow start, admitted co-coach Danny Jakobs, as the first-ranked MSS Roadrunners trailed in the first quarter after giving up 23 points. The Grizzlies were tying up MSS’ lead scoring threat, Luke Morris, with double coverage, forcing him to go 0-8 early on in the match. Morris turned it around in the second quarter, said Jakobs, scoring 14 points. The team adjusted its defensive tactics and started to shut down the Grizzlies’ offense. “Luc Comeau took over the game,” Jakobs said. “He became the tournament MVP and it gave us the boost we

needed.” Rhys Parry also kept the team alive in the first half, he added, in addition to Jeevan Bhogal and Mitch MacAulay, who hammered the boards. “Everyone knew their roles.” Mission secondary has been playing against AAA teams all season long, and the toughness in the face of adversity helped rally the players as they entered the second half of the game. Kristjan Jakobs and Hadley Gwyn played a vital part defensively, said co-coach and MSS principal Jim Pearce, while Connor Pickering made some key assists. The provincial championships are in Kamloops on March 6, and the Roadrunners enter seeded in top spot. There will be tough competition at the provincials, said Jakobs, including teams like St. Michael’s, Brentwood College, King George and St. Thomas More.

Adopt-A-Block needs help painting garbage barrels

Adopt-a-Block has been proactive in providing the local school kids an opportunity to paint these barrels with their own artistic flair for the past 15 years. Many of these works of art are now in need of a makeover. In 2011, there was a total of 52 garbage barrels in the community and many are in need of repainting. Adopt-A-Block has decided to open up this program to the public and has created a challenge open to all schools, community organizations, seniors homes, neighbourhood organizations, to assist in getting all 52 barrels repainted with a special environmental theme and placed back into the community before the end of 2012. This endeavour, nicknamed the “Reclaim the Can” challenge, will be doing a shift of six cans at a time so we need to have six cans ready before we can make a switch. All supplies for the painting are included along with the delivery and pickup of the barrel. The Cedarbrooke Chateau seniors community have been a huge supporter of this program and have already completed one of the barrels and are awaiting their next blank barrel to complete. They are putting out a challenge to all other seniors communities to join the program and commit to designing at least one barrel to help the AAB meet their goals and complete the challenge by the end of 2012. The cost of time to collect, clean, repaint, deliver to schools/community organizations for décor and then seal and redistribute is significant. The Adopt-A-Block Society is very honoured to have the local Nutek Signs, Raydar Autobody and Lordco Parts store on board as a sponsor to help with the program. We are still looking for individuals and businesses interested in helping with the program including collecting or delivering the barrels, donating paint and supplies and of course helping in painting the designs on the cans themselves! Today Mission Restorative Resolutions is recruiting volunteers to complete

our comprehensive training and then serve the community for two years. Volunteers will be trained to facilitate resolutions to referred incidents of harm, crime or conflict based on the values, principles and practices of restorative justice. Referrals to the service come from the RCMP, School District 75, and Crown Counsel. Training takes place on Tuesday evenings from 6:30-9:30 and some weekend days over a period of 13 weeks. If you’ve been looking for a way to serve your community and the ideas of accountability, safety, justice and harmony resonate with you, we’d love to hear from you.

It’s a fact: bears live in our neighbourhoods. Those bears that have become used to human smells and garbage are a hazard and are often destroyed. It is with great sadness that we announce the passing of Eunice Nancy Coutts, 89, on February 23, 2012 in Kelowna, BC. Eunice was born in Caron, Saskatchewan on February 15, 1923 the fourth child of Thomas and Mary Evans. She spent the war years in Toronto and relocated to New Westminster in 1948 where she met and married Kenneth Coutts of Port Coquitlam in 1949. Their son Robert was born the following year and in 1954 her niece Marion joined the family. Eunice and Ken spent 43 happy years together until his passing in 1992. Eunice met Milton Conley of Mission in 1995 and they were to spend the next twelve years together until his passing in 2007. The family is most appreciative of the way the Conley family welcomed Eunice into their lives. In 2007 Eunice relocated to Kelowna and spent the last three years of her life at the Village at Smith Creek a long term care facility in West Kelowna. The family wishes to extend their thanks to the staff at Smith Creek for both their care and their caring. Eunice is survived by her son Robert Coutts of Radium Hot Springs and Marion Cannon (Bob) of Mission, grandchildren Kevin Coutts and Sara Schmitke (Tyson) and great grandchildren Avery, Brennen and Keera all of Kelowna. Forever in our hearts, her bright smile, distinctive laughter and sense of humor will be dearly missed. She was a friend and helping hand to all. She was an intelligent, hard-working and devoted mother, grandmother, greatgrandmother, sister and friend. She was blessed with many talents, but will be remembered the most as a talented seamstress, an amazing cook, endless baker, and an inspirational gardener. She was a gracious hostess to all and her door was always open and welcoming. She was the matriarch of a large extended and loving family and her greatest joy in life was sharing in the achievements and celebrations of her children and grandchildren. She will be sorely missed by her 9 children, Juanita (Marcel), Sheila (Tullio), Veronica (Patrick), Myrna (Malcolm), Donna-Lee, Lila (Rob), Gordon (Joanne), Sheona, and James. THE POWER OF GRANDMOTHERS UNITED! The Steven Lewis Foundation for Grandmothers to Grandmothers Campaign was launched in 2006 and has 240 groups across Canada. The goal is to help grandmothers across Africa raise the grandchildren of parents who have died of AIDS. The program also provides food and health care, as well as school fees and uniforms for the children being cared for by their grandmothers. On November 15, the Mission group held their Ärst ofÄcial meeting and chose for themselves the Title, “Powerhouse Gogo’s”. GoGo is the African word for Grandmother.

This group is not only for grandmothers! It accepts “grand others” who are sympathetic to the plight of African grandmothers struggling to bring up their grandchildren in the most difÄcult circumstances.
